Frank Pierce Milburn
Frank Pierce Milburn was an American prolific architect of the late 19th and early 20th centuries. His practice was focused on public buildings courthouses and legislative buildings, although he designed railroad stations, commercial buildings and residences. Milburn was a native of Bowling Green, Kentucky who practiced as an architect in Louisville from 1884 to 1889. C. after 1904. From 1902 Milburn was architect for the Southern Railway. Milburn pioneered a new approach to the marketing of architectural services, publishing sponsored books of his work, placing advertisements in trade publications, entering competitions and moving his office to suit available opportunities; this resulted in work in every Southern state apart from Mississippi. Milburn was successful in obtaining commissions for significant public buildings, ranging from county courthouses to state capitols. Milburn did significant work at the South Carolina State House and the old Florida Capitol, unsuccessfully competed for work on the Arkansas Capitol.
In 1902, Milburn designed the Columbia County Courthouse in Florida. That same year he designed the Blanche Hotel across the street from the courthouse. Milburn won a 1900 competition to complete the South Carolina State House over William Augustus Edwards and Charles Coker Wilson, as well as Gadsen E. Shand, an assistant to former State House architect Frank Niernsee. Milburn's selection was made easier by the fact that the proposed cost for his design was the least expensive of those submitted. Plans and specifications were issued and bids accepted, but a dispute broke out over differences between the competition design and that issued for bidding. Milburn had reduced the number of columns on the north portico by six and had removed a line of columns on the south portico to remain within the appropriated budget. Other changes to the dome and disputes over the quantity and accuracy of details and the quality of the work caused legal and political difficulties, but the project proceeded. Milburn, moved to Washington when his work with the Southern Railway offered the opportunity.
Once in Washington, Milburn teamed with Michael Heister to form the firm of Heister. Milburn's son, Thomas Y. The Spanish–American War was an armed conflict between Spain and the United States in 1898. Hostilities began in the aftermath of the internal explosion of USS Maine in Havana harbor in Cuba, leading to U. S. intervention in the Cuban War of Independence. The war led to emergence of U. S. predominance in the Caribbean region, resulted in U. S. acquisition of Spain's Pacific possessions. That led to U. S. involvement in the Philippine Revolution and in the Philippine–American War. The main issue was Cuban independence. Revolts had been occurring for some years in Cuba against Spanish rule; the U. S. backed these revolts upon entering the Spanish–American War. There had been war scares before, as in the Virginius Affair in 1873, but in the late 1890s, American public opinion was agitated by reports of gruesome Spanish atrocities; the business community had just recovered from a deep depression and feared that a war would reverse the gains. It lobbied vigorously against going to war. President William McKinley sought a peaceful settlement.
The United States Navy armored cruiser USS Maine mysteriously sank in Havana Harbor. McKinley signed a joint Congressional resolution demanding Spanish withdrawal and authorizing the President to use military force to help Cuba gain independence on April 20, 1898. In response, Spain severed diplomatic relations with the United States on April 21. On the same day, the U. S. Navy began a blockade of Cuba. Both sides declared war; the ten-week war was fought in both the Pacific. As U. S. agitators for war well knew, U. S. naval power would prove decisive, allowing expeditionary forces to disembark in Cuba against a Spanish garrison facing nationwide Cuban insurgent attacks and further wasted by yellow fever. The invaders obtained the surrender of Santiago de Cuba and Manila despite the good performance of some Spanish infantry units and fierce fighting for positions such as San Juan Hill. Madrid sued for peace after two Spanish squadrons were sunk in Santiago de Cuba and Manila Bay and a third, more modern, fleet was recalled home to protect the Spanish coasts.
The result was the 1898 Treaty of Paris, negotiated on terms favorable to the U. S. which allowed it temporary control of Cuba and ceded ownership of Puerto Rico and the Philippine islands. The cession of the Philippines involved payment of $20 million to Spain by the U. S. to cover infrastructure owned by Spain. The defeat and loss of the last remnants of the Spanish Empire was a profound shock to Spain's national psyche and provoked a thorough philosophical and artistic reevaluation of Spanish society known as the Generation of'98; the United States gained several island possessions spanning the globe and a rancorous new debate over the wisdom of expansionism. The combined problems arising from the Peninsular War, the loss of most of its colonies in the Americas in the early 19th-century Spanish American wars of independence, three Carlist Wars marked the low point of Spanish colonialism. Liberal Spanish elites like Antonio Cánovas del Castillo and Emilio Castelar offered new interpretations of the concept of "empire" to dovetail with Spain's emerging nationalism.
Cánovas made clear in an address to the University of Madrid in 1882 his view of the Spanish nation as based on shared cultural and linguistic elements – on both sides of the Atlantic – that tied Spain's territories together. Cánovas saw Spanish imperialism as markedly different in its methods and purposes of colonization from those of rival empires like the British or French. Spaniards regarded the spreading of civilization and Christianity as Spain's major objective and contribution to the New World; the concept of cultural unity bestowed special significance on Cuba, Spanish for four hundred years, was viewed as an integral part of the Spanish nation. The focus on preserving the empire would have negative consequences for Spain's national pride in the aftermath of the Spanish–American War. In 1823, the fifth American President James Monroe enunciated the Monroe Doctrine, which stated that the United States would not tolerate further efforts by European governments to retake or expand their colonial holdings in the Americas or to interfere with the newly independent states in the hemisphere.

Before the American Civil War, Southern interests attempted to have the United States purchase Cuba and convert it into a new slave territory; the pro-slavery element proposed the Ostend Manifesto proposal of 1854. It was rejected by anti-slavery forces. After the American Civil War and Cuba's Ten Years' War, U. S. businessmen began monopolizing the devalued sugar markets in Cuba. In 1894, 90% of Cuba's total exports went to the United States, which provided 40% of Cuba's imports. Cuba's total exports to the U. S. were twelve times larger than the export to her mother country, Spain. U. S. business interests indicated that while Spain still held political authority over Cuba, economic authority in Cuba, acting-authority, was shifting to the US. The U. S. became interested in a trans-isthmus canal either in Nicaragua, or in Panama, where the Panama Canal would be built, realized the need for naval protection. Neoclassical architecture is an architectural style produced by the neoclassical movement that began in the mid-18th century. In its purest form, it is a style principally derived from the architecture of classical antiquity, the Vitruvian principles, the work of the Italian architect Andrea Palladio. In form, neoclassical architecture emphasizes the wall rather than chiaroscuro and maintains separate identities to each of its parts; the style is manifested both in its details as a reaction against the Rococo style of naturalistic ornament, in its architectural formulae as an outgrowth of some classicising features of the Late Baroque architectural tradition. Neoclassical architecture is still designed today, but may be labelled New Classical Architecture for contemporary buildings. In Central and Eastern Europe, the style is referred to as Classicism, while the newer revival styles of the 19th century until today are called neoclassical. Intellectually, neoclassicism was symptomatic of a desire to return to the perceived "purity" of the arts of Rome, to the more vague perception of Ancient Greek arts and, to a lesser extent, 16th-century Renaissance Classicism, a source for academic Late Baroque architecture.
Many early 19th-century neoclassical architects were influenced by the drawings and projects of Étienne-Louis Boullée and Claude Nicolas Ledoux. The many graphite drawings of Boullée and his students depict spare geometrical architecture that emulates the eternality of the universe. There are Edmund Burke's conception of the sublime. Ledoux addressed the concept of architectural character, maintaining that a building should communicate its function to the viewer: taken such ideas give rise to "architecture parlante". A return to more classical architectural forms as a reaction to the Rococo style can be detected in some European architecture of the earlier 18th century, most vividly represented in the Palladian architecture of Georgian Britain and Ireland; the baroque style had never been to the English taste. Four influential books were published in the first quarter of the 18th century which highlighted the simplicity and purity of classical architecture: Vitruvius Britannicus, Palladio's Four Books of Architecture, De Re Aedificatoria and The Designs of Inigo Jones... with Some Additional Designs.
The most popular was the four-volume Vitruvius Britannicus by Colen Campbell. The book contained architectural prints of famous British buildings, inspired by the great architects from Vitruvius to Palladio. At first the book featured the work of Inigo Jones, but the tomes contained drawings and plans by Campbell and other 18th-century architects. Palladian architecture became well established in 18th-century Britain. At the forefront of the new school of design was the aristocratic "architect earl", Richard Boyle, 3rd Earl of Burlington; this House was a reinterpretation of Palladio's Villa Capra, but purified of 16th century elements and ornament. This severe lack of ornamentation was to be a feature of the Palladianism. In 1734 William Kent and Lord Burlington designed one of England's finest examples of Palladian architecture with Holkham Hall in Norfolk; the main block of this house followed Palladio's dictates quite but Palladio's low detached, wings of farm buildings were elevated in significance.
This classicising vein was detectable, to a lesser degree, in the Late Baroque architecture in Paris, such as in Perrault's east range of the Louvre. This shift was visible in Rome at the redesigned façade for S. Giovanni in Laterano. By the mid 18th century, the movement broadened to incorporate a greater range of Classical influences, including those from Ancient Greece. An early centre of neoclassicism was Italy Naples, where by the 1730s, court architects such as Luigi Vanvitelli and Ferdinando Fuga were recovering classical and Mannierist forms in their Baroque architecture. Following their lead, Giovanni Antonio Medrano began to build the first neoclassical structures in Italy in the 1730s. In the same period, Alessandro Pompei introduced neoclassicism to the Venetian Republic, building one of the first lapidariums in Europe in Verona, in the Doric style. During the same period, neoclassical elements were introduced to Tuscany by architect Jean Nicolas Jadot de Ville-Issey, the court architect of Francis Stephen of Lorraine.
On Jadot's lead, an original neoclassical style was developed by Gaspare Paoletti, transforming Florence into the most important centre of neoclassicism in the peninsula. In the second half of the century, Neoclassicism flourished in Turin and Trieste. In the latter two cities, just as in Tuscany, the sober neoclassical style was linked to the reformism of the ruling Habsburg enlightened monarchs; the Rococo style remained much popular in Italy until the Napoleonic regimes, which brought a new archaeological classicism, embraced as a political statement by young, urban Italians with republican leanings. The shift to neoclassical architecture is conventionally dated to the 1750s, it first gained influence in France. National Register of Historic Places
The National Register of Historic Places is the United States federal government's official list of districts, buildings and objects deemed worthy of preservation for their historical significance. A property listed in the National Register, or located within a National Register Historic District, may qualify for tax incentives derived from the total value of expenses incurred preserving the property; the passage of the National Historic Preservation Act in 1966 established the National Register and the process for adding properties to it. Of the more than one million properties on the National Register, 80,000 are listed individually; the remainder are contributing resources within historic districts. For most of its history the National Register has been administered by the National Park Service, an agency within the United States Department of the Interior, its goals are to help property owners and interest groups, such as the National Trust for Historic Preservation, coordinate and protect historic sites in the United States.
While National Register listings are symbolic, their recognition of significance provides some financial incentive to owners of listed properties. Protection of the property is not guaranteed. During the nomination process, the property is evaluated in terms of the four criteria for inclusion on the National Register of Historic Places; the application of those criteria has been the subject of criticism by academics of history and preservation, as well as the public and politicians. Historic sites outside the country proper, but associated with the United States are listed. Properties can be nominated in a variety of forms, including individual properties, historic districts, multiple property submissions; the Register categorizes general listings into one of five types of properties: district, structure, building, or object. National Register Historic Districts are defined geographical areas consisting of contributing and non-contributing properties; some properties are added automatically to the National Register when they become administered by the National Park Service.
These include National Historic Landmarks, National Historic Sites, National Historical Parks, National Military Parks, National Memorials, some National Monuments. On October 15, 1966, the Historic Preservation Act created the National Register of Historic Places and the corresponding State Historic Preservation Offices; the National Register consisted of the National Historic Landmarks designated before the Register's creation, as well as any other historic sites in the National Park system. Approval of the act, amended in 1980 and 1992, represented the first time the United States had a broad-based historic preservation policy; the 1966 act required those agencies to work in conjunction with the SHPO and an independent federal agency, the Advisory Council on Historic Preservation, to confront adverse effects of federal activities on historic preservation. To administer the newly created National Register of Historic Places, the National Park Service of the U. S. Department of the Interior, with director George B.
Hartzog Jr. established an administrative division named the Office of Archeology and Historic Preservation. Hartzog charged OAHP with creating the National Register program mandated by the 1966 law. Ernest Connally was the Office's first director. Within OAHP new divisions were created to deal with the National Register; the division administered several existing programs, including the Historic Sites Survey and the Historic American Buildings Survey, as well as the new National Register and Historic Preservation Fund. The first official Keeper of the Register was an architectural historian. During the Register's earliest years in the late 1960s and early 1970s, organization was lax and SHPOs were small and underfunded. However, funds were still being supplied for the Historic Preservation Fund to provide matching grants-in-aid to listed property owners, first for house museums and institutional buildings, but for commercial structures as well. A few years in 1979, the NPS history programs affiliated with both the U.
S. National Parks system and the National Register were categorized formally into two "Assistant Directorates." Established were the Assistant Directorate for Archeology and Historic Preservation and the Assistant Directorate for Park Historic Preservation. From 1978 until 1981, the main agency for the National Register was the Heritage Conservation and Recreation Service of the United States Department of the Interior. In February 1983, the two assistant directorates were merged to promote efficiency and recognize the interdependency of their programs. Jerry L. Rogers was selected to direct this newly merged associate directorate, he was described as a skilled administrator, sensitive to the need for the NPS to work with SHPOs, local governments. Although not described in detail in the 1966 act, SHPOs became integral to the process of listing properties on the National Register; the 1980 amendments of the 1966 law further defined the responsibilities of SHPOs concerning the National Register.
Several 1992 amendments of the NHPA added a category to the National Register, known as Traditional Cultural Properties: those properties associated with Native American or Hawaiian groups
United States Bicentennial
The United States Bicentennial was a series of celebrations and observances during the mid-1970s that paid tribute to historical events leading up to the creation of the United States of America as an independent republic. It was a central event in the memory of the American Revolution; the Bicentennial culminated on Sunday, July 4, 1976, with the 200th anniversary of the adoption of the Declaration of Independence. The nation had always commemorated the Founding, as a gesture of patriotism and sometimes as an argument in political battles. Historian Jonathan Crider points out that in the 1850s, editors and orators both North and South claimed their region was the true custodian of the legacy of 1776, as they used the Revolution symbolically in their rhetoric; the plans for the Bicentennial began when Congress created the American Revolution Bicentennial Commission on July 4, 1966. The Bicentennial celebration was planned as a single city exposition that would be staged in either Philadelphia or Boston.
After 6½ years of tumultuous debate, the Commission recommended that there should not be a single event, Congress dissolved it on December 11, 1973, created the American Revolution Bicentennial Administration, charged with encouraging and coordinating locally sponsored events. David Ryan, a professor at University College Cork, notes that the Bicentennial was celebrated only a year after the withdrawal from Vietnam in 1975 and that the Ford administration stressed the themes of renewal and rebirth based on a restoration of traditional values, giving a nostalgic and exclusive reading of the American past. On December 31, 1975, the eve of the Bicentennial Year, President Gerald Ford recorded a statement to address the American people by means of radio and television broadcasts. Presidential Proclamation 4411 was signed as an affirmation to the Founding Fathers of the United States principles of dignity, government by representation, liberty. Bruce N. Blackburn, co-designer of the modernized NASA insignia, designed the logo.
The logo consisted of a white five-point star inside a stylized star of red and blue. It was encircled by the inscription American Revolution Bicentennial 1776–1976 in Helvetica Regular. An early use of the logo was on a 1971 U. S. postage stamp. The logo became a flag that flew at many government facilities throughout the United States and appeared on many other souvenirs and postage stamps issued by the Postal Service. NASA painted the logo on the Vehicle Assembly Building at the Kennedy Space Center in 1976 where it remained until 1998 when the agency replaced it with its own emblem as part of 40th anniversary celebrations; the official Bicentennial events began April 1, 1975, when the American Freedom Train launched in Wilmington, Delaware to start its 21-month, 25,388-mile tour of the 48 contiguous states. On April 18, 1975, President Gerald Ford traveled to Boston to light a third lantern at the historic Old North Church, symbolizing America's third century; the next day, Ford delivered a major address commemorating the 200th anniversary of the Battles of Lexington and Concord in Massachusetts, which began the military aspect of the American Revolution against British colonial rule.
Festivities included elaborate fireworks in the skies above major American cities. President Ford presided over the display in Washington, D. C., televised nationally. A large international fleet of tall-masted sailing ships gathered first in New York City on Independence Day and in Boston about one week later; these nautical parades were witnessed by several million observers. The gathering was the second of six such Op Sail events to date; the vessels docked and allowed the general public to tour the ships in both cities, while their crews were entertained on shore at various ethnic celebrations and parties. In addition to the presence of the'tall ships', navies of many nations sent warships to New York harbor for an International Naval Review held the morning of July 4. President Ford sailed down the Hudson River into New York harbor aboard the guided missile cruiser USS Wainwright to review the international fleet and receive salutes from each visiting ship, ending with a salute from the British guided missile destroyer HMS London.
The review ended just above Liberty Island around 10:30 am. Several people threw packages labeled "Gulf Oil" and "Exxon" into Boston Harbor in symbolic opposition to corporate power, in the style of the Boston Tea party. Johnny Cash was the Grand Marshall of the U. S. Bicentennial parade. Britain's Queen Elizabeth II and Prince Philip made a state visit to the United States to tour the country and attend Bicentennial festivities with President and Mrs. Ford, their visit aboard the Royal Yacht Britannia included stops in Philadelphia, Washington, D. C. Virginia, New York and Massachusetts. While in Philadelphia on July 6, 1976, Queen Elizabeth presented the Bicentennial Bell on behalf of the British people; the bell is a replica of the Liberty Bell, cast at the same foundry—Whitechapel Bell Foundry—and bearing the inscription "For the People of the United States of America from the People of Britain 4 July 1976 LET FREEDOM RING."Local observances included painting mailboxes and fire hydrants red and blue.
A wave of patriotism and nostalgia swept the nation and there was a general feeling that the irate era of the Civil Rights Movement, the Vietnam War and the Watergate constitutional crisis of 1974 had come to an end. In Washington, D. C. the Smithsonian Institution opened a long-term exhibition in its Arts and Industries Building that replicated the look and feel of the 1876 Centennial Exposition. September 11 attacks
The September 11 attacks were a series of four coordinated terrorist attacks by the Islamic terrorist group al-Qaeda against the United States on the morning of Tuesday, September 11, 2001. The attacks killed 2,996 people, injured over 6,000 others, caused at least $10 billion in infrastructure and property damage. Additional people died of 9/11-related cancer and respiratory diseases in the months and years following the attacks. Four passenger airliners operated by two major U. S. passenger air carriers —all of which departed from airports in the northeastern United States bound for California—were hijacked by 19 al-Qaeda terrorists. Two of the planes, American Airlines Flight 11 and United Airlines Flight 175, were crashed into the North and South towers of the World Trade Center complex in Lower Manhattan. Within an hour and 42 minutes, both 110-story towers collapsed. Debris and the resulting fires caused a partial or complete collapse of all other buildings in the World Trade Center complex, including the 47-story 7 World Trade Center tower, as well as significant damage to ten other large surrounding structures.
A third plane, American Airlines Flight 77, was crashed into the Pentagon in Arlington County, which led to a partial collapse of the building's west side. The fourth plane, United Airlines Flight 93, was flown toward Washington, D. C. but crashed into a field in Stonycreek Township near Shanksville, after its passengers thwarted the hijackers. 9/11 is the single deadliest terrorist attack in human history and the single deadliest incident for firefighters and law enforcement officers in the history of the United States, with 343 and 72 killed, respectively. Suspicion fell on al-Qaeda; the United States responded by launching the War on Terror and invaded Afghanistan to depose the Taliban, which had failed to comply with U. S. demands to extradite Osama bin expel al-Qaeda from Afghanistan. Many countries strengthened their anti-terrorism legislation and expanded the powers of law enforcement and intelligence agencies to prevent terrorist attacks. Although Osama bin Laden, al-Qaeda's leader denied any involvement, in 2004 he claimed responsibility for the attacks.
Al-Qaeda and bin Laden cited U. S. support of Israel, the presence of U. S. troops in Saudi Arabia, sanctions against Iraq as motives. After evading capture for a decade, bin Laden was located in Pakistan and killed by SEAL Team Six of the U. S. Navy in May 2011; the destruction of the World Trade Center and nearby infrastructure harmed the economy of Lower Manhattan and had a significant effect on global markets, which resulted in the closing of Wall Street until September 17 and the civilian airspace in the U. S. and Canada until September 13. Many closings and cancellations followed, out of respect or fear of further attacks. Cleanup of the World Trade Center site was completed in May 2002, the Pentagon was repaired within a year. On November 18, 2006, construction of One World Trade Center began at the World Trade Center site; the building was opened on November 3, 2014. Numerous memorials have been constructed, including the National September 11 Memorial & Museum in New York City, the Pentagon Memorial in Arlington County and the Flight 93 National Memorial in a field in Stonycreek Township near Shanksville, Pennsylvania.
Although not confirmed, there is evidence of alleged Saudi Arabian involvement in the attacks. Given as main evidence in these charges are the contents of the 28 redacted pages of the December 2002 Joint Inquiry into Intelligence Community Activities before and after the Terrorist Attacks of September 11, 2001 conducted by the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence; these 28 pages contain information regarding the material and financial assistance given to the hijackers and their affiliates leading up to the attacks by the Saudi Arabian government. The origins of al-Qaeda can be traced to 1979. Osama bin Laden helped organize Arab mujahideen to resist the Soviets. Under the guidance of Ayman al-Zawahiri, bin Laden became more radical. In 1996, bin Laden issued his first fatwā. In a second fatwā in 1998, bin Laden outlined his objections to American foreign policy with respect to Israel, as well as the continued presence of American troops in Saudi Arabia after the Gulf War.
Bin Laden used Islamic texts to exhort Muslims to attack Americans until the stated grievances are reversed. Muslim legal scholars "have throughout Islamic history unanimously agreed that the jihad is an individual duty if the enemy destroys the Muslim countries", according to bin Laden. Bin Laden orchestrated the attacks and denied involvement but recanted his false statements. Al Jazeera broadcast a statement by bin Laden on September 16, 2001, stating, "I stress that I have not carried out this act, which appears to have been carried out by individuals with their own motivation." In November 2001, U. S. forces recovered a videotape from a destroyed house in Afghanistan. In the video, bin Laden admits foreknowledge of the attacks. On December 27, 2001, a second bin Laden video was released. In the video, he said: It has become clear that the West in general and America in particular have an unspeakable hatred for Islam.... It is the hatred of crusaders. Terrorism against America deserves to be praised because it was a response to injustice, aimed at forcing America to stop its support for Israel, which kills our people....
