In political science, a reactionary is a person who holds political views that favour a return to the status quo ante, the previous political state of society, which they believe possessed characteristics that are negatively absent from the contemporary status quo of a society. As an adjective, the word reactionary describes points of view and policies meant to restore the status quo ante. Political reactionaries are found on the left-wing. Reactionary ideologies can be radical, in the sense of political extremism, in service to re-establishing the status quo ante. In political discourse, being a reactionary is regarded as negative; the French Revolution gave the English language three politically descriptive words denoting anti-progressive politics: "reactionary", "conservative" and "right". "Reactionary" derives from the French word réactionnaire and "conservative" from conservateur, identifying monarchist parliamentarians opposed to the revolution. In this French usage, reactionary denotes "a movement towards the reversal of an existing tendency or state" and a "return to a previous condition of affairs".
The Oxford English Dictionary cites the first English language usage in 1799 in a translation of Lazare Carnot's letter on the Coup of 18 Fructidor. During the French Revolution, conservative forces organized opposition to the progressive sociopolitical and economic changes brought by the revolution. In 19th Century European politics, the reactionary class included the Roman Catholic Church's hierarchy—the clergy, the aristocracy, royal families and royalists—believing that national government was the sole domain of the Church and the state. In France, supporters of traditional rule by direct heirs of the House of Bourbon dynasty were labelled the legitimist reaction. In the Third Republic, the monarchists were the reactionary faction renamed conservative; these forces saw "reaction" as a legitimate response to the rash "action" of the French Revolution, hence there is nothing inherently derogatory in the term reactionary and it is sometimes used to describe the principle of waiting for an opponent's action to take part in a general reaction.
In Protestant Christian societies, reactionary has described those supporting tradition against modernity. In the 19th century, reactionary denoted people who idealized feudalism and the pre-modern era—before the Industrial Revolution and the French Revolution—when economies were agrarian, a landed aristocracy dominated society, a hereditary king ruled and the Roman Catholic Church was society's moral centre; those labelled as "reactionary" favoured the aristocracy instead of the middle class and the working class. Reactionaries opposed parliamentarism; the Thermidorian Reaction was a movement within the revolution against perceived excesses of the Jacobins. On 27 July 1794, Maximilien Robespierre's Reign of Terror was brought to an end; the overthrow of Robespierre signalled the reassertion of the French National Convention over the Committee of Public Safety. The Jacobins were suppressed, the prisons were emptied and the Committee was shorn of its powers. After the execution of some 104 Robespierre supporters, the Thermidorian Reaction stopped the use of the guillotine against alleged counterrevolutionaries, set a middle course between the monarchists and the radicals and ushered in a time of relative exuberance and its accompanying corruption.
With the Congress of Vienna, inspired by Tsar Alexander I of Russia, the monarchs of Russia and Austria formed the Holy Alliance, a form of collective security against revolution and Bonapartism. This instance of reaction was surpassed by a movement that developed in France when, after the second fall of Napoleon, the Bourbon Restoration or reinstatement of the Bourbon dynasty, ensued; this time it was to be a constitutional monarchy, with an elected lower house of parliament, the Chamber of Deputies. The Franchise was restricted to men over the age of forty, which indicated that for the first fifteen years of their lives they had lived under the ancien régime. King Louis XVIII was worried that he would still suffer an intractable parliament, he was delighted with the ultra-royalists, or Ultras, whom the election returned, declaring that he had found a chambre introuvable an "unfindable house". It was the Declaration of Saint-Ouen. Before the French Revolution, which radically and bloodily overthrew most aspects of French society's organisation, the only way constitutional change could be instituted was by extracting it from old legal documents that could be interpreted as agreeing with the proposal.
Everything new had to be expressed as a righteous revival of something old that had lapsed and had been forgotten. This was the means used for diminished aristocrats to get themselves a bigger piece of the pie. Conservatism is a political and social philosophy promoting traditional social institutions in the context of culture and civilization. The central tenets of conservatism include tradition, hierarchy and property rights. Conservatives seek to preserve a range of institutions such as religion, parliamentary government, property rights, with the aim of emphasizing social stability and continuity; the more extreme elements—reactionaries—oppose modernism and seek a return to "the way things were". The first established use of the term in a political context originated in 1818 with François-René de Chateaubriand during the period of Bourbon Restoration that sought to roll back the policies of the French Revolution. Associated with right-wing politics, the term has since been used to describe a wide range of views. There is no single set of policies regarded as conservative because the meaning of conservatism depends on what is considered traditional in a given place and time, thus conservatives from different parts of the world—each upholding their respective traditions—may disagree on a wide range of issues.
Edmund Burke, an 18th-century politician who opposed the French Revolution but supported the American Revolution, is credited as one of the main theorists of conservatism in Great Britain in the 1790s. According to Quintin Hogg, the chairman of the British Conservative Party in 1959: "Conservatism is not so much a philosophy as an attitude, a constant force, performing a timeless function in the development of a free society, corresponding to a deep and permanent requirement of human nature itself". In contrast to the tradition-based definition of conservatism, some political theorists such as Corey Robin define conservatism in terms of a general defense of social and economic inequality. From this perspective, conservatism is less an attempt to uphold traditional institutions and more, "a meditation on—and theoretical rendition of—the felt experience of having power, seeing it threatened, trying to win it back". Liberal conservatism incorporates the classical liberal view of minimal government intervention in the economy.
Individuals should be free to participate in the market and generate wealth without government interference. However, individuals cannot be depended on to act responsibly in other spheres of life, therefore liberal conservatives believe that a strong state is necessary to ensure law and order and social institutions are needed to nurture a sense of duty and responsibility to the nation. Liberal conservatism is a variant of conservatism, influenced by liberal stances; as these latter two terms have had different meanings over time and across countries, liberal conservatism has a wide variety of meanings. The term referred to the combination of economic liberalism, which champions laissez-faire markets, with the classical conservatism concern for established tradition, respect for authority and religious values, it contrasted itself with classical liberalism, which supported freedom for the individual in both the economic and social spheres. Over time, the general conservative ideology in many countries adopted economic liberal arguments and the term liberal conservatism was replaced with conservatism.
This is the case in countries where liberal economic ideas have been the tradition such as the United States and are thus considered conservative. In other countries where liberal conservative movements have entered the political mainstream, such as Italy and Spain, the terms liberal and conservative may be synonymous; the liberal conservative tradition in the United States combines the economic individualism of the classical liberals with a Burkean form of conservatism. A secondary meaning for the term liberal conservatism that has developed in Europe is a combination of more modern conservative views with those of social liberalism; this has developed as an opposition to the more collectivist views of socialism. This involves stressing what are now conservative views of free market economics and belief in individual responsibility, with social liberal views on defence of civil rights and support for a limited welfare state. In continental Europe, this is sometimes translated into English as social conservatism.
Conservative liberalism is a variant of liberalism that combines liberal values and policies with conservative stances, or more the right-wing of the liberal movement. The roots of conservative liberalism are found at the beginning of the history of liberalism; until the two World Wars, in most European countries the political class was formed by conservative liberals, from Germany to Italy. Events after World War I brought the more radical version of classical liberalism to a more conservative type of liberalism. Libertarian conservatism describes certain political ideologies within the United States and Canada which combine libertarian economic issues with aspects of conservatism, its four main branches are constitutionalism, paleolibertarianism, small government conservatism and Christian libertarianism. They differ from paleoconservatives, in that they are in favor of more personal and economic freedom. Agorists such as Samuel Edward Konkin III labeled libertarian conservatism right-libertarianism.
In contrast to paleoconservatives, libertarian conservatives support strict laissez-faire policies such as free trade, opposition to any national bank and opposition to business regulations. Left-wing politics supports social equality and egalitarianism in opposition to social hierarchy. It involves a concern for those in society whom its adherents perceive as disadvantaged relative to others as well as a belief that there are unjustified inequalities that need to be reduced or abolished; the term left-wing can refer to "the radical, reforming, or socialist section of a political party or system". The political terms "Left" and "Right" were coined during the French Revolution, referring to the seating arrangement in the French Estates General: those who sat on the left opposed the monarchy and supported the revolution, including the creation of a republic and secularization, while those on the right were supportive of the traditional institutions of the Old Regime. Use of the term "Left" became more prominent after the restoration of the French monarchy in 1815 when it was applied to the "Independents"; the word "wing" was appended to Left and Right in the late 19th century with disparaging intent and "left-wing" was applied to those who were unorthodox in their religious or political views.
The term was applied to a number of movements republicanism during the French Revolution in the 18th century, followed by socialism, communism and social democracy in the 19th and 20th centuries. Since the term left-wing has been applied to a broad range of movements including civil rights movements, feminist movements, anti-war movements and environmental movements, as well as a wide range of parties. According to former professor of economics Barry Clark, " claim that human development flourishes when individuals engage in cooperative, mutually respectful relations that can thrive only when excessive differences in status and wealth are eliminated". In politics, the term "Left" derives from the French Revolution, as the anti-monarchist Montagnard and Jacobin deputies from the Third Estate sat to the left of the presiding member's chair in parliament, a habit which began in the French Estates General of 1789. Throughout the 19th century in France, the main line dividing Left and Right was between supporters of the French Republic and those of the monarchy.
The June Days Uprising during the Second Republic was an attempt by the Left to assert itself after the 1848 Revolution, but only a small portion of the population supported this. In the mid-19th century, socialism and anti-clericalism became features of the French Left. After Napoleon III's 1851 coup and the subsequent establishment of the Second Empire, Marxism began to rival radical republicanism and utopian socialism as a force within left-wing politics; the influential Communist Manifesto by Karl Marx and Friedrich Engels, published in 1848, asserted that all human history is the history of class struggle. They predicted that a proletarian revolution would overthrow bourgeois capitalism and create a classless, post-monetary communist society, it was in this period that the word "wing" was appended to both Right. In the United States, many leftists, social liberals and trade unionists were influenced by the works of Thomas Paine, who introduced the concept of asset-based egalitarianism, which theorises that social equality is possible by a redistribution of resources.
The International Workingmen's Association, sometimes called the First International, brought together delegates from many different countries, with many different views about how to reach a classless and stateless society. Following a split between supporters of Marx and Mikhail Bakunin, anarchists formed the International Workers' Association; the Second International became divided over the issue of World War I. Those who opposed the war, such as Vladimir Lenin and Rosa Luxemburg, saw themselves as further to the left. In the United States after Reconstruction, the phrase "the Left" was used to describe those who supported trade unions, the civil rights movement and the anti-war movement. More in the United States, left-wing and right-wing have been used as synonyms for Democratic and Republican, or as synonyms for liberalism and conservatism respectively. Since the Right was populist, both in the Western and the Eastern Bloc anything viewed as avant-garde art was called leftist in all Europe, thus the identification of Picasso's Guernica as "leftist" in Europe and the condemnation of the Russian composer Shostakovich's opera in Pravda as follows: "Here we have'leftist' confusion instead of natural, human music".
The following positions are associated with left-wing politics. Leftist economic beliefs range from Keynesian economics and the welfare state through industrial democracy and the social market to nationalization of the economy and central planning, to the anarcho-syndicalist advocacy of a council- and assembly-based self-managed anarchist communism. During the industrial revolution, leftists supported trade unions. At the beginning of the 20th century, many leftists advocated strong government intervention in the economy. Leftists continue to criticize what they perceive as the exploitative nature of globalization, the "race to the bottom" and unjust lay-offs. In the last quarter of the 20th century, the belief that government ought to be directly involved in the day-to-day workings of an economy declined in popularity amongst the center-left social democrats who became influenced by "Third Way" ideology. In politics, centrism—the centre or the center —is a political outlook or specific position that involves acceptance or support of a balance of a degree of social equality and a degree of social hierarchy, while opposing political changes which would result in a significant shift of society to either the left or the right. Centre-left and centre-right politics both involve a general association with centrism combined with leaning somewhat to their respective sides of the spectrum. Various political ideologies, such as Christian democracy, can be classified as centrist. There have been centrists in both sides of politics, who serve alongside the various factions within the Liberal and Labor parties. In addition, there are a number of smaller groups that have formed in response to the bipartisan system who uphold centrist ideals. South Australian Senator Nick Xenophon had launched his own centrist political party called the Nick Xenophon Team in 2014, renamed Centre Alliance in 2018; the traditional centrist party of Flanders was the People's Union which embraced social liberalism and aimed to represent Dutch-speaking Belgians who felt culturally suppressed by Francophones.
The New Flemish Alliance is the largest and since 2009 the only extant successor of that party. It is, however composed of the right wing of the former People's Union, has adopted a more liberal conservative ideology in recent years. Among French speaking Belgians the Humanist Democratic Centre is a centre-right or centre party as it is less conservative than its Flemish counterpart, Christian Democratic & Flemish. Another party in the centre of the political spectrum is the liberal Reformist Movement. Brazilian politics have lots of centrist political parties and one of the greatest examples is the Brazilian Democratic Movement, the largest political party in Brazil; the Brazilian Social Democracy Party is another example of centrist party in Brazilian politics, though it was supported by right-wing political parties from 2002, 2006, 2010 and 2014 elections. Throughout modern history Canadian governments at the federal level have governed from a moderate, centrist political position. Canada has been dominated by the Liberal Party of Canada who have traditionally positioned themselves as being more moderate and centrist than the center-right Conservative Party of Canada and the more left-wing New Democratic Party, putting them somewhere between the center and center-left.
In the late 1970s, Prime Minister Pierre Elliott Trudeau claimed that his Liberal Party of Canada adhered to the "radical center". Far-right and far-left politics have never been a prominent force in Canadian society. Croatian People's Party - Liberal Democrats and People's Party - Reformists may be considered as centrist parties. Agrarian Croatian Peasant Party during last years became moderate and centrist, having been centre-right in the past; the Czech Republic has a number of prominent centrist parties, including the syncretic populist movement ANO 2011, the civil libertarian Czech Pirate Party, the long-standing Christian and Democratic Union – Czechoslovak People's Party and the localist party Mayors and Independents. France has a tradition of parties that call themselves "centriste", though the actual parties vary over time: when a new political issue emerges and a new political party breaks into the mainstream, the old centre-left party may be de facto pushed rightwards, but unable to consider itself a party of the right, it will embrace being the new centre: this process occurred with the Orléanism, Moderate Républicanism, Radical Republicanism and Radical-Socialism.
The most notable centrist party is La République en marche!, founded by Emmanuel Macron. Another party is the Democratic Movement of François Bayrou, founded in 2007. However, the centrist parties oppose the left-wing parties such as Socialists and Left Front, it support the centre-right Gaullist parties and have joined several coalitions governed by Presidents Jacques Chirac and Nicolas Sarkozy. Zentrismus is a term only known to experts, as it is confused with Zentralismus, so the usual term in German for the political centre/centrism is politische Mitte; the German party with the most purely centrist nature among German parties to have had current or historical parliamentary representations was most the social-liberal German Democratic Party of the Weimar Republic. There existed during the Weimar Republic a Zentrum, a party of German Catholics founded in 1870, it was called Centre Party not for being a proper centrist party, but because it united left-wing and right-wing Catholics, because it was the first German party to be a Volkspartei and because his elected representatives sat between the liberals and the conservatives.
However, it was distinctly right-wing conservative in that it was not neutral on religious issues, being markedly against more liberal and modernist positions. Far-left politics are political views located further on the left of the left-right spectrum than the standard political left. The term has been used to describe ideologies such as: communism, anarcho-communism, left-communism, anarcho-syndicalism, Marxism–Leninism and Maoism. Since 2016, the term Alt-left has been used as a pejorative to refer to political views at the extreme end of this spectrum, to those who adhere to such views. Luke March of the School of Social and Political Science at the University of Edinburgh defines the far-left in Europe as those who position themselves to the left of social democracy, which they see as insufficiently left-wing; the two main sub-types are called the radical left, who desire fundamental changes to the capitalist system yet remain accepting of liberal democracy, the extreme left, who are more hostile to liberal democracy and denounce any compromise with capitalism. March specifies four major subgroups within contemporary European far-left politics: communists, democratic socialists, populist socialists and social populists.
Vít Hloušek and Lubomír Kopeček add secondary characteristics to those identified by March and Mudde, such as anti-Americanism, anti-globalization, opposition to NATO and rejection of European integration. In France, the term extrême-gauche is a accepted term for political groups that position themselves to the left of the Socialist Party, such as Trotskyists, anarcho-communists and New Leftists. Some, such as political scientist Serge Cosseron, limit the scope to the left of the French Communist Party, but there is no real consensus. There were many far-left militant organizations formed from existing political parties in the 1960s and 1970s, such as the Red Brigades and the Red Army Faction; these groups aimed to overthrow capitalism and the wealthy ruling classes. Europe is a continent located in the Northern Hemisphere and in the Eastern Hemisphere. It is bordered by the Arctic Ocean to the north, the Atlantic Ocean to the west and the Mediterranean Sea to the south, it comprises the westernmost part of Eurasia. Since around 1850, Europe is most considered to be separated from Asia by the watershed divides of the Ural and Caucasus Mountains, the Ural River, the Caspian and Black Seas and the waterways of the Turkish Straits. Although the term "continent" implies physical geography, the land border is somewhat arbitrary and has been redefined several times since its first conception in classical antiquity; the division of Eurasia into two continents reflects East-West cultural and ethnic differences which vary on a spectrum rather than with a sharp dividing line. The geographic border does not follow political boundaries, with Turkey and Kazakhstan being transcontinental countries. A strict application of the Caucasus Mountains boundary places two comparatively small countries and Georgia, in both continents.
Europe covers 2 % of the Earth's surface. Politically, Europe is divided into about fifty sovereign states of which the Russian Federation is the largest and most populous, spanning 39% of the continent and comprising 15% of its population. Europe had a total population of about 741 million as of 2016; the European climate is affected by warm Atlantic currents that temper winters and summers on much of the continent at latitudes along which the climate in Asia and North America is severe. Further from the sea, seasonal differences are more noticeable than close to the coast. Europe, in particular ancient Greece, was the birthplace of Western civilization; the fall of the Western Roman Empire in 476 AD and the subsequent Migration Period marked the end of ancient history and the beginning of the Middle Ages. Renaissance humanism, exploration and science led to the modern era. Since the Age of Discovery started by Portugal and Spain, Europe played a predominant role in global affairs. Between the 16th and 20th centuries, European powers controlled at various times the Americas all of Africa and Oceania and the majority of Asia.
The Age of Enlightenment, the subsequent French Revolution and the Napoleonic Wars shaped the continent culturally and economically from the end of the 17th century until the first half of the 19th century. The Industrial Revolution, which began in Great Britain at the end of the 18th century, gave rise to radical economic and social change in Western Europe and the wider world. Both world wars took place for the most part in Europe, contributing to a decline in Western European dominance in world affairs by the mid-20th century as the Soviet Union and the United States took prominence. During the Cold War, Europe was divided along the Iron Curtain between NATO in the West and the Warsaw Pact in the East, until the revolutions of 1989 and fall of the Berlin Wall. In 1949 the Council of Europe was founded, following a speech by Sir Winston Churchill, with the idea of unifying Europe to achieve common goals, it includes all European states except for Belarus and Vatican City. Further European integration by some states led to the formation of the European Union, a separate political entity that lies between a confederation and a federation.
The EU originated in Western Europe but has been expanding eastward since the fall of the Soviet Union in 1991. The currency of most countries of the European Union, the euro, is the most used among Europeans. In classical Greek mythology, Europa was a Phoenician princess; the word Europe is derived from her name. The name contains the elements εὐρύς, "wide, broad" and ὤψ "eye, countenance", hence their composite Eurṓpē would mean "wide-gazing" or "broad of aspect". Broad has been an epithet of Earth herself in the reconstructed Proto-Indo-European religion and the poetry devoted to it. There have been attempts to connect Eurṓpē to a Semitic term for "west", this being either Akkadian erebu meaning "to go down, set" or Phoenician'ereb "evening, west", at the origin of Arabic Maghreb and Hebrew ma'arav. Michael A. Barry, professor in Princeton University's Near Eastern Studies Department, finds the mention of the word Ereb on an Assyrian stele with the meaning of "night, sunset", in opposition to Asu " sunrise", i.e. Asia.
The same naming motive according to "cartographic convention" appears in Greek Ἀνατολή. Martin Litchfield West stated that "phonologically, the match between Europa's name and any form of the Semitic word is poor." Next to these hypotheses there is a Proto-Indo-European root *h1regʷos, meaning "darkness", which produced Greek Erebus. Most major world languages use words derived from Europa to refer to the continent. Chinese, for example, uses the word Ōuzhōu. In some Turkic languages the Persian name Frangistan is used casually in referring to much of Europe, besides official names such as Avrupa or Evropa; the prevalent definition of Europe as a geographical term has been in use since the mid-19th century. Liberalism is a political and moral philosophy based on liberty and equal rights. Liberals espouse a wide array of views depending on their understanding of these principles, but they support limited government, individual rights, democracy, gender equality, racial equality, freedom of speech, freedom of the press and freedom of religion. Liberalism became a distinct movement in the Age of Enlightenment, when it became popular among Western philosophers and economists. Liberalism sought to replace the norms of hereditary privilege, state religion, absolute monarchy, the divine right of kings and traditional conservatism with representative democracy and the rule of law. Liberals ended mercantilist policies, royal monopolies and other barriers to trade, instead promoting free markets. Philosopher John Locke is credited with founding liberalism as a distinct tradition, arguing that each man has a natural right to life and property, adding that governments must not violate these rights based on the social contract.
While the British liberal tradition has emphasised expanding democracy, French liberalism has emphasised rejecting authoritarianism and is linked to nation-building. Leaders in the Glorious Revolution of 1688, the American Revolution of 1776 and the French Revolution of 1789 used liberal philosophy to justify the armed overthrow of royal tyranny. Liberalism started to spread especially after the French Revolution; the 19th century saw liberal governments established in nations across Europe and South America, whereas it was well-established alongside republicanism in the United States. In Victorian Britain, it was used to critique the political establishment, appealing to science and reason on behalf of the people. During 19th and early 20th century, liberalism in the Ottoman Empire and Middle East influenced periods of reform such as the Tanzimat and Al-Nahda as well as the rise of secularism, constitutionalism and nationalism; these changes, along with other factors, helped to create a sense of crisis within Islam, which continues to this day, leading to Islamic revivalism.
Before 1920, the main ideological opponent of classical liberalism was conservatism, but liberalism faced major ideological challenges from new opponents: fascism and communism. However, during the 20th century liberal ideas spread further—especially in Western Europe—as liberal democracies found themselves on the winning side in both world wars. In Europe and North America, the establishment of social liberalism became a key component in the expansion of the welfare state. Today, liberal parties continue to wield influence throughout the world. However, liberalism still has challenges to overcome in Asia; the fundamental elements of contemporary society have liberal roots. The early waves of liberalism popularised economic individualism while expanding constitutional government and parliamentary authority. Liberals sought and established a constitutional order that prized important individual freedoms, such as freedom of speech and freedom of association. Waves of modern liberal thought and struggle were influenced by the need to expand civil rights.
Liberals have advocated gender and racial equality in their drive to promote civil rights and a global civil rights movement in the 20th century achieved several objectives towards both goals. Continental European liberalism is divided between moderates and progressives, with the moderates tending to elitism and the progressives supporting the universalisation of fundamental institutions, such as universal suffrage, universal education and the expansion of property rights. Over time, the moderates displaced the progressives as the main guardians of continental European liberalism. Words such as liberal, liberty and libertine all trace their history to the Latin liber, which means "free". One of the first recorded instances of the word liberal occurs in 1375, when it was used to describe the liberal arts in the context of an education desirable for a free-born man; the word's early connection with the classical education of a medieval university soon gave way to a proliferation of different denotations and connotations.
Liberal could refer to "free in bestowing" as early as 1387, "made without stint" in 1433, "freely permitted" in 1530 and "free from restraint"—often as a pejorative remark—in the 16th and the 17th centuries. In 16th century England, liberal could have positive or negative attributes in referring to someone's generosity or indiscretion. In Much Ado About Nothing, William Shakespeare wrote of "a liberal villaine" who "hath confest his vile encounters".
