United States Army Air Forces
The United States Army Air Forces, informally known as the Air Force,or United States Army Air Force, was the aerial warfare service component of the United States Army during and after World War II, successor to the previous United States Army Air Corps and the direct predecessor of the United States Air Force of today, one of the five uniformed military services. The AAF was a component of the United States Army, which in 1942 was divided functionally by executive order into three autonomous forces: the Army Ground Forces, the Services of Supply, the Army Air Forces; each of these forces had a commanding general. The AAF administered all parts of military aviation distributed among the Air Corps, General Headquarters Air Force, the ground forces' corps area commanders, thus became the first air organization of the U. S. Army to control its own installations and support personnel; the peak size of the AAF during the Second World War was over 2.4 million men and women in service and nearly 80,000 aircraft by 1944, 783 domestic bases in December 1943.
By "V-E Day", the Army Air Forces had 1.25 million men stationed overseas and operated from more than 1,600 airfields worldwide. The Army Air Forces was created in June 1941 to provide the air arm a greater autonomy in which to expand more efficiently, to provide a structure for the additional command echelons required by a vastly increased force, to end an divisive administrative battle within the Army over control of aviation doctrine and organization, ongoing since the creation of an aviation section within the U. S. Army Signal Corps in 1914; the AAF succeeded both the Air Corps, the statutory military aviation branch since 1926, the GHQ Air Force, activated in 1935 to quiet the demands of airmen for an independent Air Force similar to the Royal Air Force, established in the United Kingdom / Great Britain. Although other nations had separate air forces independent of their army or navy, the AAF remained a part of the Army until a defense reorganization in the post-war period resulted in the passage by the United States Congress of the National Security Act of 1947 with the creation of an independent United States Air Force in September 1947.
In its expansion and conduct of the war, the AAF became more than just an arm of the greater organization. By the end of World War II, the Army Air Forces had become an independent service. By regulation and executive order, it was a subordinate agency of the United States Department of War tasked only with organizing and equipping combat units, limited in responsibility to the continental United States. In reality, Headquarters AAF controlled the conduct of all aspects of the air war in every part of the world, determining air policy and issuing orders without transmitting them through the Army Chief of Staff; this "contrast between theory and fact is...fundamental to an understanding of the AAF." The roots of the Army Air Forces arose in the formulation of theories of strategic bombing at the Air Corps Tactical School that gave new impetus to arguments for an independent air force, beginning with those espoused by Brig. Gen. Billy Mitchell that led to his court-martial. Despite a perception of resistance and obstruction by the bureaucracy in the War Department General Staff, much of, attributable to lack of funds, the Air Corps made great strides in the 1930s, both organizationally and in doctrine.
A strategy stressing precision bombing of industrial targets by armed, long-range bombers emerged, formulated by the men who would become its leaders. A major step toward a separate air force came in March 1935, when command of all combat air units within the Continental United States was centralized under a single organization called the "General Headquarters Air Force". Since 1920, control of aviation units had resided with commanders of the corps areas, following the model established by commanding General John J. Pershing during World War I. In 1924, the General Staff planned for a wartime activation of an Army general headquarters, similar to the American Expeditionary Forces model of World War I, with a GHQ Air Force as a subordinate component. Both were created in 1933 when a small conflict with Cuba seemed possible following a coup d'état, but were not activated. Activation of GHQ Air Force represented a compromise between strategic airpower advocates and ground force commanders who demanded that the Air Corps mission remain tied to that of the land forces.
Airpower advocates achieved a centralized control of air units under an air commander, while the WDGS divided authority within the air arm and assured a continuing policy of support of ground operations as its primary role. GHQ Air Force organized combat groups administratively into a strike force of three wings deployed to the Atlantic and Gulf coasts but was small in comparison to European air forces. Lines of authority were difficult, at best, since GHQ Air Force controlled only operations of its combat units while the Air Corps was still responsible for doctrine, acquisition of aircraft, training. The hectare is an SI accepted metric system unit of area equal to a square with 100-metre sides, or 10,000 m2, is used in the measurement of land. There are 100 hectares in one square kilometre. An acre is about 0.405 hectare and one hectare contains about 2.47 acres. In 1795, when the metric system was introduced, the "are" was defined as 100 square metres and the hectare was thus 100 "ares" or 1⁄100 km2; when the metric system was further rationalised in 1960, resulting in the International System of Units, the are was not included as a recognised unit. The hectare, remains as a non-SI unit accepted for use with the SI units, mentioned in Section 4.1 of the SI Brochure as a unit whose use is "expected to continue indefinitely". The name was coined from the Latin ārea; the metric system of measurement was first given a legal basis in 1795 by the French Revolutionary government. The International Committee for Weights and Measures makes no mention of the are in the current definition of the SI, but classifies the hectare as a "Non-SI unit accepted for use with the International System of Units". In 1972, the European Economic Community passed directive 71/354/EEC, which catalogued the units of measure that might be used within the Community; the units that were catalogued replicated the recommendations of the CGPM, supplemented by a few other units including the are whose use was limited to the measurement of land. The names centiare, deciare and hectare are derived by adding the standard metric prefixes to the original base unit of area, the are; the centiare is one square metre. The deciare is ten square metres; the are is a unit of area, used for measuring land area. It was defined by older forms of the metric system, but is now outside the modern International System of Units, it is still used in colloquial speech to measure real estate, in particular in Indonesia, in various European countries.
In Russian and other languages of the former Soviet Union, the are is called sotka. It is used to describe the size of suburban dacha or allotment garden plots or small city parks where the hectare would be too large; the decare is derived from deca and are, is equal to 10 ares or 1000 square metres. It is used in Norway and in the former Ottoman areas of the Middle East and the Balkans as a measure of land area. Instead of the name "decare", the names of traditional land measures are used, redefined as one decare: Stremma in Greece Dunam, donum, or dönüm in Israel, Jordan, Lebanon and Turkey Mål is sometimes used for decare in Norway, from the old measure of about the same area; the hectare, although not a unit of SI, is the only named unit of area, accepted for use within the SI. In practice the hectare is derived from the SI, being equivalent to a square hectometre, it is used throughout the world for the measurement of large areas of land, it is the legal unit of measure in domains concerned with land ownership and management, including law, agriculture and town planning throughout the European Union.
The United Kingdom, United States, to some extent Canada use the acre instead. Some countries that underwent a general conversion from traditional measurements to metric measurements required a resurvey when units of measure in legal descriptions relating to land were converted to metric units. Others, such as South Africa, published conversion factors which were to be used "when preparing consolidation diagrams by compilation". In many countries, metrication clarified existing measures in terms of metric units; the following legacy units of area have been redefined as being equal to one hectare: Jerib in Iran Djerib in Turkey Gong Qing in Hong Kong / mainland China Manzana in Argentina Bunder in The Netherlands The most used units are in bold. According to the International Civil Aviation Organization, a runway is a "defined rectangular area on a land aerodrome prepared for the landing and takeoff of aircraft". Runways may be a natural surface. In January 1919, aviation pioneer Orville Wright underlined the need for "distinctly marked and prepared landing places, the preparing of the surface of reasonably flat ground an expensive undertaking there would be a continuous expense for the upkeep." Runways are named by a number between 01 and 36, the magnetic azimuth of the runway's heading in decadegrees. This heading differs from true north by the local magnetic declination. A runway numbered 09 points east, runway 18 is south, runway 27 points west and runway 36 points to the north; when taking off from or landing on runway 09, a plane is heading around 90°. A runway can be used in both directions, is named for each direction separately: e.g. "runway 15" in one direction is "runway 33" when used in the other. The two numbers differ by 18.
For clarity in radio communications, each digit in the runway name is pronounced individually: runway one-five, runway three-three, etc.. A leading zero, for example in "runway zero-six" or "runway zero-one-left", is included for all ICAO and some U. S. military airports. However, most U. S. civil aviation airports drop the leading zero. This includes some military airfields such as Cairns Army Airfield; this American anomaly may lead to inconsistencies in conversations between American pilots and controllers in other countries. It is common in a country such as Canada for a controller to clear an incoming American aircraft to, for example, runway 04, the pilot read back the clearance as runway 4. In flight simulation programs those of American origin might apply U. S. usage to airports around the world. For example, runway 05 at Halifax will appear on the program as the single digit 5 rather than 05. If there is more than one runway pointing in the same direction, each runway is identified by appending left and right to the number to identify its position — for example, runways one-five-left, one-five-center, one-five-right.
Runway zero-three-left becomes runway two-one-right. In some countries, regulations mandate that where parallel runways are too close to each other, only one may be used at a time under certain conditions. At large airports with four or more parallel runways some runway identifiers are shifted by 1 to avoid the ambiguity that would result with more than three parallel runways. For example, in Los Angeles, this system results in runways 6L, 6R, 7L, 7R though all four runways are parallel at 69°. At Dallas/Fort Worth International Airport, there are five parallel runways, named 17L, 17C, 17R, 18L, 18R, all oriented at a heading of 175.4°. An airport with only three parallel runways may use different runway identifiers, such as when a third parallel runway was opened at Phoenix Sky Harbor International Airport in 2000 to the south of existing 8R/26L — rather than confusingly becoming the "new" 8R/26L it was instead designated 7R/25L, with the former 8R/26L becoming 7L/25R and 8L/26R becoming 8/26.
Runway designations may change over time because Earth's magnetic lines drift on the surface and the magnetic direction changes. Depending on the airport location and how much drift occurs, it may be necessary to change the runway designation; as runways are designated with headings rounded to the nearest 10°, this affects some runways sooner than others. For example, if the magnetic heading of a runway is 233°, it is designated Runway 23. If the magnetic heading changes downwards by 5 degrees to 228°, the runway remains Runway 23. If on the other hand the original magnetic heading was 226°, the heading decreased by only 2 degrees to 224°, the runway becomes Runway 22; because magnetic drift itself is slow, runway designation changes are uncommon, not welcomed, as they require an accompanying change in aeronautical charts and descriptive documents. When runway designations do change at major airports, it is changed at night as taxiway signs need to be changed and the huge numbers at each end of the runway need to be repainted to the new runway designators.
In July 2009 for example, London Stansted Airport in the United Kingdom changed its runway designations from 05/23 to 04/22 during the night. For fixed-wing aircraft it is advantageous to perform takeoffs and landings into the wind to reduce takeoff or landing roll and reduce the ground speed needed to attain flying speed. Larger airports have several runways in different directions, so that one can be selected, most nearly aligned with the wind. Airports with one runway are constructed to be aligned with the prevailing wind. Compiling a wind rose is in fact one of the preliminary steps taken in constructing airport runways. Sacramento is the cultural and economic core of the Sacramento metropolitan area, which had 2010 population of 2,414,783, making it the fifth largest in California. Sacramento is the fastest-growing major city in California, owing to its status as a notable financial center on the West Coast and as a major educational hub, home of Sacramento State University and University of California, Davis. Sacramento is a major center for the California healthcare industry, as the seat of Sutter Health, the world-renowned UC Davis Medical Center, the UC Davis School of Medicine, notable tourist destination in California, as the site of The California Museum, the Crocker Art Museum, California Hall of Fame, the California State Capitol Museum, the Old Sacramento State Historic Park.
Sacramento is known for its evolving contemporary culture, dubbed the most "hipster city" in California. In 2002, the Harvard University Civil Rights Project conducted for Time magazine named Sacramento "America's Most Diverse City". Before the arrival of the Spanish, the area was inhabited by the Nisenan people indigenous peoples of California. Spanish cavalryman Gabriel Moraga surveyed and named the Rio del Santísimo Sacramento in 1808, after the Blessed Sacrament, referring to the Eucharist in the Catholic Church. In 1839, Juan Bautista Alvarado, Mexican governor of Alta California granted the responsibility of colonizing the Sacramento Valley to Swiss-born, Mexican citizen John Augustus Sutter, who subsequently established Sutter's Fort and the settlement at the Rancho Nueva Helvetia. Following the American Conquest of California and the 1848 Treaty of Guadalupe-Hidalgo, the waterfront developed by Sutter began to be developed and incorporated in 1850 as the City of Sacramento; as a result of the California Gold Rush, Sacramento became a major commercial center and distribution point for Northern California, serving as the terminus for the Pony Express and the First Transcontinental Railroad.
Nisenan and Plains Miwok Native Americans had lived in the area for thousands of years. Unlike the settlers who would make Sacramento their home, these Native Americans left little evidence of their existence. Traditionally, their diet was dominated by acorns taken from the plentiful oak trees in the region, by fruits, bulbs and roots gathered throughout the year. In 1808, the Spanish explorer Gabriel Moraga discovered and named the Sacramento Valley and the Sacramento River. A Spanish writer with the Moraga expedition wrote: "Canopies of oaks and cottonwoods, many festooned with grapevines, overhung both sides of the blue current. Birds chattered in the trees and big fish darted through the pellucid depths; the air was like champagne, drank deep of it, drank in the beauty around them. "¡Es como el sagrado sacramento!" The valley and the river were christened after the "Most Holy Sacrament of the Body and Blood of Christ", referring to the Catholic sacrament of the Eucharist. John Sutter Sr. first arrived in the area on August 13, 1839, at the divergence of the American and Sacramento Rivers with a Mexican land grant of 50,000 acres.
The next year, he and his party established Sutter's Fort, a massive adobe structure with walls eighteen feet high and three feet thick. Representing Mexico, Sutter Sr. called his colony New Helvetia, a Swiss inspired name, was the political authority and dispenser of justice in the new settlement. Soon, the colony began to grow as more pioneers headed west. Within just a few short years, Sutter Sr. had become a grand success, owning a ten-acre orchard and a herd of thirteen thousand cattle. Fort Sutter became a regular stop for the increasing number of immigrants coming through the valley. In 1847 Sutter Sr. received 2,000 fruit trees, which started the agriculture industry in the Sacramento Valley. That same year, Sutter Sr. hired James Marshall to build a sawmill so that he could continue to expand his empire, unbeknownst to many, Sutter Sr.'s "empire" had been built on some thin margins of credit. In 1848, when gold was discovered by James W. Marshall at Sutter's Mill in Coloma, a large number of gold-seekers came to the area, increasing the population.
In August 1848 Sutter Sr.'s son, John Sutter Jr. arrived in the area to assist his father in relieving his indebtedness. Now compounding the problem of his father's indebtedness, was the additional strain placed on the Sutters by the ongoing arrival of thousands of new gold miners and prospectors in the area, many quite content to squat on unwatched portions of the vast Sutter lands, or to abscond with various unattended Sutter properties or belongings if they could. In Sutter's case, rather than being a'boon' for Sutter, his employee's discovery of gold in the area turned out to be more of a personal'bane' for him. By December 1848, John Sutter Jr. in association with Sam Brannan, began laying out the City of Sacramento, 2 miles south of his father's settlement of New Helvetia.
