A university is an institution of higher education and research which awards academic degrees in various academic disciplines. Universities provide undergraduate education and postgraduate education; the word university is derived from the Latin universitas magistrorum et scholarium, which means "community of teachers and scholars". While antecedents had existed in Asia and Africa, the modern university system has roots in the European medieval university, created in Italy and evolved from cathedral schools for the clergy during the High Middle Ages; the original Latin word universitas refers in general to "a number of persons associated into one body, a society, community, corporation, etc". At the time of the emergence of urban town life and medieval guilds, specialized "associations of students and teachers with collective legal rights guaranteed by charters issued by princes, prelates, or the towns in which they were located" came to be denominated by this general term. Like other guilds, they were self-regulating and determined the qualifications of their members.
In modern usage the word has come to mean "An institution of higher education offering tuition in non-vocational subjects and having the power to confer degrees," with the earlier emphasis on its corporate organization considered as applying to Medieval universities. The original Latin word referred to degree-awarding institutions of learning in Western and Central Europe, where this form of legal organisation was prevalent, from where the institution spread around the world. An important idea in the definition of a university is the notion of academic freedom; the first documentary evidence of this comes from early in the life of the University of Bologna, which adopted an academic charter, the Constitutio Habita, in 1158 or 1155, which guaranteed the right of a traveling scholar to unhindered passage in the interests of education. Today this is claimed as the origin of "academic freedom"; this is now recognised internationally - on 18 September 1988, 430 university rectors signed the Magna Charta Universitatum, marking the 900th anniversary of Bologna's foundation.
The number of universities signing the Magna Charta Universitatum continues to grow, drawing from all parts of the world. According to Encyclopædia Britannica, the earliest universities were founded in Asia and Africa, predating the first European medieval universities; the University of Al Quaraouiyine, founded in Morocco by Fatima al-Fihri in 859, is considered by some to be the oldest degree-granting university. Their endowment by a prince or monarch and their role in training government officials made early Mediterranean universities similar to Islamic madrasas, although madrasas were smaller, individual teachers, rather than the madrasa itself, granted the license or degree. Scholars like Arnold H. Green and Hossein Nasr have argued that starting in the 10th century, some medieval Islamic madrasas became universities. However, scholars like George Makdisi, Toby Huff and Norman Daniel argue that the European university has no parallel in the medieval Islamic world. Several other scholars consider the university as uniquely European in origin and characteristics.
Darleen Pryds questions this view, pointing out that madaris and European universities in the Mediterranean region shared similar foundations by princely patrons and were intended to provide loyal administrators to further the rulers' agenda. Some scholars, including Makdisi, have argued that early medieval universities were influenced by the madrasas in Al-Andalus, the Emirate of Sicily, the Middle East during the Crusades. Norman Daniel, views this argument as overstated. Roy Lowe and Yoshihito Yasuhara have drawn on the well-documented influences of scholarship from the Islamic world on the universities of Western Europe to call for a reconsideration of the development of higher education, turning away from a concern with local institutional structures to a broader consideration within a global context; the university is regarded as a formal institution that has its origin in the Medieval Christian tradition. European higher education took place for hundreds of years in cathedral schools or monastic schools, in which monks and nuns taught classes.
The earliest universities were developed under the aegis of the Latin Church by papal bull as studia generalia and from cathedral schools. It is possible, that the development of cathedral schools into universities was quite rare, with the University of Paris being an exception, they were founded by Kings or municipal administrations. In the early medieval period, most new universities were founded from pre-existing schools when these schools were deemed to have become sites of higher education. Many historians state that universities and cathedral schools were a continuation of the interest in learning promoted by The residence of a religious community. Pope Gregory VII was critical in promoting and regulating the concept of modern university as his 1079 Papal Decree ordered the regulated establishment of cathedral schools that transformed themselves into the first European universities; the first universities in Europe with a form of corporate/guild structure were the University of Bologna, the University of Paris, the University of Oxford.

A health system sometimes referred to as health care system or as healthcare system, is the organization of people and resources that deliver health care services to meet the health needs of target populations. There is a wide variety of health systems around the world, with as many histories and organizational structures as there are nations. Implicitly, nations must design and develop health systems in accordance with their needs and resources, although common elements in all health systems are primary healthcare and public health measures. In some countries, health system planning is distributed among market participants. In others, there is a concerted effort among governments, trade unions, religious organizations, or other co-ordinated bodies to deliver planned health care services targeted to the populations they serve. However, health care planning has been described as evolutionary rather than revolutionary; the World Health Organization, the directing and coordinating authority for health within the United Nations system, is promoting a goal of universal health care: to ensure that all people obtain the health services they need without suffering financial hardship when paying for them.
According to WHO, healthcare systems' goals are good health for the citizens, responsiveness to the expectations of the population, fair means of funding operations. Progress towards them depends on how systems carry out four vital functions: provision of health care services, resource generation and stewardship. Other dimensions for the evaluation of health systems include quality, efficiency and equity, they have been described in the United States as "the five C's": Cost, Consistency and Chronic Illness. Continuity of health care is a major goal. Health system has been defined with a reductionist perspective, for example reducing it to healthcare system. In many publications, for example, both expressions are used interchangeably; some authors have developed arguments to expand the concept of health systems, indicating additional dimensions that should be considered: Health systems should not be expressed in terms of their components only, but of their interrelationships. The World Health Organization defines health systems as follows: A health system consists of all organizations and actions whose primary intent is to promote, restore or maintain health.
This includes efforts to influence determinants of health as well as more direct health-improving activities. A health system is therefore more than the pyramid of publicly owned facilities that deliver personal health services, it includes, for example, a mother caring for a sick child at home. It includes inter-sectoral action by health staff, for example, encouraging the ministry of education to promote female education, a well known determinant of better health. Healthcare providers are individuals providing healthcare services. Individuals including health professionals and allied health professions can be self-employed or working as an employee in a hospital, clinic, or other health care institution, whether government operated, private for-profit, or private not-for-profit, they may work outside of direct patient care such as in a government health department or other agency, medical laboratory, or health training institution. Examples of health workers are doctors, midwives, paramedics, medical laboratory technologists, psychologists, chiropractors, community health workers, traditional medicine practitioners, others.
There are five primary methods of funding health systems: general taxation to the state, county or municipality national health insurance voluntary or private health insurance out-of-pocket payments donations to charitiesMost countries' systems feature a mix of all five models. One study based on data from the OECD concluded that all types of health care finance "are compatible with" an efficient health system; the study found no relationship between financing and cost control. The term health insurance is used to describe a form of insurance that pays for medical expenses, it is sometimes used more broadly to include insurance covering disability or long-term nursing or custodial care needs. It may be provided from private insurance companies, it may be purchased by individual consumers. In each case premiums or taxes protect the insured from unexpected health care expenses. By estimating the overall cost of health care expenses, a routine finance structure can be developed, ensuring that money is available to pay for the health care benefits specified in the insurance agreement.

The University of Southern California is a private research university in Los Angeles, California. Founded in 1880, it is the oldest private research university in California. For the 2018–19 academic year, there were 20,000 students enrolled in four-year undergraduate programs. USC has 27,500 graduate and professional students in a number of different programs, including business, engineering, social work, occupational therapy and medicine, it is the largest private employer in the city of Los Angeles, generates $8 billion in economic impact on Los Angeles and California. USC is the birthplace of the Domain Name System. Other technologies invented at USC include DNA computing, dynamic programming, image compression, VoIP, antivirus software. USC's alumni include a total of 11 Rhodes Scholars and 12 Marshall Scholars; as of October 2018, nine Nobel laureates, six MacArthur Fellows, one Turing Award winner have been affiliated with the university. USC sponsors a variety of intercollegiate sports and competes in the National Collegiate Athletic Association as a member of the Pac-12 Conference.
Members of USC's sports teams, the Trojans, have won 104 NCAA team championships, ranking them third in the United States, 399 NCAA individual championships, ranking them second in the United States. Trojan athletes have won 288 medals at the Olympic Games, more than any other university in the United States. In 1969, it joined the Association of American Universities. USC has had a total of 521 football players drafted to the National Football League, the second-highest number of drafted players in the country; the University of Southern California was founded following the efforts of Judge Robert M. Widney, who helped secure donations from several key figures in early Los Angeles history: a Protestant nurseryman, Ozro Childs, an Irish Catholic former-Governor, John Gately Downey, a German Jewish banker, Isaias W. Hellman; the three donated 308 lots of land to establish the campus and provided the necessary seed money for the construction of the first buildings. Operated in affiliation with the Methodist Church, the school mandated from the start that "no student would be denied admission because of race."
The university is no longer affiliated with any church, having severed formal ties in 1952. When USC opened in 1880, tuition was $15.00 per term and students were not allowed to leave town without the knowledge and consent of the university president. The school had an enrollment of 53 students and a faculty of 10; the city lacked paved streets, electric lights, a reliable fire alarm system. Its first graduating class in 1884 was a class of three—two males and female valedictorian Minnie C. Miltimore; the colors of USC are cardinal and gold, which were approved by USC's third president, the Reverend George W. White, in 1896. In 1958, the shade of gold, more of an orange color, was changed to a more yellow shade; the letterman's awards were the first to make the change. USC students and athletes are known as Trojans, epitomized by the Trojan Shrine, nicknamed "Tommy Trojan", near the center of campus; until 1912, USC students were known as Fighting Methodists or Wesleyans, though neither name was approved by the university.
During a fateful track and field meet with Stanford University, the USC team was beaten early and conclusively. After only the first few events, it seemed implausible USC would win. After this contest, Los Angeles Times sportswriter Owen Bird reported the USC athletes "fought on like the Trojans of antiquity", the president of the university at the time, George F. Bovard, approved the name officially. During World War II, USC was one of 131 colleges and universities nationally that took part in the V-12 Navy College Training Program which offered students a path to a Navy commission. USC is responsible for $8 billion in economic output in Los Angeles County. On May 1, 2014, USC was named as one of many higher education institutions under investigation by the Office of Civil Rights for potential Title IX violations by Barack Obama's White House Task Force to Protect Students from Sexual Assault. USC is under a concurrent Title IX investigation for potential anti-male bias in disciplinary proceedings, as well as denial of counseling resources to male students, as of 8 March 2016.
In 2017, the university came into the national spotlight when the Los Angeles Times published information about Carmen A. Puliafito, the dean of USC's medical school. After accusations of drug use, he resigned from his position as dean in 2016 and was fired from the school the following year after the news stories were published, his medical license was subsequently suspended pending a decision. The following year, the Los Angeles Times broke another story about USC focusing on George Tyndall, a gynecologist accused of abusing 52 patients at USC; the reports span from 1990 to 2016 and include using racist and sexual language, conducting exams without gloves and taking pictures of his patients' genitals. Inside Higher Ed noted that there have been "other incidents in which the university is perceived to have failed to act on misconduct by powerful officials" when it reported that the university's president, C. L. Max Nikias, is resigning. Tyndall was fired in 2017 after reaching a settlement with the university.

International Standard Serial Number
An International Standard Serial Number is an eight-digit serial number used to uniquely identify a serial publication, such as a magazine. The ISSN is helpful in distinguishing between serials with the same title. ISSN are used in ordering, interlibrary loans, other practices in connection with serial literature; the ISSN system was first drafted as an International Organization for Standardization international standard in 1971 and published as ISO 3297 in 1975. ISO subcommittee TC 46/SC 9 is responsible for maintaining the standard; when a serial with the same content is published in more than one media type, a different ISSN is assigned to each media type. For example, many serials are published both in electronic media; the ISSN system refers to these types as electronic ISSN, respectively. Conversely, as defined in ISO 3297:2007, every serial in the ISSN system is assigned a linking ISSN the same as the ISSN assigned to the serial in its first published medium, which links together all ISSNs assigned to the serial in every medium.
The format of the ISSN is an eight digit code, divided by a hyphen into two four-digit numbers. As an integer number, it can be represented by the first seven digits; the last code digit, which may be 0-9 or an X, is a check digit. Formally, the general form of the ISSN code can be expressed as follows: NNNN-NNNC where N is in the set, a digit character, C is in; the ISSN of the journal Hearing Research, for example, is 0378-5955, where the final 5 is the check digit, C=5. To calculate the check digit, the following algorithm may be used: Calculate the sum of the first seven digits of the ISSN multiplied by its position in the number, counting from the right—that is, 8, 7, 6, 5, 4, 3, 2, respectively: 0 ⋅ 8 + 3 ⋅ 7 + 7 ⋅ 6 + 8 ⋅ 5 + 5 ⋅ 4 + 9 ⋅ 3 + 5 ⋅ 2 = 0 + 21 + 42 + 40 + 20 + 27 + 10 = 160 The modulus 11 of this sum is calculated. For calculations, an upper case X in the check digit position indicates a check digit of 10. To confirm the check digit, calculate the sum of all eight digits of the ISSN multiplied by its position in the number, counting from the right.
The modulus 11 of the sum must be 0. There is an online ISSN checker. ISSN codes are assigned by a network of ISSN National Centres located at national libraries and coordinated by the ISSN International Centre based in Paris; the International Centre is an intergovernmental organization created in 1974 through an agreement between UNESCO and the French government. The International Centre maintains a database of all ISSNs assigned worldwide, the ISDS Register otherwise known as the ISSN Register. At the end of 2016, the ISSN Register contained records for 1,943,572 items. ISSN and ISBN codes are similar in concept. An ISBN might be assigned for particular issues of a serial, in addition to the ISSN code for the serial as a whole. An ISSN, unlike the ISBN code, is an anonymous identifier associated with a serial title, containing no information as to the publisher or its location. For this reason a new ISSN is assigned to a serial each time it undergoes a major title change. Since the ISSN applies to an entire serial a new identifier, the Serial Item and Contribution Identifier, was built on top of it to allow references to specific volumes, articles, or other identifiable components.
Separate ISSNs are needed for serials in different media. Thus, the print and electronic media versions of a serial need separate ISSNs. A CD-ROM version and a web version of a serial require different ISSNs since two different media are involved. However, the same ISSN can be used for different file formats of the same online serial; this "media-oriented identification" of serials made sense in the 1970s. In the 1990s and onward, with personal computers, better screens, the Web, it makes sense to consider only content, independent of media; this "content-oriented identification" of serials was a repressed demand during a decade, but no ISSN update or initiative occurred. A natural extension for ISSN, the unique-identification of the articles in the serials, was the main demand application. An alternative serials' contents model arrived with the indecs Content Model and its application, the digital object identifier, as ISSN-independent initiative, consolidated in the 2000s.
