A petty officer is a non-commissioned officer in many navies and is given the NATO rank denotion OR-5. In many nations, they are equal to a corporal or sergeant in comparison to other military branches, they may be superior to a seaman the lowest ranks in a navy, subordinate to a more senior non-commissioned officer, such as a chief petty officer. The modern petty officer dates back to the Age of Sail. Petty officers rank between most enlisted sailors; these were men with some claim to officer rank, sufficient to distinguish them from ordinary ratings, without raising them so high as the sea officers. Several were warrant officers, in the literal sense of being appointed by warrant, like the warrant sea officers, their superiors, they were among the specialists of the ship's company; the Oxford English Dictionary suggests that the title derives from the Anglo-Norman and Middle French "petit", meaning "of small size, little". Two of the petty officer's rates and master's mate, were a superior petty officer with a more general authority, but they remained no more than ratings.
However, it was quite possible for a warrant officer, in his role as a superior officer, to be court-martialed for striking a midshipman. This is because both were regarded as future sea officers, with the all-important social distinction of having the right to walk the quarterdeck. Midshipmen wore distinctive uniforms, master's mates dressed respectably, both behaved like officers; the master's mate rating evolved into the rank of sub-lieutenant, midshipman evolved into naval cadet. There are two petty officer ranks in the Royal Canadian Navy. Petty officer, 2nd class is equivalent to a sergeant and petty officer, 1st class is equivalent to a warrant officer. Petty officers are addressed as "Petty Officer Bloggins" or "PO Bloggins", thereafter as "PO"; the "1st class" and "2nd class" designations are only used when such a distinction needs to be made, such as on a promotion parade or to distinguish two petty officers with similar names but different ranks. The NATO rank denotion for "petty officer, 2nd class" is OR-6.
The NATO rank denotion for "petty officer, 1st class" is OR-7. A petty officer is a non-commissioned officer in the Indian Navy, equivalent to the NATO rank enlisted grade of OR-5, they are equal in rank to a sub inspector of police in the Indian Police Services, or sergeant in the Indian Army and Indian Air Force. A petty officer is superior in rank to a leading rate and subordinate to a chief petty officer, as is the case in the majority of Commonwealth navies. A petty officer has the ability to work as a leader, capable of taking charge of a group of personnel, taking roles in the training and recruitment of new members of the Indian Navy. In the Royal Navy, the rate of petty officer comes above that of leading rating and below that of chief petty officer, it is the equivalent of sergeant in British Army and Royal Air Force. Petty officer is the lowest of the senior rating grades. Petty officers, like all senior rates, wear "aft" rig; the title of petty officer in the United States Navy and United States Coast Guard has three separate "classes" and three senior grades.
Petty officer, first class is equivalent in paygrade to staff sergeant in the United States Army and Marine Corps, technical sergeant in the United States Air Force. Petty officer, second class is equivalent in paygrade to sergeant in the United States Army and Marine Corps, staff sergeant in the United States Air Force. Petty officer, third class is equivalent in paygrade to corporal in the United States Army, corporal in the United States Marine Corps, senior airman in the United States Air Force. Enlisted rank has two components: rating. Both components are reflected in the title. A sailor in the rate of petty officer first class with a rating of yeoman, would be a Yeoman 1st Class. In the Navy, it is acceptable to refer to Petty Officer as such, while in the Coast Guard, rating is always used. A warrant officer is an officer in a military organisation, designated an officer by a warrant, as distinguished from a commissioned officer, designated an officer by a commission, a non-commissioned officer, designated an officer by virtue of seniority. The rank was first used in the 13th century in the Royal Navy and is today used in most services in many countries, including the Commonwealth nations and the United States. Outside the United States, warrant officers are included in the "other ranks" category, equivalent to the US "E" category and rank between non-commissioned officers and commissioned officers; the warrant officers in Commonwealth navies rank between chief petty officer and sub-lieutenant, in Commonwealth air forces between flight sergeant and pilot officer, in Commonwealth armies between staff sergeant and second lieutenant. Warrant officers in the United States are in the "W" category. Chief warrant officers are commissioned by the President of the United States and take the same oath as regular commissioned officers.
They may be technical experts with a long service as enlisted personnel, or direct entrants, notably for U. S. Army helicopter pilots; the warrant officer corps began in the nascent Royal Navy. At that time, noblemen with military experience took command of the new navy, adopting the military ranks of lieutenant and captain; these officers had no knowledge of life on board a ship—let alone how to navigate such a vessel—and relied on the expertise of the ship's master and other seamen who tended to the technical aspects of running the ship. As cannon came into use, the officers required gunnery experts. Literacy was one thing that most warrant officers had in common, this distinguished them from the common seamen: according to the Admiralty regulations, "no person shall be appointed to any station in which he is to have charge of stores, unless he can read and write, is sufficiently skilled in arithmetic to keep an account of them correctly". Since all warrant officers had responsibility for stores, this was enough to debar the illiterate.
In origin, warrant officers were specialist professionals whose expertise and authority demanded formal recognition. In the 18th century they fell into two clear categories: on the one hand, those privileged to share with the commissioned officers in the wardroom and on the quarterdeck. Somewhere between the two, were the standing officers; these classes of warrant officer messed in the wardroom with the commissioned officers: the master: the senior warrant officer, a qualified navigator and experienced seaman who set the sails, maintained the ship's log and advised the captain on the seaworthiness of the ship and crew. In the early 19th century, they were joined in the wardroom by naval chaplains, who had warrant officer status; the standing officers were: the boatswain: responsible for maintenance of the ship's boats, rigging and cables. Other warrant officers included surgeon's mates, boatswain's mates and carpenter's mates, armourers and clerks. Masters-at-arms, who had overseen small-arms provision on board, had by this time taken on responsibility for discipline.
By the end of the century, the rank structure could be illustrated as follows: In 1843, the wardroom warrant officers were given commissioned status, while in 1853 the lower-grade warrant officers were absorbed into the new rate of chief petty officer, both classes thereby ceasing to be warrant officers. On 25 July 1864 the standing warrant officers were divided into two grades: warrant officers and chief warrant officers. By the time of the First World War, their ranks had been expanded with the adoption of modern technology in the Royal Navy to include telegraphists, shipwrights, artificer engineers, etc. Both warrant officers and commissioned warrant officers messed in the warrant officers' mess rather than the wardroom. Warrant officers and commissioned warrant officers carried swords, were saluted by ratings, ranked between sub-lieutenants and midshipmen. In 1949, the ranks of warrant officer and commissioned warrant officer were changed to "commissioned officer" and "senior commissioned officer", the latter ranking with but after the rank of lieutenant, they were admitted to the wardroom, the warrant officers' messes closing down.

A non-commissioned officer is a military officer who has not earned a commission. Non-commissioned officers obtain their position of authority by promotion through the enlisted ranks. In contrast, commissioned officers hold higher ranks than NCOs, have more legal responsibilities, are paid more, have more non-military training such as a university diploma. Commissioned officers earn their commissions without having risen through the enlisted ranks; the NCO corps includes all grades of corporal and sergeant. The naval equivalent includes all grades of petty officer. There are different classes of non-commissioned officer, including junior non-commissioned officers and senior non-commissioned officers; the non-commissioned officer corps is referred to as "the backbone" of the armed services, as they are the primary and most visible leaders for most military personnel. Additionally, they are the leaders responsible for executing a military organization's mission and for training military personnel so they are prepared to execute their missions.
NCO training and education includes leadership and management as well as service-specific and combat training. Senior NCOs are considered the primary link between enlisted personnel and the commissioned officers in a military organization, their advice and guidance are important for junior officers and in many cases to officers of all senior ranks, who begin their careers in a position of authority without practical knowledge and experience. In the Australian Army, lance corporals and corporals are classified as junior NCOs, while sergeants and warrant officers are classified as senior NCOs. In the New South Wales Police Force, NCOs perform supervisory and coordination roles; the ranks of probationary constable through to leading senior constable are referred to as "constables". All NCOs within the NSW Police are given a warrant of appointment under the Commissioner's hand and seal. All officers within the Australian Defence Force Cadets are non-commissioned. ADFC officers are appointed by the Director-General of their respective branch.
In the Canadian Forces, the Queen's Regulations and Orders formally defined a non-commissioned officer as "A Canadian Forces member holding the rank of Sergeant or Corporal." In the 1990s, the term "non-commissioned member" was introduced to indicate all ranks in the Canadian Forces from recruit to chief warrant officer. By definition, with the unification of the CF into one service, the rank of sergeant included the naval rank of petty officer 2nd class, corporal includes the naval rank of leading seaman. NCOs are divided into two categories: junior non-commissioned officers, consisting of corporals/leading seamen and master corporals/master seamen. In the Royal Canadian Navy, the accepted definition of "NCO" reflects the international use of the term. Junior non-commissioned officers billet with privates and seamen. Conversely, senior non-commissioned officers billet with warrant officers; as a group, NCOs rank below warrant officers. The term "non-commissioned members" includes these ranks.
In the Finnish Defence Force, NCO's includes all ranks from corporal to sergeant major. Ranks of lance corporal and leading seaman are considered not to be NCO ranks; this ruling applies to all branches of service and to the troops of the Border Guard. In France and most former French colonies, the term sous-officier is a class of ranks between the rank-and-file and commissioned officers. Corporals belong to the rank-and-file. Sous-officiers include two subclasses: "subalternes" and "supérieurs". "Sous-officiers supérieurs" can perform various functions within a regiment or battalion, including commanding a platoon or section. In Germany and German-speaking countries like Austria, the term Unteroffizier describes a class of ranks between normal enlisted personnel and officers. In this group of ranks there are, in Germany, two other classes: Unteroffiziere mit Portepee and Unteroffiziere ohne Portepee, both containing several ranks, which in Austria would be Unteroffiziere and Höhere Unteroffiziere.

Royal Canadian Navy
The Royal Canadian Navy is the naval force of Canada. The RCN is one of three environmental commands within the unified Canadian Armed Forces; as of 2017, Canada's navy operates 12 frigates, 4 patrol submarines, 12 coastal defence vessels and 8 unarmed patrol/training vessels, as well as several auxiliary vessels. The Royal Canadian Navy consists of 8,500 Regular Force and 5,100 Primary Reserve sailors, supported by 5,300 civilians. Vice-Admiral Ron Lloyd is the current Commander of the Royal Canadian Navy and Chief of the Naval Staff. Founded in 1910 as the Naval Service of Canada and given royal sanction on 29 August 1911, the Royal Canadian Navy was amalgamated with the Royal Canadian Air Force and the Canadian Army to form the unified Canadian Armed Forces in 1968, after which it was known as "Maritime Command" until 2011. In 2011, its historical title of "Royal Canadian Navy" was restored. Over the course of its history, the RCN has served in the First and Second World Wars, the Korean War, the Persian Gulf War, the War in Afghanistan and numerous United Nations peacekeeping missions and NATO operations.
Established following the introduction of the Naval Service Act by Prime Minister Sir Wilfrid Laurier, the Naval Service of Canada was intended as a distinct naval force for Canada, should the need arise, could be placed under British control. The bill received royal assent on 4 May 1910. Equipped with two former Royal Navy vessels, HMCS Niobe and HMCS Rainbow, King George V granted permission for the service to be known as the Royal Canadian Navy on 29 August 1911. During the first years of the First World War, the RCN's six-vessel naval force patrolled both the North American west and east coasts to deter the German naval threat, with a seventh ship, HMCS Shearwater joining the force in 1915. Just before the end of the war in 1918, the Royal Canadian Naval Air Service was established with the purpose of carrying out anti-submarine operations. After the war, the Royal Canadian Navy took over certain responsibilities of the Department of Transport's Marine Service, started to build its fleet, with the first warships designed for the RCN being commissioned in 1932.
At the outbreak of the Second World War, the Navy had 145 officers and 1,674 men. During the Second World War, the Royal Canadian Navy expanded ultimately gaining responsibility for the entire Northwest Atlantic theatre of war. By the end of the war, the RCN had become the fifth-largest navy in the world after the United States Navy, the Royal Navy, the Imperial Japanese Navy, the Soviet Navy, with over 900 vessels and 375 combat ships. During the Battle of the Atlantic, the RCN sank 31 U-boats and sank or captured 42 enemy surface vessels, while completing 25,343 merchant crossings; the Navy lost 1,797 sailors in the war. In 1940–41, the Royal Canadian Navy Reserves scheme for training yacht club members developed the first central registry system. From 1950 to 1955, during the Korean War, Canadian destroyers maintained a presence off the Korean peninsula, engaging in shore bombardments and maritime interdiction. During the Cold War, the Navy developed an anti-submarine capability to counter the growing Soviet naval threat.
In the 1960s, the Royal Canadian Navy retired most of its Second World War vessels, further developed its anti-submarine warfare capabilities by acquiring the Sikorsky CH-124 Sea King, pioneered the use of large maritime helicopters on small surface vessels. At that time, Canada was operating an aircraft carrier, HMCS Bonaventure, flying the McDonnell F2H Banshee fighter jet until 1962, as well as various other anti-submarine aircraft. From 1964 through 1968, under the Liberal government of Lester B. Pearson, the Royal Canadian Navy, Royal Canadian Air Force and Canadian Army were amalgamated to form the unified Canadian Forces; this process was overseen by then–Defence Minister Paul Hellyer. The controversial merger resulted in the abolition of the Royal Canadian Navy as a separate legal entity. All personnel and aircraft became part of Maritime Command, an element of the Canadian Armed Forces; the traditional naval uniform was eliminated and all naval personnel were required to wear the new Canadian Armed Forces rifle green uniform, adopted by former Royal Canadian Air Force and Canadian Army personnel.
Ship-borne aircraft continued to be under the command of MARCOM, while shore-based patrol aircraft of the former Royal Canadian Air Force were transferred to MARCOM. In 1975 Air Command was formed and all maritime aircraft were transferred to Air Command's Maritime Air Group; the unification of the Canadian Forces in 1968 was the first time that a nation with a modern military combined its separate naval and air elements into a single service. The 1970s saw the addition of four Iroquois-class destroyers, which were updated to air defence destroyers, in the late 1980s and 1990s the construction of twelve Halifax-class frigates and the purchase of the Victoria-class submarines. In 1990, Canada deployed three warships to support Operation Friction. In the decade, ships were deployed to patrol the Adriatic Sea during the Yugoslav Wars and the Kosovo War. More Maritime Command provided vessels to serve as a part of Operation Apollo and to combat piracy off the coast of Somalia. Following the Official Languages Act enshrinement in 1969, MARCOM instituted the French Language Unit, which constituted a francophone unit with the navy.

The Royal Canadian Air Force is the air force of Canada. Its role is to "provide the Canadian Forces with relevant and effective airpower"; the RCAF is one of three environmental commands within the unified Canadian Armed Forces. As of 2013, the Royal Canadian Air Force consists of 14,500 Regular Force and 2,600 Primary Reserve personnel, supported by 2,500 civilians, operates 258 manned aircraft and 9 unmanned aerial vehicles. Lieutenant-General Al Meinzinger is the current Commander of the Royal Canadian Air Force and Chief of the Air Force Staff; the Royal Canadian Air Force is responsible for all aircraft operations of the Canadian Forces, enforcing the security of Canada's airspace and providing aircraft to support the missions of the Royal Canadian Navy and the Canadian Army. The RCAF is a partner with the United States Air Force in protecting continental airspace under the North American Aerospace Defense Command; the RCAF provides all primary air resources to and is responsible for the National Search and Rescue Program.
The RCAF traces its history to the Canadian Air Force, formed in 1920. The Canadian Air Force was granted royal sanction in 1924 by King George V to form the Royal Canadian Air Force. In 1968, the RCAF was amalgamated with the Royal Canadian Navy and the Canadian Army, as part of the unification of the Canadian Forces. Air units were split between several different commands: Air Defence Command, Air Transport Command, Mobile Command, Maritime Command, as well as Training Command. In 1975, some commands were dissolved, all air units were placed under a new environmental command called Air Command. Air Command reverted to its historic name of "Royal Canadian Air Force" in August 2011; the Royal Canadian Air Force has served in the Second World War, the Korean War, the Persian Gulf War, as well as several United Nations peacekeeping missions and NATO operations. As a NATO member, the force maintained a presence in Europe during the second half of the 20th century; the Canadian Air Force was established in 1920 as the successor to a short-lived two-squadron Canadian Air Force, formed during the First World War in Europe.
John Scott Williams, MC, AFC, was tasked in 1921 with organizing the CAF, handing command over the same year to Air Marshal Lindsay Gordon. The new Canadian Air Force was a branch of the Air Board and was chiefly a training militia that provided refresher training to veteran pilots. Many CAF members worked with the Air Board's Civil Operations Branch on operations that included forestry and anti-smuggling patrols. In 1923, the CAF became responsible including civil aviation. In 1924, the Canadian Air Force, was granted the royal title. Most of its work was civil in nature. After budget cuts in the early 1930s, the air force began to rebuild. During the Second World War, the RCAF was a major contributor to the British Commonwealth Air Training Plan and was involved in operations in Great Britain, the north Atlantic, North Africa, southern Asia, with home defence. By the end of the war, the RCAF had become the fourth largest allied air force. During WWII the Royal Canadian Air Force were headquartered in London.
A commemorative plaque can be found on the outside of the building. After the war, the RCAF reduced its strength; because of the rising Soviet threat to the security of Europe, Canada joined NATO in 1949, the RCAF established No. 1 Air Division RCAF consisting of four wings with three fighter squadrons each, based in France and West Germany. In 1950, the RCAF became involved with the transport of supplies to the Korean War. Members of the RCAF served in USAF units as several flew in combat. Both auxiliary and regular air defence squadrons were run by Air Defence Command. At the same time, the Pinetree Line, the Mid-Canada Line and the DEW Line radar stations operated by the RCAF, were built across Canada because of the growing Soviet nuclear threat. In 1957, Canada and the United States created the joint North American Air Defense Command. Coastal defence and peacekeeping became priorities during the 1950s and 1960s. In 1968, the Royal Canadian Navy, Royal Canadian Air Force and Canadian Army were amalgamated to form the unified Canadian Forces.
This initiative was overseen by Liberal Defence Minister, Paul Hellyer. The controversial merger maintained several existing organizations and created some new ones: In Europe, No. 1 Air Division, operated Canadair CF-104 Starfighter nuclear strike/attack and reconnaissance under NATO's 4 ATAF. Aviation assets of the Royal Canadian Navy were combined with the RCAF Canadair CP-107 Argus long-range patrol aircraft under Maritime Command. In 1975, the different commands, the scattered aviation assets, were consolidated under Air Command.
