Time in the United States
Time in the United States, by law, is divided into nine standard time zones covering the states and its possessions, with most of the United States observing daylight saving time for the spring and fall months. The time zone boundaries and DST observance are regulated by the Department of Transportation. Official and precise timekeeping services are provided by two federal agencies: the National Institute of Standards and Technology; the clocks run by these services are kept synchronized with each other as well as with those of other international timekeeping organizations. It is the combination of the time zone and daylight saving rules, along with the timekeeping services, which determines the legal civil time for any U. S. location at any moment. Before the adoption of four standard time zones for the continental United States, many towns and cities set their clocks to noon when the sun passed their local meridian, pre-corrected for the equation of time on the date of observation, to form local mean solar time.
Noon occurred at different times but time differences between distant locations were noticeable prior to the 19th century because of long travel times and the lack of long-distance instant communications prior to the development of the telegraph. The use of local solar time became awkward as railways and telecommunications improved. American railroads maintained many different time zones during the late 1800s; each train station set its own clock making it difficult to coordinate train schedules and confusing passengers. Time calculation became a serious problem for people traveling by train, according to the Library of Congress; every city in the United States used a different time standard so there were more than 300 local sun times to choose from. Time zones were therefore a compromise, relaxing the complex geographic dependence while still allowing local time to be approximate with mean solar time. Railroad managers tried to address the problem by establishing 100 railroad time zones, but this was only a partial solution to the problem.
Weather service chief Cleveland Abbe had needed to introduce four standard time zones for his weather stations, an idea which he offered to the railroads. Operators of the new railroad lines needed a new time plan that would offer a uniform train schedule for departures and arrivals. Four standard time zones for the continental United States were introduced at noon on November 18, 1883, when the telegraph lines transmitted time signals to all major cities. In October 1884, the International Meridian Conference at Washington DC adopted a proposal which stated that the prime meridian for longitude and timekeeping should be one that passes through the centre of the transit instrument at the Greenwich Observatory in the United Kingdom; the conference therefore established the Greenwich Meridian as the prime meridian and Greenwich Mean Time as the world's time standard. The US time-zone system grew from this, in which all zones referred back to GMT on the prime meridian. In 1960, the International Radio Consultative Committee formalized the concept of Coordinated Universal Time, which became the new international civil time standard.
UTC is, within about 1 second, mean solar time at 0°. UTC does not observe daylight saving time. For most purposes, UTC is considered interchangeable with GMT, but GMT is no longer defined by the scientific community. UTC is one of several related successors to GMT. Standard time zones in the United States are defined at the federal level by law 15 USC §260; the federal law establishes the transition dates and times at which daylight saving time occurs, if observed. It is the authority of the Secretary of Transportation, in coordination with the states, to determine which regions will observe which of the standard time zones and if they will observe daylight saving time; as of August 9, 2007, the standard time zones are defined in terms of hourly offsets from UTC. Prior to this they were based upon the mean solar time at several meridians 15° apart west of Greenwich. Only the full-time zone names listed below are official. As defined by US law they are: From east to west, the four time zones of the contiguous United States are: Eastern Time Zone, which comprises the states on the Atlantic coast and the eastern two thirds of the Ohio Valley. Central Time Zone, which comprises the Gulf Coast, Mississippi Valley, most of the Great Plains. Mountain Time Zone, which comprises the states and portions of states that include the Rocky Mountains and the western quarter of the Great Plains. Pacific Time Zone, which comprises the states on the Pacific coast, plus Nevada and the Idaho panhandle. Alaska Time Zone, which comprises most of the state of Alaska. Hawaii-Aleutian Time Zone, which includes Hawaii and most of the length of the Aleutian Islands chain. Samoa Time Zone, which comprises American Samoa. Chamorro Time Zone, which comprises Guam and the Northern Mariana Islands. Atlantic Time Zone, which comprises Puerto Rico and the US Virgin Islands; some United States Minor Outlying Islands are outside the time zones defined by 15 U.

1940 United States Census
The Sixteenth United States Census, conducted by the Census Bureau, determined the resident population of the United States to be 132,164,569, an increase of 7.3 percent over the 1930 population of 123,202,624 people. The census date of record was April 1, 1940. A number of new questions were asked including where people were 5 years before, highest educational grade achieved, information about wages; this census introduced sampling techniques. Other innovations included a field test of the census in 1939; this was the first census in which every state had a population greater than 100,000. The 1940 census collected the following information: In addition, a sample of individuals were asked additional questions covering age at first marriage and other topics. Following completion of the census, the original enumeration sheets were microfilmed; as required by Title 13 of the U.
S. Code, access to identifiable information from census records was restricted for 72 years. Gibson is a city in Glascock County, United States. The population was 663 at the 2010 census; the city is the county seat of Glascock County and home to the Glascock County Courthouse, a National Register of Historic Places listed site. Gibson's name was derived from Judge William Gibson, a former Confederate colonel and commanding officer of the 48th Georgia, who donated $500 for Glascock County's first public building, the courthouse. Gibson was founded in 1858 as seat of the newly formed Glascock County, it was incorporated as a town in 1913 and as a city in 1943. Gibson is located northeast of the center of Glascock County at 33°13′58″N 82°35′43″W. Georgia State Routes 171 cross in the center of town. GA 102 leads west 6 miles to Mitchell and east 10 miles to Stapleton, while GA 171 leads north 13 miles to Warrenton and south 24 miles to Louisville. Augusta, 44 miles to the northeast, is the closest large city. According to the United States Census Bureau, Gibson has a total area of 1.0 square mile, of which 0.02 square miles, or 1.41%, is water.
Rocky Comfort Creek, a southeast-flowing tributary of the Ogeechee River, passes through the northern part of Gibson. As of the 2010 United States Census, there were 663 people residing in the city; the racial makeup of the city was 86.6% White, 11.5% Black, 0.2% Native American, 0.3% from some other race and 1.2% from two or more races. 0.3% were Hispanic or Latino of any race. As of the census of 2000, there were 694 people, 267 households, 166 families residing in the city; the population density was 669.1 people per square mile. There were 325 housing units at an average density of 313.3 per square mile. The racial makeup of the city was 87.90% White, 11.67% African American, 0.29% Native American, 0.14% from two or more races. Hispanic or Latino of any race were 0.29% of the population. There were 267 households out of which 25.5% had children under the age of 18 living with them, 46.1% were married couples living together, 14.2% had a female householder with no husband present, 37.5% were non-families.
34.5% of all households were made up of individuals and 17.6% had someone living alone, 65 years of age or older. The average household size was 2.21 and the average family size was 2.80. In the city, the population was spread out with 18.6% under the age of 18, 6.5% from 18 to 24, 22.3% from 25 to 44, 21.6% from 45 to 64, 31.0% who were 65 years of age or older. The median age was 48 years. For every 100 females, there were 69.7 males. For every 100 females age 18 and over, there were 66.2 males. The median income for a household in the city was $18,667, the median income for a family was $31,364. Males had a median income of $30,729 versus $18,500 for females; the per capita income for the city was $12,058. About 15.3% of families and 32.1% of the population were below the poverty line, including 18.4% of those under age 18 and 53.1% of those age 65 or over. The Glascock County School District holds pre-school to grade twelve, in a consolidated school under one roof; the district has 42 full-time teachers and over 568 students.

Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.

For the Department of Energy facility, see Savannah River Site The Savannah River is a major river in the southeastern United States, forming most of the border between the states of South Carolina and Georgia. Two tributaries of the Savannah, the Tugaloo River and the Chattooga River, form the northernmost part of the border; the Savannah River drainage basin extends into the southeastern side of the Appalachian Mountains just inside North Carolina, bounded by the Eastern Continental Divide. The river is around 301 miles long, it is formed by the confluence of the Seneca River. Today this confluence is submerged beneath Lake Hartwell; the Tallulah Gorge is located on the Tallulah River, a tributary of the Tugaloo River that forms the northwest branch of the Savannah River. Two major cities are located along the Savannah River: Savannah, Augusta, Georgia, they were nuclei of early English settlements during the Colonial period of American history. The Savannah River is tidal at Savannah proper.
Downstream from there, the river broadens into an estuary before flowing into the Atlantic Ocean. The area where the river's estuary meets the ocean is known as "Tybee Roads"; the Intracoastal Waterway flows through a section of the Savannah River near the city of Savannah. The name "Savannah" comes from a group of Shawnee, they destroyed the Westo and occupied established Westo lands at the Savannah River's head of navigation on the Fall Line, near present-day Augusta. These Shawnee were called by several variant names that all derive from their native name, Ša·wano·ki; the local variants included Shawano, Savano and Savannah. Another theory is that the name was derived from the English term "savanna", a kind of tropical grassland, borrowed by the English from Spanish sabana and used in the colonial southeast; the Spanish word was borrowed from the Taino word zabana. Other theories interpret the name Savannah to come from Atlantic coastal tribes, who spoke Algonquian languages, as there are similar terms meaning not only "southerner" but "salt".
Historical and variant names of the Savannah River, as listed by the U. S. Geological Survey, include May River, Westobou River, Kosalu River, Isundiga River and Girande River, among others; the Westobou River was the former name of the Savannah River, derived from the Westo Native American Indians. The Westo were thought to have come from the northeast, pushed out by the more powerful tribes of the Iroquois Confederacy, who had acquired firearms through trade; this migration beginning in the late 16th century resulted in the Westo Indians reaching the present area of Augusta, Georgia, in what was to be the 1660s. The Westo used the river for fishing and water supplies, for transportation, for trade, they were strong enough to hold off the Spanish colonists making incursions from Florida. The Carolina Colony needed the Westo alliance during its early years; when Carolinians desired to expand its trade to Charleston, they viewed the Westo tribe as an obstacle. In order to remove the tribe, they sent a group called the Goose Creek Men to arm the Savanna Indians, a Shawnee tribe, who defeated the Westo in the Westo War of 1680.
Following this, the English colonists renamed the river as the Savannah. They founded two major cities on the river during the colonial era: Savannah was established in 1733 as a seaport on the Atlantic Ocean, Augusta is located where the river crosses the Fall Line of the Piedmont; the two large cities on the Savannah served as Georgia's first two state capitals. In the nineteenth century, the sandy river channel changed causing numerous steamboat accidents. During the American Civil War, President Abraham Lincoln proclaimed a blockade around the Confederate states, forcing merchantmen to use specific ports along the coast best suited for this purpose; the harbor at Savannah became one of the busiest ports for blockade runners bringing in supplies for the Confederacy. The Savannah River was significant during the 1950s when construction started on the U. S. government's Savannah River Plant for making tritium for nuclear weapons. In 1956 Clyde L. Cowan and Frederick Reines detected neutrinos with an experiment carried out at the Savannah River Nuclear Plant, after a preliminary experiment at the Hanford Site.
They placed a 10-ton tank of water next to a powerful nuclear reactor engaged in making plutonium for use in nuclear weapons. After shielding the neutrino trap underground and running it for about 100 days over the course of a year, they detected a few synchronized flashes of gamma radiation that signaled the interaction of a few neutrinos with the protons in the water; the neutrinos were not themselves observed, they never have been. Their presence is inferred by an exceedingly rare interaction. One out of every billion billion neutrinos that pass through the water tank hits a proton, producing the telltale burst of radiation. In 1995 Reines was awarded the Nobel Prize in Physics for this accomplishment, but Cowen did not live long enough to share it. Between 1946 and 1985, the U. S. Army Corps of Engineers built three major dams on the Savannah for hydroelectricity, flood control, navigation; the J. Strom Thurmond Dam, the Hartwell Dam, the Richard B. Russell Dam and their reservoirs combine in order to form over 120 miles of lakes.

A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. There are 36 counties with multiple county seats in 11 states: Coffee County, Alabama St. Clair County, Alabama Arkansas County, Arkansas Carroll County, Arkansas Clay County, Arkansas Craighead County, Arkansas Franklin County, Arkansas Logan County, Arkansas Mississippi County, Arkansas Prairie County, Arkansas Sebastian County, Arkansas Yell County, Arkansas Columbia County, Georgia Lee County, Iowa Campbell County, Kentucky Kenton County, Kentucky Essex County, Massachusetts Middlesex County, Massachusetts Plymouth County, Massachusetts Bolivar County, Mississippi Carroll County, Mississippi Chickasaw County, Mississippi Harrison County, Mississippi Hinds County, Mississippi Jasper County, Mississippi Jones County, Mississippi Panola County, Mississippi Tallahatchie County, Mississippi Yalobusha County, Mississippi Jackson County, Missouri Hillsborough County, New Hampshire Seneca County, New York Bennington County, Vermont In New England, the town, not the county, is the primary division of local government.
Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. Two counties in South Dakota have their county seat and government services centered in a neighboring county, their county-level services are provided by Fall River Tripp County, respectively.
In Louisiana, divided into parishes rather than counties, county seats are referred to as parish seats. Alaska is divided into boroughs rather than counties; the Unorganized Borough, which covers 49 % of Alaska's area, has equivalent. War of 1812
The War of 1812 was a conflict fought between the United States, the United Kingdom, their respective allies from June 1812 to February 1815. Historians in Britain see it as a minor theater of the Napoleonic Wars. From the outbreak of war with Napoleonic France, Britain had enforced a naval blockade to choke off neutral trade to France, which the US contested as illegal under international law. To man the blockade, Britain impressed American merchant sailors into the Royal Navy. Incidents such as the Chesapeake–Leopard affair, which happened five years before the war, inflamed anti-British sentiment in the US. In 1811, the British were in turn outraged by the Little Belt affair, in which 11 British sailors died. Britain supplied Native Americans who raided American settlers on the frontier, hindering American expansion and provoking resentment. Historians debate whether the desire to annex some or all of British North America contributed to the American decision to go to war. On June 18, 1812, US President James Madison, after heavy pressure from the War Hawks in Congress, signed the American declaration of war into law.
With most of its army in Europe fighting Napoleon, Britain adopted a defensive strategy, with offensive operations limited to the border, the western frontier. American prosecution of the war effort suffered from its unpopularity in New England, where it was derogatorily referred to as "Mr. Madison's War". American defeats at the Siege of Detroit and the Battle of Queenston Heights thwarted attempts to seize Upper Canada, improving British morale. American attempts to invade Lower Canada and capture Montreal failed. In 1813, the Americans won the Battle of Lake Erie, gaining control of the lake, at the Battle of the Thames defeated Tecumseh's Confederacy, securing a primary war goal. A final American attempt to invade Canada was fought to a draw at the Battle of Lundy's Lane during the summer of 1814. At sea, the powerful Royal Navy blockaded American ports, cutting off trade and allowing the British to raid the coast at will. In 1814, one of these raids burned the capital, but the Americans repulsed British attempts to invade New York and Maryland, ending invasions of the northern and mid-Atlantic United States from Canada.
Fighting took place overseas in the Atlantic and Pacific oceans. In neighbouring Spanish Florida, a two-day battle for the city of Pensacola ended in Spanish surrender. In Britain, there was mounting opposition to wartime taxation. With the abdication of Napoleon, the war with France ended and Britain ceased impressment, rendering the issue of the impressment of American sailors moot; the British were able to increase the strength of the blockade on the United States coast, annihilating American maritime trade, but attempts to invade the U. S. ended unsuccessfully. Peace negotiations began in August 1814, the Treaty of Ghent was signed on December 24. News of the peace did not reach America for some time. Unaware of the treaty, British forces invaded Louisiana and were defeated at the Battle of New Orleans in January 1815; these late victories were viewed by Americans as having restored national honour, leading to the collapse of anti-war sentiment and the beginning of the Era of Good Feelings, a period of national unity.
News of the treaty arrived shortly thereafter. The treaty was unanimously ratified by the US Senate on February 17, 1815, ending the war with no boundary changes. Historians have long debated the relative weight of the multiple reasons underlying the origins of the War of 1812; this section summarizes several contributing factors which resulted in the declaration of war by the United States. As Risjord notes, a powerful motivation for the Americans was the desire to uphold national honour in the face of what they considered to be British insults such as the Chesapeake–Leopard affair. H. W. Brands says, "The other war hawks spoke of the struggle with Britain as a second war of independence; the approaching conflict was about violations of American rights, but it was about vindication of American identity." Americans at the time and historians since have called it the United States' "Second War of Independence". The British were offended by what they considered insults such as the Little Belt affair.
This gave the British a particular interest in capturing the United States flagship President, which they succeeded in doing in 1815. In 1807, Britain introduced a series of trade restrictions via the Orders in Council to impede neutral trade with France, which Britain was fighting in the Napoleonic Wars; the United States contested these restrictions as illegal under international law. Historian Reginald Horsman states, "a large section of influential British opinion, both in the government and in the country, thought that America presented a threat to British maritime supremacy."The American merchant marine had nearly doubled between 1802 and 1810, making it by far the largest neutral fleet. Britain was the largest trading partner, receiving 80% of U. S. cotton and 50% of other U. S. exports. The British public and press were resentful of commercial competition; the United States' view was. During the Napoleonic Wars, the Royal Navy expanded to 176 ships of the line and 600 ships overall, requiring 140,000 sailors to man.
While the Royal Navy could man its ships with volunteers in peacetime, it competed in wartime with merchant shi
