The pope known as the supreme pontiff, is the Bishop of Rome and ex officio leader of the worldwide Catholic Church. Since 1929, the pope has been head of state of Vatican City, a city-state enclaved within Rome, Italy; the current pope is Francis, elected on 13 March 2013, succeeding Benedict XVI. While his office is called the papacy, the episcopal see and ecclesiastical jurisdiction is called the Holy See, it is the Holy See, the sovereign entity of international law headquartered in the distinctively independent Vatican City State, established by the Lateran Treaty in 1929 between Italy and the Holy See to ensure its temporal and spiritual independence. The primacy of the Bishop of Rome is derived from his role as the apostolic successor to Saint Peter, to whom primacy was conferred by Jesus, giving him the Keys of Heaven and the powers of "binding and loosing", naming him as the "rock" upon which the church would be built; the apostolic see of Rome was founded by Saint Peter and Saint Paul in 1st century, according to Catholic tradition.
The papacy is one of the most enduring institutions in the world and has had a prominent part in world history. In ancient times the popes helped spread Christianity, intervened to find resolutions in various doctrinal disputes. In the Middle Ages, they played a role of secular importance in Western Europe acting as arbitrators between Christian monarchs. In addition to the expansion of the Christian faith and doctrine, the popes are involved in ecumenism and interfaith dialogue, charitable work, the defense of human rights. In some periods of history, the papacy, which had no temporal powers, accrued wide secular powers rivaling those of temporal rulers. However, in recent centuries the temporal authority of the papacy has declined and the office is now exclusively focused on religious matters. By contrast, papal claims of spiritual authority have been firmly expressed over time, culminating in 1870 with the proclamation of the dogma of papal infallibility for rare occasions when the pope speaks ex cathedra—literally "from the chair"—to issue a formal definition of faith or morals.
Still, the Pope is considered one of the world's most powerful people because of his extensive diplomatic and spiritual influence on 1.3 billion Catholics and beyond, as well as the official representative of the Catholic Church being the largest non-government provider of education and health care in the world, with a vast international network of charities. The word pope derives from Greek πάππας meaning "father". In the early centuries of Christianity, this title was applied in the east, to all bishops and other senior clergy, became reserved in the west to the Bishop of Rome, a reservation made official only in the 11th century; the earliest record of the use of this title was in regard to the by deceased Patriarch of Alexandria, Pope Heraclas of Alexandria. The earliest recorded use of the title "pope" in English dates to the mid-10th century, when it was used in reference to the 7th century Roman Pope Vitalian in an Old English translation of Bede's Historia ecclesiastica gentis Anglorum.
The Catholic Church teaches that the pastoral office, the office of shepherding the Church, held by the apostles, as a group or "college" with Saint Peter as their head, is now held by their successors, the bishops, with the bishop of Rome as their head. Thus, is derived another title by which the pope is known, that of "Supreme Pontiff"; the Catholic Church teaches that Jesus appointed Peter as leader of the Church, the Catholic Church's dogmatic constitution Lumen gentium makes a clear distinction between apostles and bishops, presenting the latter as the successors of the former, with the pope as successor of Peter, in that he is head of the bishops as Peter was head of the apostles. Some historians argue against the notion that Peter was the first bishop of Rome, noting that the episcopal see in Rome can be traced back no earlier than the 3rd century; the writings of the Church Father Irenaeus who wrote around AD 180 reflect a belief that Peter "founded and organized" the Church at Rome.
Moreover, Irenaeus was not the first to write of Peter's presence in the early Roman Church. Clement of Rome wrote in a letter to the Corinthians, c. 96, about the persecution of Christians in Rome as the "struggles in our time" and presented to the Corinthians its heroes, "first, the greatest and most just columns", the "good apostles" Peter and Paul. St. Ignatius of Antioch wrote shortly after Clement and in his letter from the city of Smyrna to the Romans he said he would not command them as Peter and Paul did. Given this and other evidence, such as Emperor Constantine's erection of the "Old St. Peter's Basilica" on the location of St. Peter's tomb, as held and given to him by Rome's Christian community, many scholars agree that Peter was martyred in Rome under Nero, although some scholars argue that he may have been martyred in Palestine. First-century Christian communities would have had a group of presbyter-bishops functioning as leaders of their local churches. Episcopacies were established in metropolitan areas.
Antioch may have developed such a structure before Rome. In Rome, there were many who claimed to be the rightful bishop, though again Irenaeus stressed the validity of one line of bishops from the time of St. Peter up to his contemporary Pope Victor I and listed them; some writers claim that the emergence of a single bishop in Rome did not occur until the middle of the 2nd century. Steel is an alloy of iron and carbon, sometimes other elements. Because of its high tensile strength and low cost, it is a major component used in buildings, tools, automobiles, machines and weapons. Iron is the base metal of steel. Iron is able to take on two crystalline forms, body centered cubic and face centered cubic, depending on its temperature. In the body-centered cubic arrangement, there is an iron atom in the center and eight atoms at the vertices of each cubic unit cell, it is the interaction of the allotropes of iron with the alloying elements carbon, that gives steel and cast iron their range of unique properties. In pure iron, the crystal structure has little resistance to the iron atoms slipping past one another, so pure iron is quite ductile, or soft and formed. In steel, small amounts of carbon, other elements, inclusions within the iron act as hardening agents that prevent the movement of dislocations that are common in the crystal lattices of iron atoms; the carbon in typical steel alloys may contribute up to 2.14% of its weight.
Varying the amount of carbon and many other alloying elements, as well as controlling their chemical and physical makeup in the final steel, slows the movement of those dislocations that make pure iron ductile, thus controls and enhances its qualities. These qualities include such things as the hardness, quenching behavior, need for annealing, tempering behavior, yield strength, tensile strength of the resulting steel; the increase in steel's strength compared to pure iron is possible only by reducing iron's ductility. Steel was produced in bloomery furnaces for thousands of years, but its large-scale, industrial use began only after more efficient production methods were devised in the 17th century, with the production of blister steel and crucible steel. With the invention of the Bessemer process in the mid-19th century, a new era of mass-produced steel began; this was followed by the Siemens–Martin process and the Gilchrist–Thomas process that refined the quality of steel. With their introductions, mild steel replaced wrought iron.
Further refinements in the process, such as basic oxygen steelmaking replaced earlier methods by further lowering the cost of production and increasing the quality of the final product. Today, steel is one of the most common manmade materials in the world, with more than 1.6 billion tons produced annually. Modern steel is identified by various grades defined by assorted standards organizations; the noun steel originates from the Proto-Germanic adjective stahliją or stakhlijan, related to stahlaz or stahliją. The carbon content of steel is between 0.002% and 2.14% by weight for plain iron–carbon alloys. These values vary depending on alloying elements such as manganese, nickel, so on. Steel is an iron-carbon alloy that does not undergo eutectic reaction. In contrast, cast iron does undergo eutectic reaction. Too little carbon content leaves iron quite soft and weak. Carbon contents higher than those of steel make a brittle alloy called pig iron. While iron alloyed with carbon is called carbon steel, alloy steel is steel to which other alloying elements have been intentionally added to modify the characteristics of steel.
Common alloying elements include: manganese, chromium, boron, vanadium, tungsten and niobium. Additional elements, most considered undesirable, are important in steel: phosphorus, sulfur and traces of oxygen and copper. Plain carbon-iron alloys with a higher than 2.1% carbon content are known as cast iron. With modern steelmaking techniques such as powder metal forming, it is possible to make high-carbon steels, but such are not common. Cast iron is not malleable when hot, but it can be formed by casting as it has a lower melting point than steel and good castability properties. Certain compositions of cast iron, while retaining the economies of melting and casting, can be heat treated after casting to make malleable iron or ductile iron objects. Steel is distinguishable from wrought iron, which may contain a small amount of carbon but large amounts of slag. Iron is found in the Earth's crust in the form of an ore an iron oxide, such as magnetite or hematite. Iron is extracted from iron ore by removing the oxygen through its combination with a preferred chemical partner such as carbon, lost to the atmosphere as carbon dioxide.
This process, known as smelting, was first applied to metals with lower melting points, such as tin, which melts at about 250 °C, copper, which melts at about 1,100 °C, the combination, which has a melting point lower than 1,083 °C. In comparison, cast iron melts at about 1,375 °C. Small quantities of iron were smelted in ancient times, in the solid state, by heating the ore in a charcoal fire and welding the clumps together with a hammer and in the process squeezing out the impurities. With care, the carbon content could be controlled by moving it around in the fire. Unlike copper and tin, liquid or solid iron dissolves carbon quite readily. All of these temperatures could be reached with ancient methods used since the Bronze Age. There are eight euro coin denominations, ranging from one cent to two euros. The coins first came into use in 2002, they have a common reverse, portraying a map of Europe, but each country in the eurozone has its own design on the obverse, which means that each coin has a variety of different designs in circulation at once. Four European microstates which use the euro as their currency have the right to mint coins with their own designs on the obverse side; the coins, various commemorative coins, are minted at numerous national mints across the European Union to strict national quotas. Obverse designs are chosen nationally, while the reverse and the currency as a whole is managed by the European Central Bank; the euro came into existence on 1 January 1999. It had been a goal of its predecessors since the 1960s; the Maastricht Treaty entered into force in 1993 with the goal of creating economic and monetary union by 1999 for all EU states except the UK and Denmark. In 1999 the currency was born and in 2002 notes and coins began to circulate.
It replaced the former national currencies and the eurozone has since expanded further to some newer EU states. In 2009 the Lisbon Treaty formalised its political authority, the Eurogroup, alongside the European Central Bank. In 2004 €2 commemorative coins were allowed to be minted in six states. By 2007, all states but France and the Netherlands had minted a commemorative issue and the first eurozone-wide commemorative coin was issued to celebrate 50 years of the Treaty of Rome. In 2009, the second eurozone-wide issue of a 2-euro commemorative coin was issued, celebrating ten years of the Economic and Monetary Union. In 2012, the third eurozone-wide issue of a 2-euro commemorative coin was issued, celebrating 10 years of euro coins and notes. To date, only Cyprus has not independently issued a €2 commemorative coin; as the EU's membership has since expanded in 2004, 2007 and 2013, with further expansions envisaged, the common face of all euro coins from the value of 10c and above were redesigned in 2007 to show a new map.
Slovenia joined the eurozone in 2007, Cyprus and Malta joined in 2008, Slovakia in 2009, Estonia in 2011, Latvia in 2014 and Lithuania in 2015, introducing seven more national-side designs. Andorra started minting coins in 2014, so from 2015 there are 23 countries with their own national sides. There are eight different denominations of euro coins: 1c, 2c, 5c, 10c, 20c, 50c, €1 and €2; the 1c, 2c and 5c coins show Europe in relation to Africa in the world. The remaining coins show the EU before its enlargement in May 2004 if minted before 1 January 2007, or a geographical map of Europe if minted after. Coins from Italy, San Marino, the Vatican City and Portugal show the geographical map if minted in 2008 or later; the common side was designed by Luc Luycx of the Royal Belgian Mint. They symbolise the unity of the EU; the national sides were designed by the NCBs of the eurozone in separate competitions. There are specifications. National designs were not allowed to change until the end of 2008, unless a monarch dies or abdicates.
National designs have seen some changes due to a new rule stating that national designs should include the name of the issuing country. The common side of the 1c, 2c and 5c coins depict the denomination, the words'EURO CENT' beside it, twelve stars and Europe highlighted on a globe in relation to Asia and Africa in the world; the common side of the 10c, 20c and 50c coins depict the denomination on the right, the words'EURO CENT' underneath it, with twelve stars and the European continent on the left. Coins minted from 1999 to 2006 depicted only the EU15, rather than the entire European continent, on coins minted after 2007; the common side of the €1 and €2 coins depict the denomination on the left, the currency, map of Europe and twelve stars on the right. Coins minted from 1999 to 2006 depicted the EU15, rather than the whole European continent, on coins minted from 2007. All coins have a common reverse side showing how much the coin is worth, with a design by Belgian designer Luc Luycx; the design of the 1c, 2c and 5c coins shows Europe's place in the world as a whole.
The 10c coins and above show either the 15 countries that were the European Union in 2002, or, if minted after 2007, the whole European continent. Coins from Italy, San Marino, the Vatican and Portugal show the new design if minted 2008 or later; the coins symbolise the unity of the EU. On 7 June 2005, the European Council decided that the common side of the 10c to €2 coins should be brought up to date to reflect the enlargement of the EU in 2004; the 1c, 2c and 5c coins show Europe in relation to the rest of the world, therefore they remained unchanged. In 2007, the new design was introduced; the design still retains all elements of the original designs, including the twelve stars, but the map of the fifteen states is replaced by one showing the whole of Europe as a continent, without borders, to stress unity. These coins were not mandatory for existing eurozone members when introduced in 2007, but became so for every member in 2008. Cyprus is shown several hundred kilometres north west of its real position in order to include it on the map.

Austria the Republic of Austria, is a country in Central Europe comprising 9 federated states. Its capital, largest city and one of nine states is Vienna. Austria has an area of 83,879 km2, a population of nearly 9 million people and a nominal GDP of $477 billion, it is bordered by the Czech Republic and Germany to the north and Slovakia to the east and Italy to the south, Switzerland and Liechtenstein to the west. The terrain is mountainous, lying within the Alps; the majority of the population speaks local Bavarian dialects as their native language, German in its standard form is the country's official language. Other regional languages are Hungarian, Burgenland Croatian, Slovene. Austria played a central role in European History from the late 18th to the early 20th century, it emerged as a margraviate around 976 and developed into a duchy and archduchy. In the 16th century, Austria started serving as the heart of the Habsburg Monarchy and the junior branch of the House of Habsburg – one of the most influential royal houses in history.
As archduchy, it was a major component and administrative centre of the Holy Roman Empire. Following the Holy Roman Empire's dissolution, Austria founded its own empire in the 19th century, which became a great power and the leading force of the German Confederation. Subsequent to the Austro-Prussian War and the establishment of a union with Hungary, the Austro-Hungarian Empire was created. Austria was involved in both world wars. Austria is a parliamentary representative democracy with a President as head of state and a Chancellor as head of government. Major urban areas of Austria include Graz, Linz and Innsbruck. Austria is ranked as one of the richest countries in the world by per capita GDP terms; the country has developed a high standard of living and in 2018 was ranked 20th in the world for its Human Development Index. The republic declared its perpetual neutrality in foreign political affairs in 1955. Austria has been a member of the United Nations since 1955 and joined the European Union in 1995.
It is a founding member of the OECD and Interpol. Austria signed the Schengen Agreement in 1995, adopted the euro currency in 1999; the German name for Austria, Österreich, derives from the Old High German Ostarrîchi, which meant "eastern realm" and which first appeared in the "Ostarrîchi document" of 996. This word is a translation of Medieval Latin Marchia orientalis into a local dialect. Another theory says that this name comes from the local name of the mountain whose original Slovenian name is "Ostravica" - because it is steep on both sides. Austria was a prefecture of Bavaria created in 976; the word "Austria" was first recorded in the 12th century. At the time, the Danube basin of Austria was the easternmost extent of Bavaria; the Central European land, now Austria was settled in pre-Roman times by various Celtic tribes. The Celtic kingdom of Noricum was claimed by the Roman Empire and made a province. Present-day Petronell-Carnuntum in eastern Austria was an important army camp turned capital city in what became known as the Upper Pannonia province.
Carnuntum was home for 50,000 people for nearly 400 years. After the fall of the Roman Empire, the area was invaded by Bavarians and Avars. Charlemagne, King of the Franks, conquered the area in AD 788, encouraged colonization, introduced Christianity; as part of Eastern Francia, the core areas that now encompass Austria were bequeathed to the house of Babenberg. The area was known as the marchia Orientalis and was given to Leopold of Babenberg in 976; the first record showing the name Austria is from 996, where it is written as Ostarrîchi, referring to the territory of the Babenberg March. In 1156, the Privilegium Minus elevated Austria to the status of a duchy. In 1192, the Babenbergs acquired the Duchy of Styria. With the death of Frederick II in 1246, the line of the Babenbergs was extinguished; as a result, Ottokar II of Bohemia assumed control of the duchies of Austria and Carinthia. His reign came to an end with his defeat at Dürnkrut at the hands of Rudolph I of Germany in 1278. Thereafter, until World War I, Austria's history was that of its ruling dynasty, the Habsburgs.
In the 14th and 15th centuries, the Habsburgs began to accumulate other provinces in the vicinity of the Duchy of Austria. In 1438, Duke Albert V of Austria was chosen as the successor to his father-in-law, Emperor Sigismund. Although Albert himself only reigned for a year, henceforth every emperor of the Holy Roman Empire was a Habsburg, with only one exception; the Habsburgs began to accumulate territory far from the hereditary lands. In 1477, Archduke Maximilian, only son of Emperor Frederick III, married the heiress Maria of Burgundy, thus acquiring most of the Netherlands for the family. In 1496, his son Philip the Fair married Joanna the Mad, the heiress of Castile and Aragon, thus acquiring Spain and its Italian and New World appendages for the Habsburgs. In 1526, following the Battle of Mohács, Bohemia and the part of Hungary not occupied by the Ottomans came under Austrian rule. Ottoman expansion into Hungary led to frequent conflicts between the two empires evident in the Long War of 1593 to 1606.

Lithuania the Republic of Lithuania, is a country in the Baltic region of Europe. Lithuania is considered to be one of the Baltic states, it is situated to the east of Sweden and Denmark. It is bordered by Latvia to the north, Belarus to the east and south, Poland to the south, Kaliningrad Oblast to the southwest. Lithuania has an estimated population of 2.8 million people as of 2019, its capital and largest city is Vilnius. Other major cities are Klaipėda. Lithuanians are Baltic people; the official language, along with Latvian, is one of only two living languages in the Baltic branch of the Indo-European language family. For centuries, the southeastern shores of the Baltic Sea were inhabited by various Baltic tribes. In the 1230s, the Lithuanian lands were united by Mindaugas, the King of Lithuania, the first unified Lithuanian state, the Kingdom of Lithuania, was created on 6 July 1253. During the 14th century, the Grand Duchy of Lithuania was the largest country in Europe. With the Lublin Union of 1569, Lithuania and Poland formed a voluntary two-state personal union, the Polish–Lithuanian Commonwealth.
The Commonwealth lasted more than two centuries, until neighbouring countries systematically dismantled it from 1772 to 1795, with the Russian Empire annexing most of Lithuania's territory. As World War I neared its end, Lithuania's Act of Independence was signed on 16 February 1918, declaring the founding of the modern Republic of Lithuania. In the midst of the Second World War, Lithuania was first occupied by the Soviet Union and by Nazi Germany; as World War II neared its end and the Germans retreated, the Soviet Union reoccupied Lithuania. On 11 March 1990, a year before the formal dissolution of the Soviet Union, Lithuania became the first Baltic state to declare itself independent, resulting in the restoration of an independent State of Lithuania. Lithuania is a developed country, it is a member of the European Union, the Council of Europe, Schengen Agreement, NATO and OECD. It is a member of the Nordic Investment Bank, part of Nordic-Baltic cooperation of Northern European countries; the United Nations Human Development Index lists Lithuania as a "very high human development" country.
The first known record of the name of Lithuania is in a 9 March 1009 story of Saint Bruno in the Quedlinburg Chronicle. The Chronicle recorded a Latinized form of the name Lietuva: Litua. Due to the lack of reliable evidence, the true meaning of the name is unknown. Nowadays, scholars still debate the meaning of the word and there are a few plausible versions. Since Lietuva has a suffix, the original word should have no suffix. A candidate is Lietā; because many Baltic ethnonyms originated from hydronyms, linguists have searched for its origin among local hydronyms. Such names evolved through the following process: hydronym → toponym → ethnonym. Lietava, a small river not far from Kernavė, the core area of the early Lithuanian state and a possible first capital of the eventual Grand Duchy of Lithuania, is credited as the source of the name. However, the river is small and some find it improbable that such a small and local object could have lent its name to an entire nation. On the other hand, such a naming is not unprecedented in world history.
Artūras Dubonis proposed another hypothesis. From the middle of the 13th century, leičiai were a distinct warrior social group of the Lithuanian society subordinate to the Lithuanian ruler or the state itself; the word leičiai is used in the 14–16th-century historical sources as an ethnonym for Lithuanians and is still used poetically or in historical contexts, in the Latvian language, related to Lithuanian. The first people settled in the territory of Lithuania after the last glacial period in the 10th millennium BC: Kunda and Narva cultures, they did not form stable settlements. In the 8th millennium BC, the climate became much warmer, forests developed; the inhabitants of what is now Lithuania traveled less and engaged in local hunting and fresh-water fishing. Agriculture did not emerge until the 3rd millennium BC due to a harsh climate and terrain and a lack of suitable tools to cultivate the land. Crafts and trade started to form at this time. Over a millennium, the Indo-Europeans, who arrived in the 3rd – 2nd millennium BC, mixed with the local population and formed various Baltic tribes.
The Baltic tribes did not maintain close cultural or political contacts with the Roman Empire, but they did maintain trade contacts. Tacitus, in his study Germania, described the Aesti people, inhabitants of the south-eastern Baltic Sea shores who were Balts, around the year 97 AD; the Western Balts became known to outside chroniclers first. Ptolemy in the 2nd century AD knew of the Galindians and Yotvingians, early medieval chroniclers mentioned Old Prussians and Semigallians; the Lithuanian language is considered to be conservative for its close connection to Indo-European roots. It is believed to have differentiated from the Latvian language, the most related existing language, around the 7th century. Hatchings are distinctive and systematic patterns of lines and dots used for designating heraldic tinctures or other colours on uncoloured surfaces, such as woodcuts or engravings and coins. Several systems of hatchings were developed during the Renaissance as an alternative to tricking, the earlier method of indicating heraldic tinctures by use of written abbreviations; the present day hatching system was developed during the 1630s by Silvester Petra Sancta and Marcus Vulson de la Colombière. Some earlier hatching methods were developed, but did not come into wide use. Hatching developed. For copperplate engravers and artists such as Zangrius and Franquart, it served as a natural method to designate heraldic tinctures. Copper plate engravers faced difficulties producing coloured illustrations; the first tests of colour copperplate engravings were done by François Perrier around the middle of the 17th century. According to some views, multi-coloured copperplate engravings were invented by Abraham Bosse, as described in his 1645 treatise.
Heralds did not like hatching, the College of Arms gave preference to tricking beyond the 17th century. Tricking was a quicker way than hatching to designate the tinctures. Otto Titan von Hefner maintained that the first traces of hatching on the woodcuts began during the 15th and 16th centuries. Both tricking and hatching were applied by the Benedictine monk and historian Vincenzo Borghini, he drew a difference between metals and colours of arms on his woodcuts by leaving the places for metals blank. Besides this, tinctures were designated in the fields and on the ordinaries and charges by tricking: R for rosso, A for azure, N for nigro, G for gialbo, B for biancho. Vert was not represent among his works. Painting and graphics advanced in the Low Countries during the 15-18th centuries. For this reason, different hatching methods emerged in the system of heraldry in these territories, such as the methods of Zangrius, Butkens, de Rouck; the four other authors to produce hatching systems in the 17th century – de la Colombière, Petra Sancta and Lobkowitz – had close connection with heraldists and artists in these territories.
The earliest hatching system was developed by Jan Baptist Zangrius, a copperplate engraver, publisher and bookseller from Leuven, in 1600. The hatching systems of Petra Sancta and de la Colombière differed from Zangrius's method only in their hatchings of the colour Sable; the primacy of developing a hatching method belongs undoubtedly to Zangrius. In comparison to his system, Petra Sancta and de la Colombière made only minor changes to Zangrius‘ system such as different hatching for the colour Sable, it seems that de la Colombière preceded Petra Sancta and the armorial chart of Zangrius published in French could be known to him pretty well. The artists from the Spanish Low Countries, to say from the neighbouring territories to France, visited Paris often. We have only some fragmental data about the life of Marcus Vulson de la Colombière, he visited Paris in 1618, but by all probability, until 1635 he was staying in Grenoble as he was a royal counselor in the Dauphiné parliament. He published a book in the spirit of the Gallicanism in Geneva that year.
Colombière’s ideas suited the king’s taste too, as a result he departed Grenoble and settled in Paris, where he devoted his entire energy to study heraldry. His next book was published in Paris in 1638, he had wide-ranging correspondence with the most renowned heraldists of his time. For this reason, it could be concluded that de la Colombière was right in claiming the title of the inventor of the hatching system, accusing Petra Sancta of copying his method and incorrectly publishing it in his 1638 work, one year before the same hatching system was published by de la Colombière. However, the earlier book of Petra Sancta from 1634 had a hatching table as well. On page 37 of his title La Science Heroїque, Colombière maintains that Petra Sancta copied his system without any changes. De la Colombière mentions the book publishers and copperplate engravers as the users of the hatching system. Ottfried Neubecker maintains that the hatching system in heraldry was invented by de la Colombière and not Petra Sancta who only popularized the system through his second treatise titled Tesserae gentilitia, published in 1638.
On the other hand, it’s true that Silvester Petra Sancta provided though preliminary, comprehensive studies on his heraldic work in Germany and the Netherlands and that it’s likely that he was acquainted with the idea of hatching and the earlier existing hatching methods from the Dutch engravers before he developed his own hatching system. He was the confessor of the Cardinal Pier Luigi Carafa. Between 1624 and 1634, Petra Sancta stayed with his lord in Cologne where he fought against the rising Protestantism through his sermons and religious discussions, including through two of his emblematic books published in 1634 and 1638, respectively, he settled down in Rome and published his famous treatise on heraldry there, but during the late 1620s and the early 1630s he stayed in the Spanish Low Countries and the neighbouring territories. European Commissioner for the Environment
The Commissioner for the Environment is the member of the European Commission responsible for EU environmental policy. The current Commissioner is Karmenu Vella; the European Union has made a number of environmental moves in regard to climate change. Most notably it signed the Kyoto Protocol in 1998, set up its Emission Trading Scheme in 2005 and is agreeing to unilaterally cut its emissions by 20% by 2020. Other policies include Natura 2000, a widespread and successful network of nature conservation sites, the Registration and Authorisation of Chemicals directive requiring safety testing on used chemicals, the Water Framework Directive ensuring water quality reaches higher standards; the current Commissioner is Karmenu Vella of Malta. In his hearing before the Committee on the Environment, Public Health and Food Safety and the Committee on Fisheries, in his introductory statement to the European Parliament, Vella listed as his priorities Green Growth, protection of natural capital, safeguarding the Union's citizens from environment related pressures and risks to health.
During his hearing with the European Parliament, Stavros Dimas announced four main priorities for his term in office: climate change, public health and sustainability. On Dimas' website he lists the following key policy areas. At the UN's Buenos Aires talks on climate change in December 2004 he attempted to negotiate mandatory emissions reductions to follow the expiration of Kyoto in 2012; this met with opposition from the USA. Dimas oversaw the introduction of the EU's emissions trading scheme that took effect on 1 January 2005, despite emissions reduction plans from Poland, the Czech Republic and Greece not having been approved on time, he sought to include companies operating aircraft under the emissions trading regime. In February 2007 the Commissioner put forward his plans to increase fuel efficiency standards of cars so that emissions are no more than 130g of CO2 per km, down from 162g/km in 2005; this caused anger from the European car industry, stoked by the Commissioner requesting a Japanese car, a Toyota Prius, instead of a European make due to the Toyota's better environmental standards.
In response to the refusal of countries to ratify the Kyoto Protocol, such as the United States and Australia, the EU has been looking to tax products imported from those countries not taking low-carbon policies on board.. Carlo Ripa di Meana was appointed Environment Commissioner in 1990 which coincided with increased public interest and awareness in environmental issues. Ripa di Meana's appointment took place at the same time as that of a new Directorate-General, Brinkhorst, they both tried to change the image of DG XI in charge of environmental issues and make it a more mainstream actor. According to Schön-Quinlivan the President of the Commission, Jacques Delors, did not appreciate Ripa di Meana’s political style and their relationship became strained. Ripa di Meana was replaced by Karel Van Miert for a period of six months until a full-time replacement could be found, yet Van Miert supported what had been done before him and described environmental policy as ‘one of our most successful policies, one of the best understood’.
