The Thirteenth United States Census, conducted by the Census Bureau on April 15, 1910, determined the resident population of the United States to be 92,228,496, an increase of 21.0 percent over the 76,212,168 persons enumerated during the 1900 Census. United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions. Washington County, Wisconsin
Washington County is a county in the U. S. state of Wisconsin. As of the 2010 census, the population was 131,887, its county seat is West Bend. The county was created from Wisconsin Territory in 1836 and organized in 1845, it was named after President George Washington. Washington County is part of in WI Metropolitan Statistical Area. According to the U. S. Census Bureau, the county has a total area of 436 square miles, of which 431 square miles is land and 5.0 square miles is water. It is the fifth-smallest county in Wisconsin by total area. Hartford Municipal Airport and West Bend Municipal Airport serve the county and surrounding communities. The racial makeup of the county was 97.69% White, 0.40% Black or African American, 0.25% Native American, 0.57% Asian, 0.03% Pacific Islander, 0.40% from other races, 0.66% from two or more races. 1.30% of the population were Hispanic or Latino of any race. 59.9% were of German, 6.3% Polish and 5.5% Irish ancestry according to Census 2000. 95.5% spoke English, 2.0% German and 1.7% Spanish as their first language. There were 43,842 households out of which 36.40% had children under the age of 18 living with them, 64.20% were married couples living together, 7.20% had a female householder with no husband present, 25.30% were non-families. 20.30% of all households were made up of individuals and 7.60% had someone living alone, 65 years of age or older. The average household size was 2.65 and the average family size was 3.08. In the county, the population was spread out with 26.70% under the age of 18, 7.20% from 18 to 24, 31.50% from 25 to 44, 23.40% from 45 to 64, 11.20% who were 65 years of age or older.
The median age was 37 years. For every 100 females there were 99.50 males. For every 100 females age 18 and over, there were 97.00 males. Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.

1940 United States Census
The Sixteenth United States Census, conducted by the Census Bureau, determined the resident population of the United States to be 132,164,569, an increase of 7.3 percent over the 1930 population of 123,202,624 people. The census date of record was April 1, 1940. A number of new questions were asked including where people were 5 years before, highest educational grade achieved, information about wages; this census introduced sampling techniques. Other innovations included a field test of the census in 1939; this was the first census in which every state had a population greater than 100,000. The 1940 census collected the following information: In addition, a sample of individuals were asked additional questions covering age at first marriage and other topics. Wisconsin is a U. S. state located in the Midwest and Great Lakes regions. It is bordered by Minnesota to the west, Iowa to the southwest, Illinois to the south, Lake Michigan to the east, Michigan to the northeast, Lake Superior to the north. Wisconsin is the 20th most populous; the state capital is Madison, its largest city is Milwaukee, located on the western shore of Lake Michigan. The state is divided into 72 counties. Wisconsin's geography is diverse, having been impacted by glaciers during the Ice Age with the exception of the Driftless Area; the Northern Highland and Western Upland along with a part of the Central Plain occupies the western part of the state, with lowlands stretching to the shore of Lake Michigan. Wisconsin is second to Michigan in the length of its Great Lakes coastline. During the 19th and early 20th centuries, a large number of European settlers entered the state, many of whom emigrated from Germany and Scandinavia. Like neighboring Minnesota, the state remains a center of German American and Scandinavian American culture.
Wisconsin is known as "America's Dairyland" because it is one of the nation's leading dairy producers famous for its cheese. Manufacturing, information technology, cranberries and tourism are major contributors to the state's economy; the word Wisconsin originates from the name given to the Wisconsin River by one of the Algonquian-speaking Native American groups living in the region at the time of European contact. French explorer Jacques Marquette was the first European to reach the Wisconsin River, arriving in 1673 and calling the river Meskousing in his journal. Subsequent French writers changed the spelling from Meskousing to Ouisconsin, over time this became the name for both the Wisconsin River and the surrounding lands. English speakers anglicized the spelling from Ouisconsin to Wisconsin when they began to arrive in large numbers during the early 19th century; the legislature of Wisconsin Territory made the current spelling official in 1845. The Algonquin word for Wisconsin and its original meaning have both grown obscure.
Interpretations vary. One leading theory holds that the name originated from the Miami word Meskonsing, meaning "it lies red", a reference to the setting of the Wisconsin River as it flows through the reddish sandstone of the Wisconsin Dells. Other theories include claims that the name originated from one of a variety of Ojibwa words meaning "red stone place", "where the waters gather", or "great rock". Wisconsin has been home to a wide variety of cultures over the past 14,000 years; the first people arrived around 10,000 BCE during the Wisconsin Glaciation. These early inhabitants, called Paleo-Indians, hunted now-extinct ice age animals such as the Boaz mastodon, a prehistoric mastodon skeleton unearthed along with spear points in southwest Wisconsin. After the ice age ended around 8000 BCE, people in the subsequent Archaic period lived by hunting and gathering food from wild plants. Agricultural societies emerged over the Woodland period between 1000 BCE to 1000 CE. Toward the end of this period, Wisconsin was the heartland of the "Effigy Mound culture", which built thousands of animal-shaped mounds across the landscape.
Between 1000 and 1500 CE, the Mississippian and Oneota cultures built substantial settlements including the fortified village at Aztalan in southeast Wisconsin. The Oneota may be the ancestors of the modern Ioway and Ho-Chunk tribes who shared the Wisconsin region with the Menominee at the time of European contact. Other Native American groups living in Wisconsin when Europeans first settled included the Ojibwa, Fox and Pottawatomie, who migrated to Wisconsin from the east between 1500 and 1700; the first European to visit what became Wisconsin was the French explorer Jean Nicolet. He canoed west from Georgian Bay through the Great Lakes in 1634, it is traditionally assumed that he came ashore near Green Bay at Red Banks. Pierre Radisson and Médard des Groseilliers visited Green Bay again in 1654–1666 and Chequamegon Bay in 1659–1660, where they traded for fur with local Native Americans. In 1673, Jacques Marquette and Louis Jolliet became the first to record a journey on the Fox-Wisconsin Waterway all the way to the Mississippi River near Prairie du Chien.
Frenchmen like Nicholas Perrot continued to ply the fur trade across Wisconsin through the 17th and 18th centuries, but the French made no permanent settlements in Wisconsin before Great Britain won control of the region following the French and Indian War in 1763. So, French traders continued to work in the region after the war, some, beginning with Charles de Langlade in 1764, settled in Wisconsin permanently, rather than returning to British-controlled Canada; the British took over Wisconsin during the French and Indian War, taking control of Green Bay in 1761 and gaining control of all of Wisconsin in 1763. Like the French, the British were interested in little but the fur trade. One notable event in the fur trading industry in Wisconsin occurred in 1791, when two free African Americans set up a fur trading post among the Menominee at present day Marinette; the first permanent settlers French Canadians, some Anglo-New Englanders and a few African American freedmen, arrived in Wisconsin while it was under British control.

A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.
