CITES is a multilateral treaty to protect endangered plants and animals. It was drafted as a result of a resolution adopted in 1963 at a meeting of members of the International Union for Conservation of Nature; the convention was opened for signature in 1973 and CITES entered into force on 1 July 1975. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten the survival of the species in the wild, it accords varying degrees of protection to more than 35,000 species of animals and plants. In order to ensure that the General Agreement on Tariffs and Trade was not violated, the Secretariat of GATT was consulted during the drafting process; as of 2018, Secretary-General of the CITES Secretariat is Ivonne Higuero. CITES is one of sustainable use agreements in existence. Participation is voluntary, countries that have agreed to be bound by the Convention are known as Parties. Although CITES is binding on the Parties, it does not take the place of national laws.
Rather it provides a framework respected by each Party, which must adopt their own domestic legislation to implement CITES at the national level. Domestic legislation is either non-existent, or with penalties with the gravity of the crime and insufficient deterrents to wildlife traders; as of 2002, 50% of Parties lacked one or more of the four major requirements for a Party: designation of Management and Scientific Authorities. Funding for the activities of the Secretariat and Conference of the Parties meetings comes from a Trust Fund derived from Party contributions. Trust Fund money is not available to Parties to improve compliance; these activities, all those outside Secretariat activities must find external funding from donor countries and regional organizations such as the European Union. Although the Convention itself does not provide for arbitration or dispute in the case of noncompliance, 36 years of CITES in practice has resulted in several strategies to deal with infractions by Parties.
The Secretariat, when informed of an infraction by a Party, will notify all other parties. The Secretariat will give the Party time to respond to the allegations and may provide technical assistance to prevent further infractions. Other actions the Convention itself does not provide for but that derive from subsequent COP resolutions may be taken against the offending Party; these include: Mandatory confirmation of all permits by the Secretariat Suspension of cooperation from the Secretariat A formal warning A visit by the Secretariat to verify capacity Recommendations to all Parties to suspend CITES related trade with the offending party Dictation of corrective measures to be taken by the offending Party before the Secretariat will resume cooperation or recommend resumption of tradeBilateral sanctions have been imposed on the basis of national legislation. Infractions may include negligence with respect to permit issuing, excessive trade, lax enforcement, failing to produce annual reports.
CITES addressed depletion resulting from demand for luxury goods such as furs in Western countries, but with the rising wealth of Asia in China, the focus changed to products demanded there those used for luxury goods such as ivory or shark fins or for superstitious purposes such as rhinoceros horn. As of 2013 the demand was massive and had expanded to include thousands of species considered unremarkable and in no danger of extinction such as manta rays or pangolins; the text of the Convention was finalized at a meeting of representatives of 80 countries in Washington, D. C. United States, on 3 March 1973, it was open for signature until 31 December 1974. It entered into force after the 10th ratification by a signatory country, on 1 July 1975. Countries that signed the Convention become Parties by accepting or approving it. By the end of 2003, all signatory countries had become Parties. States that were not signatories may become Parties by acceding to the Convention; as of October 2016, the Convention has 183 parties, including the European Union.
The CITES Convention includes rules for trade with non-Parties. All member states of the United Nations are party to the treaty, with the exception of Andorra, Democratic People's Republic of Korea, Federated States of Micronesia, Kiribati, Marshall Islands, South Sudan, East Timor, Tonga and Tuvalu. UN observer the Holy See is not a member; the Faroe Islands, an autonomous country in the Kingdom of Denmark, is treated as a non-Party to CITES. An amendment to the text of the Convention, known as the Gaborone Amendment allows regional economic integration organizations, such as the European Union, to have the status of a member state and to be a Party to the Convention; the REIO can vote at CITES meetings with the number of votes representing the number of members in the REIO, but it does not have an additional vote. The Reptile Database is a scientific database that collects taxonomic information on all living reptile species. The database focuses on species and has entries for all recognized ~13,000 species and their subspecies, although there is a lag time of up to a few months before newly described species become available online; the database collects scientific and common names, literature references, distribution information, type information and other taxonomically relevant information. The database was founded in 1995 as EMBL Reptile Database when the founder, Peter Uetz, was a graduate student at the European Molecular Biology Laboratory in Heidelberg, Germany. Thure Etzold had developed the first web interface for the EMBL DNA sequence database, used as interface for the Reptile Database. In 2006 the database moved to The Institute of Genomic Research and operated as TIGR Reptile Database until TIGR was merged into the J Craig Venter Institute where Uetz was an Associate Professor until 2010.
Since 2010 the database has been maintained on servers in the Czech Republic under the supervision of Peter Uetz and Jirí Hošek, a Czech programmer. As of March 2018, the Reptile Database lists about 10,700 species in about 1180 genera, has about 45,000 literature references and about 11,000 photos; the database has grown since its inception with an average of ~120 new species described per year over the preceding decade. The Reptile Database has been a member of the Species 2000 project that has produced the Catalogue of Life, a meta-database of more than 150 species databases that catalog all living species on the planet; the CoL provides taxonomic information to the Encyclopedia of Life. Tanzania the United Republic of Tanzania, is a country in eastern Africa within the African Great Lakes region. It borders Uganda to the north. Mount Kilimanjaro, Africa's highest mountain, is in north-eastern Tanzania; the first humans known lived in Pliocene Tanzania 6 million years ago. The genus Australopithecus ranged all over Africa 4-2 million years ago. Following the rise of Homo erectus 1.8 million years ago, mankind spread all over the Old World, in the New World and Australia under the species Homo sapiens. Homo sapiens overtook Africa and absorbed the older archaic species and subspecies of humanity. One of the oldest known ethnic groups still existing, the Hadzabe, appears to have originated in Tanzania, their oral history recalls ancestors who were tall and were the first to use fire and lived in caves, much like Homo erectus or Homo heidelbergensis who lived in the same region before them. In the Stone and Bronze Age, prehistoric migrations into Tanzania included Southern Cushitic speakers who moved south from present-day Ethiopia.
These movements took place at about the same time as the settlement of the Mashariki Bantu from West Africa in the Lake Victoria and Lake Tanganyika areas. They subsequently migrated across the rest of Tanzania between 1,700 years ago. European colonialism began in mainland Tanzania during the late 19th century when Germany formed German East Africa, which gave way to British rule following World War I; the mainland was governed as Tanganyika, with the Zanzibar Archipelago remaining a separate colonial jurisdiction. Following their respective independence in 1961 and 1963, the two entities merged in April 1964 to form the United Republic of Tanzania; the United Nations estimated Tanzania's 2016 population at 55.57 million. The population is composed of several ethnic and religious groups; the sovereign state of Tanzania is a presidential constitutional republic and since 1996 its official capital city has been Dodoma where the president's office, the National Assembly, some government ministries are located.
Dar es Salaam, the former capital, retains most government offices and is the country's largest city, principal port, leading commercial centre. Tanzania is a de facto one-party state with the democratic socialist Chama Cha Mapinduzi party in power. Tanzania is densely forested in the north-east, where Mount Kilimanjaro is located. Three of Africa's Great Lakes are within Tanzania. To the north and west lie Lake Victoria, Africa's largest lake, Lake Tanganyika, the continent's deepest lake, known for its unique species of fish. To the south lies Lake Malawi; the eastern shore is humid, with the Zanzibar Archipelago just offshore. The Menai Bay Conservation Area is Zanzibar's largest marine protected area; the Kalambo Falls, located on the Kalambo River at the Zambian border, is the second highest uninterrupted waterfall in Africa. Over 100 different languages are spoken in Tanzania, making it the most linguistically diverse country in East Africa; the country does not have a de jure official language.
Swahili is used in parliamentary debate, in the lower courts, as a medium of instruction in primary school. English is used in foreign trade, in diplomacy, in higher courts, as a medium of instruction in secondary and higher education, although the Tanzanian government is planning to discontinue English as a language of instruction altogether. 10 percent of Tanzanians speak Swahili as a first language, up to 90 percent speak it as a second language. The name "Tanzania" was created as a clipped compound of the names of the two states that unified to create the country: Tanganyika and Zanzibar, it comprises the first three letters of the two states, "Tan" and "Zan" as well as the only two vowels in the names of two states, "I" and "a" to form Tanzania. The name "Tanganyika" is derived from the Swahili words tanga and nyika, creating the phrase "sail in the wilderness", it is sometimes understood as a reference to Lake Tanganyika. The name of Zanzibar comes from "zenji", the name for a local people, the Arabic word "barr", which means coast or shore.
The indigenous populations of eastern Africa are thought to be the linguistically isolated Hadza and Sandawe hunter-gatherers of Tanzania. The first wave of migration was by Southern Cushitic speakers who moved south from Ethiopia and Somalia into Tanzania, they are ancestral to the Iraqw and Burunge. Based on linguistic evidence, there may have been two movements into Tanzania of Eastern Cushitic people at about 4,000 and 2,000 years ago, originating from north of Lake Turkana. Archaeological evidence supports the conclusion that Southern Nilotes, including the Datoog, moved south from the present-day South Sudan / Ethiopia border region into central northern Tanzania between 2,900 and 2,400 years ago; these movements took place at the same time as the settlement of the iron-making Mashariki Bantu from West Africa in the Lake Victoria and Lake Tanganyika areas. Endemism is the ecological state of a species being unique to a defined geographic location, such as an island, country or other defined zone, or habitat type. The extreme opposite of endemism is cosmopolitan distribution. An alternative term for a species, endemic is precinctive, which applies to species that are restricted to a defined geographical area; the word endemic is from New Latin endēmicus, from Greek ενδήμος, endēmos, "native". Endēmos is formed of en meaning "in", dēmos meaning "the people"; the term "precinctive" has been suggested by some scientists, was first used in botany by MacCaughey in 1917. It is the equivalent of "endemism". Precinction was first used by Frank and McCoy. Precinctive seems to have been coined by David Sharp when describing the Hawaiian fauna in 1900: "I use the word precinctive in the sense of'confined to the area under discussion'...'precinctive forms' means those forms that are confined to the area specified." That definition excludes artificial confinement of examples by humans in far-off botanical gardens or zoological parks.
Physical and biological factors can contribute to endemism. The orange-breasted sunbird is found in the fynbos vegetation zone of southwestern South Africa; the glacier bear is found only in limited places in Southeast Alaska. Political factors can play a part if a species is protected, or hunted, in one jurisdiction but not another. There are two subcategories of endemism: neoendemism. Paleoendemism refers to species that were widespread but are now restricted to a smaller area. Neoendemism refers to species that have arisen, such as through divergence and reproductive isolation or through hybridization and polyploidy in plants. Endemic types or species are likely to develop on geographically and biologically isolated areas such as islands and remote island groups, such as Hawaii, the Galápagos Islands, Socotra. Hydrangea hirta is an example of an endemic species found in Japan. Endemics can become endangered or extinct if their restricted habitat changes, particularly—but not only—due to human actions, including the introduction of new organisms.
There were millions of both Bermuda petrels and "Bermuda cedars" in Bermuda when it was settled at the start of the seventeenth century. By the end of the century, the petrels were thought extinct. Cedars ravaged by centuries of shipbuilding, were driven nearly to extinction in the twentieth century by the introduction of a parasite. Bermuda petrels and cedars are now rare. Reptiles are tetrapod animals in the class Reptilia, comprising today's turtles, snakes, lizards and their extinct relatives. The study of these traditional reptile orders combined with that of modern amphibians, is called herpetology; because some reptiles are more related to birds than they are to other reptiles, the traditional groups of "reptiles" listed above do not together constitute a monophyletic grouping or clade. For this reason, many modern scientists prefer to consider the birds part of Reptilia as well, thereby making Reptilia a monophyletic class, including all living Diapsids; the earliest known proto-reptiles originated around 312 million years ago during the Carboniferous period, having evolved from advanced reptiliomorph tetrapods that became adapted to life on dry land. Some early examples include Casineria. In addition to the living reptiles, there are many diverse groups that are now extinct, in some cases due to mass extinction events. In particular, the Cretaceous–Paleogene extinction event wiped out the pterosaurs, plesiosaurs and sauropods, as well as many species of theropods, including troodontids, dromaeosaurids and abelisaurids, along with many Crocodyliformes, squamates.
Modern non-avian reptiles inhabit all the continents except Antarctica, although some birds are found on the periphery of Antarctica. Several living subgroups are recognized: Testudines, 350 species. Reptiles are tetrapod vertebrates, creatures that either have four limbs or, like snakes, are descended from four-limbed ancestors. Unlike amphibians, reptiles do not have an aquatic larval stage. Most reptiles are oviparous, although several species of squamates are viviparous, as were some extinct aquatic clades – the fetus develops within the mother, contained in a placenta rather than an eggshell; as amniotes, reptile eggs are surrounded by membranes for protection and transport, which adapt them to reproduction on dry land. Many of the viviparous species feed their fetuses through various forms of placenta analogous to those of mammals, with some providing initial care for their hatchlings. Extant reptiles range in size from a tiny gecko, Sphaerodactylus ariasae, which can grow up to 17 mm to the saltwater crocodile, Crocodylus porosus, which can reach 6 m in length and weigh over 1,000 kg.
In the 13th century the category of reptile was recognized in Europe as consisting of a miscellany of egg-laying creatures, including "snakes, various fantastic monsters, assorted amphibians, worms", as recorded by Vincent of Beauvais in his Mirror of Nature. In the 18th century, the reptiles were, from the outset of classification, grouped with the amphibians. Linnaeus, working from species-poor Sweden, where the common adder and grass snake are found hunting in water, included all reptiles and amphibians in class "III – Amphibia" in his Systema Naturæ; the terms "reptile" and "amphibian" were interchangeable, "reptile" being preferred by the French. Josephus Nicolaus Laurenti was the first to formally use the term "Reptilia" for an expanded selection of reptiles and amphibians similar to that of Linnaeus. Today, the two groups are still treated under the same heading as herptiles, it was not until the beginning of the 19th century that it became clear that reptiles and amphibians are, in fact, quite different animals, Pierre André Latreille erected the class Batracia for the latter, dividing the tetrapods into the four familiar classes of reptiles, amphibians and mammals.
The British anatomist Thomas Henry Huxley made Latreille's definition popular and, together with Richard Owen, expanded Reptilia to include the various fossil "antediluvian monsters", including dinosaurs and the mammal-like Dicynodon he helped describe. This was not the only possible classification scheme: In the Hunterian lectures delivered at the Royal College of Surgeons in 1863, Huxley grouped the vertebrates into mammals and ichthyoids, he subsequently proposed the names of Ichthyopsida for the latter two groups. In 1866, Haeckel demonstrated that vertebrates could be divided based on their reproductive strategies, that reptiles and mammals were united by the amniotic egg; the terms "Sauropsida" and "Theropsida" were used again in 1916 by E. S. Goodrich to distinguish between lizards and their relatives on the one hand and mammals and their extinct relatives on the other. Goodrich supported this division by the nature of the hearts and blood vessels in each group, other features, such as the structure of the forebrain.
According to Goodrich, both lineages evolved from an earlier stem group, Protosauria in which he included some animals today considered reptile-like amphibians, as well as early reptiles. In 1956, D. M. S. Watson observed that the first two groups diverged early in reptilian history, so he divided Goodrich's Protosauria between them, he reinterpreted Sauropsida and Theropsida to exclude birds and mammals, respectively. Kinyongia matschiei, common name giant monkey-tailed east Usambara two-horned chameleon, giant east Usambara blade-horned chameleon, Matschie’s two-horned chameleon, is a species of chameleon from the East Usambara Mountains in Tanzania. It was confused with K. fischeri, not found in the range of K. matschiei. This species lives only at altitudes of up to 1500 metres over a total of 800 km² of isolated Afrotemperate forest areas in the East Usambara Mountains of Tanzania; the actual area of occupancy, however, is under 300 km². Its numbers are declining, it is not found in transformed areas such as plantations. The related K. vosseleri occurs in the same range as K. matschiei, while K. multituberculata is found in the West Usambaras
An endangered species is a species, categorized as likely to become extinct. Endangered, as categorized by the International Union for Conservation of Nature Red List, is the second most severe conservation status for wild populations in the IUCN's schema after Critically Endangered. In 2012, the IUCN Red List featured 3,079 animal and 2,655 plant species as endangered worldwide; the figures for 1998 were 1,102 and 1,197. Many nations have laws that protect conservation-reliant species: for example, forbidding hunting, restricting land development or creating preserves. Population numbers and species' conservation status can be found at the lists of organisms by population; the conservation status of a species indicates the likelihood. Many factors are considered; the IUCN Red List of Threatened Species is the best-known worldwide conservation status listing and ranking system. Over 50% of the world's species are estimated to be at risk of extinction. Internationally, 199 countries have signed an accord to create Biodiversity Action Plans that will protect endangered and other threatened species.
In the United States, such plans are called Species Recovery Plans. Though labelled a list, the IUCN Red List is a system of assessing the global conservation status of species that includes "Data Deficient" species – species for which more data and assessment is required before their status may be determined – as well species comprehensively assessed by the IUCN's species assessment process; those species of "Near Threatened" and "Least Concern" status have been assessed and found to have robust and healthy populations, though these may be in decline. Unlike their more general use elsewhere, the List uses the terms "endangered species" and "threatened species" with particular meanings: "Endangered" species lie between "Vulnerable" and "Critically Endangered" species, while "Threatened" species are those species determined to be Vulnerable, Endangered or Critically Endangered; the IUCN categories, with examples of animals classified by them, include: Extinct no remaining individuals of the species Extinct in the wild Captive individuals survive, but there is no free-living, natural population.
