Intelligence assessment is the development of behavior forecasts or recommended courses of action to the leadership of an organisation, based on wide ranges of available overt and covert information. Assessments develop in response to leadership declaration requirements to inform decision making. Assessment may be executed on behalf of a state, military or commercial organisation with ranges of information sources available to each. An intelligence assessment reviews available information and previous assessments for relevance and currency. Where there requires additional information, the analyst may direct some collection. Intelligence studies is the academic field concerning intelligence assessment relating to international relations and military science. Intelligence assessment is based on a customer requirement or need, which may be a standing requirement or tailored to a specific circumstance or a Request for Information; the "requirement" is passed to the assessing agency and worked through the intelligence cycle, a structured method for responding to the RFI.
The RFI may indicate. The RFI is reviewed by a Requirements Manager, who will direct appropriate tasks to respond to the request; this will involve a review of existing material, the tasking of new analytical product or the collection of new information to inform an analysis. New information may be collected through one or more of the various collection disciplines; the nature of the RFI and the urgency placed on it may indicate that some collection types are unsuitable due to the time taken to collect or validate the information gathered. Intelligence gathering disciplines and the sources and methods used are highly classified and compartmentalised, with analysts requiring an appropriate high level of security clearance; the process of taking known information about situations and entities of importance to the RFI, characterizing what is known and attempting to forecast future events is termed "all source" assessment, analysis or processing. The analyst uses multiple sources to mutually corroborate, or exclude, the information collected, reaching a conclusion along with a measure of confidence around that conclusion.
Where sufficient current information exists, the analysis may be tasked directly without reference to further collection. The analysis is communicated back to the requester in the format directed, although subject to the constraints on both the RFI and the methods used in the analysis, the format may be made available for other uses as well and disseminated accordingly; the analysis will be written to a defined classification level with alternative versions available at a number of classification levels for further dissemination. This approach, known as Find-Fix-Finish-Exploit-Assess, is complementary to the intelligence cycle and focused on the intervention itself, where the subject of the assessment is identifiable and provisions exist to make some form of intervention against that subject, the target-centric assessment approach may be used; the subject for action, or target, is identified and efforts are made to find the target for further development. This activity will identify where intervention against the target will have the most beneficial effects.
When the decision is made to intervene, action is taken to fix the target, confirming that the intervention will have a high probability of success and restricting the ability of the target to take independent action. During the finish stage, the intervention is executed an arrest or detention or the placement of other collection methods. Following the intervention, exploitation of the target is carried out, which may lead to further refinement of the process for related targets; the output from the exploit stage will be passed into other intelligence assessment activities. Counter-terrorism incorporates the practice, military tactics and strategy that government, law enforcement and intelligence agencies use to combat or prevent terrorism. Counter-terrorism strategies include attempts to counter financing of terrorism. If terrorism is part of a broader insurgency, counter-terrorism may employ counter-insurgency measures; the United States Armed Forces use the term foreign internal defense for programs that support other countries in attempts to suppress insurgency, lawlessness, or subversion or to reduce the conditions under which these threats to security may develop. In response to the escalating terror campaign in Britain carried out by the militant Irish Fenians in the 1880s, the Home Secretary, Sir William Harcourt, established the first counter-terrorism unit ever; the Special Irish Branch was formed as a section of the Criminal Investigation Department of the London Metropolitan Police in 1883, to combat Irish republican terrorism through infiltration and subversion.
Harcourt envisioned a permanent unit dedicated to the prevention of politically motivated violence through the use of modern techniques such as undercover infiltration. This pioneering branch was the first to be trained in counter-terrorism techniques, its name was changed to Special Branch as it had its remit expanded to incorporate a general role in counterterrorism, combating foreign subversion and infiltrating organized crime. Law enforcement agencies, in Britain and elsewhere, established similar units. Counterterrorism forces expanded with the perceived growing threat of terrorism in the late 20th century. After the September 11 attacks, Western governments made counter-terrorism efforts a priority, including more foreign cooperation, shifting tactics involving red teams and preventive measures. Although sensational attacks in the developed world receive a great deal of media attention, most terrorism occurs in less developed countries. Government responses to terrorism in some cases generate substantial unintended consequences.
Most counter-terrorism strategies involve an increase in domestic intelligence. The central activities are traditional: interception of communications, the tracing of persons. New technology has, expanded the range of military and law enforcement operations. Domestic intelligence is directed at specific groups, defined on the basis of origin or religion, a source of political controversy. Mass surveillance of an entire population raises objections on civil liberties grounds. Homegrown terrorists lone wolves are harder to detect because of their citizenship or legal status and ability to stay under the radar. To select the effective action when terrorism appears to be more of an isolated event, the appropriate government organizations need to understand the source, methods of preparation, tactics of terrorist groups. Good intelligence is at the heart of such preparation, as well as political and social understanding of any grievances that might be solved. Ideally, one gets information from inside the group, a difficult challenge for HUMINT because operational terrorist cells are small, with all members known to one another even related.
Counterintelligence is a great challenge with the security of cell-based systems, since the ideal, but nearly impossible, goal is to obtain a clandestine source within the cell. Financial tracking can play a role, as can communications intercept, but both of these approaches need to be balanced against legitimate expectations of privacy. In response to the growing legislation. United KingdomThe United Kingdom has had anti-terrorism legislation in place for more than thirty years; the Prevention of Violence Act 1939 was brought in response to an Irish Republican Army campaign of violence under the S-Plan. This act had been allowed to expire in 1953 and was repealed in 1973 to be replaced by the Prevention of Terrorism Acts a response to the Troubles in Northern Ireland. From 1974 to 1989 the temporary provisions of the act were renewed annually. In 2000 the Acts were replaced with the more permanent Terrorism Act 2000, which contained many of their powers, the Prevention of Terrorism Act 2005.
The Anti-terrorism and Security Act 2001 was formally introduced into the Parliament November 19, 2001 two months after the September 11, 2001 attacks in the United States. It received royal assent and went into force on December 13, 2001. On December 16, 2004 the Law Lords ruled that Part 4 was incompatible with the European Convention on Human Rights, but under the terms of the Human Rights Act 1998 it remained in force; the Prevention of Terrorism Act 2005 was drafted to answer the Law Lords ruling and the Terrorism Act 2006 creates new offences related to terrorism, amends existing ones. The Act was drafted in the aftermath of the 7 July 2005 London bombings, like its predecessors some of its terms have proven to be controversial. Since 1978 the UK's terrorism laws have been reviewed by a security-cleared Independent Reviewer of Terrorism Legislation, whose influential reports are submitted to Parliament and published in full. The Central Intelligence Agency is a civilian foreign intelligence service of the federal government of the United States, tasked with gathering and analyzing national security information from around the world through the use of human intelligence. As one of the principal members of the United States Intelligence Community, the CIA reports to the Director of National Intelligence and is focused on providing intelligence for the President and Cabinet of the United States. Unlike the Federal Bureau of Investigation, a domestic security service, the CIA has no law enforcement function and is focused on overseas intelligence gathering, with only limited domestic intelligence collection. Though it is not the only agency of the Federal government of the United States specializing in HUMINT, the CIA serves as the national manager for coordination of HUMINT activities across the U. S. intelligence community. Moreover, the CIA is the only agency authorized by law to carry out and oversee covert action at the behest of the President.
It exerts foreign political influence through its tactical divisions, such as the Special Activities Division. Before the Intelligence Reform and Terrorism Prevention Act of 2004, the CIA Director concurrently served as the head of the Intelligence Community. Despite transferring some of its powers to the DNI, the CIA has grown in size as a result of the September 11 attacks. In 2013, The Washington Post reported that in fiscal year 2010, the CIA had the largest budget of all IC agencies, exceeding previous estimates; the CIA has expanded its role, including covert paramilitary operations. One of its largest divisions, the Information Operations Center, has shifted focus from counter-terrorism to offensive cyber-operations; when the CIA was created, its purpose was to create a clearinghouse for foreign policy intelligence and analysis. Today its primary purpose is to collect, analyze and disseminate foreign intelligence, to perform covert actions. According to its fiscal 2013 budget, the CIA has five priorities: Counterterrorism, the top priority Nonproliferation of nuclear and other weapons of mass destruction.

S. military by providing it with information it gathers, receiving information from military intelligence organizations, cooperates on field activities. The Executive Director is in charge of the day-to-day operation of the CIA.
Each branch of the military service has its own Director. The Associate Director of military affairs, a senior military officer, manages the relationship between the CIA and the Unified Combatant Commands, who produce and deliver to the CIA regional/operational intelligence and consume national intelligence produced by the CIA; the Directorate of Analysis, through much of its history known as the Directorate of Intelligence, is tasked with helping "the President and other policymakers make informed decisions about our country's national security" by looking "at all the available information on an issue and organiz it for policymakers". The Directorate has four regional analytic groups, six groups for transnational issues, three that focus on policy and staff support. There is an office dedicated to Iraq; the Directorate of Operations is responsible for collecting foreign intelligence, for covert action. The name reflects its role as the coordinator of human intelligence activities between other elements of the wider U.
S. intelligence community with their own HUMINT operations. This Directorate was created in an attempt to end years of rivalry over influence and budget between the United States Department of Defense and the CIA. In spite of this, the Department of Defense organized its own global clandestine intelligence service, the Defense Clandestine Service, under the Defense Intelligence Agency; this Directorate is known to be organized by geographic regions and issues, but its precise organization is classified. The Directorate of Science & Technology was established to research and manage technical collection disciplines and equipment. Many of its innovations were transferred to other intelligence organizations, or, as they became more overt, to the military services. Urdu —or, more Modern Standard Urdu—is a Persianised standard register of the Hindustani language. It is the official national lingua franca of Pakistan. In India, it is one of the 22 official languages recognized in the Constitution of India, having official status in the six states of Jammu and Kashmir, Uttar Pradesh, Bihar and West Bengal, as well as the national capital territory of Delhi, it is a registered regional language of Nepal. Apart from specialized vocabulary, spoken Urdu is mutually intelligible with Standard Hindi, another recognized register of Hindustani; the Urdu variant of Hindustani received recognition and patronage under British rule when the British replaced the local official languages with English and Hindustani written in Nastaʿlīq script, as the official language in North and Northwestern India. Religious and political factors pushed for a distinction between Urdu and Hindi in India, leading to the Hindi–Urdu controversy. According to Nationalencyklopedin's 2010 estimates, Urdu is the 21st most spoken first language in the world, with 66 million speakers.
According to Ethnologue's 2017 estimates, along with standard Hindi and the languages of the Hindi belt, is the 3rd most spoken language in the world, with 329.1 million native speakers, 697.4 million total speakers. Urdu, like Hindi, is a form of Hindustani, it evolved from the medieval Apabhraṃśa register of the preceding Shauraseni language, a Middle Indo-Aryan language, the ancestor of other modern Indo-Aryan languages. Around 75% of Urdu words have their etymological roots in Sanskrit and Prakrit, 99% of Urdu verbs have their roots in Sanskrit and Prakrit; because Persian-speaking sultans ruled the Indian subcontinent for a number of years, Urdu was influenced by Persian and to a lesser extent, which have contributed to about 25% of Urdu's vocabulary. Although the word Urdu is derived from the Turkic word ordu or orda, from which English horde is derived, Turkic borrowings in Urdu are minimal and Urdu is not genetically related to the Turkic languages. Urdu words originating from Chagatai and Arabic were borrowed through Persian and hence are Persianized versions of the original words.
For instance, the Arabic ta' marbuta changes to te. Contrary to popular belief, Urdu did not borrow from the Turkish language, but from Chagatai, a Turkic language from Central Asia. Urdu and Turkish borrowed from Arabic and Persian, hence the similarity in pronunciation of many Urdu and Turkish words. Arabic influence in the region began with the late first-millennium Muslim conquests of the Indian subcontinent; the Persian language was introduced into the subcontinent a few centuries by various Persianized Central Asian Turkic and Afghan dynasties including that of Mahmud of Ghazni. The Turko-Afghan Delhi Sultanate established Persian as its official language, a policy continued by the Mughal Empire, which extended over most of northern South Asia from the 16th to 18th centuries and cemented Persian influence on the developing Hindustani; the name Urdu was first used by the poet Ghulam Hamadani Mushafi around 1780. From the 13th century until the end of the 18th century Urdu was known as Hindi.
The language was known by various other names such as Hindavi and Dehlavi. Hindustani in Persian script was used by Muslims and Hindus, but was current chiefly in Muslim-influenced society; the communal nature of the language lasted until it replaced Persian as the official language in 1837 and was made co-official, along with English. Hindustani was promoted in British India by British policies to counter the previous emphasis on Persian; this triggered a Hindu backlash in northwestern India, which argued that the language should be written in the native Devanagari script. This literary standard called "Hindi" replaced Urdu as the official language of Bihar in 1881, establishing a sectarian divide of "Urdu" for Muslims and "Hindi" for Hindus, a divide, formalized with the division of India and Pakistan after independence. There have been attempts to "purify" Urdu and Hindi, by purging Urdu of Sanskrit words, Hindi of Persian loanwords, new vocabulary draws from Persian and Arabic for Urdu and from Sanskrit for Hindi.
English has exerted a heavy influence on both as a co-official language. There are over 100 million native speakers of Urdu in India and Pakistan together: there were 52 million and 80.5 million Urdu speakers in India as per the 2001 and 2011 censuses respectively. However, a knowledge of Urdu allows one to speak with far more people than that, because Hindustani, of which Urdu is one variety, is the third most spoken language in the world, after Mandarin and English; because of the difficulty in distinguishing between Urdu and Hindi speakers in India and Pakistan, as well as estimating the number of people for whom Urdu is a second language, the estimated number of speakers is uncertain and controversial. Owing to interaction with other languages, Urdu has become localized wherever it is spoken, including in Pakistan. Lacrosse is a team sport played with a lacrosse stick and a lacrosse ball. Players use the head of the lacrosse stick to carry, pass and shoot the ball into the goal; the sport has four versions that have different sticks, fields and equipment: field lacrosse, women's lacrosse, box lacrosse and intercrosse. The men's games, field lacrosse and box lacrosse, are contact sports and all players wear protective gear: helmet, shoulder pads, elbow pads; the women's game is played outdoors and does not allow body contact but does allow stick to stick contact. The only protective gear required for women players is eyegear, while goalies wear helmets and protective pads. Intercrosse is a mixed-gender non-contact sport played indoors that uses an all-plastic stick and a softer ball; the sport is governed by the Federation of International Lacrosse. Lacrosse is part of the cultural tradition of the Iroquois people, inhabiting what is now New York and Pennsylvania. Lacrosse may have been developed as early as 1100 AD among indigenous peoples in North America.
By the seventeenth century, it was well-established and was documented by Jesuit missionary priests in the territory of present-day Canada. In the traditional aboriginal Canadian version, each team consisted of about 100 to 1,000 men on a field that stretched from about 500 m to 3 km long; these games lasted from sunup to sundown for two to three days straight and were played as part of ceremonial ritual, a kind of symbolic warfare, or to give thanks to the Creator or Master. Lacrosse played a significant role in the community and religious life of tribes across the continent for many years. Early lacrosse was characterized by deep spiritual involvement, befitting the spirit of combat in which it was undertaken; those who took part did so in the role of warriors, with the goal of bringing glory and honor to themselves and their tribes. The game was said to be played "for the Creator" or was referred to as "The Creator's Game." The French Jesuit missionary Jean de Brébeuf saw Huron tribesmen play the game during 1637 in present-day Ontario.
He called it la "the stick" in French. The name seems to be originated from the French term for field hockey, le jeu de la crosse. James Smith described in some detail a game being played in 1757 by Mohawk people "wherein now they used a wooden ball, about 7.6 cm in diameter, the instrument they moved it with was a strong staff about 1.5 m long, with a hoop net on the end of it, large enough to contain the ball."Anglophones from Montreal noticed the game being played by Mohawk people and started playing themselves in the 1830s. In 1856, William George Beers, a Canadian dentist, founded the Montreal Lacrosse Club. In 1860, Beers codified the game, shortening the length of each game and reducing the number of players to 12 per team; the first game played under Beers' rules was at Upper Canada College in 1867. The new sport proved to be popular and spread across the English-speaking world; the women's game was introduced by Louisa Lumsden in Scotland in 1890. The first women's club in the United States was started by Rosabelle Sinclair at Bryn Mawr School in 1926.
In the United States, lacrosse during the late 1800s and first half of the 1900s was a regional sport centered around the Mid-Atlantic states New York and Maryland. However, in the last half of the 20th century, the sport spread outside this region, can be found in most of the United States. According to a survey conducted by US Lacrosse in 2016, there are over 825,000 lacrosse participants nationwide and lacrosse is the fastest-growing team sport among NFHS member schools. Field lacrosse is the men's outdoor version of the sport. There are ten players on each team: three attackmen, three midfielders, three defensemen, one goalie; each player carries a lacrosse stick. A short stick is used by attackmen and midfielders. A maximum of four players on the field per team may carry a long stick, between 52 and 72 inches long and is used by the three defensemen and sometimes one defensive midfielder; the goalie uses a stick with a head as wide as 12 inches that can be between 72 inches long. The field of play is 110 by 60 yards.
The goals are 80 yd apart. Each goal sits inside a circular "crease", measuring 18 ft in diameter; the goalie has special privileges within the crease to avoid opponents' stick checks. Offensive players or their sticks may not enter into the crease at any time; the mid-field line separates the field into an defensive zone for each team. Each team must keep four players in its defensive zone and three players in its offensive zone at all times, it does not matter which positional players satisfy the requirement, although the three attackmen stay in the offensive zone, the three defensemen and the goalie stay in the defensive zone, the three middies play in both zones. A team that violates this rule is offsides and either loses possession of the ball if they have it or incurs a technical foul if they do not; the regulation playing time of a game is 60 minutes, divided into four periods of 15 minutes each. Play is started after each goal with a face-off. During a face-off, two players lay their sticks on the ground parallel to the mid-line, the two heads of their sticks on opposite sides of the ball.

Syracuse University is a private research university in Syracuse, New York, United States. The institution's roots can be traced to the Genesee Wesleyan Seminary, founded in 1831 by the Methodist Episcopal Church in Lima, New York. After several years of debate over relocating the college to Syracuse, the university was established in 1870, independent of the college. Since 1920, the university has identified itself as nonsectarian, although it maintains a relationship with The United Methodist Church; the campus is in the University Hill neighborhood of Syracuse and southeast of downtown, on one of the larger hills. Its large campus features an eclectic mix of buildings, ranging from nineteenth-century Romanesque Revival structures to contemporary buildings. SU is organized into 13 schools and colleges, with nationally recognized programs in information studies and library science, communications, business administration, inclusive education and wellness, sport management, public administration and the College of Arts and Sciences.
Syracuse University athletic teams, known as the Orange, participate in 20 intercollegiate sports. SU is a member of the Atlantic Coast Conference, or ACC for all NCAA Division I athletics, except for the men's rowing and women's ice hockey teams. SU is a member of the Eastern College Athletic Conference; the Genesee Wesleyan Seminary was founded in 1831 by the Genesee Annual Conference of the Methodist Episcopal Church in Lima, New York, south of Rochester. In 1850, it was resolved to enlarge the institution from a seminary into a college, or to connect a college with the seminary, becoming Genesee College. However, the location was soon thought by many to be insufficiently central, its difficulties were compounded by the next set of technological changes: the railroad that displaced the Erie Canal as the region's economic engine bypassed Lima completely. The trustees of the struggling college decided to seek a locale whose economic and transportation advantages could provide a better base of support.
The college began looking for a new home at the same time Syracuse, ninety miles to the east, was engaged in a search to bring a university to the city, having failed to convince Ezra Cornell and Andrew Dickson White to locate Cornell University there rather than in Ithaca. Syracuse resident White pressed that the new university should locate on the hill in Syracuse due to the city's attractive transportation hub, which would ease the recruitment of faculty and other persons of note. However, as a young carpenter working in Syracuse, Cornell had been twice robbed of his wages, thereafter considered Syracuse a Sodom and Gomorrah insisting the university be in Ithaca on his large farm on East Hill, overlooking the town and Cayuga Lake. Meanwhile, there were several years of dispute between the Methodist ministers and contending cities across the state, over proposals to move Genesee College to Syracuse. At the time, the ministers wanted a share of the funds from the Morrill Land Grant Act for Genesee College.
They agreed to a quid pro quo donation of $25,000 from Senator Cornell in exchange for their support for his bill. Cornell insisted the bargain be written into the bill and Cornell became New York State's Land Grant University in 1865. In 1869, Genesee College obtained New York State approval to move to Syracuse, but Lima got a court injunction to block the move, Genesee stayed in Lima until it was dissolved in 1875. By that time, the court injunction had been made moot by the founding of a new university on March 24, 1870. On that date the State of New York granted the new Syracuse University its own charter, independent of Genesee College; the City of Syracuse had offered $100,000 to establish the school. Bishop Jesse Truesdell Peck had donated $25,000 to the proposed school and was elected the first president of the Board of Trustees. Rev. Daniel Steele, a former Genesee College president, served as the first administrative leader of Syracuse until its chancellor was appointed; the university opened in September 1871 in rented space downtown.
George F. Comstock, a member of the new university's board of trustees, had offered the school 50 acres of farmland on a hillside to the southeast of the city center. Comstock intended the hill to develop as an integrated whole; the university was founded as coeducational. President Peck stated at the opening ceremonies, "The conditions of admission shall be equal to all persons... There shall be no invidious discrimination here against woman.... Brains and heart shall have a fair chance... " Syracuse implemented this policy with a high proportion of women students. In the College of Liberal Arts, the ratio between male and female students during the 19th century was even; the College of Fine Arts was predominantly female, a low ratio of women enrolled in the College of Medicine and the College of Law. Men and women were taught together in the same courses, many extra-curricular activities were coeducational as well. Syracuse developed "women-only" organizations and clubs. Memorial Day is Vince Flynn's sixth novel, the fifth to feature Mitch Rapp, an American CIA agent that works for the counterterrorism unit "Orion Team". Intelligence gathering has indicated unusual activity in financial markets, Rapp, back in the field after a long stint on desk duty for insubordination, unearths a bomb plot during a daring commando raid on an al-Qaeda stronghold in Afghanistan. A decision is made for the president and his cabinet to leave Washington D. C. in early morning hours based on the bomb threat. However a U. The terrorists approach Washington D. C. by water, are spotted from the air, killed by Rapp. The second bomb, has been activated and is in its countdown, unable to be deactivated. After an assessment of options, Rapp transports the bomb to a secure underground facility where it explodes with minimal human or environmental affect. Flynn trots out his usual assortment of characters to keep the action tense—wishy-washy cabinet members, political climbers, invective-spewing terrorists and a selected assortment of ice queens who use sex as a weapon, yet his skillful use of converging plots the panic created by having a nuke on the loose, is enough to keep Flynn's growing fan base more than willing to overlook the formulaic components.
