David Phillip Roe is an American politician and physician who was the U.S. representative for Tennessee's 1st congressional district, serving from 2009 to 2021. He is a member of the Republican Party. From 2017 to 2019, Roe was chairman of the House Committee on Veterans Affairs.

Tennessee's 1st congressional district
Tennessee's 1st congressional district is the congressional district of northeast Tennessee, including all of Carter, Cocke, Greene, Hamblen, Hancock, Hawkins, Johnson, Sullivan, Unicoi, Washington, and Sevier counties and parts of Jefferson County. It is largely coextensive with the Tennessee portion of the Tri-Cities region of northeast Tennessee and southwest Virginia. With a Cook Partisan Voting Index rating of R+30, it is the most Republican district in Tennessee.
Democratic U.S. Representatives Andrew Jackson (1796–1797, at large) and Andrew Johnson (1843–1853, 1st) represented this area and later served as President of the United States
