Province No. 3
Province No. 3 is one of the seven provinces of Nepal established by the country's new constitution of 20 September 2015. Home to the country's capital Kathmandu, it is hilly and mountainous, home to peaks including Gaurishankar, Langtang and Ganesh; the province covers an area of 20,300 km2, about 14% of the country's total area, has an altitude low enough to support deciduous and alpine forest and woodland. Temperature varies with altitude. Rainfall takes place during the summer; the Province borders the Tibet Autonomous Region of China to the north, Province No. 1 to the east, Gandaki Pradesh to the west, both Province No. 2 and the Indian state of Bihar to the south. As per a 17 January 2018 Federal cabinet meeting, Hetauda has been declared the interim state capital; the most populous province of Nepal, it possesses rich cultural diversity, with resident communities and castes including Newar, Sherpa, Chepang, Brahmin, Tharu, Chepang and more. It hosted the highest number of voters in the last election for the House of Representatives and Provincial Assembly, which took place in 2017.
The Governor acts as the head of the province while the Chief Minister is the head of the provincial government. The Chief Judge of the Patan High Court is the head of the judiciary; the present Governor, Chief Minister and Chief Judge are Anuradha Koirala, Dormani Poudel and Tek Bahadur Moktan respectively. The province has 110 provincial assembly constituencies and 35 House of Representative constituencies. Province No. 3 has a unicameral legislature, like all of the other provinces in Nepal. The term length of provincial assembly is five years; the Provincial Assembly of Province No. 3 is temporarily housed at the Regional Education Directorate in Hetauda. Province No. 3 is divided into 13 districts, which are listed below. A district is administrated by the head of the District Coordination Committee and the District Administration Officer; the districts are further divided into rural municipalities. The municipalities include three metropolitan cities, one sub-metropolitan city and 41 municipalities.

A landlocked state or landlocked country is a sovereign state enclosed by land, or whose only coastlines lie on closed seas. There are 49 such countries, including five recognised states; as a rule, being landlocked creates political and economic handicaps that access to the high seas avoids. For this reason, states large and small across history have striven to gain access to open waters at great expense in wealth and political capital; the economic disadvantages of being landlocked can be alleviated or aggravated depending on degree of development, language barriers, other considerations. Some landlocked countries are quite affluent, such as Switzerland, Liechtenstein and Austria, all of which employ neutrality to their political advantage; the majority, are classified as Landlocked Developing Countries. Nine of the twelve countries with the lowest Human Development Indices are landlocked. Being landlocked has been disadvantageous to a country's development, it cuts a nation off from important sea resources such as fishing, impedes or prevents direct access to seaborne trade, a crucial component of economic and social advance.
As such, coastal regions tended to be wealthier and more populated than inland ones. Paul Collier in his book The Bottom Billion argues that being landlocked in a poor geographic neighborhood is one of four major development "traps" by which a country can be held back. In general, he found that when a neighboring country experiences better growth, it tends to spill over into favorable development for the country itself. For landlocked countries, the effect is strong, as they are limited in their trading activity with the rest of the world, he states, ``, you serve the world. Others have argued that being landlocked may be a blessing as it creates a "natural tariff barrier" which protects the country from cheap imports. In some instances, this has led to more robust local food systems. Landlocked developing countries have higher costs of international cargo transportation compared to coastal developing countries. Countries thus have made particular efforts to avoid being landlocked, by acquiring land that reaches the sea: As result of a 2005 territorial exchange with Ukraine, Moldova received a 600 m-long bank of the Danube River, subsequently building its Port of Giurgiulești there.
The International Congo Society, which owned the territory now constituting the Democratic Republic of the Congo, was awarded a narrow piece of land cutting through Angola to connect it to the sea by the Conference of Berlin in 1885. The Republic of Ragusa once gave the town of Neum to the Ottoman Empire because it did not want to have a land border with Venice. Since Bosnia and Herzegovina is a new country and ports have not been built for its need. There is no freight port along its short coastline at Neum, making it landlocked, although there are plans to change this. Instead the port of Ploče in Croatia is used. After World War I, in the Treaty of Versailles, a part of Germany designated "the Polish corridor" was given to the new Second Polish Republic, for access to the Baltic Sea; this without a large harbour. This was the pretext for making Danzig with its harbour the Free City of Danzig, to which Poland was given free access. However, the Germans placed obstacles to this free access when it came to military material.
In response, the small fishing harbour of Gdynia was soon enlarged. Until the dissolution of Austria–Hungary in 1918 at the end of World War I, Austrians and that empire's other nationalities had served in that country's navy, but since Austria and Hungary have both been landlocked countries. Countries can make agreements on getting free transport of goods through neighbor countries: The Treaty of Versailles required Germany to offer Czechoslovakia a lease for 99 years of parts of the ports in Hamburg and Stettin, allowing Czechoslovakia sea trade via the Elbe and Oder rivers. Stettin was annexed by Poland after World War II, but Hamburg continued the contract so that part of the port may still be used for sea trade by a successor of Czechoslovakia, the Czech Republic; the Danube is an international waterway, thus landlocked Austria, Moldova and Slovakia have secure access to the Black Sea. However, oceangoing ships cannot use the Danube, so cargo must be transloaded anyway, many overseas imports into Austria and Hungary use land transport from Atlantic and Mediterranean ports.
A similar situation exists for the Rhine river where Switzerland has boat access, but not oceangoing ships. Luxembourg has such through the Moselle, but Liechtenstein has no boat access though it is located along the Rhine, as the Rhine is not navigable that far upstream; the Mekong is an international waterway. However, it is not navigable above the Khone Phapheng Falls. Free ports allow transshipment to short-distance ships or river vessels; the TIR Treaty allows sealed road transport without customs checks and charges in Europe. South Asia or Southern Asia, is a term used to represent the southern region of the Asian continent, which comprises the sub-Himalayan SAARC countries and, for some authorities, adjoining countries to the west and east. Topographically, it is dominated by the Indian Plate, which rises above sea level as Nepal and northern parts of India situated south of the Himalayas and the Hindu Kush. South Asia is bounded on the south by the Indian Ocean and on land by West Asia, Central Asia, East Asia, Southeast Asia; the current territories of Afghanistan, Bhutan, Nepal, India and Sri Lanka form South Asia. The South Asian Association for Regional Cooperation is an economic cooperation organisation in the region, established in 1985 and includes all eight nations comprising South Asia. South Asia covers about 5.2 million km2, 11.71% of the Asian continent or 3.5% of the world's land surface area. The population of South Asia is about 1.891 billion or about one fourth of the world's population, making it both the most populous and the most densely populated geographical region in the world.
Overall, it accounts for about 39.49% of Asia's population, over 24% of the world's population, is home to a vast array of people. In 2010, South Asia had the world's largest population of Hindus and Sikhs, it has the largest population of Muslims in the Asia-Pacific region, as well as over 35 million Christians and 25 million Buddhists. The total area of South Asia and its geographical extent is not clear cut as systemic and foreign policy orientations of its constituents are quite asymmetrical. Aside from the central region of South Asia part of the British Empire, there is a high degree of variation as to which other countries are included in South Asia. Modern definitions of South Asia are consistent in including Afghanistan, Pakistan, Sri Lanka, Nepal and Maldives as the constituent countries. Myanmar is included in Southeast Asia by others; some do not include Afghanistan, others question whether Afghanistan should be considered a part of South Asia or the Middle East. The current territories of Bangladesh and Pakistan, which were the core of the British Empire from 1857 to 1947, form the central region of South Asia, in addition to Afghanistan, a British protectorate until 1919, after the Afghans lost to the British in the Second Anglo-Afghan war.
The mountain countries of Nepal and Bhutan, the island countries of Sri Lanka and Maldives are included as well. Myanmar is added, by various deviating definitions based on substantially different reasons, the British Indian Ocean Territory and the Tibet Autonomous Region are included as well; the common concept of South Asia is inherited from the administrative boundaries of the British Raj, with several exceptions. The Aden Colony, British Somaliland and Singapore, though administered at various times under the Raj, have not been proposed as any part of South Asia. Additionally Burma was administered as part of the Raj until 1937, but is now considered a part of Southeast Asia and is a member state of ASEAN; the 562 princely states that were protected by but not directly ruled by the Raj became administrative parts of South Asia upon joining Union of India or Dominion of Pakistan. Geopolitically, it had formed the whole territory of Greater India,The South Asian Association for Regional Cooperation, a contiguous block of countries, started in 1985 with seven countries – Bangladesh, India, the Maldives, Nepal and Sri Lanka – and added Afghanistan as an eighth member in 2007.
China and Myanmar have applied for the status of full members of SAARC. This bloc of countries include two independent countries that were not part of the British Raj – Nepal, Bhutan. Afghanistan was a British protectorate from 1878 until 1919, after the Afghans lost to the British in the Second Anglo-Afghan war; the World Factbook, based on geo-politics and economy defines South Asia as comprising Afghanistan, Bhutan, British Indian Ocean Territory, Maldives, Nepal and Sri Lanka. The South Asia Free Trade Agreement incorporated Afghanistan in 2011, the World Bank grouping of countries in the region includes all eight members comprising South Asia and SAARC as well, the same goes for the United Nations Children's Fund; the United Nations Statistics Division's scheme of sub-regions include all eight members of the SAARC as part of Southern Asia, along with Iran only for statistical purposes. Population Information Network includes Afghanistan, Burma, Nepal and Sri Lanka as part of South Asia.
Maldives, in view of its characteristics, was admitted as a member Pacific POPIN subregional network only in principle. The Hirschman–Herfindahl index of the United Nations Economic and Social Commission for Asia and the Pacific for the region includes only the original seven signatories of SAARC; the British Indian Ocean Territory is connected to the region by a publication of Jane's for security considerations. The region may include the disputed territory of Aksai Chin, part of the British Indian princely state of Jammu and Kashmir, but is now administered as part of the Chinese autonomous region of Xinjiang; the inclusion of Myanmar in South Asia is without consensus, with many considering it a part of Southeast Asia and others including it within South Asia. The Kirati people are an ethnic group of the Himalayan region of the Indian subcontinent, extending eastward from Nepal to India. The word Kirata is a derivation from Kirati or Kiranti to name the group of people in Eastern Nepal and Northeast India. One school of thought says, they are described as "Kiratas" in the Kirtarjuniya. Anatoly Yakoblave Shetenko, while on an archaeological study programme between Nepal and USSR, uncovered Kirat Stone Age tools and other artefacts from circa 30,000 B. C. According to Bista, the Kirata are an ancient people who have been associated with the history of Nepal for thousands of years; the mention of the Kirats, the ancient inhabitants of Nepal, in the Vedas and their involvement in the battles of Mahabharat indicate the historical relation and population movement between India and Nepal. Some legendary sources from the Kathmandu Valley describe the Kiratas as early rulers there, taking over from earlier Gopals or Abhiras, both of whom may have been cowherding tribes.
Kirātas are mentioned in early Sanskrit literature as hunter tribes from the Himalayas. They are first mentioned in the Yajurveda and in the Atharvaveda, which dates back to 16th century BC, they are mentioned along with the Cinas "Chinese". A Sanskrit-English Dictionary gives the meaning of'Kirat' as a'degraded, mountainous tribe, a savage and barbarian' while other scholars attribute more respectable meanings to this term and say that it denotes people with the lion's character, or mountain dwellers; the Sanskrit kavya titled Kiratarjuniya mentions that Arjuna adopted the name and guise of a Kirata for a period to learn archery and the use of other arms from Shiva, considered as the deity of the Kirata. Hindu myth has many incidents where the god Shiva imitates a married Kirati girl who become Parvati. In Yoga Vasistha 1.15.5, Rama speaks of kirāteneva vāgurā "a trap by Kiratas", so about 10th century BCE, they were thought of as jungle trappers, the ones who dug pits to capture roving deer.
The same text speaks of King Suraghu, the head of the Kiratas, a friend of the Persian King, Parigha. Contemporary historians agree that widespread cultural exchange and intermarriage took place in the eastern Himalayan region between the indigenous inhabitants — called the Kirat — and the Tibetan migrant population, reaching a climax during the 8th and 9th centuries. Another wave of political and cultural conflict between Khas and Kirat ideals surfaced in the Kirat region of present-day Nepal during the last quarter of the 18th century. A collection of manuscripts from the 18th and 19th centuries, till now unpublished and unstudied by historians, have made possible a new understanding of this conflict; these historical sources are among those collected by Brian Houghton Hodgson and his principal research aide, the scholar Khardar Jitmohan. For over two millennia, a large portion of the eastern Himalaya has been identified as the home of the Kirat people, of which the majority are known today as Rai, Limbu and Yakkha.
In ancient times, the entire Himalayan region was known as the Kimpurusha Desha, a phrase derived from a Sanskrit term used to identify people of Kirat origin. The earliest references to the Kirat as principal inhabitants of the Himalayan region are found in the texts of Atharvashirsha and Mahabharata, believed to date to before the 9th century BC. For over a millennium, the Kirat had inhabited the Kathmandu Valley, where they installed their own ruling dynasty. According to the history of Nepal, the Kirats ruled for about 1,225 years, their reign had 29 kings. The Kirat population in the valley along with original Australoids and Austro-Asiatic speakers form the base for Newar population; as time passed, other Kirat groups, now known as Rai and Sunuwar settled in the Koshi region of present-day eastern Nepal and Sikkim. The Limbu people have their own distinct form of Kirat Mundhum, known as Yuma Yumaism. In addition to ancestor worship, Kirati people worship Mother Nature. From around the 8th century, areas on the northern frontier of the Kirat region began to fall under the domination of migrant people of Tibetan origin.
This flux of migration brought about the domination by Tibetan religious and cultural practices over ancient Kirat traditions. This influence first introduced shamanistic Bön practices, which in turn were replaced by the oldest form of Tibetan Buddhism; the early influx of Bön culture to the peripheral Himalayan regions occurred only after the advent of Nyingma, the oldest Buddhist order in Lhasa and Central Tibet, which led followers of the older religion to flee to the Kirat areas for survival. The Tibetan cultural influx laid the foundation for a Tibetan politico-religious order in the Kirat regions, this led to the emergence of two major Tibetan Buddhist dynasties, one in Sikkim and another in Bhutan; the early political order of the Kingdom of Bhutan had been established under the political and spiritual leadership of the lama Zhabs-drung Ngawang Namgyal. The climatic snow line is the boundary between a snow-covered and snow-free surface. The actual snow line may adjust seasonally, be either higher in elevation, or lower; the permanent snow line is the level above which snow will lie all year. Snow line is an umbrella term for different interpretations of the boundary between snow-covered surface and snow-free surface; the definitions of the snow line may have different spatial focus. In many regions the changing snow line reflect seasonal dynamics; the final height of the snow line in a mountain environment at the end of the melting season is subject to climatic variability, therefore may be different from year to year. The snow line is measured using aerial photographs, or satellite images; because the snow line can be established without on-the-ground measurements, it can be measured in remote and difficult to access areas. Therefore, the snow line has become an important variable in hydrological models; the average elevation of a transient snow line is called the "climatic snow line" and is used as a parameter to classify regions according to climatic conditions.
The boundary between the accumulation zone and the ablation zone on glaciers is called the "annual snow line". The glacier region below this snow line was subject to melting in the previous season; the term "orographic snow line" is used to describe the snow boundary on surfaces other than glaciers. The term "regional snow line" is used to describe large areas; the "permanent snow line" is the level. The interplay of altitude and latitude affects the precise placement of the snow line at a particular location. At or near the equator, it is situated at 4,500 meters above sea level; as one moves towards the Tropic of Cancer and Tropic of Capricorn, the parameter at first increases: in the Himalayas the permanent snow line can be as high as 5,700 metres, whilst on the Tropic of Capricorn no permanent snow exists at all in the Andes because of the extreme aridity. Beyond the Tropics the snow line becomes progressively lower as the latitude increases, to just below 3,000 metres in the Alps and falling all the way to sea level itself at the ice caps near the poles.
In addition, the relative location to the nearest coastline can influence the altitude of the snow line. Areas near a coast might have a lower snow line than areas of the same altitude and latitude situated in a landmass interior due to more winter snowfall and because the average summer temperature of the surrounding lowlands would be warmer away from the sea.. A higher altitude is therefore necessary to lower the temperature further against the surroundings and keep the snow from melting. Furthermore, large-scale oceanic currents such as the North Atlantic Current can have significant affects over large areas. In the northern hemisphere the snow line on the north facing slopes is at a lower altitude, as the north facing slopes receive less sun light than south facing slopes; the glacier equilibrium line is the point of transition between the accumulation zone and ablation zone. It is the line. Depending on the thickness of the glacier, this line can seem as though it is leaning more towards one zone but it is determined by the actual mass of ice in either zone.
The rates of ablation and accumulation can be used to determine the location of this line. This point is an important location to use in determining whether a glacier is shrinking. A higher glacier equilibrium line will indicate that the glacier is shrinking, whereas a lower line will indicate that the glacier is growing; the terminus of a glacier advances or retreats based on the location of this equilibrium line. Scientists are using remote sensing to better estimate the locations of this line on glaciers around the world. Using satellite imagery, scientists are able to identify whether the glacier is receding; this is a helpful tool for analyzing glaciers that are difficult to access. Using this technology we can better gauge the effects of climate change on glaciers around the world; the highest mountain in the world below the snow line is Ojos del Salado. Montane ecosystems refers to any ecosystem found in mountains. These ecosystems are affected by climate, which gets colder as elevation increases, they are stratified according to elevation. Dense forests are common at moderate elevations. However, as the elevation increases, the climate becomes harsher, the plant community transitions to grasslands or tundra; as elevation increases, the climate becomes cooler, due to a decrease in atmospheric pressure and the adiabatic cooling of airmasses. The change in climate by moving up 100 meters on a mountain is equivalent to moving 80 kilometers towards the nearest pole; the characteristic flora and fauna in the mountains tend to depend on elevation, because of the change in climate. This dependency causes life zones to form: bands of similar ecosystems at similar altitude. One of the typical life zones on mountains is the montane forest: at moderate elevations, the rainfall and temperate climate encourages dense forests to grow. Holdridge defines the climate of montane forest as having a biotemperature of between 6 and 12 °C, where biotemperature is the mean temperature considering temperatures below 0 °C to be 0 °C.
Above the elevation of the montane forest, the trees thin out in the subalpine zone, become twisted krummholz, fail to grow. Therefore, montane forests contain trees with twisted trunks; this phenomenon is observed due to the increase in the wind strength with the elevation. The elevation where trees fail to grow is called the tree line; the biotemperature of the subalpine zone is between 3 and 6 °C. Above the tree line the ecosystem is called the alpine zone or alpine tundra, dominated by grasses and low-growing shrubs; the biotemperature of the alpine zone is between 1.5 and 3 °C. Many different plant species live in the alpine environment, including perennial grasses, forbs, cushion plants and lichens. Alpine plants must adapt to the harsh conditions of the alpine environment, which include low temperatures, ultraviolet radiation, a short growing season. Alpine plants display adaptations such as rosette structures, waxy surfaces, hairy leaves; because of the common characteristics of these zones, the World Wildlife Fund groups a set of related ecoregions into the "montane grassland and shrubland" biome.
Climates with biotemperatures below 1.5 °C tend to consist purely of ice. Montane forests occur between the subalpine zone; the elevation at which one habitat changes to another varies across the globe by latitude. The upper limit of montane forests, the forest line or timberline, is marked by a change to hardier species that occur in less dense stands. For example, in the Sierra Nevada of California, the montane forest has dense stands of lodgepole pine and red fir, while the Sierra Nevada subalpine zone contains sparse stands of whitebark pine; the lower bound of the montane zone may be a "lower timberline" that separates the montane forest from drier steppe or desert region. Montane forests differ from lowland forests in the same area; the climate of montane forests is colder than lowland climate at the same latitude, so the montane forests have species typical of higher-latitude lowland forests. Humans can disturb montane forests through agriculture. On isolated mountains, montane forests surrounded by treeless dry regions are typical "sky island" ecosystems.
Montane forests in temperate climate are one of temperate coniferous forest or temperate broadleaf and mixed forest, forest types that are well known from northern Europe, northern United States, southern Canada. The trees are, however not identical to those found further north: geology and climate causes different related species to occur in montane forests. Montane forests around the world tend to be more species-rich than those in Europe, because major mountain chains in Europe are oriented east-west. Montane forests in temperate climate occur in Europe, in North America, south-western South America, New Zealand and Himalaya. Montane forests in Mediterranean climate are warm and dry except in winter, when they are wet and mild; these forests are mixed conifer and broadleaf forests, with only a few conifer species. Pine and Juniper are typical trees found in Mediterranean montane forests; the broadleaf trees show more variety and are evergreen, e.g. evergreen Oak. This type of forest is found in the Mediterranean Basin, North Africa and the southwestern US, Iran and Afghanistan.
In the tropics, montane forests can consist of broadleaf forest in addition to coniferous forest. One example of a tropical montane forest is a cloud forest, which gains its moisture from clouds and fog. Cloud forests exhibit an abundance of mosses covering the ground and vegetation, in which case they are referred to as mossy forests. Mossy forests develop on the saddles of mountains, where moisture introduced by settling clouds is more retained. Depending on latitude, the lower limit of montane rainforests on large mountains is between 1,500 and 2,500 metres while the upper limit is from 2,400 to 3,300 metres; the subalpine zone is the biotic zone below the tree line around the world. In tropical regions of Southeast Asia the tree line may be above 4,000 m, whereas in Scotland it may be as low as 450 m.
