Proportional representation characterizes electoral systems in which divisions in an electorate are reflected proportionately in the elected body. If n% of the electorate support a particular political party roughly n% of seats will be won by that party; the essence of such systems is that all votes contribute to the result - not just a plurality, or a bare majority. The most prevalent forms of proportional representation all require the use of multiple-member voting districts, as it is not possible to fill a single seat in a proportional manner. In fact, the implementations of PR that achieve the highest levels of proportionality tend to include districts with large numbers of seats; the most used families of PR electoral systems are party list PR, the single transferable vote, mixed member proportional representation. With party list PR, political parties define candidate voters vote for a list; the relative vote for each list determines how many candidates from each list are elected. Lists can be "closed" or "open".
Voting districts can be as large as a province or an entire nation. The single transferable vote uses small multiple-member districts, with voters ranking individual candidates in order of preference. During the count, as candidates are elected or eliminated, surplus or discarded votes that would otherwise be wasted are transferred to other candidates according to the preferences. STV enables voters to elect independent candidates. Mixed member proportional representation called the additional member system, is a two-tier mixed electoral system combining a non-proportional plurality/majoritarian election and a compensatory regional or national party list PR election. Voters have two votes, one for their single-member district and one for the party list, the party list vote determining the balance of the parties in the elected body. According to the ACE Electoral Knowledge Network, some form of proportional representation is used for national lower house elections in 94 countries. Party list PR, being used in 85 countries, is the most used.
MMP is used in seven lower houses. STV, despite long being advocated by political scientists, is used in only two: Ireland, since independence in 1922, Malta, since 1921; as with all electoral systems, both accepted and opposing claims are made about the advantages and disadvantages of PR. The case for proportional representation was made by John Stuart Mill in his 1861 essay Considerations on Representative Government: In a representative body deliberating, the minority must of course be overruled, but does it follow that the minority should have no representatives at all?... Is it necessary that the minority should not be heard? Nothing but habit and old association can reconcile any reasonable being to the needless injustice. In a equal democracy, every or any section would be represented, not disproportionately, but proportionately. A majority of the electors would always have a majority of the representatives, but a minority of the electors would always have a minority of the representatives.
Man for man, they would be as represented as the majority. Unless they are, there is not equal government... There is a part whose fair and equal share of influence in the representation is withheld from them, contrary to all just government, above all, contrary to the principle of democracy, which professes equality as its root and foundation. Many academic political theorists agree with Mill, that in a representative democracy the representatives should represent all segments of society. PR tries to resolve the unfairness of majoritarian and plurality voting systems where the largest parties receive an "unfair" "seat bonus" and smaller parties are disadvantaged and have difficulty winning any representation at all; the established parties in UK elections can win formal control of the parliament with as little as 35% of votes. In certain Canadian elections, majority governments have been formed by parties with the support of under 40% of votes cast. If turnout levels in the electorate are less than 60%, such outcomes allow a party to form a majority government by convincing as few as one quarter of the electorate to vote for it.
In the 2005 UK election, for example, the Labour Party under Tony Blair won a comfortable parliamentary majority with the votes of only 21.6% of the total electorate. Such misrepresentation has been criticized as "no longer a question of'fairness' but of elementary rights of citizens". Note intermediate PR systems with a high electoral threshold, or other features that reduce proportionality, are not much fairer: in the Turkish general election, 2002, using an open list system with a 10% threshold, 46% of votes were wasted. Plurality/majoritarian systems can disproportionately benefit regional parties that can win districts where they have a strong following, while other parties with national support but no strongholds, like the Greens, win few or no seats. Brazil the Federative Republic of Brazil, is the largest country in both South America and Latin America. At 8.5 million square kilometers and with over 208 million people, Brazil is the world's fifth-largest country by area and the fifth most populous. Its capital is Brasília, its most populated city is São Paulo; the federation is composed of the union of the 26 states, the Federal District, the 5,570 municipalities. It is the largest country to have Portuguese as an official language and the only one in the Americas. Bounded by the Atlantic Ocean on the east, Brazil has a coastline of 7,491 kilometers, it borders all other South American countries except Ecuador and Chile and covers 47.3% of the continent's land area. Its Amazon River basin includes a vast tropical forest, home to diverse wildlife, a variety of ecological systems, extensive natural resources spanning numerous protected habitats; this unique environmental heritage makes Brazil one of 17 megadiverse countries, is the subject of significant global interest and debate regarding deforestation and environmental protection.
Brazil was inhabited by numerous tribal nations prior to the landing in 1500 of explorer Pedro Álvares Cabral, who claimed the area for the Portuguese Empire. Brazil remained a Portuguese colony until 1808, when the capital of the empire was transferred from Lisbon to Rio de Janeiro. In 1815, the colony was elevated to the rank of kingdom upon the formation of the United Kingdom of Portugal and the Algarves. Independence was achieved in 1822 with the creation of the Empire of Brazil, a unitary state governed under a constitutional monarchy and a parliamentary system; the ratification of the first constitution in 1824 led to the formation of a bicameral legislature, now called the National Congress. The country became a presidential republic in 1889 following a military coup d'état. An authoritarian military junta came to power in 1964 and ruled until 1985, after which civilian governance resumed. Brazil's current constitution, formulated in 1988, defines it as a democratic federal republic. Due to its rich culture and history, the country ranks thirteenth in the world by number of UNESCO World Heritage Sites.
Brazil is considered an advanced emerging economy. It has the ninth largest GDP in the world by nominal, eight and PPP measures, it is one of the world's major breadbaskets, being the largest producer of coffee for the last 150 years. It is classified as an upper-middle income economy by the World Bank and a newly industrialized country, with the largest share of global wealth in Latin America. Brazil is a regional power and sometimes considered a great or a middle power in international affairs. On account of its international recognition and influence, the country is subsequently classified as an emerging power and a potential superpower by several analysts. Brazil is a founding member of the United Nations, the G20, BRICS, Union of South American Nations, Organization of American States, Organization of Ibero-American States and the Community of Portuguese Language Countries, it is that the word "Brazil" comes from the Portuguese word for brazilwood, a tree that once grew plentifully along the Brazilian coast.
In Portuguese, brazilwood is called pau-brasil, with the word brasil given the etymology "red like an ember", formed from brasa and the suffix -il. As brazilwood produces a deep red dye, it was valued by the European textile industry and was the earliest commercially exploited product from Brazil. Throughout the 16th century, massive amounts of brazilwood were harvested by indigenous peoples along the Brazilian coast, who sold the timber to European traders in return for assorted European consumer goods; the official Portuguese name of the land, in original Portuguese records, was the "Land of the Holy Cross", but European sailors and merchants called it the "Land of Brazil" because of the brazilwood trade. The popular appellation eclipsed and supplanted the official Portuguese name; some early sailors called it the "Land of Parrots". In the Guarani language, an official language of Paraguay, Brazil is called "Pindorama"; this was the name the indigenous population gave to the region, meaning "land of the palm trees".
Some of the earliest human remains found in the Americas, Luzia Woman, were found in the area of Pedro Leopoldo, Minas Gerais and provide evidence of human habitation going back at least 11,000 years. In political science, a reactionary is a person who holds political views that favour a return to the status quo ante, the previous political state of society, which they believe possessed characteristics that are negatively absent from the contemporary status quo of a society. As an adjective, the word reactionary describes points of view and policies meant to restore the status quo ante. Political reactionaries are found on the left-wing. Reactionary ideologies can be radical, in the sense of political extremism, in service to re-establishing the status quo ante. In political discourse, being a reactionary is regarded as negative; the French Revolution gave the English language three politically descriptive words denoting anti-progressive politics: "reactionary", "conservative" and "right". "Reactionary" derives from the French word réactionnaire and "conservative" from conservateur, identifying monarchist parliamentarians opposed to the revolution. In this French usage, reactionary denotes "a movement towards the reversal of an existing tendency or state" and a "return to a previous condition of affairs".
The Oxford English Dictionary cites the first English language usage in 1799 in a translation of Lazare Carnot's letter on the Coup of 18 Fructidor. During the French Revolution, conservative forces organized opposition to the progressive sociopolitical and economic changes brought by the revolution. In 19th Century European politics, the reactionary class included the Roman Catholic Church's hierarchy—the clergy, the aristocracy, royal families and royalists—believing that national government was the sole domain of the Church and the state. In France, supporters of traditional rule by direct heirs of the House of Bourbon dynasty were labelled the legitimist reaction. In the Third Republic, the monarchists were the reactionary faction renamed conservative; these forces saw "reaction" as a legitimate response to the rash "action" of the French Revolution, hence there is nothing inherently derogatory in the term reactionary and it is sometimes used to describe the principle of waiting for an opponent's action to take part in a general reaction.
In Protestant Christian societies, reactionary has described those supporting tradition against modernity. In the 19th century, reactionary denoted people who idealized feudalism and the pre-modern era—before the Industrial Revolution and the French Revolution—when economies were agrarian, a landed aristocracy dominated society, a hereditary king ruled and the Roman Catholic Church was society's moral centre; those labelled as "reactionary" favoured the aristocracy instead of the middle class and the working class. Reactionaries opposed parliamentarism; the Thermidorian Reaction was a movement within the revolution against perceived excesses of the Jacobins. On 27 July 1794, Maximilien Robespierre's Reign of Terror was brought to an end; the overthrow of Robespierre signalled the reassertion of the French National Convention over the Committee of Public Safety. The Jacobins were suppressed, the prisons were emptied and the Committee was shorn of its powers. After the execution of some 104 Robespierre supporters, the Thermidorian Reaction stopped the use of the guillotine against alleged counterrevolutionaries, set a middle course between the monarchists and the radicals and ushered in a time of relative exuberance and its accompanying corruption.
With the Congress of Vienna, inspired by Tsar Alexander I of Russia, the monarchs of Russia and Austria formed the Holy Alliance, a form of collective security against revolution and Bonapartism. This instance of reaction was surpassed by a movement that developed in France when, after the second fall of Napoleon, the Bourbon Restoration or reinstatement of the Bourbon dynasty, ensued; this time it was to be a constitutional monarchy, with an elected lower house of parliament, the Chamber of Deputies. The Franchise was restricted to men over the age of forty, which indicated that for the first fifteen years of their lives they had lived under the ancien régime. King Louis XVIII was worried that he would still suffer an intractable parliament, he was delighted with the ultra-royalists, or Ultras, whom the election returned, declaring that he had found a chambre introuvable an "unfindable house". It was the Declaration of Saint-Ouen. Before the French Revolution, which radically and bloodily overthrew most aspects of French society's organisation, the only way constitutional change could be instituted was by extracting it from old legal documents that could be interpreted as agreeing with the proposal.

Belgium the Kingdom of Belgium, is a country in Western Europe. It is bordered by the Netherlands to the north, Germany to the east, Luxembourg to the southeast, France to the southwest, the North Sea to the northwest, it has a population of more than 11.4 million. The capital and largest city is Brussels; the sovereign state is a federal constitutional monarchy with a parliamentary system. Its institutional organisation is structured on both regional and linguistic grounds, it is divided into three autonomous regions: Flanders in the north, Wallonia in the south, the Brussels-Capital Region. Brussels is the smallest and most densely populated region, as well as the richest region in terms of GDP per capita. Belgium is home to two main linguistic groups or Communities: the Dutch-speaking Flemish Community, which constitutes about 59 percent of the population, the French-speaking Community, which comprises about 40 percent of all Belgians. A small German-speaking Community, numbering around one percent, exists in the East Cantons.
The Brussels-Capital Region is bilingual, although French is the dominant language. Belgium's linguistic diversity and related political conflicts are reflected in its political history and complex system of governance, made up of six different governments. Belgium was part of an area known as the Low Countries, a somewhat larger region than the current Benelux group of states that included parts of northern France and western Germany, its name is derived after the Roman province of Gallia Belgica. From the end of the Middle Ages until the 17th century, the area of Belgium was a prosperous and cosmopolitan centre of commerce and culture. Between the 16th and early 19th centuries, Belgium served as the battleground between many European powers, earning the moniker the "Battlefield of Europe", a reputation strengthened by both world wars; the country emerged in 1830 following the Belgian Revolution. Belgium participated in the Industrial Revolution and, during the course of the 20th century, possessed a number of colonies in Africa.
The second half of the 20th century was marked by rising tensions between the Dutch-speaking and the French-speaking citizens fueled by differences in language and culture and the unequal economic development of Flanders and Wallonia. This continuing antagonism has led to several far-reaching reforms, resulting in a transition from a unitary to a federal arrangement during the period from 1970 to 1993. Despite the reforms, tensions between the groups have remained, if not increased. Unemployment in Wallonia is more than double that of Flanders. Belgium is one of the six founding countries of the European Union and hosts the official seats of the European Commission, the Council of the European Union, the European Council, as well as a seat of the European Parliament in the country's capital, Brussels. Belgium is a founding member of the Eurozone, NATO, OECD, WTO, a part of the trilateral Benelux Union and the Schengen Area. Brussels hosts several of the EU's official seats as well as the headquarters of many major international organizations such as NATO.
Belgium is a developed country, with an advanced high-income economy. It has high standards of living, quality of life, education, is categorized as "very high" in the Human Development Index, it ranks as one of the safest or most peaceful countries in the world. The name "Belgium" is derived from Gallia Belgica, a Roman province in the northernmost part of Gaul that before Roman invasion in 100 BC, was inhabited by the Belgae, a mix of Celtic and Germanic peoples. A gradual immigration by Germanic Frankish tribes during the 5th century brought the area under the rule of the Merovingian kings. A gradual shift of power during the 8th century led the kingdom of the Franks to evolve into the Carolingian Empire; the Treaty of Verdun in 843 divided the region into Middle and West Francia and therefore into a set of more or less independent fiefdoms which, during the Middle Ages, were vassals either of the King of France or of the Holy Roman Emperor. Many of these fiefdoms were united in the Burgundian Netherlands of the 15th centuries.
Emperor Charles V extended the personal union of the Seventeen Provinces in the 1540s, making it far more than a personal union by the Pragmatic Sanction of 1549 and increased his influence over the Prince-Bishopric of Liège. The Eighty Years' War divided the Low Countries into the northern United Provinces and the Southern Netherlands; the latter were ruled successively by the Spanish and the Austrian Habsburgs and comprised most of modern Belgium. This was the theatre of most Franco-Spanish and Franco-Austrian wars during the 17th and 18th centuries. An electoral district, election district, or legislative district, called a voting district by the US Census is a territorial subdivision for electing members to a legislative body. Only voters who reside within the district are permitted to vote in an election held there. From a single district, a single member or multiple members might be chosen. Members might be chosen by a first-past-the-post system or a proportional representative system, or another voting method entirely. Members might be chosen through a direct election under universal suffrage, an indirect election, or another form of suffrage; the names for electoral districts vary across countries and for the office being elected. The term constituency is used to refer to an electoral district in British English, but it can refer to the body of eligible voters or all the residents of the represented area or only those who voted for a certain candidate; the terms precinct and election district are more common in American English. In Australia and New Zealand, electoral districts are called electorates, however elsewhere the term electorate refers to the body of voters.
In India electoral districts are referred to as "Nirvachan Kshetra" in Hindi, which can be translated to English as "electoral area" though the official English translation for the term is "constituency". The term "Nirvachan Kshetra" is used while referring to an electoral district in general irrespective of the legislature; when referring to a particular legislatorial constituency, it is referred to as "Kshetra" along with the name of the legislature, in Hindi. Electoral districts for municipal or other local bodies are called "wards". In Canada, districts are colloquially called ridings. Local electoral districts are sometimes called wards, a term which designates administrative subdivisions of a municipality. In local government in the Republic of Ireland voting districts are called "electoral areas". District magnitude is the number of representatives elected from a given district to the same legislative body. A single-member district has one representative. Voting systems that seek proportional representation inherently require multi-member districts, the larger the district magnitude the more proportional a system will tend to be Non-proportional systems may use multi-member districts, as in the House of Commons until 1950, Singapore's Group Representation Constituency, or the New Hampshire House of Representatives.
Under proportional representation systems, district magnitude is an important determinant of the makeup of the elected body. With a larger number of winners, candidates are able to represent proportionately smaller minorities; the geographic distribution of minorities affects their representation - an unpopular nationwide minority can still secure a seat if they are concentrated in a particular district. District magnitude can sometimes vary within the same system during an election. In the Republic of Ireland, for instance, national elections to Dáil Éireann are held using a combination of 3, 4, 5 member districts. In Hong Kong, the magnitude ranged from 3 to 5 in 1998, when the current electoral system was introduced for Legislative Council geographical constituency elections, will range from 5 to 9 in the forthcoming election in September 2012; the only democracies with one single nationwide electoral district and no other territorial correctors are Fiji, The Netherlands, Mozambique, South Africa and Serbia.

Apportionment changes are accompanied by redistricting, the redrawing of electoral district boundaries to accommodate the new number of representatives; this redrawing is necessary under single-member district systems, as each new representative requires their own district. Multi-member systems, vary depending on other rules. Ireland, for example, redraws its electoral districts after every census while Belgium uses its existing administrative boundaries for electoral districts and instead modifies the number of representatives allotted to each. Israel and the Netherlands avoid the need for apportionment by electing legislators at-large. Apportionment is done on the basis of population. Seats in the United States House of Representatives, for instance, are reapportioned to individual states every 10 years following a census, with some states that have grown in population gaining seats.
By contrast, seats in the Cantonal Council of Zürich are reapportioned in every election based on the number of votes cast in each district, only made possible by use of multi-member districts, the House of Peoples of Bosnia and Herzegovina, by contrast, is apportioned without regard to population. Radical centrism is a political ideology that arose in the Western nations in the late 20th century. At first it was defined in a variety of ways, but at the beginning of the 21st century a number of political science texts gave it a more developed cast; the radical in the term refers to a willingness on the part of most radical centrists to call for fundamental reform of institutions. The centrism refers to a belief that genuine solutions require realism and pragmatism, not just idealism and emotion. One radical centrist text defines radical centrism as "idealism without illusions", a phrase from John F. Kennedy. Radical centrists borrow ideas from the left, the right, elsewhere melding them together. Most support market-based solutions to social problems with strong governmental oversight in the public interest. There is support for increased global engagement and the growth of an empowered middle class in developing countries. Many radical centrists work within the major political parties, but support independent or third-party initiatives and candidacies.
One common criticism of radical centrism is that its policies are only marginally different from conventional centrist policies. Another is that radical centrists' penchant for relying on newly-formed third parties is naïve and self-defeating; some observers see radical centrism as a process of catalyzing dialogue and fresh thinking among polarized people and groups. Some influences on radical centrist political philosophy are not directly political. Robert C. Solomon, a philosopher with radical-centrist interests, identifies a number of philosophical concepts supporting balance, reconciliation or synthesis, including Confucius's concept of ren, Aristotle's concept of the mean, Erasmus's and Montaigne's humanism, Vico's evolutionary vision of history, William James's and John Dewey's pragmatism, Aurobindo Ghose's integration of opposites. However, most cited influences and precursors are from the political realm. For example, British radical-centrist politician Nick Clegg considers himself an heir to political theorist John Stuart Mill, former Liberal Prime Minister David Lloyd George, economist John Maynard Keynes, social reformer William Beveridge and former Liberal Party leader Jo Grimond.
In his book Independent Nation, John Avlon discusses precursors of 21st-century U. S. political centrism, including President Theodore Roosevelt, Supreme Court Justice Earl Warren, Senator Daniel Patrick Moynihan, Senator Margaret Chase Smith, Senator Edward W. Brooke. Radical centrist writer Mark Satin points to political influences from outside the electoral arena, including communitarian thinker Amitai Etzioni, magazine publisher Charles Peters, management theorist Peter Drucker, city planning theorist Jane Jacobs and futurists Heidi and Alvin Toffler. Satin calls Benjamin Franklin the radical middle's favorite Founding Father since he was "extraordinarily practical", "extraordinarily creative" and managed to "get the warring factions and wounded egos to transcend their differences". According to journalist William Safire, the phrase "radical middle" was coined by Renata Adler, a staff writer for The New Yorker. In the introduction to her second collection of essays, Toward a Radical Middle, she presented it as a healing radicalism.
Adler said it rejected the violent posturing and rhetoric of the 1960s in favor of such "corny" values as "reason, prosperity, human dignity contact". She called for the "reconciliation" of African-Americans. In the 1970s, sociologist Donald I. Warren described the radical center as consisting of those "middle American radicals" who were suspicious of big government, the national media and academics, as well as rich people and predatory corporations. Although they might vote for Democrats or Republicans, or for populists like George Wallace, they felt politically homeless and were looking for leaders who would address their concerns. In the 1980s and 1990s, several authors contributed their understandings to the concept of the radical center. For example, futurist Marilyn Ferguson added a holistic dimension to the concept when she said: " Radical Center... is not neutral, not middle-of-the-road, but a view of the whole road". Sociologist Alan Wolfe located the creative part of the political spectrum at the center: "The extremes of right and left know where they stand, while the center furnishes what is original and unexpected".
African-American theorist Stanley Crouch upset many political thinkers when he pronounced himself a "radical pragmatist". Crouch explained: "I affirm whatever I think has the best chance of working, of being both inspirational and unsentimental, of reasoning across the categories of false division and beyond the decoy of race". In his influential 1995 Newsweek cover story "Stalking the Radical Middle", journalist Joe Klein described radical centrists as angrier and more frustrated than conventional Democrats and Republicans. Klein said they share four broad goals: getting money out of politics, balancing the budget, restoring civility and figuring out how to run government better, he said their concerns were fueling "what is becoming a significant intellectual movement, nothing less than an attempt to replace the traditional notions of liberalism and conservatism". In 1998, British sociologist Anthony Giddens claimed that the radical center is synonymous with the Third Way. For Giddens, an advisor to former British Prime Minister Tony Blair and for many other European political actors, the Third Way is a reconstituted form of social democracy.
