Voice of America
Voice of America is a U. S. government-funded international multimedia agency which serves as the United States federal government's official institution for non-military, external broadcasting. It is the largest U. S. international broadcaster. VOA produces digital, TV, radio content in more than 40 languages which it distributes to affiliate stations around the globe, it is viewed by foreign audiences, so VOA programming has an influence on public opinion abroad regarding the United States and its leaders. VOA was established in 1942, the VOA charter was signed into law in 1976 by President Gerald Ford; the charter contains its mission "to broadcast accurate and comprehensive news and information to an international audience", it defines the mandated standards in the VOA journalistic code. VOA is headquartered in Washington, DC and overseen by the U. S. Agency for Global Media, an independent agency of the U. S. government. Funds are appropriated annually by Congress under the budget for consulates.
In 2016, VOA broadcast an estimated 1,800 hours of radio and TV programming each week to 236.6 million people worldwide with about 1,050 employees and a taxpayer-funded annual budget of US$218.5 million. Some commentators consider Voice of America to be a form of propaganda. In response to the request of the United States Department of Justice that RT register as a foreign agent under the Foreign Agents Registration Act, Russia's Justice Ministry labeled Voice of America and Radio Free Europe/Radio Liberty as foreign agents in December 2017; the Voice of America website had five English language broadcasts as of 2014. Additionally, the VOA website has versions in 42 foreign languages: The number of languages varies according to the priorities of the United States government and the world situation. Before World War II, all American shortwave stations were in private hands. Controlled shortwave networks included the National Broadcasting Company's International Network, which broadcast in six languages, the Columbia Broadcasting System's Latin American international network, which consisted of 64 stations located in 18 different countries, the Crosley Broadcasting Corporation in Cincinnati, all of which had shortwave transmitters.
Experimental programming began in the 1930s. In 1939, the Federal Communications Commission set the following policy: A licensee of an international broadcast station shall render only an international broadcast service which will reflect the culture of this country and which will promote international goodwill and cooperation. Any program intended for, directed to an audience in the continental United States does not meet the requirements for this service; this policy was intended to enforce the State Department's Good Neighbor Policy, but some broadcasters felt that it was an attempt to direct censorship. Shortwave signals to Latin America were regarded as vital to counter Nazi propaganda around 1940; the Office of Coordination of Information sent releases to each station, but this was seen as an inefficient means of transmitting news. The director of Latin American relations at the Columbia Broadcasting System was Edmund A. Chester, he supervised the development of CBS's extensive "La Cadena de las Americas" radio network to improve broadcasting to South America during the 1940s.
Included among the cultural diplomacy programming on the Columbia Broadcasting System was the musical show Viva America which featured the Pan American Orchestra and the artistry of several noted musicians from both North and South America, including Alfredo Antonini, Juan Arvizu, Eva Garza, Elsa Miranda, Nestor Mesta Chaires, Miguel Sandoval, John Serry Sr. and Terig Tucci. By 1945, broadcasts of the show were carried by 114 stations on CBS's "La Cadena de las Americas" network in 20 Latin American nations; these broadcasts proved to be successful in supporting President Franklin Roosevelt's policy of Pan-Americanism throughout South America during World War II. Before the Japanese attack on Pearl Harbor, the U. S. government’s Office of the Coordinator of Information had begun providing war news and commentary to the commercial American shortwave radio stations for use on a voluntary basis through its Foreign Information Service headed by playwright Robert E. Sherwood, the playwright who served as president Roosevelt’s speech writer and information advisor.
Direct programming began a week after the United States’ entry into World War II in December 1941, with the first broadcast from the San Francisco office of the FIS via a leased General Electric’s transmitter to the Philippines in English. The next step was to broadcast to Germany, called Stimmen aus Amerika and was transmitted on February 1, 1942, it was introduced by "The Battle Hymn of the Republic" and included the pledge: "Today, every day from now on, we will be with you from America to talk about the war... The news may be good or bad for us – We will always tell you the truth." Roosevelt approved this broadcast, which then-Colonel William J. Donovan and Sherwood had recommended to him, it was Sherwood who coined the term "The Voice of America" to describe the shortwave network that began its transmissions on February 1, from 270 Madison Avenue in New York City. Radio broadcasting is transmission by radio waves intended to reach a wide audience. Stations can be linked in radio networks to broadcast a common radio format, either in broadcast syndication or simulcast or both; the signal types can be digital audio. The earliest radio stations did not carry audio. For audio broadcasts to be possible, electronic detection and amplification devices had to be incorporated; the thermionic valve was invented in 1904 by the English physicist John Ambrose Fleming. He developed a device he called an "oscillation valve"; the heated filament, or cathode, was capable of thermionic emission of electrons that would flow to the plate when it was at a higher voltage. Electrons, could not pass in the reverse direction because the plate was not heated and thus not capable of thermionic emission of electrons. Known as the Fleming valve, it could be used as a rectifier of alternating current and as a radio wave detector; this improved the crystal set which rectified the radio signal using an early solid-state diode based on a crystal and a so-called cat's whisker.
However, what was still required was an amplifier. The triode was patented on March 4, 1906, by the Austrian Robert von Lieben independent from that, on October 25, 1906, Lee De Forest patented his three-element Audion, it wasn't put to practical use until 1912 when its amplifying ability became recognized by researchers. By about 1920, valve technology had matured to the point where radio broadcasting was becoming viable. However, an early audio transmission that could be termed a broadcast may have occurred on Christmas Eve in 1906 by Reginald Fessenden, although this is disputed. While many early experimenters attempted to create systems similar to radiotelephone devices by which only two parties were meant to communicate, there were others who intended to transmit to larger audiences. Charles Herrold started broadcasting in California in 1909 and was carrying audio by the next year.. In The Hague, the Netherlands, PCGG started broadcasting on November 6, 1919, making it, arguably the first commercial broadcasting station.
In 1916, Frank Conrad, an electrical engineer employed at the Westinghouse Electric Corporation, began broadcasting from his Wilkinsburg, Pennsylvania garage with the call letters 8XK. The station was moved to the top of the Westinghouse factory building in East Pittsburgh, Pennsylvania. Westinghouse relaunched the station as KDKA on November 2, 1920, as the first commercially licensed radio station in America; the commercial broadcasting designation came from the type of broadcast license. The first licensed broadcast in the United States came from KDKA itself: the results of the Harding/Cox Presidential Election; the Montreal station that became CFCF began broadcast programming on May 20, 1920, the Detroit station that became WWJ began program broadcasts beginning on August 20, 1920, although neither held a license at the time. In 1920, wireless broadcasts for entertainment began in the UK from the Marconi Research Centre 2MT at Writtle near Chelmsford, England. A famous broadcast from Marconi's New Street Works factory in Chelmsford was made by the famous soprano Dame Nellie Melba on 15 June 1920, where she sang two arias and her famous trill.
She was the first artist of international renown to participate in direct radio broadcasts. The 2MT station began to broadcast regular entertainment in 1922; the BBC was amalgamated in 1922 and received a Royal Charter in 1926, making it the first national broadcaster in the world, followed by Czech Radio and other European broadcasters in 1923. Radio Argentina began scheduled transmissions from the Teatro Coliseo in Buenos Aires on August 27, 1920, making its own priority claim; the station got its license on November 19, 1923. The delay was due to the lack of official Argentine licensing procedures before that date; this station continued regular broadcasting of entertainment and cultural fare for several decades. Radio in education soon followed and colleges across the U. S. began adding radio broadcasting courses to their curricula. Curry College in Milton, Massachusetts introduced one of the first broadcasting majors in 1932 when the college teamed up with WLOE in Boston to have students broadcast programs.
Broadcasting service is – according to Article 1.38 of the International Telecommunication Union´s Radio Regulations – defined as «A radiocommunication service in which the transmission are intended for direct reception by the general public. This service may include sound transmissions, television transmissions or other types of transmission.» Definitions identical to those contained in the Annexes to the Constitution and Convention of the International Telecommunication Union are marked "" or "" respectively. A radio broadcasting station is associated with wireless transmission, though in practice broadcasting transmission take place using both wires and radio waves; the point of this is that anyone with the appropriate receiving technology can receive the broadcast. In line to ITU Radio Regulations each broadcasting station shall be classified by the service in which it operates permanently or temporarily. Broadcasting by radio takes several forms; these include FM stations. Central Intelligence Agency
The Central Intelligence Agency is a civilian foreign intelligence service of the federal government of the United States, tasked with gathering and analyzing national security information from around the world through the use of human intelligence. As one of the principal members of the United States Intelligence Community, the CIA reports to the Director of National Intelligence and is focused on providing intelligence for the President and Cabinet of the United States. Unlike the Federal Bureau of Investigation, a domestic security service, the CIA has no law enforcement function and is focused on overseas intelligence gathering, with only limited domestic intelligence collection. Though it is not the only agency of the Federal government of the United States specializing in HUMINT, the CIA serves as the national manager for coordination of HUMINT activities across the U. S. intelligence community. Moreover, the CIA is the only agency authorized by law to carry out and oversee covert action at the behest of the President.
It exerts foreign political influence through its tactical divisions, such as the Special Activities Division. Before the Intelligence Reform and Terrorism Prevention Act of 2004, the CIA Director concurrently served as the head of the Intelligence Community. Despite transferring some of its powers to the DNI, the CIA has grown in size as a result of the September 11 attacks. In 2013, The Washington Post reported that in fiscal year 2010, the CIA had the largest budget of all IC agencies, exceeding previous estimates; the CIA has expanded its role, including covert paramilitary operations. One of its largest divisions, the Information Operations Center, has shifted focus from counter-terrorism to offensive cyber-operations; when the CIA was created, its purpose was to create a clearinghouse for foreign policy intelligence and analysis. Today its primary purpose is to collect, analyze and disseminate foreign intelligence, to perform covert actions. According to its fiscal 2013 budget, the CIA has five priorities: Counterterrorism, the top priority Nonproliferation of nuclear and other weapons of mass destruction.

The Deputy Director is formally appointed by the Director without Senate confirmation, but as the President's opinion plays a great role in the decision, the Deputy Director is considered a political position, making the Chief Operating Officer the most senior non-political position for CIA career officers; the Executive Office supports the U. S. military by providing it with information it gathers, receiving information from military intelligence organizations, cooperates on field activities. The Executive Director is in charge of the day-to-day operation of the CIA.
Each branch of the military service has its own Director. The Associate Director of military affairs, a senior military officer, manages the relationship between the CIA and the Unified Combatant Commands, who produce and deliver to the CIA regional/operational intelligence and consume national intelligence produced by the CIA; the Directorate of Analysis, through much of its history known as the Directorate of Intelligence, is tasked with helping "the President and other policymakers make informed decisions about our country's national security" by looking "at all the available information on an issue and organiz it for policymakers". The Directorate has four regional analytic groups, six groups for transnational issues, three that focus on policy and staff support. There is an office dedicated to Iraq; the Directorate of Operations is responsible for collecting foreign intelligence, for covert action. The name reflects its role as the coordinator of human intelligence activities between other elements of the wider U.
S. intelligence community with their own HUMINT operations. This Directorate was created in an attempt to end years of rivalry over influence and budget between the United States Department of Defense and the CIA. In spite of this, the Department of Defense organized its own global clandestine intelligence service, the Defense Clandestine Service, under the Defense Intelligence Agency; this Directorate is known to be organized by geographic regions and issues, but its precise organization is classified. The Directorate of Science & Technology was established to research and manage technical collection disciplines and equipment. Many of its innovations were transferred to other intelligence organizations, or, as they became more overt, to the military services. A civil war known as an intrastate war in polemology, is a war between organized groups within the same state or country. The aim of one side may be to take control of the country or a region, to achieve independence for a region or to change government policies; the term is a calque of the Latin bellum civile, used to refer to the various civil wars of the Roman Republic in the 1st century BC. A civil war is a high-intensity conflict involving regular armed forces, sustained and large-scale. Civil wars may result in the consumption of significant resources. Most modern civil wars involve intervention by outside powers. According to Patrick M. Regan in his book Civil Wars and Foreign Powers about two thirds of the 138 intrastate conflicts between the end of World War II and 2000 saw international intervention, with the United States intervening in 35 of these conflicts. Civil wars since the end of World War II have lasted on average just over four years, a dramatic rise from the one-and-a-half-year average of the 1900–1944 period.
While the rate of emergence of new civil wars has been steady since the mid-19th century, the increasing length of those wars has resulted in increasing numbers of wars ongoing at any one time. For example, there were no more than five civil wars underway in the first half of the 20th century while there were over 20 concurrent civil wars close to the end of the Cold War. Since 1945, civil wars have resulted in the deaths of over 25 million people, as well as the forced displacement of millions more. Civil wars have further resulted in economic collapse. James Fearon, a scholar of civil wars at Stanford University, defines a civil war as "a violent conflict within a country fought by organized groups that aim to take power at the center or in a region, or to change government policies". Ann Hironaka further specifies; the intensity at which a civil disturbance becomes a civil war is contested by academics. Some political scientists define a civil war as having more than 1,000 casualties, while others further specify that at least 100 must come from each side.
The Correlates of War, a dataset used by scholars of conflict, classifies civil wars as having over 1000 war-related casualties per year of conflict. This rate is a small fraction of the millions killed in the Second Sudanese Civil War and Cambodian Civil War, for example, but excludes several publicized conflicts, such as The Troubles of Northern Ireland and the struggle of the African National Congress in Apartheid-era South Africa. Based on the 1,000-casualties-per-year criterion, there were 213 civil wars from 1816 to 1997, 104 of which occurred from 1944 to 1997. If one uses the less-stringent 1,000 casualties total criterion, there were over 90 civil wars between 1945 and 2007, with 20 ongoing civil wars as of 2007; the Geneva Conventions do not define the term "civil war". This includes civil wars; the International Committee of the Red Cross has sought to provide some clarification through its commentaries on the Geneva Conventions, noting that the Conventions are "so general, so vague, that many of the delegations feared that it might be taken to cover any act committed by force of arms".
Accordingly, the commentaries provide for different'conditions' on which the application of the Geneva Convention would depend. The conditions listed by the ICRC in its commentary are as follows: That the Party in revolt against the de jure Government possesses an organized military force, an authority responsible for its acts, acting within a determinate territory and having the means of respecting and ensuring respect for the Convention; that the legal Government is obliged to have recourse to the regular military forces against insurgents organized as military and in possession of a part of the national territory. That the de jure Government has recognized the insurgents as belligerents; that the insurgents have an organization purporting to have the characteristics of a State. That the insurgent civil authority exercises de facto authority over the population within a determinate portion of the national territory; that the armed forces act under the direction of an organized authority and are prepared to observe the ordinary laws of war.
That the insurgent civil authority agrees to be bound by the provisions of the Convention. According to a 2017 review study of civil war research, there are three prominent explanations for civil war: greed-based explanations which center on individuals’ desire to maximize their profits, grievance-based explanations which center on conflict as a response to socioeconomic or political injustice, opportunity-based explanations which center on factors that make it easier to engage in violent mobilization. Violence is "the use of physical force so as to injure, damage, or destroy." Less conventional definitions are used, such as the World Health Organization's definition of violence as "the intentional use of physical force or power, threatened or actual, against oneself, another person, or against a group or community, which either results in or has a high likelihood of resulting in injury, psychological harm, maldevelopment, or deprivation."Globally, violence resulted in the deaths of an estimated 1.28 million people in 2013 up from 1.13 million in 1990. Of the deaths in 2013 842,000 were attributed to self-harm, 405,000 to interpersonal violence, 31,000 to collective violence and legal intervention. In Africa, out of every 100,000 people, each year an estimated 60.9 die a violent death. For each single death due to violence, there are dozens of hospitalizations, hundreds of emergency department visits, thousands of doctors' appointments. Furthermore, violence has lifelong consequences for physical and mental health and social functioning and can slow economic and social development.
In 2013, assault by firearm was the leading cause of death due to interpersonal violence, with 180,000 such deaths estimated to have occurred. The same year, assault by sharp object resulted in 114,000 deaths, with a remaining 110,000 deaths from personal violence being attributed to other causes. Violence in many forms can be preventable. There is a strong relationship between levels of violence and modifiable factors in a country such as concentrated poverty and gender inequality, the harmful use of alcohol, the absence of safe and nurturing relationships between children and parents. Strategies addressing the underlying causes of violence can be effective in preventing violence, although mental and physical health and individual responses, etc. have always been decisive factors in the formation of these behaviors. The World Health Organization divides violence into three broad categories: self-directed violence interpersonal violence collective violenceThis initial categorization differentiates between violence a person inflicts upon himself or herself, violence inflicted by another individual or by a small group of individuals, violence inflicted by larger groups such as states, organized political groups, militia groups and terrorist organizations.
These three broad categories are each divided further to reflect more specific types of violence: physical sexual psychological emotionalAlternatively, violence can be classified as either instrumental or reactive / hostile. Self-directed violence is subdivided into suicidal self-abuse; the former includes suicidal thoughts, attempted suicides – called para suicide or deliberate self-injury in some countries – and completed suicides. Self-abuse, in contrast, includes acts such as self-mutilation. Collective violence is subdivided into economic violence. Unlike the other two broad categories, the subcategories of collective violence suggest possible motives for violence committed by larger groups of individuals or by states. Collective violence, committed to advance a particular social agenda includes, for example, crimes of hate committed by organized groups, terrorist acts and mob violence. Political violence includes war and related violent conflicts, state violence and similar acts carried out by larger groups.
Economic violence includes attacks by larger groups motivated by economic gain – such as attacks carried out with the purpose of disrupting economic activity, denying access to essential services, or creating economic division and fragmentation. Acts committed by larger groups can have multiple motives; this typology, while imperfect and far from being universally accepted, does provide a useful framework for understanding the complex patterns of violence taking place around the world, as well as violence in the everyday lives of individuals and communities. It overcomes many of the limitations of other typologies by capturing the nature of violent acts, the relevance of the setting, the relationship between the perpetrator and the victim, – in the case of collective violence – possible motivations for the violence. However, in both research and practice, the dividing lines between the different types of violence are not always so clear. State violence involves upholding, forms of violence of a structural nature, such as poverty, through dismantling welfare, creating strict policies such as'welfare to work', in order to cause further stimulation and disadvantage Poverty as a form of violence may involve oppressive policies that target minority or low socio-economic groups.
The'war on drugs', for example, rather than increasing the health and well-being of at risk demographics, most results in violence committed against these vulnerable demographics through incarceration and police brutality War is a state of prolonged violent large-scale conflict involving two or more groups of people under the auspices of government. It is the most extreme form of collective violence. War is fought as a means of resolving territorial and other conflicts, as war of aggression to conquer territory or loot resources, in national self-defence or liberation, or to suppress attempts of part of the nation to secede from it. There are ideological and revolutionary wars. Since the Industrial Revolution the lethality of modern warfare has grown. World War I casualties were over 40 million and World War II casualties were over 70 million. Violence includes those acts that result from a power relationship, including threats and intimidation, neglect or acts of omission; such non-physical violence has
In radio communications, a radio receiver known as a receiver, wireless or radio is an electronic device that receives radio waves and converts the information carried by them to a usable form. It is used with an antenna; the antenna intercepts radio waves and converts them to tiny alternating currents which are applied to the receiver, the receiver extracts the desired information. The receiver uses electronic filters to separate the desired radio frequency signal from all the other signals picked up by the antenna, an electronic amplifier to increase the power of the signal for further processing, recovers the desired information through demodulation; the information produced by the receiver may be in the form of sound, moving data. A radio receiver may be a separate piece of electronic equipment, or an electronic circuit within another device. Radio receivers are widely used in modern technology, as components of communications, remote control, wireless networking systems. In consumer electronics, the terms radio and radio receiver are used for receivers designed to reproduce sound transmitted by radio broadcasting stations the first mass-market commercial radio application.
The most familiar form of radio receiver is a broadcast receiver just called a radio, which receives audio programs intended for public reception transmitted by local radio stations. The sound is reproduced either by a loudspeaker in the radio or an earphone which plugs into a jack on the radio; the radio requires electric power, provided either by batteries inside the radio or a power cord which plugs into an electric outlet. All radios have a volume control to adjust the loudness of the audio, some type of "tuning" control to select the radio station to be received. Modulation is the process of adding information to a radio carrier wave. Two types of modulation are used in analog radio broadcasting systems. In amplitude modulation the strength of the radio signal is varied by the audio signal. AM broadcasting is allowed in the AM broadcast bands which are between 148 and 283 kHz in the longwave range, between 526 and 1706 kHz in the medium frequency range of the radio spectrum. AM broadcasting is permitted in shortwave bands, between about 2.3 and 26 MHz, which are used for long distance international broadcasting.
In frequency modulation the frequency of the radio signal is varied by the audio signal. FM broadcasting is permitted in the FM broadcast bands between about 65 and 108 MHz in the high frequency range; the exact frequency ranges vary somewhat in different countries. FM stereo radio stations broadcast in stereophonic sound, transmitting two sound channels representing left and right microphones. A stereo receiver contains the additional circuits and parallel signal paths to reproduce the two separate channels. A monaural receiver, in contrast, only receives a single audio channel, a combination of the left and right channels. While AM stereo transmitters and receivers exist, they have not achieved the popularity of FM stereo. Most modern radios are "AM/FM" radios, are able to receive both AM and FM radio stations, have a switch to select which band to receive. Digital audio broadcasting is an advanced radio technology which debuted in some countries in 1998 that transmits audio from terrestrial radio stations as a digital signal rather than an analog signal as AM and FM do.
Its advantages are that DAB has the potential to provide higher quality sound than FM, has greater immunity to radio noise and interference, makes better use of scarce radio spectrum bandwidth, provides advanced user features such as electronic program guide, sports commentaries, image slideshows. Its disadvantage is that it is incompatible with previous radios so that a new DAB receiver must be purchased; as of 2017, 38 countries offer DAB, with 2,100 stations serving listening areas containing 420 million people. Most countries plan an eventual switchover from FM to DAB; the United States and Canada have chosen not to implement DAB. DAB radio stations work differently from AM or FM stations: a single DAB station transmits a wide 1,500 kHz bandwidth signal that carries from 9 to 12 channels from which the listener can choose. Broadcasters can transmit a channel at a range of different bit rates, so different channels can have different audio quality. In different countries DAB stations broadcast in either Band L band.
The signal strength of radio waves decreases the farther they travel from the transmitter, so a radio station can only be received within a limited range of its transmitter. The range depends on the power of the transmitter, the sensitivity of the receiver and internal noise, as well as any geographical obstructions such as hills between transmitter and receiver. AM broadcast band radio waves travel as ground waves which follow the contour of the Earth, so AM radio stations can be reliably received at hundreds of miles distance. Due to their higher frequency, FM band radio signals cannot travel far beyond the visual horizon; however FM radio has higher fidelity. So in many countries serious music is only broadcast by FM stations, AM stations specialize in radio news, talk radio, sports. Like FM, DAB signals travel by line of sight so reception distances are
International Telecommunication Union
The International Telecommunication Union the International Telegraph Union, is a specialized agency of the United Nations, responsible for issues that concern information and communication technologies. It is the oldest among all the 15 specialised agencies of UN; the ITU coordinates the shared global use of the radio spectrum, promotes international cooperation in assigning satellite orbits, works to improve telecommunication infrastructure in the developing world, assists in the development and coordination of worldwide technical standards. The ITU is active in areas including broadband Internet, latest-generation wireless technologies and maritime navigation, radio astronomy, satellite-based meteorology, convergence in fixed-mobile phone, Internet access, voice, TV broadcasting, next-generation networks; the agency organizes worldwide and regional exhibitions and forums, such as ITU Telecom World, bringing together representatives of government and the telecommunications and ICT industry to exchange ideas and technology.
ITU, based in Geneva, Switzerland, is a member of the United Nations Development Group, has 12 regional and area offices in the world. ITU has been an intergovernmental public–private partnership organization since its inception, its membership includes 193 Member States and around 800 public and private sector companies, academic institutions as well as international and regional telecommunication entities, known as Sector Members and Associates, which undertake most of the work of each Sector. ITU was formed in Paris, at the International Telegraph Convention; the International Radiotelegraph Union was unofficially established at first International Radiotelegraph Convention in 1906. Both were merged into the International Telecommunication Union in 1932. ITU became a United Nations specialized agency in 1947; the ITU comprises three sectors, each managing a different aspect of the matters handled by the Union, as well as ITU Telecom. The sectors were created during the restructuring of ITU at its 1992 Plenipotentiary Conference.
Radio communication Established in 1927 as the International Radio Consultative Committee or CCIR, this sector manages the international radio-frequency spectrum and satellite orbit resources. In 1992, the CCIR became the ITU-R. Standardisation Standardisation was the original purpose of ITU since its inception. Established in 1956 as the International Telephone and Telegraph Consultative Committee or CCITT, this sector standardizes global telecommunications. In 1993, the CCITT became the ITU-T. Development Established in 1992, this sector helps spread equitable and affordable access to information and communication technologies. ITU Telecom ITU Telecom organizes major events for the world's ICT community. A permanent General Secretariat, headed by the Secretary General, manages the day-to-day work of the Union and its sectors; the basic texts of the ITU are adopted by the ITU Plenipotentiary Conference. The founding document of the ITU was the 1865 International Telegraph Convention, which has since been amended several times and is now entitled the "Constitution and Convention of the International Telecommunication Union".
In addition to the Constitution and Convention, the consolidated basic texts include the Optional Protocol on the settlement of disputes, the Decisions and Recommendations in force, as well as the General Rules of Conferences and Meetings of the Union. The ITU is headed by a Secretary-General, a Deputy Secretary General and the three directors of the Bureaux, who are elected to a four-year terms by the member states at the ITU Plenipotentiary Conference. On 23 October 2014 Houlin Zhao was elected 19th Secretary-General of the ITU at the Plenipotentiary Conference in Busan, Republic of Korea, his four-year mandate started on 1 January 2015, he was formally inaugurated on 15 January 2015. Houlin Zhao was reelected at the 2018 Plenipotentiary Conference in Dubai. Membership of ITU is open to only Member States of the United Nations, which may join the Union as Member States, as well as to private organizations like carriers, equipment manufacturers, funding bodies and development organizations and international and regional telecommunication organizations, which may join ITU as non-voting Sector Members.
There are 193 Member States of the ITU, including all UN member states except the Republic of Palau, plus the Vatican City. The most recent member state to join the ITU is South Sudan, which became a member on 14 July 2011; the Republic of China was blocked from membership by the People's Republic of China, but received a country code, being listed as "Taiwan, China". Palestine was admitted as an observer in 2010. Six Regional Offices and seven Area Offices guarantee a regional presence of ITU: Regional Office for CSI Africa Regional Office in Addis Ababa, with Area Offices in Dakar and Yaoundé Arab States Regional Office in Cairo Asia-Pacific Regional Office in Bangkok, with Area Office in Jakarta America Regional Office in Brasilia, with Area Offices in Bridgetown and Tegucigalpa; the sixth is a Coordination office for Europe Region Europe at ITU Headquarters.
