An electoral swing analysis shows the extent of change in voter support from one election to another, expressed as a positive or negative percentage. A multi-party swing is an indicator of a change in the electorate's preference between candidates or parties. A swing can be calculated for the electorate as a whole, for a given electoral district or for a particular demographic. A swing is useful for analysing change in voter support over time, or as a tool for predicting the outcome of elections in constituency-based systems. Swing is usefully deployed when analysing the shift in voter intentions revealed by opinion polls or to compare polls concisely which may rely on differing samples and on markedly different swings and therefore predict extraneous results. A swing is calculated by comparing the percentage of the vote in a particular election to the percentage of the vote belonging to the same party or candidate at the previous election. Examples include the comparison between the 2007 Ukrainian Parliamentary elections. The above charts show the change in voter support for each of the six major political parties by electoral district and nationwide vote results. In many nation states' media, including in Australia and the United Kingdom, swing is expressed in terms of two parties; this practice is most useful where most governments tend to be from an existing two-party system but other candidates do sometimes run, is used to predict the outcome of elections in constituency-based systems where different seats are held with different previous levels of support. An assumption underlies extrapolated national calculations: that all districts will experience the same swing as shown in a poll or in a place's results; the advantage of this swing is the fact that the loss of support for one party will in most cases be accompanied by smaller or bigger gain in support for the other, but both figures are averaged into one. Employing the two assumptions allows the analyst to compute an electoral pendulum, predicting how many seats will change hands given a particular swing, what size uniform swing would therefore bring about a change of government.
In Australia, the term "swing" refers to the change in the outcome of an election from the viewpoint of specific political parties in the preferential voting system. The UK uses the two-party swing, adding one party's increase in share of the vote to the percentage-point fall of another party and dividing the total by two. So if Party One's vote rises by 4 points and Party Two's vote falls 5 points, the swing is 4.5 points. For disambiguation suffixes such as: must be added where three parties stand. Otherwise a problem when deciding which swing is meant and which swing is best to publish arises where a lower party takes first or second. Originating as a mathematical calculation for comparing the results of two constituencies, any of these figures can be used as an indication of the scale of voter change between any two political parties, as shown below for the 2010 United Kingdom general election: Swing in the United States can refer to swing state, those states that are known to shift an outcome between Democrats and Republican Parties, equivalent on a local level to marginal seats.
By contrast, a non-swing state is the direct equivalent of a safe seat, as it changes in outcome. The extent of change in political outcome is influenced by the voting system in use; some websites provide a pie chart based or column-based multi party swingometer where ± x%, ± x%, ± x% and so on is displayed or can be input for three parties. Los Angeles Public Library
The Los Angeles Public Library system serves the residents of the City of Los Angeles. The system holds more than six million volumes, with over 18 million residents in the Los Angeles Metropolitan area, it serves the largest population of any publicly funded library system in the United States; the system is overseen by a Board of Library Commissioners with five members appointed by the mayor of Los Angeles in staggered terms in accordance with the city charter. Library cards are free to California residents. Circulating books, periodicals, computer access and audiovisual materials are available to patrons. Books and audiobooks are loaned for 3 weeks. Music cassettes, music CDs, documentary videos, documentary DVDs are loaned for 1 week. Entertainment videos and entertainment DVDs are loaned for 4 days. Fines are charged. There is a loan limit of 10 books, 10 magazines, 4 DVDs or videos at one time up to maximum of 30 items on the patron's record. Most items may be renewed a maximum of two times. Entertainment DVDs and videos may be renewed one time; the Los Angeles Public Library has many community support organizations which work with the library to raise funds and sponsor programs to enhance library service throughout the community. The Library's Rare Books Department is located in its downtown Los Angeles location. There is an extensive selection of databases covering a wide variety of topics, many of which are available to remote users who hold an LAPL library card. Examples include full-text databases of periodicals, business directories, language learning tools; the Central Library at 630 West 5th Street, between Grand Avenue and Flower Street in Downtown Los Angeles, remains an important research library, despite the development of accessible databases and public access to the Internet. The library offers an online program that allows adult patrons who have not completed high school to earn their high school diploma; the Los Angeles Library Association was formed in late 1872, by early 1873, a well-stocked reading room had opened under the first librarian, John Littlefield.
Aggressive expansion and growth of the system began in the 1920s. Under Library Board of Commissioners Chairman Orra E. Monnette, the system was improved with a large network of branch libraries with new buildings. Thelma Jackman founded the Business & Economics section of the library sometime prior to 1970; the historic Central Library Goodhue building was constructed in 1926 and is a Downtown Los Angeles landmark. The Central Library was designed by Bertram Goodhue; the Richard Riordan Central Library complex is the third largest public library in the United States in terms of book and periodical holdings. Named the Central Library, the building was first renamed in honor of the longtime president of the Board of Library Commissioners and President of the University of Southern California, Rufus B. von KleinSmid. The new wing of Central Library, completed in 1993, was named in honor of former mayor Tom Bradley; the complex was subsequently renamed in 2001 for former Los Angeles Mayor Richard Riordan, as the Richard Riordan Central Library.
The Los Angeles Public Library received the National Medal for Museum and Library Service, the nation's highest honor given to museums and libraries for service to the community. City Librarian John F. Szabo and community member Sergio Sanchez accepted the award on behalf of the library from First Lady Michelle Obama during a White House Ceremony on May 20, 2015; the Los Angeles Public Library was selected for its success in meeting the needs of Angelenos and providing a level of social and cultural services unmatched by any other public institution in the city. The award recognizes the library's programs that help people on their path to citizenship, earn their high school diploma, manage personal finances and access health and well-being services and resources. Architect Bertram Grosvenor Goodhue designed the original Los Angeles Central Library with influences of ancient Egyptian and Mediterranean Revival architecture; the central tower is topped with a tiled mosaic pyramid with suns on the sides with a hand holding a torch representing the "Light of Learning" at the apex.
Other elements include sphinxes and celestial mosaics. It has sculptural elements by the preeminent American architectural sculptor Lee Lawrie, similar to the Nebraska State Capitol in Lincoln, Nebraska designed by Goodhue; the interior of the library is decorated with various figures, statues and grilles, notably a four-part mural by illustrator Dean Cornwell depicting stages of the History of California, completed around 1933. The building is a designated Los Angeles Historic-Cultural Monument, is on the National Register of Historic Places; the Central Library was extensively renovated and expanded in a Modernist/Beaux-Arts architecture, according to Norman Pfeiffer, the principal architect of the renovation by Hardy Holzman Pfeiffer Associates from 1988 through 1993. It included an eight-story atrium wing dedicated to former mayor Tom Bradley. Now, the library contains an area of 538,000 square feet, has nearly 89 miles of shelves and seating for over 1,400 people; the building's limited access had caused a number of problems.
The accessible public stacks in the reading rooms only displayed about 10 to 20 percent of the actual collections of the Central Library. For anything else, a patron had to submit a request slip and a clerk would retrieve the desired material from the internal stacks. Internal stacks
Socialist Party of America
The Socialist Party of America was a multi-tendency democratic socialist and social democratic political party in the United States formed in 1901 by a merger between the three-year-old Social Democratic Party of America and disaffected elements of the Socialist Labor Party of America which had split from the main organization in 1899. In the first decades of the 20th century, it drew significant support from many different groups, including trade unionists, progressive social reformers, populist farmers and immigrants. However, it refused to form coalitions with other parties, or to allow its members to vote for other parties. Eugene V. Debs twice won over 900,000 votes in presidential elections while the party elected two Representatives, dozens of state legislators, more than a hundred mayors and countless lesser officials; the party's staunch opposition to American involvement in World War I, although welcomed by many led to prominent defections, official repression and vigilante persecution.
The organization was further shattered by a factional war over how to respond to the October Revolution in Imperial Russia in 1917 and the establishment of the Communist International in 1919—many members left the party in favor of the Communist Party USA. After endorsing Robert M. La Follette's presidential campaign in 1924, the party returned to independent action at the presidential level, it had modest growth in the early 1930s behind presidential candidate Norman Thomas. The party's appeal was weakened by the popularity of President Franklin D. Roosevelt's New Deal, the organization and flexibility of the Communist Party under Earl Browder and the resurgent labor movement's desire to support sympathetic Democratic Party politicians. A divisive and unsuccessful attempt to broaden the party by admitting followers of Leon Trotsky and Jay Lovestone caused the traditional Old Guard to leave and form the Social Democratic Federation. While the party was always anti-fascist as well as anti-Stalinist, its opposition to American entry in World War II cost it both internal and external support.
The party stopped running presidential candidates after 1956, when its nominee Darlington Hoopes won fewer than 6,000 votes. In the party's last decades, its members, many of them prominent in the labor, civil rights and civil liberties movements, fundamentally disagreed about the socialist movement's relationship to the labor movement and the Democratic Party and about how best to advance democracy abroad. In 1970–1973, these strategic differences had become so acute that the Socialist Party of America changed its name to Social Democrats, USA. Leaders of two of its caucuses formed separate socialist organizations, namely the Socialist Party USA and the Democratic Socialist Organizing Committee, the latter of which became a precursor to the largest present-day socialist organization in the United States, the Democratic Socialists of America. From 1901 to the onset of World War I, the Socialist Party had numerous elected officials throughout the United States. There were two Socialist members of Congress, Meyer London of New York City and Victor Berger of Milwaukee.
Its voting strength was greatest among recent Jewish and German immigrants, coal miners and former populist farmers in the Midwest. From 1900 to 1912, it ran Eugene V. Debs for President at each election; the best showing for a socialist ticket was in 1912, when Debs gained 901,551 total votes, or 6% of the popular vote. In 1920, Debs ran again, this time while imprisoned for opposing World War I and received 913,693 votes, 3.4% of the total. Early political perspectives ranged from radical socialism to social democracy, with New York party leader Morris Hillquit and Congressman Berger on the more social democratic or right-wing of the party and radical socialists and syndicalists, including members of the Industrial Workers of the World and the party's frequent candidate, Eugene V. Debs, on the left-wing of the party. There were agrarian utopian-leaning radicals, such as Julius Wayland of Kansas, who edited the party's leading national newspaper, Appeal to Reason, along with trade unionists.
The party outsourced its newspapers and publications so that it would not have an internal editorial board, a power in its own right. The result was that a handful of outside publishers dominated the published messages the party distributed and agitated for a much more radical anti-capitalistic revolutionary message the party itself tolerated; the Appeal to Reason newspaper thus became part of its radical left-wing as did the Charles H. Kerr Publishing Company of Chicago, which produced over half of the pamphlets and books that were sold at party meetings. Positions in the party on racial segregation varied and were the subject of heated debate from its foundation to the 1919 split. At its founding convention, a resolution was presented in favor of "equal rights for all human beings without distinction of color, race or sex" highlighting African Americans as oppressed and exploited and calling for them to be organised by the socialist and labor movements; this was opposed by a number of white delegates, who argued that specific appeals to black workers were unnecessary.

Mayor of Los Angeles
The Mayor of the City of Los Angeles is the official head and chief executive officer of Los Angeles, United States. The officeholder is limited to serving no more than two terms. Under the Constitution of California, all judicial, school and city offices, including those of chartered cities, are nonpartisan. Eric Garcetti has been the city's 42nd and current mayor since 2013. California does not impose statewide term limits on school board members, but such limits can still be imposed on the local level. Los Angeles has a strong mayor–council form of government, giving the mayor the position of chief executive of the city; the mayor is given the authority to appoint general managers and commissioners, remove officials from city posts, is required to propose a budget each year. Most of the mayor's appointments and proposals are subject to approval by the Los Angeles City Council, but the mayor has the power of veto or approval of City Council legislation; the organization of the mayor's office changes with administration, but is always governed by a chief of staff, deputy chief of staff, director of communications, several deputy mayors.
Each mayor organizes his office into different offices containing the Los Angeles Housing Team, Los Angeles Business Team, International Trade Office, Mayor's Volunteer Corps, Office of Immigrant Affairs, among other divisions. The mayor has an office in the Los Angeles City Hall and resides at the Mayor's Mansion, Getty House, located in Windsor Square; as of 2017, the mayor received a salary of $248,141. The mayor is elected in citywide election. Elections follow a two-round system; the first round of the election is called the primary election. The candidate receiving a majority of the vote in the primary is elected outright. If no candidate receives a majority, the top two candidates advance to a runoff election, called the general election; the City Charter allows for write-in candidates for the primary election, but not for the runoff in the general election. The mayor is elected with a limit of two consecutive terms; the office of Mayor is nonpartisan by state law, although most mayoral candidates identify a party preference.
Elections for mayor were held in odd-numbered years from 1909 until 2013. In October 2014, the Los Angeles City Council recommended consolidating city elections with gubernatorial and presidential elections in even-numbered years in an effort to increase turnout. On March 3, 2015, voters passed a charter amendment to extend the term of the mayor elected in 2017 to five-and-a-half years. From 2022 and onward, mayoral elections will be consolidated with the statewide gubernatorial elections held every four years; the most recent election was held in March 2017. Incumbent mayor Eric Garcetti was re-elected for a second term. In the case of an office vacancy, the City Council has a choice to appoint a new mayor or to hold a special election; the replacement, if appointed, will serve until the next scheduled primary for a city general election. If any portion remains on the term, a special election will be held to elect a candidate to serve the remainder of the term; the mayor is subject to recall by registered voters if at least 15 percent of eligible voters sign a recall petition within 120 days of the first day of circulation.
If the petition is successful, a special election is held asking whether the incumbent should be removed and who among a list of candidates should replace the incumbent. If the recall is successful, the replacement candidate with the majority of votes succeeds the ousted incumbent. If no replacement candidate receives a majority of the votes, a special runoff election is held between the top two candidates; as of April 2019, 42 individuals have served as mayor of Los Angeles since its incorporation as a city in the state of California. Six individuals served non-consecutive terms, the first of which began in 1854 and the last of which ended in 1921; those who served non-consecutive terms are only counted once in the official count of mayoralties. Stephen Clark Foster was appointed as Mayor of Los Angeles in 1848 prior to California statehood and official incorporation of the city; the longest term was that of Tom Bradley, who served for 20 years over five terms prior to the establishment of successive term limits.
The shortest term, not counting city council presidents serving as acting mayor, was that of William Stephens, appointed to serve for less than two weeks after Arthur Cyprian Harper resigned from office. Two mayors died in office: Henry Mellus and Frederick A. MacDougall. Three Hispanics have served as mayor since incorporation: Antonio F. Coronel, Cristobal Aguilar, Antonio Villaraigosa. Many other Hispanics served as mayor prior to California joining the United States including Manuel Requena, who briefly served as acting mayor post-statehood in his role as city council president. Tom Bradley is the only African American to have served as mayor, but was the city's longest-serving mayor. Two French Canadians have served as mayor, including Damien Marchesseault, who served for three distinct periods, Prudent Beaudry; this list includes three Presidents of the City Council who served as Acting Mayor due to a vacancy in the office of the mayor but who were not appointed as mayor. The Government of Los Angeles operates as a charter city under the Charter of the City of Los Angeles. The elected government is composed of the Los Angeles City Council with 15 city council districts and the Mayor of Los Angeles, which operate under a mayor–council government, as well as several other elective offices; the current mayor is Eric Garcetti, the current City Attorney is Mike Feuer and the current City Controller is Ron Galperin. Regular council meetings are held in the City Hall on Tuesdays and Fridays at 10 am except on holidays or if decided by special resolution; the Los Angeles Police Department polices the city of Los Angeles.
It is governed by the Los Angeles Board of Police Commissioners and the Chief of the Los Angeles Police Department. The city maintains specialized police agencies; the Los Angeles General Services Police, which provided police coverage for Los Angeles city owned property and parks was absorbed into the LAPD in 2012. The Los Angeles Unified School District maintains it own separate police department, as do many other school districts and college campuses within the city; the Charter of the City of Los Angeles ratified by voters in 1999 created a system of advisory neighborhood councils that would represent the diversity of stakeholders, defined as those who live, work or own property in the neighborhood. The neighborhood councils are autonomous and spontaneous in that they identify their own boundaries, establish their own bylaws, elect their own officers. There are about 90 neighborhood councils; the Los Angeles City Attorney is an elected official whose job is legal counsel for the city and may prosecute misdemeanor criminal offenses within the city.
The Los Angeles City Clerk is in charge of record keeping for elections. The Los Angeles City Controller is the elected chief accounting officer of the city; the Los Angeles City Treasurer handles financial matters. The Charter of the City of Los Angeles is the founding document of Los Angeles. Pursuant to its Charter, all legislative power is vested in the Council and is exercised by ordinance subject to a veto by the Mayor. Pursuant to this power, the Council has caused to be promulgated the Administrative Code, consisting of administrative and procedural ordinances, the Municipal Code, consisting of codified regulatory and penal ordinances. Violations of the ordinances are misdemeanor crimes unless otherwise specified as an infraction and may be prosecuted by city authorities; the Los Angeles Superior Court, which covers the entire county, is not a County department but a division of the State's trial court system. Los Angeles General Services Police
The Los Angeles General Services Police was a law enforcement agency that provided police and security officer services to Historic Los Angeles City Hall, Los Angeles Central Library, Los Angeles Zoo, Los Angeles Convention Center and city parks, recreation centers, senior centers and other beaches, recreational facilities having similar duties of the now defunct Los Angeles County Office of Public Safety, absorbed into the Los Angeles County Sheriff's Department. The department's last police chief was Gary S. Newton; the department was established as a security force in 1979. A peace officer component was created in the late 1980s and reorganized in 2003 when Los Angeles City Council members Wendy Gruel and Jack Weiss proposed to create the Office of Public Safety by merging the many city security services into one centralized division of the Department of General Services. In July 2012 through January 2013, the department and its duties were absorbed into the Los Angeles Police Department.
As of 2007, GSPD was authorized 112 police officers and over 350 security officers and support staff with an annual budget of over 30 million dollars excluding employee benefits. The department patrolled over 72 libraries and 900 municipal buildings, it was the 10th largest law enforcement agency in L. A. County; the department was responsible for citywide contract security services as well as physical and technology based access and surveillance throughout the city. The department was dissolved by the Los Angeles City Council; the City Council voted to close the department to save the city money and as a result and security personnel were transferred into the new Los Angeles Police Department Security Services Division, Division #36.
