The West Mesa is an elevated landmass lying west of the Rio Grande stretching from south of Albuquerque northward to Bernalillo in the U. S. state of New Mexico. The eastern edge of the West Mesa is defined by an escarpment that borders the Rio Grande floodplain; the West Mesa serves as the easternmost extent of the Colorado Plateau in this region. The western edge of the mesa is the Rio Puerco near the Laguna Pueblo about 20 miles west of Albuquerque. A large portion of the West Mesa is part of Petroglyph National Monument and is bisected by Interstate 40 and Historic Route 66. Atrisco Vista runs north-south on the West Mesa. There are numerous subdivisions with new homes being built on the lower portion of the West Mesa as the City of Albuquerque continues to expand further to the west. Further west on the mesa are the mobile home communities of Pajarito, located to the south of I-40, Lost Horizon, located about 1/2 mile north of I-40 and 3 miles west of the Paseo del Volcan interchange; the Bernalillo County Correctional Facility and the Sandia Motor Speedway are located on the West Mesa, several miles south of Interstate 40.
The National Weather Service operates a WSR-88D NEXRAD radar site on the West Mesa near Double Eagle II Airport. New Mexico is a state in the Southwestern region of the United States of America. It is one of the Mountain States and shares the Four Corners region with Utah and Arizona. With a population around two million, New Mexico is the 36th state by population. With a total area of 121,592 sq mi, it is the fifth-largest and sixth-least densely populated of the 50 states. Due to their geographic locations and eastern New Mexico exhibit a colder, alpine climate, while western and southern New Mexico exhibit a warmer, arid climate; the economy of New Mexico is dependent on oil drilling, mineral extraction, dryland farming, cattle ranching, lumber milling, retail trade. As of 2016–2017, its total gross domestic product was $95 billion with a GDP per capita of $45,465. New Mexico's status as a tax haven yields low to moderate personal income taxes on residents and military personnel, gives tax credits and exemptions to favorable industries; because of this, its film industry contributed $1.23 billion to its overall economy.
Due to its large area and economic climate, New Mexico has a large U. S. military presence marked notably with the White Sands Missile Range. Various U. S. national security agencies base their research and testing arms in New Mexico such as the Sandia and Los Alamos National Laboratories. During the 1940s, Project Y of the Manhattan Project developed and built the country's first atomic bomb and nuclear test, Trinity. Inhabited by Native Americans for many thousands of years before European exploration, it was colonized by the Spanish in 1598 as part of the Imperial Spanish viceroyalty of New Spain. In 1563, it was named Nuevo México after the Aztec Valley of Mexico by Spanish settlers, more than 250 years before the establishment and naming of the present-day country of Mexico. After Mexican independence in 1824, New Mexico became a Mexican territory with considerable autonomy; this autonomy was threatened, however, by the centralizing tendencies of the Mexican government from the 1830s onward, with rising tensions leading to the Revolt of 1837.
At the same time, the region became more economically dependent on the United States. At the conclusion of the Mexican–American War in 1848, the United States annexed New Mexico as the U. S. New Mexico Territory, it was admitted to the Union as the 47th state on January 6, 1912. Its history has given New Mexico the highest percentage of Hispanic and Latino Americans, the second-highest percentage of Native Americans as a population proportion. New Mexico is home to part of the Navajo Nation, 19 federally recognized Pueblo communities of Puebloan peoples, three different federally recognized Apache tribes. In prehistoric times, the area was home to Ancestral Puebloans and the modern extant Comanche and Utes inhabited the state; the largest Hispanic and Latino groups represented include the Hispanos of New Mexico and Mexican Americans. The flag of New Mexico features the state's Spanish origins with the same scarlet and gold coloration as Spain's Cross of Burgundy, along with the ancient sun symbol of the Zia, a Puebloan tribe.
These indigenous, Mexican and American frontier roots are reflected in the eponymous New Mexican cuisine and the New Mexico music genre. New Mexico received its name long before the present-day nation of Mexico won independence from Spain and adopted that name in 1821. Though the name “Mexico” itself derives from Nahuatl, in that language it referred to the heartland of the Empire of the Mexicas in the Valley of Mexico far from the area of New Mexico, Spanish explorers used the term “Mexico” to name the region of New Mexico in 1563. In 1581, the Chamuscado and Rodríguez Expedition named the region north of the Rio Grande "San Felipe del Nuevo México"; the Spaniards had hoped to find wealthy indigenous Mexica cultures there similar to those of the Aztec Empire of the Valley of Mexico. The indigenous cultures of New Mexico, proved to be unrelated to the Mexicas, they were not wealthy, but the name persisted. Before statehood, the name "New Mexico" was applied to various configurations of the U.
S. territory, to a Mexican state, to a province of New Spain, all in the same general area, but of varying extensions. With a total area of 121,699 square miles, the state is the fifth-largest state of the US, larger than British Isles. New Mexico's eastern border lies along 103°W longitude with the state of Oklahoma, 2.2 miles west of 103°W longitude with Texas. On the southern border, Texas makes up the eastern two-thirds, while the Mexican states of Chihuahua and Sonora make up the western third, with Chihuahua making up about 90% of that; the western border with Arizona runs along the 109° 03'W longitude. The southwestern corner of the state is known as the Bootheel; the 37°N parallel forms the northern boundary with Colorado. Cultural heritage is the legacy of physical artifacts and intangible attributes of a group or society, inherited from past generations. Cultural heritage includes tangible culture, intangible culture, natural heritage; the deliberate act of keeping cultural heritage from the present for the future is known as preservation or conservation, which cultural and historical ethnic museums and cultural centers promote, though these terms may have more specific or technical meaning in the same contexts in the other dialect. Objects are a part of the study of human history because they provide a concrete basis for ideas, can validate them, their preservation demonstrates a recognition of the necessity of the past and of the things that tell its story. In The Past is a Foreign Country, David Lowenthal observes that preserved objects validate memories. While digital acquisition techniques can provide a technological solution, able to acquire the shape and the appearance of artifacts with an unprecedented precision in human history, the actuality of the object, as opposed to a reproduction, draws people in and gives them a literal way of touching the past.
This poses a danger as places and things are damaged by the hands of tourists, the light required to display them, other risks of making an object known and available. The reality of this risk reinforces the fact that all artifacts are in a constant state of chemical transformation, so that what is considered to be preserved is changing – it is never as it once was. Changing is the value each generation may place on the past and on the artifacts that link it to the past. Classical civilizations, the Indian, have attributed supreme importance to the preservation of tradition, its central idea was that social institutions, scientific knowledge and technological applications need to use a "heritage" as a "resource". Using contemporary language, we could say that ancient Indians considered, as social resources, both economic assets and factors promoting social integration. Ethics considered that what had been inherited should not be consumed, but should be handed over enriched, to successive generations.
This was a moral imperative for all, except in the final life stage of sannyasa. What one generation considers "cultural heritage" may be rejected by the next generation, only to be revived by a subsequent generation. Cultural property includes the physical, or "tangible" cultural heritage, such as artworks; these are split into two groups of movable and immovable heritage. Immovable heritage includes building so, large industrial installations or other historic places and monuments. Moveable heritage includes books, moveable artworks, machines and other artifacts, that are considered worthy of preservation for the future; these include objects significant to the archaeology, science or technology of a specified culture. Aspects and disciplines of the preservation and conservation of tangible culture include: Museology Archival science Conservation Art conservation Archaeological conservation Architectural conservation Film preservation Phonograph record preservation Digital preservation "Intangible cultural heritage" consists of non-physical aspects of a particular culture, more maintained by social customs during a specific period in history.
The concept includes the ways and means of behavior in a society, the formal rules for operating in a particular cultural climate. These include social values and traditions and practices, aesthetic and spiritual beliefs, artistic expression and other aspects of human activity; the significance of physical artifacts can be interpreted as an act against the backdrop of socioeconomic, ethnic and philosophical values of a particular group of people. Intangible cultural heritage is more difficult to preserve than physical objects. Aspects of the preservation and conservation of cultural intangibles include: folklore oral history language preservation "Natural heritage" is an important part of a society's heritage, encompassing the countryside and natural environment, including flora and fauna, scientifically known as biodiversity, as well as geological elements, scientifically known as geodiversity; these kind of heritage sites serve as an important component in a country's tourist industry, attracting many visitors from abroad as well as locally.

International Union for Conservation of Nature
The International Union for Conservation of Nature is an international organization working in the field of nature conservation and sustainable use of natural resources. It is involved in data gathering and analysis, field projects and education. IUCN's mission is to "influence and assist societies throughout the world to conserve nature and to ensure that any use of natural resources is equitable and ecologically sustainable". Over the past decades, IUCN has widened its focus beyond conservation ecology and now incorporates issues related to sustainable development in its projects. Unlike many other international environmental organisations, IUCN does not itself aim to mobilize the public in support of nature conservation, it tries to influence the actions of governments and other stakeholders by providing information and advice, through building partnerships. The organization is best known to the wider public for compiling and publishing the IUCN Red List of Threatened Species, which assesses the conservation status of species worldwide.
IUCN has a membership of over 1400 non-governmental organizations. Some 16,000 scientists and experts participate in the work of IUCN commissions on a voluntary basis, it employs 1000 full-time staff in more than 50 countries. Its headquarters are in Switzerland. IUCN has observer and consultative status at the United Nations, plays a role in the implementation of several international conventions on nature conservation and biodiversity, it was involved in establishing the World Wide Fund for Nature and the World Conservation Monitoring Centre. In the past, IUCN has been criticized for placing the interests of nature over those of indigenous peoples. In recent years, its closer relations with the business sector have caused controversy. IUCN was established in 1948, it was called the International Union for the Protection of Nature and the World Conservation Union. Establishment IUCN was established on 5 October 1948, in Fontainebleau, when representatives of governments and conservation organizations signed a formal act constituting the International Union for the Protection of Nature.
The initiative to set up the new organisation came from UNESCO and from its first Director General, the British biologist Julian Huxley. The objectives of the new Union were to encourage international cooperation in the protection of nature, to promote national and international action and to compile and distribute information. At the time of its founding IUPN was the only international organisation focusing on the entire spectrum of nature conservation Early years: 1948–1956 IUPN started out with 65 members, its secretariat was located in Brussels. Its first work program focused on saving species and habitats and applying knowledge, advancing education, promoting international agreements and promoting conservation. Providing a solid scientific base for conservation action was the heart of all activities. IUPN and UNESCO were associated, they jointly organized the 1949 Conference on Protection of Nature. In preparation for this conference a list of gravely endangered species was drawn up for the first time, a precursor of the IUCN Red List of Threatened Species.
In the early years of its existence IUCN depended entirely on UNESCO funding and was forced to temporarily scale down activities when this ended unexpectedly in 1954. IUPN was successful in engaging prominent scientists and identifying important issues such as the harmful effects of pesticides on wildlife but not many of the ideas it developed were turned into action; this was caused by unwillingness to act on the part of governments, uncertainty about the IUPN mandate and lack of resources. In 1956, IUPN changed its name to International Union for Conservation of Nature and Natural Resources. Increased profile and recognition: 1956–1965 In the 1950s and 1960s Europe entered a period of economic growth and formal colonies became independent. Both developments had impact on the work of IUCN. Through the voluntary involvement of experts in its Commissions IUCN was able to get a lot of work done while still operating on a low budget, it established links with the Council of Europe. In 1961, at the request of United Nations Economic and Social Council, the United Nations Economic and Social Council, IUCN published the first global list of national parks and protected areas which it has updated since.
IUCN's best known publication, the Red Data Book on the conservation status of species, was first published in 1964. IUCN began to play a part in the development of international treaties and conventions, starting with the African Convention on the Conservation of Nature and Natural Resources. Environmental law and policy making became a new area of expertise. Africa was the focus of many of the early IUCN conservation field projects. IUCN supported the ‘Yellowstone model’ of protected area management, which restricted human presence and activity in order to protect nature. IUCN and other conservation organisations were criticized for protecting nature against people rather than with people; this model was also applied in Africa and played a role in the decision to remove the Maasai people from Serengeti National Park and the Ngorongoro Conservation Area. To establish a stable financial basis for its work, IUCN participated in setting up the World Wildlife Fund
Petroglyphs are images created by removing part of a rock surface by incising, carving, or abrading, as a form of rock art. Outside North America, scholars use terms such as "carving", "engraving", or other descriptions of the technique to refer to such images. Petroglyphs are found worldwide, are associated with prehistoric peoples; the word comes from the Greek prefix petro-, from πέτρα petra meaning "stone", γλύφω glýphō meaning "to carve", was coined in French as pétroglyphe. The term petroglyph should not be confused with petrograph, an image drawn or painted on a rock face. Both types of image belong to the more general category of rock art or parietal art. Petroforms, or patterns and shapes made by many large rocks and boulders over the ground, are quite different. Inuksuit are unique, found only in the Arctic. Another form of petroglyph found in literate cultures, a rock relief or rock-cut relief is a relief sculpture carved on "living rock" such as a cliff, rather than a detached piece of stone.
While these relief carvings are a category of rock art, sometimes found in conjunction with rock-cut architecture, they tend to be omitted in most works on rock art, which concentrate on engravings and paintings by prehistoric or nonliterate cultures. Some of these reliefs exploit the rock's natural properties to define an image. Rock reliefs have been made in many cultures in the ancient Near East. Rock reliefs are fairly large, as they need to be to make an impact in the open air. Most have figures. Stylistically, a culture's rock relief carvings relate to other types of sculpture from period concerned. Except for Hittite and Persian examples, they are discussed as part of the culture's sculptural practice; the vertical relief is most common, but reliefs on horizontal surfaces are found. The term relief excludes relief carvings inside natural or human-made caves, that are common in India. Natural rock formations made into statues or other sculpture in the round, most famously at the Great Sphinx of Giza, are usually excluded.
Reliefs on large boulders left in their natural location, like the Hittite İmamkullu relief, are to be included, but smaller boulders described as stele or carved orthostats. Some petroglyphs might be as old as 40,000 years, petroglyph sites in Australia are estimated to date back 27,000 years. Many petroglyphs are dated to the Neolithic and late Upper Paleolithic boundary, about 10,000 to 12,000 years ago, if not earlier, such as Kamyana Mohyla. Around 7,000 to 9,000 years ago, other precursors of writing systems, such as pictographs and ideograms, began to appear. Petroglyphs were still common though, some cultures continued using them much longer until contact with Western culture was made in the 19th and 20th centuries. Petroglyphs have been found in all parts of the globe except Antarctica, with highest concentrations in parts of Africa, Siberia, southwestern North America, Australia. Many hypotheses explain the purpose of petroglyphs, depending on their location and subject matter; some many be astronomical markers and other forms of symbolic communication, including a form of proto-writing.
Petroglyph maps may show trails, symbols communicating time and distances traveled, as well as the local terrain in the form of rivers and other geographic features. A petroglyph that represents a landform or the surrounding terrain is known as a geocontourglyph, they might have been a by-product of other rituals: sites in India, for example, have been identified as musical instruments or "rock gongs". Some petroglyph images have deep cultural and religious significance for the societies that created them. Many petroglyphs are thought to represent some kind of not-yet-fully understood symbolic or ritual language. Glyphs from the Nordic Bronze Age in Scandinavia seem to refer to some form of territorial boundary between tribes, in addition to possible religious meanings. Petroglyph styles has regional "dialects" from similar or neighboring peoples. Siberian inscriptions loosely resemble an early form of runes, although no direct relationship has been established, they are not yet well understood.
Petrogylphs from different continents show similarities. While people would be inspired by their direct surroundings, it is harder to explain the common styles; this could be mere coincidence, an indication that certain groups of people migrated from some initial common area, or indication of a common origin. In 1853, George Tate presented a paper to the Berwick Naturalists' Club, at which a John Collingwood Bruce agreed that the carvings had "... a common origin, indicate a symbolic meaning, representing some popular thought." In his cataloguing of Scottish rock art, Ronald Morris summarized 104 different theories on their interpretation. More controversial explanations of similarities are grounded in Jungian psychology and the views of Mircea Eliade. According to these theories it is possible that the similarity of petroglyphs from different cultures and continents is a result of the genetically inherited structure of the human brain. Other theories suggest that petroglyphs were carved by spiritual leaders, such as shamans, in an altered state of consciousness induced by the use of natural hallucinogens.

The Rio Grande is one of the principal rivers in the southwest United States and northern Mexico. The Rio Grande begins in south-central Colorado in the United States and flows to the Gulf of Mexico. Along the way, it forms part of the Mexico–United States border. According to the International Boundary and Water Commission, its total length was 1,896 miles in the late 1980s, though course shifts result in length changes. Depending on how it is measured, the Rio Grande is either the fourth- or fifth-longest river system in North America; the river serves as part of the natural border between the U. S. state of Texas and the Mexican states of Chihuahua, Nuevo León, Tamaulipas. A short stretch of the river serves as part of the boundary between the U. S. states of New Mexico. Since the mid–20th century, heavy water consumption by farms and cities along with many large diversion dams on the river has left only 20% of its natural discharge to flow to the Gulf. Near the river's mouth, the irrigated lower Rio Grande Valley is an important agricultural region.
The Rio Grande's watershed covers 182,200 square miles. Many endorheic basins are situated within, or adjacent to, the Rio Grande's basin, these are sometimes included in the river basin's total area, increasing its size to about 336,000 square miles; the Rio Grande rises in the western part of the Rio Grande National Forest in the U. S. state of Colorado. The river is formed by the joining of several streams at the base of Canby Mountain in the San Juan Mountains, just east of the Continental Divide. From there, it flows through the San Luis Valley south into the Middle Rio Grande Valley in New Mexico, passing through the Rio Grande Gorge near Taos toward Española, picking up additional water from the San Juan-Chama Diversion Project from the Rio Chama, it continues on a southerly route through the desert cities of Albuquerque and Las Cruces to El Paso and Ciudad Juárez, Chihuahua. In the Albuquerque area, the river flows past a number of historic Pueblo villages, including Sandia Pueblo and Isleta Pueblo.
Below El Paso, it serves as part of the border between the United States and Mexico. The official river border measurement ranges from 889 miles to 1,248 miles, depending on how the river is measured. A major tributary, the Rio Conchos, enters at Ojinaga, below El Paso, supplies most of the water in the border segment. Other tributaries include the Pecos and the smaller Devils, which join the Rio Grande on the site of Amistad Dam. Despite its name and length, the Rio Grande is not navigable by ocean-going ships, nor do smaller passenger boats or cargo barges use it as a route, it is navigable at all, except by small boats in a few places. The Rio Grande rises in high flows for much of its length at high elevation. In New Mexico, the river flows through the Rio Grande rift from one sediment-filled basin to another, cutting canyons between the basins and supporting a fragile bosque ecosystem on its flood plain. From El Paso eastward, the river flows through desert. Although irrigated agriculture exists throughout most of its stretch, it is extensive in the subtropical Lower Rio Grande Valley.
The river ends in a sandy delta at the Gulf of Mexico. During portions of 2001 and 2002, the mouth of the Rio Grande was blocked by a sandbar. In the fall of 2003, the sandbar was cleared by high river flows around 7,063 cubic feet per second. Navigation was active during much of the 19th century, with over 200 different steamboats operating between the river's mouth close to Brownsville and Rio Grande City, Texas. Many steamboats from the Ohio and Mississippi Rivers were requisitioned by the U. S. government and moved to the Rio Grande during the Mexican–American War in 1846. They provided transport for the U. S. Army, under General Zachary Taylor, to invade Monterrey, Nuevo León, via Camargo Municipality, Tamaulipas. Army engineers recommended that with small improvements, the river could be made navigable as far north as El Paso; those recommendations were never acted upon. The Brownsville & Matamoros International Bridge, a large swing bridge, dates back to 1910 and is still in use today by automobiles connecting Brownsville with Matamoros, Tamaulipas.
The swing mechanism has not been used since the early 1900s, when the last of the big steamboats disappeared. At one point, the bridge had rail traffic. Railroad trains no longer use this bridge. A new rail bridge connecting the U. S. and Mexico was built about 15 miles west of the Matamoros International Bridge. It was inaugurated in August 2015, it moved all rail operations out of downtown Matamoros. The West Rail International Crossing is the first new international rail crossing between the U. S. and Mexico in 105 years. The Brownsville & Matamoros International Bridge is now operated by the Brownsville and Matamoros Bridge Company, a joint venture between the Mexican government and the Union Pacific Railroad. At the mouth of the Rio Grande, on the Mexican side, was the large commercial port of Bagdad, Tamaulipas. During the American Civil War, this was the only legitimate port of the Confederacy. European warships anchored offshore to maintain the port's neutrality, managed to do so throughout that conflict, despite occasional stare-downs with blockading ships from the US Navy.
