Georgia (country)

Georgia is a country in the Caucasus region of Eurasia. The capital and largest city is Tbilisi, Georgia covers a territory of 69,700 square kilometres, and its 2016 population is about 3.72 million. Georgia is a unitary, semi-presidential republic, with the government elected through a representative democracy, during the classical era, several independent kingdoms became established in what is now Georgia. The kingdoms of Colchis and Iberia adopted Christianity in the early 4th century, a unified Kingdom of Georgia reached the peak of its political and economic strength during the reign of King David IV and Queen Tamar in the 12th and early 13th centuries. Thereafter the kingdom declined and eventually disintegrated under hegemony of various powers, including the Mongols, the Ottoman Empire. Russian rule over Georgia was eventually acknowledged in various treaties with Iran. Since the establishment of the modern Georgian republic in April 1991, post-communist Georgia suffered from civil, the countrys Western orientation soon led to the worsening of relations with Russia, culminating in the brief Russo-Georgian War in August 2008. Georgia is a member of the United Nations, the Council of Europe, and it contains two de facto independent regions, Abkhazia and South Ossetia, which gained limited international recognition after the 2008 Russo-Georgian War. Georgia and a part of the international community consider the regions to be part of Georgias sovereign territory under Russian military occupation. Georgia probably stems from the Persian designation of the Georgians – gurğān, in the 11th and 12th centuries adapted via Syriac gurz-ān/gurz-iyān, starting with the Persian word gurğ/gurğān, the word was later adopted in numerous other languages, including Slavic and West European languages. This term itself might have established through the ancient Iranian appellation of the near-Caspian region. The self-designation used by ethnic Georgians is Kartvelebi, the medieval Georgian Chronicles present an eponymous ancestor of the Kartvelians, Kartlos, a great-grandson of Japheth. However, scholars agree that the word is derived from the Karts, the name Sakartvelo consists of two parts. Its root, kartvel-i, specifies an inhabitant of the core central-eastern Georgian region of Kartli, ancient Greeks and Romans referred to early western Georgians as Colchians and eastern Georgians as Iberians. Today the full, official name of the country is Georgia, before the 1995 constitution came into force the countrys name was the Republic of Georgia. The territory of modern-day Georgia was inhabited by Homo erectus since the Paleolithic Era, the proto-Georgian tribes first appear in written history in the 12th century BC. The earliest evidence of wine to date has found in Georgia. In fact, early metallurgy started in Georgia during the 6th millennium BC, the classical period saw the rise of a number of early Georgian states, the principal of which was Colchis in the west and Iberia in the east

Georgian scripts

The Georgian scripts are the three writing systems used to write the Georgian language, Asomtavruli, Nuskhuri and Mkhedruli. Although the systems differ in appearance, all three are unicase, their letters share the names and alphabetical order, and are written horizontally from left to right. Of the three scripts, Mkhedruli was the civilian royal script of the Kingdom of Georgia mostly used for the royal charters, originally consisting of 38 letters, Georgian is presently written in a 33-letter alphabet, as five letters are currently obsolete in that language. The number of Georgian letters used in other Kartvelian languages varies, the Mingrelian language uses 36,33 of which are current Georgian letters, one obsolete Georgian letter, and two additional letters specific to Mingrelian and Svan. That same obsolete letter, plus a letter borrowed from Greek, are used in writing the Laz language, Georgian scripts were granted the national status of cultural heritage in Georgia in 2015 and inscribed on the UNESCO Representative List of the Intangible Cultural Heritage of Humanity in 2016. The first version of the script attested is Asomtavruli which dates back to at least the 5th century, most scholars link the creation of the Georgian script to the process of Christianization of Iberia, a core Georgian kingdom of Kartli. The alphabet was therefore most probably created between the conversion of Iberia under King Mirian III and the Bir el Qutt inscriptions of 430 and it was first used for translation of the Bible and other Christian literature into Georgian, by monks in Georgia and Palestine. This account is now considered legendary, and is rejected by scholarly consensus, a point of contention among scholars is the role played by Armenian clerics in that process. Other scholars quote Koryuns claims without taking a stance on its validity, many agree, however, that Armenian clerics, if not Mashtots himself, must have played a role in the creation of the Georgian script. Another controversy regards the main influences at play in the Georgian alphabet, as scholars have debated whether it was inspired more by the Greek alphabet, or by Semitic alphabets such as Aramaic. Recent historiography focuses on greater similarities with the Greek alphabet than in the other Caucasian writing systems, most notably the order, some scholars have also suggested as a possible inspiration for particular letters certain pre-Christian Georgian cultural symbols or clan markers. Asomtavruli is the oldest Georgian script, the name Asomtavruli means capital letters, from aso letter and mtavari principal/head. It is also known as Mrgvlovani rounded, from mrgvali round, despite its name, this capital script is unicameral, just like the modern Georgian script, Mkhedruli. The oldest Asomtavruli inscriptions found so far date from the 5th century and are Bir el Qutt, from the 9th century, Nuskhuri script starting becoming dominant, and the role of Asomtavruli was reduced. However, epigraphic monuments of the 10th to 18th centuries continued to be written in Asomtavruli script, Asomtavruli in this later period became more decorative. In the majority of 9th-century Georgian manuscripts which were written in Nuskhuri script, Asomtavruli was used for titles, although, some manuscripts written completely in Asomtavruli can be found until the 11th century. In early Asomtavruli, the letters are of equal height, in most Asomtavruli letters, straight lines are horizontal or vertical and meet at right angles. An Internet service provider is an organization that provides services for accessing and using the Internet. Internet service providers may be organized in various forms, such as commercial, community-owned, non-profit, Internet services typically provided by ISPs include Internet access, Internet transit, domain name registration, web hosting, Usenet service, and colocation. The Internet was developed as a network between government research laboratories and participating departments of universities, by the late 1980s, a process was set in place towards public, commercial use of the Internet. The remaining restrictions were removed by 1995,4 years after the introduction of the World Wide Web, in 1989, the first ISPs were established in Australia and the United States. In Brookline, Massachusetts, The World became the first commercial ISP in the US and its first customer was served in November 1989. On 23 April 2014, the U. S, a possible solution to net neutrality concerns may be municipal broadband, according to Professor Susan Crawford, a legal and technology expert at Harvard Law School. On 10 November 2014, President Barack Obama recommended that the FCC reclassify broadband Internet service as a service in order to preserve net neutrality. On 31 January 2015, AP News reported that the FCC will present the notion of applying Title II of the Communications Act of 1934 to the internet in a vote expected on 26 February 2015. Adoption of this notion would reclassify internet service from one of information to one of the telecommunications and, according to Tom Wheeler, chairman of the FCC, the FCC is expected to enforce net neutrality in its vote, according to the New York Times. On 26 February 2015, the FCC ruled in favor of net neutrality by adopting Title II of the Communications Act of 1934 and Section 706 in the Telecommunications Act of 1996 to the Internet. The FCC Chairman, Tom Wheeler, commented, This is no more a plan to regulate the Internet than the First Amendment is a plan to free speech. They both stand for the same concept, on 12 March 2015, the FCC released the specific details of the net neutrality rules. On 13 April 2015, the FCC published the rule on its new Net Neutrality regulations. ISPs provide Internet access, employing a range of technologies to connect users to their network, available technologies have ranged from computer modems with acoustic couplers to telephone lines, to television cable, wireless Ethernet, and fiber optics. For users and small businesses, traditional options include copper wires to provide dial-up, DSL, typically asymmetric digital subscriber line, using fiber-optics to end users is called Fiber To The Home or similar names. Wireless access is another option, including cellular and satellite Internet access, a mailbox provider is an organization that provides services for hosting electronic mail domains with access to storage for mail boxes. Internationalized domain name

These writing systems are encoded by computers in multi-byte Unicode. Internationalized domain names are stored in the Domain Name System as ASCII strings using Punycode transcription, internationalized domain names can only be used with applications that are specifically designed for such use, they require no changes in the infrastructure of the Internet. IDN was originally proposed in December 1996 by Martin Dürst and implemented in 1998 by Tan Juay Kwang and Leong Kok Yong under the guidance of Tan Tin Wee. After much debate and many competing proposals, a system called Internationalizing Domain Names in Applications was adopted as a standard, in IDNA, the term internationalized domain name means specifically any domain name consisting only of labels to which the IDNA ToASCII algorithm can be successfully applied. In March 2008, the IETF formed a new IDN working group to update the current IDNA protocol, in May 2010 the first IDN ccTLD were installed in the DNS root zone. Internationalizing Domain Names in Applications is a defined in 2003 for handling internationalized domain names containing non-ASCII characters. These names either are Latin letters with diacritics or are written in languages or scripts which do not use the Latin alphabet, Arabic, Hangul, Hiragana and Kanji for instance. Although the Domain Name System supports non-ASCII characters, applications such as e-mail, IDNA specifies how this conversion between names written in non-ASCII characters and their ASCII-based representation is performed. An IDNA-enabled application is able to convert between the internationalized and ASCII representations of a domain name and it uses the ASCII form for DNS lookups but can present the internationalized form to users who presumably prefer to read and write domain names in non-ASCII scripts such as Arabic or Hiragana. Applications that do not support IDNA will not be able to handle domain names with non-ASCII characters, but will still be able to access such domains if given the ASCII equivalent. ICANN issued guidelines for the use of IDNA in June 2003, several other top-level domain registries started accepting registrations in 2004 and 2005. IDN Guidelines were first created in June 2003, and have been updated to respond to phishing concerns in November 2005, mozilla 1.4, Netscape 7.1, Opera 7.11 were among the first applications to support IDNA. A browser plugin is available for Internet Explorer 6 to provide IDN support, Internet Explorer 7.0 and Windows Vistas URL APIs provide native support for IDN. The conversions between ASCII and non-ASCII forms of a name are accomplished by algorithms called ToASCII and ToUnicode. These algorithms are not applied to the name as a whole. Wayback Machine

The Internet Archive launched the Wayback Machine in October 2001. It was set up by Brewster Kahle and Bruce Gilliat, and is maintained with content from Alexa Internet, the service enables users to see archived versions of web pages across time, which the archive calls a three dimensional index. Since 1996, the Wayback Machine has been archiving cached pages of websites onto its large cluster of Linux nodes and it revisits sites every few weeks or months and archives a new version. Sites can also be captured on the fly by visitors who enter the sites URL into a search box, the intent is to capture and archive content that otherwise would be lost whenever a site is changed or closed down. The overall vision of the machines creators is to archive the entire Internet, the name Wayback Machine was chosen as a reference to the WABAC machine, a time-traveling device used by the characters Mr. Peabody and Sherman in The Rocky and Bullwinkle Show, an animated cartoon. These crawlers also respect the robots exclusion standard for websites whose owners opt for them not to appear in search results or be cached, to overcome inconsistencies in partially cached websites, Archive-It. Information had been kept on digital tape for five years, with Kahle occasionally allowing researchers, when the archive reached its fifth anniversary, it was unveiled and opened to the public in a ceremony at the University of California, Berkeley. Snapshots usually become more than six months after they are archived or, in some cases, even later. The frequency of snapshots is variable, so not all tracked website updates are recorded, Sometimes there are intervals of several weeks or years between snapshots. After August 2008 sites had to be listed on the Open Directory in order to be included. As of 2009, the Wayback Machine contained approximately three petabytes of data and was growing at a rate of 100 terabytes each month, the growth rate reported in 2003 was 12 terabytes/month, the data is stored on PetaBox rack systems manufactured by Capricorn Technologies. In 2009, the Internet Archive migrated its customized storage architecture to Sun Open Storage, in 2011 a new, improved version of the Wayback Machine, with an updated interface and fresher index of archived content, was made available for public testing. The index driving the classic Wayback Machine only has a bit of material past 2008. In January 2013, the company announced a ground-breaking milestone of 240 billion URLs, in October 2013, the company announced the Save a Page feature which allows any Internet user to archive the contents of a URL. This became a threat of abuse by the service for hosting malicious binaries, as of December 2014, the Wayback Machine contained almost nine petabytes of data and was growing at a rate of about 20 terabytes each week. Between October 2013 and March 2015 the websites global Alexa rank changed from 162 to 208, in a 2009 case, Netbula, LLC v. Chordiant Software Inc. defendant Chordiant filed a motion to compel Netbula to disable the robots. Netbula objected to the motion on the ground that defendants were asking to alter Netbulas website, in an October 2004 case, Telewizja Polska USA, Inc. v. ISO 3166-1 alpha-2

They are the most widely used of the country codes published by ISO, and are used most prominently for the Internets country code top-level domains. They were first included as part of the ISO3166 standard in its first edition in 1974, the ISO 3166-1 alpha-2 codes are used in different environments and are also part of other standards. In some cases they are not perfectly implemented, the ISO 3166-1 alpha-2 codes are used in the following standards, Starting in 1985, ISO 3166-1 alpha-2 codes have been used in the Domain Name System as country code top-level domains. The Internet Assigned Numbers Authority currently assigns the ccTLDs mostly following the alpha-2 codes, but with a few exceptions. For example, the United Kingdom, whose code is GB, uses. uk instead of. gb as its ccTLD. The European Commission generally uses ISO 3166-1 alpha-2 codes with two exceptions, EL is used to represent Greece, and UK is used to represent the United Kingdom. This notwithstanding, the Official Journal of the European Communities specified that GR and GB be used to represent Greece, for VAT administration purposes, the European Commission uses EL and GB for Greece and the United Kingdom respectively. IETF language tags are also derived from ISO 3166-1 alpha-2 codes. The full list of ISO 3166-1 codes assigned to countries and territories are usable as region subtags, also, the exceptionally reserved alpha-2 codes defined in ISO 3166-1 are also usable as region subtags for language tags. Some other region grouping subtags are derived from other standards, under the newer stability policies, old assigned codes that have been withdrawn from ISO 3166-1 should no longer be reassigned to another country or territory. The following is a colour-coded decoding table of all ISO 3166-1 alpha-2 codes, click on the cell to see the definition of each code. The following alpha-2 codes can be user-assigned, AA, QM to QZ, XA to XZ, for example, UN/LOCODE assigns XZ to represent installations in international waters. The Unicode Common Locale Data Repository assigns QO to represent Outlying Oceania, before the adoption of the macroregion code EU by ISO, CLDR also used QU to represent the European Union. The code XK is being used by the European Commission, the IMF, the code XA is being used by Switzerland, as a country code for the Canary Islands, although IC is already reserved for that purpose. It was first created on 5 March 1986, Domain name policy is managed by. au Domain Administration, with the registry operated by AusRegistry. The domain name was allocated by Jon Postel, operator of IANA to Kevin Robert Elz of Melbourne University in 1986. After an approximately five-year process in the 1990s, the Internet industry created a body called. au Domain Administration to operate the domain. It obtained assent from ICANN in 2001, and commenced operating a new regime for domain registration on 1 July 2002. Since this new regime, any registration has to be ordered via a registrar, oversight of. au is by. au Domain Administration. It is an organisation whose membership is derived from Internet organisations, industry members.
