Francis Marion National Forest
The Francis Marion National Forest is located north of Charleston, South Carolina. It is named for revolutionary war hero Francis Marion, known to the British as the Swamp Fox, it lies within the Middle Atlantic coastal forests ecoregion. The park is entirely in the Subtropical coniferous forest This National Forest is contained in the counties of Charleston and Berkeley and is 258,864 acres in size; the forest contains the towns of Awendaw, Jamestown, McClellanville. Charleston provides emergency services to the southeastern portions of the forest. Forest headquarters are located in Columbia, together with those of Sumter National Forest. There are local ranger district offices located in Cordesville. In 1989, the forest was nearly destroyed by Hurricane Hugo. Today, most trees in the forest do not predate this hurricane; the forest is a multiple use area. Recreation opportunities include campsites, rifle ranges, boat ramps, several trails for hiking, horseback riding, mountain biking, including the Palmetto Trail, as well as off-road motorcycling and atv riding at the Wambaw Cycle Trailhead.
The Forest Service administers wilderness areas, experimental forests, timber production, protection and management of wildlife and the watershed. There are four designated wilderness areas lying within Francis Marion National Forest that are part of the National Wilderness Preservation System. A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. The cocoa bean or cocoa, called the cacao bean or cacao, is the dried and fermented seed of Theobroma cacao, from which cocoa solids and cocoa butter can be extracted. Cocoa beans are the basis of chocolate, Mesoamerican foods including tejate, a pre-Hispanic drink that includes maize; the word "cocoa" comes from the Spanish word cacao, derived from the Nahuatl word cacahuatl. The Nahuatl word, in turn derives from the reconstructed Proto Mije-Sokean word kakawa; the term cocoa means the drink, called hot cocoa or hot chocolate cocoa powder, the dry powder made by grinding cocoa seeds and removing the cocoa butter from the cocoa solids, which are dark and bitter a mixture of cocoa powder and cocoa butter – a primitive form of chocolate. The cacao tree is native to the Amazon Basin, it was domesticated by the Mocayas. More than 4,000 years ago, it was consumed by pre-Columbian cultures along the Yucatán, including the Mayans, as far back as Olmeca civilization in spiritual ceremonies, it grows in the foothills of the Andes in the Amazon and Orinoco basins of South America, in Colombia and Venezuela.
Wild cacao still grows there. Its range may have been larger in the past; as of November 2018, evidence suggests that cacao was first domesticated in equatorial South America, before being domesticated in Central America 1,500 years later. Artifacts found at Santa-Ana-La Florida, in Ecuador, indicate that the Mayo-Chinchipe people were cultivating cacao as long as 5,300 years ago. Chemical analysis of residue extracted from pottery excavated at an archaeological site at Puerto Escondido, in Honduras, indicates that cocoa products were first consumed there sometime between 1500 and 1400 BC. Evidence indicates that, long before the flavor of the cacao seed became popular, the sweet pulp of the chocolate fruit, used in making a fermented beverage, first drew attention to the plant in the Americas; the cocoa bean was a common currency throughout Mesoamerica before the Spanish conquest. Cacao trees grow in a limited geographical zone, of about 20 ° to the south of the Equator. Nearly 70% of the world crop today is grown in West Africa.
The cacao plant was first given its botanical name by Swedish natural scientist Carl Linnaeus in his original classification of the plant kingdom, where he called it Theobroma cacao. Cocoa was an important commodity in pre-Columbian Mesoamerica. A Spanish soldier, part of the conquest of Mexico by Hernán Cortés tells that when Moctezuma II, emperor of the Aztecs, dined, he took no other beverage than chocolate, served in a golden goblet. Flavored with vanilla or other spices, his chocolate was whipped into a froth that dissolved in the mouth. No fewer than 60 portions each day may have been consumed by Moctezuma II, 2,000 more by the nobles of his court. Chocolate was introduced to Europe by the Spaniards, became a popular beverage by the mid-17th century. Spaniards introduced the cacao tree into the West Indies and the Philippines, it was introduced into the rest of Asia and into West Africa by Europeans. In the Gold Coast, modern Ghana, cacao was introduced by Tetteh Quarshie; the three main varieties of cocoa plant are Forastero and Trinitario.
The first is the most used, comprising 80–90% of the world production of cocoa. Cocoa beans of the Criollo variety considered a delicacy. Criollo plantations have lower yields than those of Forastero, tend to be less resistant to several diseases that attack the cocoa plant, hence few countries still produce it. One of the largest producers of Criollo beans is Venezuela. Trinitario is a hybrid between Forastero varieties, it is considered to be of much higher quality than Forastero, has higher yields, is more resistant to disease than Criollo. A cocoa pod has a rough, leathery rind about 2 to 3 cm thick filled with sweet, mucilaginous pulp with a lemonade-like taste enclosing 30 to 50 large seeds that are soft and a pale lavender to dark brownish purple color. During harvest, the pods are opened, the seeds are kept, the empty pods are discarded and the pulp made into juice; the seeds are placed. Due to heat buildup in the fermentation process, cacao beans lose most of the purplish hue and become brown in color, with an adhered skin which includes the dried remains of the fruity pulp.
This skin is released by winnowing after roasting. White seeds are found in some rare varieties mixed with purples, are considered of higher value. Cocoa trees grow in rainy tropical areas within 20 ° of latitude from the Equator. Cocoa harvest is not restricted to one period per year and a harvest occurs over several months. In fact, in many countries, cocoa can be harvested at any time of the year. Pesticides are applied to the trees to combat capsid bugs, fungicides to fight black pod disease. Immature cocoa pods have a variety of colours, but most are green, red, or purple, as they mature, their colour tends towards yellow or orange in the creases. Unlike most fruiting trees, the cacao pod grows directly from the trunk or large branch of a tree rather than from the end of a branch, similar to jackfruit; this makes harvesting by hand easier. 2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Post Office beginning March 15, 2010; the number of forms mailed out or hand-delivered by the Census Bureau was 134 million on April 1, 2010. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate. The agency has begun to rely more on questioning neighbors or other reliable third parties when a person could not be reached at home, which reduced the cost of follow-up visits. Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.

A town is a human settlement. Towns are larger than villages but smaller than cities, though the criteria to distinguish them vary between different parts of the world; the word town shares an origin with the German word Zaun, the Dutch word tuin, the Old Norse tun. The German word Zaun comes closest to the original meaning of the word: a fence of any material. An early borrowing from Celtic *dunom. In English and Dutch, the meaning of the word took on the sense of the space which these fences enclosed. In England, a town was a small community that could not afford or was not allowed to build walls or other larger fortifications, built a palisade or stockade instead. In the Netherlands, this space was a garden, more those of the wealthy, which had a high fence or a wall around them. In Old Norse tun means a place between farmhouses, the word is still used in a similar meaning in modern Norwegian. In Old English and Early and Middle Scots, the words ton, etc. could refer to diverse kinds of settlements from agricultural estates and holdings picking up the Norse sense at one end of the scale, to fortified municipalities.
If there was any distinction between toun and burgh as claimed by some, it did not last in practice as burghs and touns developed. For example, "Edina Burgh" or "Edinburgh" was built around a fort and came to have a defensive wall. In some cases, "town" is an alternative name for "city" or "village". Sometimes, the word "town" is short for "township". In general, today towns can be differentiated from townships, villages, or hamlets on the basis of their economic character, in that most of a town's population will tend to derive their living from manufacturing industry and public services rather than primary industry such as agriculture or related activities. A place's population size is not a reliable determinant of urban character. In many areas of the world, e.g. in India at least until recent times, a large village might contain several times as many people as a small town. In the United Kingdom, there are historical cities; the modern phenomenon of extensive suburban growth, satellite urban development, migration of city dwellers to villages has further complicated the definition of towns, creating communities urban in their economic and cultural characteristics but lacking other characteristics of urban localities.
Some forms of non-rural settlement, such as temporary mining locations, may be non-rural, but have at best a questionable claim to be called a town. Towns exist as distinct governmental units, with defined borders and some or all of the appurtenances of local government. In the United States these are referred to as "incorporated towns". In other cases the town lacks its own governance and is said to be "unincorporated". Note that the existence of an unincorporated town may be set out by other means, e.g. zoning districts. In the case of some planned communities, the town exists in the form of covenants on the properties within the town; the United States Census identifies many census-designated places by the names of unincorporated towns which lie within them. The distinction between a town and a city depends on the approach: a city may be an administrative entity, granted that designation by law, but in informal usage, the term is used to denote an urban locality of a particular size or importance: whereas a medieval city may have possessed as few as 10,000 inhabitants, today some consider an urban place of fewer than 100,000 as a town though there are many designated cities that are much smaller than that.
Australian geographer Thomas Griffith Taylor proposed a classification of towns based on their age and pattern of land use. Speed limit enforcement
Speed limit enforcement is the effort made by appropriately empowered authorities to improve driver compliance with speed limits. Methods used include roadside speed traps set up and operated by the police and automated roadside'speed camera' systems, which may incorporate the use of an automatic number plate recognition system. Traditionally, police officers used stopwatches to measure the time taken for a vehicle to cover a known distance. More radar guns and automated in-vehicle systems have come into use. A worldwide review of studies found that speed cameras led to a reduction of "11% to 44% for fatal and serious injury crashes"; the UK Department for Transport estimated that cameras had led to a 22% reduction in personal injury collisions and 42% fewer people being killed or injured at camera sites. The British Medical Journal reported that speed cameras were effective at reducing accidents and injuries in their vicinity and recommended wider deployment. An LSE study in 2017 found that "adding another 1,000 cameras to British roads could save up to 190 lives annually, reduce up to 1,130 collisions and mitigate 330 serious injuries."The perception that speed limits in a given location are being set and enforced to collect revenue rather than improve traffic safety has led to controversy.
Traffic calming was built into the 1865 Locomotive Act in the UK, which set a speed limit of 2 miles per hour in towns and 4 miles per hour out of town, by requiring a man with a red flag to walk 60 yards ahead of qualifying powered vehicles. The distance ahead of the pedestrian crew member was reduced to 20 yards in 1878 and the vehicles were required to stop on the sight of a horse; the speed limit was redundant as vehicle speeds could not exceed the speed at which a person could walk. By 1895 some drivers of early lightweight steam-powered autocars assumed that these would be classed as a horseless carriage and would therefore be exempt from the need for a preceding pedestrian. A test case was brought by motoring pioneer John Henry Knight, subsequently convicted with using a locomotive without a licence; the Locomotives on Highways Act 1896 lifted some of the restrictions introduced by the 1865 Act, notably raising the speed limit for "light locomotives" under 3 tonnes to 14 miles per hour.
The speed limit was lifted again by the Motor Car Act 1903 to 20 miles per hour. A Royal Commission on motorcars in the UK reported in 1907 and raised concerns about the manner in which speed traps were being used to raise revenue in rural areas rather than being used to protect lives in towns. In parliamentary debates at the time it was observed that "Policemen are not stationed in the villages where there are people about who might be in danger, but are hidden in hedges or ditches by the side of the most open roads in the country" and were "manifestly absurd as a protection to the public, they are used in many counties as a means of extracting money from the passing traveller in a way which reminds one of the highwaymen of the Middle Ages". In 1905 The Automobile Association was formed to help motorists avoid police speed traps. Chief Justice, Lord Alverston brought a test court case in 1910 against an Automobile Association patrolman and a speeding motorist—the judge ruled that where a patrolman signals to a speeding driver to slow down and thereby avoid a speed trap, that person would have committed the offence of "obstructing an officer in the course of his duty" under the Prevention of Crimes Amendment Act 1885.
Subsequently, the organisation developed a coded warning system, used until the 1960s whereby a patrolman would always salute the driver of a passing car that displayed a visible AA badge unless there was a speed trap nearby, on the understanding that their officers could not be prosecuted for failing to salute. Gatsometer BV, founded in 1958 by rally driver Maurice Gatsonides, produced the'Gatsometer', described as "a revolutionary speed-measuring device". Developed for improving his race times, it was marketed as police speed enforcement tool. Gatsometer claim to have developed the first radar for use with road traffic in 1971, but this claim is undermined by evidence that radar detectors were for sale in 1967. Gatsometer BV produced the world's first mobile speed traffic camera in 1982. VASCAR was in use in North Carolina, New York and Indiana by February 1968. Speed limits were enforced by manually timing or "clocking" vehicles travelling through "speed traps" defined between two fixed landmarks along a roadway that were a known distance apart.
Setting up a speed trap that could provide satisfactory evidence was time consuming and error prone, as it relied on its human operators. VASCAR is a device that semi-automates the timing and average speed calculation of the original manually operated "speed trap". An observer on the ground, in a vehicle or in the air presses a button as a vehicle passes two landmarks that are a known distance apart several hundred metres. Automatic number plate recognition systems that use a form of optical character recognition read the vehicle's licence or registration plate. A computer system reads vehicle registration plates at two or more fixed points along a road hundreds of meters or kilometers apart uses the known distance between them to calculate a vehicle's average speed.
