Nav Canada is a run, not-for-profit corporation that owns and operates Canada's civil air navigation system. It was established in accordance with the Civil Air Navigation Services Commercialization Act; the company employs 1,900 air traffic controllers, 650 flight service specialists and 700 technologists. It has been responsible for the safe and expeditious flow of air traffic in Canadian airspace since November 1, 1996 when the government transferred the ANS from Transport Canada to Nav Canada; as part of the transfer, or privatization, Nav Canada paid the government CA$1.5 billion. Nav Canada manages 12 million aircraft movements a year for 40,000 customers in over 18 million square kilometres, making it the world’s second-largest air navigation service provider by traffic volume. Nav Canada, which operates independently of any government funding, is headquartered in Ottawa, Ontario, it is only allowed to be funded by service charges to aircraft operators. The company is governed by a 15-member board of directors representing the four stakeholder groups that founded Nav Canada. The four stakeholders elect 10 members as follows: These 10 directors elect four independent directors, with no ties to the stakeholder groups; those 14 directors appoint the president and chief executive officer who becomes the 15th board member. This structure ensures that the interests of individual stakeholders do not predominate and no member group could exert undue influence over the remainder of the board. To further ensure that the interests of Nav Canada are served, these board members cannot be active employees or members of airlines, unions, or government; the company was formed on November 1, 1996 when the government sold the country's air navigation services from Transport Canada to the new not-for-profit private entity for CAD$1.5 billion. The company was formed in response to a number of issues with Transport Canada's operation of air traffic control and air navigation facilities.
While TC's safety record and operational staff were rated its infrastructure was old and in need of serious updating at a time of government restraint. This resulted in system delays for airlines and costs that were exceeding the airline ticket tax, a directed tax, supposed to fund the system; the climate of government wage freezes resulted in staff shortages of air traffic controllers that were hard to address within a government department. Having TC as the service provider, the regulator and inspector was a conflict of interest. Pressure from the airlines on the government mounted for a solution to the problem, hurting the air industry's bottom line. A number of solutions were considered, including forming a crown corporation, but rejected in favour of outright privatization, the new company being formed as a non-share-capital not-for-profit, run by a board of directors who were appointed and now elected; the company's revenue is predominately from service fees charged to aircraft operators which amount to about CAD$1.2B annually.
Nav Canada raises revenues from developing and selling technology and related services to other air navigation service providers around the world. It has some smaller sources of income, such as conducting maintenance work for other ANS providers and rentals from the Nav Centre in Cornwall, Ontario. To address the old infrastructure it purchased from the Canadian government the company has carried out projects such as implementing a wide area multilateration system, replacing 95 Instrument Landing System installations with new equipment, new control towers in Toronto and Calgary, modernizing the Vancouver Area Control Centre and building a new logistics centre Nav Canada felt the impact of the late-2000s recession in two ways: losses in its investments in third party sponsored asset-backed commercial paper and falling revenues due to reduced air traffic levels. Canada Flight Supplement
The Canada Flight Supplement is a joint civil/military publication and is a supplement of the Aeronautical Information Publication. It is the nation's official airport directory, it contains information on all registered Canadian and certain Atlantic aerodromes and certified airports. The CFS is published, separately in English and French, as a paper book by Nav Canada and is issued once every 56 days on the ICAO AIRAC schedule; the CFS was published by Natural Resources Canada on behalf of Transport Canada and the Department of National Defence until 15 March 2007 edition, at which time Nav Canada took over production. The CFS presents runway data and departure procedures, air traffic control and other radio frequencies and services such as fuel, hangarage that are available at each listed aerodrome; as well, the CFS contains useful reference pages, including interception instructions for civil aircraft, chart updating data and search and rescue information. Most pilots flying in Canada carry a copy of the CFS in case a weather or mechanical diversion to another airport becomes necessary.
The Canada Flight Supplement is made up of seven sections: Special Notices — list of new or amended procedures. General Section — glossary, airport code listing, list of abandoned aerodromes, other introductory information. Aerodrome/Facility Directory — list all aerodromes alphabetically by the community in which they are located. A sketch of the airport is included showing runway layout, locations of buildings and tower. Included in the sketch is an obstacle clearance circle. Planning — general flight planning information, including flight plans and position reports, lists of significant new towers and other obstructions, chart updating, preferred IFR routes, similar information. Radio Navigation and Communications — listing of radio navigation aids and communication outlets, together with all known commercial AM broadcasters and their locations and frequencies. Military Flight Data and Procedures — military flight and reporting procedures for Canada and the U. S. Emergency — emergency procedures and guidelines for hijacks, fuel dumping and rescue, etc.
Carrying "current aeronautical charts and publications covering the route of the proposed flight and any probable diversionary route" is a requirement under CAR 602.60 for night VFR, VFR Over-The-Top and instrument flight rules flights. This Canadian Aviation Regulation does not require carriage of a copy of the CFS, but, one way to satisfy the regulation; because information in the CFS may be out of date with regard to such issues as runway closures and fuel availability, pilots should check NOTAMs before each flight. NOTAM information in Canada can be obtained from the Nav Canada Aviation Weather Website or by contacting the appropriate regional Nav Canada Flight Information Centre. While Nav Canada's CFS has the monopoly on paper-version airport directories in Canada, there are several competing internet publications, including the Canadian Owners and Pilots Association's Places to Fly user-editable airport directory. Quebec is one of the thirteen provinces and territories of Canada. It is bordered to the west by the province of Ontario and the bodies of water James Bay and Hudson Bay. S. states of Maine, New Hampshire and New York. It shares maritime borders with Nunavut, Prince Edward Island, Nova Scotia. Quebec is Canada's largest province by its second-largest administrative division, it is and politically considered to be part of Central Canada. Quebec is the second-most populous province of Canada, after Ontario, it is the only one to have a predominantly French-speaking population, with French as the sole provincial official language. Most inhabitants live in urban areas near the Saint Lawrence River between Montreal and Quebec City, the capital. Half of Quebec residents live in the Greater Montreal Area, including the Island of Montreal. English-speaking communities and English-language institutions are concentrated in the west of the island of Montreal but are significantly present in the Outaouais, Eastern Townships, Gaspé regions.
The Nord-du-Québec region, occupying the northern half of the province, is sparsely populated and inhabited by Aboriginal peoples. The climate around the major cities is four-seasons continental with cold and snowy winters combined with warm to hot humid summers, but farther north long winter seasons dominate and as a result the northern areas of the province are marked by tundra conditions. In central Quebec, at comparatively southerly latitudes, winters are severe in inland areas. Quebec independence debates have played a large role in the politics of the province. Parti Québécois governments held referendums on sovereignty in 1980 and 1995. Although neither passed, the 1995 referendum saw the highest voter turnout in Quebec history, at over 93%, only failed by less than 1%. In 2006, the House of Commons of Canada passed a symbolic motion recognizing the "Québécois as a nation within a united Canada". While the province's substantial natural resources have long been the mainstay of its economy, sectors of the knowledge economy such as aerospace and communication technologies and the pharmaceutical industry play leading roles.
These many industries have all contributed to helping Quebec become an economically influential province within Canada, second only to Ontario in economic output. The name "Québec", which comes from the Algonquin word kébec meaning "where the river narrows" referred to the area around Quebec City where the Saint Lawrence River narrows to a cliff-lined gap. Early variations in the spelling of the name included Kébec. French explorer Samuel de Champlain chose the name Québec in 1608 for the colonial outpost he would use as the administrative seat for the French colony of New France; the province is sometimes referred to as "La belle province". The Province of Quebec was founded in the Royal Proclamation of 1763 after the Treaty of Paris formally transferred the French colony of Canada to Britain after the Seven Years' War; the proclamation restricted the province to an area along the banks of the Saint Lawrence River. The Quebec Act of 1774 expanded the territory of the province to include the Great Lakes and the Ohio River Valley and south of Rupert's Land, more or less restoring the borders existing under French rule before the Conquest of 1760.
The Treaty of Paris ceded territories south of the Great Lakes to the United States. After the Constitutional Act of 1791, the territory was divided between Lower Canada and Upper Canada, with each being granted an elected legislative assembly. In 1840, these become Canada East and Canada West after the British Parliament unified Upper and Lower Canada into the Province of Canada; this territory was redivided into the Provinces of Quebec and Ontario at Confederation in 1867. Each became one of the first four provinces. In 1870, Canada purchased Rupert's Land from the Hudson's Bay Company and over the next few decades the Parliament of Canada transferred to Quebec portions of this territory that would more than triple the size of the province. In 1898, the Canadian Parliament passed the first Quebec Boundary Extension Act that expanded the provincial boundaries northward to include the lands of the local aboriginal peoples; this was followed by the addition of the District of Ungava through the Quebec Boundaries Extension Act of 1912 that added the northernmost lands of the Inuit to create the modern Province of Quebec.
In 1927, the border between Quebec and Newfoundland and Labrador was established by the British Judicial Committee of the Privy Council. Quebec disputes this boundary. It is one of the world's most ethnically diverse and multicultural nations, the product of large-scale immigration from many other countries. Canada's long and complex relationship with the United States has had a significant impact on its economy and culture. A developed country, Canada has the sixteenth-highest nominal per capita income globally as well as the twelfth-highest ranking in the Human Development Index, its advanced economy is the tenth-largest in the world, relying chiefly upon its abundant natural resources and well-developed international trade networks. In 1535, indigenous inhabitants of the present-day Quebec City region used the word to direct French explorer Jacques Cartier to the village of Stadacona. Cartier used the word Canada to refer not only to that particular village but to the entire area subject to Donnacona. From the 16th to the early 18th century "Canada" referred to the part of New France that lay along the Saint Lawrence River. In 1791, the area became two British colonies called Upper Canada and Lower Canada collectively named the Canadas. Upon Confederation in 1867, Canada was adopted as the legal name for the new country at the London Conference, the word Dominion was conferred as the country's title. By the 1950s, the term Dominion of Canada was no longer used by the United Kingdom, which considered Canada a "Realm of the Commonwealth"; the government of Louis St. Laurent ended the practice of using'Dominion' in the Statutes of Canada in 1951. In 1982, the passage of the Canada Act, bringing the Constitution of Canada under Canadian control, referred only to Canada, that year the name of the national holiday was changed from Dominion Day to Canada Day.
The term Dominion was used to distinguish the federal government from the provinces, though after the Second World War the term federal had replaced dominion. Indigenous peoples in present-day Canada include the First Nations, Métis, the last being a mixed-blood people who originated in the mid-17th century when First Nations and Inuit people married European settlers; the term "Aboriginal" as a collective noun is a specific term of art used in some legal documents, including the Constitution Act 1982. The first inhabitants of North America are hypothesized to have migrated from Siberia by way of the Bering land bridge and arrived at least 14,000 years ago; the Paleo-Indian archeological sites at Old Crow Flats and Bluefish Caves are two of the oldest sites of human habitation in Canada. The characteristics of Canadian indigenous societies included permanent settlements, complex societal hierarchies, trading networks; some of these cultures had collapsed by the time European explorers arrived in the late 15th and early 16th centuries and have only been discovered through archeological investigations.

La Grande Rivière Airport
La Grande Rivière Airport is an airfield location about 30 km south southwest of Radisson, Canada. It is used to shuttle Hydro-Québec personnel between Radisson and the larger cities in Quebec, but it is served by regular scheduled flights of Air Inuit. Air Creebec served the airport until March 2012. During the mid and late 1970s, Nordair operated scheduled passenger flights nonstop to Montreal Dorval Airport with Boeing 737-200 jetliners on a weekly basis. Hydroelectricity is electricity produced from hydropower. In 2015, hydropower generated 16.6% of the world's total electricity and 70% of all renewable electricity, was expected to increase about 3.1% each year for the next 25 years. Hydropower is produced in 150 countries, with the Asia-Pacific region generating 33 percent of global hydropower in 2013. China is the largest hydroelectricity producer, with 920 TWh of production in 2013, representing 16.9 percent of domestic electricity use. The cost of hydroelectricity is low, making it a competitive source of renewable electricity; the hydro station consumes no water, unlike gas plants. The average cost of electricity from a hydro station larger than 10 megawatts is 3 to 5 U. S. cents per kilowatt hour. With a dam and reservoir it is a flexible source of electricity since the amount produced by the station can be varied up or down rapidly to adapt to changing energy demands. Once a hydroelectric complex is constructed, the project produces no direct waste, in many cases, has a lower output level of greenhouse gases than fossil fuel powered energy plants.
Hydropower has been used since ancient times to perform other tasks. In the mid-1770s, French engineer Bernard Forest de Bélidor published Architecture Hydraulique which described vertical- and horizontal-axis hydraulic machines. By the late 19th century, the electrical generator was developed and could now be coupled with hydraulics; the growing demand for the Industrial Revolution would drive development as well. In 1878 the world's first hydroelectric power scheme was developed at Cragside in Northumberland, England by William Armstrong, it was used to power a single arc lamp in his art gallery. The old Schoelkopf Power Station No. 1 near Niagara Falls in the U. S. side began to produce electricity in 1881. The first Edison hydroelectric power station, the Vulcan Street Plant, began operating September 30, 1882, in Appleton, with an output of about 12.5 kilowatts. By 1886 there were 45 hydroelectric power stations in the U. S. and Canada. By 1889 there were 200 in the U. S. alone. At the beginning of the 20th century, many small hydroelectric power stations were being constructed by commercial companies in mountains near metropolitan areas.
Grenoble, France held the International Exhibition of Hydropower and Tourism with over one million visitors. By 1920 as 40% of the power produced in the United States was hydroelectric, the Federal Power Act was enacted into law; the Act created the Federal Power Commission to regulate hydroelectric power stations on federal land and water. As the power stations became larger, their associated dams developed additional purposes to include flood control and navigation. Federal funding became necessary for large-scale development and federally owned corporations, such as the Tennessee Valley Authority and the Bonneville Power Administration were created. Additionally, the Bureau of Reclamation which had begun a series of western U. S. irrigation projects in the early 20th century was now constructing large hydroelectric projects such as the 1928 Hoover Dam. The U. S. Army Corps of Engineers was involved in hydroelectric development, completing the Bonneville Dam in 1937 and being recognized by the Flood Control Act of 1936 as the premier federal flood control agency.
Hydroelectric power stations continued to become larger throughout the 20th century. Hydropower was referred to as white coal for its plenty. Hoover Dam's initial 1,345 MW power station was the world's largest hydroelectric power station in 1936; the Itaipu Dam opened in 1984 in South America as the largest, producing 14,000 MW but was surpassed in 2008 by the Three Gorges Dam in China at 22,500 MW. Hydroelectricity would supply some countries, including Norway, Democratic Republic of the Congo and Brazil, with over 85% of their electricity; the United States has over 2,000 hydroelectric power stations that supply 6.4% of its total electrical production output, 49% of its renewable electricity. The technical potential for hydropower development around the world is much greater than the actual production: the percent of potential hydropower capacity that has not been developed is 71% in Europe, 75% in North America, 79% in South America, 95% in Africa, 95% in the Middle East, 82% in Asia-Pacific.
The political realities of new reservoirs in western countries, economic limitations in the third world and the lack of a transmission system in undeveloped areas result in the possibility of developing 25% of the remaining technically exploitable potential before 2050, with the bulk of that being in the Asia-Pacific area. Some countries have developed their hydropower potential and have little room for growth: Switzerland produces 88% of its potential and Mexico 80%. Most hydroelectric power comes from the potential energy of dammed water driving a water turbine and generator; the power extracted from the water depends on the volume and on the difference in height between the source and the water's outflow. This height difference is called the head. A large pipe delivers water from the reservoir to the turbine; this method produces electricity to supply high peak demands by moving water between reservoirs at different elevations. At times of low electrical demand, the excess generation capacity is used to pump water into the higher reservoir.

Hydro-Québec is a public utility that manages the generation and distribution of electricity in Quebec. It was formed by the Government of Quebec in 1944 from the expropriation of private firms; this was followed by massive investment in hydro-electric projects like Churchill Falls and the James Bay Project. Today, with 63 hydroelectric power stations, the combined output capacity is 36,912 megawatts. Extra power is exported from the province and Hydro-Québec supplies 10 per cent of New England's power requirements. Hydro-Québec is a state-owned enterprise based in Montreal. In 2015, it paid CAD$2.36 billion in dividends to its sole shareholder, the Government of Québec. Its residential power rates are among the lowest in North America. More than 40 percent of Canada’s water resources are in Québec and Hydro-Québec is the fourth largest hydropower producer in the world; the company logo, a stylized "Q" fashioned out of a circle and a lightning bolt, was designed by Montreal-based design agency Gagnon/Valkus in 1960.
In Quebec, advocates for the creation of a public hydroelectric utility protested against high costs, poor rural electrification, the lack of French speakers in management positions in hydroelectricity companies. In 1944, Montreal Light, Heat & Power company was nationalised, along with its subsidiary, Beauharnois Power, Hydro-Québec was created to manage the companies. Quebec Premier Adélard Godbout adopted a policy of investing 10 million dollars per year in rural electrification. However, in 1944 the government changed, the new premier Maurice Duplessis was opposed to any form of government intervention in the economy. Local cooperatives were created to bring power to rural areas. Duplessis remained in power until 1960, during that time there were no further nationalisations of companies, Hydro-Québec served the Montreal area. Major projects included: Bersimis-1 generating station completed in 1956, 1,125 MW Bersimis-2 generating station completed in 1959, 845 MW Beauharnois Hydroelectric Generating Station completed in 1961, 1,903 MW.
Carillon Generating Station built 1959-1964, 752 MWBetween 1944 and 1962, Hydro-Québec's installed capacity increased from 616 to 3,661 MW while lowering residential power rates by half in the Montreal area. Duplessis's conservative reign, now known as the Grande Noirceur, ended when he died in office in 1959; the subsequent election of the Quebec Liberal Party, led by Jean Lesage, marked the beginning of the Quiet Revolution, a period of reform and modernization. The new government gave Hydro-Québec an exclusive mandate to develop new sites. In 1963 the government authorized it to acquire private electricity distributors, including the Gatineau Power Company and the Shawinigan Water & Power Company Hydro-Québec achieved province-wide scope. All of the 46 rural coops accepted Hydro-Québec’s 1963 buyout offer, except Saint-Jean-Baptiste-de-Rouville which still exists. Major projects during this period included: Manicougan-Outardes Project, a 7-dam hydroelectric complex including the Jean-Lesage generating station, René-Lévesque generating station, the Daniel-Johnson Dam named Manic-2, Manic-3, Manic-5 respectively.
Because these stations were 700 kilometres away from the urban centres in southern Quebec, through transmission line voltage was stepped up to 735 kV for the first time anywhere, led by engineer Jean-Jacques Archambault. Churchill Falls Generating Station, 5,428 MW; the station is in Labrador and the government of Quebec negotiated a contract where Hydro-Québec buys power from the project at 1969 prices until the year 2041. That contract has been a source of conflict between the two provinces. Phase I of the James Bay Project. Hydro-Québec worked with Atomic Energy of Canada Limited to build the CANDU reactor equipped Gentilly Nuclear Generating Station, which closed in 2012; because of the economic climate, demand for electricity dropped in the early 1980s, which led to structural changes at Hydro-Québec. It became a joint stock company whose sole shareholder is Government of Québec, to which it pays an annual dividend, it was given the mandate to export power and to work in any energy-related field.
In 1986 the Quebec – New England Transmission began bringing power from the James Bay Project 1,100 kilometers south to the Boston area. Phase II of the James Bay Project took nine years to complete. Construction of the Denis-Perron Dam began in 1994. Like its counterparts in the North American utility industry, Hydro-Québec was reorganized in the late 1990s to comply with electricity deregulation in the United States; the transmission division, TransÉnergie, was the first to be spun off in 1997, in response to the U. Federal Energy Regulatory Commission granted Hydro-Québec a licence to sell wholesale electricity at market prices, enabling Hydro-Québec to expand its market. Hydro-Québec acquired a substantial share of Noverco, controller of natural gas distributor Gaz Métro, to participate in that market in northeastern North America. In 2002 the Agreement Respecting a New Relationship Between the Cree Nation and the Government of Quebec between the Grand Council of the Crees and the Quebec government made possible the development of the Eastmain Reservoir.
The Eastmain-1-A and Sarcelle powerhouses and Rupert River diversion project were completed at a cost of $5,000 million CAD. This will provide water power to the turbines at Eastmain-1, Eastmain-1-A and Sarcelle powerhouses and will provide increased flow at the existing La Grande-1 generating station as well as Robert-Bourassa and the La Grande-2-A generator stations.
