Sierra Nevada (U.S.)
The Sierra Nevada is a mountain range in the Western United States, between the Central Valley of California and the Great Basin. The vast majority of the range lies in the state of California, although the Carson Range spur lies in Nevada; the Sierra Nevada is part of the American Cordillera, a chain of mountain ranges that consists of an continuous sequence of such ranges that form the western "backbone" of North America, Central America, South America and Antarctica. The Sierra runs 400 miles north-to-south, is 70 miles across east-to-west. Notable Sierra features include the largest alpine lake in North America; the Sierra is home to three national parks, twenty wilderness areas, two national monuments. These areas include Yosemite and Kings Canyon National Parks; the character of the range is shaped by its ecology. More than one hundred million years ago during the Nevadan orogeny, granite formed deep underground; the range started to uplift four million years ago, erosion by glaciers exposed the granite and formed the light-colored mountains and cliffs that make up the range.
The uplift caused a wide range of elevations and climates in the Sierra Nevada, which are reflected by the presence of five life zones. Uplift continues due to faulting caused by tectonic forces, creating spectacular fault block escarpments along the eastern edge of the southern Sierra; the Sierra Nevada has a significant history. The California Gold Rush occurred in the western foothills from 1848 through 1855. Due to inaccessibility, the range was not explored until 1912; the Sierra Nevada lies in Central and Eastern California, with a small but important spur extending into Nevada. West-to-east, the Sierra Nevada's elevation increases from 1,000 feet in the Central Valley to heights of about 14,000 feet at its crest 50–75 miles to the east; the east slope forms the steep Sierra Escarpment. Unlike its surroundings, the range receives a substantial amount of snowfall and precipitation due to orographic lift; the Sierra Nevada's irregular northern boundary stretches from the Susan River and Fredonyer Pass to the North Fork Feather River.
It represents where the granitic bedrock of the Sierra Nevada dives below the southern extent of Cenozoic igneous surface rock from the Cascade Range. It is bounded on the west by California's Central Valley and on the east by the Basin and Range Province; the southern boundary is at Tehachapi Pass. Physiographically, the Sierra is a section of the Cascade-Sierra Mountains province, which in turn is part of the larger Pacific Mountain System physiographic division; the California Geological Survey states that "the northern Sierra boundary is marked where bedrock disappears under the Cenozoic volcanic cover of the Cascade Range." The range is drained on its western slope by the Central Valley watershed, which discharges into the Pacific Ocean at San Francisco. The northern third of the western Sierra is part of the Sacramento River watershed, the middle third is drained by the San Joaquin River; the southern third of the range is drained by the Kings, Kaweah and Kern rivers, which flow into the endorheic basin of Tulare Lake, which overflows into the San Joaquin during wet years.
The eastern slope watershed of the Sierra is much narrower. From north to south, the Susan River flows into intermittent Honey Lake, the Truckee River flows from Lake Tahoe into Pyramid Lake, the Carson River runs into Carson Sink, the Walker River into Walker Lake. Although none of the eastern rivers reach the sea, many of the streams from Mono Lake southwards are diverted into the Los Angeles Aqueduct which provides water to Southern California; the height of the mountains in the Sierra Nevada increases from north to south. Between Fredonyer Pass and Lake Tahoe, the peaks range from 5,000 feet to more than 9,000 feet; the crest near Lake Tahoe is 9,000 feet high, with several peaks approaching the height of Freel Peak. Farther south, the highest peak in Yosemite National Park is Mount Lyell; the Sierra rises to 14,000 feet with Mount Humphreys near Bishop, California. Near Lone Pine, Mount Whitney is at 14,505 feet, the highest point in the contiguous United States. South of Mount Whitney, the elevation of the range dwindles.
The crest elevation is 10,000 feet near Lake Isabella, but south of the lake, the peaks reach to only a modest 8,000 feet. There are several notable geographical features in the Sierra Nevada: Lake Tahoe is a large, clear freshwater lake in the northern Sierra Nevada, with an elevation of 6,225 ft and an area of 191 sq mi. Lake Tahoe lies between a spur of the Sierra. Hetch Hetchy Valley, Yosemite Valley, Kings Canyon, Kern Canyon are examples of many glacially-scoured canyons on the west side of the Sierra. U.S. Route 395 in California
In the U. S. state of California, U. S. Route 395 is a 557-mile route which traverses from Interstate 15 in Hesperia, north to the Oregon state line in Modoc County near Goose Lake; the route clips into Nevada, serving the cities Carson City and Reno, before returning to California. Prior to truncation, US 395 served the metropolitan areas of San Diego and San Bernardino; the highway serves as a connection to the Los Angeles area for the communities of the Owens Valley, Mammoth Lakes and Mono Lake. The highway is used as an access route for both the highest point in the contiguous United States, Mount Whitney, the lowest point in North America, Death Valley; the corridor has been used since the California gold rush, before numbering was known by several names including El Camino Sierra. The route of US 395 in California is split into two segments, as the highway exits and reenters California via Nevada; the southern segment crosses the Mojave Desert and Owens Valley and passes east of the Sierra Nevada.
The northern segment follows the Sierra Nevada and crosses the Modoc Plateau. US 395 is part of the California Freeway and Expressway System, part of the National Highway System, a network of highways that are considered essential to the country's economy and mobility by the Federal Highway Administration. US 395 is eligible to be included in the State Scenic Highway System, is designated as a scenic highway by the California Department of Transportation from Fort Independence to Fort Springs Road in Inyo County, from the Inyo–Mono county line to south of Walker; this designation means that there are substantial sections of highway passing through a "memorable landscape" with no "visual intrusions", where the potential designation has gained popular favor with the community. U. S. Route 395 begins in Hesperia at a partial interchange with Interstate 15; the road enters Adelanto, on the western edge of Victorville. Victorville, founded by the Santa Fe Railroad to take advantage of water along the Mojave River, for most of its history home to George Air Force Base, was the second fastest growing city in the United States from July 2006 to July 2007.
Although US 395 was once a rural road passing to the side of these cities, with growth these cities are encroaching on the highway and changing its character from rural to suburban. After leaving the Victorville area, the scenery changes as suburban neighborhoods disappear and the highway traverses the Mojave Desert. While crossing the desert, the route clips the northeastern corner of Edwards Air Force Base. Just past the base, the road intersects SR 58 at Kramer Junction; this is an at-grade intersection. After leaving Kramer Junction 395 passes the Kramer Junction Solar Electric Generating Station. US 395 crosses the Rand and El Paso Mountains, where the highway crosses into San Bernardino–Kern county line, near Johannesburg. While traversing these mountains the route crosses a former Southern Pacific rail line, now owned by the Union Pacific Railroad that loosely follows the route of State Route 14 through the Mojave. Though the railroad is abandoned north of Searles Station, US 395 parallels the old railroad grade from this point to Lone Pine.
On the other side of the mountains is Indian Wells Valley, US 395 passes between the cities of Ridgecrest and Inyokern, where US 395 Business is located and is routed on South China Lake Boulevard. US 395 follows the western boundary of the Naval Air Weapons Station China Lake, not far from Big and Little Petroglyph Canyons, where the Coso People created prolific rock art and traded with distant tribes using tools crafted of stone; the highway proceeds diagonally across the valley, until merging with State Route 14. Prior to July 1, 1964, the part of State Route 14 between Interstate 5 and US 395 was part of US 6 that continued south to Long Beach. Between Mojave and its junction with Route 395, Route 14 follows the edge of the Sierra Nevada mountains. US 6 and US 395 ran concurrent from this junction north to Bishop. US 395 follows the valleys along the eastern edge of the Sierra as the mountains increase in altitude until reaching their peak at over 14,000 feet near Lone Pine. After passing by three small lakes, Little Lake and South Haiwee Reservoirs, the highway enters the Owens Valley.
US 395 traverses the entire length of the Owens Valley, entering the valley near the former site of the Owens Lake. The valley, named for one of explorer John C. Fremont's guides, was home to Timbisha and Paiutes before European settlement. A fertile lake and valley, Owens Lake and the southern portion of the valley are now dry. Water from the valley is channeled for use by the City of Los Angeles, via the Los Angeles Aqueduct, in what is called the California Water Wars. Along the shores of Owens Lake, the highway passes by Olancha. Just north of the lake is Lone Pine. Lone Pine is noted as an access for both the highest point in the contiguous United States, Mount Whitney, the lowest point in North America, Death Valley. Both Mount Whitney and the mountains surrounding Death Valley are visible from US 395. From Lone Pine to Bishop, the US 395 corridor loosely follows another abandoned rail line, the Carson and Colorado Railroad, although for most of this run the rail line runs on the eastern edge of the valley, while the road runs on the west edge.
The US 395 corridor from Lone Pine north to the Nevada state line is noted for a high concentration of natural hot springs leading to the area being known as the "hot springs jackpot". North American Numbering Plan
The North American Numbering Plan is a telephone numbering plan that encompasses twenty-five distinct regions in twenty countries in North America, including the Caribbean. Some North American countries, most notably Mexico, do not participate in the NANP; the NANP was devised in the 1940s by AT&T for the Bell System and independent telephone operators in North America to unify the diverse local numbering plans, established in the preceding decades. AT&T continued to administer the numbering plan until the breakup of the Bell System, when administration was delegated to the North American Numbering Plan Administration, a service, procured from the private sector by the Federal Communications Commission in the United States; each participating country forms a regulatory authority that has plenary control over local numbering resources. The FCC serves as the U. S. regulator. Canadian numbering decisions are made by the Canadian Numbering Administration Consortium; the NANP divides the territories of its members into numbering plan areas which are encoded numerically with a three-digit telephone number prefix called the area code.
Each telephone is assigned a seven-digit telephone number unique only within its respective plan area. The telephone number consists of a four-digit station number; the combination of an area code and the telephone number serves as a destination routing address in the public switched telephone network. For international call routing, the NANP has been assigned the international calling code 1 by the International Telecommunications Union; the North American Numbering Plan conforms with ITU Recommendation E.164, which establishes an international numbering framework. From its beginnings in 1876 and throughout the first part of the 20th century, the Bell System grew from local or regional telephone systems; these systems expanded by growing their subscriber bases, as well as increasing their service areas by implementing additional local exchanges that were interconnected with tie trunks. It was the responsibility of each local administration to design telephone numbering plans that accommodated the local requirements and growth.
As a result, the Bell System as a whole developed into an unorganized system of many differing local numbering systems. The diversity impeded the efficient operation and interconnection of exchanges into a nationwide system for long-distance telephone communication. By the 1940s, the Bell System set out to unify the various numbering plans in existence and developed the North American Numbering Plan as a unified, systematic approach to efficient long-distance service that did not require the involvement of switchboard operators; the new numbering plan was accepted in October 1947, dividing most of North America into eighty-six numbering plan areas. Each NPA was assigned a numbering plan area code abbreviated as area code; these codes were first used by long-distance operators to establish long-distance calls between toll offices. The first customer-dialed direct call using area codes was made on November 10, 1951, from Englewood, New Jersey, to Alameda, California. Direct distance dialing was subsequently introduced across the country.
By the early 1960s, most areas of the Bell System had been converted and DDD had become commonplace in cities and most larger towns. In the following decades, the system expanded to include all of the United States and its territories, Canada and seventeen nations of the Caribbean. By 1967, 129 area codes had been assigned. At the request of the British Colonial Office, the numbering plan was first expanded to Bermuda and the British West Indies because of their historic telecommunications administration through Canada as parts of the British Empire and their continued associations with Canada during the years of the telegraph and the All Red Line system. Not all North American countries participate in the NANP. Exceptions include Mexico, Saint Pierre and Miquelon, the Central American countries and some Caribbean countries; the only Spanish-speaking state in the system is the Dominican Republic. Mexican participation was planned, but implementation stopped after three area codes had been assigned, Mexico opted for an international numbering format, using country code 52.
The area codes in use were subsequently withdrawn in 1991. Area code 905 for Mexico City, was reassigned to a split of area code 416 in the Greater Toronto Area. Dutch-speaking Sint Maarten joined the NANP in September 2011, receiving area code 721; the NANP is administered by the North American Numbering Plan Administration. Today, this function is overseen by the Federal Communications Commission, which assumed the responsibility upon the breakup of the Bell System; the FCC solicits private sector contracts for the role of the administrator. The service was provided by a division of Lockheed Martin. In 1997, the contract was awarded to Neustar Inc.. In 2012, the contract was renewed until 2017. Inyo County, California
Inyo County is a county in the U. S. state of California. As of the 2010 census, the population was 18,546; the county seat is Independence. Inyo County is on the east side of the Sierra Nevada and southeast of Yosemite National Park in Central California, it contains the Owens River Valley. With an area of 10,192 square miles, Inyo County is the second-largest county by area in California, after San Bernardino County. One-half of that area is within Death Valley National Park. However, with a population density of 1.8 people per square mile, it has the second-lowest population density in California, after Alpine County. Mount Whitney, the highest peak in the contiguous United States, is on Inyo County's western border; the Badwater Basin in Death Valley National Park, the lowest place in North America, is in eastern Inyo County. The difference between the two points is about 14,700 feet, they are not visible from each other, but both can be observed from the Panamint Range on the west side of Death Valley, above the Panamint Valley.
Thus, Inyo County has the greatest elevation difference among all of the counties and county-equivalents in the contiguous United States. Present day Inyo county has been the historic homeland for thousands of years of the Mono tribe, Coso people and Kawaiisu Native Americans, they spoke the Mono language with Mono traditional narratives. The descendants of these ancestors continue to live in their traditional homelands in the Owens River Valley and in Death Valley National Park. Inyo County was formed in 1866 out of the territory of the unorganized Coso County, created on April 4, 1864 from parts of Mono and Tulare Counties, it acquired more territory from Mono County in 1870 and Kern County and San Bernardino County in 1872. For many years it has been believed that the county derived its name from the Mono tribe of Native Americans name for the mountains in its former homeland; the name came to be thought of, mistakenly, as the name of the mountains to the east of the Owens Valley when the first whites there asked the local Paiutes what the name of the mountains to the east was.
The local Paiutes responded that, the land of Inyo. They meant by this that those lands belonged to the Shoshone tribe headed by a man whose name was Inyo. Inyo was the name of the headman of the Panamint band of Paiute-Shoshone people at the time of contact when the first whites, the Manly expedition of 1849, lost, into Death Valley on their expedition to the gold fields of western California; the Owens Valley whites misunderstood the local Paiute and thought that Inyo was the name of the mountains when it was the name of the chief, or headman, of the tribe that had those mountains as part of their homeland. "Indian George", a fixture of many of the stories of early Death Valley days, was Inyo's son. Indian George's Shoshone name was "Bah-Vanda-Sa-Va-Nu-Kee", which means "The Boy Who Ran Away", a name he was given when he became terrified of the whites and their wheeled wagons and huge buffalo, none of which the Shoshone had seen before when they came wandering down Furnace Creek Wash in December 1849.
In 1940, when Bah-vanda was around 100 years old, JC Boyles, a Panamint Shoshone who had become educated, came back to the Panamint Valley and interviewed Bah-Vanda at length about the early days of his life, including the events of 1849, it is in this interview that Bah-vanda refers to his father, Inyo. In order to provide water needs for the growing City of Los Angeles, water was diverted from the Owens River into the Los Angeles Aqueduct in 1913; the Owens River Valley cultures and environments changed substantially. From the 1910s to 1930s the Los Angeles Department of Water and Power purchased much of the valley for water rights and control. In 1941 the Los Angeles Department of Water and Power extended the Los Angeles Aqueduct system further upriver into the Mono Basin. Inyo County is host to a number of natural superlatives. Among them are: Mount Whitney, with an elevation of 14,505 feet, is the highest point in the contiguous United States, the 12th highest peak in the U. S. and the 24th highest peak in North America.

A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.

Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.
No microdata from the 1790 population census is available, but aggregate data for small areas and their compatible cartographic boundary files, can be downloaded from the National Historical Geographic Information System. In 1800 and 1810, the age question regarding free white males was more detailed; the 1820
