A rudder is a primary control surface used to steer a ship, submarine, aircraft, or other conveyance that moves through a fluid medium. On an aircraft the rudder is used to counter adverse yaw and p-factor and is not the primary control used to turn the airplane. A rudder operates by redirecting the fluid past the hull or fuselage, thus imparting a turning or yawing motion to the craft. In basic form, a rudder is a flat plane or sheet of material attached with hinges to the craft's stern, tail, or after end. Rudders are shaped so as to minimize hydrodynamic or aerodynamic drag. On simple watercraft, a tiller—essentially, a stick or pole acting as a lever arm—may be attached to the top of the rudder to allow it to be turned by a helmsman. In larger vessels, pushrods, or hydraulics may be used to link rudders to steering wheels. In typical aircraft, the rudder is operated by pedals via mechanical hydraulics. A rudder is "part of the steering apparatus of a boat or ship, fastened outside the hull", denoting all different types of oars and rudders.
More the steering gear of ancient vessels can be classified into side-rudders and stern-mounted rudders, depending on their location on the ship. A third term, steering oar, can denote both types. In a Mediterranean context, side-rudders are more called quarter-rudders as the term designates more the place where the rudder was mounted. Stern-mounted rudders are uniformly suspended at the back of the ship in a central position. Although some classify a steering oar as a rudder, others argue that the steering oar used in ancient Egypt and Rome was not a true rudder and define only the stern-mounted rudder used in ancient Han China as a true rudder; the steering oar has the capacity to interfere with handling of the sails while it was fit more for small vessels on narrow, rapid-water transport. In regards to the ancient Phoenician use of the steering oar without a rudder in the Mediterranean, Leo Block writes: A single sail tends to turn a vessel in an upwind or downwind direction, rudder action is required to steer a straight course.
A steering oar was used at this time. With a single sail, a frequent movement of the steering oar was required to steer a straight course; the second sail, located forward, could be trimmed to offset the turning tendency of the main sail and minimize the need for course corrections by the steering oar, which would have improved sail performance. The steering oar or steering board is an oversized oar or board to control the direction of a ship or other watercraft prior to the invention of the rudder, it is attached to the starboard side in larger vessels, though in smaller ones it is if attached. Rowing oars set aside for steering appeared on large Egyptian vessels long before the time of Menes. In the Old Kingdom as many as five steering oars are found on each side of passenger boats; the tiller, at first a small pin run through the stock of the steering oar, can be traced to the fifth dynasty. Both the tiller and the introduction of an upright steering post abaft reduced the usual number of necessary steering oars to one each side.
Single steering oars put on the stern can be found in a number of tomb models of the time during the Middle Kingdom when tomb reliefs suggests them employed in Nile navigation. The first literary reference appears in the works of the Greek historian Herodotus, who had spent several months in Egypt: "They make one rudder, this is thrust through the keel" meaning the crotch at the end of the keel. In Iran, oars mounted on the side of ships for steering are documented from the 3rd millennium BCE in artwork, wooden models, remnants of actual boats. Roman navigation used sexillie quarter steering oars that went in the Mediterranean through a long period of constant refinement and improvement, so that by Roman times ancient vessels reached extraordinary sizes; the strength of the steering oar lay in its combination of effectiveness and simpleness. Roman quarter steering oar mounting systems survived intact through the medieval period. By the first half of the 1st century AD, steering gear mounted on the stern were quite common in Roman river and harbour craft as proved from reliefs and archaeological finds.
A tomb plaque of Hadrianic age shows a harbour tug boat in Ostia with a long stern-mounted oar for better leverage. The boat featured a spritsail, adding to the mobility of the harbour vessel. Further attested Roman uses of stern-mounted steering oars includes barges under tow, transport ships for wine casks, diverse other ship types; the well-known Zwammerdam find, a large river barge at the mouth of the Rhine, featured a large steering gear mounted on the stern. Oerlikon 20 mm cannon
The Oerlikon 20 mm cannon is a series of autocannons, based on an original German 20 mm Becker design that appeared early in World War I. It was produced by Oerlikon Contraves and others, with various models employed by both Allied and Axis forces during World War II, many versions still in use today. During World War I, the German industrialist Reinhold Becker developed a 20 mm caliber cannon, known now as the 20 mm Becker using the Advanced Primer Ignition blowback method of operation; this had a cyclic rate of fire of 300 rpm. It was used on a limited scale as an aircraft gun on Luftstreitkräfte warplanes, an anti-aircraft gun towards the end of that war; because the Treaty of Versailles banned further production of such weapons in Germany, the patents and design works were transferred in 1919 to the Swiss firm SEMAG based near Zürich. SEMAG continued development of the weapon, in 1924 had produced the SEMAG L, a heavier weapon that fired more powerful 20x100RB ammunition at a higher rate of fire, 350 rpm.
In 1924 SEMAG failed. The Oerlikon firm, named after the Zürich suburb of Oerlikon where it was based acquired all rights to the weapon, plus the manufacturing equipment and the employees of SEMAG. In 1927 the Oerlikon S was added to the existing product line; this fired a still larger cartridge to achieve a muzzle velocity of 830 m/s, at the cost of increased weight and a reduced rate of fire. The purpose of this development was to improve the performance of the gun as an anti-tank and anti-aircraft weapon, which required a higher muzzle velocity. An improved version known as the 1S followed in 1930. Three sizes of gun with their different ammunition and barrel length, but similar mechanisms, continued to be developed in parallel. In 1930 Oerlikon reconsidered the application of its gun in aircraft and introduced the AF and AL, designed to be used in flexible mounts, i.e. manually aimed by a gunner. The 15-round box magazine used by earlier versions of the gun was replaced by drum magazine holding 15 or 30 rounds.
In 1935 it made an important step by introducing a series of guns designed to be mounted in or on the wings of fighter aircraft. Designated with FF for Flügelfest meaning "wing-mounted", these weapons were again available in the three sizes, with designations FF, FFL and FFS; the FF fired a larger cartridge than the AF, 20x72RB, but the major improvement in these weapons was a significant increase in rate of fire. The FF weighed 24 kg and achieved a muzzle velocity of 550 to 600 m/s with a rate of fire of 520 rpm; the FFL of 30 kg fired a projectile at a muzzle velocity of 675 m/s with a rate of fire of 500 rpm. And the FFS, which weighed 39 kg, delivered a high muzzle velocity of 830 m/s at a rate of fire of 470 rpm. Apart from changes to the design of the guns for wing-mounting and remote control, larger drums were introduced as it would not be possible to exchange magazines in flight. For the FF series drum sizes of 45, 60, 75 and 100 rounds were available, but most users chose the 60-round drum.
The 1930s were a period of global re-armament, a number of foreign firms took licenses for the Oerlikon family of aircraft cannon. In France, Hispano-Suiza manufactured development of the FFS as the Hispano-Suiza HS.7 and Hispano-Suiza HS.9, for installation between the cylinder banks of its V-12 engines. In Germany, Ikaria further developed the FF gun as firing 20x80RB ammunition, and the Imperial Japanese Navy, after evaluating all three guns, ordered developments of the FF and FFL as the Type 99-1 and Type 99-2. The incorporation of the improvements of the FFS in a new anti-aircraft gun produced, in 1938, the Oerlikon SS. Oerlikon realized further improvements in rate of fire on the 1SS of 1942, the 2SS of 1945 which achieved 650 rpm. However, it was the original SS gun, adopted as anti-aircraft gun, being widely used by Allied navies during World War II; this gun used a 400-grain charge of IMR 4831 smokeless powder to propel a 2,000-grain projectile at 2,800 feet per second. The Oerlikon FF was installed as armament on some fighters of the 1930s, such as the Polish PZL P.24G.
Locally produced derivatives of the Oerlikon cannon were used much more extensively, on aircraft, on ships and on land. In the air, the Ikaria MG FF was used as armament on a number of German aircraft, of which the most famous is the Messerschmitt Bf 109; the Japanese Navy used their copy of the FF, designated the Type 99 Mark One cannon on a number of types including the Mitsubishi A6M Zero. In the war, they equipped fighters including the Zero with the Type 99 Mark Two, a version of the more powerful and faster-firing Oerlikon FFL; the French firm of Hispano-Suiza was a manufacturer of aircraft engines, it marketed the moteur-canon combination of its 12X and 12Y engines with a H. S.7 or H. S.9 cannon installed between the cylinder banks. The gun fired through the hollow propeller hub, this being elevated above the crankcase by the design of the gearing; such armament was installed on the Morane-Saulnier M. S.406 and some other types. Similar German installations of the MG FF were not successful.
The Oerlikon became best known in its naval applications. The Oerlikon was not looked upon favorably by the Royal Navy as a short-range anti-aircraft gun. Guam is an unincorporated and organized territory of the United States in Micronesia in the western Pacific Ocean. It is the easternmost point and territory of the United States, along with the Northern Mariana Islands; the capital city of Guam is Hagåtña and the most populous city is Dededo. The inhabitants of Guam are called Guamanians, they are American citizens by birth. Indigenous Guamanians are the Chamorros, who are related to other Austronesian natives of Eastern Indonesia, the Philippines, Taiwan. Guam has been a member of the Pacific Community since 1983. In 2016, 162,742 people resided on Guam. Guam has a population density of 775 per square mile. In Oceania, it is the largest and southernmost of the Mariana Islands and the largest island in Micronesia. Among its municipalities, Mongmong-Toto-Maite has the highest population density at 3,691 per square mile, whereas Inarajan and Umatac have the lowest density at 119 per square mile; the highest point is Mount Lamlam at 1,332 feet above sea level.
Since the 1960s, the economy has been supported by two industries: tourism and the United States Armed Forces. The indigenous Chamorros settled the island 4,000 years ago. Portuguese explorer Ferdinand Magellan, while in the service of Spain, was the first European to visit the island, on March 6, 1521. Guam was colonized by Spain in 1668 with settlers, including Diego Luis de San Vitores, a Catholic Jesuit missionary. Between the 16th century and the 18th century, Guam was an important stopover for the Spanish Manila Galleons. During the Spanish–American War, the United States captured Guam on June 21, 1898. Under the Treaty of Paris, Spain ceded Guam to the United States on December 10, 1898. Guam is among the 17 non-self-governing territories listed by the United Nations. Before World War II, there were five American jurisdictions in the Pacific Ocean: Guam and Wake Island in Micronesia, American Samoa and Hawaii in Polynesia, the Philippines. On December 7, 1941, hours after the attack on Pearl Harbor, Guam was captured by the Japanese, who occupied the island for two and a half years.
During the occupation, Guamanians were subjected to beheadings, forced labor and torture. American forces recaptured the island on July 21, 1944. An unofficial but used territorial motto is "Where America's Day Begins", which refers to the island's close proximity to the international date line; the original inhabitants of Guam and the Northern Mariana Islands were the Chamorro people, who are believed to be descendants of Austronesian people originating from Southeast Asia as early as 2000 BC. The ancient Chamorro society had four classes: chamorri, matua and mana'chang; the matua were located in the coastal villages, which meant they had the best access to fishing grounds, whereas the mana'chang were located in the interior of the island. Matua and mana'chang communicated with each other, matua used achaot as intermediaries. There were "makåhna" or "kakahna", shamans with magical powers and "Suruhånu" or "Suruhåna" healers who use different kinds of plants and natural materials to make medicine.
Belief in spirits of ancient Chamorros called "Taotao mo'na" still persists as a remnant of pre-European culture. It is believed that "Suruhånu" or "Suruhåna" are the only ones who can safely harvest plants and other natural materials from their homes or "hålomtåno" without incurring the wrath of the "Taotao mo'na", their society was organized along matrilineal clans. Latte stones are stone pillars; the latte-stone was used as a foundation. Latte stones consist of a base shaped from limestone called the haligi and with a capstone, or tåsa, made either from a large brain coral or limestone, placed on top. A possible source for these stones, the Rota Latte Stone Quarry, was discovered in 1925 on Rota; the first European to travel to Guam was Portuguese navigator Ferdinand Magellan, sailing for the King of Spain, when he sighted the island on March 6, 1521, during his fleet's circumnavigation of the globe. When Magellan arrived on Guam, he was greeted by hundreds of small outrigger canoes that appeared to be flying over the water, due to their considerable speed.
These outrigger canoes were called Proas, resulted in Magellan naming Guam Islas de las Velas Latinas. Antonio Pigafetta said that the name was "Island of Sails", but he writes that the inhabitants "entered the ships and stole whatever they could lay their hands on", including "the small boat, fastened to the poop of the flagship." "Those people are poor, but ingenious and thievish, on account of which we called those three islands Islas de los Ladrones." Despite Magellan's visit, Guam was not claimed by Spain until January 26, 1565, by General Miguel López de Legazpi. From 1565 to 1815, Guam and the Northern Mariana Islands, the only Spanish outposts in the Pacific Ocean east of the Philippines, were an important resting stop for the Manila galleons, a fleet that covered the Pacific trade route between Acapulco and Manila. To protect these Pacific fleets, Spain built several defensive structures that still stand today, such as Fort Nuestra Señora de la Soledad in Umatac. Guam is the biggest single segment of Micronesia, the largest islands between the island of Kyushu, New Guinea, the Philippines, the Hawaiian Islands.

Bizerte or Bizerta, the classical Hippo, is a town of Bizerte Governorate in Tunisia. It is the northernmost city in Africa, located 65 km north of the capital Tunis, it is one of the oldest known settlements in Tunisia, having been founded by settlers from the Phoenician port of Sidon around 1100 BC. It is known as the last town to remain under French control after the rest of the country won its independence from France; the city had 142,966 inhabitants in 2014. Hippo is the latinization of a Punic name related to the word ûbôn, meaning "harbor". To distinguish it from other places of the same name, the Greeks and Romans used several epithets. Scylax of Caryanda mentions it as Hippo Polis. Polybius mentions it as Hippo Diarrhytus, "Hippo Divided-by-the-Water", in reference to the town's prominent canal, it appears in Roman and Byzantine sources as Hippo Zarytus. Its Arabic name Banzart and the French and English forms derived from it all represent phonetic developments of its ancient name. Bizerte is one of the oldest cities in Tunisia.
It was founded around 1100 BC by Phoenicians from Sidon. A small Phoenician harbor for maritime trading in the western Mediterranean. Located 30 kmin the north of Utica and 50 km of Carthage, other cities founded by Phoenicians. Around 950 BC the city came under the influence of Carthage under the leadership of Queen Dido/Elissa. In 149 BC, the first Roman raids, the city was occupied by the Romans, under the name of Hippo Diarrhytus during the period of reign of Julius Caesar, but the new city has regained its prosperity and progress just since the reign of Augustus and it maintains maritime relations followed with Ostia and Rome, as shown by a mosaic decorating its commercial representation in the square of Forum of Corporations, Christianity spread in the city in this period. In 439 AD, the king of the Vandals and his tribes invaded the city and they used the port to accomplish their invasions of the rest of the Western Roman Empire, the city of Rome and the islands of Sardinia, Malta and Sicily.

From 534 AD to 642 AD, the city returned to eastern Romans under the Byzantine Empire, after a defeat of the vandals in 534, they build the Fort of Bizerte. Bizerte was taken by Arabs in 647 in their first invasion, but reverted to Byzantine control until they were defeated and driven from North Africa in 695-98, by the troops of Charles V of the Holy Roman Empire in 1535 and by the Turks in 1574; the city became a corsair harbour and struggled against the French and the Venetians. With the occupation of Tunisia in 1881, France gained control of Bizerte and built a large naval harbour in the city. In 1924, after the French government recognized the Soviet Union, the western military fleet of White Russia, kept in the port of Bizerte was returned to the Soviet government; the ships were never moved from the port and were sold there as scrap metal. In March 1939, towards the end of the Spanish Civil War, Spanish Republican Navy Commander Miguel Buiza ordered the evacuation of the bulk of the Republican fleet.
Three cruisers, eight destroyers and two submarines left Cartagena harbor and reached Bizerte where they were impounded by the French authorities. During the Second World War, the German and Italian Army occupied Bizerte until Allied troops defeated them on 7 May 1943. During the fighting between the Allied forces and the German Army, many of the city inhabitants fled to the countryside or Tunis; the city had suffered significant damage during the battle. Due to Bizerte's strategic location on the Mediterranean, France retained control of the city and her naval base after Tunisian independence in 1956. In 1961 Tunisian forces demanded French withdrawal; the face off turned nasty when a French helicopter drew fire. The French brought in reinforcements. Using state of the art weapons and decisive force the French took Menzel Bourguiba. During the three days, 700 Tunisians died. Meetings at the UN security council, other international pressure moved France to agreement. Bizerte is on a section of widened inlet and east-facing coast of the north coast of Tunisia, 15 kilometres from Ras ben Sakka, 20 kilometers northeast of the Ichkeul lake, 30 kilometers north of the archaeological site of Utica and 65 kilometers north of Tunis.
Bizerte has to the west coastal hills forming an outcrop of the Tell Atlas with well-conserved woods and vantage points. Its associated beaches include Sidi Salem, La Grotte, Al Rimel, it is on a section of Mediterranean climate coastline, close to Sardinia and Sicily, as opposed to coasts in the south of the country which have a year-round dry desert climate. The city is centered on the north shore of the canal of Bizerte linking the Mediterranean Sea to a tidal lake, the Lac de Bizerte, larger than all parts of the town combined, to the immediate south. Casablanca, located in the central-western part of Morocco and bordering the Atlantic Ocean, is the largest city in Morocco. It is the largest city in the Maghreb region, as well as one of the largest and most important cities in Africa, both economically and demographically. Casablanca is one of the largest financial centers on the continent. According to the 2014 population estimate, the city has a population of about 3.35 million in the urban area and over 6.8 million in the Casablanca-Settat region. Casablanca is considered the economic and business center of Morocco, although the national political capital is Rabat; the leading Moroccan companies and many international corporations doing business in the country have their headquarters and main industrial facilities in Casablanca. Recent industrial statistics show Casablanca retains its historical position as the main industrial zone of the country; the Port of Casablanca is one of the largest artificial ports in the world, the second largest port of North Africa, after Tanger-Med 40 km east of Tangier.
Casablanca hosts the primary naval base for the Royal Moroccan Navy. The original name of Casablanca was Anfa, in Berber language, by at least the seventh century BC. After the Portuguese took control of the city in the 15th century AD, they rebuilt it, changing the name to Casa Branca, it derives from the Portuguese word combination meaning "White House". The present name, the Spanish version, came when the Portuguese kingdom was integrated in personal union to the Spanish kingdom. During the French protectorate in Morocco, the name remained Casablanca. In 1755 an earthquake destroyed most of the town, it was rebuilt by Sultan Mohammed ben Abdallah who changed the name into the local Arabic, Ad-dar Al Baidaa', although Arabic has its own version of Casablanca. The city is still nicknamed Casa by many outsiders to the city. In many other cities with a different dialect, it is called Ad-dar Al-Bida, instead; the area, today Casablanca was founded and settled by Berbers by at least the seventh century BC.
It was used as a port by the Phoenicians and the Romans. In his book Description of Africa, Leo Africanus refers to ancient Casablanca as "Anfa", a great city founded in the Berber kingdom of Barghawata in 744 AD, he believed Anfa was the most "prosperous city on the Atlantic Coast because of its fertile land." Barghawata rose as an independent state around this time, continued until it was conquered by the Almoravids in 1068. Following the defeat of the Barghawata in the 12th century, Arab tribes of Hilal and Sulaym descent settled in the region, mixing with the local Berbers, which led to widespread Arabization. During the 14th century, under the Merinids, Anfa rose in importance as a port; the last of the Merinids were ousted by a popular revolt in 1465. In the early 15th century, the town became an independent state once again, emerged as a safe harbour for pirates and privateers, leading to it being targeted by the Portuguese, who bombarded the town which led to its destruction in 1468; the Portuguese used the ruins of Anfa to build a military fortress in 1515.
The town that grew up around it was called meaning "white house" in Portuguese. Between 1580 and 1640, the Crown of Portugal was integrated to the Crown of Spain, so Casablanca and all other areas occupied by the Portuguese were under Spanish control, though maintaining an autonomous Portuguese administration; as Portugal broke ties with Spain in 1640, Casablanca came under Portuguese control once again. The Europeans abandoned the area in 1755 following an earthquake which destroyed most of the town; the town was reconstructed by Sultan Mohammed ben Abdallah, the grandson of Moulay Ismail and an ally of George Washington, with the help of Spaniards from the nearby emporium. The town was called الدار البيضاء ad-Dār al-Bayḍāʼ, the Arabic translation of the Spanish Casa Blanca. In the 19th century, the area's population began to grow as it became a major supplier of wool to the booming textile industry in Britain and shipping traffic increased. By the 1860s, around 5,000 residents were there, the population grew to around 10,000 by the late 1880s.
Casablanca remained a modestly sized port, with a population reaching around 12,000 within a few years of the French conquest and arrival of French colonialists in the town, at first administrators within a sovereign sultanate, in 1906. By 1921, this rose to 110,000 through the development of shanty towns. In June 1907, the French attempted to build a light railway near the port and passing through a graveyard; as an act of resistance and protestation, the locals attacked the French, riots ensued, causing a few soldiers to be wounded and one general to be killed. In response, the French attacked by ship, bombarding the city from the coast, landing troops inside the town, which caused severe damage to the town and 15,000 dead and wounded bodies; the French claimed. This began the process of colonization, although French control of Casablanca was not formalised until 1910. Under the French rule, Muslim anti-Jewish riots occurred in 1908; the famous 1942 film Casablanca, although filmed in Los Angeles, is supposed to have been set in Casablanca.

Oran is a major coastal city located in the north-west of Algeria. It is considered the second most important city of Algeria after the capital Algiers, due to its commercial and cultural importance, it is 432 km from Algiers. The total population of the city was 759,645 in 2008, while the metropolitan area has a population of 1,500,000 making it the second largest city in Algeria. A legend says; the last two lions were hunted on a mountain near Oran and are elsewhere referred to as "mountain lions". The word derives from the Berber root hr; the name is attested for instance as uharu and ahra. A locally popular legend tells that in the period around AD 900, there were sightings of lions in the area; the two last lions were killed on a mountain near Oran, it became known as La montagne des lions. Present-day Oran was founded in 903 by Moorish Andalusi traders. It was captured by the Castilians under Cardinal Cisneros in 1509, Spanish sovereignty lasted until 1708, when the city was conquered by the Ottomans. Spain recaptured the city in 1732. However, its value as a trading post had decreased so King Charles IV sold the city to the Turks in 1792. Ottoman rule lasted until 1831. Under French rule during the 19th and 20th centuries, Oran was the capital of a département of the same name. In July 1940, the British navy shelled French warships in the port after they refused a British ultimatum to surrender; the action increased the hatred of the Vichy regime for Britain but convinced the world that the British would fight on alone against Nazi Germany and its allies. The Vichy government held Oran during World War II until its capture by the Allies in late 1942, during Operation Torch. During French rule, Jews were encouraged to modernize and take on jobs they had not before including agriculture.
Jews In the city were allowed to join the French Army starting October 24, 1870 when Algerian Jews were granted citizenship. French Jews would soon be targeted after not choosing to side with the Algerian Muslims who fought for independence against France. Before the Algerian War, 1954–1962, Oran had one of the highest proportions of Europeans of any city in North Africa. In July 1962, after a ceasefire and accords with France, the FLN entered Oran and were shot at by a European. A mob massacred thousands of Europeans in Oran; this triggered a larger exodus of Europeans to France, underway. Shortly after the end of the war, most of the Europeans and Algerian Jews living in Oran fled to France. In less than three months, Oran lost about half its population; this population lost is similar to the Jews as many fled after siding with France in the Algerian War for Independence. As the war progressed, those who supported independence in Algeria threatened those who sided with Europe causing these people to flee.
With its location as the closest port to Spain and its prominence on the Mediterranean, Jewish refugees first immigrated to Oran to flee persecution and conversion to Christianity in Spain in 1391. This refuge brought other religious refugees that included both Jews again and Muslims in both 1492 and 1502. On October 24, 1870, with the French dominance, Algerian Jews were given French citizenship with the Cremieux Decree. Despite a World War II sentiment that favored acceptance, Oran still had a history marked by intolerance. There was a decrease in the Jewish population as Muslims were the only group granted citizenship protection in 1963, one year after Algerian independence. Before the Spaniards, the Portuguese launched a failed expedition to capture the city in July 1501. Four years the Spanish took Mers-el-Kébir, located just four miles to the west of the Oran, thus began the first organized incursions against the city which, at the time, numbered 25,000 inhabitants and counted 6,000 fueros.
Count Pedro Navarro, on the orders of Cardinal Francisco Jiménez de Cisneros captured the city on May 17, 1509. The occupying forces set fire to the archives of the town. By 1554, the Turks had reached Algiers; the governor of Oran, Count Alcaudete, allied himself with Moroccan Sultan Mohammed ash-Sheikh against them. Nine years in 1563, Álvaro de Bazán, Marquis de Santa Cruz, built the fort of Santa-Cruz, strategically placed at the top of a mountain, l'Aïdour, more than 1,000 ft above the sea, directly to the west of the city. Pedro Garcerán de Borja, Grand Master of the Order of Montesa, was captain of Oran when, on July 14, 1568, John of Austria, led a flotilla of 33 galleys against the Algerians. In April 1669 the Spanish governor, the Marquis of Los Vélez, expelled all the Jews who lived in Oran and Mers El Kébir sending them to be resettled in either Nice, or Livorno; the Spanish rebuilt Santa Cruz Fort to accommodate their city governors. Portland is the largest and most populous city in the U. S. state of Oregon and the seat of Multnomah County. It is a major port in the Willamette Valley region of the Pacific Northwest, at the confluence of the Willamette and Columbia rivers; as of 2017, Portland had an estimated population of 647,805, making it the 26th-largest city in the United States, the second-most populous in the Pacific Northwest. 2.4 million people live in the Portland metropolitan statistical area, making it the 25th most populous MSA in the United States. Its Combined Statistical Area ranks 18th-largest with a population of around 3.2 million. 60% of Oregon's population resides within the Portland metropolitan area. Named after Portland, the Oregon settlement began to be populated in the 1830s near the end of the Oregon Trail, its water access provided convenient transportation of goods, the timber industry was a major force in the city's early economy. At the turn of the 20th century, the city had a reputation as one of the most dangerous port cities in the world, a hub for organized crime and racketeering.
After the city's economy experienced an industrial boom during World War II, its hard-edged reputation began to dissipate. Beginning in the 1960s, Portland became noted for its growing progressive political values, earning it a reputation as a bastion of counterculture; the city operates with a commission-based government guided by a mayor and four commissioners as well as Metro, the only directly elected metropolitan planning organization in the United States. The city government is notable for its land-use investment in public transportation. Portland is recognized as one of the world's most environmentally conscious cities because of its high walkability, large community of bicyclists, farm-to-table dining, expansive network of public transportation options, over 10,000 acres of public parks, its climate is marked by cool, rainy winters. This climate is ideal for growing roses, Portland has been called the "City of Roses" for over a century. During the prehistoric period, the land that would become Portland was flooded after the collapse of glacial dams from Lake Missoula, in what would become Montana.
These massive floods occurred during the last ice age and filled the Willamette Valley with 300 to 400 feet of water. Before American pioneers began arriving in the 1800s, the land was inhabited for many centuries by two bands of indigenous Chinook people—the Multnomah and the Clackamas; the Chinook people occupying the land were first documented in 1805 by Meriwether Lewis and William Clark. Before its European settlement, the Portland Basin of the lower Columbia River and Willamette River valleys had been one of the most densely populated regions on the Pacific Coast. Large numbers of pioneer settlers began arriving in the Willamette Valley in the 1830s via the Oregon Trail, though life was centered in nearby Oregon City. In the early 1840s a new settlement emerged ten miles from the mouth of the Willamette River halfway between Oregon City and Fort Vancouver; this community was referred to as "Stumptown" and "The Clearing" because of the many trees cut down to allow for its growth. In 1843 William Overton saw potential in the new settlement but lacked the funds to file an official land claim.
For 25 cents, Overton agreed to share half of the 640-acre site with Asa Lovejoy of Boston. In 1845 Overton sold his remaining half of the claim to Francis W. Pettygrove of Maine. Both Pettygrove and Lovejoy wished to rename "The Clearing" after their respective hometowns; this controversy was settled with a coin toss that Pettygrove won in a series of two out of three tosses, thereby providing Portland with its namesake. The coin used for this decision, now known as the Portland Penny, is on display in the headquarters of the Oregon Historical Society. At the time of its incorporation on February 8, 1851, Portland had over 800 inhabitants, a steam sawmill, a log cabin hotel, a newspaper, the Weekly Oregonian. A major fire swept through downtown in August 1873, destroying twenty blocks on the west side of the Willamette along Yamhill and Morrison Streets, causing $1.3 million in damage. By 1879, the population had grown to 17,500 and by 1890 it had grown to 46,385. In 1888, the city built the first steel bridge built on the West Coast.
Portland's access to the Pacific Ocean via the Willamette and Columbia rivers, as well as its easy access to the agricultural Tualatin Valley via the "Great Plank Road", provided the pioneer city with an advantage over other nearby ports, it grew quickly. Portland remained the major port in the Pacific Northwest for much of the 19th century, until the 1890s, when Seattle's deepwater harbor was connected to the rest of the mainland by rail, affording an inland route without the treacherous navigation of the Columbia River; the city had its own Japantown, for one, the lumber industry became a prominent economic presence, due to the area's large population of Douglas Firs, Western Hemlocks, Red Cedars, Big Leaf Maple trees. Portland developed a reputation early in its history as a gritty port town; some historians have described the city's early establishment as being a "scion of New England. In 1889, The Oregonian called Portland "the most filthy city in the Northern States", due to the unsanitary sewers and gutters, and, at the turn of the 20th century, it was considered one of the most dangerous port cities in the world.
