First Philippine Republic
The Philippine Republic, more known as the First Philippine Republic or the Malolos Republic, was a nascent revolutionary government in the Philippines. It was formally established with the proclamation of the Malolos Constitution on January 21, 1899, in Malolos and endured until the capture of President Emilio Aguinaldo by the American forces on March 23, 1901, in Palanan, which dissolved the First Republic; the First Philippine Republic was established after the Philippine Revolution against Spanish Empire and the Spanish–American War between Spain and the United States. Following the American victory at the Battle of Manila Bay, Aguinaldo returned to the Philippines, issued the Philippine Declaration of Independence on June 12, 1898, established a revolutionary Philippine government. In December 1898, Spain sold the Philippines to the United States in the 1898 Treaty of Paris, making the United States formally the Philippines colonial power; the Malolos Constitution establishing the First Philippine Republic was proclaimed the following month.
The Philippine–American War began in February 1899, which the Philippine Republic lost. The Philippine Republic was the first constitutional republic in Asia. Although there were several Asian republics predating the First Philippine Republic for example, the Mahajanapadas of ancient India, the Novgorod Republic, the Lanfang Republic, the Republic of Formosa or the Republic of Ezo, the Republic at Malolos was the first to frame a comprehensive constitution duly approved by a elected congress. In 1896, the Philippine Revolution began against Spanish colonial rule. In 1897, Philippine forces led by Aguinaldo signed a ceasefire with the Spanish authorities and Aguinaldo and other leaders went into exile in Hong Kong. In April 1898, the Spanish–American War broke out; the U. S. Navy's Asiatic Squadron in Hong Kong, sailed to the Philippines to engage the Spanish naval forces. On May 1, 1898, the U. S. Navy decisively defeated the Spanish Navy in the Battle of Manila Bay. In May, Aguinaldo returned to the Philippines, established a dictatorial government on May 24, 1898, on June 12, 1898, at Aguinaldo's ancestral home in Cavite, issued the Philippine Declaration of Independence from Spain.
Following the proclamation of independence Aguinaldo established a revolutionary government on June 23, 1898, under which the partly-elected and partly-appointed Malolos Congress convened on 15 September to write a constitution. On December 10, 1898, the 1898 Treaty of Paris was signed, ending the Spanish–American War and transferring the Philippines from Spain to the United States; the Malolos Constitution written by the congress was proclaimed on 22 January 1899, creating what is known today as the First Philippine Republic, with Aguinaldo as its president. The constitution was approved by delegates to the Malolos Congress on January 20, 1899, sanctioned by Aguinaldo the next day; the convention had earlier elected Aguinaldo president on January 1, 1899, leading to his inauguration on January 23. Parts of the constitution gave Aguinaldo the power to rule by decree; the constitution was titled "Constitución política", was written in Spanish. When the First Philippine Republic was constituted on January 22, 1899 in Malolos, that municipality became the seat of government of the Philippine Republic, was serving as such when hostilities erupted between U.
S. and Filipino forces in the Second Battle of Manila on February 4. On February 4, 1899, armed conflict erupted in Manila between Philippine Republic forces and American forces occupying the city subsequent to the conclusion of the Spanish–American War; that day President Aguinaldo issued a proclamation ordering and commanding that "peace and friendly relations with the Americans be broken and that the latter be treated as enemies, within the limits prescribed by the laws of war." The fighting escalated into the Second Battle of Manila, with Philippine Republic forces being driven out of the city. American forces pushing north from Manila after the outbreak of fighting captured Caloocan on February 10. On March 29, as American forces threatened Malolos, the seat of government moved to San Isidro, Nueva Ecija. On March 31, American forces captured Malolos, the initial seat of the Philippine Republic government, gutted by fires set by withdrawing Philippine Republic forces. Emilio Aguinaldo and the core of the revolutionary government had by moved to San Isidro, Nueva Ecija.
Peace negotiations with the American Schurman Commission during a brief ceasefire in April–May 1899 failed, San Isidro fell to American forces on May 16. The Philippine Republic core government had moved by to Bamban and subsequently moved to Tarlac town. Aguinaldo's party had left Tarlac, the last capital of the Philippine Republic, by the time American troops occupied it on November 13. American forces captured Calumpit, Bulacan on April 27 and, moving north, captured Apalit, Pampanga with little opposition on May 4 and San Fernando, Pampanga on May 5; this forced the seat of government to be shifted according to the demands of the military situation. In October 1899 American forces were in San Fernando and the Philippine Republic was headquartered not far north of there, in Angeles. On October 12, an American offensive to the north forced the Philippine Republic to relocate its headquarters in November to Tarlac, to Bayombong, Nueva Vizcaya. On November 13, under pressure by American forces, Aguinaldo and a party departed Bayombong by rail for Calasiao, from where they proceeded eastwards to Sta.

Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible residing with the central government. Thus, the state remains de jure unitary. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. In federal systems, by contrast, sub-unit government is guaranteed in the constitution, so the powers of the sub-units cannot be withdrawn unilaterally by the central government; the sub-units therefore have a lower degree of protection under devolution than under federalism. Australia is a federation, it has two territories with less power than states. The Australian Capital Territory refused self-government in a 1978 referendum, but was given limited self-government by a House of Assembly from 1979, a Legislative Assembly with wider powers in 1988.
The Northern Territory of Australia refused statehood in a 1998 referendum. The rejection was a surprise to both the Northern Territory governments. Territory legislation can be disallowed by the Commonwealth Parliament in Canberra, with one notable example being the NT's short lived voluntary euthanasia legislation. Although Canada is a federal state, a large portion of its land mass in the north is under the legislative jurisdiction of the federal government; this has been the case since 1870. In 1870 the Rupert’s Land and North-Western Territory Order effected the admission of Rupert’s Land and the North-Western Territory to Canada, pursuant to section 146 of the Constitution Act, 1867 and the Rupert’s Land Act, 1868; the Manitoba Act, 1870, which created Manitoba out of part of Rupert’s Land designated the remaining territories the Northwest Territories, over which Parliament was to exercise full legislative authority under the Constitution Act, 1871. Since the 1970s, the federal government has been transferring its decision-making powers to northern governments.
This means greater local control and accountability by northerners for decisions central to the future of the territories. Yukon was carved from the Northwest Territories in 1898 but it remained a federal territory. Subsequently, in 1905, the provinces of Alberta and Saskatchewan were created from the Northwest Territories. Other portions of Rupert's Land were added to the provinces of Ontario and Quebec, extending the provinces northward from their previous narrow band around the St. Lawrence and lower Great Lakes; the District of Ungava was a regional administrative district of Canada's Northwest Territories from 1895 to 1912. The continental areas of said district were transferred by the Parliament of Canada with the adoption of the Quebec Boundary Extension Act, 1898 and the Quebec Boundaries Extension Act, 1912; the status of the interior of Labrador, believed part of Ungava was settled in 1927 by the British Judicial Committee of the Privy Council, which ruled in favour of Newfoundland.
In 1999, the federal government created Nunavut pursuant to a land claim agreement reached with Inuit, the indigenous people of Canada’s Eastern Arctic. The offshore islands to the west and north of Quebec remained part of the Northwest Territories until the creation of Nunavut in 1999. Since that time, the federal government has devolved legislative jurisdiction to the territories. Enabling the territories to become more self-sufficient and prosperous and to play a stronger role in the Canadian federation is considered a key component to development in Canada’s North. Among the three territories, devolution is most advanced in Yukon; the Northwest Territories was governed from Ottawa from 1870 until the 1970s, except for the brief period between 1898 and 1905 when it was governed by an elected assembly. The Carrothers Commission was established in April 1963 by the government of Lester B. Pearson to examine the development of government in the NWT, it conducted surveys of opinion in the NWT in 1965 and 1966 and reported in 1966.
Major recommendations included that the seat of government of the territories should be located in the territories. Yellowknife was selected as the territorial capital as a result. Transfer of many responsibilities from the federal government to that of the territories was recommended and carried out; this included responsibility for education, small business, public works, social services and local government. Since the report, the transfer of the government of Northwest Territories has taken over responsibilities for several other programs and services including the delivery of health care, social services, administration of airports, forestry management; the legislative jurisdiction of the territorial legislature is set out in section 16 of the Northwest Territories Act. Now, the government of Canada is negotiating the transfer of the Department of Aboriginal Affairs and Northern Development's remaining provincial-type responsibilities in the NWT; these include the legislative powers and responsibilities for land and resources associated with the department's Northern Affairs Program with respect to: Powers to develop, conserve and regulate of surface and subsurface natural resources in the NWT for mining and minerals administration, water management, land management and environmental management.
International Standard Book Number
The International Standard Book Number is a numeric commercial book identifier, intended to be unique. Publishers purchase ISBNs from an affiliate of the International ISBN Agency. An ISBN is assigned to each variation of a book. For example, an e-book, a paperback and a hardcover edition of the same book would each have a different ISBN; the ISBN is 13 digits long if assigned on or after 1 January 2007, 10 digits long if assigned before 2007. The method of assigning an ISBN is nation-based and varies from country to country depending on how large the publishing industry is within a country; the initial ISBN identification format was devised in 1967, based upon the 9-digit Standard Book Numbering created in 1966. The 10-digit ISBN format was developed by the International Organization for Standardization and was published in 1970 as international standard ISO 2108. Published books sometimes appear without an ISBN; the International ISBN agency sometimes assigns such books ISBNs on its own initiative.
Another identifier, the International Standard Serial Number, identifies periodical publications such as magazines and newspapers. The International Standard Music Number covers musical scores; the Standard Book Numbering code is a 9-digit commercial book identifier system created by Gordon Foster, Emeritus Professor of Statistics at Trinity College, for the booksellers and stationers WHSmith and others in 1965. The ISBN identification format was conceived in 1967 in the United Kingdom by David Whitaker and in 1968 in the United States by Emery Koltay; the 10-digit ISBN format was developed by the International Organization for Standardization and was published in 1970 as international standard ISO 2108. The United Kingdom continued to use the 9-digit SBN code until 1974. ISO has appointed the International ISBN Agency as the registration authority for ISBN worldwide and the ISBN Standard is developed under the control of ISO Technical Committee 46/Subcommittee 9 TC 46/SC 9; the ISO on-line facility only refers back to 1978.
An SBN may be converted to an ISBN by prefixing the digit "0". For example, the second edition of Mr. J. G. Reeder Returns, published by Hodder in 1965, has "SBN 340 01381 8" – 340 indicating the publisher, 01381 their serial number, 8 being the check digit; this can be converted to ISBN 0-340-01381-8. Since 1 January 2007, ISBNs have contained 13 digits, a format, compatible with "Bookland" European Article Number EAN-13s. An ISBN is assigned to each variation of a book. For example, an ebook, a paperback, a hardcover edition of the same book would each have a different ISBN; the ISBN is 13 digits long if assigned on or after 1 January 2007, 10 digits long if assigned before 2007. An International Standard Book Number consists of 4 parts or 5 parts: for a 13-digit ISBN, a prefix element – a GS1 prefix: so far 978 or 979 have been made available by GS1, the registration group element, the registrant element, the publication element, a checksum character or check digit. A 13-digit ISBN can be separated into its parts, when this is done it is customary to separate the parts with hyphens or spaces.
Separating the parts of a 10-digit ISBN is done with either hyphens or spaces. Figuring out how to separate a given ISBN is complicated, because most of the parts do not use a fixed number of digits. ISBN is most used among others special identifiers to describe references in Wikipedia and can help to find the same sources with different description in various language versions. ISBN issuance is country-specific, in that ISBNs are issued by the ISBN registration agency, responsible for that country or territory regardless of the publication language; the ranges of ISBNs assigned to any particular country are based on the publishing profile of the country concerned, so the ranges will vary depending on the number of books and the number and size of publishers that are active. Some ISBN registration agencies are based in national libraries or within ministries of culture and thus may receive direct funding from government to support their services. In other cases, the ISBN registration service is provided by organisations such as bibliographic data providers that are not government funded.

National Archives and Records Administration
The National Archives and Records Administration is an independent agency of the United States government charged with preserving and documenting government and historical records and with increasing public access to those documents, which comprise the National Archives. NARA is responsible for maintaining and publishing the authentic and authoritative copies of acts of Congress, presidential directives, federal regulations; the NARA transmits votes of the Electoral College to Congress. The Archivist of the United States is the chief official overseeing the operation of the National Archives and Records Administration; the Archivist not only maintains the official documentation of the passage of amendments to the U. S. Constitution by state legislatures, but has the authority to declare when the constitutional threshold for passage has been reached, therefore when an act has become an amendment; the Office of the Federal Register publishes the Federal Register, Code of Federal Regulations, United States Statutes at Large, among others.
It administers the Electoral College. The National Historical Publications and Records Commission —the agency's grant-making arm—awards funds to state and local governments and private archives and universities, other nonprofit organizations to preserve and publish historical records. Since 1964, the NHPRC has awarded some 4,500 grants; the Office of Government Information Services is a Freedom of Information Act resource for the public and the government. Congress has charged NARA with reviewing FOIA policies and compliance of Federal agencies and to recommend changes to FOIA. NARA's mission includes resolving FOIA disputes between Federal agencies and requesters; each branch and agency of the U. S. government was responsible for maintaining its own documents, which resulted in the loss and destruction of records. Congress established the National Archives Establishment in 1934 to centralize federal record keeping, with the Archivist of the United States as chief administrator; the National Archives was incorporated with GSA in 1949.
The first Archivist, R. D. W. Connor, began serving in 1934; as a result of a first Hoover Commission recommendation, in 1949 the National Archives was placed within the newly formed General Services Administration. The Archivist served as a subordinate official to the GSA Administrator until the National Archives and Records Administration became an independent agency on April 1, 1985. In March 2006, it was revealed by the Archivist of the United States in a public hearing that a memorandum of understanding between NARA and various government agencies existed to "reclassify", i.e. withdraw from public access, certain documents in the name of national security, to do so in a manner such that researchers would not be to discover the process. An audit indicated that more than one third withdrawn since 1999 did not contain sensitive information; the program was scheduled to end in 2007. In 2010, Executive Order 13526 created the National Declassification Center to coordinate declassification practices across agencies, provide secure document services to other agencies, review records in NARA custody for declassification.
NARA's holdings are classed into "record groups" reflecting the governmental department or agency from which they originated. Records include paper documents, still pictures, motion pictures, electronic media. Archival descriptions of the permanent holdings of the federal government in the custody of NARA are stored in the National Archives Catalog; the archival descriptions include information on traditional paper holdings, electronic records, artifacts. As of December 2012, the catalog consisted of about 10 billion logical data records describing 527,000 artifacts and encompassing 81% of NARA's records. There are 922,000 digital copies of digitized materials. Most records at NARA are in the public domain, as works of the federal government are excluded from copyright protection. However, records from other sources may still be protected by donor agreements. Executive Order 13526 directs originating agencies to declassify documents if possible before shipment to NARA for long-term storage, but NARA stores some classified documents until they can be declassified.
Its Information Security Oversight Office monitors and sets policy for the U. S. government's security classification system. Many of NARA's most requested records are used for genealogy research; this includes census records from 1790 to 1940, ships' passenger lists, naturalization records. Archival Recovery Teams investigate the theft of records; the most well known facility of the National Archives and Records Administration is the National Archives Building, located north of the National Mall on Constitution Avenue in Washington, D. C.. A sister facility, known as the National Archives at College Park was opened 1994 near the University of Maryland, College Park; the Washington National Records Center located in the Washington, D. C. metropolitan area, is a large warehouse facility where federal records that are still under the control of the creating agency are stored. Federal government agencies pay a yearly fee for storage at the facility. In accordance with federal records schedules, documents at WNRC are transferred to the legal custody of the National Archives after a certain time.

The French Revolution was a period of far-reaching social and political upheaval in France and its colonies beginning in 1789. The Revolution overthrew the monarchy, established a republic, catalyzed violent periods of political turmoil, culminated in a dictatorship under Napoleon who brought many of its principles to areas he conquered in Western Europe and beyond. Inspired by liberal and radical ideas, the Revolution profoundly altered the course of modern history, triggering the global decline of absolute monarchies while replacing them with republics and liberal democracies. Through the Revolutionary Wars, it unleashed a wave of global conflicts that extended from the Caribbean to the Middle East. Historians regard the Revolution as one of the most important events in human history; the causes of the French Revolution are still debated among historians. Following the Seven Years' War and the American Revolution, the French government was in debt, it attempted to restore its financial status through unpopular taxation schemes, which were regressive.
Leading up to the Revolution, years of bad harvests worsened by deregulation of the grain industry and environmental problems inflamed popular resentment of the privileges enjoyed by the aristocracy and the Catholic clergy of the established church. Some historians hold something similar to what Thomas Jefferson proclaimed: that France had "been awakened by our Revolution." Demands for change were formulated in terms of Enlightenment ideals and contributed to the convocation of the Estates General in May 1789. During the first year of the Revolution, members of the Third Estate took control, the Bastille was attacked in July, the Declaration of the Rights of Man and of the Citizen was passed in August, the Women's March on Versailles forced the royal court back to Paris in October. A central event of the first stage, in August 1789, was the abolition of feudalism and the old rules and privileges left over from the Ancien Régime; the next few years featured political struggles between various liberal assemblies and right-wing supporters of the monarchy intent on thwarting major reforms.
The Republic was proclaimed in September 1792 after the French victory at Valmy. In a momentous event that led to international condemnation, Louis XVI was executed in January 1793. External threats shaped the course of the Revolution; the Revolutionary Wars beginning in 1792 featured French victories that facilitated the conquest of the Italian Peninsula, the Low Countries and most territories west of the Rhine – achievements that had eluded previous French governments for centuries. Internally, popular agitation radicalised the Revolution culminating in the rise of Maximilien Robespierre and the Jacobins; the dictatorship imposed by the Committee of Public Safety during the Reign of Terror, from 1793 until 1794, established price controls on food and other items, abolished slavery in French colonies abroad, de-established the Catholic church and created a secular Republican calendar, religious leaders were expelled, the borders of the new republic were secured from its enemies. After the Thermidorian Reaction, an executive council known as the Directory assumed control of the French state in 1795.
They suspended elections, repudiated debts, persecuted the Catholic clergy, made significant military conquests abroad. Dogged by charges of corruption, the Directory collapsed in a coup led by Napoleon Bonaparte in 1799. Napoleon, who became the hero of the Revolution through his popular military campaigns, established the Consulate and the First Empire, setting the stage for a wider array of global conflicts in the Napoleonic Wars; the modern era has unfolded in the shadow of the French Revolution. All future revolutionary movements looked back to the Revolution as their predecessor, its central phrases and cultural symbols, such as La Marseillaise and Liberté, fraternité, égalité, ou la mort, became the clarion call for other major upheavals in modern history, including the Russian Revolution over a century later. The values and institutions of the Revolution dominate French politics to this day; the Revolution resulted in the suppression of the feudal system, emancipation of the individual, a greater division of landed property, abolition of the privileges of noble birth, nominal establishment of equality among men.
The French Revolution differed from other revolutions in being not only national, for it intended to benefit all humanity. Globally, the Revolution accelerated the rise of democracies, it became the focal point for the development of most modern political ideologies, leading to the spread of liberalism, radicalism and secularism, among many others. The Revolution witnessed the birth of total war by organising the resources of France and the lives of its citizens towards the objective of military conquest; some of its central documents, such as the Declaration of the Rights of Man and of the Citizen, continued to inspire movements for abolitionism and universal suffrage in the next century. Historians have pointed to many events and factors within the Ancien Régime that led to the Revolution. Rising social and economic inequality, new political ideas emerging from the Enlightenment, economic mismanagement, environmental factors leading to agricultural failure, unmanageable national debt, political mismanagement on the part of King Louis XVI have all been cited as laying the groundwork for the Revolution.
