The Lincoln Service is a 284-mile higher-speed rail service operated by Amtrak that runs between Chicago, St. Louis, Missouri; the train is a part of the Illinois Service and is funded by the Illinois Department of Transportation. The train uses the same tracks as Amtrak's Texas Eagle; the Lincoln Service is a re-branding of the former State House route, which had run between Chicago and St. Louis since 1973. Intended to connect Chicago and Springfield, Amtrak extended the train to St. Louis at its own expense because of the difficulty in turning around trains in Springfield, it runs along a route owned by the Alton Railroad, which merged with the Gulf and Ohio Railroad in 1947. By the time the GM&O merged with the Illinois Central Railroad in 1972, Amtrak had taken over passenger service. During fiscal year 2016, the Lincoln Service trains carried 548,955 passengers, a decrease of 4.8% from FY2015. The service had a total revenue of $14,266,964, a decrease of 1.3% from FY2015. As of 13 September 2017, the travel time from Chicago to St. Louis was 5 hours 30 minutes -- 35 minutes slower than the Illinois Central Railroad operated its express trains over the same route during the 1930s.
As a result of continuing upgrades on the line between Chicago and St. Louis, two additional trains daily began running on October 30, 2006, for a total of five trains daily, including the Texas Eagle and Ann Rutledge which terminated beyond St. Louis, along with the rebranding of the State House service as part of the Lincoln Service. From April 2007 the Ann Rutledge operated only between Kansas City and St. Louis where it connected to the Lincoln Service trains. In July 2010, the state of Illinois and the Union Pacific Railroad reached an agreement under which track speeds between Dwight and Alton, Illinois were to be raised to as high as 110 miles per hour; this speed will cut the travel time between Chicago and St. Louis by 90 minutes, bringing the trip to under four hours; the first track upgrade construction was planned to be between Alton and Lincoln and was projected to cost $98 million. The construction on this stretch began on September 17, 2010 in Alton and was completed in 2011.
Most of the funding came from $1.1 billion in stimulus money for Illinois high-speed rail from the American Recovery and Reinvestment Act of 2009. The remainder of this grant, as well as $400 million in funding from the state of Illinois, was used to complete a high-speed rail corridor for the remaining portions of the St. Louis–Chicago track. Senator Dick Durbin suggested the Dwight–Alton upgrades would create some 900 jobs, while the overall project could generate 24,000. On March 22, 2011, an announcement was made in Chicago that an additional $685 million would be used to upgrade trackage and grade crossings between Dwight and Lincoln. Construction on the improvement project began on April 5, 2011. Although much of track upgrade work was completed between 2010 and 2012, there are additional constructions including second trackage, bridge replacement and rehabilitation, drainage improvements, grade crossings and signal improvements before the full 110-mile-per-hour service can be operated on this route.
After the completion of all required improvements on the first 15-mile segment between Dwight and Pontiac, Illinois was completed, Amtrak started the higher-speed rail service with top speeds of 110 miles per hour on that segment in November 2012. The entire section between Alton and Joliet is expected to have 110-mile-per-hour operation by 2017; the slowest portion of the corridor is the segment between Chicago and Joliet, but improving this would require an additional $1.5 billion investment. Two projects proposed from the Chicago Region Environmental and Transportation Efficiency Program would remove two diamond crossings and construct an overpass to increase train speed and eliminate delays. One project is in the preliminary design phase while the proposed flyover at Brighton Park crossing is unfunded. President of the United States
The president of the United States is the head of state and head of government of the United States of America. The president directs the executive branch of the federal government and is the commander-in-chief of the United States Armed Forces. In contemporary times, the president is looked upon as one of the world's most powerful political figures as the leader of the only remaining global superpower; the role includes responsibility for the world's most expensive military, which has the second largest nuclear arsenal. The president leads the nation with the largest economy by nominal GDP; the president possesses international hard and soft power. Article II of the Constitution establishes the executive branch of the federal government, it vests the executive power of the United States in the president. The power includes the execution and enforcement of federal law, alongside the responsibility of appointing federal executive, diplomatic and judicial officers, concluding treaties with foreign powers with the advice and consent of the Senate.
The president is further empowered to grant federal pardons and reprieves, to convene and adjourn either or both houses of Congress under extraordinary circumstances. The president directs the foreign and domestic policies of the United States, takes an active role in promoting his policy priorities to members of Congress. In addition, as part of the system of checks and balances, Article I, Section 7 of the Constitution gives the president the power to sign or veto federal legislation; the power of the presidency has grown since its formation, as has the power of the federal government as a whole. Through the Electoral College, registered voters indirectly elect the president and vice president to a four-year term; this is the only federal election in the United States, not decided by popular vote. Nine vice presidents became president by virtue of a president's intra-term resignation. Article II, Section 1, Clause 5 sets three qualifications for holding the presidency: natural-born U. S. citizenship.
The Twenty-second Amendment precludes any person from being elected president to a third term. In all, 44 individuals have served 45 presidencies spanning 57 full four-year terms. Grover Cleveland served two non-consecutive terms, so he is counted twice, as both the 22nd and 24th president. Donald Trump of New York is the current president of the United States, he assumed office on January 20, 2017. In July 1776, during the American Revolutionary War, the Thirteen Colonies, acting jointly through the Second Continental Congress, declared themselves to be 13 independent sovereign states, no longer under British rule. Recognizing the necessity of coordinating their efforts against the British, the Continental Congress began the process of drafting a constitution that would bind the states together. There were long debates on a number of issues, including representation and voting, the exact powers to be given the central government. Congress finished work on the Articles of Confederation to establish a perpetual union between the states in November 1777 and sent it to the states for ratification.
Under the Articles, which took effect on March 1, 1781, the Congress of the Confederation was a central political authority without any legislative power. It could make its own resolutions and regulations, but not any laws, could not impose any taxes or enforce local commercial regulations upon its citizens; this institutional design reflected how Americans believed the deposed British system of Crown and Parliament ought to have functioned with respect to the royal dominion: a superintending body for matters that concerned the entire empire. The states were out from under any monarchy and assigned some royal prerogatives to Congress; the members of Congress elected a President of the United States in Congress Assembled to preside over its deliberation as a neutral discussion moderator. Unrelated to and quite dissimilar from the office of President of the United States, it was a ceremonial position without much influence. In 1783, the Treaty of Paris secured independence for each of the former colonies.
With peace at hand, the states each turned toward their own internal affairs. By 1786, Americans found their continental borders besieged and weak and their respective economies in crises as neighboring states agitated trade rivalries with one another, they witnessed their hard currency pouring into foreign markets to pay for imports, their Mediterranean commerce preyed upon by North African pirates, their foreign-financed Revolutionary War debts unpaid and accruing interest. Civil and political unrest loomed. Following the successful resolution of commercial and fishing disputes between Virginia and Maryland at the Mount Vernon Conference in 1785, Virginia called for a trade conference between all the states, set for September 1786 in Annapolis, with an aim toward resolving further-reaching interstate commercial antagonisms; when the convention failed for lack of attendance due to suspicions among most of the other states, Alexander Hamilton led the Annapolis delegates in a call for a convention to offer revisions to the Articles, to be held the next spring in Philadelphia.

Lincoln station (Illinois)
Lincoln is an Amtrak train station in Lincoln, United States, at Broadway and Chicago Streets. Service is provided by the Texas Eagle; the current station is the rail line's former freight depot, renovated in 2017. Adjacent to the current station structure is a brick Spanish Mission-style depot building, constructed in 1911 by the former Chicago and Alton Railroad and used by the Gulf and Ohio Railroad. Although no longer used by Amtrak, the historic 1911 depot has been renovated for commercial use. During the 1980s and 1990s it served dually as restaurant. Many pioneers of Illinois's Logan County tried to develop towns within the county that could become the county seat and business center for local farmers. Early plats and developments include the Postville Courthouse State Historic Site and the Mount Pulaski Courthouse State Historic Site. A final decision on the county seat was not reached until 1853, when a railroad, the predecessor of what was to become the Chicago & Alton, laid tracks through the county as part of a trunk line from Chicago to St. Louis.
Railroad management selected a site along the tracks for development, named the new town after the railroad's lawyer, Abraham Lincoln. On August 27, 1853, Mr. Lincoln arrived from Springfield and led a ceremony by the railroad tracks to mark the founding of the new town; the successful lawyer paid a farmer to bring a wagonload of watermelons, which were handed out to the celebrants. Lincoln cut into one of the melons and "christened" the railroad trackside with the juice; the spot where this celebration took place is the site of the Lincoln, Illinois railroad depot complex today, a watermelon monument stands on the south lawn of the former 1911 depot. The 2017 depot serves passengers for Chicago, St. Louis, points in between, as its predecessor did when the railroad was built in 1853; the 2017 renovation of the depot complex re-purposed former freight space as an Americans with Disabilities Act-compliant station for train passengers, while making historic passenger space available for other uses.

2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Post Office beginning March 15, 2010; the number of forms mailed out or hand-delivered by the Census Bureau was 134 million on April 1, 2010. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate. The agency has begun to rely more on questioning neighbors or other reliable third parties when a person could not be reached at home, which reduced the cost of follow-up visits. Paleo-Indians migrated from Siberia to the North American mainland at least 12,000 years ago. European colonization began in the 16th century; the United States emerged from the thirteen British colonies established along the East Coast. Numerous disputes between Great Britain and the colonies following the French and Indian War led to the American Revolution, which began in 1775, the subsequent Declaration of Independence in 1776; the war ended in 1783 with the United States becoming the first country to gain independence from a European power. The current constitution was adopted in 1788, with the first ten amendments, collectively named the Bill of Rights, being ratified in 1791 to guarantee many fundamental civil liberties; the United States embarked on a vigorous expansion across North America throughout the 19th century, acquiring new territories, displacing Native American tribes, admitting new states until it spanned the continent by 1848. During the second half of the 19th century, the Civil War led to the abolition of slavery.
By the end of the century, the United States had extended into the Pacific Ocean, its economy, driven in large part by the Industrial Revolution, began to soar. The Spanish–American War and World War I confirmed the country's status as a global military power; the United States emerged from World War II as a global superpower, the first country to develop nuclear weapons, the only country to use them in warfare, a permanent member of the United Nations Security Council. Sweeping civil rights legislation, notably the Civil Rights Act of 1964, the Voting Rights Act of 1965 and the Fair Housing Act of 1968, outlawed discrimination based on race or color. During the Cold War, the United States and the Soviet Union competed in the Space Race, culminating with the 1969 U. S. Moon landing; the end of the Cold War and the collapse of the Soviet Union in 1991 left the United States as the world's sole superpower. The United States is a founding member of the United Nations, World Bank, International Monetary Fund, Organization of American States, other international organizations. The United States is a developed country, with the world's largest economy by nominal GDP and second-largest economy by PPP, accounting for a quarter of global GDP; the U. S. economy is post-industrial, characterized by the dominance of services and knowledge-based activities, although the manufacturing sector remains the second-largest in the world. In 1507, the German cartographer Martin Waldseemüller produced a world map on which he named the lands of the Western Hemisphere America in honor of the Italian explorer and cartographer Amerigo Vespucci; the first documentary evidence of the phrase "United States of America" is from a letter dated January 2, 1776, written by Stephen Moylan, Esq. to George Washington's aide-de-camp and Muster-Master General of the Continental Army, Lt. Col. Joseph Reed. Moylan expressed his wish to go "with full and ample powers from the United States of America to Spain" to seek assistance in the revolutionary war effort; the first known publication of the phrase "United States of America" was in an anonymous essay in The Virginia Gazette newspaper in Williamsburg, Virginia, on April 6, 1776. The second draft of the Articles of Confederation, prepared by John Dickinson and completed by June 17, 1776, at the latest, declared "The name of this Confederation shall be the'United States of America'".

Union Pacific Railroad
Union Pacific Railroad is a freight hauling railroad that operates 8,500 locomotives over 32,100 route-miles in 23 states west of Chicago and New Orleans. The Union Pacific Railroad system is the second largest in the United States after the BNSF Railway and is one of the world's largest transportation companies; the Union Pacific Railroad is the principal operating company of the Union Pacific Corporation. Union Pacific is known for pioneering multiple innovative locomotives the most powerful of their era; these include members of the Challenger-type, the Northern-type, as well as the famous Big Boy steam locomotives. Union Pacific ordered the first streamliner, the largest fleet of turbine-electric locomotives in the world, still owns the largest operational diesel locomotive; the Union Pacific legacy began in 1862 with the original company, called the Union Pacific Rail Road, part of the First Transcontinental Railroad project known as the Overland Route. The railroad would subsequently be reorganized thrice: as the Union Pacific Railway, as the Union Pacific "Railroad", as a renamed Southern Pacific Transportation Company.
The current Union Pacific corporation began in 1969 as the Southern Pacific Transportation Company, itself created in a reorganization of a railroad whose legacy dated to 1865. Over the years it would grow to include the Denver and Rio Grande Western Railroad and the St. Louis Southwestern Railway, in addition to its eponymous railroad; the 1998 Union Pacific-Southern Pacific merger was not UP's first: Union Pacific had merged with Missouri Pacific Railroad, the Chicago and North Western Transportation Company, the Western Pacific Railroad and the Missouri–Kansas–Texas Railroad. However, because the merger with Southern Pacific changed the scope of the Union Pacific railroad, this article will refer to the unmerged system as Union Pacific, the merged system as Union Pacific. Union Pacific's main competitor is the BNSF Railway, the nation's largest freight railroad by volume, which primarily services the Continental U. S. west of the Mississippi River. Together, the two railroads have a duopoly on all transcontinental freight rail lines in the U.
S. The original company, the Union Pacific Rail Road was incorporated on July 1, 1862, under an act of Congress entitled Pacific Railroad Act of 1862; the act was approved by President Abraham Lincoln, it provided for the construction of railroads from the Missouri River to the Pacific as a war measure for the preservation of the Union. It was constructed westward from Council Bluffs, Iowa to meet the Central Pacific Railroad line, constructed eastward from Sacramento, CA; the combined Union Pacific-Central Pacific line became known as the First Transcontinental Railroad and the Overland Route. The line was constructed by Irish labor who had learned their craft during the recent Civil War. Under the guidance of its dominant stockholder Dr. Thomas Clark Durant, the namesake of the city of Durant, the first rails were laid in Omaha; the two lines were joined together at Promontory Summit, Utah, 53 miles west of Ogden on May 10, 1869, hence creating the first transcontinental railroad in North America.
Subsequently, the UP purchased three Mormon-built roads: the Utah Central Railroad extending south from Ogden to Salt Lake City, the Utah Southern Railroad extending south from Salt Lake City into the Utah Valley, the Utah Northern Railroad extending north from Ogden into Idaho. The original UP was entangled in the Crédit Mobilier scandal, exposed in 1872; as detailed by The Sun, Union Pacific's largest construction company, Crédit Mobilier, had overcharged Union Pacific. In order to convince the federal government to accept the increased costs, Crédit Mobilier had bribed congressmen. Although the UP corporation itself was not guilty of any misdeeds, prominent UP board members had been involved in the scheme; the ensuing financial crisis of 1873 led to a credit crunch, but not bankruptcy. As boom followed bust, the Union Pacific continued to expand; the original company was purchased by a new company on January 24, 1880, with dominant stockholder Jay Gould. Gould owned the Kansas Pacific, sought to merge it with UP.
Thusly was the original "Union Pacific Rail Road" transformed into "Union Pacific Railway."Extending towards the Pacific Northwest, Union Pacific built or purchased local lines that gave it access to Portland, Oregon. Towards Colorado, it built the Union Pacific and Gulf Railway: both narrow gauge trackage into the heart of the Rockies and a standard gauge line that ran south from Denver, across New Mexico, into Texas; the Union Pacific Railway would declare bankruptcy during the Panic of 1893. Again, a new Union Pacific "Railroad" was formed and Union Pacific "Railway" merged into the new corporation. In the early 20th century, Union Pacific's focus shifted from expansion to internal improvement. Recognizing that farmers in the Central and Salinas Valleys of California grew produce far in excess of local markets, Union Pacific worked with its rival Southern Pacific to develop a rail-based transport system, not vulnerable to spoilage; these efforts came culminated in the 1906 founding of
A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns.
