The Achievement Medal is a military decoration of the United States Armed Forces. The Achievement Medal was first proposed as a means to recognize the contributions of junior officers and enlisted personnel who were not eligible to receive the higher Commendation Medal or the Meritorious Service Medal; each military service issues its own version of the Achievement Medal, with a fifth version authorized by the U. S. Department of Defense for joint military activity; the Achievement Medal is awarded for outstanding achievement or meritorious service not of a nature that would otherwise warrant awarding the Commendation Medal. Award authority rests with local commanders, granting a broad discretion of when and for what action the Achievement Medal may be awarded; the Navy and Marine Corps Achievement Medal, is the United States Navy and U. S. Marine Corps' version of the Achievement Medal; the U. S. Navy was the first branch of the U. S. Armed Forces to award such a medal, doing so in 1961, when it was dubbed the “Secretary of the Navy Commendation for Achievement Medal”.
This title was shortened in 1967 to the "Navy Achievement Medal". On 19 August 1994, to recognize those of the United States Marine Corps who had received the Navy Achievement Medal, the name of the decoration was changed to the "Navy and Marine Corps Achievement Medal"; the award is referred to in shorthand speech as a "NAM". From its inception in the early 1960s to 2002, the Navy and Marine Corps Achievement Medal could not be approved by the commanding officers of ships, aviation squadron, or shore activities who held the rank of Commander. Awards for crewmembers had to be submitted to the Commodore or Air Wing Commander or the first appropriate O-6 in the chain of command for approval, who signed the award and returned it; this led to a lower awarding rate when compared to similar size units in the Army or Air Force awarding their own achievement medals considering that those services did not establish their respective achievement medals until the 1980s. Since 2002 the commanding officers of aviation squadrons and ships have had the authority to award NAMs without submission to higher authority.
For the Army, battalion commanders (or the first O-5 in a soldier's chain of command for the Army Achievement Medal. The United States Coast Guard created its own Achievement Medal in 1967. S. Army and U. S. Air Force issued their own versions of the award with the Army Achievement Medal in 1981 and Air Force Achievement Medal in 1980. Effective 11 September 2001, the Army Achievement Medal may be awarded in a combat area. Since this change over sixty thousand Army Achievement Medals have been awarded in theaters of operations such as Iraq and Afghanistan; the Joint Service Achievement Medal was created in 1983. Search and rescue
Search and rescue is the search for and provision of aid to people who are in distress or imminent danger. The general field of search and rescue includes many specialty sub-fields determined by the type of terrain the search is conducted over; these include mountain rescue. International Search and Rescue Advisory Group is a UN organization that promotes the exchange of information between national urban search and rescue organizations; the duty to render assistance is covered by Article 98 of the UNCLOS. There are many different definitions of search and rescue, depending on the agency involved and country in question. Canadian Forces: "Search and Rescue comprises the search for, provision of aid to, ships or other craft which are, or are feared to be, in distress or imminent danger." United States Coast Guard: "The use of available resources to assist persons or property in potential or actual distress." United States Defense Department: A search is "an operation coordinated by a Rescue Coordination Center or rescue sub-center, using available personnel and facilities to locate persons in distress" and rescue is "an operation to retrieve persons in distress, provide for their initial medical or other needs, deliver them to a place of safety".
One of the world's earliest well-documented SAR efforts ensued following the 1656 wreck of the Dutch merchant ship Vergulde Draeck off the west coast of Australia. Survivors sought help, in response three separate SAR missions were conducted, without success. On 29 November 1945, a Sikorsky R-5 performed the first civilian helicopter rescue operation in history, with Sikorsky's chief pilot Dmitry "Jimmy" Viner in the cockpit, using an experimental hoist developed jointly by Sikorsky and Breeze. All 5 crew members of an oil barge, which had run aground on Penfield Reef, were saved before the barge sank. In 1983, Korean Air Lines Flight 007 with 269 occupants was shot down by a Soviet aircraft near Sakhalin; the Soviets sent SAR helicopters and boats to Soviet waters, while a search and rescue operation was initiated by U. S. South Korean, Japanese ships and aircraft in international waters, but no survivors were found. In July 2009, Air France Flight 447 was lost in the middle of the Atlantic Ocean.
An international SAR effort was launched, to no avail. A third effort nearly two years discovered the crash site and recovered the flight recorders. In early 2014, Malaysia Airlines Flight 370 crashed under mysterious circumstances. Many nations contributed to the initial SAR effort, fruitless. In June 2014, the Australian Transport Safety Bureau commissioned the MV Fugro Equator to lead a three-month survey of the ocean bed, for which it had budgeted $60mn; the search for Flight 370 has become the largest SAR so far with the largest budget. Ground search and rescue is the search for persons who are lost or in distress on land or inland waterways. People may go missing for a variety of reasons; some may disappear voluntarily, due to issues like domestic abuse. Others disappear for involuntary reasons such as mental illness, getting lost, an accident, death in a location where they cannot be found or, less due to abduction. Ground search and rescue missions that occur in urban areas should not be confused with "urban search and rescue", which in many jurisdictions refers to the location and extraction of people from collapsed buildings or other entrapments.
In most countries, the police are the primary agency for carrying out searches for a missing person on land. Some places have voluntary search and rescue teams that can be called out to assist these searches. Mountain rescue relates to search and rescue operations in rugged and mountainous terrain. Cave rescue is a specialized form of rescue for rescuing injured, trapped or lost cave explorers. Urban search and rescue referred to as Heavy Urban Search and Rescue, is the location and rescue of persons from collapsed buildings or other urban and industrial entrapments. Due to the specialized nature of the work, most teams are multi-disciplinary and include personnel from police and emergency medical services. Unlike traditional ground search and rescue workers, most US&R responders have basic training in structural collapse and the dangers associated with live electrical wires, broken natural gas lines and other hazards. While earthquakes have traditionally been the cause of US&R operations, terrorist attacks and extreme weather such as tornadoes and hurricanes have resulted in the deployment of these resources.
Combat search and rescue is search and rescue operations that are carried out during war that are within or near combat zones. Maritime search and rescue is carried out at sea to save sailors and passengers in distress, or the survivors of downed aircraft; the type of agency which carries out maritime search and rescue varies by country. When a distressed or missing vessel is located, these organizations deploy lifeboats to return them to land. In some cases, the agencies may carry out an air-sea rescue; this refers to the combined use of aircraft and surface vessels. Coast Guard Arctic Service Medal
The Coast Guard Arctic Service Medal was established on 20 May 1976 by Commandant of the Coast Guard Admiral Owen W. Siler; the medal is awarded to any member of the United States Coast Guard who performs twenty one days of consecutive duty afloat or ashore north of the Arctic Circle. Air crews flying in and out of areas north of the Arctic Circle may be awarded the medal for 21 days of non-consecutive service; the medal depicts a polar bear under the North Star, while the reverse side carries the Coast Guard Shield. The Coast Guard Arctic Service Medal may be awarded to any person who meets the qualifications related to service in defined geographic areas or at specific duty stations. Only one medal may be awarded per year in the case of qualifying air crews. Qualifying service is as follows: Members of the Coast Guard who, during summer operations, who serve in any Coast Guard mission north of the Arctic Circle for 21 consecutive days under competent orders. Member of the Coast Guard who, during winter operations, serve or have served aboard a Coast Guard vessel operating in polar waters north of latitude 60 degrees North in the Bering Sea, Davis Strait, or Denmark Strait for 21 consecutive days under competent orders.

An oil spill is the release of a liquid petroleum hydrocarbon into the environment the marine ecosystem, due to human activity, is a form of pollution. The term is given to marine oil spills, where oil is released into the ocean or coastal waters, but spills may occur on land. Oil spills may be due to releases of crude oil from tankers, offshore platforms, drilling rigs and wells, as well as spills of refined petroleum products and their by-products, heavier fuels used by large ships such as bunker fuel, or the spill of any oily refuse or waste oil. Oil spills penetrate into the structure of the plumage of birds and the fur of mammals, reducing its insulating ability, making them more vulnerable to temperature fluctuations and much less buoyant in the water. Cleanup and recovery from an oil spill is difficult and depends upon many factors, including the type of oil spilled, the temperature of the water, the types of shorelines and beaches involved. Spills may take weeks, months or years to clean up.
Oil spills can have disastrous consequences for society. As a result, oil spill accidents have initiated intense media attention and political uproar, bringing many together in a political struggle concerning government response to oil spills and what actions can best prevent them from happening. Crude oil and refined fuel spills from tanker ship accidents have damaged vulnerable ecosystems in Alaska, the Gulf of Mexico, the Galapagos Islands, the Sundarbans and many other places; the quantity of oil spilled during accidents has ranged from a few hundred tons to several hundred thousand tons, but volume is a limited measure of damage or impact. Smaller spills have proven to have a great impact on ecosystems, such as the Exxon Valdez oil spill because of the remoteness of the site or the difficulty of an emergency environmental response. Since 2004, between 300 and 700 barrels of oil per day have been leaking from the site of an oil-production platform 12 miles off the Louisiana coast which sank in the aftermath of Hurricane Ivan.
The oil spill, which officials estimate could continue throughout the 21st century, will overtake the 2010 BP Deepwater Horizion disaster as the largest but there are no efforts to cap the many leaking well heads. Oil spills at sea are much more damaging than those on land, since they can spread for hundreds of nautical miles in a thin oil slick which can cover beaches with a thin coating of oil; these can kill seabirds, mammals and other organisms they coat. Oil spills on land are more containable if a makeshift earth dam can be bulldozed around the spill site before most of the oil escapes, land animals can avoid the oil more easily. An oil spill represents an immediate fire hazard; the Kuwaiti oil fires produced air pollution. The Deepwater Horizon explosion killed eleven oil rig workers; the fire resulting from the Lac-Mégantic derailment killed 47 and destroyed half of the town's centre. Spilled oil can contaminate drinking water supplies. For example, in 2013 two different oil spills contaminated water supplies for 300,000 in Miri, Malaysia.
In 2000, springs were contaminated by an oil spill in Kentucky. Contamination can have an economic impact on tourism and marine resource extraction industries. For example, the Deepwater Horizon oil spill impacted beach tourism and fishing along the Gulf Coast, the responsible parties were required to compensate economic victims. In general, spilled oil can affect animals and plants in two ways: dirесt from the oil and from the response or cleanup process. There is no clear relationship between the amount of oil in the aquatic environment and the impact on biodiversity. A smaller spill at the wrong time/wrong season and in a sensitive environment may prove much more harmful than a larger spill at another time of the year in another or the same environment. Oil penetrates into the structure of the plumage of birds and the fur of mammals, reducing their insulating ability, making them more vulnerable to temperature fluctuations and much less buoyant in the water. Animals who rely on scent to find their babies or mothers cannot due to the strong scent of the oil.
This causes a baby to be rejected and abandoned, leaving the babies to starve and die. Oil can impair a bird's ability preventing it from foraging or escaping from predators; as they preen, birds may ingest the oil coating their feathers, irritating the digestive tract, altering liver function, causing kidney damage. Together with their diminished foraging capacity, this can result in dehydration and metabolic imbalance; some birds exposed to petroleum experience changes in their hormonal balance, including changes in their luteinizing protein. The majority of birds affected by oil spills die from complications without human intervention; some studies have suggested that less than one percent of oil-soaked birds survive after cleaning, although the survival rate can exceed ninety percent, as in the case of the Treasure oil spill. Furred marine mammals exposed to oil spills are affected in similar ways. Oil coats the fur of sea otters and seals, reducing its insulating effect, leading to fluctuations in body temperature and hypothermia.

The United States Armed Forces awards and decorations are the medals, service ribbons, specific badges which recognize military service and personal accomplishments while a member of the U. S. Armed Forces; such awards are a means to outwardly display the highlights of a service member's career. Badges of other civic and quasi-military societies of the United States, international organizations of a military nature may be worn with restrictions. These include badges of organizations composed of members who served in a U. S. force during the Revolutionary War. The badges are worn only while the wearer is attending meetings or functions of such organizations, or on occasions of ceremony. Personnel will not wear these badges to and from such events. Notes: Precedence of particular awards will vary among the different branches of service. All awards and decorations may be awarded to any service member unless otherwise designated by name or notation. Presidential Unit Citation (United States)
The Presidential Unit Citation called the Distinguished Unit Citation, is awarded to units of the Uniformed services of the United States, those of allied countries, for extraordinary heroism in action against an armed enemy on or after 7 December 1941. The unit must display such gallantry and esprit de corps in accomplishing its mission under difficult and hazardous conditions so as to set it apart from and above other units participating in the same campaign. Since its inception by Executive Order on 26 February 1942, retroactive to 7 December 1941, to 2008, the Presidential Unit Citation has been awarded in conflicts such as World War II, the Korean War, the Vietnam War, Iraq War, the War in Afghanistan; the collective degree of valor against an armed enemy by the unit nominated for the PUC is the same as that which would warrant award of the individual award of the Distinguished Service Cross, Air Force Cross or Navy Cross. In some cases, one or more individuals within the unit may have been awarded individual awards for their contribution to the actions for which their entire unit was awarded a Presidential Unit Citation.
The unit with the most Presidential Unit Citations is the USS Parche with 9 citations. The Army citation was established by Executive Order 9075 on 26 February 1942, superseded by Executive Order 9396 on Dec. 2, 1943, which authorized the Distinguished Unit Citation. As with other Army unit citations, the PUC is in a larger frame than other ribbons, is worn above the right pocket. All members of the unit may wear the decoration, whether or not they participated in the acts for which the unit was cited. Only those assigned to the unit at the time of the action cited may wear the decoration as a permanent award. For both the Army and Air Force, the emblem is a solid blue ribbon enclosed in a gold frame; the Air Force PUC was adopted from the Army Distinguished Unit Citation after the Air Force became a separate military branch in 1947. By Executive Order 10694, dated Jan. 10, 1957 the Air Force redesignated the Distinguished Unit Citation as the Presidential Unit Citation. The Air Force PUC is the same color and design as the Army PUC but smaller, so that it can be worn in alignment with other Air Force ribbons on the left pocket following personal awards.
As with the Army, all members of a receiving unit may wear the decoration while assigned to it, but only those assigned to the unit at the time of the action cited may wear the decoration as a permanent award or if any member of a receiving unit had it their last duty station prior to being either discharged or retired they may continue to wear the decoration as prescribed. The Citation is carried on the receiving unit's colors in the form of a blue streamer, 4 ft long and 2.75 in wide. For the Army, only on rare occasions will a unit larger than battalion qualify for award of this decoration. Citations "to Naval and Marine Corps Units for Outstanding Performance in Action" was established by Executive Order 9050 on 6 February 1942; the Navy version has navy blue and red horizontal stripes, is the only Navy ribbon having horizontal stripes. To distinguish between the two versions of the Presidential Unit Citation, the Navy version, more referred to as the Presidential Unit Citation, is referred to as the Navy Presidential Unit Citation and sometimes as the "Navy and Marine Corps Presidential Unit Citation", the Army and Air Force version is referred to by the Army and Air Force as the Army Presidential Unit Citation and Air Force Presidential Unit Citation.
The ribbon is worn by only by those Navy and Marine service members who were assigned to the unit for the "award period" of the award. In the Army, those who join the unit after the "award period" may wear it while assigned to the unit. ALNan 137-43 states that the first award has a blue enameled star on the ribbon and additional stars for subsequent awards. In 1949, the award changed with no star for bronze stars for subsequent awards. To commemorate the first submerged voyage under the North Pole by the nuclear-powered submarine USS Nautilus in 1958, all members of her crew who made that voyage were authorized to wear their Presidential Unit Citation ribbon with a special clasp in the form of a gold block letter N. Currently, US Navy sailors assigned to the USS Nautilus memorial at the Submarine Force Museum in Groton, are permitted to wear the Navy Presidential Unit Citation; as of 2014, the same device may be awarded for the Nuclear Deterrence Operations Service Medal for those personnel who work in direct support of ICBM operations who serve 179 non-consecutive days dispatched to a missile complex.
To commemorate the first submerged circumnavigation of the world by the nuclear-powered submarine Triton during its shakedown cruise in 1960, all members of her crew who made that voyage were authorized to wear their Presidential Unit Citation ribbon with a special clasp in the form of a golden replica of the globe. United States Coast Guard units may be awarded either the Navy or Coast Guard version of the Presidential Unit Citation, depending on which service the Coast Guard was supporting when the citation action was performed; the current decoration is known as the "Department of Homeland Security Presidential Unit Citation". A service ribbon, medal ribbon, or ribbon bar is a small ribbon, mounted on a small metal bar equipped with an attaching device, issued for wear in place of a medal when it is not appropriate to wear the actual medal. Each country's government has its own rules on what ribbons can be worn in what circumstances and in which order; this is defined in an official document and is called "the order of precedence" or "the order of wearing." In some countries, some awards are "ribbon only," having no associated medal. According to the Defense Logistics Agency, the U. S. military's standard size for a ribbon bar is 1 3/8 in wide, 3/8 inches tall, with a thickness of 0.8mm. The service ribbon for a specific medal is identical to the suspension ribbon on the medal. For example, the suspension and service ribbon for the U. S. government's Purple Heart medal is purple with a white vertical stripe at each end. However, there are some military awards that do not have a suspension ribbon, but have an authorized ribbon and unit award emblem.
The Soviet Order of Victory is a badge, worn on the military parade uniform. However, a ribbon bar representing the Order of Victory was worn on a military field uniform. Ribbon bars come in a variety of colors. In the case of the U. S. military, it maintains a specific list of colors used on its ribbons, based on the Pantone Matching System and Federal Standard 595 color systems: There is a variety of constructions of service ribbons. In some countries, service ribbons are mounted on a "pin backing", which can be pushed through the fabric of a uniform and secured, with fasteners, on the inside edge; these ribbons can be individually secured and lined up, or they can be all mounted on to a single fastener. After the Second World War, it was common for all ribbons to be mounted on a single metal bar and worn in a manner similar to a brooch. Other methods of wearing have included physically sewing each service ribbon onto the uniform garments. "Orders of wearing" define which ribbons may be worn on which types of uniform in which positions under which circumstances.
For example, miniature medals on dinner dress, full medals on parade dress, ribbons on dress shirts, but no decorations on combat dress and working clothing. Some countries maintain a standard practice of wearing full service ribbons on combat utility clothing. Others prohibit this; these regulations are similar to the regulations regarding display of rank insignia and regulations regarding saluting of more senior ranks. The reasoning for such regulations is to prevent these displays from enabling opposing forces to identify persons of higher rank and therefore aid them in choosing targets which will have a larger impact on the battlefield. In times of war, it is not uncommon for commanders and other high value individuals to wear no markings on their uniforms and wear clothing and insignia of a lower ranking soldier. Service medals and ribbons are worn in rows on the left side of the chest. In certain commemorative and/ or memorial circumstances, a relative may wear the medals or ribbons of a dead relative on the right side of the chest.
Medals and ribbons not mentioned in the "Order of wear" are generally worn on the right side of the chest. Sequencing of the ribbons depends on each country's regulations. In the United States, for example, those with the highest status—typically awarded for heroism or distinguished service—are placed at the top of the display, while foreign decorations are last in the bottom rows; when medals are worn, ribbons with no corresponding medals are worn on the right side. For U. S. Navy members who have three or more ribbons, they can elect to wear only their three highest-ranked ones instead of all of them. In the U. S. Marine Corps, they can be worn with optional staggering. In the U. S. Army staggered with spacing in between rows. A U.
