The Augusta Chronicle
The Augusta Chronicle is the daily newspaper of Augusta, is one of the oldest newspapers in the United States still in publication. The paper is known for its coverage of the Masters Tournament, played in Augusta; the Chronicle had a daily circulation of 55,444 and a Sunday circulation of 71,057 according to a March 2012 report by the Audit Bureau of Circulations. The paper was founded as the weekly Augusta Gazette in 1785. In 1786, the paper was renamed The Georgia State Gazette. From 1789 to 1804, the paper was known as Gazette of the State. Patrick Walsh a U. S. Senator, joined the editorial staff in 1866 and became owner in 1873. In 1945, former bookkeeper William Morris, Jr. bought controlling interest in the paper. This was the beginning of Morris Communications, headquartered in Augusta with the Chronicle as flagship. In addition to a daily online edition, the entire archives back to its founding have been made searchable on the Internet. On 9 August 2017, it was announced that The Augusta Chronicle, along with Morris Communications' entire newspaper division and various periodicals, would be sold to GateHouse Media for $120 million in a deal expected to close on October 2.
Stephen Wade and Billy Morris will retain their roles as publisher respectively. Vernacular architecture encompasses the vast majority of the world's built environment, thus resists a simple definition. It is best understood not by what it is, but what it can reveal about the culture of a people or place at any given time; the sheer range of global building types and developments--from Mongolian yurts to Japanese minka to American roadside commercial strips--suggests that vernacular architecture is everywhere, but tends to be disregarded or overlooked in traditional histories of architecture and design. As geographer Amos Rapoport has famously written, vernacular architecture constitutes 95 percent of the world's built environment: that, not designed by professional architects and engineers. While such an understanding has its limitations, it nonetheless indicates the vastness of the subject and helps us recognize that all aspects of the built environment can impart something about the society and culture of a people or place. If nothing else, vernacular architecture cannot be distilled into a series of easy-to-digest patterns, materials, or elements.
Vernacular architecture is not a style. How has vernacular architecture been understood? Quite and not always vernacular architecture is described as a built environment, based upon local needs; this is only one way to understand it, but traditionally, the study of vernacular architecture did not examine formally-schooled architects, but instead that of the design skills and tradition of local builders, who were given any attribution for the work. More vernacular architecture has been examined by designers and the building industry in an effort to be more energy conscious with contemporary design and construction--part of a broader interest in sustainable design. Vernacular architecture can be contrasted against elite or polite architecture, characterized by stylistic elements of design intentionally incorporated for aesthetic purposes which go beyond a building's functional requirements; this article covers the term traditional architecture, which exists somewhere between the two extremes yet still is based upon authentic themes.
The term vernacular means "domestic, indigenous". The word derives from an older Etruscan word; the term is borrowed from linguistics, where vernacular refers to language use particular to a time, place or group. The terms vernacular, traditional, common and popular architecture are sometimes used interchangeably. However, Allen Noble wrote a lengthy discussion of these terms in Traditional Buildings: A Global Survey of Structural Forms and Cultural Functions where he presents scholarly opinions that folk building or folk architecture is built by "persons not professionally trained in building arts". Traditional architecture is architecture is passed down from person to person, generation to generation orally, but at any level of society, not just by common people. Noble discourages use of the term primitive architecture as having a negative connotation; the term popular architecture is used more in eastern Europe and is synonymous with folk or vernacular architecture. Although vernacular architecture might be designed by folks who do have some training in design, Ronald Brunskill has nonetheless defined vernacular architecture as:...a building designed by an amateur without any training in design.
The function of the building would be the dominant factor, aesthetic considerations, though present to some small degree, being quite minimal. Local materials would be used as a matter of course, other materials being chosen and imported quite exceptionally. Vernacular architecture is not to be confused with so-called "traditional" architecture, though there are links between the two. Traditional architecture includes buildings which bear elements of polite design: temples and palaces, for example, which would not be included under the rubric of "vernacular." In architectural terms,'the vernacular' can be contrasted with'the polite', characterised by stylistic elements of design intentionally incorporated by a professional architect for aesthetic purposes which go beyond a building's functional requirements. Between the extremes of the wholly vernacular and the polite, examples occur which have some vernacular and some polite content making the differences between the vernacular and the polite a matter of degree.
The Encyclopedia of Vernacular Architecture of the World defines vernacular architecture as:...comprising the dwellings and all other buildings of the people. Related to their environmental contexts and available resources they are customarily owner- or community-built, utilizing traditional technologies. All forms of vernacular architecture are built to meet specific needs, accommodating the values and ways of life of the cultures that produce them. A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.

Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.

United States Geological Survey
The United States Geological Survey is a scientific agency of the United States government. The scientists of the USGS study the landscape of the United States, its natural resources, the natural hazards that threaten it; the organization has four major science disciplines, concerning biology, geography and hydrology. The USGS is a fact-finding research organization with no regulatory responsibility; the USGS is a bureau of the United States Department of the Interior. The USGS employs 8,670 people and is headquartered in Reston, Virginia; the USGS has major offices near Lakewood, Colorado, at the Denver Federal Center, Menlo Park, California. The current motto of the USGS, in use since August 1997, is "science for a changing world." The agency's previous slogan, adopted on the occasion of its hundredth anniversary, was "Earth Science in the Public Service." Since 2012, the USGS science focus is directed at six topical "Mission Areas", namely Climate and Land Use Change, Core Science Systems, Ecosystems and Minerals and Environmental Health, Natural Hazards, Water.
In December 2012, the USGS split the Energy and Minerals and Environmental Health Mission Area resulting in seven topical Mission Areas, with the two new areas being: Energy and Minerals and Environmental Health. Administratively, it is divided into six Regional Units. Other specific programs include: Earthquake Hazards Program monitors earthquake activity worldwide; the National Earthquake Information Center in Golden, Colorado on the campus of the Colorado School of Mines detects the location and magnitude of global earthquakes. The USGS runs or supports several regional monitoring networks in the United States under the umbrella of the Advanced National Seismic System; the USGS informs authorities, emergency responders, the media, the public, both domestic and worldwide, about significant earthquakes. It maintains long-term archives of earthquake data for scientific and engineering research, it conducts and supports research on long-term seismic hazards. As of 2005, the agency is working to create a National Volcano Early Warning System by improving the instrumentation monitoring the 169 volcanoes in U. S. territory and by establishing methods for measuring the relative threats posed at each site. The USGS National Geomagnetism Program monitors the magnetic field at magnetic observatories and distributes magnetometer data in real time; the USGS collaborates with Canadian and Mexican government scientists, along with the Commission for Environmental Cooperation, to produce the North American Environmental Atlas, used to depict and track environmental issues for a continental perspective. The USGS operates the streamgaging network for the United States, with over 7400 streamgages. Real-time streamflow data are available online. National Climate Change and Wildlife Science Center implements partner-driven science to improve understanding of past and present land use change, develops relevant climate and land use forecasts, identifies lands and communities that are most vulnerable to adverse impacts of change from the local to global scale.
Since 1962, the Astrogeology Research Program has been involved in global and planetary exploration and mapping. In collaboration with Stanford University, the USGS operates the USGS-Stanford Ion Microprobe Laboratory, a world-class analytical facility for U--Pb geochronology and trace element analyses of minerals and other earth materials. USGS operates a number of water related programs, notably the National Streamflow Information Program and National Water-Quality Assessment Program. USGS Water data is publicly available from their National Water Information System database; the USGS operates the National Wildlife Health Center, whose mission is "to serve the nation and its natural resources by providing sound science and technical support, to disseminate information to promote science-based decisions affecting wildlife and ecosystem health. The NWHC provides information, technical assistance, research and leadership on national and international wildlife health issues." It is the agency responsible for surveillance of H5N1 avian influenza outbreaks in the United States.
The USGS runs 17 biological research centers in the United States, including the Patuxent Wildlife Research Center. The USGS is investigating collaboration with the social networking site Twitter to allow for more rapid construction of ShakeMaps; the USGS produces several national series of topographic maps which vary in scale and extent, with some wide gaps in coverage, notably the complete absence of 1:50,000 scale topographic maps or their equivalent. The largest and best-known topographic series is the 7.5-minute, 1:24,000 scale, quadrangle, a non-metric scale unique to the United States. Each of these maps covers an area bounded by two lines of latitude and two lines of longitude spaced 7.5 minutes apart. Nearly 57,000 individual maps in this series cover the 48 contiguous states, Hawaii, U. S. territories, areas of Alaska near Anchorage and Prudhoe Bay. The area covered by each map varies with the latitude of its represented location due to convergence of the meridians. At lower latitudes, near 30° north, a 7.5-minute quadrangle contains an area of about 64 square miles.

A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. In Louisiana, divided into parishes rather than counties, county seats are referred to as parish seats. Alaska is divided into boroughs rather than counties; the Unorganized Borough, which covers 49 % of Alaska's area, has equivalent. Professional Disc Golf Association is a membership organization dedicated to the promotion and sustainable growth of disc golf. It promotes the sport through player participation, tournament development, spectator participation, course development and competitive standards and sponsor relations, public education and outreach; the number of disc golf courses have tripled in 8 years from 2000-2008. The benefits of membership with the PDGA include playing in PDGA sanctioned events at a discounted rate, tracking player points and ratings, subscription to DiscGolfer - the official PDGA publication, posting privileges to the members only DISCussion Board, e-newsletters, eligibility to run/vote in elections, compete in member only events From the organizational bylaws, the PDGA exists: to promote the development of disc golf as a means of healthful recreation and physical fitness; the PDGA International Disc Golf Center features a modern clubhouse with 2,700 sq ft. of amenities and disc golf attractions.
The Clubhouse is home to the Ed Headrick Memorial Museum, which showcases many historical items from the early days of the sport including the first proto-type polehole and flying discs from the Frisbie pie pan, to the Frisbee, to today's modern high tech golf discs. The IDGC features the Disc Golf Hall of Fame. Located in Wildwood Park Columbia County, Georgia on Lake Strom Thurmond, it is 22 miles from Georgia. This 975 acre park holds three disc golf courses; some of the fairways reach more, in length. The obstacles include tree alleys, water boundaries, turns in the course and variations in topography; the National Championship is held here in September. Courses at the IDGC The "Steady" Ed Headrick Memorial Course, presented by the Disc Golf Association, features special edition DGA Mach III baskets on rolling terrain along the shores of scenic Clarks Hill lake; the course was designed by Hall of Famers, Chuck Kennedy and Tom Monroe, it is affectionately referred to as "The Ed" by locals. Multiple target locations and tee areas on this blue level course make it adaptable for recreational play as well as high level competitions.
The length of the course varies from 4,135' in its shortest configuration to 8,110' in its longest. The W. R. Jackson Memorial Course is the longest course at the IDGC, coming in at 9,325 feet and par 69; the Gold level course was designed by Hall of Famer, John Houck, features Innova DISCatcher baskets set in a challenging championship configuration. The Jim Warner Memorial Course is the newest course open for play at the International Disc Golf Center, it features Discraft Chainstar targets and was designed by Hall of Famer, Jim Kenner, with assistance from Ron Russell and Pad Timmons. The initial equipment installation took place in November 2008 and the course is open for play but improvements continue in preparation for the official grand opening at the Disc Golf Hall of Fame Classic on May 30–31, 2009.
