OCLC Online Computer Library Center, Incorporated d/b/a OCLC is an American nonprofit cooperative organization "dedicated to the public purposes of furthering access to the world's information and reducing information costs". It was founded in 1967 as the Ohio College Library Center. OCLC and its member libraries cooperatively produce and maintain WorldCat, the largest online public access catalog in the world. OCLC is funded by the fees that libraries have to pay for its services. OCLC maintains the Dewey Decimal Classification system. OCLC began in 1967, as the Ohio College Library Center, through a collaboration of university presidents, vice presidents, library directors who wanted to create a cooperative computerized network for libraries in the state of Ohio; the group first met on July 5, 1967 on the campus of the Ohio State University to sign the articles of incorporation for the nonprofit organization, hired Frederick G. Kilgour, a former Yale University medical school librarian, to design the shared cataloging system.
Kilgour wished to merge the latest information storage and retrieval system of the time, the computer, with the oldest, the library. The plan was to merge the catalogs of Ohio libraries electronically through a computer network and database to streamline operations, control costs, increase efficiency in library management, bringing libraries together to cooperatively keep track of the world's information in order to best serve researchers and scholars; the first library to do online cataloging through OCLC was the Alden Library at Ohio University on August 26, 1971. This was the first online cataloging by any library worldwide. Membership in OCLC is based on use of services and contribution of data. Between 1967 and 1977, OCLC membership was limited to institutions in Ohio, but in 1978, a new governance structure was established that allowed institutions from other states to join. In 2002, the governance structure was again modified to accommodate participation from outside the United States.
As OCLC expanded services in the United States outside Ohio, it relied on establishing strategic partnerships with "networks", organizations that provided training and marketing services. By 2008, there were 15 independent United States regional service providers. OCLC networks played a key role in OCLC governance, with networks electing delegates to serve on the OCLC Members Council. During 2008, OCLC commissioned two studies to look at distribution channels. In early 2009, OCLC negotiated new contracts with the former networks and opened a centralized support center. OCLC provides bibliographic and full-text information to anyone. OCLC and its member libraries cooperatively produce and maintain WorldCat—the OCLC Online Union Catalog, the largest online public access catalog in the world. WorldCat has holding records from private libraries worldwide; the Open WorldCat program, launched in late 2003, exposed a subset of WorldCat records to Web users via popular Internet search and bookselling sites.
In October 2005, the OCLC technical staff began a wiki project, WikiD, allowing readers to add commentary and structured-field information associated with any WorldCat record. WikiD was phased out; the Online Computer Library Center acquired the trademark and copyrights associated with the Dewey Decimal Classification System when it bought Forest Press in 1988. A browser for books with their Dewey Decimal Classifications was available until July 2013; until August 2009, when it was sold to Backstage Library Works, OCLC owned a preservation microfilm and digitization operation called the OCLC Preservation Service Center, with its principal office in Bethlehem, Pennsylvania. The reference management service QuestionPoint provides libraries with tools to communicate with users; this around-the-clock reference service is provided by a cooperative of participating global libraries. Starting in 1971, OCLC produced catalog cards for members alongside its shared online catalog. OCLC commercially sells software, such as CONTENTdm for managing digital collections.
It offers the bibliographic discovery system WorldCat Discovery, which allows for library patrons to use a single search interface to access an institution's catalog, database subscriptions and more. OCLC has been conducting research for the library community for more than 30 years. In accordance with its mission, OCLC makes its research outcomes known through various publications; these publications, including journal articles, reports and presentations, are available through the organization's website. United States Army Corps of Engineers
The United States Army Corps of Engineers is a U. S. federal agency under the Department of Defense and a major Army command made up of some 37,000 civilian and military personnel, making it one of the world's largest public engineering and construction management agencies. Although associated with dams and flood protection in the United States, USACE is involved in a wide range of public works throughout the world; the Corps of Engineers provides outdoor recreation opportunities to the public, provides 24% of U. S. hydropower capacity. The corps' mission is to "Deliver vital military engineering services. Other civil engineering projects include flood control, beach nourishment, dredging for waterway navigation. Design and construction of flood protection systems through various federal mandates. Design and construction management of military facilities for the Army, Air Force, Army Reserve and Air Force Reserve and other Defense and Federal agencies. Environmental regulation and ecosystem restoration.
The history of United States Army Corps of Engineers can be traced back to 16 June 1775, when the Continental Congress organized an army with a chief engineer and two assistants. Colonel Richard Gridley became General George Washington's first chief engineer. One of his first tasks was to build fortifications near Boston at Bunker Hill; the Continental Congress recognized the need for engineers trained in military fortifications and asked the government of King Louis XVI of France for assistance. Many of the early engineers in the Continental Army were former French officers. Louis Lebègue Duportail, a lieutenant colonel in the French Royal Corps of Engineers, was secretly sent to America in March 1777 to serve in Washington's Continental Army. In July 1777 he was appointed colonel and commander of all engineers in the Continental Army, in November 17, 1777, he was promoted to brigadier general; when the Continental Congress created a separate Corps of Engineers in May 1779 Duportail was designated as its commander.
In late 1781 he directed the construction of the allied U. S.-French siege works at the Battle of Yorktown. From 1794 to 1802 the engineers were combined with the artillery as the Corps of Artillerists and Engineers; the Corps of Engineers, as it is known today, came into existence on 16 March 1802, when President Thomas Jefferson signed the Military Peace Establishment Act whose aim was to "organize and establish a Corps of Engineers... that the said Corps... shall be stationed at West Point in the State of New York and shall constitute a military academy." Until 1866, the superintendent of the United States Military Academy was always an officer of engineer. The General Survey Act of 1824 authorized the use of Army engineers to survey canal routes; that same year, Congress passed an "Act to Improve the Navigation of the Ohio and Mississippi Rivers" and to remove sand bars on the Ohio and "planters, sawyers, or snags" on the Mississippi, for which the Corps of Engineers was the responsible agency.
Separately authorized on 4 July 1838, the U. S. Army Corps of Topographical Engineers consisted only of officers and was used for mapping and the design and construction of federal civil works and other coastal fortifications and navigational routes, it was merged with the Corps of Engineers on 31 March 1863, at which point the Corps of Engineers assumed the Lakes Survey District mission for the Great Lakes. In 1841, Congress created the Lake Survey; the survey, based in Detroit, Mich. was charged with conducting a hydrographical survey of the Northern and Northwestern Lakes and preparing and publishing nautical charts and other navigation aids. The Lake Survey published its first charts in 1852. In the mid-19th century, Corps of Engineers' officers ran Lighthouse Districts in tandem with U. S. Naval officers; the Army Corps of Engineers played a significant role in the American Civil War. Many of the men who would serve in the top leadership in this institution were West Point graduates who rose to military fame and power during the Civil War.
Some of these men were Union Generals George McClellan, Henry Halleck, George Meade, Confederate generals Robert E. Lee, Joseph Johnston, P. G. T. Beauregard; the versatility of officers in the Army Corps of Engineers contributed to the success of numerous missions throughout the Civil War. They were responsible for building pontoon and railroad bridges and batteries, the destruction of enemy supply lines, the construction of roads; the Union forces were not the only ones to employ the use of engineers throughout the war, on 6 March 1861, once the South had seceded from the Union, among the different acts passed at the time, a provision was included that called for the creation of a Confederate Corps of Engineers. The progression of the war demonstrated the South's disadvantage in engineering expertise. To overcome this obstacle, the Confederate Congress passed legislation that gave a company of engineers to every division in the field. One of the main projects for the Army Corps of Engineers was constructing railroads and bridges, which Union forces took advantage of because railroads and bridges provided access to resources and industry.

World War II
World War II known as the Second World War, was a global war that lasted from 1939 to 1945. The vast majority of the world's countries—including all the great powers—eventually formed two opposing military alliances: the Allies and the Axis. A state of total war emerged, directly involving more than 100 million people from over 30 countries; the major participants threw their entire economic and scientific capabilities behind the war effort, blurring the distinction between civilian and military resources. World War II was the deadliest conflict in human history, marked by 50 to 85 million fatalities, most of whom were civilians in the Soviet Union and China, it included massacres, the genocide of the Holocaust, strategic bombing, premeditated death from starvation and disease, the only use of nuclear weapons in war. Japan, which aimed to dominate Asia and the Pacific, was at war with China by 1937, though neither side had declared war on the other. World War II is said to have begun on 1 September 1939, with the invasion of Poland by Germany and subsequent declarations of war on Germany by France and the United Kingdom.
From late 1939 to early 1941, in a series of campaigns and treaties, Germany conquered or controlled much of continental Europe, formed the Axis alliance with Italy and Japan. Under the Molotov–Ribbentrop Pact of August 1939, Germany and the Soviet Union partitioned and annexed territories of their European neighbours, Finland and the Baltic states. Following the onset of campaigns in North Africa and East Africa, the fall of France in mid 1940, the war continued between the European Axis powers and the British Empire. War in the Balkans, the aerial Battle of Britain, the Blitz, the long Battle of the Atlantic followed. On 22 June 1941, the European Axis powers launched an invasion of the Soviet Union, opening the largest land theatre of war in history; this Eastern Front trapped most crucially the German Wehrmacht, into a war of attrition. In December 1941, Japan launched a surprise attack on the United States as well as European colonies in the Pacific. Following an immediate U. S. declaration of war against Japan, supported by one from Great Britain, the European Axis powers declared war on the U.
S. in solidarity with their Japanese ally. Rapid Japanese conquests over much of the Western Pacific ensued, perceived by many in Asia as liberation from Western dominance and resulting in the support of several armies from defeated territories; the Axis advance in the Pacific halted in 1942. Key setbacks in 1943, which included a series of German defeats on the Eastern Front, the Allied invasions of Sicily and Italy, Allied victories in the Pacific, cost the Axis its initiative and forced it into strategic retreat on all fronts. In 1944, the Western Allies invaded German-occupied France, while the Soviet Union regained its territorial losses and turned toward Germany and its allies. During 1944 and 1945 the Japanese suffered major reverses in mainland Asia in Central China, South China and Burma, while the Allies crippled the Japanese Navy and captured key Western Pacific islands; the war in Europe concluded with an invasion of Germany by the Western Allies and the Soviet Union, culminating in the capture of Berlin by Soviet troops, the suicide of Adolf Hitler and the German unconditional surrender on 8 May 1945.
Following the Potsdam Declaration by the Allies on 26 July 1945 and the refusal of Japan to surrender under its terms, the United States dropped atomic bombs on the Japanese cities of Hiroshima and Nagasaki on 6 and 9 August respectively. With an invasion of the Japanese archipelago imminent, the possibility of additional atomic bombings, the Soviet entry into the war against Japan and its invasion of Manchuria, Japan announced its intention to surrender on 15 August 1945, cementing total victory in Asia for the Allies. Tribunals were set up by fiat by the Allies and war crimes trials were conducted in the wake of the war both against the Germans and the Japanese. World War II changed the political social structure of the globe; the United Nations was established to foster international co-operation and prevent future conflicts. The Soviet Union and United States emerged as rival superpowers, setting the stage for the nearly half-century long Cold War. In the wake of European devastation, the influence of its great powers waned, triggering the decolonisation of Africa and Asia.
Most countries whose industries had been damaged moved towards economic expansion. Political integration in Europe, emerged as an effort to end pre-war enmities and create a common identity; the start of the war in Europe is held to be 1 September 1939, beginning with the German invasion of Poland. The dates for the beginning of war in the Pacific include the start of the Second Sino-Japanese War on 7 July 1937, or the Japanese invasion of Manchuria on 19 September 1931. Others follow the British historian A. J. P. Taylor, who held that the Sino-Japanese War and war in Europe and its colonies occurred and the two wars merged in 1941; this article uses the conventional dating. The Cold War was a period of geopolitical tension between the Soviet Union with its satellite states, the United States with its allies after World War II. A common historiography of the conflict begins between 1946, the year U. S. diplomat George F. Kennan's "Long Telegram" from Moscow cemented a U. S. foreign policy of containment of Soviet expansionism threatening strategically vital regions, the Truman Doctrine of 1947, ending between the Revolutions of 1989, which ended communism in Eastern Europe, the 1991 collapse of the USSR, when nations of the Soviet Union abolished communism and restored their independence. The term "cold" is used because there was no large-scale fighting directly between the two sides, but they each supported major regional conflicts known as proxy wars; the conflict split the temporary wartime alliance against Nazi Germany and its allies, leaving the USSR and the US as two superpowers with profound economic and political differences. The capitalist West was led by the United States, a federal republic with a two-party presidential system, as well as the other First World nations of the Western Bloc that were liberal democratic with a free press and independent organizations, but were economically and politically entwined with a network of banana republics and other authoritarian regimes, most of which were the Western Bloc's former colonies.
Some major Cold War frontlines such as Indochina and the Congo were still Western colonies in 1947. The Soviet Union, on the other hand, was a self-proclaimed Marxist–Leninist state led by its Communist Party, which in turn was dominated by a totalitarian leader with different titles over time, a small committee called the Politburo; the Party controlled the state, the press, the military, the economy, many organizations throughout the Second World, including the Warsaw Pact and other satellites, funded communist parties around the world, sometimes in competition with communist China following the Sino-Soviet split of the 1960s. The two worlds were fighting for dominance in low-developed regions known as the Third World. In time, a neutral bloc arose in these regions with the Non-Aligned Movement, which sought good relations with both sides. Notwithstanding isolated incidents of air-to-air dogfights and shoot-downs, the two superpowers never engaged directly in full-scale armed combat. However, both were armed in preparation for a possible all-out nuclear world war.
Each side had a nuclear strategy that discouraged an attack by the other side, on the basis that such an attack would lead to the total destruction of the attacker—the doctrine of mutually assured destruction. Aside from the development of the two sides' nuclear arsenals, their deployment of conventional military forces, the struggle for dominance was expressed via proxy wars around the globe, psychological warfare, massive propaganda campaigns and espionage, far-reaching embargoes, rivalry at sports events, technological competitions such as the Space Race; the first phase of the Cold War began in the first two years after the end of the Second World War in 1945. The USSR consolidated its control over the states of the Eastern Bloc, while the United States began a strategy of global containment to challenge Soviet power, extending military and financial aid to the countries of Western Europe and creating the NATO alliance; the Berlin Blockade was the first major crisis of the Cold War. With the victory of the Communist side in the Chinese Civil War and the outbreak of the Korean War, the conflict expanded.
The USSR and the US competed for influence in Latin America and the decolonizing states of Africa and Asia. The Soviets suppressed the Hungarian Revolution of 1956; the expansion and escalation sparked more crises, such as the Suez Crisis, the Berlin Crisis of 1961, the Cuban Missile Crisis of 1962, the closest the two sides came to nuclear war. Meanwhile, an international peace movement took root and grew among citizens around the world, first in Japan from 1954, when people became concerned about nuclear weapons testing, but soon in Europe and the US; the peace movement, in particular the anti-nuclear movement, gained pace and popularity from the late 1950s and early 1960s, continued to grow through the'70s and'80s with large protest marches and various non-parliamentary activism opposing war and calling for global nuclear disarmament. Following the Cuban Missile Crisis, a new phase began that saw the Sino-Soviet split complicate relations within the Communist sphere, while US allies France, demonstrated greater independence of action.
The USSR crushed the 1968 Prague Spring liberalization program in Czechoslovakia, while the US experienced internal turmoil from the civil rights movement and opposition to the Vietnam War, which ended with the defeat of the US-backed Republic of Vietnam, prompting further adjustments. By the 1970s, both sides had become interested in making allowances in order to create a more stable and predictable international system, ushering in a period of détente that saw Strategic Arms Limitation Talks and the US opening relations with the People's Republic of China as a strategic counterweight to the Soviet Union. Détente collapsed at the end of the decade with the beginning of the Soviet–Afghan War in 1979; the early 1980s were another period of elevated tension, with the Soviet downing of KAL Flight 007 and the "Able Archer" NATO military exercises, both in 1983. Jacob Downing was a major in the Union Army during the American Civil War. He was present at the infamous Sand Creek Massacre as a subordinate of Colonel John Chivington. After the war ended, he played a part in the development of Colorado and in particular the city of Denver. Jacob Downing was born in Albany, New York in April 1830, the youngest of 11 children of Jacob Downing, Sr. and Jane Downing. Downing, Sr. was, according to one source the owner of a successful entrepreneur. The family were Hicksite Downing, Sr. being a cousin of Elias Hicks. The younger Downing was schooled at The Albany Academy. At 14, he went to work as a clerk at the Albany City Bank. In 1850, he was badly injured aboard the steamer Alabama, he studied law in Chicago and was admitted to the Illinois bar in 1858. Downing moved to Denver, Colorado, in 1859, during the Colorado Gold Rush, or in 1860. In 1860, he was elected a judge of the municipal court; when the American Civil War broke out in 1861, he volunteered and was assigned to the 1st Colorado Infantry Regiment.
He fought in the Battles of Apache Canyon and Pigeon's Ranch, Peralta in the New Mexico Campaign. Promoted to the rank of major, he was given command of Fort Larned, Kansas in 1862. In April 1864, Downing came upon a band of Cheyenne camped near Cedar Canyon, 60 miles above the South Platte River. Although he only suspected them of stealing cattle and horses, Downing launched an attack that killed an estimated 25 Cheyennes and destroyed their lodges and belongings. Downing was present at the Sand Creek massacre. In the ensuing outcry, he served as Chivington's legal counsel, he returned to Denver. In 1867, Downing was elected probate judge of Arapahoe County, for a term of two years, he acquired land, took up developing real estate and raising cattle and horses. He acquired a 2,000-acre ranch near Denver and made it into a showplace called "Downingdale". A civic leader, he was one of those who pushed for parks in the community, originated the bill that led to the establishment of City Park, he donated land and money for the Colfax Avenue streetcar and extended and improved Mount View Boulevard.
When the Gentlemen's Driving and Riding Club of Denver, established in 1882 and whose members were "men who were leaders in the Denver business community and society", moved from Arlington Park to City Park, in the mid-1880s, "Downing acquired the property and maintained it as a clubhouse." After his death in 1907, his widow converted the building into the Downing Home for Old People. South Downing Street in Denver is named after him. On November 1, 1871, he married Caroline Rosecrans in New York, she was an artist and poet. Caroline Downing was the first member of the Ladies' Relief Society, president of the Ladies' Auxiliary to the Grand Army of the Republic and president of Pioneer Ladies' Aid Society, she gave to the Denver Orphans' Home, Colorado Women's College, Children's Hospital, Denver Public Library and Jacob Downing Home for the Aged. National Register of Historic Places
The National Register of Historic Places is the United States federal government's official list of districts, buildings and objects deemed worthy of preservation for their historical significance. A property listed in the National Register, or located within a National Register Historic District, may qualify for tax incentives derived from the total value of expenses incurred preserving the property; the passage of the National Historic Preservation Act in 1966 established the National Register and the process for adding properties to it. Of the more than one million properties on the National Register, 80,000 are listed individually; the remainder are contributing resources within historic districts. For most of its history the National Register has been administered by the National Park Service, an agency within the United States Department of the Interior, its goals are to help property owners and interest groups, such as the National Trust for Historic Preservation, coordinate and protect historic sites in the United States.
While National Register listings are symbolic, their recognition of significance provides some financial incentive to owners of listed properties. Protection of the property is not guaranteed. During the nomination process, the property is evaluated in terms of the four criteria for inclusion on the National Register of Historic Places; the application of those criteria has been the subject of criticism by academics of history and preservation, as well as the public and politicians. Historic sites outside the country proper, but associated with the United States are listed. Properties can be nominated in a variety of forms, including individual properties, historic districts, multiple property submissions; the Register categorizes general listings into one of five types of properties: district, structure, building, or object. National Register Historic Districts are defined geographical areas consisting of contributing and non-contributing properties; some properties are added automatically to the National Register when they become administered by the National Park Service.
These include National Historic Landmarks, National Historic Sites, National Historical Parks, National Military Parks, National Memorials, some National Monuments. On October 15, 1966, the Historic Preservation Act created the National Register of Historic Places and the corresponding State Historic Preservation Offices; the National Register consisted of the National Historic Landmarks designated before the Register's creation, as well as any other historic sites in the National Park system. Approval of the act, amended in 1980 and 1992, represented the first time the United States had a broad-based historic preservation policy; the 1966 act required those agencies to work in conjunction with the SHPO and an independent federal agency, the Advisory Council on Historic Preservation, to confront adverse effects of federal activities on historic preservation. To administer the newly created National Register of Historic Places, the National Park Service of the U. S. Department of the Interior, with director George B.
Hartzog Jr. established an administrative division named the Office of Archeology and Historic Preservation. Hartzog charged OAHP with creating the National Register program mandated by the 1966 law. Ernest Connally was the Office's first director. Within OAHP new divisions were created to deal with the National Register; the division administered several existing programs, including the Historic Sites Survey and the Historic American Buildings Survey, as well as the new National Register and Historic Preservation Fund. The first official Keeper of the Register was an architectural historian. During the Register's earliest years in the late 1960s and early 1970s, organization was lax and SHPOs were small and underfunded. However, funds were still being supplied for the Historic Preservation Fund to provide matching grants-in-aid to listed property owners, first for house museums and institutional buildings, but for commercial structures as well. A few years in 1979, the NPS history programs affiliated with both the U.
S. National Parks system and the National Register were categorized formally into two "Assistant Directorates." Established were the Assistant Directorate for Archeology and Historic Preservation and the Assistant Directorate for Park Historic Preservation. From 1978 until 1981, the main agency for the National Register was the Heritage Conservation and Recreation Service of the United States Department of the Interior. In February 1983, the two assistant directorates were merged to promote efficiency and recognize the interdependency of their programs. Jerry L. Rogers was selected to direct this newly merged associate directorate, he was described as a skilled administrator, sensitive to the need for the NPS to work with SHPOs, local governments. Although not described in detail in the 1966 act, SHPOs became integral to the process of listing properties on the National Register; the 1980 amendments of the 1966 law further defined the responsibilities of SHPOs concerning the National Register.
Several 1992 amendments of the NHPA added a category to the National Register, known as Traditional Cultural Properties: those properties associated with Native American or Hawaiian groups
The.30-06 Springfield cartridge, 7.62×63mm in metric notation and called ".30 Gov't'06" by Winchester, was introduced to the United States Army in 1906 and standardized. The ".30" refers to the caliber of the bullet in inches. The "06" refers to the year the cartridge was adopted—1906, it replaced 6 mm Lee Navy, and.30-40 Krag cartridges. The.30-06 remained the U. S. Army's primary rifle and machine gun cartridge for nearly 50 years before being replaced by the 7.62×51mm NATO and 5.56×45mm NATO, both of which remain in current U. S. and NATO service. It remains a popular sporting round, with ammunition produced by all major manufacturers. In the early 1890s, the U. S. military adopted the smokeless powder.30-40 Krag rimmed cartridge. The 1894 version of that cartridge used a 220-grain round-nose bullet. Around 1901, the U. S. started developing an experimental rimless cartridge for a Mauser action with box magazine. That led to the 1903.30-03 rimless service round that used the same 220-grain round-nose bullet as the Krag.
The.30-03 achieved a muzzle velocity of 2,300 ft/s. Many European militaries at the beginning of the 20th century were adopting lighter-weight, higher velocity, service rounds with pointed bullets: France in 1898, Germany in 1903, Russia in 1908, Britain in 1910; the round-nosed U. S..30-03 service cartridge was falling behind. For these reasons, the U. S. military developed a new, lighter cartridge in 1906, the.30-06 Springfield, "cartridge, caliber.30, Model of 1906", or just M1906. This bullet further reduced air resistance in flight, resulting in less rapid downrange deceleration, less lateral drift caused by crosswinds, greater supersonic and maximum effective range from machine guns and rifles alike, its maximum range was 5,500 yd.
