Departments of France
In the administrative divisions of France, the department is one of the three levels of government below the national level, between the administrative regions and the commune. Ninety-six departments are in metropolitan France, five are overseas departments, which are classified as regions. Departments are further subdivided into 334 arrondissements, themselves divided into cantons; each department is administered by an elected body called a departmental council. From 1800 to April 2015, these were called general councils; each council has a president. Their main areas of responsibility include the management of a number of social and welfare allowances, of junior high school buildings and technical staff, local roads and school and rural buses, a contribution to municipal infrastructures. Local services of the state administration are traditionally organised at departmental level, where the prefect represents the government; the departments were created in 1790 as a rational replacement of Ancien Régime provinces with a view to strengthen national unity.
All of them were named after physical geographical features, rather than after historical or cultural territories which could have their own loyalties. The division of France into departments was a project identified with the French revolutionary leader the Abbé Sieyès, although it had been discussed and written about by many politicians and thinkers; the earliest known suggestion of it is from 1764 in the writings of d'Argenson. They have inspired similar divisions in some of them former French colonies. Most French departments are assigned a two-digit number, the "Official Geographical Code", allocated by the Institut national de la statistique et des études économiques. Overseas departments have a three-digit number; the number is used, for example, in the postal code, was until used for all vehicle registration plates. While residents use the numbers to refer to their own department or a neighbouring one, more distant departments are referred to by their names, as few people know the numbers of all the departments.
For example, inhabitants of Loiret might refer to their department as "the 45". In 2014, President François Hollande proposed to abolish departmental councils by 2020, which would have maintained the departments as administrative divisions, to transfer their powers to other levels of governance; this reform project has since been abandoned. The first French territorial departments were proposed in 1665 by Marc-René d'Argenson to serve as administrative areas purely for the Ponts et Chaussées infrastructure administration. Before the French Revolution, France gained territory through the annexation of a mosaic of independent entities. By the close of the Ancien Régime, it was organised into provinces. During the period of the Revolution, these were dissolved in order to weaken old loyalties; the modern departments, as all-purpose units of the government, were created on 4 March 1790 by the National Constituent Assembly to replace the provinces with what the Assembly deemed a more rational structure.
Their boundaries served two purposes: Boundaries were chosen to break up France's historical regions in an attempt to erase cultural differences and build a more homogeneous nation. Boundaries were set so that every settlement in the country was within a day's ride of the capital of a department; this was a security measure, intended to keep the entire national territory under close control. This measure was directly inspired by the Great Terror, during which the government had lost control of many rural areas far from any centre of government; the old nomenclature was avoided in naming the new departments. Most were named after other physical features. Paris was in the department of Seine. Savoy became the department of Mont-Blanc; the number of departments 83, had been increased to 130 by 1809 with the territorial gains of the Republic and of the First French Empire. Following Napoleon's defeats in 1814–1815, the Congress of Vienna returned France to its pre-war size and the number of departments was reduced to 86.
In 1860, France acquired the County of Nice and Savoy, which led to the creation of three new departments. Two were added from the new Savoyard territory, while the department of Alpes-Maritimes was created from Nice and a portion of the Var department; the 89 departments were given numbers based on the alphabetical order of their names. The department of Bas-Rhin and parts of Meurthe, Moselle and Haut-Rhin were ceded to the German Empire in 1871, following France's defeat in the Franco-Prussian War. A small part of Haut-Rhin became known as the Territoire de Belfort; when France regained the ceded departments after World War I, the Territoire de Belfort was not re-integrated into Haut-Rhin. Alsace is a cultural and historical region in eastern France, on the west bank of the upper Rhine next to Germany and Switzerland. From 1982 to 2016, Alsace was the smallest administrative région in metropolitan France, consisting of the Bas-Rhin and Haut-Rhin departments. Territorial reform passed by the French legislature in 2014 resulted in the merger of the Alsace administrative region with Champagne-Ardenne and Lorraine to form Grand Est. Alsatian is an Alemannic dialect related to Swabian and Swiss German, although since World War II most Alsatians speak French. Internal and international migration since 1945 has changed the ethnolinguistic composition of Alsace. For more than 300 years, from the Thirty Years' War to World War II, the political status of Alsace was contested between France and various German states in wars and diplomatic conferences; the economic and cultural capital of Alsace, as well as its largest city, is Strasbourg. The city is the seat of bodies; the name "Alsace" can be traced to the Old High German Ali-saz or Elisaz, meaning "foreign domain".
An alternative explanation is from a Germanic Ell-sass, meaning "seated on the Ill", a river in Alsace. In prehistoric times, Alsace was inhabited by nomadic hunters. By 1500 BC, Celts began to settle in Alsace and cultivating the land, it should be noted that Alsace is a plain surrounded by the Vosges mountains and the Black Forest mountains. It creates Foehn winds which, along with natural irrigation, contributes to the fertility of the soil. In a world of agriculture, Alsace has always been a rich region which explains why it suffered so many invasions and annexations in its history. By 58 BC, the Romans had established Alsace as a center of viticulture. To protect this valued industry, the Romans built fortifications and military camps that evolved into various communities which have been inhabited continuously to the present day. While part of the Roman Empire, Alsace was part of Germania Superior. With the decline of the Roman Empire, Alsace became the territory of the Germanic Alemanni; the Alemanni were agricultural people, their Germanic language formed the basis of modern-day dialects spoken along the Upper Rhine.
Clovis and the Franks defeated the Alemanni during the 5th century AD, culminating with the Battle of Tolbiac, Alsace became part of the Kingdom of Austrasia. Under Clovis' Merovingian successors the inhabitants were Christianized. Alsace remained under Frankish control until the Frankish realm, following the Oaths of Strasbourg of 842, was formally dissolved in 843 at the Treaty of Verdun. Alsace formed part of the Middle Francia, ruled by the eldest grandson Lothar I. Lothar died early in 855 and his realm was divided into three parts; the part known as Lotharingia, or Lorraine, was given to Lothar's son. The rest was shared between Louis the German; the Kingdom of Lotharingia was short-lived, becoming the stem duchy of Lorraine in Eastern Francia after the Treaty of Ribemont in 880. Alsace was united with the other Alemanni east of the Rhine into the stem duchy of Swabia. At about this time, the surrounding areas experienced recurring fragmentation and reincorporations among a number of feudal secular and ecclesiastical lordships, a common process in the Holy Roman Empire.
Alsace experienced great prosperity during the 13th centuries under Hohenstaufen emperors. Frederick I set up Alsace as a province to be ruled by ministeriales, a non-noble class of civil servants; the idea was that such men would be more tractable and less to alienate the fief from the crown out of their own greed. The province had a central administration with its seat at Hagenau. Frederick II designated the Bishop of Strasbourg to administer Alsace, but the authority of the bishop was challenged by Count Rudolf of Habsburg, who received his rights from Frederick II's son Conrad IV. Strasbourg began to grow to become the commercially important town in the region. In 1262, after a long struggle with the ruling bishops, its citizens gained the status of free imperial city. A stop on the Paris-Vienna-Orient trade route, as well as a port on the Rhine route linking southern Germany and Switzerland to the Netherlands and Scandinavia, it became the political and economic center of the region. Cities such as Colmar and Hagenau began to grow in economic importance and gained a kind of autonomy within the "Décapole", a federation of ten free towns.
As in much of Europe, the prosperity of Alsace came to an end in the 14th century by a series of harsh winters, bad harvests, the Black Death. These hardships were blamed on Jews, leading to the pogroms of 1336 and 1339. In 1349, Jews of Alsace were accused of poisoning the wells with plague, leading to the massacre of thousands of Jews during the Strasbourg pogrom. Jews were subsequently forbidden to settle in the town. An additional natural disaster was the Rhine rift earthquake of 1356, one of Europe's worst which made ruins of Basel. Prosperity returned to Alsace under Habsburg administration during the Renaissance. The Imperial Territory of Alsace-Lorraine was a territory created by the German Empire in 1871, after it annexed most of Alsace and the Moselle department of Lorraine following its victory in the Franco-Prussian War. The Alsatian part lay in the Rhine Valley on the west bank of the Rhine River and east of the Vosges Mountains; the Lorraine section was in the upper Moselle valley to the north of the Vosges. The territory encompassed 93% of Alsace and 26% of Lorraine, while the rest of these regions remained part of France. For historical reasons, specific legal dispositions are still applied in the territory in the form of a "local law". In relation to its special legal status, since its reversion to France following World War I, the territory has been referred to administratively as Alsace-Moselle. Since 2016, the historical territory is now part of the French administrative region of Grand Est. Alsace-Lorraine had a land area of 14,496 km2, its capital was Straßburg. It was divided in three districts: Oberlelsaß, whose capital was Kolmar, had a land area of 3,525 km2 and corresponds to the current department of Haut-Rhin Unterelsaß, whose capital was Straßburg, had a land area of 4,755 km2 and corresponds to the current department of Bas-Rhin Lothringen, whose capital was Metz, had a land area of 6,216 km2 and corresponds to the current department of Moselle The largest urban areas in Alsace-Lorraine at the 1910 census were: Straßburg: 220,883 inhabitants Mülhausen: 128,190 inhabitants Metz: 102,787 inhabitants Diedenhofen: 69,693 inhabitants Colmar: 44,942 inhabitants The modern history of Alsace-Lorraine was influenced by the rivalry between French and German nationalism.
France long sought to attain and preserve its "natural boundaries", which were the Pyrenees to the southwest, the Alps to the southeast, the Rhine River to the northeast. These strategic claims led to the annexation of territories located west of the Rhine river in the Holy Roman Empire of the German Nation. What is now known as Alsace was progressively conquered by Louis XIV in the 17th century, while Lorraine was incorporated in the 18th century under Louis XV. German nationalism, which resurfaced following the French occupation of Germany under Napoleon, sought to unify all the German-speaking populations of the former Holy Roman Empire of the German Nation into a single nation-state; as various German dialects were spoken by most of the population of Alsace and Moselle, these regions were viewed by German nationalists to be rightfully part of hoped-for united Germany in the future. We Germans who know Germany and France know better what is good for the Alsatians than the unfortunates themselves.
In the perversion of their French life they have no exact idea of. In 1871, the newly created German Empire's demand for Alsace from France after its victory in the Franco-Prussian War was not a punitive measure; the transfer was controversial among the Germans: The German Chancellor, Otto von Bismarck, was opposed to it, as he thought it would engender permanent French enmity toward Germany. Some German industrialists did not want the competition from Alsatian industries, such as the cloth makers who would be exposed to competition from the sizeable industry in Mulhouse. Karl Marx warned his fellow Germans: "If Alsace and Lorraine are taken France will make war on Germany in conjunction with Russia, it is unnecessary to go into the unholy consequences." However, the German Emperor, Wilhelm I sided with army commander Helmuth von Moltke, other Prussian generals and other officials who argued that a westward shift in the French border was necessary for strategic military and ethnographic reasons.
From an ethnic perspective, the transfer involved people who for the most part spoke Alemannic German dialects. From a military perspective, by early 1870s standards, shifting the frontier away from the Rhine would give the Germans a strategic buffer against feared future French attacks. Due to the annexation, the Germans gained control of the fortifications of French-speaking Metz, as well as Strasbourg on the left bank of the Rhine and most of the iron resources of Lorraine. However, domestic politics in the new Reich may have been decisive. Although it was led by Prussia, the new German Empire was a decentralized federal state; the new arrangement left many senior Prussian generals with serious misgivings about leading diverse military forces to guard a prewar frontier that, except for the northernmost section, was part of two other states of the new Empire – Baden and Bavaria. As as the 1866 Austro-Prussian War, these states had been Prussia's enemies. In the new Empire's constitution, both states, but Bavaria, had been given concessions with regard to local autonomy, including partial control of their military forces.
For this reason, the Prussian General Staff argued that it was necessary for the Reich's frontier with France to be under direct Prussian control. Creating a new Imperial Territory out of French territory would achieve this goal: although a Reichsland would not be part of the Kingdom of Prussia, being governed directly from Berlin it would be under Prusso-German control. Thus, by annexing Alsace-Lorraine, Berlin was able to avoid complications with Baden and Bavaria on such matters as new fortifications. Free imperial city
In the Holy Roman Empire, the collective term free and imperial cities worded free imperial city, was used from the fifteenth century to denote a self-ruling city that had a certain amount of autonomy and was represented in the Imperial Diet. An imperial city held the status of Imperial immediacy, as such, was subordinate only to the Holy Roman Emperor, as opposed to a territorial city or town, subordinate to a territorial prince – be it an ecclesiastical lord or a secular prince; the evolution of some German cities into self-ruling constitutional entities of the Empire was slower than that of the secular and ecclesiastical princes. In the course of the 13th and 14th centuries, some cities were promoted by the emperor to the status of Imperial Cities for fiscal reasons; those cities, founded by the German kings and emperors in the 10th through 13th centuries and had been administered by royal/imperial stewards gained independence as their city magistrates assumed the duties of administration and justice.
The Free Cities were those, such as Basel, Cologne or Strasbourg, that were subjected to a prince-bishop and progressively gained independence from that lord. In a few cases, such as in Cologne, the former ecclesiastical lord continued to claim the right to exercise some residual feudal privileges over the Free City, a claim that gave rise to constant litigation until the end of the Empire. Over time, the difference between Imperial Cities and Free Cities became blurred, so that they became collectively known as "Free Imperial Cities", or "Free and Imperial Cities", by the late 15th century many cities included both "Free" and "Imperial" in their name. Like the other Imperial Estates, they could wage war, make peace, control their own trade, they permitted little interference from outside. In the Middle Ages, a number of Free Cities formed City Leagues, such as the Hanseatic League or the Alsatian Décapole, to promote and defend their interests. In the course of the Middle Ages, cities gained, sometimes — if — lost, their freedom through the vicissitudes of power politics.
Some favored cities gained a charter by gift. Others purchased one from a prince in need of funds; some won it by force of arms during the troubled 13th and 14th centuries and others lost their privileges during the same period by the same way. Some cities became free through the void created by the extinction of dominant families, like the Swabian Hohenstaufen; some voluntarily placed themselves under the protection of a territorial ruler and therefore lost their independence. A few, like Protestant Donauwörth, which in 1607 was annexed to the Catholic Duchy of Bavaria, were stripped by the Emperor of their status as a Free City — for genuine or trumped-up reasons. However, this happened after the Reformation, of the sixty Free Imperial Cities that remained at the Peace of Westphalia, all but the ten Alsatian cities continued to exist until the mediatization of 1803. There were four thousand towns and cities in the Empire, although around the year 1600 over nine-tenths of them had fewer than one thousand inhabitants.
During the late Middle Ages, fewer than two hundred of these places enjoyed the status of Free Imperial Cities, some of those did so only for a few decades. The military tax register of 1521 listed eighty-five such cities, this figure had fallen to sixty-five by the time of the Peace of Augsburg in 1555. From the Peace of Westphalia of 1648 to 1803, their number oscillated at around fifty. Unlike the Free Imperial Cities, the second category of towns and cities, now called "territorial cities" were subject to an ecclesiastical or lay lord, while many of them enjoyed self-government to varying degrees, this was a precarious privilege which might be curtailed or abolished according to the will of the lord. Reflecting the extraordinarily complex constitutional set-up of the Holy Roman Empire, a third category, composed of semi-autonomous cities that belonged to neither of those two types, is distinguished by some historians; these were cities whose size and economic strength was sufficient to sustain a substantial independence from surrounding territorial lords for a considerable time though no formal right to independence existed.
These cities were located in small territories where the ruler was weak. They were the exception among the multitude of territorial towns and cities. Cities of both latter categories had representation in territorial diets, but not in the Imperial Diet. Free imperial cities were not admitted as own Imperial Estates to the Imperial Diet until 1489, then their votes were considered only advisory compared to the Benches of the electors and princes; the cities divided themselves into two groups, or benches, in the Imperial Diet, the Rhenish and the Swabian Bench. The German Empire known as Imperial Germany, was the German nation state that existed from the unification of Germany in 1871 until the abdication of Kaiser Wilhelm II in 1918. It was founded in 1871 when the south German states, except for Austria, joined the North German Confederation. On 1 January 1871, the new constitution came into force that changed the name of the federal state and introduced the title of emperor for Wilhelm I, King of Prussia from the House of Hohenzollern. Berlin remained its capital, Otto von Bismarck remained Chancellor, the head of government; as these events occurred, the Prussian-led North German Confederation and its southern German allies were still engaged in the Franco-Prussian War. The German Empire consisted of 26 states, most of them ruled by royal families, they included four kingdoms, six grand duchies, five duchies, seven principalities, three free Hanseatic cities, one imperial territory. Although Prussia was one of several kingdoms in the realm, it contained about two thirds of Germany's population and territory.
Prussian dominance was established constitutionally. After 1850, the states of Germany had become industrialized, with particular strengths in coal, iron and railways. In 1871, Germany had a population of 41 million people. A rural collection of states in 1815, the now united Germany became predominantly urban. During its 47 years of existence, the German Empire was an industrial and scientific giant, gaining more Nobel Prizes in science than any other country. By 1900, Germany was the largest economy in Europe, surpassing the United Kingdom, as well as the second-largest in the world, behind only the United States. From 1867 to 1878/9, Otto von Bismarck's tenure as the first and to this day longest reigning Chancellor was marked by relative liberalism, but it became more conservative afterwards. Broad reforms and the Kulturkampf marked his period in the office. Late in Bismarck's chancellorship and in spite of his personal opposition, Germany became involved in colonialism. Claiming much of the leftover territory, yet unclaimed in the Scramble for Africa, it managed to build the third-largest colonial empire after the British and the French ones.
As a colonial state, it sometimes clashed with other European powers the British Empire. Germany became a great power, boasting a developing rail network, the world's strongest army, a fast-growing industrial base. In less than a decade, its navy became second only to Britain's Royal Navy. After the removal of Otto von Bismarck by Wilhelm II in 1890, the Empire embarked on Weltpolitik – a bellicose new course that contributed to the outbreak of World War I. In addition, Bismarck's successors were incapable of maintaining their predecessor's complex and overlapping alliances which had kept Germany from being diplomatically isolated; this period was marked by various factors influencing the Emperor's decisions, which were perceived as contradictory or unpredictable by the public. In 1879, the German Empire consolidated the Dual Alliance with Austria-Hungary, followed by the Triple Alliance with Italy in 1882, it retained strong diplomatic ties to the Ottoman Empire. When the great crisis of 1914 arrived, Italy left the alliance and the Ottoman Empire formally allied with Germany.
In the First World War, German plans to capture Paris in the autumn of 1914 failed. The war on the Western Front became a stalemate; the Allied naval blockade caused severe shortages of food. However, Imperial Germany had success on the Eastern Front; the German declaration of unrestricted submarine warfare in early 1917, contributed to bringing the United States into the war. The high command under Paul von Hindenburg and Erich Ludendorff controlled the country, but in October after the failed offensive in spring 1918, the German armies were in retreat, allies Austria-Hungary and the Ottoman Empire had collapsed, Bulgaria had surrendered; the Empire collapsed in the November 1918 Revolution with the abdications of its monarchs. This left a postwar federal republic and a devastated and unsatisfied populace, which led to the rise of Adolf Hitler and Nazism; the German Confederation had been created by an act of the Congress of Vienna on 8 June 1815 as a result of the Napoleonic Wars, after being alluded to in Article 6 of the 1814 Treaty of Paris.
German nationalism shifted from its liberal and democratic character in 1848, called Pan-Germanism, to Prussian prime minister Otto von Bismarck's pragmatic Realpolitik. Bismarck sought to extend Hohenzollern hegemony throughout the German states, he envisioned a Prussian-dominated Germany. Three wars led to military successes and helped to persuade German people to do this: the Second Schleswig War against Denmark in 1864, the Austro-Prussian War in 1866, the Franco-Prussian War against France in 1870–71; the German Confederation ended as a result of the Austro-Prussian War of 1866 between the constituent Confederation entities of the Austrian Empire and its allies on one side and the Kingdom of Prussia and its allies on the other. The war resulted in the partial replacement of the Confederation in 1867 by a North German Confederation, comprising the 22 states north of the Main; the patriotic fervour generated by the Franco-Prussian War overwhelmed the remaining opposition to a unified Germany in the four stat
A monastery is a building or complex of buildings comprising the domestic quarters and workplaces of monastics, monks or nuns, whether living in communities or alone. A monastery includes a place reserved for prayer which may be a chapel, church, or temple, may serve as an oratory. Monasteries vary in size, comprising a small dwelling accommodating only a hermit, or in the case of communities anything from a single building housing only one senior and two or three junior monks or nuns, to vast complexes and estates housing tens or hundreds. A monastery complex comprises a number of buildings which include a church, cloister, library and infirmary. Depending on the location, the monastic order and the occupation of its inhabitants, the complex may include a wide range of buildings that facilitate self-sufficiency and service to the community; these may include a hospice, a school, a range of agricultural and manufacturing buildings such as a barn, a forge, or a brewery. In English usage, the term monastery is used to denote the buildings of a community of monks.
In modern usage, convent tends to be applied only to institutions of female monastics communities of teaching or nursing religious sisters. A convent denoted a house of friars, now more called a friary. Various religions may apply these terms in more specific ways; the word monastery comes from the Greek word μοναστήριον, neut. of μοναστήριος – monasterios from μονάζειν – monazein "to live alone" from the root μόνος – monos "alone". The earliest extant use of the term monastērion is by the 1st century AD Jewish philosopher Philo in On The Contemplative Life, ch. III. In England the word monastery was applied to the habitation of a bishop and the cathedral clergy who lived apart from the lay community. Most cathedrals were not monasteries, were served by canons secular, which were communal but not monastic. However, some were run by monasteries orders, such as York Minster. Westminster Abbey was for a short time a cathedral, was a Benedictine monastery until the Reformation, its Chapter preserves elements of the Benedictine tradition.
See the entry cathedral. They are to be distinguished from collegiate churches, such as St George's Chapel, Windsor. In most of this article, the term monastery is used generically to refer to any of a number of types of religious community. In the Roman Catholic religion and to some extent in certain branches of Buddhism, there is a somewhat more specific definition of the term and many related terms. Buddhist monasteries are called vihara. Viharas may be occupied by men or women, in keeping with common English usage, a vihara populated by females may be called a nunnery or a convent. However, vihara can refer to a temple. In Tibetan Buddhism, monasteries are called gompa. In Thailand and Cambodia, a monastery is called a wat. In Burma, a monastery is called a kyaung. A Christian monastery may be a priory, or conceivably a hermitage, it may be a community of men or of women. A charterhouse is any monastery belonging to the Carthusian order. In Eastern Christianity, a small monastic community can be called a skete, a large or important monastery can be given the dignity of a lavra.
The great communal life of a Christian monastery is called cenobitic, as opposed to the anchoretic life of an anchorite and the eremitic life of a hermit. There has been under the Osmanli occupation of Greece and Cyprus, an "idiorrhythmic" lifestyle where monks come together but being able to own things individually and not being obliged to work for the common good. In Hinduism monasteries are called matha, koil, or most an ashram. Jains use the Buddhist term vihara. In most religions the life inside monasteries is governed by community rules that stipulate the gender of the inhabitants and require them to remain celibate and own little or no personal property; the degree to which life inside a particular monastery is separate from the surrounding populace can vary widely. Others focus on interacting with the local communities to provide services, such as teaching, medical care, or evangelism; some monastic communities are only occupied seasonally, depending both on the traditions involved and the local weather, people may be part of a monastic community for periods ranging from a few days at a time to an entire lifetime.
The life within the walls of a monastery may be supported in several ways: by manufacturing and selling goods agricultural products, by donations or alms, by rental or investment incomes, by funds from other organizations within the religion, which in the past formed the traditional support of monasteries. There has been a long tradition of Christian monasteries providing hospitable and hospital services. Monasteries have been associated with the provision of education and the encouragement of scholarship and research, which has led to the establishment of schools and colleges and the association with universities. Christian monastic life has adapted to modern society by offering computer services, accounting services and management as well as modern hospital and educational administration. Gunsbach is a village and commune in the Haut-Rhin department in Grand Est in north-eastern France. The first mention of Gunsbach is in 1285. In 1434, Gunsbach was sold to the Ribeaupierre family, remaining in their possession until the French Revolution in 1789. Albert Schweitzer grew up here in the late 19th century, when the region had been incorporated to the German Empire; the village is home to the International Albert Schweitzer Association with a small museum and an archive.
