The Los Angeles Police Department the City of Los Angeles Police Department, is the police department of Los Angeles, California. With 9,988 officers and 2,869 civilian staff, it is the third-largest municipal police department in the United States, after the Chicago Police Department and the New York City Police Department; the department operates in a population of 4,030,904 people. The LAPD has been fictionalized in numerous films and television shows throughout its history; the department has been associated with a number of controversies concerned with racism, police brutality, police corruption. The first specific Los Angeles police force was founded in 1853, as the Los Angeles Rangers, a volunteer force that assisted the existing County forces; the Rangers were soon succeeded by another volunteer group. Neither force was efficient and Los Angeles became known for its violence and vice; the first paid force was created in 1869, when six officers were hired to serve under City Marshal William C. Warren.
By 1900, under John M. Glass, there were one for every 1,500 people. In 1903, with the start of the Civil Service, this force was increased to 200; the CBS radio show Calling All Cars hired LAPD radio dispacher Jesse Rosenquist to be the voice of the dispatcher. Rosenquist was famous because home radios could tune in to early police radio frequencies; as the first police radio dispatcher presented to the public ear, he was the voice that actors went to when called upon for a radio dispatcher role. During World War II, under Clemence B. Horrall, the overall number of personnel was depleted by the demands of the military. Despite efforts to maintain numbers, the police could do little to control the 1943 Zoot Suit Riots. Horrall was replaced by retired United States Marine Corps general William A. Worton, who acted as interim chief until 1950, when William H. Parker succeeded him and would serve until his death in 1966. Parker advocated police autonomy from civilian administration. However, the Bloody Christmas scandal in 1951 led to calls for civilian accountability and an end to alleged police brutality.
The iconic television series Dragnet, with LAPD Detective Joe Friday as the primary character, was the first major media representation of the department. Real LAPD operations inspired Jack Webb to create the series and close cooperation with department officers let him make it as realistic as possible, including authentic police equipment and sound recording on-site at the police station. Due to Dragnet's popularity, LAPD Chief Parker "became after J. Edgar Hoover, the most well known and respected law enforcement official in the nation" at that time. In the 1960s, when the LAPD under Chief Thomas Reddin expanded its community relations division and began efforts to reach out to the African-American community, Dragnet followed suit with more emphasis on internal affairs and community policing than solving crimes, the show's previous mainstay. Under Parker, LAPD created the first SWAT team in United States law enforcement. Officer John Nelson and then-Inspector Daryl Gates created the program in 1965 to deal with threats from radical organizations such as the Black Panther Party operating during the Vietnam War era.
The old headquarters for the LAPD was Parker Center, named after former chief William H. Parker, which still stands at 150 N. Los Angeles St; the new headquarters is 300 yards west in the purpose built Police Administration Building located at 100 W. 1st St. south of Los Angeles City Hall, which opened in October 2009. The Los Angeles Board of Police Commissioners known as the Police Commission, is a five-member body of appointed officials which oversees the LAPD; the board is responsible for setting policies for the department and overseeing the LAPD's overall management and operations. The Chief of Police reports to the board; the Office of the Inspector General is an independent part of the LAPD that has oversight over the department's internal disciplinary process and reviewing complaints of officer misconduct. It was created by the recommendation of the Christopher Commission and it is exempt from civil service and reports directly to the Board of Police Commissioners; the current Inspector General is Mark P. Smith, the Constitutional Policing Advisor for the Los Angeles County Sheriff's Department.
The OIG receives copies of every complaint filed against members of the LAPD as well as tracking specific cases along with any resultant litigation. The OIG conducts audits on select investigations and conducts regular reviews of the disciplinary system in order to ensure fairness and equality; as well as overseeing the LAPD's disciplinary process, the Inspector General may undertake special investigations as directed by the Board of Police Commissioners. The Office of the Chief of Police has the responsibility for assisting the Chief of Police in the administration of the department; the Chief of Staff is responsible for coordinating the flow of information from command staff to ensure that the Chief is informed prior to making decisions and coordinating special administrative audits and investigations, assisting and submitting recommendations to the Chief of Police in matters involving employee relations. With 18,000 employees, the Los Angeles County Sheriff's Department the County of Los Angeles Sheriff's Department, is the nation's largest sheriff's department. The department's three main responsibilities entail providing patrol services for 153 unincorporated communities of Los Angeles County, California and 42 cities, providing courthouse security for the Superior Court of Los Angeles County, the housing and transportation of inmates within the county jail system. In addition, the department contracts with the Los Angeles Metropolitan Transportation Authority and Metrolink, provides law enforcement services to ten community colleges, patrols over 177 county parks, golf courses, special event venues, two major lakes, 16 hospitals, over 300 county facilities; the Los Angeles County Sheriff's Department's transit division alone is the second largest transit police force in the world, aside from the New York City Police Department. This is through policing contracts of the Metro trains and buses of the Los Angeles Metro and Metrolink.
Furthermore, with policing contracts with nine campuses of the Los Angeles Community College and Lancaster Community College District, the LASD is the largest community policing agency in the United States. The Sheriff's Department's headquarters are located in downtown Los Angeles at the Los Angeles County Hall of Justice; the Los Angeles County Sheriff's Department is the largest sheriff's department and the fourth largest local policing agency in the United States. There are 17,926 employees. There are 791 reserve deputies and 400 explorers. On December 1, 2014, Jim McDonnell took the oath of office and was sworn in as the 32nd Los Angeles County Sheriff. Law enforcement agency
A law enforcement agency, in North American English, is a government agency responsible for the enforcement of the laws. Outside North America, such organizations are called police services. In North America, some of these services are called police, others are known as sheriff's offices/departments, while investigative police services in the United States are called bureaus, for example the Federal Bureau of Investigation. LEAs which have their ability to apply their powers restricted in some way are said to operate within a jurisdiction. LEAs will have some form of geographic restriction on their ability to apply their powers; the LEA might be able to apply its powers within a country, for example the United States of America's Bureau of Alcohol, Tobacco and Explosives or its Drug Enforcement Administration, within a division of a country, for example the Australian state Queensland Police, or across a collection of countries, for example international organizations such as Interpol, or the European Union's Europol.
LEAs which operate across a collection of countries tend to assist in law enforcement activities, rather than directly enforcing laws, by facilitating the sharing of information necessary for law enforcement between LEAs within those countries, for example Europol has no executive powers. Sometimes a LEA’s jurisdiction is determined by the complexity or seriousness of the non compliance with a law; some countries determine the jurisdiction in these circumstances by means of policy and resource allocation between agencies, for example in Australia, the Australian Federal Police take on complex serious matters referred to it by an agency and the agency will undertake its own investigations of less serious or complex matters by consensus, while other countries have laws which decide the jurisdiction, for example in the United States of America some matters are required by law to be referred to other agencies if they are of a certain level of seriousness or complexity, for example cross state boundary kidnapping in the United States is escalated to the Federal Bureau of Investigation.
Differentiation of jurisdiction based on the seriousness and complexity of the non compliance either by law or by policy and consensus can coexist in countries. A LEA which has a wide range of powers but whose ability is restricted geographically to an area, only part of a country, is referred to as local police or territorial police. Other LEAs have a jurisdiction defined by the type of laws they assist in enforcing. For example, Interpol does not work with political, religious, or racial matters. A LEA’s jurisdiction also includes the governing bodies they support, the LEA itself. Jurisdictionally, there can be an important difference between international LEAs and multinational LEAs though both are referred to as "international" in official documents. An international law enforcement agency has jurisdiction and or operates in multiple countries and across State borders, for example Interpol. A multinational law enforcement agency will operate in only one country, or one division of a country, but is made up of personnel from several countries, for example the European Union Police Mission in Bosnia and Herzegovina.
International LEAs are also multinational, for example Interpol, but multinational LEAs are not international. Within a country, the jurisdiction of law enforcement agencies can be organized and structured in a number of ways to provide law enforcement throughout the country. A law enforcement agency’s jurisdiction can be for the whole country or for a division or sub-division within the country. LEA jurisdiction for a division within a country can be at more than one level, for example at the division level, state, province, or territory level, for example at the sub division level, county, shire, or municipality or metropolitan area level. In Australia for example, each state has its own LEAs. In the United States for example each state and county or city has its own LEAs; as a result, because both Australia and the United States are federations and have federal LEAs, Australia has two levels of law enforcement and the United States has multiple levels of law enforcement, Tribal, County, Town, special Jurisdiction and others.
A LEA’s jurisdiction will be geographically divided into operations areas for administrative and logistical efficiency reasons. An operations area is called a command or an office. While the operations area of a LEA is sometimes referred to as a jurisdiction, any LEA operations area still has legal jurisdiction in all geographic areas the LEA operates, but by policy and consensus the operations area does not operate in other geographical operations areas of the LEA. For example, the United Kingdom’s Metropolitan Police is divided into 32 Borough Operational Command Units, based on the London boroughs, the New York City Police Department is divided into 77 precincts. Sometimes the one legal jurisdiction is covered by more than one LEA, again for administrative and logistical efficiency reasons, or arising from policy, or historical reasons. For example, the area of jurisdiction of English and Welsh law is covered by a number of LEAs called constabularies, each of which has legal jurisdiction over the whole area covered by English and Welsh law, but they do not operate out of their areas without formal liaison between them.
The primary difference between separate agencies and operational areas within the one legal jurisdiction is the degree of flexibility to move resources between versus within agencies. When multiple LEAs cover the one legal jurisdiction, each agency still organizes itself into operations
Los Angeles Fire Department
The Los Angeles Fire Department provides emergency medical services, fire cause determination, fire prevention, fire suppression, hazardous materials mitigation, rescue services to the city of Los Angeles, United States. The LAFD is responsible for 4 million people who live in the agency's 471 square miles jurisdiction; the Los Angeles Fire Department founded in 1886 is one of the largest municipal fire departments in the United States, after the New York City Fire Department and the Chicago Fire Department. The department may be unofficially referred to as the Los Angeles City Fire Department or "LA City Fire" to distinguish it from the Los Angeles County Fire Department which serves the county and whose name may directly confuse people, as the county seat is the city. Another possible reason is that the city and the unincorporated County are bordering each other and thus the two appear to be serving the same area; the department is under the command of chief Ralph Terrazas. The Los Angeles Fire Department has it origins in the year 1871.
In September of that year, George M. Fall, the County Clerk for Los Angeles County organized Engine Company No. 1. It was a volunteer firefighting force with a hose jumper; the equipment was hand-drawn to fires. In the spring of 1874, the fire company asked the Los Angeles City Council to purchase horses to pull the engine; the Council refused and the fire company disbanded. Many of the former members of Engine Company No. 1 reorganized under the name of Thirty-Eights No. 1 in May 1875, Engine Co. No. 2 was organized under the name Confidence Engine Company. Los Angeles acquired its first "ladder" truck for the Thirty-Eights, it was ill-adapted to the needs of the city. It was sold to the city of Wilmington. In 1876, another "hook and ladder" truck was purchased, serving in the city until 1881. In 1878, a third fire company was formed by the residents in the neighborhood of Sixth Street and Park, it was given the name of "Park Hose Co. No. 1". East Los Angeles formed a hose company named "East Los Angeles Hose Co.
No. 2" five years later. The final volunteer company was formed in the fall of 1883 in the Morris Vineyard area; this company was called "Morris Vineyard Hose Co. No.3."All of these companies remained in service until February 1, 1886, when the present paid fire department came into existence. In 1877, the first horses were bought for the city fire department; the department would continue to use horses for its equipment for fifty years, phasing out the last horse drawn equipment on July 19, 1921. By 1900, the Department had grown to 18 fire stations with 123 full-time paid firefighters and 80 fire horses; the city had installed 194 fire-alarm boxes allowing citizens to sound the alarm if a fire was spotted. 660 fire hydrants were placed throughout the city, giving firefighters access to a reliable water source. In 1955 Station 78 in Studio City became the first racially integrated station in the department; the department utilizes a wide array of equipment. These are most but not all of the apparatus.
The triple combination Fire Engine or “TRIPLE” is the most common type of firefighting apparatus in Los Angeles. The term “triple combination” refers to the apparatus having three components; the triple can be found as a one-piece engine company or as two engines assigned to a Task Force station. The “Triples” used by the LAFD have several parallel main pumps of varying capacities. Depending upon the area served, this apparatus may carry a combination of any or all of the following sizes of hose; the water tank carrying capacity ranges from 300 gallons to 500 gallons. These apparatus are staffed by four members, including a Captain 1 as the company commander. A number of triples in the LAFD are Paramedic assessment companies – meaning they include a Paramedic as part of the crew; the LAFD uses the concept of Light Forces and Task Forces which can be considered one "Resource", although comprising more than one unit or company. A Light Force is composed of a Ladder Truck. Light forces will always respond together as one unit or resource.
A Task Force is a Light Force coupled with an Engine. An Engine is considered a single unit or "resource". A Task Force responds to larger incidents, such as structural fires, is made up of an Engine, a 200 Series Pump Engine, a Truck, all operating together. While a standard Engine is always staffed with a full crew, a 200 Series Pump Engine is only staffed by a driver; the purpose of the 200 Series Pump Engine is to provide support and equipment to the Truck in a Light Force, either the Truck or the Engine in a Task Force. Rescue Ambulances called'rescues' for short, can be considered either advanced life support, or basic life support. Ambulances number 1-112 are frontline ALS staffed by 2 firefighter / paramedics, while those in the 200 series are ALS reserves. Ambulances in the 800s are BLS staffed by 2 firefighter EMT's, while those in the 900s are BLS reserves; the Air Operations division of the LAFD operates out of Fire Station 114 at Van Nuys Airport. The division has six helicopters available for air medical services.
