Maudie Hopkins was an American woman believed to be the last publicly known and identified surviving widow of a Civil War veteran. Born as Maudie Cecilia Acklin in Baxter County, she married William M. Cantrell on February 2, 1934, when she was 19. Cantrell had enlisted in the Confederate States Army at age 16 in Pikeville and served in General Samuel G. French's Battalion of Virginia Infantry, he was captured in 1863, was part of a prisoner exchange. He had a previous wife, who had died in 1929. Cantrell supported her with a pension of US$25 every two or three months, she inherited his home in 1937, she received no further pension benefits after his death. She remarried in 1937, twice thereafter, had three children, it was not uncommon for young women in Arkansas to marry Confederate pensioners. The law was changed in 1939 to state that widows born after 1870 were not eligible for pensions. Hopkins kept her first marriage a secret, fearing that the resulting gossip would damage her reputation. After researching records from Arkansas and United States Census Bureau data, Hopkins was certified by various historical organizations, most notably the United Daughters of the Confederacy.
A spokeswoman for the UDC, Martha Boltz, has said that there may be two other widows, one in Tennessee and another in North Carolina, but if they are still alive, they choose to remain in anonymity. Maudie Hopkins died on August 17, 2008, in a nursing home in Lexa, aged 93. Alberta Martin, one of the last known Confederate war widows and the last widow whose marriage to a Confederate soldier produced offspring, she died May 31, 2004. A city is a large human settlement. Cities have extensive systems for housing, sanitation, land use, communication, their density facilitates interaction between people, government organizations and businesses, sometimes benefiting different parties in the process. City-dwellers have been a small proportion of humanity overall, but following two centuries of unprecedented and rapid urbanization half of the world population now lives in cities, which has had profound consequences for global sustainability. Present-day cities form the core of larger metropolitan areas and urban areas—creating numerous commuters traveling towards city centers for employment and edification. However, in a world of intensifying globalization, all cities are in different degree connected globally beyond these regions; the most populated city proper is Chongqing while the most populous metropolitan areas are the Greater Tokyo Area, the Shanghai area, Jabodetabek. A city is distinguished from other human settlements by its great size, but by its functions and its special symbolic status, which may be conferred by a central authority. The term can refer either to the physical streets and buildings of the city or to the collection of people who dwell there, can be used in a general sense to mean urban rather than rural territory. A variety of definitions, invoking population, population density, number of dwellings, economic function, infrastructure, are used in national censuses to classify populations as urban. Common population definitions for a city range between 1,500 and 50,000 people, with most U. S. states using a minimum between 5,000 inhabitants. However, some jurisdictions set no such minimums. In the United Kingdom, city status is awarded by the government and remains permanently, resulting in some small cities, such as Wells and St Davids. According to the "functional definition" a city is not distinguished by size alone, but by the role it plays within a larger political context.
Cities serve as administrative, commercial and cultural hubs for their larger surrounding areas. Examples of settlements called city which may not meet any of the traditional criteria to be named such include Broad Top City and City Dulas, Anglesey, a hamlet; the presence of a literate elite is sometimes included in the definition. Town siting has varied through history according to natural, technological and military contexts. Access to water has long been a major factor in city placement and growth, despite exceptions enabled by the advent of rail transport in the nineteenth century, through the present most of the world's urban population lives near the coast or on a river. Urban areas as a rule cannot produce their own food and therefore must develop some relationship with a hinterland which sustains them. Only in special cases such as mining towns which play a vital role in long-distance trade, are cities disconnected from the countryside which feeds them. Thus, centrality within a productive region influences siting, as economic forces would in theory favor the creation of market places in optimal mutually reachable locations; the vast majority of cities have a central area containing buildings with special economic and religious significance. Today cities have downtown, sometimes coincident with a central business district. Cities have public spaces where anyone can go; these include owned spaces open to the public as well as forms of public land such as public domain and the commons. Western philosophy since the time of the Greek agora has considered physical public space as the substrate of the symbolic public sphere. Public art adorns public spaces. Its name is of Siouan derivation from the language of the Osage denoting their related kin, the Quapaw Indians; the state's diverse geography ranges from the mountainous regions of the Ozark and the Ouachita Mountains, which make up the U. S. Interior Highlands, to the densely forested land in the south known as the Arkansas Timberlands, to the eastern lowlands along the Mississippi River and the Arkansas Delta. The Territory of Arkansas was admitted to the Union as the 25th state on June 15, 1836. In 1861, Arkansas withdrew from the United States and joined the Confederate States of America during the Civil War. On returning to the Union in 1868, the state continued to suffer due to its earlier reliance on slavery and the plantation economy, causing the state to fall behind economically and socially. White rural interests continued to dominate the state's politics until the civil rights movement. Arkansas began to diversify its economy following World War II and relies on its service industry, poultry, tourism and rice; the culture of Arkansas is observable in museums, novels, television shows and athletic venues across the state. People such as politician and educational advocate William Fulbright; the name Arkansas was applied to the Arkansas River and derives from a French term, the plural term for Quapaws, a Dhegiha Siouan-speaking Native American people who settled in Arkansas around the 13th century.
This comes from an Algonquian term, /akansa/, for the Quapaws, is also the root term for Kansas. The name has been spelled in a variety of fashions. In 1881, the pronunciation of Arkansas with the final "s" being silent was made official by an act of the state legislature after a dispute arose between Arkansas's two U. S. senators as one favored the pronunciation as AR-kən-saw while the other favored ar-KAN-zəs. In 2007, the state legislature passed a non-binding resolution declaring that the possessive form of the state's name is Arkansas's, followed by the state government. Arkansas borders Louisiana to the south, Texas to the southwest, Oklahoma to the west, Missouri to the north, Tennessee and Mississippi to the east; the United States Census Bureau classifies Arkansas as a southern state, sub-categorized among the West South Central States. Arkansas can be split into two halves, the highlands in the northwest half and the lowlands of the southeastern half. This dual split can yield to general regions named northwest, northeast, southeast, or central Arkansas; these directionally named regions are broad and not defined along county lines. Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. A ZIP Code is a postal code used by the United States Postal Service in a system it introduced in 1963. The term ZIP is an acronym for Zone Improvement Plan; the basic format consists of five digits. An extended ZIP+4 code was introduced in 1983 which includes the five digits of the ZIP Code, followed by a hyphen and four additional digits that reference a more specific location; the term ZIP Code was registered as a servicemark by the U. S. Postal Service, but its registration has since expired; the early history and context of postal codes began with postal district/zone numbers. The United States Post Office Department implemented postal zones for numerous large cities in 1943. For example: The "16" was the number of the postal zone in the specific city. By the early 1960s, a more organized system was needed, non-mandatory five-digit ZIP Codes were introduced nationwide on July 1, 1963; the USPOD issued its Publication 59: Abbreviations for Use with ZIP Code on October 1, 1963, with the list of two-letter state abbreviations which are written with both letters capitalized.
An earlier list in June had proposed capitalized abbreviations ranging from two to five letters. According to Publication 59, the two-letter standard was "based on a maximum 23-position line, because this has been found to be the most universally acceptable line capacity basis for major addressing systems", which would be exceeded by a long city name combined with a multi-letter state abbreviation, such as "Sacramento, Calif." along with the ZIP Code. The abbreviations have remained unchanged, with the exception of Nebraska, changed from NB to NE in 1969 at the request of the Canadian postal administration, to avoid confusion with the Canadian province of New Brunswick. Robert Moon is considered the father of the ZIP Code; the post office only credits Moon with the first three digits of the ZIP Code, which describe the sectional center facility or "sec center." An SCF is a central mail processing facility with those three digits. The fourth and fifth digits, which give a more precise locale within the SCF, were proposed by Henry Bentley Hahn Sr.
The SCF sorts mail to all post offices with those first three digits in their ZIP Codes. The mail is sorted according to the final two digits of the ZIP Code and sent to the corresponding post offices in the early morning. Sectional centers do not deliver mail and are not open to the public, most of their employees work the night shift. Mail picked up at post offices is sent to their own SCF in the afternoon, where the mail is sorted overnight. In the case of large cities, the last two digits coincide with the older postal zone number thus: In 1967, these became mandatory for second- and third-class bulk mailers, the system was soon adopted generally; the United States Post Office used a cartoon character, which it called Mr. ZIP, to promote the use of the ZIP Code, he was depicted with a legend such as "USE ZIP CODE" in the selvage of panes of postage stamps or on the covers of booklet panes of stamps. In 1971 Elmira Star-Gazette reporter Dick Baumbach found out the White House was not using a ZIP Code on its envelopes.
Herb Klein, special assistant to President Nixon, responded by saying the next printing of envelopes would include the ZIP Code. In 1983, the U. S. Postal Service introduced an expanded ZIP Code system that it called ZIP+4 called "plus-four codes", "add-on codes", or "add-ons". A ZIP+4 Code uses the basic five-digit code plus four additional digits to identify a geographic segment within the five-digit delivery area, such as a city block, a group of apartments, an individual high-volume receiver of mail, a post office box, or any other unit that could use an extra identifier to aid in efficient mail sorting and delivery. However, initial attempts to promote universal use of the new format met with public resistance and today the plus-four code is not required. In general, mail is read by a multiline optical character reader that instantly determines the correct ZIP+4 Code from the address—along with the more specific delivery point—and sprays an Intelligent Mail barcode on the face of the mail piece that corresponds to 11 digits—nine for the ZIP+4 Code and two for the delivery point.
For Post Office Boxes, the general rule is. The add-on code is one of the following: the last four digits of the box number, zero plus the last three digits of the box number, or, if the box number consists of fewer than four digits, enough zeros are attached to the front of the box number to produce a four-digit number. However, there is no uniform rule, so the ZIP+4 Code must be looked up individually for each box; the ZIP Code is translated into an Intelligent Mail barcode, printed on the mailpiece to make it easier for automated machines to sort. Phillips County is a county located in the eastern part of the U. S. state in what is known as the Arkansas Delta along the Mississippi River. As of the 2010 census, the population was 21,757; the county seat is Helena-West Helena. Phillips County is Arkansas's seventh county, formed on May 1, 1820, named for Sylvanus Phillips, the area's first-known white settler and representative to the first Territorial Legislature of the Arkansas Territory; this lowland area was developed for cotton plantations in the antebellum area and is still rural. The Helena-West Helena, AR Micropolitan Statistical Area includes all of Phillips County. From September 30-October 1, 1919 during the Elaine race riot in Phillips County, 237 African Americans were killed, attacked at large by armed whites trying to suppress the Progressive Farmers and Household Union of America, organizing in the county; because the white mob actions were racial terrorism against African Americans, the deaths were classified as lynchings by the Equal Justice Initiative in its 2015 report on lynchings in the South.
Based on this, Phillips County ranks as the county with the highest number of lynchings in U. S. history. According to the U. S. Census Bureau, the county has a total area of 727 square miles, of which 696 square miles is land and 32 square miles is water. U. S. There were 9,711 households out of which 34.20% had children under the age of 18 living with them, 40.30% were married couples living together, 25.10% had a female householder with no husband present, 30.30% were non-families. 27.60% of all households were made up of individuals and 13.00% had someone living alone, 65 years of age or older. The average household size was 2.69 and the average family size was 3.29. In the county, the population was spread out with 32.20% under the age of 18, 9.40% from 18 to 24, 23.20% from 25 to 44, 21.20% from 45 to 64, 13.90% who were 65 years of age or older. The median age was 33 years. For every 100 females there were 84.70 males. For every 100 females age 18 and over, there were 77.70 males. The median income for a household in the county was $22,231, the median income for a family was $26,570. Males had a median income of $24,675 versus $17,520 for females; the per capita income for the county was $12,288.
About 28.70% of families and 32.70% of the population were below the poverty line, including 45.50% of those under age 18 and 26.20% of those age 65 or over. For the period 2000-2009, the Helena-West Helena statistical area lost 20.89% of its population, the largest decline of any statistical area in the country. Phillips County is Democratic, it has voted for the Democratic presidential candidate in all but two elections in the last century, but the demographic character of the Democratic Party members has changed. Since the late 20th century, white conservatives left the party to join the Republican Party, African Americans joined the Democratic Party after the passage of important legislation for integration and protection of voting rights. School districts serving Phillips County include the Helena-West Helena School District, the Marvell–Elaine School District, the Barton–Lexa School District; the Lake View School District served a portion of the county. On July 1, 2004, the Lake View district merged into the Barton–Lexa district.

A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years.
