Finnmark Act

The Finnmark Act of 2005 transferred about 96% of the area in the Finnmark county in Norway to the inhabitants of Finnmark. This area is managed by the Finnmark Estate agency; the Finnmark Estate is managed by a board of directors with six members. Three of these are appointed by the Sami Parliament of Norway, three by the Finnmark County Council; the leader of the board is elected by the Sami Parliament and the County Council in alternating years. The background for the Finnmark Act is the Sámi people's fight for their rights to manage their land and culture. In 1978 the Norwegian Water Resources and Energy Directorate published a plan that called for the construction of a dam and hydroelectric power plant that would create an artificial lake and inundate the Sami village of Máze; this plan was met by a strong opposition from the Sámi, resulted in the Alta controversy. As a result of the controversy, the Norwegian government held meetings in 1980 and 1981 with a Sámi delegation appointed by the Norwegian Sámi Association, the Sámi Reindeer Herders’ Association of Norway and the Norwegian Sámi Council.

The meetings resulted in the establishment of the Sámi Rights Committee addressing Sámi legal relations, that proposed among other things the establishing the Sami Parliament, the adoption of the Finnmark Act in 2005. The Sámi rights to lands and resources were strengthened after 1990, when Norway recognized the Sámi as an indigenous people by adapting the ILO convention 169 concerning Indigenous and Tribal Peoples in Independent Countries; the convention states that rights for the indigenous peoples to land and natural resources are recognized as central for their material and cultural survival. In addition, indigenous peoples should be entitled to exercise control over, manage, their own institutions, ways of life and economic development in order to maintain and develop their identities and religions, within the framework of the States in which they live. Traditionally the Norwegian authorities had a view that the nomadic Sámi use of land and natural resources did not establish any formal legal rights.

The basis for the Finnmark act is that "the Sámis, through protracted traditional use of the land and water areas, have acquired individual and/or collective ownership and right to use lands and waters in Finnmark County." The Finnmark act attempts to strengthen the Sámi rights, by giving the entire population of Finnmark greater influence of the property in the county. However, the act does not cover fishing rights in mining, or oil rights. An important element of the act is discussion and recognition of existing rights of use and ownership of land. For this purpose a commission and tribunal have been set up; the foundation of this work is the principles of established immemorial usage. Hålogalandsallmenningen

Cigarette pack

A pack or packet of cigarettes is a rectangular container of paperboard, which contains cigarettes. The pack is designed with a flavor-protective foil, paper or plastic, sealed through a transparent airtight plastic film. By pulling the "pull-tabs", the pack is opened. Hard packs can be closed again after opening. Cigarette packs contain warning messages depending on which country they are sold in. In the European Union, most tobacco warnings are standardised; the size of a pack is regulated. Government agencies set a minimum pack size. In Australia, the most common quantity per pack is 25, but some brands have 26 or 20, with 30, 40 and 50 packs sold. In Canada, most packs sold have 25 cigarettes, but packs of 20 are popular. In many European countries, increases of cigarette tax can cause the quantity of cigarettes in the pack to change to achieve the same end price. In Malaysia, the sale of packs containing fewer than 20 cigarettes is prohibited. In the United States, the quantity of cigarettes in a pack must be at least 20, with certain brands, such as Export As, coming in packs of 25.

In the United Kingdom, brands are sold only in packs of 20. The new packaging has the brand name in a basic typeface, with most of the packet dedicated to textual and photographic health warnings. While older vending machines sometimes dispense packets containing 16 or 18 cigarettes, the dimensions of the packaging are the same as the equivalent packet that contains 20. A carton of cigarettes contains 10 packs, totaling 200 cigarettes; some cartons contain twenty packs. A hard pack is the usual style of paperboard packaging for store bought cigarettes, which consists of a stable box; the flip-top hard pack cigarette case was introduced in 1955 by Philip Morris. This prevents the crumpling of cigarettes when kept in a person's pocket or handbag; the design of the hard pack works the way that makes the smoker to see the brand name and logo every time s/he opens the pack. Branded top of the hard pack works as a perfect reminder of. A soft pack is a box packaging made of thin paper containing 20 cigarettes.

Soft packs may be considered inconvenient as they rupture and cannot be resealed. They offer the immediate convenience of not having to open the package each time the smoker wants a cigarette, they require less physical ` pocket space'. With American brands, cigarettes from a soft pack are a few millimeters longer than their hard-boxed counterparts. Cigarette packs are popular items among collectors, they are fine examples of industrial design and a good source for studies of social and marketing history. Collectors base their collections on various criteria like cigarette brand, country of producer, time period, warning message, etc. It's important for collectors whether the packages empty or full. Empty packs are cheaper than full ones. Full packs are considered to be rare and expect to pay more for them for packs in original cellophane wrapping. To encourage cigarette pack collectors, some cigarette packs were made to present a particular interest for collectors. There are cigarette packs labeled "collectible".

Some brands introduce promotional packs to bypass advertising laws. An example would be a limited time promotion where the pack is made from tin with the shape and look of a cigarette case to entice potential buyers, they are distinguished by unique décor or are old or they were removed from manufacturing for some reasons and became rare. The most popular cigarette brands of this period were Player's Navy Cut, Capstan, Craven'A', Black Cat. Woodbines were cheap cigarettes aimed at working-class people while Craven'A' was one of the earliest filter brands targeted at women; the top-selling cigarette brands of the decade were Lucky Strike, Camel and Old Gold. That was the time of growth for the whole tobacco industry: again cigarettes were included in the soldier rations during World War II; the top-selling cigarette brands of the decade were the same as in the previous one except that the no.1 was Camel. The other brands were Balto, Encore and Kent. Cigarettes were advertised on TV. Most cigarette packs have no features at all and are just made up of a single container filled with cigarettes.

However, some cigarette packs have been proposed that contain an empty container for disposing the cigarette butts into. This could reduce cigarette butts of being discarded into the street, where they contaminate the environment. Tobacco packaging drives brand image to attract new consumers to their tobacco products and creates brand loyalty. To give stylish impact to tobacco packaging companies use different techniques like gold and silver foiling, perforating, raised ink printing, digital printing, screen printing. In general, tobacco packaging plays a major role in promotion of Tobacco marketing. Recent introduction of Plain packaging contributes to improving public health because young people told that plain packaging reduces the positive image of smoking and the possibility of stimulus related to the package design; the introduction of plain packages was considered as the end of cigarette pack collec

The group formed on the West Side of Chicago, in the Austin neighborhood on the section known as "L-Town", an area where within a mile all the north and south streets start the letter L. Keith Farley of AllMusic - " intriguing hip-hop album chocked with the trio's intricate speed-raps and freestyling. The production...provides an excellent accompaniment to the raps on highlight tracks like "Intention to Kill" and "Wild Side". The Source "...these three possess that country-twanged, tongue-twisting rhyming ability that has gained the Midwest its notoriety...the majority of the beats are original and provide the right amount of head nod to complement each quickened rhyme..." On April 5, 2012, Chilldrin of da Ghetto member Datqunn "P-Child" Sawyer was sentenced to 50 years in prison for using violence and threats to force underage girls and vulnerable women into prostitution. In addition to the constant physical and sexual abuse his victims suffered, "P-Child" "branded" his victims with new names that began with the letter "P" and gave them "P-Child" tattoos.

Some of his victims were only 12 years old at the time. The sentence was the harshest penalty handed down to a convicted sex trafficker in the federal court of Chicago. All music is composed by Quentin "Goldiiz" Brown. C. O. G – Chilldrin Of Da Ghetto at Discogs
