The Southeastern Pennsylvania Transportation Authority is a regional public transportation authority that operates bus, rapid transit, commuter rail, light rail, electric trolleybus services for nearly 4 million people in five counties in and around Philadelphia, Pennsylvania. It manages projects that maintain and expand its infrastructure and vehicles. SEPTA is the major transit provider for Philadelphia and the counties of Delaware, Montgomery and Chester, it is a state-created authority, with the majority of its board appointed by the five Pennsylvania counties it serves. While several SEPTA commuter rail lines terminate in the nearby states of Delaware and New Jersey, additional service to Philadelphia from those states is provided by other agencies: the PATCO Speedline from Camden County, New Jersey is run by the Delaware River Port Authority, a bi-state agency. SEPTA has the 6th-largest U. S. rapid transit system by ridership, the 5th largest overall transit system, with about 306.9 million annual unlinked trips.
It controls 290 active stations, over 450 miles of track, 2,295 revenue vehicles, 196 routes. It oversees shared-ride services in Philadelphia and ADA services across the region, which are operated by third-party contractors. SEPTA is one of only two U. S. transit authorities that operates all of the five major types of terrestrial transit vehicles: regional rail trains, "heavy" rapid transit trains, light rail vehicles and motorbuses. SEPTA's headquarters are at 1234 Market Street in Philadelphia. SEPTA was created by the Pennsylvania legislature on August 17, 1963, to coordinate government subsidies to various transit and railroad companies in southeastern Pennsylvania, it commenced on February 18, 1964. On November 1, 1965, SEPTA absorbed two predecessor agencies: The Passenger Service Improvement Corporation, created January 20, 1960 to work with the Reading Company and Pennsylvania Railroad to improve commuter rail service and help the railroads maintain otherwise unprofitable passenger rail service.
The Southeastern Pennsylvania Transportation Compact, created September 8, 1961 by the City of Philadelphia and the Counties of Montgomery and Chester to coordinate regional transport issues. By 1966, the Reading Company and Pennsylvania Railroad commuter railroad lines were operated under contract to SEPTA. On February 1, 1968, the Pennsylvania Railroad merged with the New York Central railroad to become Penn Central, only to file for bankruptcy on June 21, 1970. Penn Central continued to operate in bankruptcy until 1976, when Conrail took over its assets along with those of several other bankrupt railroads, including the Reading Company. Conrail operated commuter services under contract to SEPTA until January 1, 1983, when SEPTA took over operations and acquired track, rolling stock, other assets to form the Railroad Division. Like New York's Second Avenue Subway, the original proposal for the Roosevelt Boulevard Subway dates to 1913, but construction has remained elusive. Instead, after completing the Frankford Elevated, transit service in and around the city stagnated until the early 2000s.
On September 30, 1968, SEPTA acquired the Philadelphia Transportation Company, which operated a citywide system of bus and trackless trolley routes, the Market–Frankford Line, the Broad Street Line and the Delaware River Bridge Line which became SEPTA's City Transit Division. The PTC had been created in 1940 with the merger of the Philadelphia Rapid Transit Company and a group of smaller independent transit companies operating within the city and its environs. On January 30, 1970, SEPTA acquired the Philadelphia Suburban Transportation Company known as the Red Arrow Lines, which included the Philadelphia and Western Railroad route now called the Norristown High Speed Line, the Media and Sharon Hill Lines and several suburban bus routes in Delaware County. Today, this is the Victory Division. On March 1, 1976, SEPTA acquired the transit operations of Schuylkill Valley Lines, today the Frontier Division. Meanwhile, SEPTA began to take over the Pennsylvania Railroad and Reading Company commuter trains.
SEPTA sought to consolidate the formerly-competing services, leading to severe cutbacks in the mid-1980s. Subsequent proposals have been made to restore service to Allentown, West Chester and Newtown, with support from commuters, local officials and pro-train advocates. SEPTA's planning department focused on the Schuylkill Valley Metro, a "cross-county metro" that would re-establish service to Phoenixville and Reading without requiring the rider to go into Philadelphia. However, ridership projections were dubious, the FRA refused to fund the project. Many derelict lines under SEPTA ownership have been converted to rail trails, postponing any restoration proposals for the foreseeable future. Proposals have been made for increased service on existing lines, including evenings and Sundays to Wilmington and Newark in Delaware. Maryland's MARC commuter rail system is considering extending its service as far as Newark, which would allow passengers to connect directly between SEPTA and MARC. Morton Homestead is a historic homestead, part of Morton Homestead State Park at 100 Lincoln Avenue in Prospect Park, Delaware County, Pennsylvania. The homestead was founded in 1654 by Morton Mortenson, a Finnish immigrant, when the area was part of the New Sweden colony. Mortenson's great-grandson, John Morton, signed the Declaration of Independence in 1776. U.S. Route 13
U. S. Route 13 is a north–south U. S. highway established in 1926 that runs for 517 miles from Interstate 95 just north of Fayetteville, North Carolina to the northeastern suburbs of Philadelphia, Pennsylvania, in Morrisville. In all, it traverses five states in the Atlantic coastal plain region, it follows the Atlantic coast more than does the main north–south U. S. highway of the region, U. S. Route 1, its routing is rural, the notable exceptions being the Hampton Roads area and the northern end of the highway in Delaware and Pennsylvania. It is notable for being the main thoroughfare for the Delmarva Peninsula and carrying the Chesapeake Bay Bridge–Tunnel to it in Virginia. US 13's original plan in 1926 had the route serve no further south than the Delmarva Peninsula. However, it has been extended many times, connecting to the mainland via ferry service and reaching North Carolina; this link across the mouth of the Chesapeake Bay became fixed in 1964 with a bridge-tunnel. The entire route on the Delmarva Peninsula save a few sections in Accomack County, Virginia have been dualized with four lanes, further upgrades continue, such as a freeway section around the east side of Salisbury, Maryland.
US 13 runs southwest to northeast through the eastern part of North Carolina. It begins at Interstate 95 near Fayetteville as a continuation of the Fayetteville Outer Loop and heads northeast, intersecting U. S. Route 421 in Spivey's Corner and Interstate 40 and U. S. Route 701 in Newton Grove, it passes through the city of Goldsboro, where it intersects U. S. Route 70 and U. S. Route 117. US 13 continues northeast and shares a brief concurrency with U. S. Route 264 before passing through the city of Greenville. US 13 heads north from Greenville, following the limited-access U. S. Route 64 east between Bethel and Williamston and U. S. Route 17 north between Williamston and Windsor. US 13 heads north from Windsor towards the Virginia border and crosses U. S Route 158 in Gates. US 13 continues north, expanding to four lanes near Suffolk and diverges onto the Suffolk Bypass where it joins U. S. Route 58 and U. S Route 460. It continues through the Hampton Roads area on the Military Highway and continues north to the Chesapeake Bay Bridge–Tunnel, which the route uses to continue across the Chesapeake Bay to the Eastern Shore of Virginia. Here, US 13 is the main north–south route of the region, connects to most cities and towns with four more business routes forming loops off the highway. North of New Church, US 13 crosses the state border into Maryland. US 13 passes through the lower Eastern Shore region of Maryland, it runs through Pocomoke City in Worcester County, where it meets the southern terminus of U. S. Route 113, it continues north into Somerset County. It enters Wicomico County, where it bypasses the city of Salisbury and the town of Fruitland to the east on the limited-access Salisbury Bypass with the former alignment signed as U. S. Route 13 Business. On the northeastern part of the bypass, US 13 is concurrent with U. S. Route 50. North of Salisbury, US 13 continues to the state line town of Delmar. US 13 runs through the entire north–south length of Delaware.
It enters the state in Delmar and runs through western Sussex County, intersecting U. S. Route 9 in Laurel and passing through the city of Seaford, it heads north towards the state capital of Dover. US 13 forms the commercial district of the city of Dover. Between Dover and Wilmington in New Castle County, US 13 is paralleled by Delaware Route 1, it crosses the Delaware Canal on the St. Georges Bridge. US 13 continues towards Wilmington, sharing a concurrency with U. S. Route 40 in the New Castle area, it bypasses the heart of Wilmington to the east, with U. S. Route 13 Business passing through the downtown area. US 13 parallels Interstate 495 between the Pennsylvania border. Upon entering the Commonwealth of Pennsylvania from Delaware, US 13 runs along the banks of the Delaware River parallel to Interstate 95 through Delaware County, it runs a southwest to northeast path through the city of Philadelphia. It traverses West Philadelphia on many one-way pairs and passes by the Philadelphia Zoo. US 13 runs through North Philadelphia and Northeast Philadelphia by following Hunting Park Avenue, the Roosevelt Boulevard, Frankford Avenue, where it crosses the oldest bridge in the United States.
US 13 enters Bucks County, again following I-95 and the Delaware River. It ends after an interchange with US 1 in Falls Township, just west of Morrisville; the original 1925 U. S. highway plan, which never came to fruition, had provision for a U. S. Route 13 in North Carolina, it would have started in Wilmington and run at least as far north as Elizabeth City, following what would become US 17. Although US 13 was signed in most northern states by the late 1920s, it would not reach North Carolina until the early 1950s; the route was proposed as one of the first four-laned highways in the United States of America to Pierre S. du Pont by John J. Raskob so as to run from Wilmington, Delaware to the State Capital, Dover. Du Pont wanted a two-laned highway—which were standard at the time, but Raskob suggested, with the growth and development of Northern Delaware, there will be a future need for a four-laned one. Du Pont agreed and, sought to name the route after him. However, Raskob declined. Du Pont checked with the U.

National Register of Historic Places
The National Register of Historic Places is the United States federal government's official list of districts, buildings and objects deemed worthy of preservation for their historical significance. A property listed in the National Register, or located within a National Register Historic District, may qualify for tax incentives derived from the total value of expenses incurred preserving the property; the passage of the National Historic Preservation Act in 1966 established the National Register and the process for adding properties to it. Of the more than one million properties on the National Register, 80,000 are listed individually; the remainder are contributing resources within historic districts. For most of its history the National Register has been administered by the National Park Service, an agency within the United States Department of the Interior, its goals are to help property owners and interest groups, such as the National Trust for Historic Preservation, coordinate and protect historic sites in the United States.
While National Register listings are symbolic, their recognition of significance provides some financial incentive to owners of listed properties. Protection of the property is not guaranteed. During the nomination process, the property is evaluated in terms of the four criteria for inclusion on the National Register of Historic Places; the application of those criteria has been the subject of criticism by academics of history and preservation, as well as the public and politicians. Historic sites outside the country proper, but associated with the United States are listed. Properties can be nominated in a variety of forms, including individual properties, historic districts, multiple property submissions; the Register categorizes general listings into one of five types of properties: district, structure, building, or object. National Register Historic Districts are defined geographical areas consisting of contributing and non-contributing properties; some properties are added automatically to the National Register when they become administered by the National Park Service.
These include National Historic Landmarks, National Historic Sites, National Historical Parks, National Military Parks, National Memorials, some National Monuments. On October 15, 1966, the Historic Preservation Act created the National Register of Historic Places and the corresponding State Historic Preservation Offices; the National Register consisted of the National Historic Landmarks designated before the Register's creation, as well as any other historic sites in the National Park system. Approval of the act, amended in 1980 and 1992, represented the first time the United States had a broad-based historic preservation policy; the 1966 act required those agencies to work in conjunction with the SHPO and an independent federal agency, the Advisory Council on Historic Preservation, to confront adverse effects of federal activities on historic preservation. To administer the newly created National Register of Historic Places, the National Park Service of the U. S. Department of the Interior, with director George B.
Hartzog Jr. established an administrative division named the Office of Archeology and Historic Preservation. Hartzog charged OAHP with creating the National Register program mandated by the 1966 law. Ernest Connally was the Office's first director. Within OAHP new divisions were created to deal with the National Register; the division administered several existing programs, including the Historic Sites Survey and the Historic American Buildings Survey, as well as the new National Register and Historic Preservation Fund. The first official Keeper of the Register was an architectural historian. During the Register's earliest years in the late 1960s and early 1970s, organization was lax and SHPOs were small and underfunded. However, funds were still being supplied for the Historic Preservation Fund to provide matching grants-in-aid to listed property owners, first for house museums and institutional buildings, but for commercial structures as well. A few years in 1979, the NPS history programs affiliated with both the U.
S. National Parks system and the National Register were categorized formally into two "Assistant Directorates." Established were the Assistant Directorate for Archeology and Historic Preservation and the Assistant Directorate for Park Historic Preservation. From 1978 until 1981, the main agency for the National Register was the Heritage Conservation and Recreation Service of the United States Department of the Interior. In February 1983, the two assistant directorates were merged to promote efficiency and recognize the interdependency of their programs. Jerry L. Rogers was selected to direct this newly merged associate directorate, he was described as a skilled administrator, sensitive to the need for the NPS to work with SHPOs, local governments. Although not described in detail in the 1966 act, SHPOs became integral to the process of listing properties on the National Register; the 1980 amendments of the 1966 law further defined the responsibilities of SHPOs concerning the National Register.

Delaware County, Pennsylvania
Delaware County, colloquially referred to as Delco, is a county located in the U. S. state of Pennsylvania. With a population of 562,960, it is the fifth most populous county in Pennsylvania, the third smallest in area; the county was created on September 26, 1789, from part of Chester County, named for the Delaware River. Its county seat is Media; until 1850, Chester was the county seat of Delaware County and, before that, of Chester County. Delaware County is adjacent to the city-county of Philadelphia and is included in the Philadelphia–Camden–Wilmington, PA–NJ–DE–MD Metropolitan Statistical Area. Delaware County is the only county covered in its entirety by area codes 610 and 484. Delaware County lies in the river and bay drainage area named "Delaware" in honor of Thomas West, 3rd Baron De La Warr, Governor of the nearby English colony of Virginia; the land was explored by Henry Hudson in 1609, over the next several decades it was variously claimed and settled by the Swedes, the Dutch, the English.
Its original human inhabitants were the Lenni-Lenape tribe of American Indians. Once the Dutch were defeated and the extent of New York was determined, King Charles II of England made his grant to William Penn in order to found the colony which came to be named Pennsylvania. Penn divided his colony into three counties: Bucks and Chester; the riverfront land south of Philadelphia, being the most accessible, was granted and settled. In 1789, the southeastern portion of Chester County was divided from the rest and named Delaware County for the Delaware River. According to the U. S. Census Bureau, the county has a total area of 191 square miles, of which 184 square miles is land and 6.8 square miles is water. It is the third-smallest county in Pennsylvania by area. Delaware County is diamond- or kite-shaped, with the four sides formed by the Chester County boundary to the northwest, the boundary with the state of Delaware to the southwest, the Delaware River (forming the border with the state of New Jersey to the southeast, the city of Philadelphia and Montgomery County to the east and northeast.
The lowest point in the state of Pennsylvania is located on the Delaware River in Marcus Hook in Delaware County, where it flows out of Pennsylvania and into Delaware. The highest point in Delaware County is 500 feet at two points southeast of Wyola in Newtown Township. Waterways in Delaware County flow in a southward direction and drain into the Delaware River; the waterways are, from west to east: the Brandywine River, Naaman's Creek, Stoney Creek, Chester Creek, Ridley Creek, Crum Creek, Muckinipates Creek, Darby Creek and Cobbs Creek. Crum Creek was dammed in 1931 near Pennsylvania Route 252 to fill Springton Lake, an 391-acre drinking water reservoir maintained by Aqua America, the county's largest lake; the Trainer Refinery and the Port of Chester along located along the shores of the Delaware River. Montgomery County, Pennsylvania Philadelphia County, Pennsylvania Gloucester County, New Jersey New Castle County, Delaware Chester County, Pennsylvania Delaware County is one of four counties in the United States to border a state with which it shares the same name.
John Heinz National Wildlife Refuge 2,600 acres of the county are occupied by the Ridley Creek State Park. Delaware County is divided by the boundary between the humid subtropical and the hot-summer humid continental climate; the hardiness zones are 7b. As of the 2010 census, the county was 71.1% White non-Hispanic, 19.7% Black or African American, 0.2% Native American or Alaskan Native, 4.7% Asian, 0.0% Native Hawaiian, 2.0% were two or more races, 0.9% were some other race. 3.0% of the population were of Hispanic or Latino ancestry. As of the 2000 census, there were 550,864 people, 206,320 households, 139,472 families residing in the county; the population density was 2,990 people per square mile. There were 216,978 housing units at an average density of 1,178 per square mile; the racial makeup of the county was 80.32% White, 14.52% African American, 0.11% Native American, 3.29% Asian, 0.02% Pacific Islander, 0.56% from other races, 1.19% from two or more races. 1.52% of the population were Hispanic or Latino of any race.
24.6 % were of Irish, 10.1 % German and 6.7 % English ancestry. There were 206,320 households out of which 31.50% had children under the age of 18 living with them, 50.80% were married couples living together, 12.90% had a female householder with no husband present, 32.40% were non-families. 27.60% of all households were made up of individuals and 11.60% had someone living alone, 65 years of age or older. The average household size was 2.56 and the average family size was 3.17. In the county, the population was spread out with 24.80% under the age of 18, 8.90% from 18 to 24, 28.80% from 25 to 44, 21.90% from 45 to 64, 15.60% who were 65 years of age or older. The median age was 37 years. For every 100 females there were 91.20 males. For every 100 females age 18 and over, there were 86.90 males. The median income for a household in the county was $50,092, the median income for a family was $61,590. Males had a median income of $44,155 versus $31,831 for females; the per capita income for the county was $25,040.

American Civil War
The American Civil War was a war fought in the United States from 1861 to 1865, between the North and the South. The Civil War is the most studied and written about episode in U. S. history. As a result of the long-standing controversy over the enslavement of black people, war broke out in April 1861 when secessionist forces attacked Fort Sumter in South Carolina shortly after Abraham Lincoln had been inaugurated as the President of the United States; the loyalists of the Union in the North proclaimed support for the Constitution. They faced secessionists of the Confederate States in the South, who advocated for states' rights to uphold slavery. Among the 34 U. S. states in February 1861, secessionist partisans in seven Southern slave states declared state secessions from the country and unveiled their defiant formation of a Confederate States of America in rebellion against the U. S. Constitutional government; the Confederacy grew to control over half the territory in eleven states, it claimed the additional states of Kentucky and Missouri by assertions from exiled native secessionists without territory or population.
These were given full representation in the Confederate Congress throughout the Civil War. The two remaining slave holding states of Delaware and Maryland were invited to join the Confederacy, but nothing substantial developed; the Confederate States was never diplomatically recognized by the government of the United States or by that of any foreign country. The states that remained loyal to the U. S. were known as the Union. The Union and the Confederacy raised volunteer and conscription armies that fought in the South over the course of four years. Intense combat left 620,000 to 750,000 people dead, more than the number of U. S. military deaths in all other wars combined. The war ended when General Robert E. Lee surrendered to General Ulysses S. Grant at the Battle of Appomattox Court House. Confederate generals throughout the southern states followed suit. Much of the South's infrastructure was destroyed the transportation systems; the Confederacy collapsed, slavery was abolished, four million black slaves were freed.
During the Reconstruction Era that followed the war, national unity was restored, the national government expanded its power, civil rights were granted to freed black slaves through amendments to the Constitution and federal legislation. In the 1860 presidential election, led by Abraham Lincoln, supported banning slavery in all the U. S. territories. The Southern states viewed this as a violation of their constitutional rights and as the first step in a grander Republican plan to abolish slavery; the three pro-Union candidates together received an overwhelming 82% majority of the votes cast nationally: Republican Lincoln's votes centered in the north, Democrat Stephen A. Douglas' votes were distributed nationally and Constitutional Unionist John Bell's votes centered in Tennessee and Virginia; the Republican Party, dominant in the North, secured a plurality of the popular votes and a majority of the electoral votes nationally. He was the first Republican Party candidate to win the presidency.
However, before his inauguration, seven slave states with cotton-based economies declared secession and formed the Confederacy. The first six to declare secession had the highest proportions of slaves in their populations, with an average of 49 percent. Of those states whose legislatures resolved for secession, the first seven voted with split majorities for unionist candidates Douglas and Bell, or with sizable minorities for those unionists. Of these, only Texas held a referendum on secession. Eight remaining slave states continued to reject calls for secession. Outgoing Democratic President James Buchanan and the incoming Republicans rejected secession as illegal. Lincoln's March 4, 1861, inaugural address declared that his administration would not initiate a civil war. Speaking directly to the "Southern States", he attempted to calm their fears of any threats to slavery, reaffirming, "I have no purpose, directly or indirectly to interfere with the institution of slavery in the United States where it exists.
I believe I have no lawful right to do so, I have no inclination to do so." After Confederate forces seized numerous federal forts within territory claimed by the Confederacy, efforts at compromise failed and both sides prepared for war. The Confederates assumed that European countries were so dependent on "King Cotton" that they would intervene, but none did, none recognized the new Confederate States of America. Hostilities began on April 1861, when Confederate forces fired upon Fort Sumter. While in the Western Theater the Union made significant permanent gains, in the Eastern Theater, the battle was inconclusive during 1861–1862. In September 1862, Lincoln issued the Emancipation Proclamation, which made ending slavery a war goal. To the west, by summer 1862 the Union destroyed the Confederate river navy much of its western armies, seized New Orleans; the successful 1863 Union siege of Vicksburg split the Confederacy in two at the Mississippi River. In 1863, Robert E. Lee's Confederate incursion north ended at the Battle of Gettysburg.
Western successes led to Ulysses S. Grant's command of all Union armies in 1864. United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero.
