A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Lake County, California
Lake County is a county located in the north central portion of the U. S. state of California. As of the 2010 census, the population was 64,665; the county seat is Lakeport. The county takes its name from Clear Lake, the dominant geographic feature in the county and the largest natural lake wholly within California. Lake County forms CA Micropolitan Statistical Area, it is directly north of the San Francisco Bay Area. Lake County is part of California's Wine Country, which includes Napa and Mendocino counties, it includes over 35 wineries. Lake County was formed in 1861 from parts of Napa and Mendocino counties, but the area had European-American settlers from at least the 1840s. Lake County has long been known as a farming community; the 1911 California Blue Book lists the major crops as Bartlett beans. Other crops include grain, hay, peaches, apples and walnuts. Stockraising included goats, hogs and dairying; some vineyards were planted in the 1870s by European Americans but the first in the state were established in the 18th century by Spanish missionaries.
By the early 20th century, the area was earning a reputation for producing some of the world's greatest wines. However, in 1920, national Prohibition ended Lake County's wine production. With authorized cultivation limited to sacramental purposes, most of the vineyards were ripped out and replanted with walnut and pear orchards. A re-emergence of Lake County's wine industry began in the 1960s when a few growers rediscovered the area's grape-growing potential and began planting vineyards. Several Lake County American Viticultural Areas, such as High Valley AVA and Red Hills Lake County AVA, have been recognized as having distinct character; the area has increased vineyard acreage from fewer than 100 acres in 1965 to more than 9,455 acres of vineyard in 2015. Lake County's grape prices, at $1,634 per ton overall reached an all-time high in 2015. In 2014, Lake County surpassed Mendocino County in price paid per ton of grapes in the North Coast premium market; the number of wineries continues to grow, with over 35 wineries now located in Lake County.
Lake County has been ranked by the American Lung Association as having the cleanest air in the nation, including in 2013, 2014 and 2015. Lake County has been ranked twenty-four times as having the cleanest air in California; the American Lung Association's website gives Lake County air a "C" grade for high ozone days and an "A" grade for particle pollution. According to the U. S. Census Bureau, the county has a total area of 1,329 square miles, of which 1,256 square miles is land and 73 square miles is water. Two main watercourses drain the county: Cache Creek, the outlet of Clear Lake. Both of these flow to the Sacramento River; the main streams which flow into Clear Lake are Forbes Creek, Scotts Creek, Middle Creek and Kelsey Creek. At the extreme north of the county Lake Pillsbury and the Van Arsdale Reservoir dam the Eel River, providing water and power to Ukiah in Mendocino County. Clear Lake is believed to be the oldest warmwater lake in North America, due to a geological fluke; the lake sits on a huge block of stone which tilts in the northern direction at the same rate as the lake fills in with sediment, thus keeping the water at the same depth.
The geology of the county is chaotic, being based on Franciscan Assemblage hills. Numerous small faults are present in the south end of the lake as well as many old volcanoes, the largest being Cobb Mountain; the geologic history of the county shows events of great violence, such as the eruption of Mount Konocti and Mount St. Helena and the collapse of Cow Mountain, which created the hills around the county seat of Lakeport. Blue Lakes, Lake Pillsbury, Indian Valley Reservoir are the county's other major bodies of water. Lake County has habitats for a variety of species of concern including the uncommon herb, Legenere limosa, the rare Eryngium constancei, the tule elk. Waterfowl and other wildlife abound in the Clear Lake basin. Due to its surrounding hilly terrain, Lake is the only one of California's 58 counties never to have been served by a railroad line. California Democratic Party
The California Democratic Party is the state branch of the United States Democratic Party in the state of California. The party is headquartered in Sacramento, is led by acting-Chair Alex Gallardo-Rooker. With 43.5% of the state's registered voters as of 2018, the Democratic Party has the highest number of registrants of any political party in California. Democrats enjoy supermajorities in both houses of the California State Legislature, holding 61 out of 80 seats in the California State Assembly and 29 out of 40 in the California State Senate. Democrats hold all 8 statewide executive branch offices, 46 of the state's 53 seats in the House of Representatives, both of California's seats in the United States Senate. Since the beginning of the 1850s, issues regarding slavery had split the California Democratic Party. By the 1853 general election campaign, large majorities of pro-slavery Democrats from Southern California, calling themselves the Chivalry, threatened to divide the state in half, should the state not accept slavery.
John Bigler, along with former State Senator and Lieutenant Governor David C. Broderick from the previous McDougall Administration, formed the Free Soil Democratic faction, modeled after the federal Free Soil Party that argued against the spread of slavery; the Democrats split into two camps, with both the Chivalry and Free Soilers nominating their own candidates for the 1853 election. By 1857, the party had split into the Anti-Lecompton factions. Lecompton members supported the Kansas Lecompton Constitution, a document explicitly allowing slavery into the territory, while Anti-Lecompton faction members were in opposition to slavery's expansion; the violence between supporting and opposition forces led to the period known as Bleeding Kansas. Splits in the Democratic Party, as well as the power vacuum created by the collapse of the Whig Party, helped facilitate the rise of the American Party both in state and federal politics. In particular, state voters voted Know-Nothings into the California State Legislature, elected J. Neely Johnson as governor in the 1855 general elections.
During the 1859 general elections, Lecompton Democrats voted for Milton Latham, who had lived in the American South, as their nominee for Governor. Anti-Lecomptons in turn selected John Currey as their nominee; the infant Republican Party, running in its first gubernatorial election, selected businessman Leland Stanford as its nominee. To make matters more complicated, during the campaign, Senator David C. Broderick, an Anti-Lecompton Democrat, was killed in a duel by slavery supporter and former state Supreme Court Justice David Terry on September 13; until the early 1880s the Republican Party held the state through the power and influence of railroad men. The Democratic Party responded by taking an anti freedom of attainment position. In 1894, Democrat James Budd was elected to the governorship, the Democratic Party attempted to make good on their promises to reform the booming railroad industry; the party began working with the state's railroad commission to create fair rates for passengers and to eliminate monopolies the railroad companies held over the state.
The main effort focused on making railroads public avenues of transportation similar to streets and roads. This measure passed and was a great victory for the Democrats. Budd was to be the last Democratic governor for thirty years; the struggle between the anti-monopolists and the railroad companies was, however, a key and defining issue for the Democratic Party for some time. Despite their relative lack of power during this period, the Democrats in California were still active in pursuing reform; the party crusaded for tariff reform. The party supported the large scale railroad strikes that sprung up statewide; the corruption of the time in both the railroad companies and the government led to a change in political dynamic. The people of the state moved away from both of the main parties and the Progressive Movement began. While the Progressives were successful in creating positive reform and chasing out corruption, the movement drained away many of the Democratic Party's members; as their movement ended, the Republicans won the governorship, but the Democratic Party had a distinct voter advantage.
In 1932, Franklin D. Roosevelt was elected president and the Power balance between the Republicans and the Democrats in California equalized. However, as Roosevelt's New Deal policies began to raise the nation out of the depression, Democratic strength mounted. Culbert Olson was elected to the governorship, but his term was rocky and both parties organized against him. Shortly thereafter, Earl Warren and the Republicans seized power again; the California Democratic Party needed a new strategy to regain power in the state. A strategy of reorganization and popular mobilization emerged and resulted in the creation of the California Democratic Council; the CDC as it became known was a way for members of the party from all levels of government to come together and as such the party became more unified. A new network of politically minded civilians and elected officials emerged and the party was stronger for it. Despite the fact that the council struggled in the cold war era, due to Republican strength and issues such as the Vietnam War, it still exists today.

The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions. A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. Marriage called matrimony or wedlock, is a or ritually recognised union between spouses that establishes rights and obligations between those spouses, as well as between them and any resulting biological or adopted children and affinity. The definition of marriage varies around the world not only between cultures and between religions, but throughout the history of any given culture and religion, evolving to both expand and constrict in who and what is encompassed, but it is principally an institution in which interpersonal relationships sexual, are acknowledged or sanctioned. In some cultures, marriage is recommended or considered to be compulsory before pursuing any sexual activity; when defined broadly, marriage is considered a cultural universal. A marriage ceremony is known as a wedding. Individuals may marry for several reasons, including legal, libidinal, financial and religious purposes. Whom they marry may be influenced by gender determined rules of incest, prescriptive marriage rules, parental choice and individual desire.
In some areas of the world, arranged marriage, child marriage and sometimes forced marriage, may be practiced as a cultural tradition. Conversely, such practices may be outlawed and penalized in parts of the world out of concerns of the infringement of women's rights, or the infringement of children's rights, because of international law. Around the world in developed democracies, there has been a general trend towards ensuring equal rights within marriage for women and recognizing the marriages of interfaith and same-sex couples; these trends coincide with the broader human rights movement. Marriage can be recognized by a state, an organization, a religious authority, a tribal group, a local community, or peers, it is viewed as a contract. When a marriage is performed and carried out by a government institution in accordance with the marriage laws of the jurisdiction, without religious content, it is a civil marriage. Civil marriage recognizes and creates the rights and obligations intrinsic to matrimony before the state.

The act of marriage creates normative or legal obligations between the individuals involved, any offspring they may produce or adopt. In terms of legal recognition, most sovereign states and other jurisdictions limit marriage to opposite-sex couples and a diminishing number of these permit polygyny, child marriages, forced marriages. In modern times, a growing number of countries developed democracies, have lifted bans on and have established legal recognition for the marriages of interfaith and same-sex couples; some cultures allow the dissolution of marriage through annulment. In some areas, child marriages and polygamy may occur in spite of national laws against the practice. Since the late twentieth century, major social changes in Western countries have led to changes in the demographics of marriage, with the age of first marriage increasing, fewer people marrying, more couples choosing to cohabit rather than marry. For example, the number of marriages in Europe decreased by 30% from 1975 to 2005.
In most cultures, married women had few rights of their own, being considered, along with the family's children, the property of the husband. Lakeport is an incorporated city and county seat of Lake County, California. This city is one hundred and twenty-five miles northwest of Sacramento. Lakeport is at an elevation of 1355 feet; the population was 4,753 at the 2010 census, down from 4,820 at the time of the 2000 census. The city was named Forbestown, Rocky Point, Stony Point, Tuckertown. Lakeport was first settled by Native Americans several thousand years ago. At the coming of the settlers, the Kabe-napos, a subtribe of the Pomo people, lived here within their main village; the village name was Kaci-Badon, after the water lily plant Kaci and badon, the native name for island. The first business in Lakeport was established in 1855. Goods were traded to the natives for their baskets; the business was run by a man named Johnson. The first shop built in the Lakeport area was constructed by Dr. Boynton, it was William Forbes and James Parrish, who created the first shop in the main Lakeport area. Parish was a blacksmith and Forbes was a wagon maker.
Forbes was a pioneer undertaker. It was this investment as well as the land grant Forbes bestowed upon the county, which earned Lakeport its first name: Forbestown. William Forbes came to the area in 1858, he purchased 160 acres on which to build his farm. When the county was investigating land to put the local county seat, Forbes offered 40 acres of his property on which they could build the county office; the electorate thanked Forbes for his generosity by naming the town after him. Although the town no longer bears his name, other landmarks still retain their name association to the late William Forbes. On June 14, 1861, Forbestown was changed to Lakeport; some locations still bear the Forbes name, such as Forbes Creek and Forbes Street. In 1850, Captain Nathaniel Lyon led an attack in the Bloody Island Massacre. Lyon would die fighting for the Union in the Civil War; the first post office, called Big Valley, opened at the site in 1858, changed its name to Lakeport in 1861. The first Lakeport courthouse was built from wood in 1861.
The building burnt under suspicious circumstances in 1867. In 1864, the Cache Creek Dam was built. Four years the locals tore the dam down and destroyed the mills it helped operate, after waters diverted by the dam flooded most of Lower Lake and Anderson Ranch. In 1872, a sighting of the legendary "Monster of Blue Lakes" or "Devil Fish" caused Indians from all around to gather at Temescal to await an expected calamity. In 1882, Black Bart robbed the stage traveling between Cloverdale. During this time period, over 450 Chinese immigrants were employed to work the area's quicksilver mines. In 1883, William "Digger" Jones was hanged at Lakeport jail, he was the only white man legally hanged by the county. In 1888, Lakeport was incorporated. For nearly a century, it was the only incorporated city in Lake County. In 1892, Lakeport got its first telephone. Lakeport is located at 39°02′35″N 122°54′57″W. According to the United States Census Bureau, the city has a total area of 3.2 square miles, of which, 3.1 square miles of it is land and 0.1 square miles of it is water.
The Lakeport area is located on a sediment-filled valley adjacent to Clear Lake. Exposed materials within the area are limited to quaternary sediments; these sediments are poorly consolidated to unconsolidated mixtures of sand, silt and gravel derived from older rock in the adjacent mountains. Because of the low strength of the quaternary sediments, they are subject to rapid erosion and shallow slumping; the majority of faults in the County are located in the Cobb Mountain area and Hopland Grade area running southeasterly to the southern County line. The southeastern portion of the County appears to have considerable earthquake faults. There are active faults within the vicinity of the City of Lakeport, including the San Andreas Fault, 30 miles to the west, the Healdsburg Fault, 15 miles to the west; these faults have been responsible for moderate to major earthquakes in the past. The maximum creditable earthquake magnitudes are 8.25 for the San Andreas fault and 6.75 for the Healdsburg fault.
There is a active rupture zone existing east of the City limits running parallel and adjacent to the shoreline of Clear Lake. Within the past 200 years, no major damaging earthquakes have occurred along any faults within Lake County, including the Big Valley fault adjacent to the eastern City boundaries. Geologically, recent faulting is indicated, however, by the apparent displacement of quaternary earth materials along the Big Valley fault; the largest earthquake to affect the City was the 1906 San Francisco earthquake which had a magnitude of 8.3. Although shaking was severe, overall damage in Lakeport was comparatively minor and limited to the fall of decorative masonry and chimneys; the city relies on wells for the majority of its potable supply. In periods of high rainfall, flooding from Clear Lake, Scotts Creek and Forbes Creek, has caused historic property damage. Lakeport, as well as all of the Clear Lake area, has hot dry summers and cool, wet winters; the average January temperatures are a maximum of 53.4 °F and a minimum of 31.5 °F.
