Kenya–United States relations
Kenya–United States relations are bilateral relations between Kenya and the United States. Kenya and the United States have long been close allies and have enjoyed cordial relations since Kenya's independence. Relations became closer after Kenya's democratic transition of 2002 and subsequent improvements in human rights; this was preceded by sometimes frosty interludes during President Moi's regime when the two countries clashed over bad governance issues, resulting in aid suspension and many diplomatic rows. Following the election of the new government of Uhuru Kenyatta in 2013, relations somewhat took a dip when the new president forged a new foreign policy looking east away from traditional western allies. Kenya–United States relations have been cemented through cooperation against Islamist terrorism and a visit by President Obama to Kenya, the homeland of his father. Kenya's athletic mastery of some auspicious American events such as the Boston Marathon and New York Marathon have increased ordinary Americans' consciousness of Kenya paving the way for a warm mutual regard between the two peoples.
An attack on Kenya by Al-Qaeda in 1998 as well as subsequent more attacks by Al-Shabaab, has drawn the two countries politically closer due to the shared fate the U. S. has had of similar targeting in the horrific September 11 attacks by Al-Qaeda in Lower Manhattan and The Pentagon. Kenya is one of the most pro-American nations in Africa and the world more so than the U. S. itself. According to the Pew Research Global Attitudes Project, 87% of Kenyans view the U. S. favorably in 2007, decreasing down to 83% in 2011 and 81% viewing the U. S. favorably in 2013. and according to the 2012 U. S. Global Leadership Report, 68% of Kenyans approve of U. S. leadership, with 14% disapproving and 18% uncertain. In a 2013 BBC World Service poll, 69% of Kenyans view U. S. influence positively, with only 11% viewing U. S. influence negatively. After Kenya's independence on December 12, 1963, the United States recognized the new nation. However, it was not until March 2, 1964 that diplomatic relations were established with William Atwood establishing the U.
S. Embassy at Nairobi; the United States provided the fledgling nation with $21 million in funds and technical aid, with Kenya seeking more loans from the United States. The United States soon found itself invested in Kenyan politics due to the power struggle between Tom Mboya and Jaramogi Oginga Odinga; the United States had been impressed by Mboya since the 1950s, sought to empower him in the new administration instead of the more leftist Odinga. The United States was successful, Mboya began wooing Kenya's prime minister Jomo Kenyatta into becoming more favorable with the United States and the CIA. After Odinga's fall from power, Kenya found itself squarely in the Western bloc during the Cold War period; the fact that Soviet ideals never gained traction in post-independence Kenya meant that there was little to no jockeying between the United States and the U. S. S. R. in this region. This meant there was little need for Kenya and United States relations, since the United States took Kenyan support for granted.
However, the 1980s saw. After Jomo Kenyatta's death, the new president of Kenya Daniel arap Moi sought to further strengthen relations with the United States Moi joined the United States' Rapid Deployment Joint Task Force, allowing for the construction of United States military installations in Kenya; the most notable development of this military construction was allowing United States naval access to Mombasa, which resulted in the United States paying Kenya $26 million. Good relations, fell into jeopardy with the deteriorating civil rights picture in Kenya. In 1987, the chairman of the Congress subcommittee on Africa, Michigan congressman Howard Wolpe, accused Daniel arap Moi of bankrolling criminals and committing human rights abuses; the issue was placed on the agenda for Ronald Reagan's talks with Moi, but nothing came of it at this time. In 1991, the United States joined with a coalition of other nations who gave financial assistance to Kenya to pressure for reforms. In a 1991 meeting in Paris, Kenya's aid donors insisted on ending corruption and human rights abuses, threatening to pull their aid.
These concerns caused the United States to suspend its aid in 1992. When United States pressure forced multiparty elections in 1992, relations were tense all throughout the 1990s due to international discontent with the tactics of the Moi regime; the United States reacted positively to the Kenyan elections of 2000, the first democratic transition of power in Kenya's history. The new president, Mwai Kibaki was honored as the first African head of state to be invited to Washington D. C. for a state visit. On August 7, 1998, al Qaeda terrorists detonated a car bomb outside the United States embassy in Nairobi, leaving 200 dead and thousands wounded; the immediate aftermath strained relations between the United States and Kenya, as Kenyans felt that the United States only cared about the Americans who lost their lives, not the Kenyans. The situation was worsened when the American ambassador, Prudence Bushnell, implied that Kenyans were attempting to loot the embassy. However, since that event, the Kenyan and U.
S. governments have intensified cooperation to address all forms of insecurity in Kenya, including terrorism. The United States provides equipment and training to Kenyan security forces, both civilian and military. In its dialog with the Kenyan Government, the United States urges effective action against corruption and insecurity as the two greatest impediments to Kenya achieving sustained, rapid economic growth. Families and victims of the attack have severally appealed to the Kenyan government to petition the U. S. gov
An election is a formal group decision-making process by which a population chooses an individual to hold public office. Elections have been the usual mechanism by which modern representative democracy has operated since the 17th century. Elections may fill offices in the legislature, sometimes in the executive and judiciary, for regional and local government; this process is used in many other private and business organizations, from clubs to voluntary associations and corporations. The universal use of elections as a tool for selecting representatives in modern representative democracies is in contrast with the practice in the democratic archetype, ancient Athens, where the Elections were not used were considered an oligarchic institution and most political offices were filled using sortition known as allotment, by which officeholders were chosen by lot. Electoral reform describes the process of introducing fair electoral systems where they are not in place, or improving the fairness or effectiveness of existing systems.
Psephology is the study of other statistics relating to elections. To elect means "to choose or make a decision", so sometimes other forms of ballot such as referendums are referred to as elections in the United States. Elections were used as early in history as ancient Greece and ancient Rome, throughout the Medieval period to select rulers such as the Holy Roman Emperor and the pope. In Vedic period of India, the Raja of a gana was elected by the gana; the Raja belonged to the noble Kshatriya varna, was a son of the previous Raja. However, the gana members had the final say in his elections. During the Sangam Period people elected their representatives by casting their votes and the ballot boxes were tied by rope and sealed. After the election the votes were counted; the Pala King Gopala in early medieval Bengal was elected by a group of feudal chieftains. Such elections were quite common in contemporary societies of the region. In the Chola Empire, around 920 CE, in Uthiramerur, palm leaves were used for selecting the village committee members.
The leaves, with candidate names written on them, were put inside a mud pot. To select the committee members, a young boy was asked to take out as many leaves as the number of positions available; this was known as the Kudavolai system. The modern "election", which consists of public elections of government officials, didn't emerge until the beginning of the 17th century when the idea of representative government took hold in North America and Europe. Questions of suffrage suffrage for minority groups, have dominated the history of elections. Males, the dominant cultural group in North America and Europe dominated the electorate and continue to do so in many countries. Early elections in countries such as the United Kingdom and the United States were dominated by landed or ruling class males. However, by 1920 all Western European and North American democracies had universal adult male suffrage and many countries began to consider women's suffrage. Despite mandated universal suffrage for adult males, political barriers were sometimes erected to prevent fair access to elections.
The question of who may vote is a central issue in elections. The electorate does not include the entire population. In Australia, Aboriginal people were not given the right to vote until 1962 and in 2010 the federal government removed the rights of prisoners serving for 3 years or more to vote. Suffrage is only for citizens of the country, though further limits may be imposed. However, in the European Union, one can vote in municipal elections if one lives in the municipality and is an EU citizen. In some countries, voting is required by law. In Western Australia, the penalty for a first time offender failing to vote is a $20.00 fine, which increases to $50.00 if the offender refused to vote prior. A representative democracy requires a procedure to govern nomination for political office. In many cases, nomination for office is mediated through preselection processes in organized political parties. Non-partisan systems tend to differ from partisan systems as concerns nominations. In a direct democracy, one type of non-partisan democracy, any eligible person can be nominated.
Although elections were used in ancient Athens, in Rome, in the selection of popes and Holy Roman emperors, the origins of elections in the contemporary world lie in the gradual emergence of representative government in Europe and North America beginning in the 17th century. In some systems no nominations take place at all, with voters free to choose any person at the time of voting—with some possible exceptions such as through a minimum age requirement—in the jurisdiction. In such cases, it is not required that the members of the electorate be familiar with all of the eligible persons, though such systems may involve indirect elections at larger geographic levels to ensure that some first-hand familiarity among potential electees can exist at these levels; as far as partisan systems, in some countries, only members of a particular party can be no
In international relations, multilateralism refers to an alliance of multiple countries pursuing a common goal. Multilateralism was defined by Miles Kahler as "international governance" or global governance of the "many," and its central principle was "opposition bilateral discriminatory arrangements that were believed to enhance the leverage of the powerful over the weak and to increase international conflict."In 1990, Robert Keohane defined multilateralism as "the practice of coordinating national policies in groups of three or more states." The foreign policy that India formulated after independence reflected its idiosyncratic culture and politic traditions. Speaking in the Lok Sabha, the lower house of the Parliament of India, in March 1950, Nehru affirmed: “It should not be supposed that we are starting on a clean slate, it is a policy which flowed from our recent history and from our national movement and its development and from various ideals we have proclaimed.. In fact, the foreign policy culture of India is an elite culture, meaning, in effect, that the writings and speeches of select leading figures of the Indian foreign policy elite provide an insight into the key ideas and norms constituting the foundation of India’s foreign policy.
John Ruggie elaborated the concept based on the principles of "indivisibility" and "diffuse reciprocity" as "an institutional form which coordinates relations among three or more states on the basis of'generalized' principles of conduct... which specify appropriate conduct for a class of actions, without regard to particularistic interests of the parties or the strategic exigencies that may exist in any occurrence."Multilateralism, in the form of membership in international institutions, serves to bind powerful nations, discourage unilateralism, gives small powers a voice and influence that they could not otherwise exercise. For a small power to influence a great power, the Lilliputian strategy of small countries banding together to collectively bind a larger one can be effective. Multilateralism may allow one great power to influence another great power. For a great power to seek control through bilateral ties could be costly. Embedding the target state in a multilateral alliance reduces the costs borne by the power seeking control, but it offers the same binding benefits of the Lilliputian strategy.
Furthermore, if a small power seeks control over another small power, multilateralism may be the only choice, because small powers have the resources to exert control on their own. As such, power disparities are accommodated to the weaker states by having more predictable bigger states and means to achieve control through collective action. Powerful states buy into multilateral agreements by writing the rules and having privileges such as veto power and special status. International organizations, such as the United Nations and the World Trade Organization, are multilateral in nature; the main proponents of multilateralism have traditionally been the middle powers, such as Canada, Switzerland, the Benelux countries and the Nordic countries. Larger states act unilaterally, while smaller ones may have little direct power in international affairs aside from participation in the United Nations Multilateralism may involve several nations acting together, as in the UN, or may involve regional or military alliances, pacts, or groupings, such as NATO.
These multilateral institutions are not imposed on states, but are created and accepted by them in order to increase their ability to seek their own interests through the coordination of their policies. Moreover, they serve as frameworks that constrain opportunistic behavior and encourage coordination by facilitating the exchange of information about the actual behavior of states with reference to the standards to which they have consented; the term "regional multilateralism" has been proposed, suggesting that "contemporary problems can be better solved at the regional rather than the bilateral or global levels" and that bringing together the concept of regional integration with that of multilateralism is necessary in today’s world. Regionalism dates from the time of the earliest development of political communities, where economic and political relations had a strong regionalist focus due to restrictions on technology and communications; the converse of multilateralism is unilateralism, in terms of political philosophy.
One modern instance of multilateralism occurred in the nineteenth century in Europe after the end of the Napoleonic Wars, where the great powers met to redraw the map of Europe at the Congress of Vienna. The Concert of Europe, as it became known, was a group of great and lesser powers that would meet to resolve issues peacefully. Conferences such as the Conference of Berlin in 1884 helped reduce power conflicts during this period, the 19th century was one of Europe's most peaceful. Industrial and colonial competition, combined with shifts in the balance of power after the creation - by diplomacy and conquest - of Germany by Prussia meant cracks were appearing in this system by the turn of the 20th century; the concert system was utterly destroyed by the First World War. After that conflict, world leaders created the League of Nations in an attempt to prevent a similar conflict. After the Second World War the victors, drawing upon experience from the League's failure, created the United Nations in 1945.

The General Framework Agreement for Peace in Bosnia and Herzegovina known as the Dayton Agreement, Dayton Accords, Paris Protocol or Dayton–Paris Agreement, is the peace agreement reached at Wright-Patterson Air Force Base near Dayton, United States, on 1 November 1995, formally signed in Paris, France, on 14 December 1995. These accords put an end to the 3 1⁄2 - one of the Yugoslav Wars. Though basic elements of the Dayton Agreement were proposed in international talks as early as 1992, these negotiations were initiated following the unsuccessful previous peace efforts and arrangements, the August 1995 Croatian military Operation Storm and its aftermath, the government military offensive against the Republika Srpska, conducted in parallel with NATO's Operation Deliberate Force. During September and October 1995, world powers, gathered in the Contact Group, applied intense pressure to the leaders of the three sides to attend the negotiations in Dayton, Ohio; the conference took place from 1–21 November 1995.
The main participants from the region were the President of the Republic of Serbia Slobodan Milošević, President of Croatia Franjo Tuđman, President of Bosnia and Herzegovina Alija Izetbegović with his Foreign Minister Muhamed Šaćirbeg. The peace conference was led by US Secretary of State Warren Christopher, negotiator Richard Holbrooke with two Co-Chairmen in the form of EU Special Representative Carl Bildt and the First Deputy Foreign Minister of Russia Igor Ivanov. A key participant in the US delegation was General Wesley Clark; the head of the UK's team was Pauline Neville-Jones, political director of the Foreign and Commonwealth Office. The UK military representative was Col Arundell David Leakey. Paul Williams, through the Public International Law & Policy Group served as legal counsel to the Bosnian Government delegation during the negotiations; the secure site was chosen in order to remove all the parties from their comfort zone, without which they would have little incentive to negotiate.
Curbing the participants' ability to negotiate via the media was a important consideration. Richard Holbrooke wanted to prevent posturing through early leaks to the press. After having been initiated in Dayton, Ohio, on 21 November 1995, the full and formal agreement was signed in Paris on 14 December 1995 and witnessed by Spanish Prime Minister Felipe Gonzalez, French President Jacques Chirac, U. S. President Bill Clinton, UK Prime Minister John Major, German Chancellor Helmut Kohl and Russian Prime Minister Viktor Chernomyrdin; the agreement's main purpose is to promote peace and stability in Bosnia and Herzegovina and to endorse regional balance in and around the former Yugoslavia, thus in a regional perspective. The present political divisions of Bosnia and Herzegovina and its structure of government were agreed upon, as part the constitution that makes up Annex 4 of the General Framework Agreement concluded at Dayton. A key component of this was the delineation of the Inter-Entity Boundary Line to which many of the tasks listed in the Annexes referred.
The State of Bosnia Herzegovina was set as of the Federation of Bosnia-Herzegovina and of the Republika Srpska. Bosnia and Herzegovina is a complete state, as opposed to a confederation. Although decentralised in its entities, it would still retain a central government, with a rotating State Presidency, a central bank and a constitutional court; the agreement mandated a wide range of international organizations to monitor and implement components of the agreement. The NATO-led IFOR was responsible for implementing military aspects of the agreement and deployed on 20 December 1995, taking over the forces of the UNPROFOR; the Office of the High Representative was charged with the task of civil implementation. The Organization for Security and Co-operation in Europe was charged with organising the first free elections in 1996. On 13 October 1997, the Croatian 1861 Law Party and the Bosnia-Herzegovina 1861 Law Party requested the Constitutional Court of Bosnia and Herzegovina to annul several decisions and to confirm one decision of the Supreme Court of the Republic of Bosnia and Herzegovina and, more to review the constitutionality of the General Framework Agreement for Peace in Bosnia and Herzegovina since it was alleged that the agreement violated the Constitution of Bosnia and Herzegovina in a way that it undermined the integrity of the state and could cause the dissolution of Bosnia and Herzegovina.
The Court reached the conclusion that it is not competent to decide the dispute in regards to the mentioned decisions since the applicants were not subjects that were identified in Article VI.3 of the Constitution on those who can refer disputes to the Court. The Court rejected the other request: the Constitutional Court is not competent to evaluate the constitutionality of the General Framework Agreement as the Constitutional Court has in fact been established under the Constitution of Bosnia and Herzegovina in order to uphold this Constitution The Constitution of Bosnia and Herzegovina was adopted as Annex IV to the General Framework Agreement for Peace in Bosnia and Herzegovina, there cannot be a conflict or a possibility
Maureen Elizabeth Cormack is an American diplomat and the United States Ambassador to Bosnia and Herzegovina. Cormack received her B. A. in performing arts management from the University of Illinois. She worked for a Chicago law firm and the Ravinia Festival, an outdoor music series near Chicago, in fundraising, public relations, artistic management, her personal love of the arts continues today, much of her career in the Foreign Service has been spent in public and cultural affairs. In an interview in Bosnia, she said "I am a fan of the symphony, the opera and the ballet," which, in Sarajevo, she enjoys at the restored National Theater, she attended the University of Chicago, earning an M. A. in international relations in 1989. Ambassador Cormack joined the Foreign Service in 1989, in early assignments served as Director of the American Centers in Kwangju, South Korea and Warsaw, Poland, she served as Deputy Cultural Attaché at the U. S. Embassy in Paris, as Consul at the American Presence Post in western France.
In 2005, Ambassador Cormack returned to Washington, DC and became a Pearson Fellow, working on Capitol Hill. The Pearson Fellowships give Foreign Service officers the chance to spend a year learning about the work of Congress. Cormack worked with the House Homeland Security Committee. In 2006, Cormack moved back to the State Department and became deputy director for Korean Affairs, where she served until 2009. Towards the end of her tenure, she helped deal with the arrest of two American journalists, Euna Lee and Laura Ling, by North Korea, who were freed. On January 6, 2014, President Barack Obama nominated Maureen Cormack, a career Foreign Service officer, as ambassador to Bosnia and Herzegovina
Bosnia and Herzegovina
Bosnia and Herzegovina, sometimes called Bosnia–Herzegovina, known informally as Bosnia, is a country in Southeastern Europe, located within the Balkan Peninsula. Sarajevo is largest city. Bosnia and Herzegovina is an landlocked country – it has a narrow coast at the Adriatic Sea, about 20 kilometres long surrounding the town of Neum, it is bordered by Croatia to the north and south. In the central and eastern interior of the country the geography is mountainous, in the northwest it is moderately hilly, the northeast is predominantly flatland; the inland, Bosnia, is a geographically larger region and has a moderate continental climate, with hot summers and cold and snowy winters. The southern tip, has a Mediterranean climate and plain topography. Bosnia and Herzegovina traces permanent human settlement back to the Neolithic age and after which it was populated by several Illyrian and Celtic civilizations. Culturally and the country has a rich history, having been first settled by the Slavic peoples that populate the area today from the 6th through to the 9th centuries.
In the 12th century the Banate of Bosnia was established, which evolved into the Kingdom of Bosnia in the 14th century, after which it was annexed into the Ottoman Empire, under whose rule it remained from the mid-15th to the late 19th centuries. The Ottomans brought Islam to the region, altered much of the cultural and social outlook of the country; this was followed by annexation into the Austro-Hungarian Monarchy, which lasted up until World War I. In the interwar period and Herzegovina was part of the Kingdom of Yugoslavia and after World War II, it was granted full republic status in the newly formed Socialist Federal Republic of Yugoslavia. Following the dissolution of Yugoslavia, the republic proclaimed independence in 1992, followed by the Bosnian War, lasting until late 1995. Tourism in Bosnia and Herzegovina has grown at double digit rates in recent years. Bosnia and Herzegovina is regionally and internationally renowned for its natural environment and cultural heritage inherited from six historical civilizations, its cuisine, winter sports, its eclectic and unique music and its festivals, some of which are the largest and most prominent of their kind in Southeastern Europe.
The country is home to three main ethnic groups or constituent peoples, as specified in the constitution. Bosniaks are the largest group of the three, with Serbs second, Croats third. A native of Bosnia and Herzegovina, regardless of ethnicity, is identified in English as a Bosnian. Minorities, defined under the constitutional nomenclature "Others", include Jews, Poles and Turks. Bosnia and Herzegovina has a bicameral legislature and a three-member Presidency composed of a member of each major ethnic group. However, the central government's power is limited, as the country is decentralized and comprises two autonomous entities: the Federation of Bosnia and Herzegovina and Republika Srpska, with a third unit, the Brčko District, governed under local government; the Federation of Bosnia and Herzegovina consists of 10 cantons. Bosnia and Herzegovina ranks in terms of human development, has an economy dominated by the industry and agriculture sectors, followed by the tourism and service sectors; the country has a social security and universal healthcare system, primary- and secondary-level education is tuition-free.
It is a member of the UN, OSCE, Council of Europe, PfP, CEFTA, a founding member of the Union for the Mediterranean upon its establishment in July 2008. The country is a potential candidate for membership to the European Union and has been a candidate for NATO membership since April 2010, when it received a Membership Action Plan; the first preserved acknowledged mention of Bosnia is in De Administrando Imperio, a politico-geographical handbook written by the Byzantine emperor Constantine VII in the mid-10th century describing the "small land" of "Bosona". The name is believed to have derived from the hydronym of the river Bosna coursing through the Bosnian heartland. According to philologist Anton Mayer the name Bosna could derive from Illyrian *"Bass-an-as"), which would derive from the Proto-Indo-European root "bos" or "bogh"—meaning "the running water". According to English medievalist William Miller the Slavic settlers in Bosnia "adapted the Latin designation Basante, to their own idiom by calling the stream Bosna and themselves Bosniaks ".
The name Herzegovina originates from Bosnian magnate Stjepan Vukčić Kosača's title, "Herceg of Hum and the Coast". Hum Zahumlje, was an early medieval principality, conquered by the Bosnian Banate in the first half of the 14th century; the region was administered by the Ottomans as the Sanjak of Herzegovina within the Eyalet of Bosnia up until the formation of the short-lived Herzegovina Eyalet in the 1830s, which remerged in the 1850s, after which the entity became known as Bosnia and Herzegovina. On initial proclamation of independence in 1992, the country's official name was the Republic of Bosnia and Herzegovina but following the 1995 Dayton Agreement and the new constitution that accompanied it the official name was changed to Bosnia and Herzegovina. Bosnia has been inhabited by humans since at least the Neolithic age; the earliest Neolithic population became known in the Antiquity as the Illyrians. The United States of America known as the United States or America, is a country composed of 50 states, a federal district, five major self-governing territories, various possessions. At 3.8 million square miles, the United States is the world's third or fourth largest country by total area and is smaller than the entire continent of Europe's 3.9 million square miles. With a population of over 327 million people, the U. S. is the third most populous country. The capital is Washington, D. C. and the largest city by population is New York City. Forty-eight states and the capital's federal district are contiguous in North America between Canada and Mexico; the State of Alaska is in the northwest corner of North America, bordered by Canada to the east and across the Bering Strait from Russia to the west. The State of Hawaii is an archipelago in the mid-Pacific Ocean; the U. S. territories are scattered about the Pacific Ocean and the Caribbean Sea, stretching across nine official time zones. The diverse geography and wildlife of the United States make it one of the world's 17 megadiverse countries.
Paleo-Indians migrated from Siberia to the North American mainland at least 12,000 years ago. European colonization began in the 16th century; the United States emerged from the thirteen British colonies established along the East Coast. Numerous disputes between Great Britain and the colonies following the French and Indian War led to the American Revolution, which began in 1775, the subsequent Declaration of Independence in 1776; the war ended in 1783 with the United States becoming the first country to gain independence from a European power. The current constitution was adopted in 1788, with the first ten amendments, collectively named the Bill of Rights, being ratified in 1791 to guarantee many fundamental civil liberties; the United States embarked on a vigorous expansion across North America throughout the 19th century, acquiring new territories, displacing Native American tribes, admitting new states until it spanned the continent by 1848. During the second half of the 19th century, the Civil War led to the abolition of slavery.
By the end of the century, the United States had extended into the Pacific Ocean, its economy, driven in large part by the Industrial Revolution, began to soar. The Spanish–American War and World War I confirmed the country's status as a global military power; the United States emerged from World War II as a global superpower, the first country to develop nuclear weapons, the only country to use them in warfare, a permanent member of the United Nations Security Council. Sweeping civil rights legislation, notably the Civil Rights Act of 1964, the Voting Rights Act of 1965 and the Fair Housing Act of 1968, outlawed discrimination based on race or color. The second draft of the Articles of Confederation, prepared by John Dickinson and completed by June 17, 1776, at the latest, declared "The name of this Confederation shall be the'United States of America'".
The final version of the Articles sent to the states for ratification in late 1777 contains the sentence "The Stile of this Confederacy shall be'The United States of America'".
