Ruston is a small city and the parish seat of Lincoln Parish, United States. It is the largest city in the Eastern Ark-La-Tex region; as of the 2010 United States Census, the population was 21,859, reflecting an increase of 6.4 percent from the count of 20,546 counted in the 2000 Census. Ruston is near the eastern border of the Ark-La-Tex region and is the home of Louisiana Tech University, its economy is therefore based on its college population. Ruston hosts the annual Peach Festival. Ruston is the principal city of the Ruston Micropolitan Statistical Area, which includes all of Lincoln Parish. During the Reconstruction Era following the Civil War, word soon reached the young parish near what is now Ruston, that the Vicksburg and Pacific Railroad would begin to run across north Louisiana, linking the Deep South with the West. Robert Edwin Russ, the Lincoln Parish sheriff from 1877–1880, donated 640 acres to the town and this area was known as Ruston. In 1883, commercial and residential lots were sold for $375 apiece.
As the town began to take shape, new churches, civic organizations and schools were being established. Cotton farming fueled the economy. In 1900 a second railroad, running north and south, was built through Ruston; this brought more business and industry to the area and the population continued to provide a foundation for the local economy. By the time the U. S. entered World War I in 1917, Ruston was established as a center for learning, a place of civic pride and as an area of economic prosperity throughout the region. Ruston grew during the post-World War II years; the GI Bill of Rights sent war veterans to college, helped to fuel the local economy, brought growth to the two local universities, Louisiana Tech University and nearby black Grambling State University, new families moved into Lincoln Parish. By the middle 1960s, Interstate 20 passed through the northern part of Ruston; this coast-to-coast highway made Ruston more accessible, much as the railroad had done a century earlier. In the 1980s, the state of Louisiana economy declined.
Ruston, continued growing because of the rapid expansion of Louisiana Tech. The city had its centennial celebration during this decade, emphasis was placed on revitalizing the historic downtown district. A joint effort between the city and the Louisiana Main Street Program and the Louisiana Department of Historic Preservation brought forth beautification projects to rehabilitate the downtown district, helped draw the community closer to its roots. More than fifteen buildings have been placed on the National Register of Historic Places; the city has a new general aviation airport to serve existing business and industry, the timber and cattle industries continue to expand. According to the United States Census Bureau, the city has a total area of 18.2 square miles, of which 18.1 square miles is land and 0.1 square miles is water. As of the census of 2000, there were 20,546 people, 7,621 households, 4,244 families residing in the city; the population density was 1,136.4 people per square mile. There were 8,397 housing units at an average density of 464.5 per square mile.
The racial makeup of the city was 56.94% White, 38.92% African American, 0.17% Native American, 2.41% Asian, 0.02% Pacific Islander, 0.63% from other races, 0.90% from two or more races. Hispanic or Latino of any race were 1.29% of the population. There were 7,621 households out of which 26.7% had children under the age of 18 living with them, 36.0% were married couples living together, 16.3% had a female householder with no husband present, 44.3% were non-families. 30.8% of all households were made up of individuals and 9.9% had someone living alone, 65 years of age or older. The average household size was 2.32 and the average family size was 2.98. In the city, the population consisted of 20.8% under the age of 18, 31.6% from 18 to 24, 21.3% from 25 to 44, 14.9% from 45 to 64, 11.3% who were 65 years of age or older. The median age was 24.0 years, far below the state median age of 34.0 years. For every 100 females, there were 92.9 males. For every 100 females age 18 and over, there were 89.7 males.
The median income for a household in the city was $23,001, the median income for a family was $37,394. Males had a median income of $33,408 versus $20,413 for females; the per capita income for the city was $14,573. About 22.1% of families and 32.1% of the population were below the poverty line, including 34.1% of those under age 18 and 17.6% of those age 65 or over. Most cultural activities are offered through Louisiana Tech. There are shops downtown, chain restaurants in the city, an eight-screen Celebrity Theater. Other university-based opportunities exist at Monroe; the Louisiana Tech University Arboretum interests many visitors. Early in 2007, the city initiated a blueprint for future development of the Ruston area. Known as "Ruston 21", the plan will evaluate the assets of the community and the ways to achieve goals, it will look citywide at residential development and neighborhoods, recreation planning, transportation issues, economic development, infrastructure concerns, quality of life, working collaboratively with Louisiana Tech University.

In the United States, a district attorney is the chief prosecutor for a local government area a county. The exact name of the office varies by state. Except in the smallest counties, a district attorney leads a staff of prosecutors, who are most known as deputy district attorneys; the Deputy who serves as the supervisor of the office is called the Assistant District Attorney. The majority of prosecutions will be delegated to DDAs, with the district attorney prosecuting the most important cases and having overall responsibility for their agency and its work. Depending upon the system in place, DAs may be appointed by the chief executive of the jurisdiction or elected by local voters; the district attorney, assistant district attorneys under the district attorney’s authority, are the attorneys representing a government body as prosecutors who are responsible for presenting cases against individuals and groups who are suspected of breaking the law and directing further criminal investigations and recommending the sentencing of offenders, are the only attorneys allowed to participate in grand jury proceedings.
The United States Judiciary Act of 1789, Section 35, provided for the appointment of a person in each judicial district to prosecute federal crimes and to represent the United States in all civil actions to which it was a party. There were 13 districts to cover the 11 States that had by that time ratified the constitution; each State was a district, except for Virginia which formed two. Districts were added; the statute did not confer a title upon these local agents of federal authority, but subsequent statutes and court decisions referred to them most as "district attorneys". In 1948, the Judicial Code adopted the term "United States attorneys"; this term for a prosecutor originates with the traditional use of the term "district" for multi-county prosecutorial jurisdictions in several U. S. states. For example, New York appointed prosecutors to multi-county districts prior to 1813. After those states broke up such districts and started appointing or electing prosecutors for individual counties, they continued to use the title "district attorney" for the most senior prosecutor in a county rather than switch to "county attorney".
District attorney and assistant district attorney are the most common titles for state prosecutors, are used by several major jurisdictions within the United States, such as California, Georgia, Nevada, New York, North Carolina, Oregon, Pennsylvania and Wisconsin. In St. Louis, the title is circuit attorney, while in St. Louis County, the title is prosecuting attorney. Alternative titles for the office include commonwealth's attorney, state's attorney, county attorney, circuit solicitor, or county prosecutor. In the United Kingdom, the equivalent position to a district attorney is a chief crown prosecutor, the equivalent to an assistant district attorney is a crown prosecutor; these prosecutors work under the Crown Prosecution Service in England and Wales, the Procurator Fiscal in Scotland, the Director of Public Prosecutions in Northern Ireland. In many other countries, the title of the chief prosecuting officer is Director of Public Prosecutions. In Canada, the equivalent position to a district attorney is a crown attorney, crown counsel or Crown Prosecutor depending on the province, the equivalent to an assistant district attorney is the assistant crown attorney, assistant crown counsel or assistant crown prosecutor respectively.
The assistant district attorney, or state prosecutor, is a law enforcement official who represents the state government on behalf of the district attorney in investigating and prosecuting individuals alleged to have committed a crime. In carrying out their duties to enforce state and local laws, ADAs have the authority to investigate persons, issue subpoenas, file formal criminal charges, plea bargain with defendants, grant immunity to witnesses and accused criminals. Administrative assistant district attorney, executive assistant district attorney, chief assistant district attorney, or first assistant district attorney are some of the titles given to the senior ADA leadership working under the DA; the chief ADA or first ADA, depending on the office, is considered the second-in-command, reports directly to the DA. The exact roles and job assignments for each title vary with each individual office, but include management of the daily activities and supervision of specialized divisions within the office.
A senior ADA may oversee or prosecute some of the larger crimes within the jurisdiction. In some offices, the Exec ADA has the responsibility of hiring lawyers and support staff, as well as supervising press-releases and overseeing the work of the office; some District Attorneys maintain their own law enforcement arm whose members are sworn peace officers. Depending on the jurisdiction, they are referred to as District Attorney Investigators or county detectives. A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. 2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Post Office beginning March 15, 2010; the number of forms mailed out or hand-delivered by the Census Bureau was 134 million on April 1, 2010. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate. The agency has begun to rely more on questioning neighbors or other reliable third parties when a person could not be reached at home, which reduced the cost of follow-up visits. A restaurant, or an eatery, is a business which prepares and serves food and drinks to customers in exchange for money. Meals are served and eaten on the premises, but many restaurants offer take-out and food delivery services, some offer only take-out and delivery. Restaurants vary in appearance and offerings, including a wide variety of cuisines and service models ranging from inexpensive fast food restaurants and cafeterias to mid-priced family restaurants, to high-priced luxury establishments. In Western countries, most mid- to high-range restaurants serve alcoholic beverages such as beer and wine; some restaurants serve all the major meals, such as breakfast and dinner. Other restaurants may only serve a single meal or they may serve two meals; the word derives from the French verb "restaurer" and, being the present participle of the verb, it means "that which restores". The term restaurant was defined in 1507 as a "restorative beverage", in correspondence in 1521 to mean "that which restores the strength, a fortifying food or remedy".
The first use of the word to refer to a public venue where one can order food is believed to be in the 18th century. In 1765, a French chef by the name of A. Boulanger established a business selling soups and other "restaurants". Additionally, while not the first establishment where one could order food, or soups, it is thought to be the first to offer a menu of available choices The "first real restaurant" is considered to have been "La Grande Taverne de Londres" in Paris, founded by Antoine Beauviliers in either 1782 or 1786. According to Brillat-Savarin, this was "the first to combine the four essentials of an elegant room, smart waiters, a choice cellar, superior cooking". In 1802 the term was applied to an establishment where restorative foods, such as bouillon, a meat broth, were served. Restaurants are distinguished in many different ways; the primary factors are the food itself. Beyond this, restaurants may differentiate themselves on factors including speed, location, service, or novelty themes.
Restaurants range from inexpensive and informal lunching or dining places catering to people working nearby, with modest food served in simple settings at low prices, to expensive establishments serving refined food and fine wines in a formal setting. In the former case, customers wear casual clothing. In the latter case, depending on culture and local traditions, customers might wear semi-casual, semi-formal or formal wear. At mid- to high-priced restaurants, customers sit at tables, their orders are taken by a waiter, who brings the food when it is ready. After eating, the customers pay the bill. In some restaurants, such as workplace cafeterias, there are no waiters. Another restaurant approach which uses few waiters is the buffet restaurant. Customers serve food onto their own plates and pay at the end of the meal. Buffet restaurants still have waiters to serve drinks and alcoholic beverages. Fast food restaurants are considered a restaurant; the travelling public has long been catered for with ship's messes and railway restaurant cars which are, in effect, travelling restaurants.
Many railways, the world over cater for the needs of travellers by providing railway refreshment rooms, a form of restaurant, at railway stations. In the 2000s, a number of travelling restaurants designed for tourists, have been created; these can be found on trams, buses, etc. A restaurant's proprietor is called a restaurateur, this derives from the French verb restaurer, meaning "to restore". Professional cooks are called chefs, with there being various finer distinctions. Most restaurants will have various waiting staff to serve food and alcoholic drinks, including busboys who remove used dishes and cutlery. In finer restaurants, this may include a host or hostess, a maître d'hôtel to welcome customers and to seat them, a sommelier or wine waiter to help patrons select wines. A new route to becoming a restauranter, rather than working one's way up through the stages, is to operate a food truck. Once a sufficient following has been obtained, a permanent restaurant site can be opened; this trend has become common in the UK and the US.
A chef's table is a table located in the kitchen of a restaurant, reserved for VIPs and special guests. Patrons may be served a themed tasting menu served by the head chef. Restaurants can charge a higher flat fee; because of the demand on the kitchen's facilities, chef's tables are only available during off-peak times. A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.

Louisiana House of Representatives
The Louisiana House of Representatives is the lower house in the Louisiana State Legislature, the state legislature of the US state of Louisiana. The House is composed of 105 representatives, each of whom represents 42,500 people. Members serve four-year terms with a term limit of three terms; the House is one of the five state legislative lower houses that has a four-year term, as opposed to the near-universal two-year term. The House convenes at the State Capitol in Baton Rouge; the Speaker of the House presides over the House of Representatives. The Speaker is customarily recommended by the governor elected by the full House. In addition to presiding over the body, the Speaker is the chief leadership position, controls the flow of legislation and committee assignments; the House of Representatives elects a Speaker pro tempore to preside in the absence of the Speaker. The current Speaker is Republican Chuck Kleckley of the 36th District, elected to that position in 2012 succeeding Jim Tucker.
His deputy is the Speaker pro tempore Democrat Walt Leger, III of the 91st District. The Speaker pro tempore presides; the chairman of the Republican delegation is Lance Harris of the 25th District. The Louisiana House of Representatives comprises 105 representatives elected from across the state from single-member districts by registered voters in the district. Representatives must be electors, be at least eighteen years old, be domiciled in the district they represent at least one year, have resided in the state two years; the House is the judge of its members' elections. All candidates for state representative in a district compete in a nonpartisan blanket primary. Elections occur representatives are limited to three four-year terms. If a seat is vacant, it will be filled in a special election. House sessions occur along with the Louisiana State Senate, every year, for sixty legislative days in even-numbered years and forty-five legislative days in odd-numbered years in which only monetary bills can be considered.
The House is the lower legislative chamber of the Louisiana State Legislature. The Louisiana House has sole authority to introduce appropriation bills; the Louisiana House of Representatives was established, along with its functions and authority, in Article III, Section 3 of the Louisiana Constitution. The committees of the Louisiana House review proposed bills and either kill them or recommend their passage to the full House; each committee has a specialized area.
