Natural Resources Conservation Service
Natural Resources Conservation Service known as the Soil Conservation Service, is an agency of the United States Department of Agriculture that provides technical assistance to farmers and other private landowners and managers. Its name was changed in 1994 during the presidency of Bill Clinton to reflect its broader mission, it is a small agency comprising about 12,000 employees. Its mission is to improve and conserve natural resources on private lands through a cooperative partnership with state and local agencies. While its primary focus has been agricultural lands, it has made many technical contributions to soil surveying and water quality improvement. One example is the Conservation Effects Assessment Project, set up to quantify the benefits of agricultural conservation efforts promoted and supported by programs in the Farm Security and Rural Investment Act of 2002. NRCS is the leading agency in this project; the agency was founded through the efforts of Hugh Hammond Bennett, a soil conservation pioneer who worked for the Department of Agriculture from 1903 to 1952.
Bennett's motivation was based on his knowledge of the detrimental effects of soil erosion and the impacts on U. S lands. On September 13, 1933, the Soil Erosion Service was formed in the Department of the Interior, with Bennett as chief; the service was transferred to the Department of Agriculture on March 23, 1935, was shortly thereafter combined with other USDA units to form the Soil Conservation Service by the Soil Conservation and Domestic Allotment Act of 1935. The Soil Conservation Service was in charge of 500 Civilian Conservation Corps camps between 1933 and 1942; the primary purpose of these camps was erosion control. Hugh Bennett continued as chief, a position he held until his retirement in 1952. On October 20, 1994, the agency was renamed to the Natural Resources Conservation Service as part of the Federal Crop Insurance Reform and Department of Agriculture Reorganization Act of 1994. NRCS offers financial assistance to farmers and ranchers; the financial assistance is authorized by the Farm Bill, a law, renewed every five years.
The 2014 Farm Bill consolidated 23 programs into 15. NRCS offers these services to private land owners, conservation districts and other types of organizations. NRCS collects and shares information on the nation's soil, water and plants; the Conservation Title of the Farm Bill provides the funding to agricultural producers, a conservation plan must be included. All of these programs are voluntary; the main programs include: The purpose of EQIP is to provide assistance to landowners to help them improve their soil and related natural resources, including grazing lands and wildlife habitat. Conservation Stewardship Program CSP is targeted to a producers who maintain a higher level of environmental stewardship. Regional Conservation Partnership Program RCPP consolidated four programs from the prior 2008 Farm Bill, it aims at more watershed scale projects, rather than individual farms and ranches. Agricultural Conservation Easement Program ACEP was another consolidation effort of the 2014 Farm Bill, which includes the former Grasslands Reserve Program and Ranch Lands Protection Program, Wetlands Reserve Program.
ACEP includes technical and financial help to maintain or improve land for agriculture or environmental benefits. Landowners volunteer to protect forests in 30 or 10 year contracts; this program hands assisting funds to participants. The objectives of HFRP are to: Promote the recovery of endangered and threatened species under the Endangered Species Act Improve plant and animal biodiversity Enhance carbon sequestration Serves 10 states in the Midwest United States in helping to reduce Nitrate levels in soil due to runoff from fertilized farmland; the project began in 2010 and focused on the Mississippi Basin area. The main goal of the project is to implement better methods of managing water drainage from agricultural uses, in place of letting the water drain as it had done in the past. In October 2011, The National "Managing Water, Harvesting Results" Summit was held to promote the drainage techniques used in hopes of people adopting them nationwide. Includes water supply forecasts and the Surface Water Supply Index for Alaska and other Western states.
NRCS agents collect data from snowpack and mountain sites to predict spring runoff and summer streamflow amounts. These predictions are used in decision making for agriculture, wildlife management and development, several other areas; these predictions are available within the first 5 days of each month from January to June. Is a blanket program which involves conservation efforts on soil and water conservation, as well as management of agricultural wastes and general longterm sustainability. NRCS and related agencies work with landowners, communities, or developers to protect the environment. A perennial plant or perennial is a plant that lives more than two years. Some sources cite perennial plants being plants; the term is used to differentiate a plant from shorter-lived annuals and biennials. The term is widely used to distinguish plants with little or no woody growth from trees and shrubs, which are technically perennials. Perennials small flowering plants, that grow and bloom over the spring and summer, die back every autumn and winter, return in the spring from their rootstock, are known as herbaceous perennials. However, depending on the rigors of local climate, a plant, a perennial in its native habitat, or in a milder garden, may be treated by a gardener as an annual and planted out every year, from seed, from cuttings or from divisions. Tomato vines, for example, live several years in their natural tropical/subtropical habitat but are grown as annuals in temperate regions because they don't survive the winter. There is a class of evergreen, or non-herbaceous, including plants like Bergenia which retain a mantle of leaves throughout the year.
An intermediate class of plants is known as subshrubs, which retain a vestigial woody structure in winter, e.g. Penstemon; the local climate may dictate whether plants are treated as perennials. For instance, many varieties of Fuchsia are shrubs in warm regions, but in colder temperate climates may be cut to the ground every year as a result of winter frosts; the symbol for a perennial plant, based on Species Plantarum by Linnaeus, is, the astronomical symbol for the planet Jupiter. Perennial plants can be short-lived or they can be long-lived, as are some woody plants like trees, they include a wide assortment of plant groups from ferns and liverworts to the diverse flowering plants like orchids and grasses. Plants that flower and fruit only once and die are termed monocarpic or semelparous. However, most perennials are polycarpic. Perennials grow structures that allow them to adapt to living from one year to the next through a form of vegetative reproduction rather than seeding; these structures include bulbs, woody crowns, rhizomes plus others.
They might have specialized stems or crowns that allow them to survive periods of dormancy over cold or dry seasons during the year. Annuals produce seeds to continue the species as a new generation while the growing season is suitable, the seeds survive over the cold or dry period to begin growth when the conditions are again suitable. Many perennials have developed specialized features that allow them to survive extreme climatic and environmental conditions; some have adapted to survive cold temperatures. Those plants tend to invest a lot of resource into their adaptations and do not flower and set seed until after a few years of growth. Many perennials produce large seeds, which can have an advantage, with larger seedlings produced after germination that can better compete with other plants; some annuals produce many more seeds per plant in one season, while some perennials are not under the same pressure to produce large numbers of seeds but can produce seeds over many years. Dividing perennial plants is something that gardeners do around the months of October.
The point of doing the division at this time is to allow 6 weeks for adequate root growth prior to the ground reaching a freezing temperature. Due to the leaves falling from trees, as well as the excessive amount of rain received in most places during the fall weeks, the ground has adequate moisture for rapid growth; each type of plant must be separated differently. However, plants such as Irises have a root system known as a Rhizomes, these root systems should be planted with the bulb of the plant just above ground level, with leaves from the following year showing; the point of dividing perennials is to increase the amount of a single breed of plant in your garden. The more you divide your perennial plants every year, the more vast your garden will grow. In warmer and more favorable climates, perennials grow continuously. In seasonal climates, their growth is limited to the growing season. In some species, perennials retain their foliage all year round. Other plants are deciduous perennials, for example, in temperate regions a perennial plant may grow and bloom during the warm part of the year, with the foliage dying back in the winter.
In many parts of the world, seasonality is expressed as wet and dry periods rather than warm and cold periods, deciduous perennials lose their leaves in the dry season. With their roots protected below ground in the soil layer, perennial plants are notably tolerant of wildfire. Herbaceous perennials are able to tolerate the extremes of cold in temperate and Arctic winters, with less sensitivity than trees or shrubs. Perennial plants can be differentiated from annuals and biennials in that perennials have the ability to remain dormant over long periods of time and continue growth and reproduction; the meristem of perennial plants communicates with the hormones produced due to environmental situations and stage of development to begin and halt the ability to grow or flower. There is a distinction between the ability to grow and actual task of growth. For example, most trees regain the ability to grow in the midst of winter but do not initiate physical growth until the spring and summer months.

The United States Department of Agriculture known as the Agriculture Department, is the U. S. federal executive department responsible for developing and executing federal laws related to farming and food. It aims to meet the needs of farmers and ranchers, promote agricultural trade and production, work to assure food safety, protect natural resources, foster rural communities and end hunger in the United States and internationally. 80% of the USDA's $141 billion budget goes to the Food and Nutrition Service program. The largest component of the FNS budget is the Supplemental Nutrition Assistance Program, the cornerstone of USDA's nutrition assistance; the current Secretary of Agriculture is Sonny Perdue. Many of the programs concerned with the distribution of food and nutrition to people of America and providing nourishment as well as nutrition education to those in need are run and operated under the USDA Food and Nutrition Service. Activities in this program include the Supplemental Nutrition Assistance Program, which provides healthy food to over 40 million low-income and homeless people each month.
USDA is a member of the United States Interagency Council on Homelessness, where it is committed to working with other agencies to ensure these mainstream benefits are accessed by those experiencing homelessness. The USDA is concerned with assisting farmers and food producers with the sale of crops and food on both the domestic and world markets, it plays a role in overseas aid programs by providing surplus foods to developing countries. This aid can go through USAID, foreign governments, international bodies such as World Food Program, or approved nonprofits; the Agricultural Act of 1949, section 416 and Agricultural Trade Development and Assistance Act of 1954 known as Food for Peace, provides the legal basis of such actions. The USDA is a partner of the World Cocoa Foundation. Early in its history, the economy of the United States was agrarian. Officials in the federal government had long sought new and improved varieties of seeds and animals for import into the United States. In 1837 Henry Leavitt Ellsworth, a Yale-educated attorney interested in improving agriculture, became Commissioner of Patents, a position within the Department of State.
He began collecting and distributing new varieties of seeds and plants through members of the Congress and agricultural societies. In 1839, Congress established the Agricultural Division within the Patent Office and allotted $1,000 for "the collection of agricultural statistics and other agricultural purposes." Ellsworth's interest in aiding agriculture was evident in his annual reports that called for a public depository to preserve and distribute the new seeds and plants, a clerk to collect agricultural statistics, statewide reports about crops in different regions, the application of chemistry to agriculture. Ellsworth was called the "Father of the Department of Agriculture."In 1849, the Patent Office was transferred to the newly created Department of the Interior. In the ensuing years, agitation for a separate bureau of agriculture within the department or a separate department devoted to agriculture kept recurring. On May 15, 1862, Abraham Lincoln established the independent Department of Agriculture to be headed by a commissioner without Cabinet status, the agriculturalist Isaac Newton was appointed to be the first such commissioner.
Lincoln called it the "people's department." In 1868, the Department moved into the new Department of Agriculture Building in Washington, D. C. designed by famed DC architect Adolf Cluss. Located on Reservation No.2 on the National Mall between 12th Street and 14th SW, the Department had offices for its staff and the entire width of the Mall up to B Street NW to plant and experiment with plants. In the 1880s, varied advocacy groups were lobbying for Cabinet representation. Business interests sought a Department of Commerce and Industry, farmers tried to raise the Department of Agriculture to Cabinet rank. In 1887, the House of Representatives and Senate passed bills giving Cabinet status to the Department of Agriculture and Labor, but the bill was defeated in conference committee after farm interests objected to the addition of labor. On February 9, 1889, President Grover Cleveland signed a bill into law elevating the Department of Agriculture to Cabinet level. In 1887, the Hatch Act provided for the federal funding of agricultural experiment stations in each state.
The Smith-Lever Act of 1914 funded cooperative extension services in each state to teach agriculture, home economics, other subjects to the public. With these and similar provisions, the USDA reached out to every county of every state. During the Great Depression, farming remained a common way of life for millions of Americans; the Department of Agriculture's Bureau of Home Economics, established in 1923, published shopping advice and recipes to stretch family budgets and make food go farther. USDA helped ensure that food continued to be produced and distributed to those who needed it, assisted with loans for small landowners, contributed to the education of the rural youth, it was revealed on August 27th, 2018 that the U. S. Department of Agriculture would be providing U. S. farmers with a farm aid package, which will total $4.7 billion in direct payments to American farmers. This package is meant to offset the losses farmers are expected to incur from retaliatory tariffs placed on American exports during the Trump tariffs.

Oregon is a state in the Pacific Northwest region on the West Coast of the United States. The Columbia River delineates much of Oregon's northern boundary with Washington, while the Snake River delineates much of its eastern boundary with Idaho; the parallel 42 ° north delineates the southern boundary with Nevada. Oregon is one of only four states of the continental United States to have a coastline on the Pacific Ocean. Oregon is one of the most geographically diverse states in the U. S. marked by volcanoes, abundant bodies of water, dense evergreen and mixed forests, as well as high deserts and semi-arid shrublands. At 11,249 feet, Mount Hood, a stratovolcano, is the state's highest point. Oregon's only national park, Crater Lake National Park, comprises the caldera surrounding Crater Lake, the deepest lake in the United States; the state is home to the single largest organism in the world, Armillaria ostoyae, a fungus that runs beneath 2,200 acres of the Malheur National Forest. Because of its diverse landscapes and waterways, Oregon's economy is powered by various forms of agriculture and hydroelectric power. Oregon is the top timber producer of the contiguous United States, the timber industry dominated the state's economy in the 20th century. Sportswear company Nike, Inc. headquartered in Beaverton, is the state's largest public corporation with an annual revenue of $30.6 billion. The earliest evidence of the name Oregon has Spanish origins; the term "orejón" comes from the historical chronicle Relación de la Alta y Baja California written by the new Spaniard Rodrigo Montezuma and made reference to the Columbia River when the Spanish explorers penetrated into the actual North American territory that became part of the Viceroyalty of New Spain. This chronicle is the first topographical and linguistic source with respect to the place name Oregon. There are two other sources with Spanish origins, such as the name Oregano, which grows in the southern part of the region, it is most probable that the American territory was named by the Spaniards, as there are some populations in Spain such as "Arroyo del Oregón" considering that the individualization in Spanish language "El Orejón" with the mutation of the letter "g" instead of "j". Another early use of the name, spelled Ouragon, was in a 1765 petition by Major Robert Rogers to the Kingdom of Great Britain.
The term referred to the then-mythical River of the West. By 1778, the spelling had shifted to Oregon. In his 1765 petition, Rogers wrote: The rout...is from the Great Lakes towards the Head of the Mississippi, from thence to the River called by the Indians Ouragon... One theory is that the name comes from the French word ouragan, applied to the River of the West based on Native American tales of powerful Chinook winds on the lower Columbia River, or from firsthand French experience with the Chinook winds of the Great Plains. At the time, the River of the West was thought to rise in western Minnesota and flow west through the Great Plains. Joaquin Miller explained in Sunset magazine, in 1904, how Oregon's name was derived: The name, Oregon, is rounded down phonetically, from Ouve água—Oragua, Or-a-gon, Oregon—given by the same Portuguese navigator that named the Farallones after his first officer, it in a large way, means cascades:'Hear the waters.' You should steam up the Columbia and hear and feel the waters falling out of the clouds of Mount Hood to understand the full meaning of the name Ouve a água, Oregon.
Another account, endorsed as the "most plausible explanation" in the book Oregon Geographic Names, was advanced by George R. Stewart in a 1944 article in American Speech. According to Stewart, the name came from an engraver's error in a French map published in the early 18th century, on which the Ouisiconsink River was spelled "Ouaricon-sint", broken on two lines with the -sint below, so there appeared to be a river flowing to the west named "Ouaricon". According to the Oregon Tourism Commission, present-day Oregonians pronounce the state's name as "or-uh-gun, never or-ee-gone". After being drafted by the Detroit Lions in 2002, former Oregon Ducks quarterback Joey Harrington distributed "Orygun" stickers to members of the media as a reminder of how to pronounce the name of his home state; the stickers are sold by the University of Oregon Bookstore. Oregon is 295 miles north to south at longest distance, 395 miles east to west. With an area of 98,381 square miles, Oregon is larger than the United Kingdom.

An umbel is an inflorescence that consists of a number of short flower stalks which spread from a common point, somewhat like umbrella ribs. The word was coined in botany in the 1590s, from Latin umbella "parasol, sunshade"; the arrangement can vary from being flat topped to spherical. Umbels can compound; the secondary umbels of compound umbels are known as umbellets. A small umbel is called an umbellule; the arrangement of the inflorescence in umbels is referred to as umbellate, or subumbellate. Umbels are a characteristic of plants such as carrot, parsley and fennel in the family Apiaceae. An umbel is a type of indeterminate inflorescence. North America is a continent within the Northern Hemisphere and all within the Western Hemisphere. It is bordered to the north by the Arctic Ocean, to the east by the Atlantic Ocean, to the west and south by the Pacific Ocean, to the southeast by South America and the Caribbean Sea. North America covers an area of about 24,709,000 square kilometers, about 16.5% of the earth's land area and about 4.8% of its total surface. North America is the third largest continent by area, following Asia and Africa, the fourth by population after Asia and Europe. In 2013, its population was estimated at nearly 579 million people in 23 independent states, or about 7.5% of the world's population, if nearby islands are included. North America was reached by its first human populations during the last glacial period, via crossing the Bering land bridge 40,000 to 17,000 years ago; the so-called Paleo-Indian period is taken to have lasted until about 10,000 years ago. The Classic stage spans the 6th to 13th centuries.
The Pre-Columbian era ended in 1492, the transatlantic migrations—the arrival of European settlers during the Age of Discovery and the Early Modern period. Present-day cultural and ethnic patterns reflect interactions between European colonists, indigenous peoples, African slaves and their descendants. Owing to the European colonization of the Americas, most North Americans speak English, Spanish or French, their culture reflects Western traditions; the Americas are accepted as having been named after the Italian explorer Amerigo Vespucci by the German cartographers Martin Waldseemüller and Matthias Ringmann. Vespucci, who explored South America between 1497 and 1502, was the first European to suggest that the Americas were not the East Indies, but a different landmass unknown by Europeans. In 1507, Waldseemüller produced a world map, in which he placed the word "America" on the continent of South America, in the middle of what is today Brazil, he explained the rationale for the name in the accompanying book Cosmographiae Introductio:... ab Americo inventore... quasi Americi terram sive Americam.
For Waldseemüller, no one should object to the naming of the land after its discoverer. He used the Latinized version of Vespucci's name, but in its feminine form "America", following the examples of "Europa", "Asia" and "Africa". Other mapmakers extended the name America to the northern continent, In 1538, Gerard Mercator used America on his map of the world for all the Western Hemisphere; some argue that because the convention is to use the surname for naming discoveries, the derivation from "Amerigo Vespucci" could be put in question. In 1874, Thomas Belt proposed a derivation from the Amerrique mountains of Central America. Marcou corresponded with Augustus Le Plongeon, who wrote: "The name AMERICA or AMERRIQUE in the Mayan language means, a country of perpetually strong wind, or the Land of the Wind, and... the can mean... a spirit that breathes, life itself." The United Nations formally recognizes "North America" as comprising three areas: Northern America, Central America, The Caribbean.
This has been formally defined by the UN Statistics Division. The term North America maintains various definitions in accordance with context. In Canadian English, North America refers to the land mass as a whole consisting of Mexico, the United States, Canada, although it is ambiguous which other countries are included, is defined by context. In the United States of America, usage of the term may refer only to Canada and the US, sometimes includes Greenland and Mexico, as well as offshore islands. In France, Portugal, Romania and the countries of Latin America, the cognates of North America designate a subcontinent of the Americas comprising Canada, the United States, Mexico, Greenland, Saint Pierre et Miquelon, Bermuda. North America has been referred to by other names. Spanish North America was referred to as Northern America, this was the first official name given to Mexico. Geographically the North American continent has many subregions; these include cultural and geographic regions. Economic regions included those formed by trade blocs, such as the North American Trade Agreement bloc and Central American Trade Agreement.
Linguistically and culturally, the continent could be divided into Latin America. Anglo-America includes most of Northern America and Caribbean islands with English-speaking populations; the southern North American continent is composed of two regions. These are the Caribbean; the north of the continent maintains recognized regions as well. Hawaii is the 50th and most recent state to have joined the United States, having received statehood on August 21, 1959. Hawaii is the only U. S. state located in Oceania, the only U. S. state located outside North America, the only one composed of islands. It is the northernmost island group in Polynesia, occupying most of an archipelago in the central Pacific Ocean; the state encompasses nearly the entire volcanic Hawaiian archipelago, which comprises hundreds of islands spread over 1,500 miles. At the southeastern end of the archipelago, the eight main islands are—in order from northwest to southeast: Niʻihau, Kauaʻi, Oʻahu, Molokaʻi, Lānaʻi, Kahoʻolawe and the Island of Hawaiʻi; the last is the largest island in the group. The archipelago is ethnologically part of the Polynesian subregion of Oceania. Hawaii's diverse natural scenery, warm tropical climate, abundance of public beaches, oceanic surroundings, active volcanoes make it a popular destination for tourists, surfers and volcanologists.
Because of its central location in the Pacific and 19th-century labor migration, Hawaii's culture is influenced by North American and East Asian cultures, in addition to its indigenous Hawaiian culture. Hawaii has over a million permanent residents, along with many visitors and U. S. military personnel. Its capital is Honolulu on the island of Oʻahu. Hawaii is the 8th-smallest and the 11th-least populous, but the 13th-most densely populated of the 50 U. S. states. It is the only state with an Asian plurality; the state's oceanic coastline is about 750 miles long, the fourth longest in the U. S. after the coastlines of Alaska and California. The state of Hawaii derives its name from the name of Hawaiʻi. A common Hawaiian explanation of the name of Hawaiʻi is that it was named for Hawaiʻiloa, a legendary figure from Hawaiian myth, he is said to have discovered the islands. The Hawaiian language word Hawaiʻi is similar to Proto-Polynesian *Sawaiki, with the reconstructed meaning "homeland". Cognates of Hawaiʻi are found in other Polynesian languages, including Māori and Samoan.
According to linguists Pukui and Elbert, "lsewhere in Polynesia, Hawaiʻi or a cognate is the name of the underworld or of the ancestral home, but in Hawaii, the name has no meaning". A somewhat divisive political issue arose in 1978 when the Constitution of the State of Hawaii added Hawaiian as a second official state language; the title of the state constitution is The Constitution of the State of Hawaii. Diacritics were not used because the document, drafted in 1949, predates the use of the ʻokina and the kahakō in modern Hawaiian orthography; the exact spelling of the state's name in the Hawaiian language is Hawaiʻi. In the Hawaii Admission Act that granted Hawaiian statehood, the federal government recognized Hawaii as the official state name. Official government publications and office titles, the Seal of Hawaii use the traditional spelling with no symbols for glottal stops or vowel length. In contrast, the National and State Parks Services, the University of Hawaiʻi and some private enterprises implement these symbols.

The Northwest Hawaiian Islands is a group of nine small, older islands to the northwest of Kauaʻi that extend from Nihoa to Kure Atoll. Across the archipelago are around 130 small rocks and islets, such as Molokini, which are either volcanic, marine sedimentary or erosional in origin. Hawaii's tallest mountain Mauna Kea is 13,796 ft above mean sea level; the Hawaiian islands were formed by volcanic activity initiated at an undersea magma source called the Hawaii hotspot.
