The Pashtuns known as ethnic Afghans and Pathans, are an Iranian ethnic group who live in Pakistan and Afghanistan in South-Central Asia. They speak the Pashto language and adhere to Pashtunwali, a traditional set of ethics guiding individual and communal conduct; the ethnogenesis of the Pashtun ethnic group is unclear but historians have come across references to various ancient peoples called Pakthas between the 2nd and the 1st millennium BC, who may be their early ancestors. Their history is spread amongst the present-day countries of Afghanistan and Pakistan, centred on their traditional seat of power in that region. Globally, the Pashtuns are estimated to number around 50 million, but an accurate count remains elusive due to the lack of an official census in Afghanistan since 1979; the majority of the Pashtuns live in the region regarded as Pashtunistan, split between the two countries since the Durand Line border was formed after the Second Anglo-Afghan War. There are significant Pashtun diaspora communities in the provinces of Sindh and Punjab in Pakistan, in particular in the cities of Karachi and Lahore.
A recent Pashtun diaspora has developed in the Arab states of the Persian Gulf in the United Arab Emirates. The Pashtuns are a significant minority group in Pakistan, where they constitute the second-largest ethnic group or about 15% of the population; as the largest ethnic group in Afghanistan, Pashtuns have been the dominant ethno-linguistic group for over 300 years. During the Delhi Sultanate era, the 15th–16th century Lodi dynasty replaced the preexisting rulers in North India until Babur deposed the Lodi dynasty. Other Pashtuns fought the Safavids and Mughals before obtaining an independent state in the early 18th century, which began with a successful revolution by Mirwais Hotak followed by conquests of Ahmad Shah Durrani; the Barakzai dynasty played a vital role during the Great Game from the 19th century to the 20th century as they were caught between the imperialist designs of the British and Russian empires. The Pashtuns are the world's largest segmentary lineage ethnic group. Estimates of the number of Pashtun tribes and clans range from about 350 to over 400.
There have been many notable Pashtun people throughout history: Ahmad Shah Durrani is regarded as the founder of the modern state of Afghanistan, while Bacha Khan was a Pashtun independence activist against the rule of the British Raj. Some others include Malala Yousafzai, Shah Rukh Khan, Zarine Khan, Imran Khan, Farhad Darya, Abdul Ahad Mohmand, Ahmad Zahir, Zakir Husain, Hamid Karzai, Ashraf Ghani, Mullah Mohammed Omar; the vast majority of the Pashtuns are found in the traditional Pashtun homeland, located in an area south of the Amu Darya in Afghanistan and west of the Indus River in Pakistan, which includes Khyber Pakhtunkhwa and the northern part of Balochistan. Additional Pashtun communities are located in Western and Northern Afghanistan, the Gilgit–Baltistan and Kashmir regions and northwestern Punjab province, Pakistan. There are sizeable Muslim communities in India, which are of Pashtun ancestry. Throughout the Indian subcontinent, they are referred to as Pathans. Smaller Pashtun communities are found in the countries of the Middle East, such as in the Khorasan Province of Iran, the Arabian Peninsula, North America and Australia.
Important metropolitan centres of Pashtun culture include Peshawar, Quetta, Mardan and Jalalabad. In Pakistan, the city of Karachi in Sindh province has the largest Pashtun diaspora communities in the world, with as much as 7 million Pashtuns living in Karachi according to some estimates. Several cities in Pakistan's Punjab province have sizeable Pashtun populations, in particular Lahore. About 15% of Pakistan's nearly 200 million population is Pashtun. In Afghanistan, they are the largest ethnic group and make up between 42–60% of the 32.5 million population. The exact figure remains uncertain in Afghanistan, affected by the 1.3 million or more Afghan refugees that remain in Pakistan, a majority of which are Pashtuns. Another one million or more Afghans live in Iran. A cumulative population assessment suggests a total of around 49 million individuals all across the world. A prominent institution of the Pashtun people is the intricate system of tribes; the Pashtuns remain a predominantly tribal people, but the trend of urbanisation has begun to alter Pashtun society as cities such as Kandahar, Peshawar and Kabul have grown due to the influx of rural Pashtuns.
Despite this, many people still identify themselves with various clans. The tribal system has several levels of organisation: the tribe, tabar, is divided into kinship groups called khels, in turn divided into smaller groups, each consisting of several extended families called kahols. Pashtun tribes are divided into four'greater' tribal groups: the Sarbani, the Bettani, the Gharghashti, the Karlani. Excavations of prehistoric sites suggest that early humans were living in what is now Afghanistan at least 50,000 years ago. Since the 2nd millennium BC, cities in the region now inhabited by Pashtuns have seen invasions and migrations, including by Ancient Indian peoples, Ancient Iranian peoples, the Medes and Ancient Macedonians in antiquity, Hephthalites, Turks and others. Tajiks are a Persian-speaking Iranian ethnic group native to Afghanistan and Uzbekistan. Tajiks are the largest ethnicity in Tajikistan, the second largest in Afghanistan which constitutes over half of the global Tajik population, they speak varieties of a Western Iranian language. In Tajikistan, since the 1939 Soviet census, its small Pamiri and Yaghnobi ethnic groups are included as Tajiks. In China, the term is used to refer to its Pamiri ethnic groups, the Tajiks of Xinjiang, who speak the Eastern Iranian Pamiri languages. In Afghanistan, the Pamiris are counted as a separate ethnic group; as a self-designation, the literary New Persian term Tajik, which had some previous pejorative usage as a label for eastern Persians or Iranians, has become acceptable during the last several decades as a result of Soviet administration in Central Asia. Alternative names for the Tajiks are Eastern Persian, Fārsīwān, Dīhgān which translates to "farmer or settled villager", in a wider sense "settled" in contrast to "nomadic" and was used to describe a class of land-owning magnates as "Persian of noble blood" in contrast to Arabs and Romans during the Sassanid and early Islamic period.
The Tajiks are an Iranian people, speaking a variety of Persian, concentrated in the Oxus Basin, the Farḡāna valley and on both banks of the upper Oxus, i.e. the Pamir Mountains and northeastern Afghanistan and western Afghanistan. The ancient Tajiks were chiefly agriculturalists before the Arab Conquest of Iran. While agriculture remained a stronghold, the Islamization of Iran resulted in the rapid urbanization of historical Khorasan and Transoxiana that lasted until the devastating Mongolian invasion. Several surviving ancient urban centers of the Tajik people include Herat, Bukhara, Khujand and Kabul. Contemporary Tajiks are the descendants of ancient Eastern Iranian inhabitants of Central Asia, in particular, the Sogdians and the Bactrians, other groups, with an admixture of Western Iranian Persians and non-Iranian peoples. According to Richard Nelson Frye, a leading historian of Iranian and Central Asian history, the Persian migration to Central Asia may be considered the beginning of the modern Tajik nation, ethnic Persians, along with some elements of East-Iranian Bactrians and Sogdians, as the main ancestors of modern Tajiks.
In works, Frye expands on the complexity of the historical origins of the Tajiks. In a 1996 publication, Frye explains that many "factors must be taken into account in explaining the evolution of the peoples whose remnants are the Tajiks in Central Asia" and that "the peoples of Central Asia, whether Iranian or Turkic speaking, have one culture, one religion, one set of social values and traditions with only language separating them." Regarding Tajiks, the Encyclopædia Britannica states:The Tajiks are the direct descendants of the Iranian peoples whose continuous presence in Central Asia and northern Afghanistan is attested from the middle of the 1st millennium bc. The ancestors of the Tajiks constituted the core of the ancient population of Khwārezm and Bactria, which formed part of Transoxania. Over the course of time, the eastern Iranian dialect, used by the ancient Tajiks gave way to Farsi, a western dialect spoken in Iran and Afghanistan; the geographical division between the eastern and western Iranians is considered and to be the desert Dasht-e Kavir, situated in the center of the Iranian plateau.
According to John Perry The most plausible and accepted origin of the word is Middle Persian tāzīk'Arab', or an Iranian cognate word. The Muslim armies that invaded Transoxiana early in the eighth century, conquering the Sogdian principalities and clashing with the Qarluq Turks consisted not only of Arabs, but of Persian converts from Fārs and the central Zagros region. Hence the Turks of Central Asia adopted a variant of the Iranian word, täžik, to designate their Muslim adversaries in general. For example, the rulers of the south Indian Chalukya dynasty and Rashtrakuta dynasty referred to the Arabs as "Tajika" in the 8th and 9th century. By the eleventh century, the Qarakhanid Turks applied this term more to the Persian Muslims in the Oxus basin and Khorasan, who were variously the Turks' rivals, models and subjects. Persian writers of the Ghaznavid, Seljuq and Atābak periods adopted the term and extended its use to cover Persians in the rest of Greater Iran, now under Turkish rule, as early as the poet ʿOnṣori, ca.
1025. Iranians soon accepted it as an ethnonym, as is shown by a Persian court official's referring to mā tāzikān "we Tajiks"; the distinction between Turk and Tajik became stereotyped to express the symbiosis and rivalry of the nomadic military executive and the urban civil bureaucracy. Kuran wa Munjan District is one of the 28 districts of Badakhshan Province in eastern Afghanistan. Located in the Hindu Kush mountains, the district is home to 8,000 residents; the district administrative center is Kuran wa Munjan. The district is in the southwest corner of the province, is bordered on its northeast side by the Jurm and Zebak Districts. Most of the district's boundaries are adjacent to other Afghan provinces, but a small section on the eastern edge of the district lies on the international border between Afghanistan and Pakistan; the epicenter of the October 26 2015 Hindu Kush earthquake was 45 km north of here. Headquarters denotes the location where most, if not all, of the important functions of an organization are coordinated. In the United States, the corporate headquarters represents the entity at the center or the top of a corporation taking full responsibility for managing all business activities. In the United Kingdom, the term head office is most used for the HQs of large corporations; the term is used regarding military organizations. A headquarters is the entity at the top of a corporation that takes full responsibility for the overall success of the corporation, ensures corporate governance; the corporate headquarters is a key element of a corporate structure and covers different corporate functions such as strategic planning, corporate communications, legal, finance, human resources, information technology, procurement. This entity includes the chief executive officer as a key person and his or her support staff such as the CEO office and other CEO-related functions. A headquarters includes the leader of business unit and his or her staff as well as all functions to manage the business unit and operational activities. The head of the business unit is responsible for overall result of the business unit. A headquarters sometimes functions at the top of regional unit, including all activities of the various business units, taking full responsibility for overall profitability and success of this regional unit. Military headquarters take many forms depending on the size and nature of the unit or formation they command, they are split into the forward and rear components, both within NATO nations, those following the organization and doctrine of the former Soviet Union. The forward or tactical HQs is a small group of staff and communicators. Mobile, they exist to allow the commander to go forward in an operation, command the key parts of it from a position where they can see the ground and influence their immediate subordinates; the main HQs is involved in both the planning and execution of operations.

In Japanese budō martial arts such as karate, aikido, etc. There is a headquarters for each organization or region; the Japanese word honbu is used for that outside Japan. Kabul is the capital and largest city of Afghanistan, located in the eastern section of the country. It is a municipality, forming part of the greater Kabul Province. According to estimates in 2015, the population of Kabul is 4.635 million, which includes all the major ethnic groups of Afghanistan. Rapid urbanization had made Kabul the world's 75th largest city. Kabul is located high up in a narrow valley between the Hindu Kush mountains, with an elevation of 1,790 metres making it one of the highest capitals in the world; the city is said to be over 3,500 years old, mentioned since at least the time of the Achaemenid Empire. It is at a strategic location along the trade routes of South and Central Asia, a key location of the ancient Silk Road, it has been part of the Achaemenids followed by the Seleucids, Greco Bactrians, Indo Greeks, Kabul Shahis, Samanids, Ghurids, Qarlughids, Timurids and Hotaks, until becoming part of the Durrani Empire in 1747. Kabul became the capital of Afghan Empire in 1776, during the reign of Timur Shah Durrani, the son of Ahmad Shah Durrani.
In the early 19th century, the British occupied the city but after establishing foreign relations they were compelled to withdraw all forces from Afghanistan. The city was occupied by the Soviets in 1979 but they too abandoned it after the 1988 Geneva Accords were signed. A civil war in the 1990s between various rebel groups destroyed much of the city, resulting in many casualties. Kabul is known for its gardens and palaces, it was formerly a mecca for young western hippies. Since the removal of the Taliban from power in late 2001, the city began rebuilding itself with assistance from the international community. Despite the many terrorist attacks by anti-state elements, the city is developing and was the fifth fastest-growing city in the world as of 2012; the city is divided into 22 districts. Kabul is spelled as Cabool, Kabol, or Cabul; the origin of Kabul, who built it and when, is unknown. The Hindu Rigveda, composed between 1500–1200 BCE and one of the four canonical sacred texts of Hinduism, the Avesta, the primary collection of sacred texts of Zoroastrianism, refer to the Kabul River and to a settlement called Kubha.
The Rigveda refers to Kubha as an "ideal city" and a vision of paradise set in the mountains and is full of poems in praise of the city. The Kabul valley was part of the Median Empire. In 549 BC, the Median Empire was annexed by Cyrus The Great and Kabul became part the Achaemenid Empire. During that period, Kabul became a center of learning for Zoroastrianism, followed by Buddhism. An inscription on Darius the Great's tombstone lists Kabul as one of the 29 countries of the Achaemenid Empire; when Alexander annexed the Achaemenid Empire, the Kabul region came under his control. After his death, his empire was seized by his general Seleucus, becoming part of the Seleucid Empire; the Greco-Bactrians took control of Kabul from the Seleucids lost the city to their subordinates in the Indo-Greek Kingdom around the mid-2nd century BC. Buddhism was patronized by the rulers and majority of people of the city were adherents of the religion. Indo-Scythians expelled the Indo-Greeks by the mid 1st century BC, but lost the city to the Kushan Empire about 100 years later.
Some historians ascribe Kabul the Sanskrit name of Kamboja. It is mentioned as Kophene in some classical writings. Hsuan Tsang refers to the city as Kaofu in the 7th century AD, the appellation of one of the five tribes of the Yuezhi who had migrated from across the Hindu Kush into the Kabul valley around the beginning of the Christian era, it was conquered by Kushan Emperor Kujula Kadphises in about 45 AD and remained Kushan territory until at least the 3rd century AD. The Kushans were Indo-European-speaking Tocharians from the Tarim Basin. Around 230 AD, the Kushans were defeated by the Sassanid Empire and replaced by Sassanid vassals known as the Indo-Sassanids. During the Sassanian period, the city was referred to as "Kapul" in Pahlavi scripts. Kapol in the Persian language means Royal Bridge, due to the main bridge on the Kabul River that connected the east and west of the city. In 420 AD the Indo-Sassanids were driven out of Afghanistan by the Xionite tribe known as the Kidarites, who were replaced in the 460s by the Hephthalites.
It became part of the surviving Turk Shahi Kingdom of Kapisa known as Kabul-Shahan. According to Táríkhu-l Hind by Al-Biruni, Kabul was governed by princes of Turkic lineage whose rule lasted for about 60 generations; the Kabul rulers built a defensive wall around the city to protect it from enemy raids. This wall has survived until today, it was held by the Tibetan Empire between 801 and 815. The Islamic conquest reached modern-day Afghanistan in 642 AD, at a time. A number of failed expeditions were made to Islamize the region. In one of them, Abdur Rahman bin Samana arrived to Kabul from Zaranj in the late 600s and converted 12,000 inhabitants to Islam before abandoning the city. Muslims were a minority until Ya'qub bin Laith as-Saffar of Zaranj conquered Kabul in 870 and established the first Islamic dynasty in the region, it was reported. Darwaz-e Bala known as Nusay, is a district in Badakhshan Province, Afghanistan. It was created in 2005 from part of Darwaz District, it is home to 11,000 residents. This district borders the Shekay, Kuf Ab, Maimay districts, along with districts in Darvoz, Gorno-Badakhshan Autonomous Province, Tajikistan; the district was part of the Darvaz principality, a semi-independent statelet ruled by a mir. United Nations High Commissioner for Refugees
The Office of the United Nations High Commissioner for Refugees is a United Nations programme with the mandate to protect refugees, forcibly displaced communities and stateless people, assist in their voluntary repatriation, local integration or resettlement to a third country. UNHCR was created in 1950, during the aftermaths of World War II, its headquarters are in Geneva, Switzerland and it is a member of the United Nations Development Group. The UNHCR has won two Nobel Peace Prizes, once in 1954 and again in 1981 and a Prince of Asturias Awards for International Cooperation in 1991. Following the demise of the League of Nations and the formation of the United Nations the international community was acutely aware of the refugee crisis following the end of World War II. In 1947, the International Refugee Organization was founded by the United Nations; the IRO was the first international agency to deal comprehensively with all aspects of refugees' lives. Preceding this was the United Nations Relief and Rehabilitation Administration, established in 1944 to address the millions of people displaced across Europe as a result of World War II.
In the late 1940s, the IRO fell out of favor, but the UN agreed that a body was required to oversee global refugee issues. Despite many heated debates in the General Assembly, the United Nations High Commissioner for Refugees was founded as a subsidiary organ of the General Assembly by Resolution 319 of the United Nations General Assembly of December 1949. However, the organization was only intended to operate for 3 years, from January 1951, due to the disagreement of many UN member states over the implications of a permanent body. UNHCR's mandate was set out in its statute, annexed to resolution 428 of the United Nations General Assembly of 1950; this mandate has been subsequently broadened by numerous resolutions of the General Assembly and its Economic and Social Council. According to UNHCR, mandate is to provide, on a non-political and humanitarian basis, international protection to refugees and to seek permanent solutions for them. Soon after the signing of the 1951 Convention relating to the Status of Refugees, it became clear that refugees were not restricted to Europe.
In 1956, UNHCR was involved in coordinating the response to the uprising in Hungary. Just a year UNHCR was tasked with dealing with Chinese refugees in Hong Kong, while responding Algerian refugees who had fled to Morocco and Tunisia in the wake of Algeria's war for independence; the responses marked the beginning of a wider, global mandate in refugee protection and humanitarian assistance. Decolonization in the 1960s triggered large refugee movements in Africa, creating a massive challenge that would transform UNHCR. By the end of the decade, two-thirds of UNHCR's budget was focused on operations in Africa and in just one decade, the organization's focus had shifted from an exclusive focus on Europe. In 1967, the Protocol Relating to the Status of Refugees was ratified to remove the geographical and temporal restrictions of UNHCR under the 1951 Convention relating to the Status of Refugees; as the Convention was confined to the refugee crisis in the aftermath of World War II in Europe, the Protocol was made to address the “new refugee situations that have arisen since the Convention was adopted and the refugees concerned that may therefore not fall within the scope of the Convention”.
In the 1970s, UNHCR refugee operations continued to spread around the globe, with the mass exodus of East Pakistanis to India shortly before the birth of Bangladesh. Adding to the woes in Asia was the Vietnam war, with millions fleeing the war-torn country; the 1980s saw new challenges for UNHCR, with many member states unwilling to resettle refugees due to the sharp rise in refugee numbers over the 1970s. These refugees were not fleeing wars between states, but inter-ethnic conflict in newly independent states; the targeting of civilians as military strategy added to the displacement in many nations, so even'minor' conflicts could result in a large number of displaced persons. Whether in Asia, Central America or Africa, these conflicts, fueled by superpower rivalry and aggravated by socio-economic problems within the concerned countries, durable solutions continued to prove a massive challenge for the UNHCR; as a result, the UNHCR became more involved with assistance programs within refugee camps located in hostile environments.
The end of the Cold War marked continued inter-ethnic conflict and contributed to refugee flight. In addition, humanitarian intervention by multinational forces became more frequent and the media began to play a big role in the lead up to the 1999 NATO mission in Yugoslavia, while by contrast, the 1994 Rwandan Genocide had little attention; the genocide in Rwanda caused a massive refugee crisis, again highlighting the difficulties for UNHCR to uphold its mandate, the UNHCR continued to battle against restrictive asylum policies in so called'rich' nations. UNHCR was established on 14 December 1950 and succeeded the earlier United Nations Relief and Rehabilitation Administration; the agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide.
