State parks are parks or other protected areas managed at the sub-national level within those nations which use "state" as a political subdivision. State parks are established by a state to preserve a location on account of its natural beauty, historic interest, or recreational potential. There are state parks under the administration of the government of each U. S. state, some of the Mexican states, in Brazil. The term is used in the Australian state of Victoria; the equivalent term used in Canada, South Africa and Belgium, is provincial park. Similar systems of local government maintained parks exist in other countries, but the terminology varies. State parks are thus similar under state rather than federal administration. Local government entities below state level may maintain parks, e.g. regional parks or county parks. In general, state parks are smaller than national parks, with a few exceptions such as the Adirondack Park in New York and Anza-Borrego Desert State Park in California; as of 2014, there were 10,234 state park units in the United States, according to the National Association of State Park Directors.
There are some 739 million annual visits to the country's state parks. The NASPD further counts over 43,000 miles of trail, 217,367 campsites, 8,277 cabins and lodges across U. S. state parks. The largest state park system in the United States is Alaska State Parks, with over 100 sites encompassing 3.3 million acres. Many states include designations beyond "state park" in their state parks systems. Other designations might be state recreation areas, state beaches, state nature reserves; some state park systems include historic sites. The title of oldest state park in the United States is claimed by Niagara Falls State Park in New York, established in 1885; however several public parks or maintained at the state level pre-date it. Indian Springs State Park has been operated continuously by the state of Georgia as a public park since 1825, although it did not gain the title "State Park" until 1931. In 1864 Yosemite Valley and Mariposa Grove were ceded by the federal government to California until Yosemite National Park was proclaimed in 1890.
In 1878 Wisconsin set aside a vast swath of its northern forests as "The State Park" but, needing money, sold most of it to lumber companies within 20 years. The first state park with the designation of "state park" was Mackinac Island State Park in 1895, first a national park before being transferred to the state of Michigan. Many state park systems date to the 1930s, when around 800 state parks across the country were developed with assistance from federal job creation programs like the Civilian Conservation Corps and Works Progress Administration. According to many definitions, a disability is an impairment that may be cognitive, intellectual, physical, sensory, or some combination of these. Other definitions describe disability as the societal disadvantage arising from such impairments. Disability affects a person's life activities and may be present from birth or occur during a person's lifetime. Disabilities is an umbrella term, covering impairments, activity limitations, participation restrictions. An impairment is a problem in body structure. Disability is thus not just a health problem, it is a complex phenomenon, reflecting the interaction between features of a person’s body and features of the society in which he or she lives. Disability is a contested concept, with different meanings in different communities, it may be used to refer to physical or mental attributes that some institutions medicine, view as needing to be fixed. It may refer to limitations imposed on people by the constraints of an ableist society. Or the term may serve to refer to the identity of disabled people.
Physiological functional capacity is a related term that describes an individual's performance level. It gauges one's ability to perform the physical tasks of daily life and the ease with which these tasks are performed. PFC declines with advancing age to result in frailty, cognitive disorders or physical disorders, all of which may lead to labeling individuals as disabled; the discussion over disability's definition arose out of disability activism in the United States and the United Kingdom in the 1970s, which challenged how the medical concept of disability dominated perception and discourse about disabilities. Debates about proper terminology and their implied politics continue in disability communities and the academic field of disability studies. In some countries, the law requires that disabilities are documented by a healthcare provider in order to assess qualifications for disability benefits. For the purposes of the Americans with Disabilities Act of 1990, the Equal Employment Opportunity Commission regulations provide a list of conditions that should be concluded to be disabilities: deafness, blindness, an intellectual disability or missing limbs or mobility impairments requiring the use of a wheelchair, cancer, cerebral palsy, epilepsy, Human Immunodeficiency Virus infection, multiple sclerosis, muscular dystrophy, major depressive disorder, bipolar disorder, post-traumatic stress disorder, obsessive compulsive disorder, schizophrenia.
Contemporary understandings of disability derive from concepts that arose during the West's scientific Enlightenment. During the Middle Ages and other conditions were thought to be caused by demons, they were thought to be part of the natural order during and in the fallout of the Plague, which wrought impairments throughout the general population. In the early modern period there was a shift to seeking biological causes for physical and mental differences, as well as heightened interest in demarcating categories: for example, Ambroise Pare, in the sixteenth century, wrote of "monsters", "prodigies", "the maimed"; the European Enlightenment's emphases on knowledge derived from reason and on the value of natural science to human progress helped spawn the birth of institutions and associated knowledge systems that observed and categorized human beings. Contemporary concepts of disability are rooted in eighteenth- and nineteenth-century developments. Foremost among these was the development of clinical medical discourse, which made the human body visible as a thing to be manipulated and transformed.
These worked in tandem with scientific discourses that sought to classify and categorize and, in so doing, became methods of normalization. The concept of the "norm" developed in this time period, is signaled in the work of the Belgian statistician, sociologist and astronomer Adolphe Quetelet, who wrote in the 1830s of l'homme moyen – the average man. Quetelet postulated that one could take the sum of all people's attributes in a given population and find their average, that this figure should serve as a norm toward which all should aspire; this idea of a statistical norm threads through the rapid take up of statistics gathering by Britain, United States, the Western European states during this time period, it is tied to the rise of eugenics. Disability, as well as other concepts including: abnormal, non-normal, normalcy came from this; the circulation of these concepts is evident in the popularity of the freak show, where showmen profited from exhibiting people who deviated from those norms.
With the rise of eugenics in the latter part of the nineteenth century, such deviations were viewed as dangerous to the health of entire populations. With disability viewed as part of a person's biological make-up and thus their genetic inheritance, scientists turned their attention to notions of weeding such "deviations" out of the gene pool. Various metrics for assessing a person's genetic fitness, which were used to deport, sterilize, or institutionalize those deemed unfit. National Recreation Area
A National Recreation Area is a designation for a protected area in the United States. Early National Recreation Areas were established by interagency memoranda of agreement between the U. S. Bureau of Reclamation and the National Park Service; the first National Recreation Area was the Boulder Dam Recreation Area renamed Lake Mead National Recreation Area. In 1963, the President's Recreation Advisory Committee issued an Executive Branch policy that established criteria for establishing National Recreation Areas; the policy called for all future National Recreation Areas to be established by acts of the United States Congress. In 1964, Congress made Lake Mead National Recreation Area to first such area to be established by statute. In 1965 Spruce Knob-Seneca Rocks National Recreation Area became the first NRA under the administration of the U. S. Forest Service. In 1972 Congress created Gateway National Recreation Area under the management of the National Park Service, thereby becoming the first "urban national park".
One NRA, the Cuyahoga Valley National Recreation Area, was redesignated Cuyahoga Valley National Park in October 2000. Areas with this designation are managed by different federal agencies, most of which operate within the Department of the Interior or the Department of Agriculture; some national recreation areas are under the National Park Service, one under the Bureau of Land Management, others are managed by the U. Spruce Knob-Seneca Rocks National Recreation Area
Spruce Knob-Seneca Rocks National Recreation Area is a U. S. National Recreation Area located within the Monongahela National Forest of eastern West Virginia, USA; the National Recreation Area protects three prominent West Virginia landmarks: Spruce Knob, the highest point in West Virginia with a summit elevation of 4,863 feet. Seneca Rocks, a 900 foot high quartzite crag popular with rock climbers. Smoke Hole Canyon, a canyon along the South Branch Potomac River. Spruce Knob-Seneca Rocks NRA was established by an act of the U. S. Congress on September 28, 1965 as the first National Recreation Area in a United States National Forest, it is therefore administered by the US Forest Service rather than the National Park Service, as are most other NRAs. The Appalachian National Scenic Trail known as the Appalachian Trail or the A. T. is a marked hiking trail in the Eastern United States extending between Springer Mountain in Georgia and Mount Katahdin in Maine. The trail is about 2,200 miles long, though the exact length changes over time as parts are modified or rerouted; the Appalachian Trail Conservancy describes the Appalachian Trail as the longest hiking-only trail in the world. More than 2 million people are said to take a hike on part of the trail at least once each year; the idea of the Appalachian Trail came about in 1921. The trail itself was completed in 1937 after more than a decade of work, although improvements and changes continue, it is maintained by 31 trail clubs and multiple partnerships, managed by the National Park Service, United States Forest Service, the nonprofit Appalachian Trail Conservancy. Most of the trail is in forest or wild lands, although some portions traverse towns and farms, it passes through 14 states: Georgia, North Carolina, Virginia, West Virginia, Pennsylvania, New Jersey, New York, Massachusetts, New Hampshire, Maine.
Thru-hikers attempt to hike the trail in its entirety in a single season. The number of thru-hikes per year has increased with 715 northbound and 133 southbound thru-hikes reported for 2017. Many books, documentaries and fan organizations are dedicated to the pursuit; some hike from one end to the other turn around and thru-hike the trail the other way, known as a "yo-yo". An extension known as the International Appalachian Trail continues northeast, crossing Maine and cutting through Canada to Newfoundland, with sections continuing in Greenland, through Europe, into Morocco. Other separate extensions continue the southern end of the Appalachian range in Alabama and continue south into Florida, creating what is known as the Eastern Continental Trail; the Appalachian Trail, the Continental Divide Trail, the Pacific Crest Trail form what is known as the Triple Crown of Hiking in the United States. The trail was conceived by Benton MacKaye, a forester who wrote his original plan—called "An Appalachian Trail, A Project in Regional Planning"—shortly after the death of his wife in 1921.
MacKaye's idea detailed a grand trail that would connect a series of farms and wilderness work/study camps for city-dwellers. In 1922, at the suggestion of Major William A. Welch, director of the Palisades Interstate Park Commission, his idea was publicized by Raymond H. Torrey with a story in the New York Evening Post under a full-page banner headline reading "A Great Trail from Maine to Georgia!" The idea was adopted by the new Palisades Interstate Park Trail Conference as their main project. On October 7, 1923, the first section of the trail, from Bear Mountain west through Harriman State Park to Arden, New York, was opened. MacKaye called for a two-day Appalachian Trail conference to be held in March 1925 in Washington, D. C; this meeting inspired the formation of the Appalachian Trail Conference. A retired judge named Arthur Perkins and his younger associate Myron Avery took up the cause. In 1929, a member of the Connecticut Forest and Park Association and its Blue Blazed Trails committee, found Ned Anderson, a farmer in Sherman, who took on the task of mapping and blazing the Connecticut leg of the trail.
It ran from Dog Tail Corners in Webatuck, New York, which borders Kent, Connecticut, at Ashley Falls, 50 miles through the northwest corner of the state, up to Bear Mountain at the Massachusetts border. Anderson's efforts helped spark renewed interest in the trail, Avery was able to bring other states on board. Upon taking over the ATC, Avery adopted the more practical goal of building a simple hiking trail, he and MacKaye clashed over the ATC's response to a major commercial development along the trail's path. Avery reigned as Chairman of the ATC from 1932 to 1952. Avery became the first to walk the trail end-to-end, though not as a thru-hike, in 1936. In August 1937, the trail was completed to Sugarloaf Mountain in Maine, the ATC shifted its focus toward protecting the trail lands and mapping the trail for hikers. Many of the trail's present highlights were not part of the trail in 1937: Roan Mountain, North Carolina and Tennessee. Except for places where the Civilian Conservation Corps was brought in, the original trail climbed straight up and down mountains, creating rough hiking conditions and a treadway prone to severe erosion.
The ATC's trail crews and volunteer trail-maintaining clubs have relocated or rehabilitated miles of trail since that time. In 1936, a 121-day Maine to Georgia veteran's group funded and supported thru-hike was reported to have been completed, with all but three miles of the new trail cleared and blazed, by six Boy Scouts from New York City and their guides; the completed thru-hike was much recorded and accepted by the Appalachian Long Distance Hikers Association. In 1938, the trail sustained major damage from a hurricane; this happened right before the start of World War II
Babcock Memorial Park
Babcock Memorial Park called Babcock Wayside, is a highway rest area and public boat launch on the Mississippi River in Elk River, Minnesota at the intersection of U. S. 10 and Route 169. Its name honors Highway Commissioner Charles Merritt Babcock, from the area and is regarded as the originator of the modern Minnesota State Highway System; the state has turned maintenance over to the city. The park was built by the National Youth Administration in 1938 and 1939 and preserves two fieldstone council rings, a stone picnic table, a hand-operated pump from that era. A geological marker and other amenities were added later, it contains about 16 acres, but it was larger before the adjacent highways were expanded with cloverleaf interchanges
United States Forest Service
The United States Forest Service is an agency of the U. S. Department of Agriculture that administers the nation's 154 national forests and 20 national grasslands, which encompass 193 million acres. Major divisions of the agency include the National Forest System and Private Forestry, Business Operations, the Research and Development branch. Managing 25% of federal lands, it is the only major national land agency, outside the U. S. Department of the Interior; the concept of the National Forests was born from Theodore Roosevelt’s conservation group and Crockett Club, due to concerns regarding Yellowstone National Park beginning as early as 1875. In 1876, Congress formed the office of Special Agent in the Department of Agriculture to assess the quality and conditions of forests in the United States. Franklin B. Hough was appointed the head of the office. In 1881, the office was expanded into the newly formed Division of Forestry; the Forest Reserve Act of 1891 authorized withdrawing land from the public domain as "forest reserves," managed by the Department of the Interior.
In 1901, the Division of Forestry was renamed the Bureau of Forestry. The Transfer Act of 1905 transferred the management of forest reserves from the General Land Office of the Interior Department to the Bureau of Forestry, henceforth known as the United States Forest Service. Gifford Pinchot was the first United States Chief Forester in the Presidency of Theodore Roosevelt. Significant federal legislation affecting the Forest Service includes the Weeks Act of 1911, the Multiple Use – Sustained Yield Act of 1960, P. L. 86-517. L. 88-577. L. 94-588. L. 91-190. L. 95-313. L. 95-307. In February 2009, the Government Accountability Office evaluated whether the Forest Service should be moved from the Department of Agriculture to the Department of the Interior, which includes the National Park Service, the Fish and Wildlife Service, the Bureau of Land Management, managing some 438,000,000 acres of public land; as of 2009, the Forest Service has a total budget authority of $5.5 billion, of which 42% is spent fighting fires.
The Forest Service employs 34,250 employees in 750 locations, including 10,050 firefighters, 737 law enforcement personnel, 500 scientists. The mission of the Forest Service is "To sustain the health and productivity of the Nation's forests and grasslands to meet the needs of present and future generations." Its motto is "Caring for the land and serving people." As the lead federal agency in natural resource conservation, the US Forest Service provides leadership in the protection and use of the nation's forest and aquatic ecosystems. The agency's ecosystem approach to management integrates ecological and social factors to maintain and enhance the quality of the environment to meet current and future needs. Through implementation of land and resource management plans, the agency ensures sustainable ecosystems by restoring and maintaining species diversity and ecological productivity that helps provide recreation, timber, fish, wildlife and aesthetic values for current and future generations of people.
The everyday work of the Forest Service balances resource extraction, resource protection, providing recreation. The work includes managing 193,000,000 acres of national forest and grasslands, including 59,000,000 acres of roadless areas. Further, the Forest Service fought fires on 2,996,000 acres of land in 2007; the Forest Service organization includes ranger districts, national forests, research stations and research work units and the Northeastern Area Office for State and Private Forestry. Each level has responsibility for a variety of functions; the Chief of the Forest Service is a career federal employee. The Chief reports to the Under Secretary for Natural Resources and Environment in the U. S. Department of Agriculture, an appointee of the President confirmed by the Senate; the Chief's staff provides broad policy and direction for the agency, works with the Administration to develop a budget to submit to Congress, provides information to Congress on accomplishments, monitors activities of the agency.
There are five deputy chiefs for the following areas: National Forest System and Private Forestry and Development, Business Operations, Finance. The Forest Service Research and Development deputy area includes five research stations, the Forest Products Laboratory, the International Institute of Tropical Forestry, in Puerto Rico. Station directors, like regional foresters, report to the Chief. Research stations include Northern, Pacific Northwest, Pacific Southwest, Rocky Mountain, Southern. There are 92 research work units located at 67 sites throughout the United States. There are 80 Experimental Forests and Ranges that have been established progressively since 1908; the system provides places for long-term science and management studies in major vegetation types of the 195 million acres of public land administered by the Forest Service. Individual sites range from 47 to 22,500 ha in size. Operations of Experimental Forests and Ranges are directed by local research teams for the individual sites, by Research Stations for the regions in which they are located, at the level of the Forest Service.
