Ferlach in the district of Klagenfurt-Land in Carinthia is the southernmost town in Austria. It is known for its centuries-old gunsmith tradition, part of the Austrian intangible cultural heritage since 2010, it is situated in the Rosental/Rož Valley of the Drava River, about 17 kilometres south of the Carinthian state capital Klagenfurt. In the south, the crest of the Karawanks mountain range forms the border with Slovenia; the municipal area comprises the cadastral communities of Ferlach, Kappel an der Drau, Unterloibl, Unterferlach, Glainach and Windisch Bleiberg. The town centre lies at the junction of the Rosental Straße highway with Loiblpass Straße, part of the European route E652, running from Klagenfurt to Tržič in Slovenia via Loibl Pass; the Ferlach Railway line from Weizelsdorf went out of service in 1951, but on summer weekends and special occasions a heritage railway service, the Rosentaler Dampfzug runs as far as Wiezelsdorf, operated by the preservation group Nostalgiebahnen in Kärnten.
Ferlach was first mentioned as Vörelach in a 1246 deed, named after the surrounding pine forests. The mountainous area is the site of large iron ore deposits and forging is documented since the 15th century; the relocation of the capital of the Duchy of Carinthia to nearby Klagenfurt under the rule of King Ferdinand I about 1529 decisively promoted the development of Ferlach as a centre of firearm manufacturing. Under Empress Maria Theresa, its gunsmiths became the main armorers of the Habsburg Monarchy. Ferlach firearms were used by the Spanish and Turkish armies; the present-day municipality was established as Oberferlach in 1850. Ferlach received town privileges in 1930 and today is a centre for the production of hunting rifles; the history of the town is depicted in its coat of arms: it features a pine tree with a cone, two crossed silver nails, a rifle. According to the 2001 census 8.3% of the population are Carinthian Slovenes. Mechanical engineering is the discipline that applies engineering, engineering mathematics, materials science principles to design, analyze and maintain mechanical systems. It is one of the broadest of the engineering disciplines; the mechanical engineering field requires an understanding of core areas including mechanics, thermodynamics, materials science, structural analysis, electricity. In addition to these core principles, mechanical engineers use tools such as computer-aided design, computer-aided manufacturing, product life cycle management to design and analyze manufacturing plants, industrial equipment and machinery and cooling systems, transport systems, watercraft, medical devices and others, it is the branch of engineering that involves the design and operation of machinery. The field has continually evolved to incorporate advancements. It overlaps with aerospace engineering, metallurgical engineering, civil engineering, electrical engineering, manufacturing engineering, chemical engineering, industrial engineering, other engineering disciplines to varying amounts. Mechanical engineers may work in the field of biomedical engineering with biomechanics, transport phenomena, bionanotechnology, modelling of biological systems; the application of mechanical engineering can be seen in the archives of various ancient and medieval societies. In ancient Greece, the works of Archimedes influenced mechanics in the Western tradition and Heron of Alexandria created the first steam engine. In China, Zhang Heng improved a water clock and invented a seismometer, Ma Jun invented a chariot with differential gears; the medieval Chinese horologist and engineer Su Song incorporated an escapement mechanism into his astronomical clock tower two centuries before escapement devices were found in medieval European clocks.
He invented the world's first known endless power-transmitting chain drive. During the Islamic Golden Age, Muslim inventors made remarkable contributions in the field of mechanical technology. Al-Jazari, one of them, wrote his famous Book of Knowledge of Ingenious Mechanical Devices in 1206 and presented many mechanical designs. Al-Jazari is the first known person to create devices such as the crankshaft and camshaft, which now form the basics of many mechanisms. During the 17th century, important breakthroughs in the foundations of mechanical engineering occurred in England. Sir Isaac Newton formulated Newton's Laws of Motion and developed Calculus, the mathematical basis of physics. Newton was reluctant to publish his works for years, but he was persuaded to do so by his colleagues, such as Sir Edmond Halley, much to the benefit of all mankind. Gottfried Wilhelm Leibniz is credited with creating Calculus during this time period. During the early 19th century industrial revolution, machine tools were developed in England and Scotland.
This allowed mechanical engineering to develop as a separate field within engineering. They brought with them manufacturing machines and the engines to power them; the first British professional society of mechanical engineers was formed in 1847 Institution of Mechanical Engineers, thirty years after the civil engineers formed the first such professional society Institution of Civil Engineers. On the European continent, Johann von Zimmermann founded the first factory for grinding machines in Chemnitz, Germany in 1848. In the United States, the American Society of Mechanical Engineers was formed in 1880, becoming the third such professional engineering society, after the American Society of Civil Engineers and the American Institute of Mining Engineers; the first schools in the United States to offer an engineering education were the United States Military Academy in 1817, an institution now known as Norwich University in 1819, Rensselaer Polytechnic Institute in 1825. Education in mechanical engineering has been based on a strong foundation in mathematics and science.
Degrees in mechanical engineering are offered at various universities worldwide. Mechanical engineering programs take four to five years of study and result in a Bachelor of Engineering, Bachelor of Science, Bachelor of Science Engineering, Bachelor of Technology, Bachelor of Mechanical Engineering, or Bachelor of Applied Science degree, in or with emphasis in mechanical engineering. In Spain and most of South America, where neither B. Sc. nor B. Tech. Programs have been adopted, the formal name for the degree is "Mechanical Engineer", the course work is based on five or six years of training. In Italy the course work is based on five years of education, training, but in order to qualify as an Engineer one has to pass a state exam at the end of the course. Industrial design is a process of design applied to products that are to be manufactured through techniques of mass production. Its key characteristic is that design is separated from manufacture: the creative act of determining and defining a product's form and features takes place in advance of the physical act of making a product, which consists purely of repeated automated, replication; this distinguishes industrial design from craft-based design, where the form of the product is determined by the product's creator at the time of its creation. All manufactured products are the result of a design process, but the nature of this process can take many forms: it can be conducted by an individual or a large team; the role of an industrial designer is to create and execute design solutions for problems of form, usability, physical ergonomics, brand development and sales. For several millennia before the onset of industrialisation, technical expertise, manufacturing were done by individuals craftsmen, who determined the form of a product at the point of its creation, according to their own manual skill, the requirements of their clients, experience accumulated through their own experimentation, knowledge passed on to them through training or apprenticeship.
The division of labour that underlies the practice of industrial design did have precedents in the pre-industrial era. The growth of trade in the medieval period led to the emergence of large workshops in cities such as Florence, Venice and Bruges, where groups of more specialized craftsmen made objects with common forms through the repetitive duplication of models which defined by their shared training and technique. Competitive pressures in the early 16th century led to the emergence in Italy and Germany of pattern books: collections of engravings illustrating decorative forms and motifs which could be applied to a wide range of products, whose creation took place in advance of their application; the use of drawing to specify how something was to be constructed was first developed by architects and shipwrights during the Italian Renaissance. In the 17th century, the growth of artistic patronage in centralized monarchical states such as France led to large government-operated manufacturing operations epitomised by the Gobelins Manufactory, opened in Paris in 1667 by Louis XIV.
Here teams of hundreds of craftsmen, including specialist artists and engravers, produced sumptuously decorated products ranging from tapestries and furniture to metalwork and coaches, all under the creative supervision of the King's leading artist Charles Le Brun. This pattern of large-scale royal patronage was repeated in the court porcelain factories of the early 18th century, such as the Meissen porcelain workshops established in 1709 by the Grand Duke of Saxony, where patterns from a range of sources, including court goldsmiths and engravers, were used as models for the vessels and figurines for which it became famous; as long as reproduction remained craft-based, the form and artistic quality of the product remained in the hands of the individual craftsman, tended to decline as the scale of production increased. The emergence of industrial design is linked to the growth of industrialisation and mechanisation that began with the industrial revolution in Great Britain in the mid 18th century.
The rise of industrial manufacture changed the way objects were made, urbanisation changed patterns of consumption, the growth of empires broadened tastes and diversified markets, the emergence of a wider middle class created demand for fashionable styles from a much larger and more heterogeneous population. The first use of the term "industrial design" is attributed to the industrial designer Joseph Claude Sinel in 1919, but the discipline predates 1919 by at least a decade. Christopher Dresser is considered among the first independent industrial designers. Industrial design's origins lie in the industrialization of consumer products. The school of St Peter, at Lyons was founded about 1750 for the instruction of draftsmen employed in preparing patterns for the silk manufacture, it has been much more successful than the Paris school and having been disorganized by the revolution, was restored by Napoleon and differently constituted, being erected into an Academy of Fine Art: to which the study of design for silk manufacture was attached as a subordinate branch. Civil engineering is a professional engineering discipline that deals with the design and maintenance of the physical and built environment, including public works such as roads, canals, airports, sewerage systems, structural components of buildings, railways. Civil engineering is traditionally broken into a number of sub-disciplines, it is considered the second-oldest engineering discipline after military engineering, it is defined to distinguish non-military engineering from military engineering. Civil engineering takes place in the public sector from municipal through to national governments, in the private sector from individual homeowners through to international companies. Civil engineering is the application of physical and scientific principles for solving the problems of society, its history is intricately linked to advances in the understanding of physics and mathematics throughout history; because civil engineering is a wide-ranging profession, including several specialized sub-disciplines, its history is linked to knowledge of structures, materials science, geology, hydrology, environment and other fields.
Throughout ancient and medieval history most architectural design and construction was carried out by artisans, such as stonemasons and carpenters, rising to the role of master builder. Knowledge was retained in guilds and supplanted by advances. Structures and infrastructure that existed were repetitive, increases in scale were incremental. One of the earliest examples of a scientific approach to physical and mathematical problems applicable to civil engineering is the work of Archimedes in the 3rd century BC, including Archimedes Principle, which underpins our understanding of buoyancy, practical solutions such as Archimedes' screw. Brahmagupta, an Indian mathematician, used arithmetic in the 7th century AD, based on Hindu-Arabic numerals, for excavation computations. Engineering has been an aspect of life since the beginnings of human existence; the earliest practice of civil engineering may have commenced between 4000 and 2000 BC in ancient Egypt, the Indus Valley Civilization, Mesopotamia when humans started to abandon a nomadic existence, creating a need for the construction of shelter.
During this time, transportation became important leading to the development of the wheel and sailing. Until modern times there was no clear distinction between civil engineering and architecture, the term engineer and architect were geographical variations referring to the same occupation, used interchangeably; the construction of pyramids in Egypt were some of the first instances of large structure constructions. Other ancient historic civil engineering constructions include the Qanat water management system the Parthenon by Iktinos in Ancient Greece, the Appian Way by Roman engineers, the Great Wall of China by General Meng T'ien under orders from Ch'in Emperor Shih Huang Ti and the stupas constructed in ancient Sri Lanka like the Jetavanaramaya and the extensive irrigation works in Anuradhapura; the Romans developed civil structures throughout their empire, including aqueducts, harbors, bridges and roads. In the 18th century, the term civil engineering was coined to incorporate all things civilian as opposed to military engineering.
The first self-proclaimed civil engineer was John Smeaton. In 1771 Smeaton and some of his colleagues formed the Smeatonian Society of Civil Engineers, a group of leaders of the profession who met informally over dinner. Though there was evidence of some technical meetings, it was little more than a social society. In 1818 the Institution of Civil Engineers was founded in London, in 1820 the eminent engineer Thomas Telford became its first president; the institution received a Royal Charter in 1828, formally recognising civil engineering as a profession. Its charter defined civil engineering as:the art of directing the great sources of power in nature for the use and convenience of man, as the means of production and of traffic in states, both for external and internal trade, as applied in the construction of roads, aqueducts, river navigation and docks for internal intercourse and exchange, in the construction of ports, moles and lighthouses, in the art of navigation by artificial power for the purposes of commerce, in the construction and application of machinery, in the drainage of cities and towns.
The first private college to teach civil engineering in the United States was Norwich University, founded in 1819 by Captain Alden Partridge. The first degree in civil engineering in the United States was awarded by Rensselaer Polytechnic Institute in 1835; the first such degree to be awarded to a woman was granted by Cornell University to Nora Stanton Blatch in 1905. In the UK during the early 19th century, the division between civil engineering and military engineering, coupled with the demands of the Industrial Revolution, spawned new engineering education initiatives: the Class of Civil Engineering and Mining was founded at King's College London in 1838 as a response to the growth of the railway system and the need for more qualified engineers, the private College for Civil Engineers in Putney was established in 1839, the UK's first Chair of Engineering was established at the University of Glasgow in 1840. Higher education is an optional final stage of formal learning that occurs after completion of secondary education. Delivered at universities, colleges, seminaries and institutes of technology, higher education is available through certain college-level institutions, including vocational schools, trade schools, other career colleges that award academic degrees or professional certifications. Tertiary education at non-degree level is sometimes referred to as further education or continuing education as distinct from higher education; the right of access to higher education is mentioned in a number of international human rights instruments. The UN International Covenant on Economic and Cultural Rights of 1966 declares, in Article 13, that "higher education shall be made accessible to all, on the basis of capacity, by every appropriate means, in particular by the progressive introduction of free education". In Europe, Article 2 of the First Protocol to the European Convention on Human Rights, adopted in 1950, obliges all signatory parties to guarantee the right to education.
In the days when few pupils progressed beyond primary education or basic education, the term "higher education" was used to refer to secondary education, which can create some confusion. This is the origin of the term high school for various schools for children between the ages of 14 and 18 or 11 and 18. Higher education includes teaching, exacting applied work, social services activities of universities. Within the realm of teaching, it includes both the undergraduate level, beyond that, graduate-level; the latter level of education is referred to as graduate school in North America. In addition to the skills that are specific to any particular degree, potential employers in any profession are looking for evidence of critical thinking and analytical reasoning skills, teamworking skills, information literacy, ethical judgment, decision-making skills, fluency in speaking and writing, problem solving skills, a wide knowledge of liberal arts and sciences. Since World War II, developed and many developing countries have increased the participation of the age group who studies higher education from the elite rate, of up to 15 per cent, to the mass rate of 16 to 50 per cent.
In many developed countries, participation in higher education has continued to increase towards universal or, what Trow called, open access, where over half of the relevant age group participate in higher education. Higher education is important to national economies, both as an industry, in its own right, as a source of trained and educated personnel for the rest of the economy. College educated workers have commanded a measurable wage premium and are much less to become unemployed than less educated workers. However, the admission of so many students of only average ability to higher education requires a decline in academic standards, facilitated by grade inflation; the supply of graduates in many fields of study is exceeding the demand for their skills, which aggravates graduate unemployment, underemployment and educational inflation. The U. S. system of higher education was influenced by the Humboldtian model of higher education. Wilhelm von Humboldt's educational model goes beyond vocational training.
In a letter to the Prussian king, he wrote: There are undeniably certain kinds of knowledge that must be of a general nature and, more a certain cultivation of the mind and character that nobody can afford to be without. People cannot be good craftworkers, soldiers or businessmen unless, regardless of their occupation, they are good, upstanding and – according to their condition – well-informed human beings and citizens. If this basis is laid through schooling, vocational skills are acquired on, a person is always free to move from one occupation to another, as so happens in life; the philosopher Julian Nida-Rümelin criticized discrepancies between Humboldt's ideals and the contemporary European education policy, which narrowly understands education as a preparation for the labor market, argued that we need to decide between McKinsey and Humboldt. Demonstrated ability in reading and writing, as measured in the United States by the SAT or similar tests such as the ACT, have replaced colleges' individual entrance exams, is required for admission to higher education.
There is some question as to whether advanced mathematical skills or talent are in fact necessary for fields such as history, philosophy, or art. The general higher education and training that takes place in a university, college, or Institute of technology includes significant theoretical and abstract elements, as well as applied aspects. In contrast, the vocational higher education and training that takes place at vocational universities and schools concentrates on practical applications, with little theory. In addition, professional-level education is always included within Higher Education, in graduate schools since many postgraduate academic disciplines are both vocationally and theoretically/research oriented, such as in the law, pharmacy and veterinary medicine. An apprenticeship is a system of training a new generation of practitioners of a trade or profession with on-the-job training and some accompanying study. Apprenticeship enables practitioners to gain a license to practice in a regulated profession. Most of their training is done while working for an employer who helps the apprentices learn their trade or profession, in exchange for their continued labor for an agreed period after they have achieved measurable competencies. Apprenticeships last 3 to 7 years. People who complete an apprenticeship reach the "journeyman" or professional certification level of competence. Although the formal boundaries and terminology of the apprentice/journeyman/master system do not extend outside guilds and trade unions, the concept of on-the-job training leading to competence over a period of years is found in any field of skilled labor. In early modern usage, the clipped form prentice was common; the system of apprenticeship first developed in the Middle Ages and came to be supervised by craft guilds and town governments.
A master craftsman was entitled to employ young people as an inexpensive form of labour in exchange for providing food and formal training in the craft. Most apprentices were males, but female apprentices were found in crafts such as seamstress, cordwainer and stationer. Apprentices began at ten to fifteen years of age, would live in the master craftsman's household. Most apprentices aspired to becoming master craftsmen themselves on completion of their contract, but some would spend time as a journeyman and a significant proportion would never acquire their own workshop. In Coventry those completing seven-year apprenticeships with stuff merchants were entitled to become freemen of the city. Subsequently, governmental regulation and the licensing of technical colleges and vocational education formalized and bureaucratized the details of apprenticeship. Australian Apprenticeships encompass all traineeships, they cover all industry sectors in Australia and are used to achieve both'entry-level' and career'upskilling' objectives.
There were 475,000 Australian Apprentices in-training as at 31 March 2012, an increase of 2.4% from the previous year. Australian Government employer and employee incentives may be applicable, while State and Territory Governments may provide public funding support for the training element of the initiative. Australian Apprenticeships combine time at work with formal training and can be full-time, part-time or school-based. Australian Apprentice and Traineeship services are dedicated to promoting retention, therefore much effort is made to match applicants with the right apprenticeship or traineeship; this is done with the aid of aptitude tests and information on'how to retain an apprentice or apprenticeship'. Information and resources on potential apprenticeship and traineeship occupations are available in over sixty industries; the distinction between the terms apprentices and trainees lies around traditional trades and the time it takes to gain a qualification. The Australian government uses Australian Apprenticeships Centres to administer and facilitate Australian Apprenticeships so that funding can be disseminated to eligible businesses and apprentices and trainees and to support the whole process as it underpins the future skills of Australian industry.
Australia has a unusual safety net in place for businesses and Australian Apprentices with its Group Training scheme. This is where businesses that are not able to employ the Australian Apprentice for the full period until they qualify, are able to lease or hire the Australian Apprentice from a Group Training Organisation, it is a safety net, because the Group Training Organisation is the employer and provides continuity of employment and training for the Australian Apprentice. In addition to a safety net, Group Training Organisations have other benefits such as additional support for both the Host employer and the trainee/apprentice through an industry consultant who visits to make sure that the trainee/apprentice are fulfilling their work and training obligations with their Host employer. There is the additional benefit of the trainee/apprentice being employed by the GTO reducing the Payroll/Superannuation and other legislative requirements on the Host employer who pays as invoiced per agreement.
Apprenticeship training in Austria is organized in a dual education system: company-based training of apprentices is complemented by compulsory attendance of a part-time vocational school for apprentices. It lasts two to four years – the duration varies among the 250 recognized apprenticeship trades. About 40 percent of all Austrian teenagers enter apprenticeship training upon completion of compulsory education; this number has been stable since the 1950s. The five most popular trades are: Retail Salesperson, Car Mechanic, Cook. There are many smaller trades with small numbers of apprentices, like "EDV-Systemtechniker", completed by fewer than 100 people a year; the Apprenticeship Leave Certificate provides the apprentice with access to two different vocational careers. On the one hand, it is a prerequisite for the admission to the Master Craftsman Exam and for qualification tests, on the other hand it gives access to higher education via the TVE-Exam or the Higher Education Entrance Exam which are prerequisites for taking up studies at colleges, universities, "Fachhochschulen", post-secondary courses and post-secondary colleges.

It is a founding member of the OECD and Interpol. Austria signed the Schengen Agreement in 1995, adopted the euro currency in 1999; the German name for Austria, Österreich, derives from the Old High German Ostarrîchi, which meant "eastern realm" and which first appeared in the "Ostarrîchi document" of 996. This word is a translation of Medieval Latin Marchia orientalis into a local dialect. Another theory says that this name comes from the local name of the mountain whose original Slovenian name is "Ostravica" - because it is steep on both sides. Austria was a prefecture of Bavaria created in 976; the word "Austria" was first recorded in the 12th century. At the time, the Danube basin of Austria was the easternmost extent of Bavaria; the Central European land, now Austria was settled in pre-Roman times by various Celtic tribes. The Celtic kingdom of Noricum was claimed by the Roman Empire and made a province. Present-day Petronell-Carnuntum in eastern Austria was an important army camp turned capital city in what became known as the Upper Pannonia province.
Carnuntum was home for 50,000 people for nearly 400 years. After the fall of the Roman Empire, the area was invaded by Bavarians and Avars. Charlemagne, King of the Franks, conquered the area in AD 788, encouraged colonization, introduced Christianity; as part of Eastern Francia, the core areas that now encompass Austria were bequeathed to the house of Babenberg. The area was known as the marchia Orientalis and was given to Leopold of Babenberg in 976; the first record showing the name Austria is from 996, where it is written as Ostarrîchi, referring to the territory of the Babenberg March. In 1156, the Privilegium Minus elevated Austria to the status of a duchy. In 1192, the Babenbergs acquired the Duchy of Styria. With the death of Frederick II in 1246, the line of the Babenbergs was extinguished; as a result, Ottokar II of Bohemia assumed control of the duchies of Austria and Carinthia. His reign came to an end with his defeat at Dürnkrut at the hands of Rudolph I of Germany in 1278. Thereafter, until World War I, Austria's history was that of its ruling dynasty, the Habsburgs.
In the 14th and 15th centuries, the Habsburgs began to accumulate other provinces in the vicinity of the Duchy of Austria. In 1438, Duke Albert V of Austria was chosen as the successor to his father-in-law, Emperor Sigismund. Although Albert himself only reigned for a year, henceforth every emperor of the Holy Roman Empire was a Habsburg, with only one exception; the Habsburgs began to accumulate territory far from the hereditary lands. In 1477, Archduke Maximilian, only son of Emperor Frederick III, married the heiress Maria of Burgundy, thus acquiring most of the Netherlands for the family. In 1496, his son Philip the Fair married Joanna the Mad, the heiress of Castile and Aragon, thus acquiring Spain and its Italian and New World appendages for the Habsburgs. In 1526, following the Battle of Mohács, Bohemia and the part of Hungary not occupied by the Ottomans came under Austrian rule. Ottoman expansion into Hungary led to frequent conflicts between the two empires evident in the Long War of 1593 to 1606.
