Texas is the second largest state in the United States by both area and population. Geographically located in the South Central region of the country, Texas shares borders with the U. S. states of Louisiana to the east, Arkansas to the northeast, Oklahoma to the north, New Mexico to the west, the Mexican states of Chihuahua, Nuevo León, Tamaulipas to the southwest, while the Gulf of Mexico is to the southeast. Houston is the most populous city in Texas and the fourth largest in the U. S. while San Antonio is the second-most populous in the state and seventh largest in the U. S. Dallas–Fort Worth and Greater Houston are the fourth and fifth largest metropolitan statistical areas in the country, respectively. Other major cities include Austin, the second-most populous state capital in the U. S. and El Paso. Texas is nicknamed "The Lone Star State" to signify its former status as an independent republic, as a reminder of the state's struggle for independence from Mexico; the "Lone Star" can be found on the Texan state seal.
The origin of Texas's name is from the word taysha. Due to its size and geologic features such as the Balcones Fault, Texas contains diverse landscapes common to both the U. S. Southern and Southwestern regions. Although Texas is popularly associated with the U. S. southwestern deserts, less than 10% of Texas's land area is desert. Most of the population centers are in areas of former prairies, grasslands and the coastline. Traveling from east to west, one can observe terrain that ranges from coastal swamps and piney woods, to rolling plains and rugged hills, the desert and mountains of the Big Bend; the term "six flags over Texas" refers to several nations. Spain was the first European country to claim the area of Texas. France held a short-lived colony. Mexico controlled the territory until 1836 when Texas won its independence, becoming an independent Republic. In 1845, Texas joined the union as the 28th state; the state's annexation set off a chain of events that led to the Mexican–American War in 1846.
A slave state before the American Civil War, Texas declared its secession from the U. S. in early 1861, joined the Confederate States of America on March 2nd of the same year. After the Civil War and the restoration of its representation in the federal government, Texas entered a long period of economic stagnation. Four major industries shaped the Texas economy prior to World War II: cattle and bison, cotton and oil. Before and after the U. S. Civil War the cattle industry, which Texas came to dominate, was a major economic driver for the state, thus creating the traditional image of the Texas cowboy. In the 19th century cotton and lumber grew to be major industries as the cattle industry became less lucrative, it was though, the discovery of major petroleum deposits that initiated an economic boom which became the driving force behind the economy for much of the 20th century. With strong investments in universities, Texas developed a diversified economy and high tech industry in the mid-20th century.
As of 2015, it is second on the list of the most Fortune 500 companies with 54. With a growing base of industry, the state leads in many industries, including agriculture, energy and electronics, biomedical sciences. Texas has led the U. S. in state export revenue since 2002, has the second-highest gross state product. If Texas were a sovereign state, it would be the 10th largest economy in the world; the name Texas, based on the Caddo word táyshaʼ "friend", was applied, in the spelling Tejas or Texas, by the Spanish to the Caddo themselves the Hasinai Confederacy, the final -s representing the Spanish plural. The Mission San Francisco de los Tejas was completed near the Hasinai village of Nabedaches in May 1690, in what is now Houston County, East Texas. During Spanish colonial rule, in the 18th century, the area was known as Nuevo Reino de Filipinas "New Kingdom of the Philippines", or as provincia de los Tejas "province of the Tejas" also provincia de Texas, "province of Texas", it was incorporated as provincia de Texas into the Mexican Empire in 1821, declared a republic in 1836.
The Royal Spanish Academy recognizes both spellings and Texas, as Spanish-language forms of the name of the U. S. State of Texas; the English pronunciation with /ks/ is unetymological, based in the value of the letter x in historical Spanish orthography. Alternative etymologies of the name advanced in the late 19th century connected the Spanish teja "rooftile", the plural tejas being used to designate indigenous Pueblo settlements. A 1760s map by Jacques-Nicolas Bellin shows a village named Teijas on Trinity River, close to the site of modern Crockett. Texas is the second-largest U. S. state, with an area of 268,820 square miles. Though 10% larger than France and twice as large as Germany or Japan, it ranks only 27th worldwide amongst country subdivisions by size. If it were an independent country, Texas would be the 40th largest behind Zambia. Texas is in the south central part of the United States of America. The Great Depression was a severe worldwide economic depression that took place during the 1930s, beginning in the United States. The timing of the Great Depression varied across nations, it was the longest and most widespread depression of the 20th century. In the 21st century, the Great Depression is used as an example of how intensely the world's economy can decline; the Great Depression started in the United States after a major fall in stock prices that began around September 4, 1929, became worldwide news with the stock market crash of October 29, 1929. Between 1929 and 1932, worldwide gross domestic product fell by an estimated 15%. By comparison, worldwide GDP fell by less than 1% from 2008 to 2009 during the Great Recession; some economies started to recover by the mid-1930s. However, in many countries the negative effects of the Great Depression lasted until the beginning of World War II; the Great Depression had devastating effects in countries both poor. Personal income, tax revenue and prices dropped, while international trade plunged by more than 50%.
Unemployment in the U. S. rose to 25% and in some countries rose as high as 33%. Cities around the world were hit hard those dependent on heavy industry. Construction was halted in many countries. Farming communities and rural areas suffered as crop prices fell by about 60%. Facing plummeting demand with few alternative sources of jobs, areas dependent on primary sector industries such as mining and logging suffered the most. Economic historians attribute the start of the Great Depression to the sudden devastating collapse of U. S. stock market prices on October 29, 1929, known as Black Tuesday. However, some dispute this conclusion and see the stock crash as a symptom, rather than a cause, of the Great Depression. After the Wall Street Crash of 1929 optimism persisted for some time. John D. Rockefeller said "These are days. In the 93 years of my life, depressions have gone. Prosperity has always returned and will again." The stock market turned upward in early 1930. This was still 30% below the peak of September 1929.
Together and business spent more in the first half of 1930 than in the corresponding period of the previous year. On the other hand, many of whom had suffered severe losses in the stock market the previous year, cut back their expenditures by 10%. In addition, beginning in the mid-1930s, a severe drought ravaged the agricultural heartland of the U. S. By mid-1930, interest rates had dropped to low levels, but expected deflation and the continuing reluctance of people to borrow meant that consumer spending and investment were depressed. By May 1930, automobile sales had declined to below the levels of 1928. Prices in general began to decline, although wages held steady in 1930. A deflationary spiral started in 1931. Farmers faced a worse outlook. At its peak, the Great Depression saw nearly 10% of all Great Plains farms change hands despite federal assistance; the decline in the U. S. economy was the factor. Frantic attempts to shore up the economies of individual nations through protectionist policies, such as the 1930 U.
S. Smoot–Hawley Tariff Act and retaliatory tariffs in other countries, exacerbated the collapse in global trade. By 1933, the economic decline had pushed world trade to one-third of its level just four years earlier. Change in economic indicators 1929–32 The two classical competing theories of the Great Depression are the Keynesian and the monetarist explanation. There are various heterodox theories that downplay or reject the explanations of the Keynesians and monetarists; the consensus among demand-driven theories is that a large-scale loss of confidence led to a sudden reduction in consumption and investment spending. Once panic and deflation set in, many people believed they could avoid further losses by keeping clear of the markets. Holding money became profitable as prices dropped lower and a given amount of money bought more goods, exacerbating the drop in demand. Monetarists believe that the Great Depression started as an ordinary recession, but the shrinking of the money supply exacerbated the economic situation, causing a recession to descend into the Great Depression.
Economists and economic historians are evenly split as to whether the traditional monetary explanation that monetary forces were the primary cause of the Great Depression is right, or the traditional Keynesian explanation that a fall in autonomous spending investment, is the primary explanation for the onset of the Great Depression. Today the controversy is of lesser importance since there is mainstream support for the debt deflation theory and the expectations hypothesis that building on the monetary explanation of Milton Friedman and Anna Schwartz add non-monetary explanations. There is consensus that the Federal Reserve System should have cut short the process of monetary deflation and banking collapse. If they had done this, the economic downturn would have been much shorter. British economist John Maynard Keynes argued in The General Theory of Employment and Money that lower aggregate expenditures in the economy contributed to a massive decline in income and to employment, well below the average.

The Federal Reserve System is the central banking system of the United States of America. It was created on December 23, 1913, with the enactment of the Federal Reserve Act, after a series of financial panics led to the desire for central control of the monetary system in order to alleviate financial crises. Over the years, events such as the Great Depression in the 1930s and the Great Recession during the 2000s have led to the expansion of the roles and responsibilities of the Federal Reserve System; the U. S. Congress established three key objectives for monetary policy in the Federal Reserve Act: maximizing employment, stabilizing prices, moderating long-term interest rates; the first two objectives are sometimes referred to as the Federal Reserve's dual mandate. Its duties have expanded over the years, also include supervising and regulating banks, maintaining the stability of the financial system, providing financial services to depository institutions, the U. S. government, foreign official institutions.
The Fed conducts research into the economy and provides numerous publications, such as the Beige Book and the FRED database. The Federal Reserve System is composed of several layers, it is governed by the presidentially appointed board of Federal Reserve Board. Twelve regional Federal Reserve Banks, located in cities throughout the nation and oversee owned commercial banks. Nationally chartered commercial banks are required to hold stock in, can elect some of the board members of, the Federal Reserve Bank of their region; the Federal Open Market Committee sets monetary policy. It consists of all seven members of the board of governors and the twelve regional Federal Reserve Bank presidents, though only five bank presidents vote at a time. There are various advisory councils. Thus, the Federal Reserve System has both private components, it has a structure unique among central banks, is unusual in that the United States Department of the Treasury, an entity outside of the central bank, prints the currency used.
The federal government sets the salaries of the board's seven governors. The federal government receives all the system's annual profits, after a statutory dividend of 6% on member banks' capital investment is paid, an account surplus is maintained. In 2015, the Federal Reserve earned net income of $100.2 billion and transferred $97.7 billion to the U. S. Treasury. Although an instrument of the US Government, the Federal Reserve System considers itself "an independent central bank because its monetary policy decisions do not have to be approved by the President or anyone else in the executive or legislative branches of government, it does not receive funding appropriated by the Congress, the terms of the members of the board of governors span multiple presidential and congressional terms." The primary motivation for creating the Federal Reserve System was to address banking panics. Other purposes are stated in the Federal Reserve Act, such as "to furnish an elastic currency, to afford means of rediscounting commercial paper, to establish a more effective supervision of banking in the United States, for other purposes".
Before the founding of the Federal Reserve System, the United States underwent several financial crises. A severe crisis in 1907 led Congress to enact the Federal Reserve Act in 1913. Today the Federal Reserve System has responsibilities in addition to ensuring the stability of the financial system. S. standing in the world economy Banking institutions in the United States are required to hold reserves—amounts of currency and deposits in other banks—equal to only a fraction of the amount of the bank's deposit liabilities owed to customers. This practice is called fractional-reserve banking; as a result, banks invest the majority of the funds received from depositors. On rare occasions, too many of the bank's customers will withdraw their savings and the bank will need help from another institution to continue operating. Bank runs can lead to a multitude of economic problems; the Federal Reserve System was designed as an attempt to prevent or minimize the occurrence of bank runs, act as a lender of last resort when a bank run does occur. Many economists, following Nobel laureate Milton Friedman, believe that the Federal Reserve inappropriately refused to lend money to small banks during the bank runs of 1929.

Populism is a range of political approaches that deliberately appeal to "the people" juxtaposing this group against the "elite". There is no single definition of the term, which developed in the 19th century and has been used to mean various things since that time. In Europe, few politicians or political groups describe themselves as "populist" and in political discourse the term is applied to others pejoratively. Within political science and other social sciences, various different definitions of populism have been used, although some scholars propose rejecting the term altogether. A common framework for interpreting populism is known as the ideational approach: this defines populism as an ideology which presents "the people" as a morally good force against "the elite", who are perceived as corrupt and self-serving. Populists differ in how "the people" are defined, but it can be based along class, ethnic, or national lines. Populists present "the elite" as comprising the political, economic and media establishment, depicted as a homogeneous entity and accused of placing their own interests, the interests of other groups—such as foreign countries or immigrants—above the interests of "the people".
According to this approach, populism is a thin-ideology, combined with other, more substantial thick ideologies such as nationalism, liberalism, or socialism. Thus, populists can be found at different locations along the left–right political spectrum and there is both left-wing populism and right-wing populism. Other scholars active in the social sciences have defined the term populism in different ways. According to the popular agency definition used by some historians of United States history, populism refers to popular engagement of the population in political decision making. An approach associated with the scholar Ernesto Laclau presents populism as an emancipatory social force through which marginalised groups challenge dominant power structures; some economists have used the term in reference to governments which engage in substantial public spending financed by foreign loans, resulting in hyperinflation and emergency measures. In popular discourse, the term has sometimes been used synonymously with demagogy, to describe politicians who present overly simplistic answers to complex questions in a emotional manner, or with opportunism, to characterise politicians who seek to please voters without rational consideration as to the best course of action.
The term populism came into use in the late 19th century alongside the promotion of democracy. In the United States, it was associated with the People's Party, while in the Russian Empire it was linked to the agrarian socialist Narodnik movement. During the 20th century, various parties emerged in liberal democracies that were described as populist. In the 21st century, the term became popular, used in reference to left-wing groups in the Latin American pink tide and current right-wing conservative wave, right-wing groups in Europe, both right and leftist groups in the U. S. In 2017 "populism" was chosen as the Cambridge Dictionary Word of the Year; the term populism is a vague and contested term, used in reference to a diverse variety of phenomena. The term originated as a term of self-designation, being used by members of the People's Party active in the United States during the late 19th century, while in the Russian Empire during the same period a group referred to itself as the narodniki, translated into English as populists.
The Russian and American movements differed in various respects, the fact that they shared a name was coincidental. Although the term started out as a self-designation, part of the confusion surrounding it stems from the fact that it has been used in this way, with few political figures describing themselves as "populists"; as noted by the political scientist Margaret Canovan, "there has been no self-conscious international populist movement which might have attempted to control or limit the term's reference, as a result those who have used it have been able to attach it a wide variety of meanings." In this it differs from other political terms, like socialism, which have been used as a self-designation by individuals who have presented their own, internal definitions of the word. The term is used against others in a pejorative sense to discredit opponents. In being applied in this way, the term "populism" has been conflated with other concepts like demagoguery and presented as something to be "feared and discredited".
Some of those who have been referred to as "populists" in a pejorative sense have subsequently embraced the term while seeking to shed it of negative connotations. The French far-right politician Jean-Marie Le Pen for instance was accused of populism and responded by stating that "Populism is taking into account the people's opinion. Have people the right, in a democracy, to hold an opinion? If, the case yes, I am a populist."Canovan noted that "if the notion of populism did not exist, no social scientist would deliberately invent it. The confusion surrounding the term has led some scholars to suggest that it should be abandoned by scholarship. In contrast to this view, the political scientists Cas Mudde and Cristóbal Rovira Kaltwasser stated that "while the frustration is understandable, the term populism is too central to debates about politics from Europe to the Americas to do away with." Canovan noted that the term "does have comparatively clear and definite meanings in a number of specialist areas" and that it "provides a pointer, however shaky, to an interesting and unexplored area o
A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. Two counties in South Dakota have their county seat and government services centered in a neighboring county, their county-level services are provided by Fall River Tripp County, respectively.

Benny Frank Barnes is an American real estate magnate and lobbyist, who served as Speaker of the Texas House of Representatives from 1965 to 1969 and the 36th Lieutenant Governor of Texas from January 21, 1969 to January 16, 1973, for two two-year terms. He was a top fund-raiser of John Kerry's presidential campaign. Barnes was one of only eight persons. Barnes was born in Gorman in Eastland County, Texas, on April 17, 1938, named "Benny Frank Barnes", his parents, B. F. Barnes and Ina B. Carrigan, had another son twenty-one months Rick Barnes; the family moved to Comanche County, where Barnes graduated in 1956 from De Leon High School in De Leon. After high school, he enrolled for one semester at Texas Christian University in Fort Worth, followed by a semester at Tarleton College in Stephenville, Texas; that spring he married his high school sweetheart, Martha Morgan, at age twenty began studying at the University of Texas at Austin. Barnes has two children from his first marriage and Amy, he has four grandchildren: Ashley Mathis, Ben Barnes, II, Kelly Barnes, Katherine Mathis.
While a student at The University of Texas, Barnes worked at the Texas State Health Department. After discovering some financial irregularities that led to the indictment of the state health commissioner, Barnes became interested in politics, he went back to his home area of the state and ran for state representative, when he was 21 years old and pulled off an upset victory. Advancing through the Texas legislature, by 1963, Barnes was chairman of the powerful Rules Committee; the U. S. Junior Chamber of Commerce recognized Barnes as one of the "Ten Outstanding Young Men in America" in 1965. Barnes served as state Speaker of the House in Texas from 1965-1969; the position opened when Governor John B. Connally, Jr. named Speaker Byron M. Tunnell to succeed the retiring Ernest O. Thompson on the Texas Railroad Commission. Barnes was chosen by House members to succeed Tunnell and hence became the youngest Speaker in Texas history, he was U. S. representative to the NATO Conference in 1967, United Nations Representative to Geneva, Switzerland, in 1968.
Barnes served as lieutenant governor from 1969–1973 called the most powerful position in the Texas state government because the lieutenant governor can block a governor's agenda from being considered by the Texas State Senate. While Speaker of the Texas House of Representatives and Lieutenant Governor, Barnes alleged he was instrumental in enabling numerous sons of both Democratic and Republican politicians to avoid serving in the Vietnam War, one of them being George W. Bush. Concerning Bush's acceptance, Barnes told CBS News's Dan Rather that he was requested to help George W. Bush by Sid Alger, a friend of both Barnes and Congressman George H. W. Bush. In a section of the interview not broadcast, Barnes said he didn't know whether his alleged call to Rose "was the absolute reason he got in the Guard.... Sid Adger, not the Bush family came to see me, to ask me to get-- President Bush-- George W. Bush into the National Guard, which I made the call to Gen. Rose, and he was accepted. Whether he was accepted because of my call, I do not know."
Barnes has denied getting any request from George W. Bush or his father for help in joining the Guard, Col. Walter Staudt denied receiving any requests to admit Bush.. By the time of the Rather interview and Rose were both dead, could not confirm or deny Barnes's story. In 1971, Barnes was caught up along with the Democratic Party in Texas in the political fallout of the Sharpstown scandal, though he stated he had no knowledge of the involvement of several state senators and no charges were filed against him; the scandal contributed to Barnes's exit from public office. During the 1970s and 1980s, Barnes developed a multimillion-dollar real estate empire which included the development of such projects as Southwest Parkway and Barton Creek Country Club in Austin. Like his former mentor John Connally, he entered bankruptcy following the collapse of the real estate bubble in the mid-1980s. In the late 1990s, Barnes began working with GTECH Corporation, a company that operated lotteries in 37 states including Texas.
Since leaving elective office, Barnes has become civic leader. He is the founder of a business consulting and lobbying firm, he has served as a consultant, director or chairman of more than two dozen companies, including SBC Communications, American Airlines, Dallas Bank and Trust, Grumman Systems Support Corporation, Laredo National Bank and the Barnes/Connally Partnership. The Ben Barnes Group acts as a go-between, bringing special interest groups and companies together with placed Democratic officeholders; the Center for Responsive Politics has listed Barnes as the third largest all-around Democratic donor in America from 1999 to 2004. Among his partners in the Barnes Group is the former State Senator Kent Caperton, who represented Texas Senate District 5 from 1981 to 1991. In 1995, The University of Texas named him a Distinguished Alumnus. In addition to his corporate work, he serves on the board of several non-profit organizations, including the Boys and Girls Club, the national group Patient Privacy Rights, is vice-president of the LBJ Foundation.
