Victor Franklin Banks is an Anguillan politician. A member of the Anguilla United Front, he has served as Chief Minister since 23 April 2015; the oldest of six siblings, Banks grew up in The Valley. His father died, his first job was as a teacher at Valley Secondary School, where he worked from 1964 until 1968. He attended the University of the Virgin Islands, where he obtained a BA in social sciences in 1972, he attended the New School for Social Research in New York City, where he obtained a master's degree in political science. He left in 1979 at the all but dissertation stage. A member of the Anguilla National Alliance, he was elected to the House of Assembly in the Valley North constituency in the 1981 elections. 33, he became the island's youngest government minister when he was appointed Minister of Social Services. He moved to the Anguilla Democratic Party prior to the 1984 elections, in which he lost his seat and place in the cabinet. In a by-election in 1985 he was elected in the Valley South Constituency for the ADP.
He retained the Valley South seat until the 2010 elections. In 1994 he was appointed Minister of Finance and Economic Development, serving until 1999. In 2000 he became Minister of Finance, Economic Development and Commerce, with Tourism added to the portfolio in 2005, he left the cabinet after losing his seat in 2010. Banks became Chief Minister after the AUF won six of the seven elected seats in the House of Assembly in the 2015 elections, in which he regained the Valley South seat
Republicanism is a representative form of government organization. It is a political ideology centered on citizenship in a state organized as a republic, it ranges from the rule of a representative minority or oligarchy to popular sovereignty. It has had different definitions and interpretations which vary based on historical context and methodological approach. Republicanism may refer to the non-ideological scientific approach to politics and governance; as the republican thinker John Adams stated in the introduction to his famous Defense of the Constitution, the "science of politics is the science of social happiness" and a republic is the form of government arrived at when the science of politics is appropriately applied to the creation of a rationally designed government. Rather than being ideological, this approach focuses on applying a scientific methodology to the problems of governance through the rigorous study and application of past experience and experimentation in governance; this is the approach that may best be described to apply to republican thinkers such as Niccolò Machiavelli, John Adams, James Madison.
The word "republic" derives from the Latin noun-phrase res publica, which referred to the system of government that emerged in the 6th century BCE following the expulsion of the kings from Rome by Lucius Junius Brutus and Collatinus. This form of government in the Roman state collapsed in the latter part of the 1st century B. C. giving way to what was a monarchy in form, if not in name. Republics recurred subsequently, for example, Renaissance Florence or early modern Britain; the concept of a republic became a powerful force in Britain's North American colonies, where it contributed to the American Revolution. In Europe, it gained enormous influence through the French Revolution and through the First French Republic of 1792–1804. In Ancient Greece, several philosophers and historians analysed and described elements we now recognize as classical republicanism. Traditionally, the Greek concept of "politeia" was rendered into Latin as res publica. Political theory until recently used republic in the general sense of "regime".
There is no single written expression or definition from this era that corresponds with a modern understanding of the term "republic" but most of the essential features of the modern definition are present in the works of Plato and Polybius. These include theories of civic virtue. For example, in The Republic, Plato places great emphasis on the importance of civic virtue together with personal virtue on the part of the ideal rulers. Indeed, in Book V, Plato asserts that until rulers have the nature of philosophers or philosophers become the rulers, there can be no civic peace or happiness. A number of Ancient Greek city-states such as Athens and Sparta have been classified as "classical republics", because they featured extensive participation by the citizens in legislation and political decision-making. Aristotle considered Carthage to have been a republic as it had a political system similar to that of some of the Greek cities, notably Sparta, but avoided some of the defects that affected them.
Both Livy, a Roman historian, Plutarch, noted for his biographies and moral essays, described how Rome had developed its legislation, notably the transition from a kingdom to a republic, by following the example of the Greeks. Some of this history, composed more than 500 years after the events, with scant written sources to rely on, may be fictitious reconstruction; the Greek historian Polybius, writing in the mid-2nd century BCE, emphasized the role played by the Roman Republic as an institutional form in the dramatic rise of Rome's hegemony over the Mediterranean. In his writing on the constitution of the Roman Republic, Polybius described the system as being a "mixed" form of government. Polybius described the Roman system as a mixture of monarchy and democracy with the Roman Republic constituted in such a manner that it applied the strengths of each system to offset the weaknesses of the others. In his view, the mixed system of the Roman Republic provided the Romans with a much greater level of domestic tranquility than would have been experienced under another form of government.
Furthermore, Polybius argued, the comparative level of domestic tranquility the Romans enjoyed allowed them to conquer the Mediterranean. Polybius exerted a great influence on Cicero as he wrote his politico-philosophical works in the 1st century BCE. In one of these works, De re publica, Cicero linked the Roman concept of res publica to the Greek politeia; the modern term "republic", despite its derivation, is not synonymous with the Roman res publica. Among the several meanings of the term res publica, it is most translated "republic" where the Latin expression refers to the Roman state, its form of government, between the era of the Kings and the era of the Emperors; this Roman Republic would, by a modern understanding of the word, still be defined as a true republic if not coinciding entirely. Thus, Enlightenment philosophers saw the Roman Republic as an ideal system because it included features like a systematic separation of powers. Romans still called their state "Res Publica" in the era of the early emperors because, on the surface, the organization of the state had been preserved by the first emperors without significant alteration.

Monarchy of the United Kingdom
The monarchy of the United Kingdom referred to as the British monarchy, is the constitutional monarchy of the United Kingdom, its dependencies and its overseas territories. The current monarch and head of state is Queen Elizabeth II, who ascended the throne in 1952; the monarch and their immediate family undertake various official, ceremonial and representational duties. As the monarchy is constitutional, the monarch is limited to non-partisan functions such as bestowing honours and appointing the Prime Minister; the monarch is commander-in-chief of the British Armed Forces. Though the ultimate executive authority over the government is still formally by and through the monarch's royal prerogative, these powers may only be used according to laws enacted in Parliament and, in practice, within the constraints of convention and precedent; the British monarchy traces its origins from the petty kingdoms of early medieval Scotland and Anglo-Saxon England, which consolidated into the kingdoms of England and Scotland by the 10th century.
England was conquered by the Normans in 1066, after which Wales too came under control of Anglo-Normans. The process was completed in the 13th century when the Principality of Wales became a client state of the English kingdom. Meanwhile, Magna Carta began a process of reducing the English monarch's political powers. From 1603, the English and Scottish kingdoms were ruled by a single sovereign. From 1649 to 1660, the tradition of monarchy was broken by the republican Commonwealth of England, which followed the Wars of the Three Kingdoms; the Act of Settlement 1701 excluded Roman Catholics, or those who married them, from succession to the English throne. In 1707, the kingdoms of England and Scotland were merged to create the Kingdom of Great Britain, in 1801, the Kingdom of Ireland joined to create the United Kingdom of Great Britain and Ireland; the British monarch was the nominal head of the vast British Empire, which covered a quarter of the world's surface at its greatest extent in 1921. In the early 1920s the Balfour Declaration recognised the evolution of the Dominions of the Empire into separate, self-governing countries within a Commonwealth of Nations.
After the Second World War, the vast majority of British colonies and territories became independent bringing the Empire to an end. George VI and his successor, Elizabeth II, adopted the title Head of the Commonwealth as a symbol of the free association of its independent member states; the United Kingdom and fifteen other independent sovereign states that share the same person as their monarch are called Commonwealth realms. Although the monarch is shared, each country is sovereign and independent of the others, the monarch has a different and official national title and style for each realm. In the uncodified Constitution of the United Kingdom, the monarch is the head of state; the Queen's image is used to signify British sovereignty and government authority—her profile, for instance, appearing on currency, her portrait in government buildings. The sovereign is further both mentioned in and the subject of songs, loyal toasts, salutes. "God Save the Queen" is the British national anthem. Oaths of allegiance are made to her lawful successors.
The monarch takes little direct part in government. The decisions to exercise sovereign powers are delegated from the monarch, either by statute or by convention, to ministers or officers of the Crown, or other public bodies, exclusive of the monarch personally, thus the acts of state done in the name of the Crown, such as Crown Appointments if performed by the monarch, such as the Queen's Speech and the State Opening of Parliament, depend upon decisions made elsewhere: Legislative power is exercised by the Queen-in-Parliament, by and with the advice and consent of Parliament, the House of Lords and the House of Commons. Executive power is exercised by Her Majesty's Government, which comprises ministers the prime minister and the Cabinet, technically a committee of the Privy Council, they have the direction of the Armed Forces of the Crown, the Civil Service and other Crown Servants such as the Diplomatic and Secret Services. Judicial power is vested in the various judiciaries of the United Kingdom, who by constitution and statute have judicial independence of the Government.
The Church of England, of which the monarch is the head, has its own legislative and executive structures. Powers independent of government are granted to other public bodies by statute or Statutory Instrument such as an Order in Council, Royal Commission or otherwise; the sovereign's role as a constitutional monarch is limited to non-partisan functions, such as granting honours. This role has been recognised since the 19th century; the constitutional writer Walter Bagehot identified the monarchy in 1867 as the "dignified part" rather than the "efficient part" of government. Tim Foy is a British territorial governor. He is presently serving as Governor of Anguilla, having assumed office in August 2017. During his inaugural address, he stated that economic development and improving public safety would be his key priorities as governor. Elizabeth II is Queen of the United Kingdom and the other Commonwealth realms. Elizabeth was born in London as the first child of the Duke and Duchess of York King George VI and Queen Elizabeth, she was educated at home, her father acceded to the throne on the abdication of his brother King Edward VIII in 1936, from which time she was the heir presumptive. She began to undertake public duties during the Second World War, serving in the Auxiliary Territorial Service. In 1947, she married Prince Philip, Duke of Edinburgh, a former prince of Greece and Denmark, with whom she has four children: Charles, Prince of Wales; when her father died in February 1952, she became head of the Commonwealth and queen regnant of seven independent Commonwealth countries: the United Kingdom, Australia, New Zealand, South Africa and Ceylon. She has reigned as a constitutional monarch through major political changes, such as devolution in the United Kingdom, Canadian patriation, the decolonisation of Africa. Between 1956 and 1992, the number of her realms varied as territories gained independence and realms, including South Africa and Ceylon, became republics.
Her many historic visits and meetings include a state visit to the Republic of Ireland and visits to or from five popes. Significant events have included her coronation in 1953 and the celebrations of her Silver and Diamond Jubilees in 1977, 2002, 2012 respectively. In 2017, she became the first British monarch to reach a Sapphire Jubilee, she is the longest-lived and longest-reigning British monarch as well as the world's longest-reigning queen regnant and female head of state, the oldest and longest-reigning current monarch and the longest-serving current head of state. Elizabeth has faced republican sentiments and press criticism of the royal family, in particular after the breakdown of her children's marriages, her annus horribilis in 1992 and the death in 1997 of her former daughter-in-law Diana, Princess of Wales. However, support for the monarchy has been and remains high, as does her personal popularity. Elizabeth was born at 02:40 on 21 April 1926, during the reign of her paternal grandfather, King George V.
Her father, the Duke of York, was the second son of the King. Her mother, the Duchess of York, was the youngest daughter of Scottish aristocrat the Earl of Strathmore and Kinghorne, she was delivered by Caesarean section at her maternal grandfather's London house: 17 Bruton Street, Mayfair. She was baptised by the Anglican Archbishop of York, Cosmo Gordon Lang, in the private chapel of Buckingham Palace on 29 May, named Elizabeth after her mother, Alexandra after George V's mother, who had died six months earlier, Mary after her paternal grandmother. Called "Lilibet" by her close family, based on what she called herself at first, she was cherished by her grandfather George V, during his serious illness in 1929 her regular visits were credited in the popular press and by biographers with raising his spirits and aiding his recovery. Elizabeth's only sibling, Princess Margaret, was born in 1930; the two princesses were educated at home under the supervision of their mother and their governess, Marion Crawford.
Lessons concentrated on history, language and music. Crawford published a biography of Elizabeth and Margaret's childhood years entitled The Little Princesses in 1950, much to the dismay of the royal family; the book describes Elizabeth's love of horses and dogs, her orderliness, her attitude of responsibility. Others echoed such observations: Winston Churchill described Elizabeth when she was two as "a character, she has an air of authority and reflectiveness astonishing in an infant." Her cousin Margaret Rhodes described her as "a jolly little girl, but fundamentally sensible and well-behaved". During her grandfather's reign, Elizabeth was third in the line of succession to the throne, behind her uncle Edward and her father. Although her birth generated public interest, she was not expected to become queen, as Edward was still young. Many people believed he would have children of his own; when her grandfather died in 1936 and her uncle succeeded as Edward VIII, she became second-in-line to the throne, after her father.
That year, Edward abdicated, after his proposed marriage to divorced socialite Wallis Simpson provoked a constitutional crisis. Elizabeth's father became king, she became heir presumptive. If her parents had had a son, she would have lost her position as first-in-line, as her brother would have been heir apparent and above her in the line of succession. Elizabeth received private tuition in constitutional history from Henry Marten, Vice-Provost of Eton College, learned French from a succession of native-speaking governesses. A Girl Guides company, the 1st Buckingham Palace Company, was formed so she could socialise with girls her own age, she was enrolled as a Sea Ranger. In 1939, Elizabeth's parents toured the United States; as in 1927, when her parents had toured Australia and New Zealand, Elizabeth remained in Britain, since her father thought her too young to undertake public tours. Elizabeth "looked tearful", they corresponded and she and her parents made the first royal transatlantic telephone call on 18 May.

Anguilla is a British overseas territory in the Caribbean. It is one of the most northerly of the Leeward Islands in the Lesser Antilles, lying east of Puerto Rico and the Virgin Islands and directly north of Saint Martin; the territory consists of the main island of Anguilla 16 miles long by 3 miles wide at its widest point, together with a number of much smaller islands and cays with no permanent population. The island's capital is The Valley; the total land area of the territory is 35 square miles, with a population of 14,764. Anguilla has become a popular tax haven, having no capital gains, profit, sales, or corporate taxes. In April 2011, faced with a mounting deficit, it introduced a 3% "Interim Stabilisation Levy", Anguilla's first form of income tax. Anguilla has a 0.75% property tax. The name Anguilla is from the Italian anguilla meaning "eel" in reference to the island's shape, it is believed by most sources to have been named by Christopher Columbus. For similar reasons, it was known as Snake or Snake Island.
Anguilla was first settled by Indigenous Amerindian peoples. The earliest Native American artefacts found on Anguilla have been dated to around 1300 BC; the Arawak name for the island seems to have been Malliouhana. The date of European colonisation is uncertain: some sources claim that Columbus sighted the island during his second voyage in 1493, while others state that the island's first European explorer was the French Huguenot nobleman and merchant mariner René Goulaine de Laudonnière in 1564; the Dutch West India Company established a fort on the island in 1631. The Dutch withdrew after the destruction of the fort by Spanish forces in 1633. Traditional accounts state that Anguilla was first colonized by English settlers from Saint Kitts beginning in 1650. In this early colonial period, Anguilla sometimes served as a place of refuge and recent scholarship focused on Anguilla has placed greater significance on other Europeans and creoles migrating from St. Christopher, Barbados and Antigua.
The French temporarily took over the island in 1666 but returned it to English control under the terms of the Treaty of Breda the next year. A Major John Scott who visited in September 1667, wrote of leaving the island "in good condition" and noted that in July 1668, "200 or 300 people fled thither in time of war", it is that some of these early Europeans brought enslaved Africans with them. Historians confirm. For example, Africans from Senegal lived in St. Christopher in 1626. By 1672 a slave depot existed on the island of Nevis. While the time of African arrival in Anguilla is difficult to place archival evidence indicates a substantial African presence of at least 100 enslaved people by 1683; these seem to have come from Central Africa as well as West Africa. Attempts by the French to capture the island during the War of Austrian Succession and the Napoleonic Wars ended in failure. During the early colonial period, Anguilla was administered by the British through Antigua. In 1967, Britain granted Saint Nevis full internal autonomy.
Anguilla was incorporated into the new unified dependency, named Saint Christopher-Nevis-Anguilla, against the wishes of many Anguillians. This led to two Anguillian Revolutions in 1969 headed by Atlin Harrigan and Ronald Webster; the island operated as the independent "Republic of Anguilla". The goal of the revolution was not independence per se, but rather independence from Saint Kitts and Nevis and a return to being a British colony. British authority was restored in July 1971. Anguilla is an internally self-governing overseas territory of the United Kingdom, its politics take place in a framework of a parliamentary representative democratic dependency, whereby the Chief Minister is the head of government, of a pluriform multi-party system. The United Nations Committee on Decolonization includes Anguilla on the United Nations list of Non-Self-Governing Territories; the territory's constitution is Anguilla Constitutional Order 1 April 1982. Executive power is exercised by the government. Legislative power is vested in the House of Assembly.
The judiciary is independent of the legislature. As a dependency of the UK, the UK is responsible for Anguilla's military defence, although there are no active garrisons or armed forces present. Anguilla has a small marine police force, comprising around 32 personnel, which operates one VT Halmatic M160-class 52-foot fast patrol boat; the majority of residents are black, the descendants of slaves transported from Africa. Minorities include whites at 3.74% and people of mixed race at 4.65%. 72 % of the population is Anguillian. Of the non-Anguillian population, many are citizens of the United States, United Kingdom, St Kitts & Nevis, the Dominican Republic and Nigeria. 2006 and 2007 saw an influx of large numbers of Chinese and Mexican workers, brought in as labour for major tourist developments due to the local population not being large enough to support the labour requirements. A political party is an organized group of people with common views, who come together to contest elections and hold power in the government. The party agrees on some proposed policies and programmes, with a view to promoting the collective good or furthering their supporters' interests. While there is some international commonality in the way political parties are recognized and in how they operate, there are many differences, some are significant. Many political parties have an ideological core, but some do not, many represent ideologies different from their ideology at the time the party was founded. Many countries, such as Germany and India, have several significant political parties, some nations have one-party systems, such as China and Cuba; the United States is in practice a two-party system but with many smaller parties participating and a high degree of autonomy for individual candidates. Political factions have existed in democratic societies since ancient times. Plato writes in his Republic on the formation of political cliques in Classical Athens, the tendency of Athenian citizens to vote according to factional loyalty rather than for the public good.
In the Roman Republic, Polybius coined the term ochlocracy to describe the tendency of politicians to mobilise popular factionalist sentiment against their political rivals. Factional politics remained a part of Roman political life through the Imperial period and beyond, the poet Juvenal coined the phrase "bread and circuses" to describe the political class pandering to the citizenry through diversionary entertainments rather than through arguments about policy. "Bread and circuses" survived as part of Byzantine political life - for example, the Nika revolt during the reign of Justinian was a riot between the "Blues" and the "Greens"—two chariot racing factions at the Hippodrome, who received patronage from different Senatorial factions and religious sects. The patricians who sponsored the Blues and the Greens competed with each other to hold grander games and public entertainments during electoral campaigns, in order to appeal to the citizenry of Constantinople; the first modern political factions, can be said to have originated in early modern Britain.
The first political factions, cohering around a basic, if fluid, set of principles, emerged from the Exclusion Crisis and Glorious Revolution in late 17th century England. The Whigs supported Protestant constitutional monarchy against absolute rule, they were interested in the citizens of United Kingdom being free from the aristocracy and opposed to any tyranny, however they supported the constitutional aristocracy and does not consider the British nobility abusive because of its limits; the leader of the Whigs was Robert Walpole, who maintained control of the government in the period 1721–1742. As the century wore on, the factions began to adopt more coherent political tendencies as the interests of their power bases began to diverge; the Whig party's initial base of support from the great aristocratic families widened to include the emerging industrial interests and wealthy merchants. As well as championing constitutional monarchy with strict limits on the monarch's power, the Whigs adamantly opposed a Catholic king as a threat to liberty, believed in extending toleration to nonconformist Protestants, or dissenters.
A major influence on the Whigs were the liberal political ideas of John Locke, the concepts of universal rights employed by Locke and Algernon Sidney. Although the Tories were out of office for half a century, for most of this period the Tories retained party cohesion, with occasional hopes of regaining office at the accession of George II and the downfall of the ministry of Sir Robert Walpole in 1742, they acted as a united, though unavailing, opposition to Whig corruption and scandals. At times they cooperated with the "Opposition Whigs", Whigs who were in opposition to the Whig government, they regained power with the accession of George III in 1760 under Lord Bute. When they lost power, the old Whig leadership dissolved into a decade of factional chaos with distinct "Grenvillite", "Bedfordite", "Rockinghamite", "Chathamite" factions successively in power, all referring to themselves as "Whigs". Out of this chaos, the first distinctive parties emerged; the first such party was the Rockingham Whigs under the leadership of Charles Watson-Wentworth and the intellectual guidance of the political philosopher Edmund Burke.
Burke laid out a philosophy that described the basic framework of the political party as "a body of men united for promoting by their joint endeavours the national interest, upon some particular principle in which they are all agreed".
