Virtual International Authority File
The Virtual International Authority File is an international authority file. It is a joint project of several national libraries and operated by the Online Computer Library Center. Discussion about having a common international authority started in the late 1990s. After a series of failed attempts to come up with a unique common authority file, the new idea was to link existing national authorities; this would present all the benefits of a common file without requiring a large investment of time and expense in the process. The project was initiated by the US Library of Congress, the German National Library and the OCLC on August 6, 2003; the Bibliothèque nationale de France joined the project on October 5, 2007. The project transitioned to being a service of the OCLC on April 4, 2012; the aim is to link the national authority files to a single virtual authority file. In this file, identical records from the different data sets are linked together. A VIAF record receives a standard data number, contains the primary "see" and "see also" records from the original records, refers to the original authority records.
The data are available for research and data exchange and sharing. Reciprocal updating uses the Open Archives Initiative Protocol for Metadata Harvesting protocol; the file numbers are being added to Wikipedia biographical articles and are incorporated into Wikidata. VIAF's clustering algorithm is run every month; as more data are added from participating libraries, clusters of authority records may coalesce or split, leading to some fluctuation in the VIAF identifier of certain authority records. The public domain consists of all the creative works to which no exclusive intellectual property rights apply. Those rights may have been forfeited, expressly waived, or may be inapplicable; the works of William Shakespeare and Beethoven, most early silent films, are in the public domain either by virtue of their having been created before copyright existed, or by their copyright term having expired. Some works are not covered by copyright, are therefore in the public domain—among them the formulae of Newtonian physics, cooking recipes, all computer software created prior to 1974. Other works are dedicated by their authors to the public domain; the term public domain is not applied to situations where the creator of a work retains residual rights, in which case use of the work is referred to as "under license" or "with permission". As rights vary by country and jurisdiction, a work may be subject to rights in one country and be in the public domain in another; some rights depend on registrations on a country-by-country basis, the absence of registration in a particular country, if required, gives rise to public-domain status for a work in that country.
The term public domain may be interchangeably used with other imprecise or undefined terms such as the "public sphere" or "commons", including concepts such as the "commons of the mind", the "intellectual commons", the "information commons". Although the term "domain" did not come into use until the mid-18th century, the concept "can be traced back to the ancient Roman Law, as a preset system included in the property right system." The Romans had a large proprietary rights system where they defined "many things that cannot be owned" as res nullius, res communes, res publicae and res universitatis. The term res nullius was defined as things not yet appropriated; the term res communes was defined as "things that could be enjoyed by mankind, such as air and ocean." The term res publicae referred to things that were shared by all citizens, the term res universitatis meant things that were owned by the municipalities of Rome. When looking at it from a historical perspective, one could say the construction of the idea of "public domain" sprouted from the concepts of res communes, res publicae, res universitatis in early Roman law.
When the first early copyright law was first established in Britain with the Statute of Anne in 1710, public domain did not appear. However, similar concepts were developed by French jurists in the 18th century. Instead of "public domain", they used terms such as publici juris or propriété publique to describe works that were not covered by copyright law; the phrase "fall in the public domain" can be traced to mid-19th century France to describe the end of copyright term. The French poet Alfred de Vigny equated the expiration of copyright with a work falling "into the sink hole of public domain" and if the public domain receives any attention from intellectual property lawyers it is still treated as little more than that, left when intellectual property rights, such as copyright and trademarks, expire or are abandoned. In this historical context Paul Torremans describes copyright as a, "little coral reef of private right jutting up from the ocean of the public domain." Copyright law differs by country, the American legal scholar Pamela Samuelson has described the public domain as being "different sizes at different times in different countries".
Definitions of the boundaries of the public domain in relation to copyright, or intellectual property more regard the public domain as a negative space. According to James Boyle this definition underlines common usage of the term public domain and equates the public domain to public property and works in copyright to private property. However, the usage of the term public domain can be more granular, including for example uses of works in copyright permitted by copyright exceptions; such a definition regards work in copyright as private property subject to fair-use rights and limitation on ownership. A conceptual definition comes from Lange, who focused on what the public domain should be: "it should be a place of sanctuary for individual creative expression, a sanctuary conferring affirmative protection against the forces of private appropriation that threatened such expression". Patterson and Lindberg described the public domain not as a "territory", but rather as a concept: "here are certain materials – the air we breathe, rain, life, thoughts, ideas, numbers – not subject to private ownership.
The materials that compose our cultural heritage must be free for all living to use no less than matter necessary for biological survival." A public-domain book is a book with no copyright, a book, created without a license, or a book where its copyrights expired or have been forfeited. In most countries the term of protection of copyright lasts until January first, 70 years after the death of the latest living author; the longest copyright term is in Mexico, which has life plus 100 years for all deaths since July 1928. A notable exception is the United States, where every book and tale published prior to 1924 is in the public domain.
Royal Library of the Netherlands
The Royal Library of the Netherlands is based in The Hague and was founded in 1798. The mission of the Royal Library of the Netherlands, as presented on the library's web site, is to provide "access to the knowledge and culture of the past and the present by providing high-quality services for research and cultural experience"; the initiative to found a national library was proposed by representative Albert Jan Verbeek on August 17 1798. The collection would be based on the confiscated book collection of William V; the library was founded as the Nationale Bibliotheek on November 8 of the same year, after a committee of representatives had advised the creation of a national library on the same day. The National Library was only open to members of the Representative Body. King Louis Bonaparte gave the national library its name of the Royal Library in 1806. Napoleon Bonaparte transferred the Royal Library to The Hague as property, while allowing the Imperial Library in Paris to expropriate publications from the Royal Library.
In 1815 King William I of the Netherlands confirmed the name of'Royal Library' by royal resolution. It has been known as the National Library of the Netherlands since 1982, when it opened new quarters; the institution became independent of the state in 1996, although it is financed by the Department of Education and Science. In 2004, the National Library of the Netherlands contained 3,300,000 items, equivalent to 67 kilometers of bookshelves. Most items in the collection are books. There are pieces of "grey literature", where the author, publisher, or date may not be apparent but the document has cultural or intellectual significance; the collection contains the entire literature of the Netherlands, from medieval manuscripts to modern scientific publications. For a publication to be accepted, it must be from a registered Dutch publisher; the collection is accessible for members. Any person aged 16 years or older can become a member. One day passes are available. Requests for material take 30 minutes.

Christie's is a British auction house. It was founded in 1766 by James Christie, its main premises are on King Street, St James's, in London and in the Rockefeller Center in New York City. The company is owned by the holding company of François-Henri Pinault. Sales in 2015 totalled £4.8 billion. In 2017 the Salvator Mundi was sold for $450.3 million at Christie's, which at that time was the highest price paid for a single painting at an auction. The official company literature states that founder James Christie conducted the first sale in London, England, on 5 December 1766, the earliest auction catalogue the company retains is from December 1766. However, other sources note that James Christie rented auction rooms from 1762, newspaper advertisements for Christie's sales dating from 1759 have been traced. Christie's was a public company, listed on the London Stock Exchange, from 1973 to 1999. In 1974, Jo Floyd was appointed chairman of Christie's, he served as chairman of Christie's International plc from 1976 to 1988, until handing over to Lord Carrington, was a non-executive director until 1992.
Christie's International Inc. held its first sale in the United States in 1977. Christie's growth was steady since 1989, when it had 42 % of the auction market. In 1990, the company reversed a long-standing policy and guaranteed a minimum price for a collection of artworks in its May auctions. In 1996, sales exceeded those of Sotheby's for the first time since 1954. However, profits did not grow at the same pace. In 1993, Christie's paid $12.7 million for the London gallery Spink & Son, which specialised in Oriental art and British paintings. The company bought Leger Gallery for $3.3 million in 1996, merged it with Spink to become Spink-Leger. Spink-Leger closed in 2002. To make itself competitive with Sotheby's in the property market, Christie's bought Great Estates in 1995 the largest network of independent estate agents in North America, changing its name to Christie's Great Estates Inc. In December 1997, under the chairmanship of Lord Hindlip, Christie's put itself on the auction block, but after two months of negotiations with the consortium-led investment firm SBC Warburg Dillon Read it did not attract a bid high enough to accept.
In May 1998, François Pinault's holding company, Groupe Artémis S. A. first bought 29.1 percent of the company for $243.2 million, subsequently purchased the rest of it in a deal that valued the entire company at $1.2 billion. The company has since not been reporting profits, its policy, in line with UK accounting standards, is to convert non-UK results using an average exchange rate weighted daily by sales throughout the year. In 2002, Christie's France held its first auction in Paris. Like Sotheby's, Christie's became involved in high-profile private transactions. In 2006, Christie's offered a reported $21 million guarantee to the Donald Judd Foundation and displayed the artist's works for five weeks in an exhibition that won an AICA award for "Best Installation in an Alternative Space". In 2007 it brokered a $68 million deal that transferred Thomas Eakins's The Gross Clinic from the Jefferson Medical College at the Thomas Jefferson University in Philadelphia to joint ownership by the Philadelphia Museum of Art and the Pennsylvania Academy of the Fine Arts.
In the same year, the Haunch of Venison gallery became a subsidiary of the company. On 28 December 2008, The Sunday Times reported that Pinault's debts left him "considering" the sale of Christie's and that a number of "private equity groups" were thought to be interested in its acquisition. In January 2009, the company employed 2,100 people worldwide, though an unspecified number of staff and consultants were soon to be cut due to a worldwide downturn in the art market. With sales for premier Impressionist and contemporary artworks tallying only US$248.8 million in comparison to US$739 million just a year before, a second round of job cuts began after May 2009. Guy Bennett resigned just before to the beginning of the summer 2009 sales season. Although the economic downturn has encouraged some collectors to sell art, others are unwilling to sell in a market which may yield only bargain prices. On 1 January 2017, Guillaume Cerutti was appointed chief executive officer. Patricia Barbizet was appointed chief executive officer of Christie's in 2014, the first female CEO of the company.
She replaced Steven Murphy, hired in 2010 to develop their online presence and launch in new markets, such as China. In 2012, Impressionist works, which dominated the market during the 1980s boom, were replaced by contemporary art as Christie's top category. Asian art was the third most-lucrative area. With income from classic auctioneering falling, treaty sales made £413.4 million in the first half of 2012, an increase of 53% on the same period last year. The company has promoted curated events, centred on a theme rather than an art classification or time period; as part of a companywide review in 2017, Christie's announced the layoffs of 250 employees, or 12 percent of the total work force, based in Britain and Europe. Perth is a city in central Scotland, on the banks of the River Tay. It is the administrative centre of Perth and Kinross council area and the historic county town of Perthshire, it has a population of about 47,180. Perth has been known as The Fair City since the publication of the story Fair Maid of Perth by Scottish writer Sir Walter Scott in 1828. During the medieval period the city was called St John's Toun or Saint Johnstoun by its inhabitants in reference to the main church dedicated to St John the Baptist; this name is preserved by the city's football teams, St Johnstone F. C. There has been a settlement at Perth since prehistoric times, on a natural mound raised above the flood plain of the Tay, where the river could be crossed at low tide; the area surrounding the modern city is known to have been occupied since Mesolithic hunter-gatherers arrived more than 8,000 years ago. Nearby Neolithic standing stones and circles exist, dating from about 4000 BC, following the introduction of farming in the area.
The presence of Scone Abbey, home of the Stone of Scone where the King of Scots was crowned, enhanced the early importance of the city. Perth became known as a ` capital' of Scotland. Royal Burgh status was soon given to the city by King William the Lion in the early 12th century; the city became one of the richest burghs in the country, doing trade with France, the Low Countries and Baltic Countries for goods such as Spanish silk and French wine. The Scottish Reformation played a big role in the city with the sacking of the Houses of the Greyfriars and Blackfriars, after a sermon given by John Knox in St John's Kirk in 1559; the Act of Settlement brought about Jacobite uprisings. The city was occupied by Jacobite supporters on three occasions; the founding of Perth Academy in 1760 helped to bring major industries, such as linen, leather and whisky, to the city. Given its location, Perth was placed to become a key transport centre with the coming of the railways, its first station was built in 1848.
Today, Perth serves as a retail centre for the surrounding area. Following the decline of the whisky industry locally, the city's economy has now diversified to include insurance and banking. Due to its location, the city is referred to as the "Gateway to the Highlands". Perth in Australia and Perth in Canada are both named after Perth in Scotland. Perth is twinned with Aschaffenburg in the German state of Bavaria; the name Perth derives from a Pictish word for copse. During much of the medieval period it was known colloquially by its Scots-speaking inhabitants as "St John's Toun" or "Saint Johnstoun" because the church at the centre of the parish was dedicated to St John the Baptist. Perth was referred to as "St Johns ton" up until the mid-1600s with the name "Perthia" being reserved for the wider area. At this time, "Perthia" became. Perth's Pictish name, some archaeological evidence, indicate that there must have been a settlement here from earlier times at a point where a river crossing or crossings coincided with a raised natural mound on the west bank of the Tay, thus giving some protection for settlement from the frequent flooding.
Finds in and around Perth show that it was occupied by the Mesolithic hunter-gatherers who arrived in the area more than 8,000 years ago. Nearby Neolithic standing stones and circles followed the introduction of farming from about 4000 BC, a remarkably well preserved Bronze age log boat dated to around 1000 BC was found in the mudflats of the River Tay at Carpow to the east of Perth; the presence of Scone two miles northeast, the main royal centre of the Kingdom of Alba from at least the reign of Kenneth I mac Ailpín the site of the major Augustinian abbey of the same name founded by Alexander I, enhanced Perth's early importance. Perth was considered the effective'capital' of Scotland, due to the frequent residence of the royal court. Royal Burgh status was soon awarded to the city from King William the Lion in the early 12th century. During the 12th and 13th centuries, Perth was one of the richest trading burghs in the kingdom, residence of numerous craftsmen, organised into guilds. Perth carried out an extensive trade with France, The Low Countries and the Baltic Countries with luxury goods being brought back in return, such as Spanish silk and French pottery and wine.
The royal castle, was destroyed by a flood of the Tay in 1209, one of many that have afflicted Perth over the centuries. It was never rebuilt and Perth was protected at this time only by partial walls and an inventive water system consisting of a Mill lade from the River Almond which divided and flowed to the North on one side and the West and South on the other joining the Tay. King Edward I brought his armies to Perth in 1296 and with only a ditch for defence and little fortification, the city fell quickly. Stronger fortifications were implemented by the English, plans to wall the city took shape in 1304, they remained standing until Robert the Bruce's recapture of Perth in 1312. As part of a plan to make Perth a permanent English base within Scotland, Edward III forced six monasteries in Perthshire and Fife to pay for the construction of stone defensive walls and fortified gates around the city in 1336; these defences were the strongest of any city in Scotland in
Royal Academy of Arts
The Royal Academy of Arts is an art institution based in Burlington House on Piccadilly in London. It has a unique position as an independent funded institution led by eminent artists and architects, its purpose is to promote the creation and appreciation of the visual arts through exhibitions and debate. The Royal Academy of Arts was founded through a personal act of King George III on 10 December 1768 with a mission to promote the arts of design in Britain through education and exhibition; the motive in founding the Academy was twofold: to raise the professional status of the artist by establishing a sound system of training and expert judgement in the arts, to arrange the exhibition of contemporary works of art attaining an appropriate standard of excellence. Supporters wanted to foster a national school of art and to encourage appreciation and interest among the public based on recognised canons of good taste. Fashionable taste in 18th-century Britain was based on continental and traditional art forms, providing contemporary British artists little opportunity to sell their works.
From 1746 the Foundling Hospital, through the efforts of William Hogarth, provided an early venue for contemporary artists in Britain. The success of this venture led to the formation of the Society of Artists of Great Britain and the Free Society of Artists. Both these groups were exhibiting societies; the combined vision of education and exhibition to establish a national school of art set the Royal Academy apart from the other exhibiting societies. It provided the foundation upon which the Royal Academy came to dominate the art scene of the 18th and 19th centuries, supplanting the earlier art societies; the origin of the Royal Academy of Arts lies in an attempt in 1755 by members of the Society for the Encouragement of Arts and Commerce, principally the sculptor Henry Cheere, to found an autonomous academy of arts. Prior to this a number of artists were members of the Society for the Encouragement of Arts and Commerce, including Cheere and William Hogarth, or were involved in small-scale private art academies, such as the St Martin's Lane Academy.
Although Cheere's attempt failed, the eventual charter, called an'Instrument', used to establish the Royal Academy of Arts over a decade was identical to that drawn up by Cheere in 1755. It was Sir William Chambers, a prominent architect and head of the British government's architects' department, the Office of Works, who used his connections with George III to gain royal patronage and financial support for the Academy in 1768; the painter Joshua Reynolds was made its first president, Francis Milner Newton was elected the first secretary, a post he held for two decades until his resignation in 1788. The instrument of foundation, signed by George III on 10 December 1768, named 34 founder members and allowed for a total membership of 40; the founder members were Reynolds, John Baker, George Barret, Francesco Bartolozzi, Giovanni Battista Cipriani, Augustino Carlini, Charles Catton, Mason Chamberlin, William Chambers, Francis Cotes, George Dance, Nathaniel Dance, Thomas Gainsborough, John Gwynn, Francis Hayman, Nathaniel Hone the Elder, Angelica Kauffman, Jeremiah Meyer, George Michael Moser, Mary Moser, Francis Milner Newton, Edward Penny, John Inigo Richards, Paul Sandby, Thomas Sandby, Dominic Serres, Peter Toms, William Tyler, Samuel Wale, Benjamin West, Richard Wilson, Joseph Wilton, Richard Yeo, Francesco Zuccarelli.
William Hoare and Johann Zoffany were added to this list by the King and are known as nominated members. Among the founder members were two women, a father and daughter, two sets of brothers; the Royal Academy was housed in cramped quarters in Pall Mall, although in 1771 it was given temporary accommodation for its library and schools in Old Somerset House a royal palace. In 1780 it was installed in purpose-built apartments in the first completed wing of New Somerset House, designed by Chambers, located in the Strand and designed by Chambers, the Academy's first treasurer; the Academy moved in 1837 to Trafalgar Square, where it occupied the east wing of the completed National Gallery. These premises soon proved too small to house both institutions. In 1868, 100 years after the Academy's foundation, it moved to Burlington House, where it remains. Burlington House is owned by the British Government, used rent-free by the Royal Academy; the first Royal Academy exhibition of contemporary art, open to all artists, opened on 25 April 1769 and ran until 27 May 1769.
136 works of art were shown and this exhibition, now known as the Royal Academy Summer Exhibition, has been staged annually without interruption to the present day. In 1870 the Academy expanded its exhibition programme to include a temporary annual loan exhibition of Old Masters, following the cessation of a similar annual exhibition at the British Institution; the range and frequency of these loan exhibitions have grown enormously since that time, making the Royal Academy a leading art exhibition institution of international importance. Britain's first public lectures on art were staged by the Royal Academy, as another way to fulfil its mission. Led by Reynolds, the first president, a program included lectures by Dr. William Hunter, John Flaxman, James Barry, Sir John Soane, J. M. W. Turner; the last three were all graduates of the RA School, which for a long time was the only established art school in the Royal Academy. In 2018, the Academy's 250th anniversary, the results of a major refurbishment were unveiled.
