California's 1st congressional district
California's 1st congressional district is a congressional district in the U. S. state of California. Doug LaMalfa, a Republican, has represented the district since January 2013; the 1st district encompasses the northeastern part of the state. It consists of: Butte County Lassen County Modoc County Plumas County Shasta County Sierra County Siskiyou County Tehama County most of Nevada County part of Glenn County part of Placer CountyPrior to redistricting by the California Citizens Redistricting Commission of 2011, the 1st district encompassed the northern coast of the state, it consisted of Del Norte, Lake and Napa counties plus portions of Sonoma and Yolo counties. Much of that area is now the 5th district, while the current 1st district comprises much of the territory, the 2nd district. Prior to 2013, the GOP last held the seat in 1998 when U. S. Representative Frank Riggs decided to run for the U. S. Senate. Riggs was replaced by State Senator Mike Thompson. Redistricting in 2001 added Democratic-leaning areas of Yolo County.
John Kerry won the district in 2004 presidential election with 59.7% of the vote. Barack Obama carried the district in 2008 presidential election with 65.60% of the vote. The new 1st district is much more Republican-leaning. District created March 4, 1865; as of January 2019, there are four former members of the U. S. House of Representatives from California's 1st congressional district that are living; the most recent representative to die was Donald H. Clausen on February 7, 2015; the most serving representative to die was Eugene A. Chappie on May 31, 1992. California is a state in the Pacific Region of the United States. With 39.6 million residents, California is the most populous U. S. the third-largest by area. The state capital is Sacramento; the Greater Los Angeles Area and the San Francisco Bay Area are the nation's second and fifth most populous urban regions, with 18.7 million and 9.7 million residents respectively. Los Angeles is California's most populous city, the country's second most populous, after New York City. California has the nation's most populous county, Los Angeles County, its largest county by area, San Bernardino County; the City and County of San Francisco is both the country's second-most densely populated major city after New York City and the fifth-most densely populated county, behind only four of the five New York City boroughs. California's $3.0 trillion economy is larger than that of any other state, larger than those of Texas and Florida combined, the largest sub-national economy in the world. If it were a country, California would be the 5th largest economy in the world, the 36th most populous as of 2017.
The Greater Los Angeles Area and the San Francisco Bay Area are the nation's second- and third-largest urban economies, after the New York metropolitan area. The San Francisco Bay Area PSA had the nation's highest GDP per capita in 2017 among large PSAs, is home to three of the world's ten largest companies by market capitalization and four of the world's ten richest people. California is considered a global trendsetter in popular culture, innovation and politics, it is considered the origin of the American film industry, the hippie counterculture, fast food, the Internet, the personal computer, among others. The San Francisco Bay Area and the Greater Los Angeles Area are seen as global centers of the technology and entertainment industries, respectively. California has a diverse economy: 58% of the state's economy is centered on finance, real estate services and professional, scientific and technical business services. Although it accounts for only 1.5% of the state's economy, California's agriculture industry has the highest output of any U.
S. state. California is bordered by Oregon to the north and Arizona to the east, the Mexican state of Baja California to the south; the state's diverse geography ranges from the Pacific Coast in the west to the Sierra Nevada mountain range in the east, from the redwood–Douglas fir forests in the northwest to the Mojave Desert in the southeast. The Central Valley, a major agricultural area, dominates the state's center. Although California is well-known for its warm Mediterranean climate, the large size of the state results in climates that vary from moist temperate rainforest in the north to arid desert in the interior, as well as snowy alpine in the mountains. Over time and wildfires have become more pervasive features. What is now California was first settled by various Native Californian tribes before being explored by a number of European expeditions during the 16th and 17th centuries; the Spanish Empire claimed it as part of Alta California in their New Spain colony. The area became a part of Mexico in 1821 following its successful war for independence but was ceded to the United States in 1848 after the Mexican–American War.
The western portion of Alta California was organized and admitted as the 31st state on September 9, 1850. The California Gold Rush starting in 1848 led to dramatic social and demographic changes, with large-scale emigration from the east and abroad with an accompanying economic boom; the word California referred to the Baja California Peninsula of Mexico. The name derived from the mythical island California in the fictional story of Queen Calafia, as recorded in a 1510 work The Adventures of Esplandián by Garci Rodríguez de Montalvo; this work was the fifth in a popular Spanish chivalric romance series that began with Amadis de Gaula. Queen Calafia's kingdom was said to be a remote land rich in gold and pearls, inhabited by beautiful black women who wore gold armor and lived like Amazons, as well as griffins and other strange beasts. In the fictional paradise, the ruler Queen Calafia fought alongside Muslims and her name may have been chosen to echo the title of a Muslim leader, the Caliph. It's possible.
Know ye that at the right hand of the Indies there is an island called California close to that part of the Terrestrial Paradise, inhabited by black women without a single man among them, they lived in the manner of Amazons. They were robust of body with great virtue; the island itself is one of the wildest in the world on account of the craggy rocks. Shortened forms of the state's name include CA, Cal. Calif. and US-CA. Settled by successive waves of arrivals during the last 10,000 years, California was one of the most culturally and linguistically diverse areas in pre-Columbian North America. Various estimates of the native population range from 100,000 to 300,000; the Indigenous peoples of California included more than 70 distinct groups of Native Americans, ranging from large, settled populations living on the coast to groups in the interior. California groups were diverse in their political organization with bands, villages, on the resource-rich coasts, large chiefdoms, such as the Chumash and Salinan.

Camp Fire (2018)
The Camp Fire was the deadliest and most destructive wildfire in California history to date. It is the deadliest wildfire in the United States since the Cloquet fire in 1918, is high on the list of the world's deadliest wildfires. S. wildfire overall. It was the world's costliest natural disaster in 2018. Named after Camp Creek Road, its place of origin, the fire started on November 8, 2018, in Butte County, in Northern California. After exhibiting extreme fire behavior through the community of Concow, an urban firestorm formed in the densely populated foothill town of Paradise; the fire caused at least 85 civilian fatalities, with 3 persons still missing, injured 12 civilians, two prison inmate firefighters, three other firefighters. It covered an area of 153,336 acres, destroyed 18,804 structures, with most of the damage occurring within the first four hours. Total damage was $16.5 billion. The fire reached 100 percent containment after seventeen days on November 25, 2018. In 2005, the California Department of Forestry and Fire Protection released a fire management plan for the region, which warned that the town of Paradise was at risk for an ember-driven conflagration similar to the Oakland firestorm of 1991.
The report stated "the greatest risk to the ridge communities is from an East Wind driven fire that originates above the communities and blows downhill through developed areas."The Camp Fire started in an area that experienced 13 large wildfires since 1999. The area was most burned in 2008 following the Humboldt Fire and the larger Butte Lightning Complex fires. In June 2009, a Butte County civil grand jury report concluded that the roads leading from Paradise and the Upper Ridge communities had "significant constraints" and "capacity limitations" that limited their use as an evacuation route; the report noted road conditions "which increases the fire danger and the possibility of being closed due to fire and or smoke" such as sharp curves, inadequate shoulders, fire hazards adjacent to shoulders such as, "fire fuel and steep slopes." The report recommended a moratorium on new home construction in fire-prone areas. In September 2009, the Butte County Board of Supervisors called the grand jury report "not reasonable," citing improved building codes and fire prevention requirements as arguments against a moratorium.
Based on these reports, there had been warnings to Paradise City planners that they were not including study results in new plans. For example, in 2009, the town of Paradise proposed a reduced number of travel lanes on the roadways and received state funding from the California Department of Transportation to implement a road diet along Skyway, Pearson Road, Clark Road, three of the town's main thoroughfares and evacuation routes. In March 2015, an updated plan codified changes made after the 2008 fires that would convert Skyway into a one-way route during emergencies doubling its capacity. Residential development in wildland-urban interface areas such as Paradise and its vicinity are located in state responsibility areas, where the State of California provides fire prevention and suppression. Due to a need for increased state resources to safeguard these communities, a special fee was imposed on property owners starting in 2011 to provide for fire prevention. However, after collecting and spending $470 million, a measure to suspend and repeal the fee was approved by the California State Legislature in July 2017.
The fee was unpopular with Republican lawmakers and taxpayer groups. Much of the revenue funded existing fire programs. However, the revenue did fund projects, such as secondary evacuation routes and fuel reduction zones. In August 2018, three months before the fire, fire safe councils in the Paradise region were awarded $5 million in grants from this program for fuel reduction and education projects. Despite years of fuel reduction funded by special fees, numerous wildfires ravaged wildland-urban communities. Investigations found. Utilities have the power to disable power lines, PG&E shut off power following the 2018 North Bay fires. A policy it adopted subsequent to the North Bay fires precluded shutting off lines carrying more than 115kV due to the number of customers who would be negatively impacted by such a shutdown; the California Public Utilities Commission is responsible for inspecting PG&E's electrical infrastructure. The scope of the CPUC in relation to the scope of electrical infrastructure is unbalanced and the CPUC has had difficulty fulfilling their oversight mandate.
The section of electrical infrastructure, suspected as the origin of the Camp Fire had not been inspected by the CPUC in six years—many of the towers are original to the Upper North Fork Feather River Project, constructed around the turn of the 20th century. This section is the 115kV Caribou-Palermo line. A 2012 wind storm brought down five towers. In a 2011 audit, the CPUC found several thousand deficiencies. In May 2018, the CPUC gave PG&E permission to replace the aging line. A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.

Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.

A Mediterranean climate or dry summer climate is characterized by rainy winters and dry summers, with less than 40 mm of precipitation for at least three summer months. While the climate receives its name from the Mediterranean Basin, these are located on the western coasts of continents, between 30 and 45 degrees north and south of the equator between oceanic climates towards the poles, semi-arid and arid climates towards the equator. In essence, due to the seasonal shift of the subtropical high-pressure belts with the apparent movement of the Sun, a Mediterranean climate is an intermediate type between these other climates, with winters warmer and drier than oceanic climates and summers imitating sunny weather in semi-arid and arid climates; the resulting vegetation of Mediterranean climates are the garrigue or maquis in the Mediterranean Basin, the chaparral in California, the fynbos in South Africa, the mallee in Australia, the matorral in Chile. Areas with this climate are where the so-called "Mediterranean trinity" of agricultural products have traditionally developed: wheat and olive.
Most large, historic cities of the Mediterranean basin lie within Mediterranean climatic zones, including Algiers, Beirut, İzmir, Marseille, Rome and Valencia. Examples of major cities with Mediterranean climates that lie outside of the historic Mediterranean basin include major examples as Adelaide, Cape Town, Dushanbe, Los Angeles, Perth, San Francisco and Victoria. Under the Köppen climate classification, "hot dry-summer" climates and "cool dry-summer" climates are referred to as "Mediterranean". Under the Köppen climate system, the first letter indicates the climate group. Temperate climates or "C" zones have an average temperature above 0 °C, but below 18 °C, in their coolest months; the second letter indicates the precipitation pattern. Köppen has defined a dry summer month as a month with less than 30 mm of precipitation and with less than one-third that of the wettest winter month. Some, use a 40 mm level; the third letter indicates the degree of summer heat: "a" represents an average temperature in the warmest month above 22 °C, while "b" indicates the average temperature in the warmest month below 22 °C.
Under the Köppen classification, dry-summer climates occur on the western sides of continents. Csb zones in the Köppen system include areas not associated with Mediterranean climates but with Oceanic climates, such as much of the Pacific Northwest, much of southern Chile, parts of west-central Argentina, parts of New Zealand. Additional highland areas in the subtropics meet Cs requirements, though they, are not associated with Mediterranean climates, as do a number of oceanic islands such as Madeira, the Juan Fernández Islands, the western part of the Canary Islands, the eastern part of the Azores. Under Trewartha's modified Köppen climate classification, the two major requirements for a Cs climate are revised. Under Trewartha's system, at least eight months must have average temperatures of 10 °C or higher, the average annual precipitation must not exceed 900 mm. Thus, under this system, many Csb zones in the Köppen system become Do, the rare Csc zones become Eo, with only the classic dry-summer to warm winter, low annual rainfall locations included in the Mediterranean type climate.
During summer, regions of Mediterranean climate are influenced by cold ocean currents which keep the weather in the region dry and pleasant. Similar to desert climates, in many Mediterranean climates there is a strong diurnal character to daily temperatures in the warm summer months due to strong heating during the day from sunlight and rapid cooling at night. In winter, Mediterranean climate zones are no longer influenced by the cold ocean currents and therefore warmer water settles near land and causes clouds to form and rainfall becomes much more likely; as a result, areas with this climate receive all of their precipitation during their winter and spring seasons, may go anywhere from 3 to 6 months during the summer without having any significant precipitation. In the lower latitudes, precipitation decreases in both the winter and summer because they are closer to the Horse latitudes, thus bringing smaller amounts of rain. Toward the polar latitudes, total moisture increases; the rainfall tends to be more evenly distributed throughout the year in Southern Europe, while in the Eastern Mediterranean and in Southern California the summer is nearly or dry.
In places where evapotranspiration is higher, steppe climates tend to prevail, but still follow the weather pattern of the Mediterranean climate. The majority of the regions with Mediterranean climates have mild winters and warm summers; however winter and summer temperatures can vary between different regions with a Mediterranean climate. For instance, in the case of winters and Los Angeles experience mild temperatures in the winter, with frost and snowfall unknown, whereas Tashkent has colder winters with annual frosts and snowfall. Republican Party (United States)
The Republican Party referred to as the GOP, is one of the two major political parties in the United States. The GOP was founded in 1854 by opponents of the Kansas-Nebraska Act, which had expanded slavery into U. S. territories. The party subscribed to classical liberalism and took ideological stands that were anti-slavery and pro-economic reform. Abraham Lincoln was the first Republican president in the history of the United States; the Party was dominant over the Democrats during the Third Party System and Fourth Party System. In 1912, Theodore Roosevelt formed the Progressive Party after being rejected by the GOP and ran unsuccessfully as a third-party presidential candidate calling for social reforms. After the 1912 election, many Roosevelt supporters left the Party, the Party underwent an ideological shift to the right; the liberal Republican element in the GOP was overwhelmed by a conservative surge begun by Barry Goldwater in 1964 that continued during the Reagan Era in the 1980s. After the Civil Rights Act of 1964 and the Voting Rights Act of 1965, the party's core base shifted, with the Southern states becoming more reliably Republican in presidential politics and the Northeastern states becoming more reliably Democratic.
White voters identified with the Republican Party after the 1960s. Following the Supreme Court's 1973 decision in Roe v. Wade, the Republican Party made opposition to abortion a key plank of its national party platform and grew its support among evangelicals. By 2000, the Republican Party was aligned with Christian conservatism; the Party's core support since the 1990s comes chiefly from the South, the Great Plains, the Mountain States and rural areas in the North. The 21st century Republican Party ideology is American conservatism, which contrasts with the Democrats' liberal platform and progressive wing; the GOP supports lower taxes, free market capitalism, a strong national defense, gun rights and restrictions on labor unions. The GOP was committed to protectionism and tariffs from its founding until the 1930s when it was based in the industrial Northeast and Midwest, but has grown more supportive of free trade since 1952. In addition to advocating for conservative economic policies, the Republican Party is conservative.
Founded in the Northern states in 1854 by abolitionists, modernizers, ex-Whigs and ex-Free Soilers, the Republican Party became the principal opposition to the dominant Democratic Party and the popular Know Nothing Party. The party grew out of opposition to the Kansas–Nebraska Act, which repealed the Missouri Compromise and opened Kansas Territory and Nebraska Territory to slavery and future admission as slave states; the Northern Republicans saw the expansion of slavery as a great evil. The first public meeting of the general anti-Nebraska movement, at which the name Republican was suggested for a new anti-slavery party, was held on March 20, 1854 in a schoolhouse in Ripon, Wisconsin; the name was chosen to pay homage to Thomas Jefferson's Republican Party. The first official party convention was held on July 1854 in Jackson, Michigan. At the 1856 Republican National Convention, the party adopted a national platform emphasizing opposition to the expansion of slavery into U. S. territories. While Republican candidate John C.
Frémont lost the 1856 United States presidential election to James Buchanan, he did win 11 of the 16 northern states. The Republican Party first came to power in the elections of 1860 when it won control of both houses of Congress and its candidate, former congressman Abraham Lincoln, was elected President. In the election of 1864, it united with War Democrats to nominate Lincoln on the National Union Party ticket. Under Republican congressional leadership, the Thirteenth Amendment to the United States Constitution—which banned slavery in the United States—passed the Senate in 1864 and the House in 1865; the party's success created factionalism within the party in the 1870s. Those who felt that Reconstruction had been accomplished, was continued to promote the large-scale corruption tolerated by President Ulysses S. Grant, ran Horace Greeley for the presidency; the Stalwart faction defended Grant and the spoils system, whereas the Half-Breeds pushed for reform of the civil service. The Pendleton Civil Service Reform Act was passed in 1883.
The Republican Party supported hard money, high tariffs to promote economic growth, high wages and high profits, generous pensions for Union veterans, the annexation of Hawaii. The Republicans had strong support from pietistic Protestants, but they resisted demands for Prohibition; as the Northern postwar economy boomed with heavy and light industry, mines, fast-growing cities, prosperous agriculture, the Republicans took credit and promoted policies to sustain the fast growth. The GOP was dominant over the Democrats during the Third Party System. However, by 1890 the Republicans had agreed to the Sherman Antitrust Act and the Interstate Commerce Commission in response to complaints from owners of small businesses and farmers; the high McKinley Tariff of 1890 hurt the party and the Democrats swept to a landslide in the off-year elections defeating McKinley himself.
