William Jefferson Clinton is an American politician who served as the 42nd president of the United States from 1993 to 2001. Prior to the presidency, he was the governor of Arkansas from 1979 to 1981, again from 1983 to 1992, the attorney general of Arkansas from 1977 to 1979. A member of the Democratic Party, Clinton was ideologically a New Democrat, many of his policies reflected a centrist "Third Way" political philosophy. Clinton was born and raised in Arkansas and attended Georgetown University, University College and Yale Law School, he met Hillary Rodham at Yale and married her in 1975. After graduating, Clinton returned to Arkansas and won election as the Attorney General of Arkansas, serving from 1977 to 1979; as Governor of Arkansas, he overhauled the state's education system and served as chairman of the National Governors Association. Clinton was elected president in 1992. At age 46, he became the first from the Baby Boomer generation. Clinton presided over the longest period of peacetime economic expansion in American history.
He signed into law the North American Free Trade Agreement but failed to pass his plan for national health care reform. In the 1994 elections, the Republican Party won unified control of the Congress for the first time in 40 years. In 1996, Clinton became the first Democrat since Franklin D. Roosevelt to be elected to a second full term, he passed welfare reform and the State Children's Health Insurance Program, as well as financial deregulation measures, including the Gramm–Leach–Bliley Act and the Commodity Futures Modernization Act of 2000. In 1998, Clinton was impeached by the House of Representatives for perjury and obstruction of justice following allegations that he committed perjury and obstructed justice to conceal an affair that he had with Monica Lewinsky, a 22-year old White House Intern. Clinton was completed his term in office, he is only the second U. S. president—following Andrew Johnson 131 years earlier—to be impeached. During the last three years of Clinton's presidency, the Congressional Budget Office reported a budget surplus, the first such surplus since 1969.
In foreign policy, Clinton ordered U. S. military intervention in the Bosnian and Kosovo wars, signed the Iraq Liberation Act in opposition to Saddam Hussein, participated in the 2000 Camp David Summit to advance the Israeli–Palestinian peace process, assisted the Northern Ireland peace process. Clinton left office with the highest end-of-office approval rating of any U. S. president since World War II, has continually scored high in the historical rankings of U. S. presidents placing in the top third. Since leaving office, he has been involved in humanitarian work, he created the William J. Clinton Foundation to address international causes such as the prevention of AIDS and global warming, he has remained active in politics by campaigning for Democratic candidates, including the presidential campaigns of his wife and Barack Obama. In 2004, Clinton published My Life. In 2009, he was named the United Nations Special Envoy to Haiti and after the 2010 Haiti earthquake, he teamed with George W. Bush to form the Clinton Bush Haiti Fund.
In addition, he secured the release of two American journalists imprisoned by North Korea, visiting the capital Pyongyang and negotiating their release with Kim Jong-il. Clinton was born William Jefferson Blythe III on August 19, 1946, at Julia Chester Hospital in Hope, Arkansas, he is the son of William Jefferson Blythe Jr. a traveling salesman who had died in an automobile accident three months before his birth, Virginia Dell Cassidy. His parents had married on September 4, 1943, but this union proved to be bigamous, as Blythe was still married to his third wife. Virginia traveled to New Orleans to study nursing soon after Bill was born, leaving him in Hope with her parents Eldridge and Edith Cassidy, who owned and ran a small grocery store. At a time when the southern United States was racially segregated, Clinton's grandparents sold goods on credit to people of all races. In 1950, Bill's mother returned from nursing school and married Roger Clinton Sr. who co-owned an automobile dealership in Hot Springs, Arkansas with his brother and Earl T. Ricks.
The family moved to Hot Springs in 1950. Although he assumed use of his stepfather's surname, it was not until Clinton turned 15 that he formally adopted the surname Clinton as a gesture toward his stepfather. Clinton said that he remembered his stepfather as a gambler and an alcoholic who abused his mother and half-brother, Roger Clinton Jr. to the point where he intervened multiple times with the threat of violence to protect them. In Hot Springs, Clinton attended St. John's Catholic Elementary School, Ramble Elementary School, Hot Springs High School, where he was an active student leader, avid reader, musician. Clinton was in the chorus and played the tenor saxophone, winning first chair in the state band's saxophone section, he considered dedicating his life to music, but as he noted in his autobiography My Life: Clinton began an interest in law at Hot Springs High, when he took up the challenge to argue the defense of the ancient Roman Senator Catiline in a mock trial in his Latin class.
After a vigorous defense that made use of his "budding rhetorical and political skills", he told the Latin teacher Elizabeth Buck that it "made him realize that someday he would study law". Armed Forces Expeditionary Medal
The Armed Forces Expeditionary Medal is a military award of the United States Armed Forces, first created in 1961 by Executive Order of President John Kennedy. The medal is awarded to members of the U. S. Armed Forces who, after July 1, 1958, participated in U. S. military operations, U. S. operations in direct support of the United Nations, or U. S. operations of assistance for friendly foreign nations. The Armed Forces Expeditionary Medal is issued as 1-1/4 inches in diameter; the obverse side of the medal consists of an eagle, with wings addorsed and inverted, standing on a sword loosened in its scabbard, super- imposed on a radiant compass rose of eight points, all within the circumscription "ARMED FORCES" above and "EXPEDITIONARY SERVICE" below with a sprig of laurel on each side. On the reverse side of the medal is the shield from the United States Coat of Arms above two laurel branches separated by a bullet, all within the circumscription "UNITED STATES OF AMERICA"; the ribbon is 1 3/8 inches wide and consists of the following stripes: 3/32 inch Green.

The first campaign of the AFEM was the Cuban Missile Crisis and the award was issued for military service between October 1962 and June 1963. Following this original issuance, the AFEM was made retroactive to 1958 and issued for actions in Lebanon, Republic of the Congo and Matsu, for duty in Berlin between 1961 and 1963. During the early years of the Vietnam War, the Armed Forces Expeditionary Medal was issued for initial operations in South Vietnam and Cambodia; the Armed Forces Expeditionary Medal was intended to replace the Marine Corps Expeditionary Medal and Navy Expeditionary Medal, but this never occurred and both services continue to award their service expeditionary medals and the AFEM, though not concurrently for the same action. In 1965, with the creation of the Vietnam Service Medal, the AFEM was discontinued for Vietnam War service; as the Vietnam Service Medal was retroactively authorized, those personnel who had received the AFEM were granted the option to exchange the Armed Forces Expeditionary Medal for the Vietnam Service Medal.
In 1968, the AFEM was awarded for Naval operations in defense of the USS Pueblo, seized by North Korea, as well as for Korean Service, awarded for Thailand and Cambodia operations in 1973. Because of these awards during the Vietnam War period, some military personnel have been awarded both the Armed Forces Expeditionary Medal & the Vietnam Service Medal; some military advisers involved in the 1973 Arab–Israeli War were awarded the medal for their involvement in the supply and training of the IDF on the use and deployment of anti-tank weapons. In 2003, with the creation of the Global War on Terrorism Expeditionary Medal, the AFEM was discontinued for Iraq, Saudi Arabia, Kuwait. After 18 March 2003, some personnel became eligible for the Armed Forces Expeditionary Medal, as well as the Global War on Terrorism Expeditionary Medal. Only one medal may be awarded and individuals or units that deployed to the Gulf for Operation Southern Watch, immediately transitioned to Operation Iraqi Freedom, are not eligible for both medals.
Beginning in 1992 an effort was begun to phase out the AFEM in favor of campaign specific medals and the newly created Armed Forces Service Medal. The Armed Forces Service Medal was originally intended to be a replacement for the Armed Forces Expeditionary Medal, however the two awards are considered separate awards with different award criteria; the primary difference between the two is that the Armed Forces Expeditionary Medal is awarded for combat operations and combat support missions. After the close of the Vietnam War, the Armed Forces Expeditionary Medal was issued for various military operations in Panama and Libya Operation El Dorado Canyon; the medal is authorized for several United Nations actions, such as peacekeeping efforts in Somalia. The medal is authorized for NATO peacekeeping operations in Bosnia and Croatia; the AFEM has been issued for numerous operations in the Persian Gulf, most notably Operation Earnest Will, which began in 1987 and lasted until the eve of Operation Desert Shield.
Operation United Assistance
Operation United Assistance is a 2014 United States military mission to help combat the Ebola virus epidemic in West Africa, including the part of the epidemic occurring in Liberia. The 101st Airborne Division headquarters was responsible for leading the mission; the United States Africa Command, working through United States Army Africa, has designated the Army's response to the Ebola epidemic as Operation United Assistance. Up to 4,000 U. S. Army troops are planned as part of an aid mission there, starting September 2014; the overall plan was to build 17 hospitals around the country of Liberia, each with 100-bed capacity. However, in late November 2014 this was reduced to 10 treatment centers with 50 beds each. By early January 2015, 8 out of 10 centers were completed; this type of hospital is called an Ebola Treatment ETU for short. The military is working with USAID. A 25-bed hospital planned for health workers staffed by U. S. Public Health Service Commissioned Corps officers was opened November 2014 near Monrovia.
By the end of September 2014 150 military personnel were helping USAID in Monrovia. Special isolation units for the C-17 Globemaster aircraft are being worked on in late 2014 to support medical evacuation of personnel should they be infected; the current evacuation aircraft can only carry one patient at time, while the isolation unit is being designed to support up to 15. By early October there about 400 troops were in Liberia; this included soldiers from an Engineering Battalion. Initial work included transporting supplies to Liberia, scouting out sites to build the treatment centers. By December 2014, there were three thousand servicemembers deployed for the operation. In early April 2015, 48th Chemical Biological Radiological Nuclear Brigade deployed to Liberia to oversee the draw down of the operation; the Monrovia Medical Unit is a 25-bed field hospital for local health care workers, that opened in November 2014 in Liberia in response to the Ebola epidemic there. Hundreds of health workers from Liberia and West Africa have died from the disease, it is hoped the hospital will be an encouragement to volunteers.
By October 2014 construction of the buildings for one 25-bed hospital was finished, called the Monrovia Medical Unit. The plan was for US. Public Health Service officers to take care of Ebola-infected health care workers at the 25-bed facility; the staff was to come from members of the U. S. Public Health Service Commissioned Corps. By October 19, it was reported that 223 health care workers had cases of Ebola in Liberia, 103 of them had died. On 7 November 2014, a new air-conditioned 25-bed hospital was opened for West African health care workers. Although U. S. troops will not be assigned to provide care for Ebola patients, rigorous precautions to protect them from the virus will be put in place. On 17 October 2014, Marine Corps Maj. Gen. James Lariviere told Congress that “We have a no-touch policy and a three-foot separation rule with local nationals”…“A typical soldier’s day will be to get up, have their temperature taken, go out and perform whatever task they are there to do, they will only drink bottled water and wash their hands in chlorine solution.
When they get back to their compounds, they will have their temperature taken and do a chlorine wash again.”The Chief of Staff of the United States Army, Raymond T. Odierno, ordered on October 27 a 21-day quarantine of all soldiers returning from Operation United Assistance. Up to 12 soldiers have been quarantined so far in a U. S. base in Italy. In the United States, an executive order is a directive issued by the President of the United States that manages operations of the federal government and has the force of law. The legal or constitutional basis for executive orders has multiple sources. Article Two of the United States Constitution gives the president broad executive and enforcement authority to use their discretion to determine how to enforce the law or to otherwise manage the resources and staff of the executive branch; the ability to make such orders is based on express or implied Acts of Congress that delegate to the President some degree of discretionary power. Like both legislative statutes and regulations promulgated by government agencies, executive orders are subject to judicial review and may be overturned if the orders lack support by statute or the Constitution. Major policy initiatives require approval by the legislative branch, but executive orders have significant influence over the internal affairs of government, deciding how and to what degree legislation will be enforced, dealing with emergencies, waging wars, in general fine-tuning policy choices in the implementation of broad statutes.
As the head of state and head of government of the United States, as well as Commander-in-Chief of the United States Armed Forces, only the President of the United States can issue an executive order. Presidential executive orders, once issued, remain in force until they are cancelled, adjudicated unlawful, or expire on their own terms. At any time, the President may revoke, modify, or make exceptions from any executive order, regardless if the order was made by the current president or a predecessor. A new president reviews enforced executive orders in the first few weeks in office; the United States Constitution does not have a provision that explicitly permits the use of executive orders. The term executive power in Article II, Section 1, Clause 1 of the Constitution is not clear; the term is mentioned as direction to "take Care that the Laws be faithfully executed" and is part of Article II, Section 3. The consequence of failing to comply could be removal from office; the U. S. Supreme Court has held that all executive orders from the President of the United States must be supported by the Constitution, whether from a clause granting specific power, or by Congress delegating such to the executive branch.
Such orders must be rooted in Article II of the US Constitution or enacted by the congress in statutes. Attempts to block such orders have been successful at times when such orders exceeded the authority of the president or could be better handled through legislation; the Office of the Federal Register is responsible for assigning the executive order a sequential number after receipt of the signed original from the White House and printing the text of the executive order in the daily Federal Register and in Title 3 of the Code of Federal Regulations. With the exception of William Henry Harrison, all presidents, beginning with George Washington in 1789, have issued orders that in general terms can be described as executive orders, they took no set form. Such orders varied as to form and substance; the first executive order was issued by George Washington on June 8, 1789, addressed to the heads of the federal departments, instructing them "to impress me with a full and distinct general idea of the affairs of the United States" in their fields.
According to the political scientist Brian R. Dirck, the most famous executive order was by President Abraham Lincoln when he issued the Emancipation Proclamation on January 1, 1863. Dirck states: The Emancipation Proclamation was an executive order, itself a rather unusual thing in those days. Executive orders are presidential directives issued to agents of the executive department by its boss; until the early 1900s, executive orders went unannounced and undocumented and seen only by the agencies to which they were directed. That changed when the Department of State instituted a numbering scheme in 1907, starting retroactively with United States Executive Order 1 issued on October 20, 1862, by President Abraham Lincoln; the documents that came to be known as "executive orders" gained their name from this order issued by Lincoln, captioned "Executive Order Establishing a Provisional Court in Louisiana". This court functioned during the military occupation of Louisiana during the American Civil War, Lincoln used Executive Order 1 to appoint Charles A. Peabody as judge, to designate the salaries of the court's officers.
President Truman's Executive Order 10340 in Youngstown Sheet & Tube Co. v. Sawyer, 343 US 579 placed all steel mills in the country under federal control; this was found invalid because it attempted to make law, rather than clarify or act to further a law put forth by the Congress or the Constitution. Presidents since this decision have been careful to cite which specific laws they are acting under when issuing new executive orders; when presidents believe their authority for issuing an executive order stems from within the powers outlined in the Constitution, the order will proclaim "under the authority vested in me by the Constitution" instead. Wars have been fought upon executive order, including the 1999 Kosovo War during Bill Clinton's second term in office. Humanitarian Service Medal
The Humanitarian Service Medal is a military service medal of the United States Armed Forces, created on January 19, 1977 by President Gerald Ford under Executive Order 11965. The medal may be awarded to any member of the United States military who distinguishes himself or herself by meritorious participation in specified military acts or operations of a humanitarian nature. Julia V. Taft, the director of the Interagency Task Force for Indochinese resettlement proposed the establishment of a Humanitarian Service Medal for U. S. military personnel and submitted the request to President Gerald R. Ford on November 10, 1975; the medal was to be awarded to those personnel that participated in the evacuation of Vietnamese and Cambodian refugees after the Vietnam War. The proposal was met with dissent by Army Lieutenant General Harold G. Moore, concerned that the military was over-decorating its personnel with awards of participation rather than those of extraordinary achievement, he proposed a certificate of achievement as a more appropriate recognition.
Army Lieutenant General John W. Vessey supported the creation of the medal as a precedent to recognize military participation in major humanitarian actions. Vessey's view prevailed and President Ford established the medal in 1977 as one of the last acts of his presidency; this medal is presented as an individual service medal. The activities in which the Humanitarian Service Medal may be authorized are designated by the United States Department of Defense; such activities include natural disaster relief, evacuation of non-combatants from a hostile area, or humanitarian support to refugees. This medal may not be awarded for services rendered in domestic disturbances involving law enforcement, riots, or protection of property; this medal may not be presented if either the Armed Forces Service Medal or Armed Forces Expeditionary Medal was presented for the same period of service. The Humanitarian Service Medal is retroactive to April 2, 1975; the Department of the Army awards the Civilian Award for Humanitarian Service for similar service by Army civilian employees, as well as private U.

Bronze is an alloy consisting of copper with about 12–12.5% tin and with the addition of other metals and sometimes non-metals or metalloids such as arsenic, phosphorus or silicon. These additions produce a range of alloys that may be harder than copper alone, or have other useful properties, such as stiffness, ductility, or machinability; the archeological period in which bronze was the hardest metal in widespread use is known as the Bronze Age. The beginning of the Bronze Age in India and western Eurasia is conventionally dated to the mid-4th millennium BC, to the early 2nd millennium BC in China; the Bronze Age was followed by the Iron Age starting from about 1300 BC and reaching most of Eurasia by about 500 BC, although bronze continued to be much more used than it is in modern times. Because historical pieces were made of brasses and bronzes with different compositions, modern museum and scholarly descriptions of older objects use the more inclusive term "copper alloy" instead. There are two basic theories as to the origin of the word.
Romance theoryThe Romance theory holds that the word bronze was borrowed from French bronze, itself borrowed from Italian bronzo "bell metal, brass" from either, bróntion, back-formation from Byzantine Greek brontēsíon from Brentḗsion ‘Brindisi’, reputed for its bronze. Proto-Slavic theoryThe Proto-Slavic theory reflects the philological issue that in the most of Slavonic languages word "bronza" corresponds to "war metal" while at the early stages of the Bronze working it was used exclusively for military purposes; the discovery of bronze enabled people to create metal objects which were harder and more durable than possible. Bronze tools, weapons and building materials such as decorative tiles were harder and more durable than their stone and copper predecessors. Bronze was made out of copper and arsenic, forming arsenic bronze, or from or artificially mixed ores of copper and arsenic, with the earliest artifacts so far known coming from the Iranian plateau in the 5th millennium BC, it was only that tin was used, becoming the major non-copper ingredient of bronze in the late 3rd millennium BC.
Tin bronze was superior to arsenic bronze in that the alloying process could be more controlled, the resulting alloy was stronger and easier to cast. Unlike arsenic, metallic tin and fumes from tin refining are not toxic; the earliest tin-alloy bronze dates to 4500 BC in a Vinča culture site in Pločnik. Other early examples date to the late 4th millennium BC in Egypt and some ancient sites in China and Mesopotamia. Ores of copper and the far rarer tin are not found together, so serious bronze work has always involved trade. Tin sources and trade in ancient times had a major influence on the development of cultures. In Europe, a major source of tin was the British deposits of ore in Cornwall, which were traded as far as Phoenicia in the eastern Mediterranean. In many parts of the world, large hoards of bronze artifacts are found, suggesting that bronze represented a store of value and an indicator of social status. In Europe, large hoards of bronze tools socketed axes, are found, which show no signs of wear.
With Chinese ritual bronzes, which are documented in the inscriptions they carry and from other sources, the case is clear. These were made in enormous quantities for elite burials, used by the living for ritual offerings. Though bronze is harder than wrought iron, with Vickers hardness of 60–258 vs. 30–80, the Bronze Age gave way to the Iron Age after a serious disruption of the tin trade: the population migrations of around 1200–1100 BC reduced the shipping of tin around the Mediterranean and from Britain, limiting supplies and raising prices. As the art of working in iron improved, iron improved in quality; as cultures advanced from hand-wrought iron to machine-forged iron, blacksmiths learned how to make steel. Steel holds a sharper edge longer. Bronze was still used during the Iron Age, has continued in use for many purposes to the modern day. There are many different bronze alloys, but modern bronze is 88% copper and 12% tin. Alpha bronze consists of the alpha solid solution of tin in copper.
Alpha bronze alloys of 4–5% tin are used to make coins, springs and blades. Historical "bronzes" are variable in composition, as most metalworkers used whatever scrap was on hand; the proportions of this mixture suggests.
