Ship commissioning is the act or ceremony of placing a ship in active service, may be regarded as a particular application of the general concepts and practices of project commissioning. The term is most applied to the placing of a warship in active duty with its country's military forces; the ceremonies involved are rooted in centuries old naval tradition. Ship naming and launching endow a ship hull with her identity, but many milestones remain before she is completed and considered ready to be designated a commissioned ship; the engineering plant and electronic systems and multitudinous other equipment required to transform the new hull into an operating and habitable warship are installed and tested. The prospective commanding officer, ship's officers, the petty officers, seamen who will form the crew report for training and intensive familiarization with their new ship. Prior to commissioning, the new ship undergoes sea trials to identify any deficiencies needing correction; the preparation and readiness time between christening-launching and commissioning may be as much as three years for a nuclear powered aircraft carrier to as brief as twenty days for a World War II landing ship.
USS Monitor, of American Civil War fame, was commissioned less than three weeks after launch. Regardless of the type of ship in question, a vessel's journey towards commissioning in its nation's navy begins with a process known as sea trials. Sea trials take place some years after a vessel was laid down, mark the interim step between the completion of a ship's construction and its official acceptance for service with its nation's navy. Sea trials begin when the ship in question is floated out of its dry dock, at which time the initial crew for a ship will assume command of the vessel in question; the ship is sailed in littoral waters for the purpose of testing the design and other ship specific systems to ensure that they work properly and can handle the equipment that they will be using in the coming years. Tests done during this phase can include launching missiles from missile magazines, firing the ship's gun, conducting basic flight tests with rotary and fixed-wing aircraft that will be assigned to the ship in the future, various tests of the electronic and propulsion equipment.
During this phase of testing problems arise relating to the state of the equipment on the ship in question, which can result in the ship returning to the builder's shipyard to address the concerns in question. In addition to problems with a ship's arms and equipment, the sea trial phase a ship undergoes prior to commissioning can identify issues with the ship's design that may need to be addressed before it can be accepted into service with its nation's navy. During her sea trials in 1999 French Naval officials determined that the French aircraft carrier Charles de Gaulle was too short to safely operate the E2C Hawkeye, resulting in her return to the builder's shipyard for enlargement. After a ship has cleared its sea trial period, it will be accepted into service with its nation's navy. At this point, the ship in question will undergo a process of degaussing and/or deperming, which will vastly reduce the ship in question's magnetic signature. Once a ship's sea trials are completed plans for the actual commissioning ceremony will take shape.
Depending on the naval traditions of the nation in question, the commissioning ceremony may be an elaborately planned event with guests, the ship's future crew, other persons of interest in attendance, or the nation in question may forgo a ceremony and instead administratively place the ship in commission. At a minimum, on the day on which the ship in question is to be commissioned the crew will report for duty aboard the ship and the commanding officer will read through the orders given for the ship and its personnel. If the ship's ceremony is a public affair the Captain may make a speech to the audience, along with other VIPs as the ceremony dictates. Religious ceremonies, such as blessing the ship or the singing of traditional hymns or songs, may occur. Once a ship has been commissioned its final step toward becoming an active unit of the navy it now serves is to report to its home port and load or accept any remaining equipment. To decommission a ship is to terminate its career in service in the armed forces of a nation.
Unlike wartime ship losses, in which a vessel lost to enemy action is said to be struck, decommissioning confers that the ship has reached the end of its usable life and is being retired from a given country's navy. Depending on the naval traditions of the country in question, a ceremony commemorating the decommissioning of the ship in question may take place, or the vessel may be removed administratively with little to no fanfare; the term "paid off" is alternatively used in British Commonwealth contexts, originating in the age-of-sail practice of ending an officer's commission and paying crew wages once the ship completed its voyage. Ship decommissioning occurs some years after the ship was commissioned and is intended to serve as a means by which a vessel that has become too old or too obsolete can be retired with honor from the operating country's armed force. The Marshall Islands the Republic of the Marshall Islands, is an island country and a United States associated state near the equator in the Pacific Ocean west of the International Date Line. Geographically, the country is part of the larger island group of Micronesia; the country's population of 53,158 people is spread out over 29 coral atolls, comprising 1,156 individual islands and islets. The islands share maritime boundaries with the Federated States of Micronesia to the west, Wake Island to the north, Kiribati to the southeast, Nauru to the south. About 27,797 of the islanders live on Majuro. Data from the United Nations indicates an estimated population in 2016 of 53,066. In 2016, 73.3% of the population were defined as being "urban". The UN indicates a population density of 295 per km2 and its projected 2020 population is 53,263. Micronesian colonists reached the Marshall Islands using canoes circa 2nd millennium BC, with interisland navigation made possible using traditional stick charts.

Islands in the archipelago were first explored by Europeans in the 1520s, starting with Ferdinand Magellan, a Portuguese at the service of Spain, Juan Sebastián Elcano and Miguel de Saavedra. Spanish explorer Alonso de Salazar reported sighting an atoll in August 1526. Other expeditions by Spanish and English ships followed; the islands derive their name from British explorer John Marshall, who visited in 1788. The islands were known by the inhabitants as "jolet jen Anij". Spain claimed the islands in 1592, the European powers recognized its sovereignty over the islands in 1874, they had been part of the Spanish East Indies formally since 1528. Spain sold some of the islands to the German Empire in 1885, they became part of German New Guinea that year, run by the trading companies doing business in the islands the Jaluit Company. In World War I the Empire of Japan occupied the Marshall Islands, which in 1920, the League of Nations combined with other former German territories to form the South Pacific Mandate.
During World War II, the United States took control of the islands in the Gilbert and Marshall Islands campaign in 1944. Nuclear testing began in 1946 and concluded in 1958; the US government formed the Congress of Micronesia in 1965, a plan for increased self-governance of Pacific islands. The Trust Territory of the Pacific Islands in 1979 provided independence to the Marshall Islands, whose constitution and president were formally recognized by the US. Full sovereignty or Self-government was achieved in a Compact of Free Association with the United States. Marshall Islands has been a member of the Pacific Community since 1983 and a United Nations member state since 1991. Politically, the Marshall Islands is a presidential republic in free association with the United States, with the US providing defense and access to U. S.-based agencies such as the Federal Communications Commission and the United States Postal Service. With few natural resources, the islands' wealth is based on a service economy, as well as some fishing and agriculture.
The country uses the United States dollar as its currency. In 2018, it announced plans for a new cryptocurrency to be used as legal tender; the majority of the citizens of the Republic of Marshall Islands, formed in 1982, are of Marshallese descent, though there are small numbers of immigrants from the United States, China and other Pacific islands. The two official languages are Marshallese, one of the Malayo-Polynesian languages, English; the entire population of the islands practices some religion, with three-quarters of the country either following the United Church of Christ – Congregational in the Marshall Islands or the Assemblies of God. Evidence suggests that around 3,000 years ago successive waves of human migrants from Southeast Asia spread across the Western Pacific populating its many small islands; the Marshall Islands were settled by Micronesians in the 2nd millennium BC. Little is known of the islands' early history. Early settlers traveled between the islands by canoe using traditional stick charts.
The Spanish explorer Alonso de Salazar landed there in 1526, the archipelago came to be known as "Los Pintados", "Las Hermanas" and "Los Jardines" within the Spanish Empire, first falling within the jurisdiction of the Viceroyalty of New Spain, to be administered directly by Madrid upon the independence of Latin America and the dissolution of New Spain starting in 1821. They were only formally possessed by Spain for much of their colonial history, were considered part of the "Carolines", or alternatively the "Nuevas Filipinas"; the islands were left to their own affairs except for short-lived religious missions during the 16th and 17th centuries. They were ignored by European powers except for cartographic demarcation treaties between the Iberian Empires in 1529, 1750 and 1777; the archipelago corresponding to the present-day country was independently named by Krusenstern, after British explorer John Marshall, who visited them together with Thomas Gilbert in 1788, en route from Botany Bay to Canton (two s
New Guinea is a large island separated by a shallow sea from the rest of the Australian continent. It is the world's third-largest island, after Australia and Greenland, covering a land area of 785,753 km2, arguably the largest wholly or within the Southern Hemisphere and Oceania; the eastern half of the island is the major land mass of the independent state of Papua New Guinea. The western half, referred to as either Western New Guinea or West Papua, has been administered by Indonesia since 1963 and comprises the provinces of Papua and West Papua; the island has been known by various names: The name Papua was used to refer to parts of the island before contact with the West. Its etymology is unclear; the name came from papo and ua, which means "not united" or, "territory that geographically is far away". Ploeg reports that the word papua is said to derive from the Malay word papua or pua-pua, meaning "frizzly-haired", referring to the curly hair of the inhabitants of these areas. Another possibility, put forward by Sollewijn Gelpke in 1993, is that it comes from the Biak phrase sup i papwa which means'the land below' and refers to the islands west of the Bird's Head, as far as Halmahera.
Whatever its origin, the name Papua came to be associated with this area, more with Halmahera, known to the Portuguese by this name during the era of their colonization in this part of the world. When the Portuguese and Spanish explorers arrived in the island via the Spice Islands, they referred to the island as Papua. However, the name New Guinea was used by Westerners starting with the Spanish explorer Yñigo Ortiz de Retez in 1545, referring to the similarities of the indigenous people's appearance with the natives of the Guinea region of Africa; the name is one of several toponyms sharing similar etymologies meaning "land of the blacks" or similar meanings, in reference to the dark skin of the inhabitants. The Dutch, who arrived under Jacob Le Maire and Willem Schouten, called it Schouten island, but this name was used only to refer to islands off the north coast of Papua proper, the Schouten Islands or Biak Island; when the Dutch colonized it as part of Netherlands East Indies, they called it Nieuw Guinea.
The name Irian was used in the Indonesian language to refer to the island and Indonesian province, as "Irian Jaya Province". The name was promoted in 1945 by brother of the future governor Frans Kaisiepo, it is taken from the Biak language of Biak Island, means "to rise", or "rising spirit". Irian is the name used in the Biak language and other languages such as Serui and Waropen; the name was used until 2001, when the name Papua was again used for the province. The name Irian, favored by natives, is now considered to be a name imposed by the authority of Jakarta. New Guinea is an island to the north of the Australian mainland, but south of the equator, it is isolated by the Arafura Sea to the west, the Torres Strait and Coral Sea to the east. Sometimes considered to be the easternmost island of the Indonesian archipelago, it lies north of Australia's Top End, the Gulf of Carpentaria and Cape York peninsula, west of the Bismarck Archipelago and the Solomon Islands Archipelago. Politically, the western half of the island comprises two provinces of Indonesia: Papua and West Papua.
The eastern half forms the mainland of the country of Papua New Guinea. The shape of New Guinea is compared to that of a bird-of-paradise, this results in the usual names for the two extremes of the island: the Bird's Head Peninsula in the northwest, the Bird's Tail Peninsula in the southeast. A spine of east–west mountains, the New Guinea Highlands, dominates the geography of New Guinea, stretching over 1,600 km from the'head' to the'tail' of the island, with many high mountains over 4,000 m; the western-half of the island of New Guinea contains the highest mountains in Oceania, rising up to 4,884 m high, higher than Mont Blanc in Europe, ensuring a steady supply of rain from the equatorial atmosphere. The tree line is around 4,000 m elevation and the tallest peaks contain permanent equatorial glaciers—which have been retreating since at least 1936. Various other smaller mountain ranges occur both west of the central ranges. Except in high elevations, most areas possess a warm humid climate throughout the year, with some seasonal variation associated with the northeast monsoon season.
The highest peaks on the island of New Guinea are: Puncak Jaya, sometimes known by its former Dutch name Carstensz Pyramid, is a mist-covered limestone mountain peak on the Indonesian side of the border. At 4,884 metres, Puncak Jaya makes New Guinea the world's fourth-highest landmass after Afro-Eurasia and Antarctica. In naval terminology, a destroyer is a fast, maneuverable long-endurance warship intended to escort larger vessels in a fleet, convoy or battle group and defend them against smaller powerful short-range attackers. They were developed in the late 19th century by Fernando Villaamil for the Spanish Navy as a defense against torpedo boats, by the time of the Russo-Japanese War in 1904, these "torpedo boat destroyers" were "large and powerfully armed torpedo boats designed to destroy other torpedo boats". Although the term "destroyer" had been used interchangeably with "TBD" and "torpedo boat destroyer" by navies since 1892, the term "torpedo boat destroyer" had been shortened to "destroyer" by nearly all navies by the First World War. Before World War II destroyers were light vessels with little endurance for unattended ocean operations. After the war, the advent of the guided missile allowed destroyers to take on the surface combatant roles filled by battleships and cruisers; this resulted in larger and more powerful guided missile destroyers more capable of independent operation.
At the start of the 21st century, destroyers are the global standard for surface combatant ships, with only two nations operating the heavier class cruisers, with no battleships or true battlecruisers remaining. Modern guided missile destroyers are equivalent in tonnage but vastly superior in firepower to cruisers of the World War II era, are capable of carrying nuclear tipped cruise missiles. At 510 feet long, a displacement of 9,200 tons, with armament of more than 90 missiles, guided missile destroyers such as the Arleigh Burke-class are larger and more armed than most previous ships classified as guided missile cruisers; some European navies, such as the French, Spanish, or German, use the term "frigate" for their destroyers, which leads to some confusion. The emergence and development of the destroyer was related to the invention of the self-propelled torpedo in the 1860s. A navy now had the potential to destroy a superior enemy battle fleet using steam launches to fire torpedoes. Cheap, fast boats armed with torpedoes called torpedo boats were built and became a threat to large capital ships near enemy coasts.
The first seagoing vessel designed to launch the self-propelled Whitehead torpedo was the 33-ton HMS Lightning in 1876. She was armed with two drop collars to launch these weapons, these were replaced in 1879 by a single torpedo tube in the bow. By the 1880s, the type had evolved into small ships of 50–100 tons, fast enough to evade enemy picket boats. At first, the threat of a torpedo boat attack to a battle fleet was considered to exist only when at anchor. In response to this new threat, more gunned picket boats called "catchers" were built which were used to escort the battle fleet at sea, they needed significant seaworthiness and endurance to operate with the battle fleet, as they became larger, they became designated "torpedo boat destroyers", by the First World War were known as "destroyers" in English. The anti-torpedo boat origin of this type of ship is retained in its name in other languages, including French, Portuguese, Greek, Dutch and, up until the Second World War, Polish. Once destroyers became more than just catchers guarding an anchorage, it was realized that they were ideal to take over the role of torpedo boats themselves, so they were fitted with torpedo tubes as well as guns.
At that time, into World War I, the only function of destroyers was to protect their own battle fleet from enemy torpedo attacks and to make such attacks on the battleships of the enemy. The task of escorting merchant convoys was still in the future. An important development came with the construction of HMS Swift in 1884 redesignated TB 81; this was a large torpedo boat with three torpedo tubes. At 23.75 knots, while still not fast enough to engage enemy torpedo boats reliably, the ship at least had the armament to deal with them. Another forerunner of the torpedo boat destroyer was the Japanese torpedo boat Kotaka, built in 1885. Designed to Japanese specifications and ordered from the Glasgow Yarrow shipyards in 1885, she was transported in parts to Japan, where she was assembled and launched in 1887; the 165-foot long vessel was armed with four 1-pounder quick-firing guns and six torpedo tubes, reached 19 knots, at 203 tons, was the largest torpedo boat built to date. In her trials in 1889, Kotaka demonstrated that she could exceed the role of coastal defense, was capable of accompanying larger warships on the high seas.
The Yarrow shipyards, builder of the parts for Kotaka, "considered Japan to have invented the destroyer". The first vessel designed for the explicit purpose of hunting and destroying torpedo boats was the torpedo gunboat. Small cruisers, torpedo gunboats were equipped with torpedo tubes and an adequate gun armament, intended for hunting down smaller enemy boats. By the end of the 1890s torpedo gunboats were made obsolete by their more successful contemporaries, the torpedo boat destroyers, which were much faster; the first example of this was HMS Rattlesnake, designed by Nathaniel Barnaby in 1885, commissioned in response to the Russian War scare. A battleship is a large armored warship with a main battery consisting of large caliber guns. During the late 19th and early 20th centuries the battleship was the most powerful type of warship, a fleet of battleships was considered vital for any nation that desired to maintain command of the sea; the term battleship came into formal use in the late 1880s to describe a type of ironclad warship, now referred to by historians as pre-dreadnought battleships. In 1906, the commissioning of HMS Dreadnought into the United Kingdom's Royal Navy heralded a revolution in battleship design. Subsequent battleship designs, influenced by HMS Dreadnought, were referred to as "dreadnoughts", though the term became obsolete as they became the only type of battleship in common use. Battleships were a symbol of naval dominance and national might, for decades the battleship was a major factor in both diplomacy and military strategy. A global arms race in battleship construction began in Europe in the 1890s and culminated at the decisive Battle of Tsushima in 1905, the outcome of which influenced the design of HMS Dreadnought.
The launch of Dreadnought in 1906 commenced a new naval arms race. Three major fleet actions between steel battleships took place: the decisive battles of the Yellow Sea and Tsushima during the Russo-Japanese War, the inconclusive Battle of Jutland during the First World War. Jutland was the largest naval battle and the only full-scale clash of battleships in the war, it was the last major battle fought by battleships in world history; the Naval Treaties of the 1920s and 1930s limited the number of battleships, though technical innovation in battleship design continued. Both the Allied and Axis powers built battleships during World War II, though the increasing importance of the aircraft carrier meant that the battleship played a less important role than had been expected; the value of the battleship has been questioned during their heyday. There were few of the decisive fleet battles that battleship proponents expected, used to justify the vast resources spent on building battlefleets. In spite of their huge firepower and protection, battleships were vulnerable to much smaller and inexpensive weapons: the torpedo and the naval mine, aircraft and the guided missile.
The growing range of naval engagements led to the aircraft carrier replacing the battleship as the leading capital ship during World War II, with the last battleship to be launched being HMS Vanguard in 1944. Four battleships were retained by the United States Navy until the end of the Cold War for fire support purposes and were last used in combat during the Gulf War in 1991; the last battleships were stricken from the U. S. Naval Vessel Register in the 2000s. A ship of the line was the dominant warship of its age, it was a large, unarmored wooden sailing ship which mounted a battery of up to 120 smoothbore guns and carronades. The ship of the line developed over centuries and, apart from growing in size, it changed little between the adoption of line of battle tactics in the early 17th century and the end of the sailing battleship's heyday in the 1830s. From 1794, the alternative term'line of battle ship' was contracted to'battle ship' or'battleship'; the sheer number of guns fired broadside meant a ship of the line could wreck any wooden enemy, holing her hull, knocking down masts, wrecking her rigging, killing her crew.
However, the effective range of the guns was as little as a few hundred yards, so the battle tactics of sailing ships depended in part on the wind. The first major change to the ship of the line concept was the introduction of steam power as an auxiliary propulsion system. Steam power was introduced to the navy in the first half of the 19th century for small craft and for frigates; the French Navy introduced steam to the line of battle with the 90-gun Napoléon in 1850—the first true steam battleship. Napoléon was armed as a conventional ship-of-the-line, but her steam engines could give her a speed of 12 knots, regardless of the wind condition; this was a decisive advantage in a naval engagement. The introduction of steam accelerated the growth in size of battleships. France and the United Kingdom were the only countries to develop fleets of wooden steam screw battleships although several other navies operated small numbers of screw battleships, including Russia, the Ottoman Empire, Naples and Austria.
The adoption of steam power was only one of a number of technological advances which revolutionized warship design in the 19th century. The ship of the line was overtaken by the ironclad: powered by steam, protected by metal armor, armed with guns firing high-explosive shells. Guns that fired explosive or incendiary shells were a major threat to wooden ships, these weapons became widespread after the introduction of 8-inch shell guns as part of the standard armament of French and American line-of-battle ships in 1841. In the Crimean War, six line-of-battle ships and two frigates of the Russian Black Sea Fleet destroyed seven Turkish frigates and three corvettes with explosive shells at the Battle of Sinop in 1853. In the war, French ironclad floating batteries used similar weapons against the defenses at the Battle of Kinburn. Wooden-hulled ships stood up comparatively well to shells, as shown in the 1866 Battle of Lissa, where the modern Austrian steam two-decker SMS Kaiser ranged across a confused battlefield, rammed an Italian ironclad and took 80 hits from Italian ironclads, many of which were shells, but including at least one 300-pound shot at point-blank range.

Kwajalein Atoll is part of the Republic of the Marshall Islands. The southernmost and largest island in the atoll is named Kwajalein Island, which its majority English-speaking residents called by the shortened name, Kwaj; the total land area of the atoll amounts to just over 6 square miles. It lies in the Ralik 2,100 nautical miles southwest of Honolulu, Hawaii. Kwajalein is one of the world's largest coral atolls. Comprising 97 islands and islets, it has a land area of 16.4 km² and surrounds one of the largest lagoons in the world, with an area of 2174 km². The average height above sea level for all the islands is about 1.8 metres. The atoll was formed from volcanoes on the seabed from 165 to 76 mya; when the lava buildup became large enough, the land rose from beneath the sea. It can not be determined; the coral started growing about 56 mya. Islands have alternate names: the first is the Marshallese name, the second was assigned somewhat arbitrarily by the US Navy prior to their attack on the atoll during World War II.
The original name was considered too difficult for English speakers to properly differentiate among the islands. The latter has been retained by English speakers; the exception to this is Kwajalein itself, close to the native name. The atoll is 2,100 miles from Honolulu, 2,000 miles from Australia, 2,100 miles from Japan. Kwajalein Island is about 500 miles north of the equator. Kwajalein Island is largest of the islands in the atoll; the area is about 1.2 square miles. It is averages about 800 yards wide. To enlarge the island, the Americans placed fill at both the northwestern part of the island above the pier, the northern part extending towards Ebeye, the southwestern parts of the island; the northern extension was used for the remainder for industrial purposes. Kwajalein Island's population is about 1,000 made of Americans with a small number of Marshall Islanders and other nationalities, all of whom require express permission from the U. S. Army to live there; some 13,500 Marshallese citizens live on most of them on Ebeye Island.
The water temperature averages 81 °F degrees. Underwater visibility is 100 feet on the ocean side of the atoll. SAR Pass is closest to Kwajalein on the West Reef; this pass was created in the mid-1950s. It is narrow and shallow compared to the natural passes in the lagoon and is only used by small boats. South Pass is on the West Reef, north of SAR Pass, it is wide. Gea Pass is a deep water pass between Ninni islands. Bigej Pass is the first pass on the East reef north of Ebeye. Other islands in the atoll:Ebeye is about 4.5 miles north of easten end of Kwajalein Island. It is not part of the Reagan Test Site, it is the administrative center of the Republic of the Marshall Islands at Kwajalein Atoll and the Kwajalein Atoll Local Government. It has the largest population in the atoll, with 13,000 residents living on 80 acres of land. Inhabitants are Marshall Islanders but include a small population of migrants and volunteers from other island groups and nations. Ebeye is one of the most densely populated places in the world.
Many of its residents live in poverty. A coral reef links them to the rest of the outside world. A causeway at the northern end of the island provides a roadway that connects to several other islands, forming a chain of inhabited islands about 10 kilometres long. Ebadon is located at the westernmost tip of the atoll, it was the second-largest island in the atoll before the formation of Roi-Namur. Like Ebeye, it falls under the jurisdiction of the Republic of the Marshall Islands and is not part of the Reagan Test Site; the village of Ebadon was much more populated before the war and it was where some of the irooj of Kwajalein Atoll grew up. Like many other key islets in the atoll, it has significant cultural and spiritual significance in Marshallese cosmology. Roi-Namur is the northernmost island in the atoll, located some distance north of Kwajalein, it has several radar installations and a small residential community of unaccompanied US personnel who deal with missions support and radar tracking.

Roi and Namur were separate islets that were joined by a causeway built predominately by Korean conscripted laborers working under the Japanese military. There is a significant indigenous Marshall Islander workforce that commutes to Roi-Namur from the nearby island of Enniburr, much like workers commute from Ebeye to Kwajalein; these workers are badged and have limited access to the island like their counterparts on Kwajalein, although access is granted for islanders who need to use the air terminal to fly to Kwajalein.
