Communes of France
The commune is a level of administrative division in the French Republic. French communes are analogous to civil townships and incorporated municipalities in the United States and Canada, Gemeinden in Germany, comuni in Italy or ayuntamiento in Spain; the United Kingdom has no exact equivalent, as communes resemble districts in urban areas, but are closer to parishes in rural areas where districts are much larger. Communes are based on historical geographic communities or villages and are vested with significant powers to manage the populations and land of the geographic area covered; the communes are the fourth-level administrative divisions of France. Communes vary in size and area, from large sprawling cities with millions of inhabitants like Paris, to small hamlets with only a handful of inhabitants. Communes are based on pre-existing villages and facilitate local governance. All communes have names, but not all named geographic areas or groups of people residing together are communes, the difference residing in the lack of administrative powers.
Except for the municipal arrondissements of its largest cities, the communes are the lowest level of administrative division in France and are governed by elected officials with extensive autonomous powers to implement national policy. A commune is city, or other municipality. "Commune" in English has a historical bias, implies an association with socialist political movements or philosophies, collectivist lifestyles, or particular history. There is nothing intrinsically different between commune in French; the French word commune appeared in the 12th century, from Medieval Latin communia, for a large gathering of people sharing a common life. As of January 2015, there were 36,681 communes in France, 36,552 of them in metropolitan France and 129 of them overseas; this is a higher total than that of any other European country, because French communes still reflect the division of France into villages or parishes at the time of the French Revolution. The whole territory of the French Republic is divided into communes.
This is unlike some other countries, such as the United States, where unincorporated areas directly governed by a county or a higher authority can be found. There are only a few exceptions: COM of Saint-Martin, it was a commune inside the Guadeloupe région. The commune structure was abolished when Saint-Martin became an overseas collectivity on 22 February 2007. COM of Wallis and Futuna, which still is divided according to the three traditional chiefdoms. COM of Saint Barthélemy, it was a commune inside the Guadeloupe region. Furthermore, two regions without permanent habitation have no communes: TOM of the French Southern and Antarctic Lands Clipperton Island in the Pacific Ocean In metropolitan France, the average area of a commune in 2004 was 14.88 square kilometres. The median area of metropolitan France's communes at the 1999 census was smaller, at 10.73 square kilometres. The median area is a better measure of the area of a typical French commune.
This median area is smaller than that of most European countries. In Italy, the median area of communes is 22 km2. Switzerland and the Länder of Rhineland-Palatinate, Schleswig-Holstein, Thuringia in Germany were the only places in Europe where the communes had a smaller median area than in France; the communes of France's overseas départements such as Réunion and French Guiana are large by French standards. They group into the same commune several villages or towns with sizeable distances among them. In Réunion, demographic expansion and sprawling urbanization have resulted in the administrative splitting of some communes; the median population of metropolitan France's communes at the 1999 census was 380 inhabitants. Again this is a small number, here France stands apart in Europe, with the lowest communes' median population of all the European countries; this small median population of French communes can be compared with Italy, where the median population of communes in 2001 was 2,343 inhabitants, Belgium, or Spain.
The median population given here should not hide the fact that there are pronounced differences in size between French communes. As mentioned in the introduction, a commune can be a city of 2 million inhabitants such as Paris, a town of 10,000 inhabitants, or just a hamlet of 10 inhabitants. What the median population tells us is that the vast majority of the French communes only have a few hundred inhabitants. In metropolitan France just over 50 percent of the 36,683 communes have fewer than 500 inhabitants a
Imperial immediacy was a privileged constitutional and political status rooted in German feudal law under which the Imperial estates of the Holy Roman Empire such as Imperial cities, prince-bishoprics and secular principalities, individuals such as the Imperial knights, were declared free from the authority of any local lord and placed under the direct authority of the Emperor, of the institutions of the Empire such as the Diet, the Imperial Chamber of Justice and the Aulic Council. The granting of immediacy began in the Early Middle Ages, for the immediate bishops and cities the main beneficiaries of that status, immediacy could be exacting and meant being subjected to the fiscal and hospitality demands of their overlord, the Emperor. However, with the gradual exit of the Emperor from the centre stage from the mid-13th century onwards, holders of imperial immediacy found themselves vested with considerable rights and powers exercised by the emperor; as confirmed by the Peace of Westphalia in 1648, the possession of imperial immediacy came with a particular form of territorial authority known as territorial superiority.
In today's terms, it would be understood as a limited form of sovereignty. Several immediate estates held the privilege of attending meetings of the Reichstag in person, including an individual vote: the seven Prince-electors designated by the Golden Bull of 1356 the other Princes of the Holy Roman Empire secular: Dukes, Landgraves et al. ecclesiastical: Prince-Bishops, Prince-Abbots and Prince-Provosts. They formed the Imperial Estates, together with 100 immediate counts, 40 Imperial prelates and 50 Imperial Cities who only enjoyed a collective vote. Further immediate estates not represented in the Reichstag were the Imperial Knights as well as several abbeys and minor localities, the remains of those territories which in the High Middle Ages had been under the direct authority of the Emperor and since had been given in pledge to the princes. At the same time, there were classes of "princes" with titular immediacy to the Emperor but who exercised such privileges if at all. For example, the Bishops of Chiemsee and Seckau were subordinate to the prince-bishop of Salzburg, but were formally princes of the Empire.
Additional advantages might include the rights to collect taxes and tolls, to hold a market, to mint coins, to bear arms, to conduct legal proceedings. The last of these might include the so-called Blutgericht through which capital punishment could be administered; these rights varied according to the legal patents granted by the emperor. As pointed out by Jonathan Israel in 1528 the Dutch province of Overijssel tried to arrange its submission to Emperor Charles V in his capacity as Holy Roman Emperor rather than as his being the Duke of Burgundy. If successful, that would have evoked Imperial immediacy and would have put Overijssel in a stronger negotiating position, for example given the province the ability to appeal to the Imperial Diet in any debate with Charles. For that reason, the Emperor rejected and blocked Overijssel's attempt. Disadvantages might include direct intervention by imperial commissions, as happened in several of the south-western cities after the Schmalkaldic War, the potential restriction or outright loss of held legal patents.
Immediate rights might be lost if the Emperor and/or the Imperial Diet could not defend them against external aggression, as occurred in the French Revolutionary wars and the Napoleonic Wars. The Treaty of Lunéville in 1801 required the emperor to renounce all claims to the portions of the Holy Roman Empire west of the Rhine. At the last meeting of the Imperial Diet in 1802–03 called the German Mediatisation, most of the free imperial cities and the ecclesiastic states lost their imperial immediacy and were absorbed by several dynastic states; the practical application of the rights of immediacy was complex. Such contemporaries as Goethe and Fichte called the Empire a monstrosity. Voltaire wrote of the Empire as something neither Holy nor Roman, nor an Empire, in comparison to the British Empire, saw its German counterpart as an abysmal failure that reached its pinnacle of success in the early Middle Ages and declined thereafter. Prussian historian Heinrich von Treitschke described it in the 19th century as having become "a chaotic mess of rotted imperial forms and unfinished territories".
For nearly a century after the publication of James Bryce's monumental work The Holy Roman Empire, this view prevailed among most English-speaking historians of the Early Modern period, contributed to the development of the Sonderweg theory of the German past. A revisionist view popular in Germany but adopted elsewhere argued that "though not powerful politically or militarily, was extraordinarily diverse and free by the standards of Europe at the time". The Celts are an Indo-European ethnolinguistic group of Europe identified by their use of Celtic languages and cultural similarities. The history of pre-Celtic Europe and the exact relationship between ethnic and cultural factors in the Celtic world remains uncertain and controversial; the exact geographic spread of the ancient Celts is disputed. According to one theory, the common root of the Celtic languages, the Proto-Celtic language, arose in the Late Bronze Age Urnfield culture of Central Europe, which flourished from around 1200 BC. According to a theory proposed in the 19th century, the first people to adopt cultural characteristics regarded as Celtic were the people of the Iron Age Hallstatt culture in central Europe, named for the rich grave finds in Hallstatt, Austria, thus this area is sometimes called the "Celtic homeland". By or during the La Tène period, this Celtic culture was supposed to have expanded by trans-cultural diffusion or migration to the British Isles and the Low Countries, Bohemia and much of Central Europe, the Iberian Peninsula and northern Italy and, following the Celtic settlement of Eastern Europe beginning in 279 BC, as far east as central Anatolia in modern-day Turkey.
The earliest undisputed direct examples of a Celtic language are the Lepontic inscriptions beginning in the 6th century BC. Continental Celtic languages are attested exclusively through inscriptions and place-names. Insular Celtic languages are attested beginning around the 4th century in Ogham inscriptions, although they were being spoken much earlier. Celtic literary tradition begins with Old Irish texts around the 8th century CE. Coherent texts of Early Irish literature, such as the Táin Bó Cúailnge, survive in 12th-century recensions. By the mid-1st millennium, with the expansion of the Roman Empire and migrating Germanic tribes, Celtic culture and Insular Celtic languages had become restricted to Ireland, the western and northern parts of Great Britain, the Isle of Man, Brittany. Between the 5th and 8th centuries, the Celtic-speaking communities in these Atlantic regions emerged as a reasonably cohesive cultural entity, they had a common linguistic and artistic heritage that distinguished them from the culture of the surrounding polities.
By the 6th century, the Continental Celtic languages were no longer in wide use. Insular Celtic culture diversified into that of the Gaels and the Celtic Britons of the medieval and modern periods. A modern Celtic identity was constructed as part of the Romanticist Celtic Revival in Great Britain and other European territories, such as Portugal and Spanish Galicia. Today, Scottish Gaelic and Breton are still spoken in parts of their historical territories, Cornish and Manx are undergoing a revival; the first recorded use of the name of Celts – as Κελτοί – to refer to an ethnic group was by Hecataeus of Miletus, the Greek geographer, in 517 BC, when writing about a people living near Massilia. In the fifth century BC, Herodotus referred to Keltoi living around the head of the Danube and in the far west of Europe; the etymology of the term Keltoi is unclear. Possible roots include Indo-European *kʲel'to hide', IE *kʲel'to heat' or *kel'to impel'. Several authors have supposed it to be Celtic in origin, while others view it as a name coined by Greeks.
Linguist Patrizia De Bernardo Stempel falls in the latter group, suggests the meaning "the tall ones". In the 1st century BC, Julius Caesar reported that the people known to the Romans as Gauls called themselves Celts, which suggests that if the name Keltoi was bestowed by the Greeks, it had been adopted to some extent as a collective name by the tribes of Gaul; the geographer Strabo, writing about Gaul towards the end of the first century BC, refers to the "race, now called both Gallic and Galatic," though he uses the term Celtica as a synonym for Gaul, separated from Iberia by the Pyrenees. Yet he reports Celtic peoples in Iberia, uses the ethnic names Celtiberi and Celtici for peoples there, as distinct from Lusitani and Iberi. Pliny the Elder cited the use of Celtici in Lusitania as a tribal surname, which epigraphic findings have confirmed. Latin Gallus might stem from a Celtic ethnic or tribal name perhaps one borrowed into Latin during the Celtic expansions into Italy during the early fifth century BC.
Its root may be the Proto-Celtic *galno, meaning "power, strength", hence Old Irish gal "boldness, ferocity" and Welsh gallu "to be able, power". The tribal names of Gallaeci and the Greek Γαλάται most have the same origin; the suffix -atai might be an Ancient Greek inflection. Classical writers did not apply the terms Κελτοί or Celtae to the inhabitants of Britain or Ireland, which has led to some scholars preferring not to use the term for the Iron Age inhabitants of those islands. Germany the Federal Republic of Germany, is a country in Central and Western Europe, lying between the Baltic and North Seas to the north, the Alps to the south. It borders Denmark to the north and the Czech Republic to the east and Switzerland to the south, France to the southwest, Luxembourg and the Netherlands to the west. Germany includes 16 constituent states, covers an area of 357,386 square kilometres, has a temperate seasonal climate. With 83 million inhabitants, it is the second most populous state of Europe after Russia, the most populous state lying in Europe, as well as the most populous member state of the European Union. Germany is a decentralized country, its capital and largest metropolis is Berlin, while Frankfurt serves as its financial capital and has the country's busiest airport. Germany's largest urban area is the Ruhr, with its main centres of Essen; the country's other major cities are Hamburg, Cologne, Stuttgart, Düsseldorf, Dresden, Bremen and Nuremberg. Various Germanic tribes have inhabited the northern parts of modern Germany since classical antiquity.
A region named Germania was documented before 100 AD. During the Migration Period, the Germanic tribes expanded southward. Beginning in the 10th century, German territories formed a central part of the Holy Roman Empire. During the 16th century, northern German regions became the centre of the Protestant Reformation. After the collapse of the Holy Roman Empire, the German Confederation was formed in 1815; the German revolutions of 1848–49 resulted in the Frankfurt Parliament establishing major democratic rights. In 1871, Germany became a nation state when most of the German states unified into the Prussian-dominated German Empire. After World War I and the revolution of 1918–19, the Empire was replaced by the parliamentary Weimar Republic; the Nazi seizure of power in 1933 led to the establishment of a dictatorship, the annexation of Austria, World War II, the Holocaust. After the end of World War II in Europe and a period of Allied occupation, Austria was re-established as an independent country and two new German states were founded: West Germany, formed from the American and French occupation zones, East Germany, formed from the Soviet occupation zone.
Following the Revolutions of 1989 that ended communist rule in Central and Eastern Europe, the country was reunified on 3 October 1990. Today, the sovereign state of Germany is a federal parliamentary republic led by a chancellor, it is a great power with a strong economy. As a global leader in several industrial and technological sectors, it is both the world's third-largest exporter and importer of goods; as a developed country with a high standard of living, it upholds a social security and universal health care system, environmental protection, a tuition-free university education. The Federal Republic of Germany was a founding member of the European Economic Community in 1957 and the European Union in 1993, it is part of the Schengen Area and became a co-founder of the Eurozone in 1999. Germany is a member of the United Nations, NATO, the G7, the G20, the OECD. Known for its rich cultural history, Germany has been continuously the home of influential and successful artists, musicians, film people, entrepreneurs, scientists and inventors.
Germany has a large number of World Heritage sites and is among the top tourism destinations in the world. The English word Germany derives from the Latin Germania, which came into use after Julius Caesar adopted it for the peoples east of the Rhine; the German term Deutschland diutisciu land is derived from deutsch, descended from Old High German diutisc "popular" used to distinguish the language of the common people from Latin and its Romance descendants. This in turn descends from Proto-Germanic *þiudiskaz "popular", derived from *þeudō, descended from Proto-Indo-European *tewtéh₂- "people", from which the word Teutons originates; the discovery of the Mauer 1 mandible shows that ancient humans were present in Germany at least 600,000 years ago. The oldest complete hunting weapons found anywhere in the world were discovered in a coal mine in Schöningen between 1994 and 1998 where eight 380,000-year-old wooden javelins of 1.82 to 2.25 m length were unearthed. The Neander Valley was the location where the first non-modern human fossil was discovered.
The Neanderthal 1 fossils are known to be 40,000 years old. Evidence of modern humans dated, has been found in caves in the Swabian Jura near Ulm; the finds included 42,000-year-old bird bone and mammoth ivory flutes which are the oldest musical instruments found, the 40,000-year-old Ice Age Lion Man, the oldest uncontested figurative art discovered, the 35,000-year-old Venus of Hohle Fels, the oldest uncontested human figurative art discovered. The Nebra sky disk is a bronze artefact created during the European Bronze Age attributed to a site near Nebra, Saxony-Anhalt, it is part of UNESCO's Memory of the World Programme. The Germanic tribes are thought to date from the Pre-Roman Iron Age. Sister cities or twin towns are a form of legal or social agreement between towns, counties, prefectures, regions and countries in geographically and politically distinct areas to promote cultural and commercial ties. The modern concept of town twinning, conceived after the Second World War in 1947, was intended to foster friendship and understanding among different cultures and between former foes as an act of peace and reconciliation, to encourage trade and tourism. By the 2000s, town twinning became used to form strategic international business links among member cities. In the United Kingdom, the term "twin towns" is most used. In mainland Europe, the most used terms are "twin towns", "partnership towns", "partner towns", "friendship towns"; the European Commission uses the term "twinned towns" and refers to the process as "town twinning". Spain uses the term "ciudades hermanadas", which means "sister cities". Germany and the Czech Republic use Partnerstadt / miasto partnerskie / partnerské město, which translate as "partner town or city".
France uses ville jumelée, Italy has gemellaggio and comune gemellato. In the Netherlands, the term is stedenband. In Greece, the word αδελφοποίηση has been adopted. In Iceland, the terms vinabæir and vinaborgir are used. In the former Soviet Bloc, "twin towns" and "twin cities" are used, along with города-побратимы; the Americas, South Asia, Australasia use the term "sister cities" or "twin cities". In China, the term is 友好城市. Sometimes, other government bodies enter into a twinning relationship, such as the agreement between the provinces of Hainan in China and Jeju-do in South Korea; the douzelage is a town twinning association with one town from each of the member states of the European Union. Despite the term being used interchangeably, with the term "friendship city", this may mean a relationship with a more limited scope in comparison to a sister city relationship, friendship city relationships are mayor-to-mayor agreements. In recent years, the term "city diplomacy" has gained increased usage and acceptance as a strand of paradiplomacy and public diplomacy.
It is formally used in the workings of the United Cities and Local Governments and the C40 Cities Climate Leadership Group and recognised by the USC Center on Public Diplomacy. A March 2014 debate in the British House of Lords acknowledged the evolution of town twinning into city diplomacy around trade and tourism, but in culture and post-conflict reconciliation; the importance of cities developing "their own foreign economic policies on trade, foreign investment and attracting foreign talent" has been highlighted by the World Economic Forum. The earliest known town twinning in Europe was between Paderborn, Le Mans, France, in 836. Starting in 1905, Keighley in West Yorkshire, had a twinning arrangement with French communities Suresnes and Puteaux; the first recorded modern twinning agreement was between Keighley and Poix-du-Nord in Nord, France, in 1920 following the end of the First World War. This was referred to as an adoption of the French town; the practice was continued after the Second World War as a way to promote mutual understanding and cross-border projects of mutual benefit.
For example, Coventry twinned with Stalingrad and with Dresden as an act of peace and reconciliation, all three cities having been bombed during the war. The City of Bath formed an "Alkmaar Adoption committee" in March 1945, when the Dutch city was still occupied by the German Army in the final months of the war, children from each city took part in exchanges in 1945 and 1946. In 1947, Bristol Corporation sent five'leading citizens' on a goodwill mission to Hanover. Reading in 1947 was the first British town to form links with a former "enemy" city – Düsseldorf; the link still exists. Since 9 April 1956 Rome and Paris have been and reciprocally twinned with each other, following the motto: "Only Paris is worthy of Rome; the support scheme was established in 1989. In 2003 an annual budget of about €12 million was allocated to about 1,300 projects; the Council of European Municipalities and Regions works with the Commission to promote modern, high quality twinning initiatives and exchanges that involve all sections of the community.
It has launched a website dedicated to town twinning. As of 1995, the European Union had more than 7,000 bilateral relationships involving 10,000 European municipalities French and German. Public art has been used to celebrate twin town links, for instance in the form of seven mural paintings in the centre of the town of Sutton, Greater London; the five main paintings show a number of the main features of the London Borough of Sutton and its four twin towns, along with the heraldic shield of each above the other images. Each painting features a plant as a visual representation of its town's environmental awareness. Adelaide of Italy
Adelaide of Italy called Adelaide of Burgundy, was a Holy Roman Empress by marriage to Holy Roman Emperor Otto the Great. She was regent of the Holy Roman Empire as the guardian of her grandson in 991-995. Born in Orbe Castle, Kingdom of Upper Burgundy, she was the daughter of Rudolf II of Burgundy, a member of the Elder House of Welf, Bertha of Swabia, her first marriage, at the age of fifteen, was to the son of her father's rival in Italy, Lothair II, the nominal King of Italy. Their daughter, Emma of Italy, was born about 948; the Calendar of Saints states that her first husband was poisoned by the holder of real power, his successor, Berengar II of Italy, who attempted to cement his political power by forcing her to marry his son, Adalbert. According to Adelaide's contemporary biographer, Odilo of Cluny, she managed to escape from captivity. After a time spent in the marshes nearby, she was rescued by a priest and taken to a "certain impregnable fortress," the fortified town of Canossa Castle near Reggio.
She managed to send an emissary to Otto I, asked the East Frankish king for his protection. The widow met Otto at the old Lombard capital of Pavia and they married in 951. Pope John XII crowned Otto Holy Roman Emperor in Rome on 2 February 962, breaking tradition crowned Adelaide as Holy Roman Empress. In Germany, the crushing of a revolt in 953 by Liudolf, Otto's son by his first marriage, cemented Adelaide's position, for she retained all her dower lands, she and their eleven-year-old son, Otto II, accompanied Otto in 966 on his third expedition to Italy, where Otto restored the newly elected Pope John XIII to his throne. Adelaide remained in Rome for six years, their son Otto II was crowned co-emperor in 967 married the Byzantine princess Theophanu in April 972, resolving the conflict between the two empires in southern Italy, as well as ensuring the imperial succession. Adelaide and her husband returned to Germany, where Otto died in May 973, at the same Memleben palace where his father had died 37 years earlier.
In 983, her son Otto II died and was succeeded by her grandson Otto III under the regency of his mother Adelaide's daughter-in-law Dowager Empress Theophanu. When Theophanu died in 990, Adelaide assumed regency on behalf of her grandson the Emperor until he reached legal majority four years later. Adelaide resigned as regent when Otho III was declared of legal majority in 995. Adelaide had long entertained close relations with Cluny the center of the movement for ecclesiastical reform, in particular with its abbots Majolus and Odilo, she retired to a nunnery. On her way to Burgundy to support her nephew Rudolf III against a rebellion, she died at Selz Abbey on 16 December 999, days short of the millennium she thought would bring the Second Coming of Christ, she had devoted herself to the service of the church and peace, to the empire as guardian of both. She was thus a principal agent—almost an embodiment—of the work of the pre-schism Orthodox Catholic Church at the end of the Early Middle Ages in the construction of the religious culture of Central Europe.
Some of her relics are preserved in a shrine in Hanover. Her feast day, 16 December, is still kept in many German dioceses. In 947, Adelaide was married to King Lothair II of Italy; the union produced one child: Emma of Italy, queen of France and wife of Lothair of FranceIn 951, Adelaide was married to King Otto I, the future Holy Roman Emperor. Charles IV, born Wenceslaus, was the first King of Bohemia to become Holy Roman Emperor. He was a member of the House of Luxembourg from his father's side and the Czech House of Přemyslid from his mother's side, he was the eldest son and heir of King John of Bohemia, who died at the Battle of Crécy on 26 August 1346. His mother, Elizabeth of Bohemia, was the sister of King Wenceslas III, the last of the male Přemyslid rulers of Bohemia. Charles inherited the County of Luxembourg from his father and was elected king of the Kingdom of Bohemia. On 2 September 1347, Charles was crowned King of Bohemia. On 11 July 1346, the prince-electors chose him as King of the Romans in opposition to Emperor Louis IV. Charles was crowned on 26 November 1346 in Bonn. After his opponent died, he was crowned King of the Romans. In 1355, he was crowned King of Holy Roman Emperor. With his coronation as King of Burgundy in 1365, he became the personal ruler of all the kingdoms of the Holy Roman Empire. He was named Wenceslaus, the name of his maternal grandfather, King Wenceslaus II. He chose the name Charles at his confirmation in honor of his uncle, King Charles IV of France, at whose court he was resident for seven years, he received French education and was literate and fluent in five languages: Latin, German and Italian. In 1331, he gained some experience of warfare in Italy with his father. At the beginning of 1333, Charles went to Lucca to consolidate his rule there. In an effort to defend the city, Charles founded the town of Montecarlo. From 1333, he administered the lands of the Bohemian Crown due to his father's frequent absence and deteriorating eyesight. In 1334, Charles was named Margrave of the traditional title for heirs to the throne. Two years he assumed the government of Tyrol on behalf of his brother, John Henry, was soon involved in a struggle for the possession of this county. On 11 July 1346, in consequence of an alliance between his father and Pope Clement VI, relentless enemy of the emperor Louis IV, Charles was chosen as Roman king in opposition to Louis by some of the prince-electors at Rhens.
As he had promised to be subservient to Clement, he made extensive concessions to the pope in 1347. Confirming the papacy in the possession of vast territories, he promised to annul the acts of Louis against Clement, to take no part in Italian affairs, to defend and protect the church. Charles IV was in a weak position in Germany. Owing to the terms of his election, he was derisively referred to as a "Priests' King". Many bishops and nearly all of the Imperial cities remained loyal to Louis the Bavarian. Worse still, Charles backed the wrong side in the Hundred Years' War, losing his father and many of his best knights at the Battle of Crécy in August 1346, with Charles himself escaping from the field wounded. Civil war in Germany was prevented, when Louis IV died on 11 October 1347, after suffering a stroke during a bear hunt. In January 1349, House of Wittelsbach partisans attempted to secure the election of Günther von Schwarzburg as king, but he attracted few supporters and died unnoticed and unmourned after a few months.
Thereafter, Charles faced no direct threat to his claim to the Imperial throne. Charles worked to secure his power base. Bohemia had remained untouched by the plague. Prague became his capital, he rebuilt the city on the model of Paris, establishing the New Town. In 1348, he founded the Charles University in Prague, named after him and was the first university in Central Europe; this served as a training ground for lawyers. Soon Prague emerged as the cultural center of Central Europe. Having made good use of the difficulties of his opponents, Charles was again elected in Frankfurt on 17 June 1349 and re-crowned at Aachen on 25 July 1349, he was soon the undisputed ruler of the Empire. Gifts or promises had won the support of the Swabian towns. In 1350, the king was visited at Prague by the Roman tribune Cola di Rienzo, who urged him to go to Italy, where the poet Petrarch and the citizens of Florence implored his presence. Turning a deaf ear to these entreaties, Charles kept Cola in prison for a year, handed him as a prisoner to Clement at Avignon.
Outside Prague, Charles attempted to expand the Bohemian crown lands, using his imperial authority to acquire fiefs in Silesia, the Upper Palatinate, Franconia. The latter regions comprised "New Bohemia," a string of possessions intended to link Bohemia with the Luxemburg territories in the Rhineland; the Bohemian estates, were not willing to support Charles in these ventures.
