The United States Department of Agriculture known as the Agriculture Department, is the U. S. federal executive department responsible for developing and executing federal laws related to farming and food. It aims to meet the needs of farmers and ranchers, promote agricultural trade and production, work to assure food safety, protect natural resources, foster rural communities and end hunger in the United States and internationally. 80% of the USDA's $141 billion budget goes to the Food and Nutrition Service program. The largest component of the FNS budget is the Supplemental Nutrition Assistance Program, the cornerstone of USDA's nutrition assistance; the current Secretary of Agriculture is Sonny Perdue. Many of the programs concerned with the distribution of food and nutrition to people of America and providing nourishment as well as nutrition education to those in need are run and operated under the USDA Food and Nutrition Service. Activities in this program include the Supplemental Nutrition Assistance Program, which provides healthy food to over 40 million low-income and homeless people each month.
USDA is a member of the United States Interagency Council on Homelessness, where it is committed to working with other agencies to ensure these mainstream benefits are accessed by those experiencing homelessness. The USDA is concerned with assisting farmers and food producers with the sale of crops and food on both the domestic and world markets, it plays a role in overseas aid programs by providing surplus foods to developing countries. This aid can go through USAID, foreign governments, international bodies such as World Food Program, or approved nonprofits; the Agricultural Act of 1949, section 416 and Agricultural Trade Development and Assistance Act of 1954 known as Food for Peace, provides the legal basis of such actions. The USDA is a partner of the World Cocoa Foundation. Early in its history, the economy of the United States was agrarian. Officials in the federal government had long sought new and improved varieties of seeds and animals for import into the United States. In 1837 Henry Leavitt Ellsworth, a Yale-educated attorney interested in improving agriculture, became Commissioner of Patents, a position within the Department of State.
He began collecting and distributing new varieties of seeds and plants through members of the Congress and agricultural societies. In 1839, Congress established the Agricultural Division within the Patent Office and allotted $1,000 for "the collection of agricultural statistics and other agricultural purposes." Ellsworth's interest in aiding agriculture was evident in his annual reports that called for a public depository to preserve and distribute the new seeds and plants, a clerk to collect agricultural statistics, statewide reports about crops in different regions, the application of chemistry to agriculture. Ellsworth was called the "Father of the Department of Agriculture."In 1849, the Patent Office was transferred to the newly created Department of the Interior. In the ensuing years, agitation for a separate bureau of agriculture within the department or a separate department devoted to agriculture kept recurring. On May 15, 1862, Abraham Lincoln established the independent Department of Agriculture to be headed by a commissioner without Cabinet status, the agriculturalist Isaac Newton was appointed to be the first such commissioner.
Lincoln called it the "people's department." In 1868, the Department moved into the new Department of Agriculture Building in Washington, D. C. designed by famed DC architect Adolf Cluss. Located on Reservation No.2 on the National Mall between 12th Street and 14th SW, the Department had offices for its staff and the entire width of the Mall up to B Street NW to plant and experiment with plants. In the 1880s, varied advocacy groups were lobbying for Cabinet representation. Business interests sought a Department of Commerce and Industry, farmers tried to raise the Department of Agriculture to Cabinet rank. In 1887, the House of Representatives and Senate passed bills giving Cabinet status to the Department of Agriculture and Labor, but the bill was defeated in conference committee after farm interests objected to the addition of labor. On February 9, 1889, President Grover Cleveland signed a bill into law elevating the Department of Agriculture to Cabinet level. In 1887, the Hatch Act provided for the federal funding of agricultural experiment stations in each state.
The Smith-Lever Act of 1914 funded cooperative extension services in each state to teach agriculture, home economics, other subjects to the public. With these and similar provisions, the USDA reached out to every county of every state. During the Great Depression, farming remained a common way of life for millions of Americans; the Department of Agriculture's Bureau of Home Economics, established in 1923, published shopping advice and recipes to stretch family budgets and make food go farther. USDA helped ensure that food continued to be produced and distributed to those who needed it, assisted with loans for small landowners, contributed to the education of the rural youth, it was revealed on August 27th, 2018 that the U. S. Department of Agriculture would be providing U. S. farmers with a farm aid package, which will total $4.7 billion in direct payments to American farmers. This package is meant to offset the losses farmers are expected to incur from retaliatory tariffs placed on American exports during the Trump tariffs.

Award of Garden Merit
The Award of Garden Merit is a long-established annual award for plants by the British Royal Horticultural Society. It is based on assessment of the plants' performance under UK growing conditions; the Award of Garden Merit is a mark of quality awarded, since 1922, to garden plants by the United Kingdom, Royal Horticultural Society. Awards are made annually after plant trials intended to judge the plants' performance under UK growing conditions. Trials may last for one or more years, depending on the type of plant being tried out, may be performed at Royal Horticulture Society Garden in Wisley and other gardens or after observation of plants in specialist collections. Trial reports are made available on the website. Awards are reviewed annually in case plants have become unavailable horticulturally, or have been superseded by better cultivars; the award should not be confused with the Royal Horticulture Society's Award of Merit, given to plants deemed'of great merit for exhibition' i.e. for show, not garden, plants.
Since 1989, France has had similar awards called the Mérites de Courson, but these are drawn from a limited number of plants submitted by nurserymen to juries at the twice-yearly Journées des Plantes de Courson and awards are based on the opinions of the jury members as to the plants' performance in French gardens, rather than on extensive trials. The Award of Garden Merit was reviewed in 1992, to increase its prestige. Field trial results gained weight in the assessments and existing AGM plants were reviewed in the light of more recent experience; the AGMs were to be reviewed at 10 year intervals from 1992, but this frequency has been increased to annually. The 2012/13 review, with advice from experts such as Royal Horticultural Society's plant committees, specialist societies, Plant Heritage National Collection holders and others, resulted in many changes. Nearly 1,900 plants lost more than 1,400 plants gained awards. Plants may be added to the Royal Horticultural Society'Sunset List' for rescission for several reasons, including unavailability to gardeners, better plants becoming available, affliction by pests or diseases, or insufficient uniformity.
To qualify for an Award of Garden Merit, a plant must be available horticulturally must be of outstanding excellence for garden decoration or use must be of good constitution must not require specialist growing conditions or care must not be susceptible to any pest or disease must not be subject to an unreasonable degree of reversion. Royal Horticultural Society
The Royal Horticultural Society, founded in 1804 as the Horticultural Society of London, is the UK's leading gardening charity. The RHS promotes horticulture through flower shows including the Chelsea Flower Show, Hampton Court Palace Flower Show, Tatton Park Flower Show and Cardiff Flower Show, it supports training for professional and amateur gardeners. The current president is Sir Nicholas Bacon, 14th Baronet and the current director general is Sue Biggs CBE; the creation of a British horticultural society was suggested by John Wedgwood in 1800. His aims were modest: he wanted to hold regular meetings, allowing the society's members the opportunity to present papers on their horticultural activities and discoveries, to encourage discussion of them, to publish the results; the society would award prizes for gardening achievements. Wedgwood discussed the idea with his friends, but it was four years before the first meeting, of seven men, took place, on 7 March 1804 at Hatchards bookshop in Piccadilly, London.
Wedgwood was chairman. Banks proposed his friend Thomas Andrew Knight for membership; the proposal was accepted, despite Knight's ongoing feud with Forsyth over a plaster for healing tree wounds which Forsyth was developing. Knight was president of the society from 1811–1838, developed the society's aims and objectives to include a programme of practical research into fruit-breeding. In 2009, more than 363,000 people were members of the society, the number increased to more than 414,000 in 2013. Membership and fellowship of the society were decided by election, but are now by financial contribution. Fellowship may be secured through a "suggested" £5,000 donation each year. Members and Fellows of the Royal Horticultural Society are entitled to use the post-nominal letters MRHS and FRHS, respectively; the Royal Horticultural Society's four major gardens in England are: Wisley Garden, near Wisley in Surrey. The society's first garden was in Kensington, from 1818–1822. In 1820 the society leased some of Hugh Ronalds' nursery ground at Little Ealing to set up an experimental garden, but the next year part of the Duke of Devonshire's estate at Chiswick was obtained.
In 1823 it employed Joseph Paxton there. From 1827 the society held fêtes at the Chiswick garden, from 1833, shows with competitive classes for flowers and vegetables. In 1861 the RHS developed a new garden at South Kensington on land leased from the Royal Commission for the Exhibition of 1851, but it was closed in 1882; the Chiswick garden was maintained until 1903–1904, by which time Sir Thomas Hanbury had bought the garden at Wisley and presented it to the RHS. RHS Garden Wisley is thus the society's oldest garden. Rosemoor came next, presented by Lady Anne Berry in 1988. Hyde Hall was given to the RHS in 1993 by its owners Helen Robinson. Dick Robinson was the owner of the Harry Smith Collection, based at Hyde Hall; the most recent addition is Harlow Carr, acquired by the merger of the Northern Horticultural Society with the RHS in 2001. It had been the Northern Horticultural Society's trial ground and display garden since they bought it in 1949. In 2013, more than 1.63 million people visited the four gardens.
In 2015, the RHS announced plans for a fifth garden at Worsley New Hall, Greater Manchester, under the name RHS Garden Bridgewater. The RHS is well known for its annual flower shows which take place across the UK; the most famous of these shows is the RHS Chelsea Flower Show, visited by people from across world. This is followed by the Hampton Court Palace Flower Show and RHS Tatton Park Flower Show in Cheshire; the most recent addition to the RHS shows line-up is the RHS Show Cardiff, held at Cardiff Castle since 2005. The society is closely involved with the spring and autumn shows at Malvern and with BBC Gardeners' World Live held annually at the Birmingham National Exhibition Centre; the RHS is custodian of the Lindley Library, housed within its headquarters at 80 Vincent Square, in branches at each of its four gardens. The library is based upon the book collection of John Lindley; the RHS Herbarium has its own image library consisting of more than 3,300 original watercolours 30,000 colour slides and a increasing number of digital images.
Although most of the images have been supplied by photographers commissioned by the RHS, the archive includes a substantial number of slides from the Harry Smith Collection and Plant Heritage National Plant Collection holders. The reference library at Wisley Garden is open to visitors to the Garden. In 2002, the RHS took over the administration of the Britain in Bloom competition from the Tidy Britain Group. In 2010, The society launched'It's your neighbourhood', a campaign to encourage people to get involved in horticulture for the benefit of their community. In 2014, the'Britain in Bloom' celebrates its 50th anniversary; the RHS runs formal courses for professional and amateur gardeners and horticulturalists and validates qualifications gained elsewhere. Natural Resources Conservation Service
Natural Resources Conservation Service known as the Soil Conservation Service, is an agency of the United States Department of Agriculture that provides technical assistance to farmers and other private landowners and managers. Its name was changed in 1994 during the presidency of Bill Clinton to reflect its broader mission, it is a small agency comprising about 12,000 employees. Its mission is to improve and conserve natural resources on private lands through a cooperative partnership with state and local agencies. While its primary focus has been agricultural lands, it has made many technical contributions to soil surveying and water quality improvement. One example is the Conservation Effects Assessment Project, set up to quantify the benefits of agricultural conservation efforts promoted and supported by programs in the Farm Security and Rural Investment Act of 2002. NRCS is the leading agency in this project; the agency was founded through the efforts of Hugh Hammond Bennett, a soil conservation pioneer who worked for the Department of Agriculture from 1903 to 1952.
Bennett's motivation was based on his knowledge of the detrimental effects of soil erosion and the impacts on U. S lands. On September 13, 1933, the Soil Erosion Service was formed in the Department of the Interior, with Bennett as chief; the service was transferred to the Department of Agriculture on March 23, 1935, was shortly thereafter combined with other USDA units to form the Soil Conservation Service by the Soil Conservation and Domestic Allotment Act of 1935. The Soil Conservation Service was in charge of 500 Civilian Conservation Corps camps between 1933 and 1942; the primary purpose of these camps was erosion control. Hugh Bennett continued as chief, a position he held until his retirement in 1952. On October 20, 1994, the agency was renamed to the Natural Resources Conservation Service as part of the Federal Crop Insurance Reform and Department of Agriculture Reorganization Act of 1994. NRCS offers financial assistance to farmers and ranchers; the financial assistance is authorized by the Farm Bill, a law, renewed every five years.
The 2014 Farm Bill consolidated 23 programs into 15. NRCS offers these services to private land owners, conservation districts and other types of organizations. NRCS collects and shares information on the nation's soil, water and plants; the Conservation Title of the Farm Bill provides the funding to agricultural producers, a conservation plan must be included. All of these programs are voluntary; the main programs include: The purpose of EQIP is to provide assistance to landowners to help them improve their soil and related natural resources, including grazing lands and wildlife habitat. Conservation Stewardship Program CSP is targeted to a producers who maintain a higher level of environmental stewardship. Regional Conservation Partnership Program RCPP consolidated four programs from the prior 2008 Farm Bill, it aims at more watershed scale projects, rather than individual farms and ranches. Agricultural Conservation Easement Program ACEP was another consolidation effort of the 2014 Farm Bill, which includes the former Grasslands Reserve Program and Ranch Lands Protection Program, Wetlands Reserve Program.
ACEP includes technical and financial help to maintain or improve land for agriculture or environmental benefits. Landowners volunteer to protect forests in 30 or 10 year contracts; this program hands assisting funds to participants. The objectives of HFRP are to: Promote the recovery of endangered and threatened species under the Endangered Species Act Improve plant and animal biodiversity Enhance carbon sequestration Serves 10 states in the Midwest United States in helping to reduce Nitrate levels in soil due to runoff from fertilized farmland; the project began in 2010 and focused on the Mississippi Basin area. The main goal of the project is to implement better methods of managing water drainage from agricultural uses, in place of letting the water drain as it had done in the past. In October 2011, The National "Managing Water, Harvesting Results" Summit was held to promote the drainage techniques used in hopes of people adopting them nationwide. Includes water supply forecasts and the Surface Water Supply Index for Alaska and other Western states.
NRCS agents collect data from snowpack and mountain sites to predict spring runoff and summer streamflow amounts. These predictions are used in decision making for agriculture, wildlife management and development, several other areas; these predictions are available within the first 5 days of each month from January to June. Carl Linnaeus known after his ennoblement as Carl von Linné, was a Swedish botanist and zoologist who formalised binomial nomenclature, the modern system of naming organisms. He is known as the "father of modern taxonomy". Many of his writings were in Latin, his name is rendered in Latin as Carolus Linnæus. Linnaeus was born in the countryside of Småland in southern Sweden, he received most of his higher education at Uppsala University and began giving lectures in botany there in 1730. He lived abroad between 1735 and 1738, where he studied and published the first edition of his Systema Naturae in the Netherlands, he returned to Sweden where he became professor of medicine and botany at Uppsala. In the 1740s, he was sent on several journeys through Sweden to find and classify plants and animals. In the 1750s and 1760s, he continued to collect and classify animals and minerals, while publishing several volumes, he was one of the most acclaimed scientists in Europe at the time of his death. Philosopher Jean-Jacques Rousseau sent him the message: "Tell him I know no greater man on earth."
Johann Wolfgang von Goethe wrote: "With the exception of Shakespeare and Spinoza, I know no one among the no longer living who has influenced me more strongly." Swedish author August Strindberg wrote: "Linnaeus was in reality a poet who happened to become a naturalist." Linnaeus has been called Princeps botanicorum and "The Pliny of the North". He is considered as one of the founders of modern ecology. In botany and zoology, the abbreviation L. is used to indicate Linnaeus as the authority for a species' name. In older publications, the abbreviation "Linn." is found. Linnaeus's remains comprise the type specimen for the species Homo sapiens following the International Code of Zoological Nomenclature, since the sole specimen that he is known to have examined was himself. Linnaeus was born in the village of Råshult in Småland, Sweden, on 23 May 1707, he was the first child of Christina Brodersonia. His siblings were Anna Maria Linnæa, Sofia Juliana Linnæa, Samuel Linnæus, Emerentia Linnæa, his father taught him Latin as a small child.
One of a long line of peasants and priests, Nils was an amateur botanist, a Lutheran minister, the curate of the small village of Stenbrohult in Småland. Christina was the daughter of the rector of Samuel Brodersonius. A year after Linnaeus's birth, his grandfather Samuel Brodersonius died, his father Nils became the rector of Stenbrohult; the family moved into the rectory from the curate's house. In his early years, Linnaeus seemed to have a liking for plants, flowers in particular. Whenever he was upset, he was given a flower, which calmed him. Nils spent much time in his garden and showed flowers to Linnaeus and told him their names. Soon Linnaeus was given his own patch of earth. Carl's father was the first in his ancestry to adopt a permanent surname. Before that, ancestors had used the patronymic naming system of Scandinavian countries: his father was named Ingemarsson after his father Ingemar Bengtsson; when Nils was admitted to the University of Lund, he had to take on a family name. He adopted the Latinate name Linnæus after a giant linden tree, lind in Swedish, that grew on the family homestead.
This name was spelled with the æ ligature. When Carl was born, he was named Carl Linnæus, with his father's family name; the son always spelled it with the æ ligature, both in handwritten documents and in publications. Carl's patronymic would have been Nilsson, as in Carl Nilsson Linnæus. Linnaeus's father began teaching him basic Latin and geography at an early age; when Linnaeus was seven, Nils decided to hire a tutor for him. The parents picked a son of a local yeoman. Linnaeus did not like him, writing in his autobiography that Telander "was better calculated to extinguish a child's talents than develop them". Two years after his tutoring had begun, he was sent to the Lower Grammar School at Växjö in 1717. Linnaeus studied going to the countryside to look for plants, he reached the last year of the Lower School when he was fifteen, taught by the headmaster, Daniel Lannerus, interested in botany. Lannerus gave him the run of his garden, he introduced him to Johan Rothman, the state doctor of Småland and a teacher at Katedralskolan in Växjö.
A botanist, Rothman broadened Linnaeus's interest in botany and helped him develop an interest in medicine. By the age of 17, Linnaeus had become well acquainted with the existing botanical literature, he remarks in his journal that he "read day and night, knowing like the back of my hand, Arvidh Månsson's Rydaholm Book of Herbs, Tillandz's Flora Åboensis, Palmberg's Serta Florea Suecana, Bromelii Chloros Gothica and Rudbeckii Hortus Upsaliensis...."Linnaeus entered the Växjö Katedralskola in 1724, where he studied Greek, Hebrew and mathematics, a curriculum designed for boys preparing for the priesthood. In the last year at the gymnasium, Linnaeus's father visited to ask the professors how his son's studies were progressing. Lady Bird Johnson Wildflower Center
The Lady Bird Johnson Wildflower Center at The University of Texas at Austin is the state botanical garden and arboretum of Texas. The center features more than 900 species of native Texas plants in both garden and natural settings and is home to a breadth of educational programs and events; the center is 284 acres and located 10 miles southwest of downtown Austin, Texas just inside the edge of the distinctive Texas hill country. It straddles both Edwards Texas Blackland Prairies ecosystems; the center is dedicated to "inspiring the conservation of native plants" and promoting the environmental benefits of native plant landscapes. It is home to the most comprehensive native plant database in the U. S. which features profiles of more than 9,000 North American native plants along with a number of other resources. The Wildflower Center has 9 acres of cultivated gardens, including the Luci and Ian Family Garden and the Ann and O. J. Weber Pollinator Habitat Garden, its 16-acre Mollie Steves Zachry Texas Arboretum features collections of tree and shrub species from across the state of Texas.
Miles of walking trails, educational exhibits, a gift store and biannual sales of native plants round out the offerings. In 2013, the syndicated television series, Texas Country Reporter, hosted by Bob Phillips, declared the center the No. 1 site from which to view wildflowers within Texas. Former first lady Lady Bird Johnson and actress Helen Hayes founded the National Wildflower Research Center in 1982 to protect and preserve North America's native plants and natural landscapes; the original center was located on a 60-acre site in East Austin. Public demand to view native gardens and learn more about native plants soon overwhelmed the original site, led the Board of Directors to build a larger campus to accommodate public interest; the current campus opened in 1995 on a 42-acre site in Southwest Austin on La Crosse Avenue. Five acres of native plant gardens and landscapes, designed by J. Robert Anderson, FASLA, Eleanor McKinney and Darrel Morrison, were installed throughout a complex of award-winning buildings designed by Overland Partners to reflect the land and regional architecture of the Texas Hill Country.
The center was renamed the Lady Bird Johnson Wildflower Center in 1997. By 2002, in response to encroaching land development, the center acquired an additional 237 acres of adjacent land through purchase and donation; this expansion of the campus made possible the development of larger scale research on the ecology of the Central Texas region and how best to restore healthy landscapes in the region. It established education and public outreach as core functions of the center; the inscription on the Presidential Medal of Freedom award presented to Lady Bird Johnson in 1977 by President Gerald Ford concludes with the words "Her leadership transformed the American landscape and preserved its natural beauty as a national treasure."The Wildflower Center joined The University of Texas at Austin in 2006. With its focus on native plants and education, the Wildflower Center has gained national recognition as a leader in plant conservation and environmental sustainability. In partnership with the U. S. Botanic Garden and American Society of Landscape Architects, the center led the Sustainable Sites Initiative, a program that established performance benchmarks for sustainable land design and is now offered through GBCI.
The current mission of the center is "inspiring the conservation of native plants." On June 20, 2006, the University of Texas System Board of Regents announced a plan to incorporate the Wildflower Center into The University of Texas at Austin. In 2010, a donation of $1.4 million from the San Antonio Area Foundation was designated toward the establishment of a 16-acre arboretum. The Mollie Steves Zachry Texas Arboretum, dedicated on April 30, 2011 and opened in the spring of 2012, displays all 53 species of oak trees that are native to Texas. In April 2012, Luci Baines Johnson, daughter of Lady Bird Johnson, her husband Ian Turpin donated $1 million toward a family garden that will be named in their honor; the 4.5-acre native plant garden features a wading creek, a maze of 3-foot-tall native hedges, a walk-in grotto. Pinnation is the arrangement of feather-like or multi-divided features arising from both sides of a common axis. Pinnation occurs in biological morphology, in crystals, such as some forms of ice or metal crystals, in patterns of erosion or stream beds; the term derives from the Latin word pinna meaning "feather", "wing", or "fin". A similar concept is pectination, a comb-like arrangement of parts. Pinnation is referred to in contrast to palmation, in which the parts or structures radiate out from a common point; the terms pinnation and pennation are cognate, although they are sometimes used distinctly, there is no consistent difference in the meaning or usage of the two words. Botanically, pinnation is an arrangement of discrete structures arising at multiple points along a common axis. For example, once-divided leaf blades having leaflets arranged on both sides of a rachis are pinnately compound leaves. Many palms and most cycads and grevilleas have pinnately divided leaves. Most species of ferns have pinnate or more divided fronds, in ferns the leaflets or segments are referred to as "pinnae".
Plants with pinnate leaves are sometimes colloquially called "feather-leaved". Most of the following definitions are from Jackson's Glossary of Botanical Terms: pinnatifid and pinnatipartite: leaves with pinnate lobes that are not discrete, remaining sufficiently connected to each other that they are not separate leaflets. Pinnatisect: cut all the way to the midrib or other axis, but with the bases of the pinnae not contracted to form discrete leaflets. Pinnate-pinnatifid: pinnate, with the pinnae being pinnatifid. Paripinnate: pinnately compound leaves in which leaflets are borne in pairs along the rachis without a single terminal leaflet. Imparipinnate: pinnately compound leaves in which there is a lone terminal leaflet rather than a terminal pair of leaflets. Bipinnate: pinnately compound leaves in which the leaflets are themselves pinnately compound. Tripinnate: pinnately compound leaves in which the leaflets are themselves bipinnate. Tetrapinnate: pinnately compound leaves in which the leaflets are themselves tripinnate.
Unipinnate: solitary compound leaf with a row of leaflets arranged along each side of a common rachis. The term pinnula is the Latin diminutive of pinna; some apply it to the leaflets of a pinna the leaflets of bipinnate or tripinnate leaves. Others or alternatively apply it to second or third order divisions of a bipinnate or tripinnate leaf, it is the ultimate free division of a compound leaf, or a pinnate subdivision of a multipinnate leaf.
