The Asuka period was a period in the history of Japan lasting from 538 to 710, although its beginning could be said to overlap with the preceding Kofun period. The Yamato polity evolved during the Asuka period, named after the Asuka region, about 25 km south of the modern city of Nara; the Asuka period is characterized by its significant artistic and political transformations, having their origins in the late Kofun period but affected by the arrival of Buddhism from China. The introduction of Buddhism marked a change in Japanese society; the Asuka period is distinguished by the change in the name of the country from Wa to Nihon. The term "Asuka period" was first used to describe a period in the history of Japanese fine-arts and architecture, it was proposed by fine-arts scholars Sekino Tadasu and Okakura Kakuzō around 1900. Sekino dated the Asuka period as ending with the Taika Reform of 646. Okakura, saw it as ending with the transfer of the capital to the Heijō Palace of Nara. Although historians use Okakura's dating, many historians of art and architecture prefer Sekino's dating and use the term "Hakuhō period" to refer to the successive period.
The Yamato polity was distinguished by powerful great clans or extended families, including their dependents. Each clan was headed by a patriarch who performed sacred rites for the clan's kami to ensure the long-term welfare of the clan. Clan members were the High Nobility, the Imperial line that controlled the Yamato polity was at its pinnacle; the Asuka period, as a sub-division of the Yamato period, is the first time in Japanese history when the Emperor of Japan ruled uncontested from modern-day Nara Prefecture known as Yamato Province. The Yamato polity was concentrated in the Asuka region and exercised power over clans in Kyūshū and Honshū, bestowing titles, some hereditary, on clan chieftains; the Yamato name became synonymous with all of Japan as the Yamato rulers suppressed other clans and acquired agricultural lands. Based on Chinese models, they developed a central administration and an imperial court attended by subordinate clan chieftains but with no permanent capital. By the mid-seventh century, the agricultural lands had grown to a substantial public domain, subject to central policy.
The basic administrative unit of the Gokishichidō system was the county, society was organized into occupation groups. Most people were farmers; the Soga clan intermarried with the imperial family, by 587 Soga no Umako, the Soga chieftain, was powerful enough to install his nephew as emperor and to assassinate him and replace him with the Empress Suiko. Suiko, the first of eight sovereign empresses, is sometimes considered a mere figurehead for Umako and Prince Regent Shōtoku Taishi; however she wielded power in her own right, the role of Shōtoku Taishi is exaggerated to the point of legend. Shōtoku, recognized as a great intellectual of this period of reform, was a devout Buddhist and was well-read in Chinese literature, he was influenced by Confucian principles, including the Mandate of Heaven, which suggested that the sovereign ruled at the will of a supreme force. Under Shōtoku's direction, Confucian models of rank and etiquette were adopted, his Seventeen-article constitution prescribed ways to bring harmony to a chaotic society in Confucian terms.
In addition, Shōtoku adopted the Chinese calendar, developed a system of trade roads, built numerous Buddhist temples, had court chronicles compiled, sent students to China to study Buddhism and Confucianism, sent Ono no Imoko to China as an emissary. Six official missions of envoys and students were sent to China in the seventh century; some remained twenty years or more. The sending of such scholars to learn Chinese political systems showed significant change from envoys in the Kofun period, in which the five kings of Wa sent envoys for the approval of their domains. In a move resented by the Chinese, Shōtoku sought equality with the Chinese emperor by sending official correspondence, addressed, "From the Son of Heaven in the Land of the Rising Sun to the Son of Heaven of the Land of the Setting Sun." Some would argue that Shōtoku's bold step set a precedent: Japan never again accepted a "subordinate" status in its relations with China, except for Ashikaga Yoshimitsu, who accepted such a relationship with China in the 15th century.
As a result, Japan in this period received no title from Chinese dynasties, while they did send tribute. From the Chinese point of view, the class or position of Japan was demoted from previous centuries in which the kings received titles. On the other hand, Japan loosened its political relationships with China and established extraordinary cultural and intellectual relationships. About twenty years after the deaths of Shōtoku Taishi, Soga no Umako, Empress Suiko, court intrigues over succession led to a palace coup in 645 against the Soga clan's monopolized control of the government; the revolt was led by Prince Naka no Ōe and Nakatomi no Kamatari, who seized control of the court from the Soga family and introduced the Taika Reform. The Japanese era corresponding to the years 645–649 was thus named Taika, referring to the Reform, meaning "great change"; the revolt leading to the Taika Reform is called the Isshi Incident, referring to the Chinese zodiac year in which the coup took place
Prime Minister of Japan
The Prime Minister of Japan is the head of government of Japan. The Prime Minister is appointed by the Emperor of Japan after being designated by the National Diet and must enjoy the confidence of the House of Representatives to remain in office, he dismisses the other Ministers of State. The literal translation of the Japanese name for the office is Minister for the Comprehensive Administration of the Cabinet. Before the adoption of the Meiji Constitution, Japan had in practice no written constitution. A Chinese-inspired legal system known as ritsuryō was enacted in the late Asuka period and early Nara period, it described a government based on an elaborate and rational meritocratic bureaucracy, serving, in theory, under the ultimate authority of the Emperor. Theoretically, the last ritsuryō code, the Yōrō Code enacted in 752, was still in force at the time of the Meiji Restoration. Under this system, the Daijō-daijin was the head of the Daijō-kan, the highest organ of Japan's pre-modern Imperial government during the Heian period and until under the Meiji Constitution with the appointment of Sanjō Sanetomi in 1871.
The office was replaced in 1885 with the appointment of Itō Hirobumi to the new position of Prime Minister, four years before the enactment of the Meiji Constitution, which mentions neither the Cabinet nor the position of Prime Minister explicitly. It took its current form with the adoption of the Constitution of Japan in 1947. To date, 62 people have served this position; the current Prime Minister is Shinzō Abe, who re-took office on December 26, 2012. He is the first former Prime Minister to return to office since 1948, the 4th longest serving Prime Minister to date; the Prime Minister is designated by both houses of the Diet, before the conduct of any other business. For that purpose, each conducts a ballot under the run-off system. If the two houses choose different individuals a joint committee of both houses is appointed to agree on a common candidate. However, if the two houses do not agree within ten days, the decision of the House of Representatives is deemed to be that of the Diet. Therefore, the House of Representatives can theoretically ensure the appointment of any Prime Minister it wants.
The candidate is presented with his or her commission, formally appointed to office by the Emperor. In practice, the Prime Minister is always the leader of the majority party in the House of Representatives, or the leader of the senior partner in the governing coalition. Must be a member of either house of the Diet. Must be a "civilian"; this excludes serving members of the Japan Self-Defense Forces. Former military persons may be appointed prime minister despite the "civilian" requirement, Yasuhiro Nakasone being one prominent example. Exercises "control and supervision" over the entire executive branch. Presents bills to the Diet on behalf of the Cabinet. Signs laws and Cabinet orders. Appoints all Cabinet ministers, can dismiss them at any time. May permit legal action to be taken against Cabinet ministers. Must make reports on foreign relations to the Diet. Must report to the Diet upon demand to provide explanations. May advise the Emperor to dissolve the Diet's House of Representatives. Presides over meetings of the Cabinet.
Commander-in-chief of the Japan Self-Defense Forces. May override a court injunction against an administrative act upon showing of cause. In most other constitutional monarchies, the monarch is nominal chief executive, while being bound by convention to act on the advice of the cabinet. In contrast, the Constitution of Japan explicitly vests executive power in the Cabinet, of which the Prime Minister is the leader, his signature is required for Cabinet orders. While most ministers in parliamentary democracies have some freedom of action within the bounds of cabinet collective responsibility, the Japanese Cabinet is an extension of the Prime Minister's authority. Located near the Diet building, the Office of the Prime Minister of Japan is called the Kantei; the original Kantei served from 1929 until 2002, when a new building was inaugurated to serve as the current Kantei. The old Kantei was converted into the Official Residence, or Kōtei; the Kōtei lies to the southwest of the Kantei, is linked by a walkway.
The Prime Minister of Japan travels in a Lexus LS 600h L, the official transport for the head of government, or an unmodified Toyota Century escorted by a police motorcade of numerous Toyota Celsiors. For long distance air travel, Japan maintains two Boeing 747-400 aircraft for the Prime Minister of Japan, the Emperor and other members of the Imperial Family, operated by the Japan Air Self-Defense Force, they have the radio callsigns Japanese Air Force One and Japanese Air Force Two when operating on official business, Cygnus One and Cygnus Two when operating outside of official business. The aircraft always fly together on government missions, with one serving as the primary transport and the other serving as a backup with maintenance personnel on board; the aircraft are referred to as Japanese government exclusive aircraft. The Meiji period, or Meiji era, is an era of Japanese history which extended from October 23, 1868 to July 30, 1912. This era represents the first half of the Empire of Japan, during which period the Japanese people moved from being an isolated feudal society at risk of colonisation by European powers to the new paradigm of a modern, industrialised nationstate and emergent great power, influenced by Western scientific, philosophical, political and aesthetic ideas; as a result of such wholesale adoption of radically-different ideas, the changes to Japan were profound, affected its social structure, internal politics, economy and foreign relations. The period corresponded to the reign of Emperor Meiji and was succeeded upon the accession of Emperor Taishō by the Taishō period. On February 3, 1867, the 14-year-old Prince Mutsuhito succeeded his father, Emperor Kōmei, to the Chrysanthemum Throne as the 122nd emperor. On November 9, 1867, then-shōgun Tokugawa Yoshinobu tendered his resignation to the Emperor, formally stepped down ten days later.
Imperial restoration occurred the next year on January 3, 1868, with the formation of the new government. The fall of Edo in the summer of 1868 marked the end of the Tokugawa shogunate, a new era, was proclaimed; the first reform was the promulgation of the Five Charter Oath in 1868, a general statement of the aims of the Meiji leaders to boost morale and win financial support for the new government. Its five provisions consisted of: Establishment of deliberative assemblies. Implicit in the Charter Oath was an end to exclusive political rule by the bakufu, a move toward more democratic participation in government. To implement the Charter Oath, a rather short-lived constitution with eleven articles was drawn up in June 1868. Besides providing for a new Council of State, legislative bodies, systems of ranks for nobles and officials, it limited office tenure to four years, allowed public balloting, provided for a new taxation system, ordered new local administrative rules; the Meiji government assured the foreign powers that it would follow the old treaties negotiated by the bakufu and announced that it would act in accordance with international law.
Mutsuhito, to reign until 1912, selected a new reign title—Meiji, or Enlightened Rule—to mark the beginning of a new era in Japanese history. To further dramatize the new order, the capital was relocated from Kyoto, where it had been situated since 794, to Tokyo, the new name for Edo. In a move critical for the consolidation of the new regime, most daimyōs voluntarily surrendered their land and census records to the Emperor in the abolition of the Han system, symbolizing that the land and people were under the Emperor's jurisdiction. Confirmed in their hereditary positions, the daimyo became governors, the central government assumed their administrative expenses and paid samurai stipends; the han were replaced with prefectures in 1871, authority continued to flow to the national government. Officials from the favored former han, such as Satsuma, Chōshū, Hizen staffed the new ministries. Old court nobles, lower-ranking but more radical samurai, replaced bakufu appointees and daimyo as a new ruling class appeared.
In as much as the Meiji Restoration had sought to return the Emperor to a preeminent position, efforts were made to establish a Shinto-oriented state much like it was 1,000 years earlier. Since Shinto and Buddhism had molded into a syncretic belief in the prior one-thousand years and Buddhism had been connected with the shogunate, this involved the separation of Shinto and Buddhism and the associated destruction of various Buddhist temples and related violence. Furthermore, a new State Shinto had to be constructed for the purpose. In 1871, the Office of Shinto Worship was established, ranking above the Council of State in importance; the kokutai ideas of the Mito school were embraced, the divine ancestry of the Imperial House was emphasized. The government supported a small but important move. Although the Office of Shinto Worship was demoted in 1872, by 1877 the Home Ministry controlled all Shinto shrines and certain Shinto sects were given state recognition. Shinto was released from Buddhist administration and its properties restored.
Although Buddhism suffered from state sponsorship of Shinto, it had its own resurgence. Christianity was legalized, Confucianism remained an important ethical doctrine. However, Japanese thinkers identified with Western ideology and methods. A major proponent of representative government was Itagaki Taisuke, a powerful Tosa leader who had resigned from the Council of State over the Korean affair in 1873. Itagaki sought peaceful, rather than rebellious, he started a school and a movement aimed at establishing a constitutional monarchy and a legislative assembly. Such movements were called People's Rights Movement. Itagaki and others wrote the Tosa Memorial in 1874, criticizing the unbridled power of the oligarchy and calling for the immediate establishment of representative government. Between 1871 and 1873, a series of land and tax laws were enacted as the basis for modern fiscal policy. The Nara period of the history of Japan covers the years from AD 710 to 794. Empress Genmei established the capital of Heijō-kyō. Except for a five-year period, when the capital was moved again, it remained the capital of Japanese civilization until Emperor Kanmu established a new capital, Nagaoka-kyō, in 784, before moving to Heian-kyō, modern Kyoto, a decade in 794. Most of Japanese society during this period was centered on villages. Most of the villagers followed a religion based on the worship of natural and ancestral spirits called kami; the capital at Nara was modeled after Chang the capital city of Tang dynasty. In many other ways, the Japanese upper classes patterned themselves after the Chinese, including adopting Chinese written system and the religion of Buddhism. Concentrated efforts by the imperial court to record and document its history produced the first works of Japanese literature during the Nara period. Works such as the Kojiki and the Nihon Shoki were political in nature, used to record and therefore justify and establish the supremacy of the rule of the emperors within Japan.
With the spread of written language, the writing of Japanese poetry, known in Japanese as waka, began. The largest and longest-surviving collection of Japanese poetry, the Man'yōshū, was compiled from poems composed between 600 and 759 CE. This, other Nara texts, used Chinese characters to express the sounds of Japanese, known as man'yōgana. Before the Taihō Code was established, the capital was customarily moved after the death of an emperor because of the ancient belief that a place of death was polluted. Reforms and bureaucratization of government led to the establishment of a permanent imperial capital at Heijō-kyō, or Nara, in AD 710, it is to be noted that the capital was moved shortly to Kuni-kyō in 740–744, to Naniwa-kyō in 744–745, to Shigarakinomiya in 745, moved back to Nara in 745. Nara was Japan's first urban center, it soon had some 10,000 people worked in government jobs. Economic and administrative activity increased during the Nara period. Roads linked Nara to provincial capitals, taxes were collected more efficiently and routinely.
Coins were minted, if not used. Outside the Nara area, there was little commercial activity, in the provinces the old Shōtoku land reform systems declined. By the mid-eighth century, shōen, one of the most important economic institutions in prehistoric Japan, began to rise as a result of the search for a more manageable form of landholding. Local administration became more self-sufficient, while the breakdown of the old land distribution system and the rise of taxes led to the loss or abandonment of land by many people who became the "wave people"; some of these "public people" were employed by large landholders, "public lands" reverted to the shōen. Factional fighting at the imperial court continued throughout the Nara period. Imperial family members, leading court families, such as the Fujiwara, Buddhist priests all contended for influence. Earlier this period, Prince Nagaya seized power at the court after the death of Fujiwara no Fuhito. Fuhito was succeeded by four sons, Umakai and Maro, they put the prince by Fuhito's daughter, on the throne.
In 729, they regained control. However, as a major outbreak of smallpox spread from Kyūshū in 735, all four brothers died two years resulting in temporary shrinking of Fujiwara's dominance. In 740, a member of the Fujiwara clan, Hirotsugu launched a rebellion from his base in Fukuoka, Kyushu. Although defeated, it is without doubt that the Emperor was shocked about these events, he moved the palace three times in only five years from 740, until he returned to Nara. In the late Nara period, financial burdens on the state increased, the court began dismissing nonessential officials. In 792 universal conscription was abandoned, district heads were allowed to establish private militia forces for local police work. Decentralization of authority became the rule despite the reforms of the Nara period. To return control to imperial hands, the capital was moved in 784 to Nagaoka-kyō and in 794 to Heian-kyō, about twenty-six kilometers north of Nara. By the late eleventh century, the city was popularly called Kyoto, the name it has had since.
Some of Japan's literary monuments were written during the Nara period, including the Kojiki and Nihon Shoki, the first national histories, compiled in 712 and 720 respectively. Another major cultural development of the era was the permanent establishment of Buddhism. Buddhism was introduced by Baekje in the sixth century but had a mixed reception until the Nara period, when it was heartily embraced by Emperor Shōmu. Shōmu and his Fujiwara consort were fervent Buddhists and promoted the spread of Buddhism, making it the "guardian of the state" and a way of strengthening Japanese institutions. During Shōmu's reign, the Tōdai-ji was built. Within it was placed the Great Buddha Daibutsu: a 16-metre-high, gilt-bronze statue; this Buddha was identified with the Sun Goddess, a gradual syncretism of Buddhism and Shinto ensued. Sake spelled saké referred to as Japanese rice wine, is an alcoholic beverage made by fermenting rice, polished to remove the bran. Despite the name, unlike wine, in which alcohol is produced by fermenting sugar, present in fruit, sake is produced by a brewing process more akin to that of beer, where starch is converted into sugars, which ferment into alcohol; the brewing process for sake differs from the process for beer, where the conversion from starch to sugar and from sugar to alcohol occurs in two distinct steps. Like other rice wines, when sake is brewed, these conversions occur simultaneously. Furthermore, the alcohol content differs between sake and beer. In Japanese, the word "sake" can refer to any alcoholic drink, while the beverage called "sake" in English is termed nihonshu. Under Japanese liquor laws, sake is labelled with the word "seishu", a synonym not used in conversation. In Japan, where it is the national beverage, sake is served with special ceremony, where it is warmed in a small earthenware or porcelain bottle and sipped from a small porcelain cup called a sakazuki.
As with wine, the recommended serving temperature of sake varies by type. The origin of sake is unclear, the earliest reference to the use of alcohol in Japan is recorded in the Book of Wei in the Records of the Three Kingdoms; this 3rd-century Chinese text speaks of dancing. Alcoholic beverages are mentioned several times in the Kojiki, Japan's first written history, compiled in 712. Bamforth places the probable origin of true sake (which is made from rice, kōji mold in the Nara period. In the Heian period, sake was used for religious ceremonies, court festivals, drinking games. Sake production was a government monopoly for a long time, but in the 10th century and shrines began to brew sake, they became the main centers of production for the next 500 years; the Tamon-in Diary, written by abbots of Tamon-in from 1478 to 1618, records many details of brewing in the temple. The diary shows that pasteurization and the process of adding ingredients to the main fermentation mash in three stages were established practices by that time.
In the 16th century, the technique of distillation was introduced into the Kyushu district from Ryukyu. The brewing of shōchū, called "Imo—sake" started, was sold at the central market in Kyoto. In the 18th century, Engelbert Kaempfer and Isaac Titsingh published accounts identifying sake as a popular alcoholic beverage in Japan; the work of both writers was disseminated throughout Europe at the beginning of the 19th century. During the Meiji Restoration, laws were written that allowed anybody with the money and know-how to construct and operate their own sake breweries. Around 30,000 breweries sprang up around the country within a year. However, as the years went by, the government levied more and more taxes on the sake industry and the number of breweries dwindled to 8,000. Most of the breweries that grew and survived this period were set up by wealthy landowners. Landowners who grew rice crops would have rice left over at the end of the season and, rather than letting these leftovers go to waste, would ship it to their breweries.
The most successful of these family breweries still operate today. During the 20th century, sake-brewing technology grew by bounds; the government opened the sake-brewing research institute in 1904, in 1907 the first government-run sake-tasting competition was held. Yeast strains selected for their brewing properties were isolated and enamel-coated steel tanks arrived; the government started hailing the use of enamel tanks as easy to clean, lasting forever, being devoid of bacterial problems. Although these things are true, the government wanted more tax money from breweries, as using wooden barrels means that a significant amount of sake is lost to evaporation, which could have otherwise been taxed; this was the end of the wooden-barrel age of sake and the use of wooden barrels in brewing was eliminated. In Japan, sake has long been taxed by the national government. In 1898, this tax brought in about ¥5 million out of a total of about ¥120 million, about 4.6% of the government's total direct tax income.
During the Russo-Japanese War in 1904–1905, the government banned the home brewing of sake. At the time, sake still made up an astonishing 30% of Japan's tax revenue. Since home-brewed sake is tax-free sake, the logic was that by banning the home brewing of sake, sales would go up, more tax money would be collected; this was the end of home-brewed sake, the law remains in effect today though sake sales now make up only 2% of government income. When World War II brought rice shortages, the sake-brewing industry was dealt a hefty blow as the government clamped down on the use of rice for brewing; as early as the late 17th century, it had been discovered that small amounts of alcohol could be added to sake before pressing to extract aromas and flavors from the rice solids, but during the war, pure alcohol and glucose were added to small quantities of rice mash, increasing the yield by
The Heian period is the last division of classical Japanese history, running from 794 to 1185. The period is named after modern Kyōto, it is the period in Japanese history when Buddhism and other Chinese influences were at their height. The Heian period is considered the peak of the Japanese imperial court and noted for its art poetry and literature. Although the Imperial House of Japan had power on the surface, the real power was in the hands of the Fujiwara clan, a powerful aristocratic family who had intermarried with the imperial family. Many emperors had mothers from the Fujiwara family. Heian means "peace" in Japanese; the Heian period was preceded by the Nara period and began in 794 CE after the movement of the capital of Japan to Heian-kyō, by the 50th emperor, Emperor Kanmu Kanmu first tried to move the capital to Nagaoka-kyō, but a series of disasters befell the city, prompting the emperor to relocate the capital a second time, to Heian. A rebellion occurred in China in the last years of the 9th century, making the political situation unstable.
The Japanese missions to Tang China was suspended and the influx of Chinese exports halted, a fact which facilitated the independent growth of Japanese culture called kokufu bunka. Therefore, the Heian Period is considered a high point in Japanese culture that generations have always admired; the period is noted for the rise of the samurai class, which would take power and start the feudal period of Japan. Nominally, sovereignty lay in the emperor but in fact, power was wielded by the Fujiwara nobility. However, to protect their interests in the provinces, the Fujiwara, other noble families required guards and soldiers; the warrior class made steady political gains throughout the Heian period. As early as 939 CE, Taira no Masakado threatened the authority of the central government, leading an uprising in the eastern province of Hitachi, simultaneously, Fujiwara no Sumitomo rebelled in the west. Still, a true military takeover of the Japanese government was centuries away, when much of the strength of the government would lie within the private armies of the shogunate.
The entry of the warrior class into court influence was a result of the Hōgen Rebellion. At this time Taira no Kiyomori revived the Fujiwara practices by placing his grandson on the throne to rule Japan by regency, their clan, the Taira, would not be overthrown until after the Genpei War, which marked the start of the Kamakura shogunate. The Kamakura period began in 1185 when Minamoto no Yoritomo seized power from the emperors and established the shogunate in Kamakura; when Emperor Kanmu moved the capital to Heian-kyō, which remained the imperial capital for the next 1,000 years, he did so not only to strengthen imperial authority but to improve his seat of government geopolitically. Nara was abandoned after only 70 years in part due to the ascendancy of Dōkyō and the encroaching secular power of the Buddhist institutions there. Kyōto had good river access to the sea and could be reached by land routes from the eastern provinces; the early Heian period continued Nara culture. Kanmu endeavored to improve the Tang-style administrative system, in use.
Known as the ritsuryō, this system attempted to recreate the Tang imperium in Japan, despite the "tremendous differences in the levels of development between the two countries". Despite the decline of the Taika–Taihō reforms, imperial government was vigorous during the early Heian period. Kanmu's avoidance of drastic reform decreased the intensity of political struggles, he became recognized as one of Japan's most forceful emperors. Although Kanmu had abandoned universal conscription in 792, he still waged major military offensives to subjugate the Emishi, possible descendants of the displaced Jōmon, living in northern and eastern Japan. After making temporary gains in 794, in 797, Kanmu appointed a new commander, Sakanoue no Tamuramaro, under the title Sei-i Taishōgun. By 801, the shōgun had defeated the Emishi and had extended the imperial domains to the eastern end of Honshū. Imperial control over the provinces was tenuous at best, however. In the ninth and tenth centuries, much authority was lost to the great families, who disregarded the Chinese-style land and tax systems imposed by the government in Kyoto.
Stability came to Japan, but though succession was ensured for the imperial family through heredity, power again concentrated in the hands of one noble family, the Fujiwara which helped Japan develop more. Following Kanmu's death in 806 and a succession struggle among his sons, two new offices were established in an effort to adjust the Taika–Taihō administrative structure. Through the new Emperor's Private Office, the emperor could issue administrative edicts more directly and with more self-assurance than before; the new Metropolitan Police Board replaced the ceremonial imperial guard units. While these two offices strengthened the emperor's position temporarily, soon they and other Chinese-style structures were bypassed in the developing state. In 838 the end of the imperial-sanctioned missions to Tang China, which had begun in 630, marked the effective end of Chinese influence. Tang China was in a state of decline, Chinese Buddhists were persecuted, undermining Japanese respect for Chinese institutions.
