Department for Education
The Department for Education is a department of Her Majesty's Government responsible for child protection, education and wider skills in England. A Department for Education existed between 1992, when the Department of Education and Science was renamed, 1995 when it was merged with the Department for Employment to become the Department for Education and Employment; the DfE was formed on 12 May 2010 by the incoming Cameron ministry, taking on the responsibilities and resources of the Department for Children and Families. In June 2012 the Department for Education committed a breach of the UK's Data Protection Act due to a security flaw on its website which made email addresses and comments of people responding to consultation documents available for download. In July 2016, the Department took over responsibilities for higher and further education and for apprenticeship from the dissolved Department for Business and Skills. The Permanent Secretary is Jonathan Slater. DfE is responsible for education, children’s services and further education policy and wider skills in England, equalities; the predecessor department employed the equivalent of 2,695 staff as of April 2008 and as at June 2016, DfE had reduced its workforce to the equivalent of 2,301 staff. In 2015-16, the DfE has a budget of £58.2bn, which includes £53.6bn resource spending and £4.6bn of capital investments. The EFA was formed on 1 April 2012 by bringing together the functions of two non-departmental public bodies, the Young People's Learning Agency and Partnerships for Schools. The SFA was formed on 1 April 2010, following the closure of the Skills Council. Eileen Milner is the agency's Chief Executive; the National College for Teaching and Leadership is responsible for administering the training of new and existing teachers in England, as well as the regulation of the teaching profession and offers headteachers, school leaders and senior children's services leaders opportunities for professional development. It was established on 1 April 2013, when the Teaching Agency merged with the National College for School Leadership; the National College for Teaching and Leadership was replaced by the Department for Education and Teaching Regulation Agency in April 2018. The Standards and Testing Agency is responsible for developing and delivering all statutory assessments for school pupils in England, it was formed on 1 October 2011 and took over the functions of the Qualifications and Curriculum Development Agency.
The STA is regulated by Ofqual. Following Michael Gove's speech in 2012, the subject of Information Communication Technology has been disapplied and replaced by Computing. With the new curriculum, materials have been written by commercial companies, to support non-specialist teachers, for example,'100 Computing Lessons' by Scholastic; the Computing at Schools organisation has created a'Network of Teaching Excellence'to support schools with the new curriculum. The Office for Standards in Education, Children's Services and Skills is a non-ministerial department of the UK government, reporting to Parliament. Ofsted is responsible for inspecting a range of educational institutions, including state schools and some independent schools, it inspects childcare and fostering agencies and initial teacher training, regulates a range of early years and children’s social care services. The Chief Inspector is appointed by an Order-in-Council and thus becomes an office holder under the Crown. Amanda Spielman has been HMCI since 2017. In 1833, Parliament agreed an annual grant to the National Society for Promoting Religious Education and the British and Foreign School Society, which provided Church of England and non-denominational elementary schools for poor children. To monitor the effectiveness of the grant, two inspectors of schools were appointed in 1837, Seymour Tremenheere and the Rev. John Allen. Dr. James Kay-Shuttleworth secretary of the Privy Council education committee, ensured that the inspectors were appointed by Order-in-Council to guard their independence.
The grant and inspection system was extended in 1847 to Roman Catholic elementary schools established by the Catholic Poor School Committee. Inspectors were organised on denominational lines, with the churches having a say in the choice of inspectors, until 1876, when inspectors were re-organised by area. After the Education Act 1902, inspections were expanded to state-funded secondary schools along similar lines. Over time, more inspections were carried out by inspectors based in local education authorities, with HMI focussing on reporting to the Secretary of State on education conditions across the country; the government of John Major, concerned about variable local inspection regimes, decided to introduce a national scheme of inspections though a reconstituted HMI, which became known as the Office for Standards in Education. Under the Education Act 1992, HMI would supervise the inspection of each state-funded school in the country, would publish its reports for the benefit of schools and government instead of reporting to the Secretary of State.
In September 2001, Her Majesty's Chief Inspector of Schools in England became responsible for registration and inspection of day care and childminding in England, the position was renamed Her Majesty's Chief Inspector of Education, Children's Services and Skills. This was done by 150 local authorities, based on their implementation by 1992 of the Daycare Standards provisions of the 1989 Children Act. Schedule 11 of the Education and Inspections Act 2006 changed the way in which Ofsted works without changing the provision. Since 2006 the structure of Ofsted has derived elements from business models, with a Chair, an executive board, regional officers, a formal annual report to Parliament in the light of concerns about schools, local authority children's services. In April 2007 the former Office for Standards in Education merged with the Adult Learning Inspectorate to provide an inspection service that includes all post-16 government funded education. At the same time it took on responsibility for the registration and inspection of social care services for children, the welfare inspection of independent and maintained boarding schools from the Commission for Social Care Inspection.
The services Ofsted inspects or regulates now include: local services, child day care, children's centres, children's social care, CAFCASS, state schools, independent schools and teacher training providers and learning and skills providers in England. It monitors the work of the Independent Schools Inspectorate. HMI are empowered and required to provide independent advice to the United Kingdom government and parliament on matters of policy and to publish an annual report to parliament on the quality of educational provision in England. Ofsted distributes its functions amongst its offices in London, Nottingham, Cambridge and Bristol. Ofsted only covers England; the current Chief Inspector is Amanda Spielman, appointed in January 2017 replacing Sir Michael Wilshaw. Ofsted directly employs Her Majesty's Inspectors; as of July 2009 there were 443 HMIs, of whom 82 were engaged in management, 245 in the inspection of schools, the rest in inspection of other areas for which Ofsted in responsible. All HMIs inspecting schools have teaching experience.
Most school inspections were carried out by Additional Inspectors employed by external companies known as Regional Inspection Service Providers. As of July 2009 there were 1,948 AIs. Although Ofsted claims that most of these have teaching experience, in 2012 it was forced to admit that it had done no quality control checks on these inspectors, that many of them – including lead inspectors – were not qualified teachers and many had no experience of working with children. A further scandal surrounded headteachers dismissed following poor OFSTED reports being hired as inspectors. In 2015, 40% of additional inspectors who wanted to continue working for OFSTED were not re-hired after a contractual change. Black is the darkest color, the result of the absence or complete absorption of visible light. It is an achromatic color a color without hue, like white and gray, it is used symbolically or figuratively to represent darkness, while white represents light. Black and white have been used to describe opposites. Since the Middle Ages, black has been the symbolic color of solemnity and authority, for this reason is still worn by judges and magistrates. Black was one of the first colors used by artists in neolithic cave paintings. In the 14th century, it was worn by royalty, clergy and government officials in much of Europe, it became the color worn by English romantic poets and statesmen in the 19th century, a high fashion color in the 20th century. In the Roman Empire, it became the color of mourning, over the centuries it was associated with death, evil and magic. According to surveys in Europe and North America, it is the color most associated with mourning, the end, magic, violence and elegance.
Black ink is the most common color used for printing books and documents, as it provides the highest contrast with white paper and thus the easiest color to read. Black text on a white screen is the most common format used on computer screens; the word black comes from Old English blæc, from Proto-Germanic *blakkaz, from Proto-Indo-European *bhleg-, from base *bhel-, related to Old Saxon blak, Old High German blach, Old Norse blakkr, Dutch blaken, Swedish bläck. More distant cognates include Latin flagrare, Ancient Greek phlegein; the Ancient Greeks sometimes used the same word to name different colors, if they had the same intensity. Kuanos' could mean both dark black; the Ancient Romans had two words for black: ater was a flat, dull black, while niger was a brilliant, saturated black. Ater has vanished from the vocabulary, but niger was the source of the country name Nigeria the English word Negro and the word for "black" in most modern Romance languages. Old High German had two words for black: swartz for dull black and blach for a luminous black.
These are parallelled in Middle English by the terms swart for dull black and blaek for luminous black. Swart still survives as the word swarthy. In heraldry, the word used for the black color is sable, named for the black fur of the sable, an animal. Black was one of the first colors used in art; the Lascaux Cave in France contains drawings of bulls and other animals drawn by paleolithic artists between 18,000 and 17,000 years ago. They began by using charcoal, made more vivid black pigments by burning bones or grinding a powder of manganese oxide. For the ancient Egyptians, black had positive associations, it was the color of Anubis, the god of the underworld, who took the form of a black jackal, offered protection against evil to the dead. For the ancient Greeks, black was the color of the underworld, separated from the world of the living by the river Acheron, whose water was black; those who had committed the worst sins were sent to the deepest and darkest level. In the center was the palace of Hades, the king of the underworld, where he was seated upon a black ebony throne.
Black was one of the most important colors used by ancient Greek artists. In the 6th century BC, they began making black-figure pottery and red figure pottery, using a original technique. In black-figure pottery, the artist would paint figures with a glossy clay slip on a red clay pot; when the pot was fired, the figures painted with the slip would turn black, against a red background. They reversed the process, painting the spaces between the figures with slip; this created magnificent red figures against a glossy black background. In the social hierarchy of ancient Rome, purple was the color reserved for the Emperor; the black they wore was not rich. In Latin, the word for black, ater and to darken, were associated with cruelty and evil, they were the root of the English words "atrocious" and "atrocity". Black was the Roman color of death and mourning. In the 2nd century BC Roman magistrates began to wear a dark toga, called a toga pulla, to funeral ceremonies. Under the Empire, the family of the deceased wore dark colors for a long period.
In Roman poetry, death was called the black hour. The German and Scandinavian peoples worshipped their own goddess of the night, Nótt, who crossed the sky in a chariot drawn by a black horse, they feared Hel, the goddess of the kingdom of the dead, whose skin was black on one side and red on the other. They held sacred the raven, they believed that Odin, the king of the Nordic pantheon, had two black ravens and Muninn, who served as his agents, traveling the world for him and listening. England is a country, part of the United Kingdom. It shares land borders with Wales to Scotland to the north-northwest; the Irish Sea lies west of England and the Celtic Sea lies to the southwest. England is separated from continental Europe by the North Sea to the east and the English Channel to the south; the country covers five-eighths of the island of Great Britain, which lies in the North Atlantic, includes over 100 smaller islands, such as the Isles of Scilly and the Isle of Wight. The area now called England was first inhabited by modern humans during the Upper Palaeolithic period, but takes its name from the Angles, a Germanic tribe deriving its name from the Anglia peninsula, who settled during the 5th and 6th centuries. England became a unified state in the 10th century, since the Age of Discovery, which began during the 15th century, has had a significant cultural and legal impact on the wider world; the English language, the Anglican Church, English law – the basis for the common law legal systems of many other countries around the world – developed in England, the country's parliamentary system of government has been adopted by other nations.
The Industrial Revolution began in 18th-century England, transforming its society into the world's first industrialised nation. England's terrain is chiefly low hills and plains in central and southern England. However, there is upland and mountainous terrain in the west; the capital is London, which has the largest metropolitan area in both the United Kingdom and the European Union. England's population of over 55 million comprises 84% of the population of the United Kingdom concentrated around London, the South East, conurbations in the Midlands, the North West, the North East, Yorkshire, which each developed as major industrial regions during the 19th century; the Kingdom of England – which after 1535 included Wales – ceased being a separate sovereign state on 1 May 1707, when the Acts of Union put into effect the terms agreed in the Treaty of Union the previous year, resulting in a political union with the Kingdom of Scotland to create the Kingdom of Great Britain. In 1801, Great Britain was united with the Kingdom of Ireland to become the United Kingdom of Great Britain and Ireland.
In 1922 the Irish Free State seceded from the United Kingdom, leading to the latter being renamed the United Kingdom of Great Britain and Northern Ireland. The name "England" is derived from the Old English name Englaland, which means "land of the Angles"; the Angles were one of the Germanic tribes that settled in Great Britain during the Early Middle Ages. The Angles came from the Anglia peninsula in the Bay of Kiel area of the Baltic Sea; the earliest recorded use of the term, as "Engla londe", is in the late-ninth-century translation into Old English of Bede's Ecclesiastical History of the English People. The term was used in a different sense to the modern one, meaning "the land inhabited by the English", it included English people in what is now south-east Scotland but was part of the English kingdom of Northumbria; the Anglo-Saxon Chronicle recorded that the Domesday Book of 1086 covered the whole of England, meaning the English kingdom, but a few years the Chronicle stated that King Malcolm III went "out of Scotlande into Lothian in Englaland", thus using it in the more ancient sense.
According to the Oxford English Dictionary, its modern spelling was first used in 1538. The earliest attested reference to the Angles occurs in the 1st-century work by Tacitus, Germania, in which the Latin word Anglii is used; the etymology of the tribal name itself is disputed by scholars. How and why a term derived from the name of a tribe, less significant than others, such as the Saxons, came to be used for the entire country and its people is not known, but it seems this is related to the custom of calling the Germanic people in Britain Angli Saxones or English Saxons to distinguish them from continental Saxons of Old Saxony between the Weser and Eider rivers in Northern Germany. In Scottish Gaelic, another language which developed on the island of Great Britain, the Saxon tribe gave their name to the word for England. An alternative name for England is Albion; the name Albion referred to the entire island of Great Britain. The nominally earliest record of the name appears in the Aristotelian Corpus the 4th-century BC De Mundo: "Beyond the Pillars of Hercules is the ocean that flows round the earth.
In it are two large islands called Britannia. But modern scholarly consensus ascribes De Mundo not to Aristotle but to Pseudo-Aristotle, i.e. it was written in the Graeco-Roman period or afterwards. The word Albion or insula Albionum has two possible origins, it either derives from a cognate of the Latin albus meaning white, a reference to the white cliffs of Dover or from the phrase the "island of the Albiones" in the now lost Massaliote Periplus, attested through Avienus' Ora Maritima to which the former served as a source. Albion is now applied to England in a more poetic capacity. Another romantic name for England is Loegria, related to the Welsh word for England and made popular by its use in Arthurian legend; the earliest known evidence of human presence in the area now known as England was that of Homo antecessor, dating to approximate
John Ferneley College
John Ferneley College is a mixed college located in Melton Mowbray in the English county of Leicestershire. The college is part of the Mowbray Education Trust, a multi-academy trust that includes JFC and several primary schools in the local area; the college is named after John Ferneley, a painter who lived in Melton Mowbray, and, regarded as one of the great British equine artists. The college has specialist status in Enterprise. A community school administered by Leicestershire County Council, John Ferneley College converted to academy status in November 2011; however the college continues to coordinate with Leicestershire County Council for admissions. A new college building was opened at the old Ferneley site in April 2010, a spillover building, known as the enrichment centre, was opened in March 2012; the college features many double sized classrooms, which can accommodate up to sixty students at once and are used for team-teaching. As part of the corporate image of the college, no displays of student work are permitted in classrooms, which are instead painted white with a bold single colour feature wall.
The college operates a distinct internal structure where subject areas are grouped together into "learning zones". There are five learning zones, each one centred around a central foyer known as a "breakout area"; the breakout areas are multi use areas, being used as dining areas and social spaces. A middle school is an educational stage which exists in some countries, providing education between primary school and secondary school. The concept and classification of middle schools, as well as the ages covered, vary between, sometimes within, countries. In Afghanistan, middle school consists of the primary school grades 5,6, 7 and the secondary school grade 8. In Albania, middle school is included in the primary education which lasts 9 years and attendance is mandatory. In Algeria, a middle school includes 4 grades; the ciclo básico of secondary education is equivalent to middle school. Most regions of Australia do not have middle schools, as students go directly from primary school to secondary school; as an alternative to the middle school model, some secondary schools divided their grades into "junior high school" and "senior high school". Some have three levels, "junior", "intermediate", "senior". In 1996 and 1997, a national conference met to develop what became known as the National Middle Schooling Project, which aimed to develop a common Australian view of early adolescent needs guiding principles for educators appropriate strategies to foster positive adolescent learning.
The first middle school established in Australia was The Armidale School, in Armidale. Other schools have since followed this trend; the Northern Territory has introduced a three tier system featuring Middle Schools for years 7–9 and high school year 10–12. Many schools across Queensland have introduced a Middle School tier within their schools; the middle schools cover years 5 to 8. In Bangladesh, middle school is not separated like other countries. Schools are from class 1 to class 10, it means upper primary. From class 6–8 is thought as middle school. Grades 1,2,3,4 and 5 are said to be primary school while all the classes from 6 to 9 are considered high school while 10–12 is called college. There aren't middle schools in Bolivia since 1994. Students aged 11–15 attend the last years of elementary education or the first years of secondary education. In Bosnia and Herzegovina "middle school" refers to educational institutions for ages between 14 and 18, lasts 3–4 years, following elementary school.
Gymnasiums are the most prestigious type of "middle" school. In Brazil, middle school is a mandatory stage that precedes High School called "Ensino Fundamental II" consisting of grades 6 to 9, ages 11 to 14. In Canada, the terms "Middle School" and "Junior High School" are both used, depending on which grades the school caters to. Junior high schools tend to include only grades 7, 8, sometimes 9, whereas middle schools are grades 6–8 or only grades 7–8 or 6–7, varying from area to area and according to population vs. building capacity. Another common model is grades 5–8. Alberta, Nova Scotia and Prince Edward Island junior high schools include only grades 7–9, with the first year of high school traditionally being grade 10. In some places students go from elementary school to secondary school, meaning the elementary school covers to the end of Grade 8. In Ontario, the term "Middle School" and "Senior Public School" are used, with the latter being used in the Old Toronto and Scarborough sections of Toronto plus in Mississauga and Kitchener-Waterloo.
In many smaller Ontario cities and in some parts of larger cities, most elementary schools serve junior kindergarten to grade 8 meaning there are no separate Middle Schools buildings, while in some cities specific schools do serve the intermediate grades but are still called "Elementary" or "Public" schools with no recognition of the grades they serve in their name. Quebec uses a grade system, different from those of the other provinces. In Quebec there is no Middle school section; the Secondary level has five grades starting after Elementary Grade 6. These are called Secondary I to Secondary V. There aren't middle schools in Chile. Students aged 11 to 16 attend the last years of educación básica or the first years of educación media. In the People's Republic of China, middle school has junior stage and senior stage; the junior stage education is the last 3 years of 9-year-compulsory education for all young citizens. Some middle schools have both stages; the admissions for most students to enroll in senior middle schools from junior stage are on the basis of the scores that they get in "Senior Middle School Entrance Exam", which are held by local governments.

Beaumont Leys School
Beaumont Leys School is a co-educational comprehensive secondary school in Leicester, which caters for students aged between 11 and 16. The school has one of one of two City Learning Centres. Rebuilt to the cost of £14,000,000 in the Building schools for the future project it is situated in the heart of Beaumont Leys, the school serves some of the city's most economically and educationally deprived areas, although GCSE performance was poor in the past, the school is improving with a 2007 Ofsted inspection rating the school as Grade 2 Good for overall effectiveness; the new building and improving image of the school, down to dedication from excellent teachers and hard work, has seen not only GCSE results rise every year but a 2010 ofsted inspection rated the school as'Good with outstanding elements'. The schools motto is "Together We Achieve Success". Professional boxing brothers Kevin Concepcion and Martin Concepcion. Beaumont Leys school was not always the building it is today but was part of the Building Schools for the Future scheme and as a result a brand new building was designed and opened in early 2009.
The £14,000,000 school won two awards at the PfS awards one being the BSF Excellence award and the other the BSF Grand Prix excellence award. The new school is painted in a multitude of different colours, including red, green, pink and orange, which serve to make it a much brighter and engaging environment. Features of note are the dance studio, drama hall, main hall, two main entrances, multi-thousand pound equipment and top teachers from around Leicester. On 29 March 2010, The Earl of Wessex flew in by helicoptering to the school; this was due to the school having one of the highest completion rates in the Duke of Edinburgh Award at Bronze level within the East Midlands. Prince Edward is the Patron of the Duke of Edinburgh scheme, was impressed by the commitment of both staff and students to the scheme. During his visit the students were demonstrating some of the skills required to achieve the Bronze award including pitching tents, map reading and cooking.
