The Citation Star was a Department of War personal valor decoration issued as a ribbon device, first established by the United States Congress on July 9, 1918. When awarded, a 3⁄16-inch silver star was placed on the suspension ribbon and service ribbon of the World War I Victory Medal to denote a Citation for "Gallantry In Action" was awarded to a soldier, or to a marine or attached to the Army's Second Division, American Expeditionary Forces; the Citation Star was replaced in 1932 with the introduction of the Silver Star Medal. To receive a Citation Star, an individual had to be cited in orders by a General Order Number; the Citation Star is authorized retroactively to denote being cited for gallantry in action back to the American Civil War. General Henry Jervey, Office of the Chief of Staff, in a letter dated February 26, 1926, wrote: The Secretary of War directs as follows - The following is the amended version of paragraph 187 of Army Regulation: "No more than one Medal of Honor or one Distinguished Service Cross or one Distinguished Service Medal shall be issued to any one person, but for each succeeding or act sufficient to justify the award of a Medal of Honor or Distinguished Service Cross or Distinguished Service Medal a bronze oak leaf cluster, shall be issued in lieu thereof.
Army Regulation 600-40 specified that the "Citation Star" would be worn above a campaign clasp on the suspension ribbon of the medal and to the wearer's right of the bronze service stars on the service ribbon. Authorized Army Citation Stars may be worn on the following service medals: World War I Victory Medal Civil War Campaign Medal Indian Campaign Medal Spanish Campaign Medal Philippine Campaign Medal China Campaign Medal Mexican Service Medal On July 19, 1932, the United States Secretary of War approved the Silver Star Medal to replace the Citation Star; the Silver Star Medal is a large gold hue gilt-bronze star which displays a 3⁄16" Silver Star in the center of the medal hung from a red and blue ribbon. Recipients of the Citation Star could exchange the award for the medal. In August 1932, Douglas MacArthur received the first Silver Star Medal, with one silver and one bronze oak leaf cluster converted from seven Citation Stars he received for World War I. An act of Congress authorized the Silver Star Medal for the Navy on 7 August and the Army on 16 December 1942 during World War II.
The Army referred to the award as the "Silver Star" and the Navy referred to the award as the "Silver Star Medal". Additional awards from the Navy are denoted by silver 5⁄16" stars; the Department of Defense refers to the decoration as the "Silver Star Medal". During World War II, a silver 3⁄16 inch "service star" began being worn on certain medals in lieu of five bronze 3⁄16 inch service stars; the Department of the Navy authorized a 3⁄16 inch "silver star" named the Navy Commendation Star for those sailors and marines commended for performance of duty by the Secretary of the Navy, to be placed on the World War I Victory Medal for each citation. The Army and Navy 3⁄16 inch Silver Stars were not considered equivalent awards, however, as the Navy Commendation Star could not be exchanged for the Silver Star Medal. At the start of World War II, the Navy Commendation Star was declared obsolete and none were issued after 1941. In 1943, a Navy Commendation Ribbon was authorized. In the 1950s, the Department of the Navy began accepting applications from eligible World War I veterans who were authorized the Navy Commendation Star to be reissued the Navy Commendation Ribbon with Metal Pendant.
In 1960 and 1994, this decoration was renamed the Navy Commendation Medal and Navy and Marine Corps Commendation Medal. Additional awards of this medal are denoted by gold and silver 5⁄16" stars. United States military award devices
United States Armed Forces
The United States Armed Forces are the military forces of the United States of America. It consists of the Army, Marine Corps, Air Force, Coast Guard; the President of the United States is the Commander-in-Chief of the Armed Forces and forms military policy with the Department of Defense and Department of Homeland Security, both federal executive departments, acting as the principal organs by which military policy is carried out. All five armed services are among the seven uniformed services of the United States. From the time of its inception, the U. S. Armed Forces played a decisive role in the history of the United States. A sense of national unity and identity was forged as a result of victory in the First Barbary War and the Second Barbary War. So, the founders of the United States were suspicious of a permanent military force, it played a critical role in the American Civil War, continuing to serve as the armed forces of the United States, although a number of its officers resigned to join the military of the Confederate States.
The National Security Act of 1947, adopted following World War II and during the Cold War's onset, created the modern U. S. military framework. The Act established the National Military Establishment, headed by the Secretary of Defense, it was amended in 1949, renaming the National Military Establishment the Department of Defense, merged the cabinet-level Department of the Army, Department of the Navy, Department of the Air Force, into the Department of Defense. The U. S. Armed Forces are one of the largest militaries in terms of the number of personnel, it draws its personnel from a large pool of paid volunteers. Although conscription has been used in the past in various times of both war and peace, it has not been used since 1973, but the Selective Service System retains the power to conscript males, requires that all male citizens and residents residing in the U. S. between the ages of 18–25 register with the service. On February 22, 2019, however, a federal judge ruled that registering only males for Selective Service is unconstitutional.
As of 2017, the U. S. spends about US$610 billion annually to fund its military forces and Overseas Contingency Operations. Put together, the U. S. constitutes 40 percent of the world's military expenditures. The U. S. Armed Forces has significant capabilities in both defense and power projection due to its large budget, resulting in advanced and powerful technologies which enables a widespread deployment of the force around the world, including around 800 military bases outside the United States; the U. S. Air Force is the world's largest air force, the U. S. Navy is the world's largest navy by tonnage, the U. S. Navy and the U. S. Marine Corps combined are the world's second largest air arm. In terms of size, the U. S. Coast Guard is the world's 12th largest naval force; the history of the U. S. Armed Forces dates to 14 June 1775, with the creation of the Continental Army before the Declaration of Independence marked the establishment of the United States; the Continental Navy, established on 13 October 1775, Continental Marines, established on 10 November 1775, were created in close succession by the Second Continental Congress in order to defend the new nation against the British Empire in the American Revolutionary War.
These forces demobilized in 1784. The Congress of the Confederation created the current United States Army on 3 June 1784; the United States Congress created the current United States Navy on 27 March 1794 and the current United States Marine Corps on 11 July 1798. All three services trace their origins to their respective Continental predecessors; the 1787 adoption of the Constitution gave the Congress the power to "raise and support armies", to "provide and maintain a navy" and to "make rules for the government and regulation of the land and naval forces", as well as the power to declare war. The President is the U. S. Armed Forces' commander-in-chief; the United States Coast Guard traces its origin to the founding of the Revenue Cutter Service on 4 August 1790 which merged with the United States Life-Saving Service on 28 January 1915 to establish the Coast Guard. The United States Air Force was established as an independent service on 18 September 1947. S. Signal Corps, formed 1 August 1907 and was part of the Army Air Forces before becoming an independent service as per the National Security Act of 1947.
The United States Public Health Service Commissioned Corps was considered to be a branch of the United States Armed Forces from 29 July 1945 until its status as such was revoked on 3 July 1952. On March 1st, 2019, the Department of Defense sent a proposal to Congress that would establish the United States Space Force as an independent military service within the Department of the Air Force. If approved, this would become the sixth military service branch to be created. Command over the U. S. Armed Forces is established in the Constitution; the sole power of command is vested in the President by Article II as Commander-in-Chief. The Constitution presumes the existence of "executive Departments" headed by "principal officers", whose appointment mechanism is provided for in the Appointments Clause; this allowance in the Constitution formed the basis for creation of the Department of Defense in 1947 by the National Security Act. The DoD is headed by the Secretary of Defense, a civilian and member of the Cabinet.

The Achievement Medal is a military decoration of the United States Armed Forces. The Achievement Medal was first proposed as a means to recognize the contributions of junior officers and enlisted personnel who were not eligible to receive the higher Commendation Medal or the Meritorious Service Medal; each military service issues its own version of the Achievement Medal, with a fifth version authorized by the U. S. Department of Defense for joint military activity; the Achievement Medal is awarded for outstanding achievement or meritorious service not of a nature that would otherwise warrant awarding the Commendation Medal. Award authority rests with local commanders, granting a broad discretion of when and for what action the Achievement Medal may be awarded; the Navy and Marine Corps Achievement Medal, is the United States Navy and U. S. Marine Corps' version of the Achievement Medal; the U. S. Navy was the first branch of the U. S. Armed Forces to award such a medal, doing so in 1961, when it was dubbed the “Secretary of the Navy Commendation for Achievement Medal”.
This title was shortened in 1967 to the "Navy Achievement Medal". On 19 August 1994, to recognize those of the United States Marine Corps who had received the Navy Achievement Medal, the name of the decoration was changed to the "Navy and Marine Corps Achievement Medal"; the award is referred to in shorthand speech as a "NAM". From its inception in the early 1960s to 2002, the Navy and Marine Corps Achievement Medal could not be approved by the commanding officers of ships, aviation squadron, or shore activities who held the rank of Commander. Awards for crewmembers had to be submitted to the Commodore or Air Wing Commander or the first appropriate O-6 in the chain of command for approval, who signed the award and returned it; this led to a lower awarding rate when compared to similar size units in the Army or Air Force awarding their own achievement medals considering that those services did not establish their respective achievement medals until the 1980s. Since 2002 the commanding officers of aviation squadrons and ships have had the authority to award NAMs without submission to higher authority.

Army and U. S. Air Force issued their own versions of the award with the Army Achievement Medal in 1981 and Air Force Achievement Medal in 1980. Effective 11 September 2001, the Army Achievement Medal may be awarded in a combat area. Since this change over sixty thousand Army Achievement Medals have been awarded in theaters of operations such as Iraq and Afghanistan; the Joint Service Achievement Medal was created in 1983. A gold frame is an attachment to a military decoration, issued by the militaries of some countries. The gold frame is designed to enclose an award ribbon and is a means of distinguishing the ribbon's special quality or denoting some additional achievement to the award's basic criteria; the gold frame is an automatic attachment to a ribbon decoration. In certain cases, awards may be issued both with and without the gold frame depending upon the level of achievement; such is the case in the United States Air Force which denotes the gold frame as a "gold border". The Air Force Expeditionary Service Ribbon may be presented with a gold border when the decoration is presented for service in a designated combat zone; the gold frame and gold border is a device for ribbon awards only, there are no provisions for issuing the attachment for medals. Bronze Star Medal
The Bronze Star Medal, unofficially the Bronze Star, is a United States decoration awarded to members of the United States Armed Forces for either heroic achievement, heroic service, meritorious achievement, or meritorious service in a combat zone. When the medal is awarded by the Army and Air Force for acts of valor in combat, the "V" Device is authorized for wear on the medal; when the medal is awarded by the Navy, Marine Corps, Coast Guard for acts of valor or meritorious service in combat, the Combat "V" is authorized for wear on the medal. Officers from the other Uniformed Services of the United States are eligible to receive this award, as are foreign soldiers who have served with or alongside a service branch of the United States Armed Forces. Civilians serving with U. S. military forces in combat are eligible for the award. For example, UPI reporter Joe Galloway was awarded the Bronze Star with "V" Device during the Vietnam War for rescuing a badly wounded soldier under fire in the Battle of la Drang, in 1965.
Another civilian recipient was writer Ernest Hemingway. The Bronze Star Medal was established by Executive Order 9419, 4 February 1944; the Bronze Star Medal may be awarded by the Secretary of a military department or the Secretary of Homeland Security with regard to the Coast Guard when not operating as a service in the Navy, or by such military commanders, or other appropriate officers as the Secretary concerned may designate, to any person who, while serving in any capacity in or with the Army, Marine Corps, Air Force, or Coast Guard of the United States, after 6 December 1941, distinguishes, or has distinguished, herself or himself by heroic or meritorious achievement or service, not involving participation in aerial flight— while engaged in an action against an enemy of the United States. The acts of heroism are of a lesser degree than required for the award of the Silver Star; the acts of merit or acts of valor must be less than that required for the Legion of Merit but must have been meritorious and accomplished with distinction.
The Bronze Star Medal is awarded only to service members in combat zones who are receiving imminent danger pay. The Bronze Star Medal may be awarded to each member of the Armed Forces of the United States who, after 6 December 1941, was cited in orders or awarded a certificate for exemplary conduct in ground combat against an armed enemy between 7 December 1941 and 2 September 1945. For this purpose, the US Army's Combat Infantryman Badge or Combat Medical Badge award is considered as a citation in orders. Documents executed since 4 August 1944 in connection with recommendations for the award of decorations of higher degree than the Bronze Star Medal cannot be used as the basis for an award under this paragraph. Effective 11 September 2001, the Meritorious Service Medal may be bestowed in lieu of the Bronze Star Medal for meritorious achievement in a designated combat theater; the Bronze Star Medal was designed by Rudolf Freund of the jewelry firm Banks & Biddle. The medal is a bronze star 1 1⁄2 inches in circumscribing diameter.
In the center is a 3⁄16 inch diameter superimposed bronze star, the center line of all rays of both stars coinciding. The reverse bears the inscription "HEROIC OR MERITORIOUS ACHIEVEMENT" with a space for the name of the recipient to be engraved; the star hangs from its ribbon by a rectangular metal loop with rounded corners. The suspension ribbon is 1 3⁄8 inches wide and consists of the following stripes: 1⁄32 inch white 67101; the Bronze Star Medal with the "V" device to denote heroism is the fourth highest military decoration for valor. Although a service member may be cited for heroism in combat and be awarded more than one Bronze Star authorizing the "V" device, only one "V" may be worn on each suspension and service ribbon of the medal; the following ribbon devices must be authorized in the award citation in order to be worn on the Bronze Star Medal, the criteria for and wear of the devices vary between the services: Oak leaf cluster – In the Army and Air Force, the oak leaf cluster is worn to denote additional awards.
5/16 inch star – In the Navy and Marine Corps and Coast Guard, the 5/16 inch star is worn to denote additional awards. "V" device – In the Army, the "V" is worn to denote "participation in acts of heroism involving conflict with an armed enemy.". Combat "V" – In the Navy and Marine Corps and Coast Guard, the "V" is worn to denote combat heroism or to recognize individuals who are "exposed to personal hazard during direct participation in combat operations". Colonel Russell P. "Red" Reeder conceived the idea of the Bronze Star Medal in 1943. The Cold War was a period of geopolitical tension between the Soviet Union with its satellite states, the United States with its allies after World War II. A common historiography of the conflict begins between 1946, the year U. S. diplomat George F. Kennan's "Long Telegram" from Moscow cemented a U. S. foreign policy of containment of Soviet expansionism threatening strategically vital regions, the Truman Doctrine of 1947, ending between the Revolutions of 1989, which ended communism in Eastern Europe, the 1991 collapse of the USSR, when nations of the Soviet Union abolished communism and restored their independence. The term "cold" is used because there was no large-scale fighting directly between the two sides, but they each supported major regional conflicts known as proxy wars; the conflict split the temporary wartime alliance against Nazi Germany and its allies, leaving the USSR and the US as two superpowers with profound economic and political differences. The capitalist West was led by the United States, a federal republic with a two-party presidential system, as well as the other First World nations of the Western Bloc that were liberal democratic with a free press and independent organizations, but were economically and politically entwined with a network of banana republics and other authoritarian regimes, most of which were the Western Bloc's former colonies.
Some major Cold War frontlines such as Indochina and the Congo were still Western colonies in 1947. The Soviet Union, on the other hand, was a self-proclaimed Marxist–Leninist state led by its Communist Party, which in turn was dominated by a totalitarian leader with different titles over time, a small committee called the Politburo; the Party controlled the state, the press, the military, the economy, many organizations throughout the Second World, including the Warsaw Pact and other satellites, funded communist parties around the world, sometimes in competition with communist China following the Sino-Soviet split of the 1960s. The two worlds were fighting for dominance in low-developed regions known as the Third World. In time, a neutral bloc arose in these regions with the Non-Aligned Movement, which sought good relations with both sides. Notwithstanding isolated incidents of air-to-air dogfights and shoot-downs, the two superpowers never engaged directly in full-scale armed combat. However, both were armed in preparation for a possible all-out nuclear world war.
Each side had a nuclear strategy that discouraged an attack by the other side, on the basis that such an attack would lead to the total destruction of the attacker—the doctrine of mutually assured destruction. Aside from the development of the two sides' nuclear arsenals, their deployment of conventional military forces, the struggle for dominance was expressed via proxy wars around the globe, psychological warfare, massive propaganda campaigns and espionage, far-reaching embargoes, rivalry at sports events, technological competitions such as the Space Race; the first phase of the Cold War began in the first two years after the end of the Second World War in 1945. The USSR consolidated its control over the states of the Eastern Bloc, while the United States began a strategy of global containment to challenge Soviet power, extending military and financial aid to the countries of Western Europe and creating the NATO alliance; the Berlin Blockade was the first major crisis of the Cold War. With the victory of the Communist side in the Chinese Civil War and the outbreak of the Korean War, the conflict expanded.
The USSR and the US competed for influence in Latin America and the decolonizing states of Africa and Asia. The Soviets suppressed the Hungarian Revolution of 1956; the expansion and escalation sparked more crises, such as the Suez Crisis, the Berlin Crisis of 1961, the Cuban Missile Crisis of 1962, the closest the two sides came to nuclear war. Meanwhile, an international peace movement took root and grew among citizens around the world, first in Japan from 1954, when people became concerned about nuclear weapons testing, but soon in Europe and the US; the peace movement, in particular the anti-nuclear movement, gained pace and popularity from the late 1950s and early 1960s, continued to grow through the'70s and'80s with large protest marches and various non-parliamentary activism opposing war and calling for global nuclear disarmament. Following the Cuban Missile Crisis, a new phase began that saw the Sino-Soviet split complicate relations within the Communist sphere, while US allies France, demonstrated greater independence of action.
The USSR crushed the 1968 Prague Spring liberalization program in Czechoslovakia, while the US experienced internal turmoil from the civil rights movement and opposition to the Vietnam War, which ended with the defeat of the US-backed Republic of Vietnam, prompting further adjustments. By the 1970s, both sides had become interested in making allowances in order to create a more stable and predictable international system, ushering in a period of détente that saw Strategic Arms Limitation Talks and the US opening relations with the People's Republic of China as a strategic counterweight to the Soviet Union. Détente collapsed at the end of the decade with the beginning of the Soviet–Afghan War in 1979; the early 1980s were another period of elevated tension, with the Soviet downing of KAL Flight 007 and the "Able Archer" NATO military exercises, both in 1983. A Marksmanship Ribbon device is a miniature metal rifle, target, service star, or letter E or S which may be worn if authorized on a Marksmanship Ribbon awarded to members of the United States Coast Guard, United States Air Force, United States Navy. The Air Force use a bronze service star on top of their marksmanship ribbon to represent a qualification of expert in an additional weapon other than the one that earned the Airman the qualification ribbon; the Air Force's Small Arms Expert Marksmanship Ribbon, as it is known, is awarded to those who qualify as expert with either the service rifle or service pistol. The Navy and Coast Guard present two marksmanship ribbon devices for scoring as a Sharpshooter or Expert on a pistol and rifle qualification course: the bronze colored S Device and E Device for the Navy and silver colored S Device and E Device for the Coast Guard; the Air Force uses a 3⁄16" bronze star to indicate expert qualification in both rifle and service pistol. The Coast Guard has additional ribbon devices which represent accomplishments in Civilian Marksmanship Program sanctioned competitions.
The Expert Marksmanship device should not be confused with the Battle E Device. The Navy and Coast Guard Expert Marksmanship device is worn on the Marksmanship Ribbon in lieu of the full sized Marksmanship Medal; when wearing the Marksmanship Medal, the Marksmanship Ribbon with the Expert device is not worn. For a period of time, the E Device was bronze until three consecutive expert qualifications were achieved the device would change to silver with a permanent award status. Coast Guardsman who have been awarded the bronze or silver Coast Guard Excellence-in-Competition Pistol Shot or Rifleman Badge can wear a bronze or silver miniature replica of the M1911 or M14 attached to the U. S. Coast Guard Pistol or Rifle Marksmanship Ribbon in lieu of wearing the EIC badge; those Coast Guardsman who have been awarded the Coast Guard Distinguished Pistol Shot or Marksman Badge can place a small gold metal replica of a pistol or rifle target on the appropriate marksmanship ribbon vise having to wear the distinguished badge on their dress uniforms.
From 1942 to 1960, the Navy awarded unique Distinguished Marksmanship Ribbons vs. devices for their existing marksmanship ribbons. Today, only Distinguished Marksmanship Badges are authorized for wear on Navy uniforms; some State National Guard organizations award marksmanship ribbons to their top shooters. In the Missouri National Guard, the top twelve guardsman selected to represent their state at the Winston P. Wilson Rifle and Pistol Championships are awarded a Governor's Twelve Ribbon. Any guardsman who earns the award more than once wear a bronze or silver Hawthorn Cluster device on top of the ribbon. A bronze Hawthorn Cluster notes the award of a second and seceding awards while a silver Hawthorn Cluster is worn in lieu of five bronze Hawthorn Clusters.
