The Territory of Dakota was an organized incorporated territory of the United States that existed from March 2, 1861, until November 2, 1889, when the final extent of the reduced territory was split and admitted to the Union as the states of North and South Dakota. The Dakota Territory consisted of the northernmost part of the land acquired in the Louisiana purchase in 1803, as well as the southernmost part of Rupert's Land, acquired in 1818 when the boundary was changed to the 49th parallel; the name refers to the Dakota branch of the Sioux tribes. Most of Dakota Territory was part of the Minnesota and Nebraska territories; when Minnesota became a state in 1858, the leftover area between the Missouri River and Minnesota's western boundary fell unorganized. When the Yankton Treaty was signed that year, ceding much of what had been Sioux Indian land to the U. S. Government, early settlers formed an unofficial provisional government and unsuccessfully lobbied for United States territory status.
Three years President-elect Abraham Lincoln's cousin-in-law, J. B. S. Todd lobbied for territory status and the U. S. Congress formally created Dakota Territory, it became an organized territory on March 2, 1861. Upon creation, Dakota Territory included much of present-day Montana and Wyoming as well as all of present-day North Dakota and South Dakota and a small portion of present-day Nebraska. A small patch of land known as "Lost Dakota" existed as a remote exclave of Dakota Territory until it became part of Gallatin County, Montana Territory, in 1873. Dakota Territory was not directly involved in the American Civil War but did raise some troops to defend the settlements following the Dakota War of 1862 which triggered hostilities with the Sioux tribes of Dakota Territory; the Department of the Northwest sent expeditions into Dakota Territory in 1863, 1864 and 1865. It established forts in Dakota Territory to protect the frontier settlements of the Territory and Minnesota and the traffic along the Missouri River.
Following the Civil War, hostilities continued with the Sioux until the 1868 Treaty of Fort Laramie. By 1868, creation of new territories reduced Dakota Territory to the present boundaries of the Dakotas. Territorial counties were defined including Bottineau County, Cass County and others. During the existence of the organized territory, the population first increased slowly and very with the "Dakota Boom" from 1870 to 1880; because the Sioux were considered hostile and a threat to early settlers, the white population grew slowly. The settlers' population grew and the Sioux were not considered as severe a threat; the population increase can be attributed to the growth of the Northern Pacific Railroad. Settlers who came to the Dakota Territory were from other western territories as well as many from northern and western Europe; these included large numbers of Norwegians, Germans and Canadians. Commerce was organized around the fur trade. Furs were carried by steamboat along the rivers to the settlements.
Gold was discovered in the Black Hills in 1874 and attracted more settlers, setting off the last Sioux War. The population surge increased the demand for meat spurring expanded cattle ranching on the territory's vast open ranges. With the advent of the railroad agriculture intensified: wheat became the territory's main cash crop. Economic hardship hit the territory in the 1880s due to a drought; the territorial capital was Yankton from 1861 until 1883. The Dakota Territory was divided into the states of North Dakota and South Dakota on November 2, 1889; the admission of two states, as opposed to one, was done for a number of reasons. The two population centers in the territory were in the northeast and southeast corners of the territory, several hundred miles away from each other. On a national level, there was pressure from the Republican Party to admit two states to add to their political power in the Senate. Admission of new western states was a party political battleground with each party looking at how the proposed new states were to vote.
At the beginning of 1888, the Democrats under president Grover Cleveland proposed that the four territories of Montana, New Mexico and Washington should be admitted together. The first two were expected to vote Democratic and the latter two were expected to vote Republican so this was seen as a compromise acceptable to both parties. However, the Republicans won majorities in Congress and the Senate that year. To head off the possibility that Congress might only admit Republican territories to statehood, the Democrats agreed to a less favorable deal in which Dakota was divided in two and New Mexico was left out altogether. Cleveland signed it into law on February 22, 1889 and the territories could become states in nine months time after that. However, incoming Republican president Benjamin Harrison had a problem with South Dakota. There had been previous attempts to open up the territory, but these had foundered because the Treaty of Fort Laramie required that 75% of Sioux adult males on the reservation had to agree to any treaty change.
Most a commission headed by Richard Henry Pratt in 1888 had failed to get the necessary signatures in the face of opposition from Sioux leaders and government worker Elaine Goodale Superintendent of Indian Education for the Dakotas. U.S. Route 83
U. S. Route 83 is a major north–south U. S. Highway that extends 1,885 miles in the central United States. Only four other north–south routes are longer: U. S. Routes 1, 41, 59, 87; the highway's northern terminus is north of Westhope, North Dakota, at the Canada–United States border, where it continues as Manitoba Highway 83. The southern terminus is in Brownsville, Texas, at the Veterans International Bridge on the Mexico–United States border, connecting with both Mexican Federal Highway 101 and Mexican Federal Highway 180. Despite its length it has comparatively few concurrencies with any Interstate highways, those segments are short. In no place has it been decommissioned as a route. US 83 is a north–south highway, 893 miles in length, in Texas except for a segment parallel to the Rio Grande River, where it takes an east–west course, much of which runs concurrently with the Interstate 2 freeway, it enters the United States and Texas near Brownsville concurrent with US 77 and splits from US 77 at Harlingen.
Passing Weslaco with I-2, it begins to veer northward and passes the current western terminus of I-2 at Penitas, follows the Rio Grande River to Laredo where it meets I-35 in a 28-mile concurrency before heading northwestward. It meets I-10 at Junction, where it has a five-mile concurrency with I-10, before heading due-north to Abilene, meeting I-20 on an expressway before heading north again on undivided surface roads, it again heads west of due north to meet US 287 in Childress and I-40 in Shamrock. About 5 1⁄2 miles north of Perryton it enters Oklahoma. Except for Abilene and some cities in the lower Rio Grande Valley it is rural in nature. US-83 traverses the Oklahoma panhandle along the western border of Beaver County, but in this brief 37-mile stretch it encounters no fewer than three other federal highways. Ten miles from the Texas line, US-83 intersects US-412 in the hamlet of Bryan's Corner. Continuing its journey northward, the highway crosses the Beaver River intersects US-64 in Turpin.
US-83 North and US-64 East are co-signed for three northbound miles. At this intersection, US-270 West joins the highway, together with US-83 proceeds northbound for the final six miles to the Kansas line. US 83 enters the Sunflower State in Seward County four miles south of Liberal, where it intersects US 54. North of Liberal, US 83 begins a multiplex with US 160, the highways remain joined until reaching Sublette, the seat of Haskell County. US 83 and US 160 split north of Sublette, with US 160 heading west toward Ulysses, US 83 continuing north toward Garden City. At Garden City, US 50 and US 400 join US 83 for a brief concurrency on a bypass around the east and north sides of the city while U. S. 83 Business follows the former routing through downtown. All three routes cross K-156 known as Kansas Avenue, in the northwest portion of the city. At the north end of the US 50-83 Business route, US 83 splits and heads north toward Scott City, while US 50 and US 400 remain joined through the rest of the state.
The highway passes through unpopulated areas of Finney County and Scott County before reaching a junction with K-96 in downtown Scott City. In northern Scott County, K-4 has its origins at US 83, heading east toward Healy, US 83 traverses through rolling farmlands until reaching Oakley, the seat of Logan County. US 83 reaches US 40 less than a mile west of Interstate 70, the two highways jog west for a brief multiplex before US 83 splits and crosses I-70. North of I-70, US 83 begins a concurrency with K-383 US 383. Passing to the east of Gem in Thomas County, US 83/K-383 takes a sharp northeasterly track through Rexford and Selden. After passing through Selden, K-383 splits from US 83 and continues northeast to US 36, while US 83 meets the beginning of K-23. US 83 returns to a northerly course at the Sheridan County–Decatur County line, passes through Oberlin at US 36. Oberlin is the last area of significant population. U. S. 83 enters Nebraska south of McCook, where it meets U. S. Route 6 and U.
S. Route 34, it continues northward to North Platte, where it intersects Interstate 80 and U. S. Route 30. After leaving North Platte in a northeasterly direction, it turns north near Thedford and goes north through the Sand Hills to Valentine. For 5 miles before Valentine, it runs concurrent with U. S. Route 20. After passing through Valentine, it continues north to enter South Dakota. U. S. 83 enters South Dakota south of Olsonville on a segment of highway which passes through the Rosebud Indian Reservation. After a brief overlap with U. S. Route 18 in Mission, the route meets Interstate 90 at Murdo; the two routes overlap as U. S. 83 goes east with I-90 until Vivian, where U. S. 83 turns north. At Fort Pierre, U. S. 83 meets U. S. Route 14 and South Dakota Highway 34; the three highways overlap as they enter Pierre. At Pierre, SD 34 separates and U. S. 83 turns northeast with U. S. 14. They separate near Blunt and U. S. 83 turns northward. U. S. 83 overlaps with U. S. Route 212 near Gettysburg and with U. S. Route 12 through the Selby area.
U. S. 83 leaves South Dakota north of Herreid. The South Dakota section of U. S. 83, with the exception of concurrencies with U. S. 18, Interstate 90, U. S. 14, U. S. 212, U. South Dakota's at-large congressional district
South Dakota's At-Large Congressional District is the sole congressional district for the state of South Dakota. Based on area, it is the fourth largest congressional district in the nation; the district is represented by Dusty Johnson. The district was created when South Dakota achieved statehood on November 2, 1889, electing two members At-Large. Following the 1910 Census a third seat was gained, with the legislature drawing three separate districts; the third district was eliminated after the 1930 Census. Following the 1980 Census the second seat was eliminated. Since 1983, South Dakota has retained a single congressional district. Hillary Clinton of New York won the June 3, 2008 South Dakota Democratic Primary with 55.35% of the statewide/at-large congressional district vote while Barack Obama of Illinois received 44.65%. The state/at-large congressional district gave Clinton her final win during the course of the historic and drawn-out 2008 Democratic Presidential Primary season. U. S. Representative Stephanie Herseth Sandlin, who had endorsed John Edwards, decided to support Obama before her state/congressional district voted in the primary for Clinton.
John McCain of Arizona won the June 3, 2008 South Dakota GOP Primary with 70.19% of the statewide/at-large congressional district vote while libertarian-leaning Ron Paul of Texas finished in second place in the state/congressional district with 16.52%. Incumbent U. S. Representative Bill Janklow resigned the seat January 20, 2004, after he was convicted of second-degree manslaughter, triggering a special election. Democrat Stephanie Herseth was selected as the Democratic nominee for this special election and she defeated Republican Larry Diedrich with 51 percent of the vote in a close-fought election on June 1, 2004. Herseth's victory gave the state its first all-Democratic congressional delegation since 1937. In the November general election, Herseth was elected to a full term with 53.4 percent of the vote, an increase of a few percentage points compared with the closer June special elections. Herseth's vote margin in June was about 3,000 votes, but by November it had grown to over 29,000. Herseth thereby became the first woman in state history to win a full term in the U.
S. Congress. Both elections were hard-fought and close compared to many House races in the rest of the United States, the special election was watched by a national audience; the general election was viewed as one of the most competitive in the country, but was overshadowed in the state by the competitive U. S. Senate race between Democrat Tom Daschle and Republican John Thune, which Thune narrowly won. Two seats were created in 1889, they were changed into three districts in 1913. Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.
Per capita income does not consider whether income is invested in factors to improve the area's development, such as health, education, or infrastructure. 2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Post Office beginning March 15, 2010; the number of forms mailed out or hand-delivered by the Census Bureau was 134 million on April 1, 2010. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate. The agency has begun to rely more on questioning neighbors or other reliable third parties when a person could not be reached at home, which reduced the cost of follow-up visits. 1930 United States Census
The Fifteenth United States Census, conducted by the Census Bureau one month from April 1, 1930, determined the resident population of the United States to be 122,775,046, an increase of 13.7 percent over the 106,021,537 persons enumerated during the 1920 Census. The original census enumeration sheets were microfilmed by the Census Bureau in 1949. The microfilmed census is located on 2,667 rolls of microfilm, available from the National Archives and Records Administration. White River (Missouri River tributary)
The White River is a Missouri River tributary that flows 580 miles through the U. S. states of South Dakota. The name stems from the water's white-gray color, a function of eroded sand and volcanic ash carried by the river from its source near the Badlands. Draining a basin of about 10,200 square miles, about 8,500 square miles of, in South Dakota, the stream flows through a region of sparsely populated hills and badlands; the White River rises in northwestern Nebraska, in the Pine Ridge escarpment north of Harrison, at an elevation of 4,861 feet above sea level. It flows southeast northeast past Fort Robinson and north of Crawford, it crosses into southwestern South Dakota and flows north across the Pine Ridge Indian Reservation northeast, receiving Wounded Knee Creek and flowing between units of Badlands National Park. It flows east-northeast and southeast at the northern edge of the reservation, forming the northern boundary of the reservation and the southern boundary of Buffalo Gap National Grassland.
It receives the Little White River about 15 miles south of Murdo, flows east to join the Missouri in Lake Francis Case about 15 miles southwest of Chamberlain. The river sometimes has no surface flow due to the dry climate surrounding its badlands and prairie basin, though thunderstorms can cause brief intense flow; the river near Chamberlain flows year-round.
